DEFENSE OF THE HIGH-FOLK By the Authority and Will of the King of Norland and Sohaer of Haelun’or Issued on, 17th of the Deep Cold, 134 SA Issued on, 17th of Thoromir’s Plight, 460 FifAe FOREWORD The Kingdom of Norland and the Silver State of Haelun’or have, for twenty-eight years, forged a close national bond founded on mutual respect and cooperation. Their mutual vision and commitment to fostering harmonious relations have played a pivotal role in shaping their close bond. By cultivating a sense of trust and understanding, they have transcended the barriers of race and religion, and have established a profound connection based on the shared aspiration of peace throughout the realm. ARTICLE I. Sovereignty The Kingdom of Norland and the Silver State of Haelun’or, hereon referred to as ‘the Signatories’, do hereby agree to recognise each other’s sovereignty as independent and autonomous realms. This includes the right to fully rule and govern their Realms, territories, and protectorates as they see fit and take a non-interference policy toward said governance. ARTICLE II. Free Movement The Signatories do hereby agree to allow for free movement between their lands, allowing their subjects to travel unbothered. This does not extend to criminal acts or suspicious behavior. If a subject of either Signatory is barred from travel, the other shall be informed promptly within a single fortnight. Fair Trial The Signatories do hereby agree to hand over the subjects of their respective Realms should they be found accused of a crime An observer from the offended Realm is authorized to observe the criminal process as to ensure this article is not violated. ARTICLE IV. Defensive Agreement The Signatories will commit to a defensive pact whereby both nations shall promise to withhold from any offensive actions against the other and provide military support in defense, should foreign parties aggress upon them. Any violations found in respect to this article shall be handled diplomatically between the two parties to prevent misunderstandings, and violent conflict, and to make any amends if needed. ARTICLE V. Duration The duration of this pact lasts 20 years, and will be up for reconsideration if either nation appoints a new leader within those 20 years. Resignation of Kingship By the Authority and Will of the King of Norland This Edict is Issued on, 5th of Thoromir’s Plight, 460 FifAe FOREWORD I have been King of Norland for many years, far longer than most other leaders I have seen in my time. I am now the longest reigning king in Norland’s history, and it has come time for me to spend time with my wife and daughters. I have accomplished all goals I set out to accomplish, and upheld all promises I have made. I know my reign was not perfect, no reign can be, however I sincerely hope during my time as king that I was a good leader for my people. It has been a great burden and blessing to serve my fellow Norlanders as their king. I will ensure to the best of my ability that the king following me has the best interests of our people and allies as their primary priority. We all lift together. Norlanders never kneel. To keep Norland the bastion of freedom and morality it has been since the time of King Caedric Edvardsson ‘The Reclaimer’ it is the DUTY of every Norlandic citizen to take up arms in times of strife or otherwise aid the effort of our righteous national defense. After many years and hardships overcome in the conflict against the Mori, our people find themselves on this new land called Solheim. It has become increasingly apparent that the will of the Norlandic people is united in the pursuit of common defense of their Norlandic neighbors, and as such it comes time for a reformation of the national military to reflect this virtuous will. IT IS BY THE Authority and Will of His Royal Majesty, Odin Freysson Ruric, King of Norland and High Chieftain of the Rurikkid Clans, that the Royal Norlandic Ashguard be reformed to better reflect the people it represents. The Ruriksguard is to be established as the personal levy of the King which will protect the royal family and oversee the individual clan levies of Norland. Each Norlandic clan is hereby ordered to form a levy to be led by their Chieftain or a levy leader of their choice under the guidance of the King and Marshal. Each levy MUST meet the following requirements: Clan levies MUST follow and enforce all Norlandic laws. Proper equipment in good condition MUST be kept by all members of each individual clan levy in a state of readiness at all times. Clan levies may design an armor of their choosing, however it MUST include both the Norlandic colors AND the clan’s colors it represents. Additionally, it must be up to a standard quality as determined by the King or Marshal. Members of a clan levy MUST be members of the clan levy they serve in order to wear Norlandic colors. A written notification to the King must be given or sent at the earliest convenience of each new recruit so a registry may be kept up to date. Members of a clan levy MUST be held to the highest standards of moral character so as not to bring shame on the clan they represent or Norland as a whole. Any levy member discovered to be acting in a shameful way MUST be severely punished by their clan chieftain AND/OR the Marshal depending on severity. Each levy MUST participate with their fellow Norlandic clan levies in periodic training to ensure readiness of skill in arms and bonds of comradery. Clan levies are encouraged to donate excess resources vital to national defense used in the production of arms, armor, and other equipment including horses and food to a common national stockpile kept in the national armory. The Treaty of Lake Eada, 100 SA The Kingdom of Balian & Kingdom of Norland Issued sixth of the Deep Cold, Hundredth Year of the Second Age Preamble: The Kingdom of Norland and The Kingdom of Balian have been allies in the past, and thus this document is the renewal of a long-lasting and mutual agreement between each Realm. With this document, there is a mutual agreement and understanding between the two signatories to create a pact which shall ensure a long friendship between them. Article I The Kingdom of Norland and The Kingdom of Balian shall guarantee to each other amicable relations, non-aggression toward each other, and an envoy be sent to represent their respective Realm in the sovereign’s court. The amicable relations shall allow each signatory to mutually aid each other in times of crisis and enable the Baronage and Peerage of their respective Realms to intermingle and befriend each other. The non-aggression shall exist between each Realm, forbaying any drastic military conflict between the Realms or the Sovereigns and their Liegemen. The envoy shall represent each signatory in the court of the other, it is the privilege of the sovereign to call an envoy and receive a response within a two-month period. Article II The Kingdom of Norland and The Kingdom of Balian both recognize each other's sovereignty and titles. This includes the titles of the Baronage of the Kingdom of Norland and Peerage of The Kingdom of Balian. The Kingdom of Balian recognizes all Royal Titles of the King of Norland as well as all Noble Titles of the Norlandic Baronage, and will entertain no pretender to the Norlandic throne. The Kingdom of Norland recognizes all Royal Titles of the King of Balian as well as all Noble Titles of the Balian Peerage, and will entertain no pretender to the Balian throne. If a signatory offers support to illegitimate claimants via recognition, the signatories will reconcile immediately by sending an envoy to the wronged party’s court to negotiate withdrawal of support of the illegal claimant. Article III The Kingdom of Norland and The Kingdom of Balian will foster free trade between each other. The signatories shall provide a single tax-exempt stall in each other capital city, in a suitable and well-traversed section of that city. Article IV The Kingdom of Norland and The Kingdom of Balian shall be bound by this pact for the duration listed. This treaty will remain in effect for twelve years. It may be renewed by mutual consent of both Signatories.   13. The Ashen Stag Pact 17th of the Deep Cold, 87 S.A. ARTICLE I. SOVEREIGNTY The Kingdom of Norland and the Vale of Neveahlen shall recognise each other’s lands as independent, legitimately overseen by their respective sovereigns. Odin Freysson Ruric is to be recognised as the respective sovereign of the Kingdom of Norland. Miven Caerme'onn is to be recognised as the respective sovereign of the Vale of Neveahlen, and the Wood Elves. No attempt shall be made by either party to directly or indirectly subvert or interfere in matters of leadership and authority of the other. ARTICLE II. NON-AGGRESSION The Kingdom of Norland and the Vale of Neveahlen will commit to a pact of non-aggression whereby both nations shall refrain from committing offensive actions against the other. This includes refraining from supporting, whether directly or indirectly, any group, settlement, or nation that intends to commit offensive actions against the other and its sovereignty. Any violations found in respect to this article shall be handled diplomatically between the two parties to prevent misunderstandings, violent conflict, and to make any amends if needed. ARTICLE III. FRIENDSHIP The Kingdom of Norland and the Vale of Neveahlen agree to act honourably and in good standing towards one another to ensure that relations between the two remain close to not only open the possibility for more treaties of mutual benefit but also to create a lasting friendly relationship between the Kingdom of Norland and the Vale of Neveahlen. ARTICLE IV. TRADE AGREEMENT The Kingdom of Norland and the Vale of Neveahlen agree to allocate a stall to belong to the other party in their own primary settlement. Both parties may assign an individual to maintain their respective stalls to ensure that they are regularly stocked. These stalls are to be made tax-free to encourage the trade of resources and supplies between both parties. ARTICLE V. INFORMATION The Kingdom of Norland and the Vale of Neveahlen agree to share all known and relevant information pertaining to the activities, identities, and whereabouts of individuals or groups that consist of voidal mages, darkspawn, and dragonkin, or are otherwise affiliated with them. ARTICLE VI. DURATION The pact shall be in effect for a duration of ten years. In the case that either party violates the pact, all articles shall remain in effect while both parties attempt to resolve matters diplomatically. At the conclusion of the pact’s duration, the possibility of an extension may be considered if found beneficial to both parties. Edict of Removal and Appointment By the Authority and Will of the King of Norland This Edict is hereby Issued on, 3rd of The Amber Cold, Year 87 of the Second Age To the loyal citizens of the Kingdom of Norland, It has come to the attention of the Office of the Chancellor and subsequently the entirety of the Royal Government and the Crown that a breach of our trust and a breach of loyalty has been committed within the borders of our Kingdom by the Lord of Bjornfjall. Not only has the Lord failed to govern his assigned Land properly and to an extent which satisfied the crown, but also failed to support the Kingdom of Norland during the rebellion of Ironguard both militarily and politically. It is subsequently the will of His Majesty the King that the Lord of Bjornfjall is stripped of his titles, his assigned lands and honors. He shall no longer be considered the Baron of Bjornfjall and shall lose the right to name an heir. His duties as Lord of Bjornfjall are to be assigned to the Chancellor of the Kingdom of Norland, who shall act as a Lord Regent of Bjornfjall in place of the Crown. It is thus with the signing of this edict that the Chancellor of the Kingdom of Norland, Asmund Camian, is to be appointed and assigned as Lord Regent of Bjornfjall.   15. A Future for Cartref Mor 12th of The Grand Harvest, 87 S.A. The Kingdom delivered a devastating blow to the seditious forces stationed in Cartref Mor with the death of their leader recently. Following this, a discussion was held with the Rex of the Horde to discuss the best possible solution for the Adunic citizens currently holding residence in the region, and it was agreed that it would be beneficial to grant three years of safe passage for any citizen of Cartref Mor wishing to make an exit. This safe passage would include those that have conspired against the Kingdom and now wish to seek asylum elsewhere on Nyrheim as long as they do not continue to spread unrest within the Kingdom during this period. However, citizens who hold loyalty to our Kingdom are encouraged to relocate to the capital of Alisgrad to make use of the housing and resources at the heart of the kingdom. Following our edict where the oathbreaker Aurelion Marsyr the Unfaithful was exposed for his treason, the army of Aurelion and his supporters stormed into the gates of Alisgrad expecting minimal resistance. However, they were wrong. They would instead be met with the force of the Royal Norlandic Ashguard. Before the Adunians ran from the city with their tails between their legs, they had managed to assault and kidnap the peaceful Keeper of the Red Faith, Grigori. Seeing this, the King ordered that a detachment consisting of both the valiant Royal Norlandic Army and the brave citizenry of the Kingdom go forth to Cartref Mor to rescue the Keeper from torture and murder. It was there that the heroic force of Norland encountered the ill-equipped supporters of Aurelion and the treasonous oathbreaker himself. The Kingdom came with a force of 1,000 brave men and women, while Aurelion’s army consisted of about 1,100 according to our scouts. The forces of Norland had utilized a moment of weakness by Aurelion’s forces, and were met with no resistance as Adunian citizens cheered at the sight of Norland’s banner. As they courageously made their way further to the keep where Grigori was found severely injured and in chains. It was at the keep that a battle was fought and a victory was easily found by the Norlandic forces - suffering no casualties of their own while the army of treasonous outcasts had suffered severe casualties, limiting their numbers to a handful of people who fled from battle. Victorious, Norland had rescued their Keeper and captured Aurelion Marsyr the Oathbreaker with ease. The oathbreaker, seeing the overwhelming victory of the Norlandic forces, had continued to shout lies in a poor defense - showing that he was not only a traitorous, greedy, and deceptive individual, but a coward not willing to accept responsibility for his own actions too. Knocked out to prevent escape, Aurelion Marsyr the Treacherous was taken to Alisgrad where he faced the consequences of his actions, betrayals, greed, and hostilities. Edict Against Disloyalty By the Authority and Will of the King of Norland This Edict is Issued on, 12h of Sun’s Smile, Year 86 of the Second Age The matters of loyalty and honour are of grave importance to His Royal Majesty, King Odin Freysson Ruric, as it is upon these values that all of Creation is judged. To swear an oath of loyalty to the King of Norland and to scheme behind the backs of Him and His council is to sully your Honour in Word and disgrace yourself and your peers. Moreso it is a greater dishonour to spread false information and lies in an effort to shamefully gull the steadfast and loyal of the Rænrlands. The Oathbreaker Aurelion’s conspiracy of Cartref Mor, also referred to as the Ironguard Hold, are a folk who have attempted to mask their disloyalty through sly means, even going as far to try bringing loyal citizens of the realm into their attempts of conspiracy. Fortunately, their attempts have horrendously failed on their part and we are now able to see them for who they truly are: conniving backstabbers. ARTICLE I. LORD AURELION MARSYR It was the Oathbreaker Aurelion Marsyr, the son of the late-Honourable, Lord John Marsyr, who has shown the true colours of his leadership. With support of his own council inflaming his unending ambition, the Oathbreaker Aurelion violated the terms of the Bill of Sale signed in 67 S.A. by his late-father, and he furthermore sullied his own Honour in Word as he had sworn an Oath of Loyalty and recertified his father’s commitment to abide by the Bill of Sale; all in a vain effort to further his own pride and greed. Declaring himself with the false and unrecognized title of High King. He has made his ambitions clear that he intends to conquer the lands of our vassals and to eventually declare a war on the lands directly held by the King of Norland in a final act of treason. Let all who read this know, these specific terms outlined in the Bill of Sale signed in 67 S.A.: II. As landholders of the Kingdom of Norland, the new residents of Ironguard will be held to the obligations of the position, and will be afforded the privileges associated, including but not limited to: - The responsibility to enforce Norlandic law within their territory. - The responsibility to answer the call to Norland’s defense, should the need arise. - The right to raise a levy for the defense of the holding. - The right to govern the land as they see fit, provided they remain within the bounds of Norlandic law in so doing. - The right to request the garrison and protection of the Ashguard, should the need arise. ARTICLE II. THE PEOPLE OF CARTREF MOR Citizens of Cartref Mor, presuming that they had no direct part in supporting the Oathbreaker Aurelion’s ambitions, are still considered a people of respect and honour. It is not their fault that the one who leads their lands intends to drive them towards a destructive path of conflict. Unless suspected to be in violation of Norlandic Law by assisting the outlaw Aurelion Marsyr, loyal citizens of Cartref Mor SHALL NOT be harmed or prosecuted for their place of residence or loyalties prior to Aurelion’s Oathbreaking. ARTICLE III. EVICTION The Kingdom of Norland intends to reclaim Cartref Mor from its overambitious, honourless, and disloyal leadership, seeking to reinstate it back into the Crown’s held lands until a new replacement leadership, from within the people of Cartref Mor, can be suitably found to lead it. With this edict, the King of Norland declares His intentions to evict the Oathbreaker Aurelion and his conspirators from the lands of Cartref Mor. They are to be, if possible, put on trial for their crimes as well. By the Authority and Will of His Royal Majesty, King Odin Freysson Ruric, King of Norland and High Chieftain of the Rurikkid Clans declares that Aurelion Marsyr and his conspirators are hereby declared traitors, oathbreakers, and outlaws, and are stripped of all lands and titles and subject to the full extent of the King’s justice.   18. Market Reform Initiative 17th of the First Seed, 86 S.A. The Kingdom of Norland, with its evergrowing economy, has recently become an astute economic power in Nyrheim under King Odin. To complement our rising growth, a reform to our market system has been made to incentivise and assist our citizens with playing a role in our economy to further boost our capabilities as a nation through the prosperity of our hardworking men and women. The Kingdom shall, assuming certain conditions are met, grant stalls that are tax-free. The conditions to be met are listed below in the following articles. ARTICLE I. STOCKED GOODS As the Kingdom wishes to ensure that the Alisgrad markets are a reliable source of goods and to promote active use of the stalls, the stalls must be regularly stocked with goods to be sold and distributed. If a stall under the free stall initiative is not actively restocking their goods, they may find themselves unable to use their stall in favour of someone else who is able to provide a reliable flow of goods. ARTICLE II. DISTINCTION All market stalls under the free stall initiative must provide a set of goods that is not already being sold by another stall under the initiative. This is to remove unhealthy competition as each stall owner provides a desired set of goods of their own that can gain them distinction among their peers and encourages customers to visit a variety of stalls instead of one free stall monopolising all desired goods. ARTICLE III. COST The price of the goods found in each stall under the initiative must be comparatively cheaper than goods found in the markets outside of our Kingdom. This is to promote quality goods being found in our Kingdom for a cheaper price, encouraging our citizens to support our own economy as well as encouraging visitors from outside our Kingdom to trade and partake in our markets. Asmund formerly held the position of Marshal within the Royal Norlandic Ashguard in which he served a lengthy and successful tenure. In his prior position as Marshal, he has already demonstrated the competency required to the King and with this missive is formally appointed to the role of Chancellor where he is to serve as the King’s right-hand man, acting and assisting in matters that the King may not be able to attend to himself as well as being the head of the King’s Council. We appreciate the cooperation of Edric Valyn and bid them our express thanks in their honesty and admittance to the crimes. However, as with any crime, a price must be paid, of which Edric Valyn has agreed, and so an official notice of weregild has been issued upon Edric Valyn, Uhtred Mosu, and the accompanying mercenary, and by extension The Dual Duchy of Redclyf-Rozania.   22. Land Lease Agreement 13th of Malin’s Welcome, 83 S.A. The Kingdom of Norland shall grant Halstein Eiriksson and his party a plot of land in the western tundra of Norland byway of a lease as an opportunity for Halstein Eiriksson to display conviction and loyalty to the Kingdom and its values. The terms and duties of the lease are as follows: ARTICLE I. OWNERSHIP Halstein Eiriksson recognises that the land leased to him by the Kingdom of Norland shall remain in ownership of Kingdom of Norland, given to Halstein Eiriksson for the purposes listed in this agreement and shall last for the duration as stated as long as the conditions are met. As land owned by the Kingdom of Norland, it is subject to the Norlandic Code of Law and any other relevant active edicts. Halstein Eiriksson is not permitted to transfer ownership of the lease to anyone else, but may have others temporarily perform some responsibilities on his behalf with notice to the King’s Council beforehand. ARTICLE II. PURPOSE The land designated to Halstein Eiriksson is to be used as a shipyard and is therefore to be used primarily for the construction, storage, and repair of boats and any relevant accessories. Halstein shall also be held responsible for the construction and maintenance of the plot of land with oversight from the King. Construction on the land must accommodate the wellbeing of workers and must relate to the nature of the lease’s purpose. This would include: housing, paragon shrines, storage, and other facilities such as a forge for anchors and so forth. This forbids the construction of facilities like castles, forts, barracks, temples, and other facilities irrelevant to a shipyard. The King may be petitioned for any clarification or exception if deemed necessary. ARTICLE III. PAYMENT Halstein Eiriksson must pay a tax of 100 mina per year for the leased land. If the amount cannot be paid during a tax period, the King may request that supplies of high value be exchanged instead for that given period. If a raise in tax is deemed necessary by the King, Halstein Eiriksson shall be given at least a year’s notice in advance. ARTICLE IV. DURATION The lease holds no definite length, and is therefore considered indefinite as long as the terms and conditions of the contract are abided by. If the terms and conditions of the lease are not met satisfactorily, it will result in the termination of the contract and the eviction of Halstein Eiriksson and party.   23. Coronation of 82 S.A. 19th of the Amber Cold, 81 S.A. With the conclusion of the Kingsmoot of 80 S.A., it was decided by majority that Odin Freysson Ruric would serve as the new King for the Kingdom of Norland. With a new King, it has come time for a coronation ceremony to formally crown King Odin Freysson before the eyes of the Norlandic populace, its allies, and to the rest of Nyrheim. The ceremony shall take place at the palace in Alisgrad. As it is with tradition, the King of Norland shall be ceremoniously presented with symbolic artifacts to cement their role as the King. Afterwards, vassals will be given the opportunity to reaffirm their loyalty to the crown in a public manner. At the conclusion, the attendees of the coronation shall be permitted to petition King Odin regarding any matters they wish to be tended to. This petition stage also extends as an opportunity for allies to speak to the King, but it should be noted that some matters may be postponed until after the formal ceremony is completed to be spoken of. After the ceremony has been concluded, it will be encouraged that attendees visit the tavern to partake in some lighthearted drinking and fun to celebrate the events.   24. Results of the 80 S.A. Kingsmoot 18th of the Amber Cold, 81 S.A. During Malin’s Welcome of 80 S.A., the Kingdom of Norland officially began the Kingsmoot and gathered at a humble location on the outskirts of Alisgrad where it was held bustling with individuals as they waited eagerly for the new King or Queen. As was tradition, each of the three Rurikid clans were voting for a new successor to bring the Kingdom into a new prosperous era. Upon formally introducing the crowd to the events to come, Einar Edvardsson had nominated himself as a candidate. When asked who else would nominate themselves or others, the following were nominated: Casimira Edvardsson, Halstein Eiriksson, Odin Freysson, and later Torstein Eiriksson. Most candidates provided lengthy speeches and received questions with lengthy answers. After a few Father’s hours, it finally came time to vote. By the decision of a majority vote among the three Rurikid Clans, it was Clan Edvardsson and Clan Freysson that came together to form a majority to install Odin Freysson as the rightful successor to the Kingdom of Norland.   25. Reconsideration of Verdict 10th of the Deep Cold, 80 S.A. Two years ago, a verdict was made regarding the treason of Astrid Eiriksson-Black. Astrid Eiriksson-Black was perceived to be acting contrary to our Kingdom’s values and of our alliance despite being a high-ranking official of the Royal Norlandic Ashguard. With newly-acquired information, the verdict regarding the situation has been reconsidered. Astrid Eiriksson-Black will not be punished with execution for any charges regarding that situation and will be allowed back into the Kingdom’s territories without fear of punishment. She will issue a satisfactory public apology regarding the miswording and errors of her previous letter. She will no longer be permitted to serve in the Royal Norlandic Ashguard, however she is expected to serve the Kingdom in a non-militaristic manner to be decided by King Odin Freysson, beholden to him. To reaffirm, Astrid Eiriksson-Black will be permitted to continue using their Eiriksson surname, as it was never taken from them to begin with.
