REGARDING THE RED RAIN

Issued this 9th of the Snow's Maiden, year 73 of the Second Age

To the Citizens of Norland,

It is with a great urgency that the King's Council of Norland releases this missive. As many citizens of Norland and other denizens of Nyrheim are aware, a thick "Blood Rain" has began pouring across the vast continent that we call home. Due to the unusual coloring of the rainfall, it was immediately of great concern to the Crown of Norland to take shelter and study the effects such rain had on those it afflicted. As we have concluded, and other sources across Nyrheim have confirmed, being in bare contact with such liquid for too long causes mental abnormalities including but not limited to; intensified feelings of anger, intensified depression, increased likelihood of impulsive and violent actions against others or their own person, an outright loss of mental control, verbal abusiveness, physical abusiveness, temporary loss of memory, et cetera. While not all effects are mutually inclusive, there is a high likelihood of the aforementioned effects happening at once. There is no confirmed sources stating that the red rain is physically altering nor causes bodily abnormalities, and it is believed that all effects of the liquid remain purely mentally-based.

With this in mind, we seek to provide the public with the following instructions:

- Remain indoors if possible

- Wear complete body-covering clothing including gloves and water-proof shoes and boots if available

- Wear multiple layers of clothing to prevent liquid seeping through the cloth

- Wear helmets and/or complete head and face coverings

- Utilize civilian-made umbrellas

- Do not attempt to interact with anyone visibly afflicted by the Red Rain

- Do not attempt to reason with visibly afflicted persons

- Do not interfere with Ashguard operations to restrain afflicted persons

- Do not allow Dogs, Cats, or other pets outdoors

- Do not allow Livestock outside to graze

- Stock up on food

- Do not attempt to drink the red rain or foods that have interacted with the red rain

- If you are attacked by an afflicted person, defend yourself with non-lethal objects

- If you are attacked by an afflicted animal or pet, restrain or kill the animal

- If you are physically injured by afflicted, contact a member of the Ashguard immediately

- If you have come into prolonged contact with the red rain, contact a member of the Ashguard immediately

With the aforementioned instructions made clear to the public, we also wish to make clear that the effects of the red rain are not permanent and will wear off following a prolonged period of being withdrawn from any sources of the red rain. We also wish to make clear that intentional exposure, forceful exposure of others, or other purposeful interactions with the red rain not sanctioned by the King's Council is hereby illegal. The punishment for forcing another to unwillingly interact with the red rain shall be immediate execution by a member of the Ashguard. The punishment for intentional exposure of yourself to the red rain will be prolonged jail time and the loss of a left hand. The Ashguard is hereby instructed to not kill afflicted persons. Ashguard instructions for how to handle inflicted persons shall be written and distributed to members of the Ashguard privately.

The Government shall also issue the following information to the public: There shall be Crown-issued umbrellas made of a thicker fabric than civilian-made umbrellas that shall be distributed at the steps of the palace. Should you be unable to make your way to the Palace, then you may request one be brought to you by way of asking a nearby guardsman.

Remain safe, follow the instructions, and stay alert.

All-Father guide you all, Iron from Ice

Signed,

His Majesty, Ragnvald Eiriksson Ruric, King of Norland, High Chieftain of the Rurikkid, Duke of Varhelm and Alisgrad, Lord of Eiriksgrad, Protector of the Highlanders, Et Cetera.

Rosalind Vildr stood behind the counter of Alisgrad's tavern, watching the crimson downpour while idly sipping from her drink. She wasn't taking any caution, nor bothering to protect herself from the rain, simply vibing during the continent-wide crisis.

Sir Ragnarr would be silently sitting infront of the firepit watching the flames dancing around in it's little domain of the Ashguard dinning hall in the barracks as he listened to the news being told to him although he did not give a single thought to it for he was busy thinking and pondering over what he had seen... Having been inflicted by the side effects of the Crimson Rain or Red Rain as some call it, seeing things that would've shaken even the bravest man to his core.
