  1. 6th First Seed, SE 96 30/09/2022 __________________________________________________________ ᛗᛁᚾᛁᛜ Mining Hoard Act ᚺᛟᚨᚱᛞ _________________________________________________________ Many enterprising dwarves seek their fortunes in the mines by selling the rare ores they acquire. However, these ores are often sold to foreign markets, leaving no ores of the Grand Kingdom of Urguan to provide its craftsmen to trade. This bill aims to slowly and steadily grow the supply of rare ores and materials for the Grand Kingdom of Urguan to be able to provide to its guilds and craftsmen for the furthering of dwarven craftsmanship. Article I - High Prospector For rare or such as azhl, starsteel, boomsteel, etc, expeditions led by the High Prospector on behalf of the Workforce or the Kingdom will be obliged to return ore as per the article below. Private mining operations need not follow the articles below. Article II - Distribution Should only 1 ore be gathered the ore is to be given to the Kingdom, then once the ores are smelted the bars of it will be redistributed to those involved in the mining group, though 1 bar will be kept by the kingdom. Should 2 or 3 ores be gathered, 1 ore will be given to the kingdom, with no distribution of ingots afterwards. Should 4 or more ores be gathered, 2 ores will be given to the kingdom, with no distribution of ingots afterwards. Article III - Purchasing The Grand Kingdom will offer to buy rare ores from individuals and groups at market rates, for the ore to be gathered in its hoard. Article IV - Tariff Those dwedmar that wish to sell their ores to foreigners or non dwarven markets will have to pay a 50 mina tariff fee.   2. 6th First Seed, SE 96 30/09/2022 __________________________________________________________________________________ ᚹᛟᚱᚲᛖᚱᛊ Workers Guild Preservation Act ᚷᚢᛁᛚᛞ __________________________________________________________________________________ With the sudden exodus of the leadership of Yemekar’s Workforce, many dwedmar whose livelihoods depend on the workforce have been left without a means of providing for themselves or their families, leaving many jobless. This also significantly affects the culture, and state of mental and physical wellbeing of dwarves. In order to help the dwedmar of Urguan this bill has been penned. Article I - Leadership New leadership shall be immediately chosen for every position within the Workers Guild, including Yemekar’s Pick, by the senate. They may use the list of names provided below as suggestions. Article II - Reimbursement For the period until stable activity is achieved in the Workforce, all current workers will be supplemented 1 extra minek in addition to their regular payments, in order to help combat the prior loss of wages. Article III Rebuilding The Workforce guild area, along with the forging areas shall be reconstructed to accommodate high levels of industry and production. This reconstruction will be lead by the Omithiel Company, headed by Garedyn The Green. Article IV.A - General Reorganisation 1: The workers guild shall be divided into three branches: a. The Mountain Branch - Miners, Masons, Jewelers (Prospecters Guild, Omithiel Company) b. The Metal Branch - Smiths, Smelters (White Anvil) c. The Mystic Branch - Alchemists, Enchanters (Enchantery) 2: The guilds will be allowed to select the leaders as per the following: a. A Guild Lords shall be appointed by Yemekar’s pick with approval from other guild lords and overseers. In times of emergency approval is not required. b. Each Branch will have an Overseer, elected through vote by the Guild Lords of that Branch. c. Yemekar’s Pick will be elected through a combined council of Overseers and Guild Lords. Disclaimer: The names proposed below can be change or removed per the senate’s will. Article IV.B - Guild Reorganisation 1. The following rebranding of the Guilds are recommended, to promote a fresh vision going forward, while being more faithful to the Brathmordakin. a. The White Anvil shall be renamed to Yemekar’s Smiths: b. The Prostectors Guild shall be renamed to Grimduguan’s Delvers c. The Omithiel Company shall be renamed to Yemekar’s Masons d. The Golden Enchantery shall be renamed to Orgadhad’s Enchanters. e. Any other unmentioned guild is recommended to follow a similar naming scheme. 2. A new guild shall be created to promote the neglected art of gem cutting and jewellery smithing. It will be named Belka’s Jewellers and be part of the Mountain Branch. 3. A new guild shall be created to promote the industry of alchemy. It will be named Orgadhad’s Brewers and be part of the Mystic Branch. 4. Guild Lords retain the right to modify the command structure or internal organisation of their guilds, but only with the approval of their guildmates. 5. Members of a guild shall have the right to elect a new guild lord at any time. Article V - Guild Creation or Dissolution 1. Should a need arise to create a need guild, it will have to be approved by the guild workers, lords and overseers of the Branch that the new guild wishes to join. 2. Should a need arise to dissolve a guild, the same rules apply above, but the additional approval of a council of workers be needed. Article VI - Branch Creation of Dissolution 1. Should a need arise to create a new branch, for if a new guild does not fit the styles of the current ones, then a vote is needed by all the guild members of the Workers Guild to approve it or not. 2. Should a need arise to dissolve a Branch, the same rules apply above, but the 3 main branches, Mountain, Metal and Mystic, can never be dissolved. Article VII - Council 1. The Workforce shall form its own council, composed of the Guilds Lords and Overseers, with Yemekar’s Pick heading the council. 2. The council will be open to attend for all the members of the workers of the workers guild. 3. The overseers will vote on the council, representing the interests of their branch. 4. Yemakar’s Pick will organise the council, but will not be allowed to vote. Article VIII - Senate Yemekar’s Pick will be allowed a place in the senate as an expert council.   3. 9th of Sun's Smile, 88 S.A (8/7/22) ___________________________________________________________________________________________ ᚱᛖᚠᛟᚱᛗᚨᛏᛁᛟᚾ ᛟᚠ ᛏᚺᛖ ᛋᛖᚾᚨᛏᛖ Grand Senate Reforms ᚾᚨᚱᚡᛟᚴ ᛟᛉ ᚢᚱᚷᚢᚨᚾ ____________________________________________________________________________________________ This bill seeks to only improve the Senate on some minor issues and to restore a better view of the system. Inside this bill it will contain three sections containing: Clan Representation, and Selection of Regent. I - Clan Representation All clans are guaranteed a seat in the Senate so that they may be able to be represented to debate and bring forth bills before the Senate. Though all clans that are not eligible by normal guidelines will still be unable to vote. II - Selection of Regent If Regency is needed, the Grand King is able to select his own choice for Regent. If he/she is unable to select their Regent, the Senate will nominate and declare their own Regent if needed. The selected Regent by the Grand King shall be required to be voted on by the Senate for approval, if they are to hold the position for more than a stone week. The Friendship of Sun & Stone Agreed upon by: The Order of the Golden Lion & The Grand Kingdom of Urguan On the 9th of Sun’s Smile, 85 S.A Article I - The Valley of Sunbreak Upon the signing of this document, the valley in which the former fortress of Sunbreak resides shall be bequeathed to the Order of the Golden Lion for resettlement and reconstruction, in reaffirmation of the original agreement between the Underrealm and the Order. The bequeathed land does not extend beyond the confines of the valley. This land shall not be considered sovereign ground of the Grand Kingdom, and instead the neutral territory of the Order of the Golden Lion. Should the Order of the Golden Lion vacate the valley, the territory is thereby freely and readily returned to the Grand Kingdom for settlement by the Sons of Urguan. Article II - Political Independence & Neutrality of the Valley The Order of the Golden Lion, in adherence to the Third and Fourth Creed of the Patron under the Creeds of Xan, are sworn to strict and unwavering political neutrality alongside abstinence from warfare - this reaffirmed, as the Golden Lion will not mobilize against the Grand Kingdom using the land acquired, or indeed, any other mortal kingdom. Should the Order of the Golden Lion’s duties require them to bear arms against a Son or Daughter of Urguan, the relevant authorities of the Grand Kingdom such as the High Prophet or Grand King shall be consulted when engaging in hostilities with the wayward Son or Daughter of Urguan at the earliest opportunity to pursue the heretical dwarf in question jointly, in adherence to the terms agreed upon prior between the Order and the Grand Kingdom under the reign of Levian'Tol Grandaxe. Both the Order of the Golden Lion and the Grand Kingdom of Urguan hereby agree never to intervene in the political affairs of the other, unless specifically requested by the other. The Affairs of each signatory are to be their own. The Order of the Golden Lion politely refuses the offer of a seat upon the King’s Council in accordance with the above, leaving the shaping of Urguan’s future entirely to the Dwedmar. Both parties may advise the other in relevant matters, but in votes, policy and governance, each are wholly independent. The Order of the Golden Lion, as a politically independent entity, will no longer pay a weekly tax on their holdings in the valley. Article III - Promise of Aid & Camaraderie The Order of the Golden Lion, in gratitude of the friendship offered by the Grand Kingdom and their permissed resettlement of the valley, will offer 7 refined ingots of Thanhium and a single raw chunk of Thanhium to the treasure trove of the Grand Kingdom to do as they wish, alongside an additional dozen ‘Black Arrows,’ intended for use against the Greater Drake known as ‘Cloudbreaker’. The schematics for these Black Arrows have, likewise, been provided to the High Prophet Norli Starbreaker for further production by the Grand Kingdom. Alatáriel Athna & Norli Starbreaker will continue their work in the industrialization of the Grand Kingdom, and the education of select dwedmar in artifice and material science alongside the Worker’s Guild. In reaffirmation of the Third Creed of the Realms under the Creeds of Xan, the Order affirms its willingness to aid and advise the Grand Kingdom in matters pertaining to the Dark, Dragonspawn, and Aberrant when the situation calls - as it offers unto all other realms who’s requests and hearts are true and virtuous. Should the Order and the Grand Kingdom find disagreement or discontent to fester, they will seek to resolve all such affairs through diplomatic means for a peaceful and amicable resolution. Article IV - Duration This document, and its terms, shall remain valid until such a time as both signatories agree to absolve them, or upon such a time that the Order of the Golden Lion (or its successors) vacates the valley. Alternatively, should either party be found to be in violation of this treatise, the agreement will be rendered null should proper settlement not be reached or agreed upon.   5. 9th of Sun’s Smile, SA 85 17/07/2022 ᚺᛖᚠᚱᚢᛗᛗ ᛊᚨᚠᛖᛏᛁ ᚨᚲᛏ Hefrumm Safety Act ᚨᛁᛞ ᛏᛟ ᛟᚢᚱ ᚨᛚᛚᛁᛖᛊ Due to the threat of war and attacks upon Urguan by dragons, it has come to our realization that Hefrumm itself is exceptionally vulnerable to these types of threats. Hefrumm, one of Urguans founding members and supporters of Dwarven unity, lacks the necessary measures to deal with the aftermath of a targeted martial attack or draconic fire. This bill aims to provide a safety net for all forest dwarves, if the worst were to come to their village. Article I - Location of Stay In the case of the destruction, foreign occupation or of rendering Hefrumm unlivable, the citizens of Hefrumm will be allowed to take shelter in available housing in Urguan. While residing in Urguan under the conditions stated above, Hefrummos will not be forced to pay tax. On the following conditions: That the Grand Chancellor must be notified of all treaties with a stone day notice That he may call for a vote regardless on any treaties to be held by mail or senate hearing if he reasonably believes there could be large opposition. Let this act expire upon the resignation, removal or death of Bakir Ireheart.   13. 9th of Suns Smile, 77 S.A 22/05/22 The Khron’Rikkin Act Proposed by Clan Father Agnar Grandaxe and approved by the Grand Senate at the 77 S.A Sitting of the IV Session of the Grand Senate, this act stipulates an enhanced and expanded role of the Iron Baron, in relation to the Urguani Government. =================== Since its conception during the great earthquake of Kal’Varoth, the Iron Baron role has been a purely ceremonial role that essentially represented the leader of the greater taverns of the Grand Kingdom of Urguan. However, after the recent success of the Grand Brewing Competition, I, Dhaen Grandaxe, current Iron Baron, propose the elevation of the Iron Baron role to this august body of the Grand Urguani Government. Through this ascension, the Iron Baron will now have the formal duties that they previously had the ability to carry out, but now the legal credit as should be ascribed to them. In this manner, I believe the smaller gatherings of the kingdom will have the needed assistance to flourish once more. The Iron Baron role will now have the following duties: Assistance to External Events The Iron Baron shall coordinate an event schedule in the kingdom at the start of every stone week. The schedule will be posted publicly for citizen consumption [OOC: discord community announcements]. Each event in the schedule shall have the following noted in its description: name, leader of event, location, and time. The Iron Baron shall provide any drinks, decor, or necessary help to any formal event within the Grand Kingdom of Urguan as is needed. Access to the resources required to aid such events will be handled personally by the Iron Baron, as granted by the Grand King of Urguan. Personal Preparation of Festivals The Iron Baron shall oversee the personal preparation of a feast, festival, or otherwise formal event at minimum every three stone weeks. Unless specified beforehand, this event shall be open to the public and hosted within either the throneroom or tavern. In Relation To The Government The Iron Baron shall be allowed to sit in upon meetings of the Grand Senate of Clans as a lesser member of the governing body. They will not have a vote, but be allowed to interject when deemed appropriate as a representative for the shared duties of running the tavern and preparing festivals. The Iron Baron shall no longer be recognized as an independent entity or guild leader. Tavern Upkeep and Regulation As a new legal entity, the primary care of the tavern within the kingdom capital shall now be considered as an extension to the duties of the Iron Baron. All matters regarding the tavern shall firstly be passed through the Iron Baron. It is also the duty of the Iron Baron to prioritize trade between the taverns of the Grand Kingdom of Urguan so as to promote local brewers. Upon the vacating of the Iron Baron role, the new Iron Baron shall be found in the process as dictated firstly through the predecessor. If the acceding Iron Baron has not been found in such a manner, than the duty of picking a new Iron Baron will fall to the discretion of either the Senate or the Grand King of Urguan. Should the current Iron Baron be neglecting their role, the matter shall be handled privately with intervention from the governing body of the Grand Kingdom of Urguan.
