It is the Zaibatsu’s belief in spreading Oyashiman technology to improve the quality of life of Braevosians world wide as well as teaching and arming the next generation of Oyashimans to continue the advancement of our diaspora. The Zaibatsu also offers private corporate security and hitmen services within the boundaries of operation. Makkusu Tactu (Private Security) Agents, Mercenaries, Ashigaru and Ronin make up the ranks of Makkusu Tactu, the private security offered by the Saki Gaki Zaibatsu. Besides safeguarding the Zaibatsu’s interests, each agent is allowed to pursue outside work via clients ranging from supplementing guard forces, yokai purging, offering security at major events or performing hit jobs. The Zaibatsu reserves the right to decline work on matters of conflict of interest but are held to a confidentiality clause nonetheless with all proposals of work brought before the Zaibatsu or its agents. The Second Treaty of Kretzen In effect as of the Year of the Neko-Jin, 173 SA (1174 Kamijikan) PREAMBLE The contents of this passage shall serve as the peace and non-aggression agreement between the Principality of Celia’nor and the Koyo-Kuni Shugonate. Both parties signing this pact declare adherence to its terms under oath of blood, honor and soul to our ancestors. As such, the details of this treaty are listed below. The Principality of Celia’nor and the Koyo-Kuni Shugonate agree to uphold the peace between their realms and their vassals and to resolve disputes between their lands amiably and honorably. Both states agree to not campaign against one another’s sovereignty or aggress upon eachother’s people in a pact of Non-Aggression. The tenet does not apply to defensive agreements made prior to this agreement. Fulfillment of prior defensive agreements will NOT be taken as breaking this treaty. Both parties recognize one another’s sovereignty and border claims of incorporated and unincorporated lands with the Sea of Gotrek and left of the divide with Vlachia as being claimed by the Principality of Celia’nor whereas the majority of the Brightwald, the Sakura Mori and the Cursed Mori being claimed by the Koyo-Kuni Shugonate. Both parties agree to the exchange of a tax-free barn for horse rearing for the Shugonate within the Principality of Celia’nor and for limited access to the Celian government to the Shugonate’s copper mines. The duration of this treaty shall last 10 years where both parties will reconvene to discuss the renewal or development of the relations between both parties. Shugo Kato agrees to accept a ward from Councilor A’eollaja Ibarellan for cultural exchange purposes. The Treaty of Kretzen In effect as of the Year of the Neko-Jin, 173 SA (1174 Kamijikan) PREAMBLE The contents of this passage shall serve as the official written testament to the defensive alliance of the Principality of Reinmar and the Koyo-Kuni Shugonate. All parties participating within this pact declare adherence to its terms under oath of blood, honor and soul to our ancestors. As such, the details are listed below. On the Sovereignty of each realm, The Principality of Reinmar and the Koyo-Kuni Shugonate hereby affirm their recognition of one another’s sovereignty and right to rule their respective realms and their claimed borders with the acknowledgement of the Koyo-Kuni Shugonate’s claim to the majority of the Brightwald, the Sakura-Mori and the Norowareta-Mori and the Principality of Reinmar’s claim to the region of the Ferdenwald. On Non-Aggression and Mutual Defense, The Principality of Reinmar and the Koyo-Kuni Shugonate hereby affirm and do swear respectively to not aggress upon one another’s sovereignty, land claims or citizenry through indirect or direct military conflict. Any conflict that should arise will be met with attempted resolvement through diplomatic means. The Principality of Reinmar and the Koyo-Kuni Shugonate hereby affirm and do swear respectively to a mutual defense agreement to come to one another’s aid should either party face an existential threat to their sovereignty, to their borders and border claims or their citizenry. A campaign against either party will be considered an attack upon the other. Both parties reserve the consensual right to campaign together in a full military alliance should both be willing and agree to active consultation to the continued improvement of each others’ defensive networks. All parties agree to the cooperation of the elimination of abominitive beings including but not limited to necrotics, demons and whatever else would be considered a hostile monstrosity. On the Extradition of Criminals, Both the Principality of Reinmar and the Koyo-Kuni Shugonate with the inclusion of its autonomous cultural reservation of Sakuragakure agree to a mutual extradition clause where there is reasonable justification for arrest. An individual of either of these nations justly suspected of a high-tier or felony crime will be trialed in the nation where he is suspected of being guilty. They will be afforded representation by their home government during the trial. On Trade and Free Movement, The Principality of Reinmar and the Koyo-Kuni Shugonate agree to the exchange of a tax-free trade stall in each other's capitals to encourage trade and the free movement of citizens between nations guaranteed without detainment. Each stall is expected to be kept regularly stocked within reason. Both governments agree to the shared access of emeralds and copper from their respective mines. It is agreed upon though that civilians will have priority rights to their respective nation’s resources though should state sanctioned miners arrive during the other parties’ visit. THE KOYO-KUNI SHUGONATE The Land of the Scattered Sun Issued from the Flower Capital of Sakura-Gakure Year of the Neko-Jin, 173 SA (1174 Kamijikan) PREAMBLE For over forty years the Oyashi have safeguarded and cultivated the lands of the Sakura-Mori in hopes of establishing a successful exclave outside of Oyashima. With the inheritance of sovereignty and the expansion of the realm, the Shugo has seen fit to establish the Land of the Scattered Sun or the Koyo-Kuni Shugonate. It is the hopes of this new nation’s stratocracy to establish a home for all of the Ai-Zho diaspora and Farfolk be they Oyashiman, Li-ren, Hyeol-yeon, Hou-zi, cultural converts or one of the many tribes of the southeast lands of Aeldin. The regime’s goals will also include the full incorporation of the Sakura-Mori, the sharing of Ai-Zho culture across Braevos, the thwarting of all threats to our borders and sovereignty and providing a home with community for all descendants of Ai-Zho. From henceforth, all sovereign responsibilities are to be left with the Shugo of Koyo-Kuni from the seat of Sakura-Gakure. This document shall serve the nation and government’s constitution bearing the foundational law, rights and order of the Shugonate. On the Inheritance of Agreements and Pacts of the Previous Regime In order to help facilitate the transition of the Shugonate, Koyo-Kuni shall inherit and fulfill the following agreements for their agreed upon duration. Any other agreements are subject to discussion with the Shugonate. The Treaty of Sakuragakure, 154 SA The Treaty of Mugmar’s Circle, 163 SA The Treaty of Mul’naar, 164 SA The Treaty of Nor-Velyth, 166 SA The ATF, 168 SA The Treaty of Orcgrimmar, 169 SA On the Position of Shugo The Shugo is the sovereign, protector and acting head of the stratocracy of Koyo-Kuni to be referred to as the Shugonate. The Shugo reserves ultimate authority to inquisition throughout and maintain the state, to form a council to assist in the functions of the state, to enforce taxes and state law, to rally the defense of the state, to decide who resides within the state and represents the state before foreign dignitaries. Each Shugo is expected to select an heir apparent to inherit but should one not be selected or should the decision be challenged, it will be the duty of the samurai to select a Shugo by either trial of combat or vote. On the Samurai The Samurai including the Onna-Musha are members of the stratocracy and will henceforth act as agents of the Shugo throughout the state to collect debts and enforce the Shugo’s law and will. All samurai are expected to respect the rights of the Shōya and citizens of Koyo-Kuni. Samurai are to be designated certain areas of operation within the state to act as representatives of the state government. Samurai will be selected after receiving sponsorship from a clan of Sakuragakure, completing training under another samurai and being voted in by the Shugo and the warrior class of Sakuragakure. On the Clans of Sakuragakure The Clans of Sakuragakure serve as the economic backbone of the capital, the sponsors of samurai within the Shugonate and whose heads shall equate to Shōya but be referred to as the Buke-no-Toryo or Heads of Families. They will be exempt of Sankin-kōtai (or alternate attendance) for they already live in the capital. The Buke-no-Toryo may have the privilege to sit in on samurai councils without necessarily being a member of the warrior class and on councils hosted by the Koe of the Shōya. On the Government of Koyo-Kuni The Government of Koyo-Kuni, or the Council of the Shugo, are the selected state officials tasked with carrying out the functions of the government which shall be based in the Hidden Cherry Blossom Village (Sakura-Gakure). The Shugodai Also known as the Deputy Protector of Koyo-Kuni, the Shugodai is the second in command and enforcer of the Shugo’s will. They are the heir apparent to the Shugonate and generally meet with dignitaries as the acting right hand of the Shugo. They may sign treaties and agreements on behalf of the government. The Samurai Council As members of the stratocracy, each samurai and onna-musha is allowed the acting rank of commander amidst the Ashigaru and may act in an advisory position to the Shugo on the direction of the state. It is the samurai’s task to vote in a Shugo in times of need of one from amongst their ranks. The Jūshoku of Nichi-Jin Temple The Jūshoku is the spiritual advisor and representative of the Kaninokyō and Sohei of the state’s Nichi-Jin Temple. His advisory position is intended to balance and advise the Shugonate on morality and balance the warrior spirit of the state. The Koe of the Shōya A selected Shōya tasked with organizing the Council of Shōya at the discretion of the village headmen to discuss concerns of the village headmen and make pleas to the Shugonate in consultation. The Onmyoji of Koyo-Kuni Also known as the Court Wizard, the onmyoji is tasked with studying the supernatural and arcane on behalf of the government and offering advice on how to handle magical anomalies or judge magic. They may create and propose laws to the Shugo for him to enforce in regards to magic. On the Shōya of Koyo-Kuni The Shōya of Koyo-Kuni are the village headmen and 'vassal lords' who shall make up the Council of Shōya will be expected to meet certain obligations of the Shugo and State, but will be guaranteed certain rights so long as said obligations are met. All land is considered under the official ownership of the Shugonate with Shōya acting as landlords on behalf of the government. Obligations of the Shōya of Koyo-Kuni Shōya will swear fealty to the Shugo of Koyo-Kuni, swearing their bannermen to the defense of the state and when called upon for campaign and swearing loyalty to the Shugonate. Shōya are expected to act with honor, courage and virtue. Shōya are expected to maintain their settlements to appealable standards. Haphazard construction colloquially called grief will not be tolerated and all settlements are requested to complement the land they inhabit. Shōya, while not expected to maintain a standing military force, will be expected to conscript and rally citizenry in times of defense when the state faces a threat to its borders or sovereignty. Shōya are required to pay the allotted tax prescribed to them by the Shugonate each year on time. Shōya are expected to surrender all foreign diplomacy matters to the Shugo except on matters of trade not in violation of Shugonate’s embargos. To violate such an expectation will constitute treason within the eyes of the state. Shōya will be expected to spend one month every two years (1 OOC day every two weeks) in the Shugo’s court on an agreed upon time alongside an appropriate envoy of family and guards to bond, break bread and handle business with the Shugo and samurai in adherence to the policy of Sankin-kōtai (alternate attendance). Heirs to the Shōya shall ward under a designated samurai beginning no earlier than ten years of age for a total of no less than seven years. The Rights of the Shōya of Koyo-Kuni Shōya will have all of the inherent rights of the citizens of the state. Shōya may dictate the law, tax and order within their respective settlements they govern so long as the law does not contradict Koyo-Kuni’s law without the expressed permission of the Shugo. Shōya are allowed to maintain and raise their own standing warband should they wish. All warbands will be expected to answer to the defense of the state and the Shugo in times of war. Shōya and their villages are guaranteed the protection of the state against foreign threats and internal dissidents. Shōya have the right to request a government enforced honor duel should they be wronged by a citizen of the state and/or a fellow Shōya. Shōya may take on a title of their choice that pays homage to their culture. However all will come after the Shugo in terms of authority. The Shōya of Koyo-Kuni will have the right to form a council to act in advice to the Shugo under the authority of the selected Koe of the Shōya. On Previous Vassals of the Ashen State While the intended purpose of the Shugonate is the proliferation of the people of Ai-Zho, exceptions have been made to the remaining vassals of the old Ashen State of Nor-Velyth who may be allowed to remain and settle as equal Shōya to their counterparts in honor of the defunct Co-Propersperty Pact Beneath the Cherry Blossoms. The same state laws, obligations and rights shall be applied onto them and their citizenry. On Religion The Shugonate shall adopt the KANINOKYŌ as the official state religion of Koyo-Kuni with the temple monks of Nichi-Jin acting as an auxiliary force of the Shugo’s warband. The disciplines of the Yasu-Tori shall act advisory to the moral compass of the state in its execution of the law but its religious tenants themselves shall not be enforced upon citizens of the state in respect to the freedom of religion entitled to them. It is willed that no religious organization shall hold authority to execute state law, order and punishment without the Shugo’s expressed permission in helping enforce the Shugonate’s law. On State Law The basic premise of the state law is to set a concise and simple authority for the state, its citizens and foreigners to operate within when on state property not governed directly by the Shugo’s Sakuragakure Law or by Shōya or superseding the judgment of the Shōya. To respect the Shugo and their agents of authority who shall act as the interpreters, judges and executioners of the Shugonate’s will. No law from a Shōya will restrain a samurai from enforcing the will of the state. All swords except those wielded by the Samurai class or recognized knights or Shōya must be bound and left sheathed when entering the capital of Sakuragakure. A sword is defined as a blade that is more than eleven inches in length. All Yokai, occult practices and dark sorceries will be considered banned and subject to rehabilitation and/or execution should rehabilitation be undesired by the state and seen as futile. Attempted treason meaning to subvert the Shugonate or secondarily ones of its vassals is banned and subject to execution. The Shugonate shall act on the Non-Aggression Principle. Should a citizen feel their space, property belongings or well being has been violated they will have the authority to defend themselves by any means necessary not in violation of the law. All investigations are to be conducted by representatives of the Shugo. All citizens are required to bear weapons in case of emergency to defend one’s self or to defend the state and its citizens and will be subject to a fine no greater than 50 mon (mina) from the samurai. Bringing ruin to the Sakura-Mori or harvesting the Shugo’s faerie truffles without his expressed written permission will be subject to execution. On the Rights of Citizens Citizens in good standing with the state will be afforded basic rights to guarantee their fair protection under the law. Good standing will be interpreted as not in hostilities or flagrant violation of the law. A citizen will constitute as one who is recognized by either the Shugo or a Shōya as being a legal dweller of the Shugonate. Citizens have the right to be alive and will not be executed unjustly by the law. Citizens have the right to self defense and may use any means necessary not in violation of State or relevant Local Law to defend their property, their lives or their well being. Citizens have the right to bear arms for self defense within the Shugonate. This right may be interpreted differently in terms of what will constitute legal arms by the individual settlements of the state. All Citizens may be free to move within and out of the state and not be subject to any form of servitude except conscription in times of defending the state and its people. Solely men and women 18 years of age or older and not in an elderly, debilitating or disabled state will be subject to conscription. Conscription shall not be enforced by the state in times of campaign. All Citizens will have the right to pursue the freedom of religion and worship in respect to the Shugonate’s laws. All Citizens of Koyo-Kuni will be guaranteed the right to a trial with their choice of legal representation should they be able to arrive in a timely manner. Should one’s choice be unable to attend the trial, the citizen will be entitled to defend themselves or accept representation on behalf of the state. All citizens have the right to self-termination whether it be out of mercy, self-shame or if unable to meet the justice of the Shugo. On Embargo It is in the interest of the government to protect the intellectual property of its citizens and shall ban the foreign trade of the following goods. Violation of the embargo may result in but is not limited to the confiscation of goods, requested fines or execution at the discretion of the samurai. All Automaton and Engineering equipment is banned from being imported from foreign lands and shall be a trade reserved to the citizens of the state. All poppy flowers and derivatives of the poppy flower are banned from being imported from foreign lands and may only be cultivated by citizens of the state. All faerie truffles are banned from being imported from foreign lands and shall be reserved to the Shugo’s discretion of harvest, cultivation and exportation. All Dark Magick and Cursed relics are banned from being imported to or cultivated within the state. All katanas from foreign lands except from the Empire of Oyashima are banned from being imported into the state. All alchemical brews are banned from being imported from foreign lands and shall be a reserved trade to the citizens of the state. The importation of prosthetics is banned from foreign lands and shall be a trade reserved to the citizens of the state.   6. The black swordsman had finally settled back in Sakuragakure after the long trip from the ship's docking in Balian. Having been apart of the last group he did not know what happened to Elena until much later when news arrived of her untimely demise. The Reformation of the State In regards to the Nor-Velyth Crisis Year of the Pigman 172 SA (1183 Kamijikan) ____________________________________________________________________________ For the last decade it has been invested in the former Primarch Jenny and the samurai of the Shugomocracy to maintain, improve upon and uplift the realm from its decrepit position inherited from the previous regime. The treasury has increased tenfold since, friendships both old and new have progressed, long awaited disputes have been settled and our war with the Demon Lich Lord Gashadokuro rages on. But long has the disunity of the Dunmer, Maehr, Mali’Ker been of concern to the former Primarch and Shugomocracy for Nor-Velyth was the senior member of the Co-Prosperity Pact Beneath the Cherry Blossoms, 132 SA to the point where other than the Primarch herself it has been the samurai who have maintained and filled the positions of authority needed to maintain a functional state. With the impending destruction of the capital to the falling sky rock and handover of sovereignty to the Shugomocracy, the warrior class of Sakuragakure make the following decrees: The Ashen State of Nor-Velyth is hereby disbanded. The capital will henceforth be moved to the Hidden Cherry Blossom Village, Sakuragakure (tile Enchanted_Forest_3). The former Primarch, the former state of Nor-Velyth and the Dark Elven remnants are absolved of their responsibility to the Co-Prosperity Pact Beneath the Cherry Blossoms, 132 SA. To those Dark Elves in the good graces of the Shugo and/or the former Primarch Jenny may be allowed to resettle within the state. All remaining dark elves will receive the reparations of 1 pygmy stilt strider for their loss of home to the sky rock as well. All vassals of the former Ashen State will swear vows of fealty to the Shugomocracy and the new government or will be cast out of the realm. The following obligations made by the previous state alongside the village of Sakuragakure or made by Sakuragakure will be honored by the new regime. Nor-Velyth will henceforth be declared a null and void partner in these agreements with all of their obligations to be filled by the new sovereignty based in Sakuragakure. Eh I used to love using Burst Body it was incredibly OP if you were a solo templar and being 2 turns it was one of the quicker methods of blinding people and especially useful if you were being ganked. But it was very broken and probably not all that fair to those on the receiving end. I wouldn't be mad if we went back to 2 emotes since it's no skin off me but a 10 to 8 meter distance change is barely a balance for cutting a emote count down. How i'd want to improve the spell if anything would be removing the first emote's need to brace one's self so the templar can move fluidly 4 blocks while preparing fervent flare to avoid being attacked before you finish casting.

  16. The Attack on the Zaibatsu Waterfront, 170 SA 1200 Kamijikan, Year of the Ratiki “I don’t need more foreign legion fighters, I need more mina!” - Shugo Kato Oijin after the battle. Date: Year of the Ratiki 170 SA, 1200 Kamijikan Location: The Zaibatsu Waterfront, Norowareta Mori (The Cursed Forests) Synopsis: A small garrison led by Shugo Kato Oijin and Ashigaru Commander Mayor Honma Monjaro chose to defend the recently constructed Zaibatsu Waterfront while work is done to prepare for the Grand Boar’s reconstruction in hopes of protecting the recent industrial boom to the Hidden Cherry Blossom Village. Under the dark of night the depot is assaulted by Commander Hemlock of the Deadmen forces via a shield wall progression beginning at the base of the depot ramp. Having already suspected the depot to be a target of assaults, the posted guard quickly became alert to the equal sized raiding party encroaching on them. Perhaps due to impatience or the concern for being trapped upon the depot, Shugo Kato ordered a full charge towards the shield wall after a blinding flare was let loose upon the enemy leaving them disoriented. Meanwhile the combination of the flanking agent Kikurage and the sniper positioned Honma Monjaro wreaked havoc upon the enemy backline behind the shield wall buying time for the outnumbered infantry of Shugo Kato, Watanabe Mei and Honma Matsugo to contend with the main body of Hemlock’s undead raiding party where they engaged in a brutal slug fest. Such a charge proved it could not hold up however while outnumbered and the main force of Shugo Kato began to break formation and fall back mid-way up the ramp as undead reinforcements joined from the backline to aid the raiding party. Only by the reconvening of the flanking and sniper positions with the main force that those fallen were relieved of their positions and the tide of battle turned in favor for the defenders who almost risked their front line being totally overrun through sheer attrition and will power. The battle came to its conclusion with the capture and execution of those who the Oyashi forces were able to catch with an unknown number escaping back to the Demon Lich Lord’s fortress to ghoul another day. Result: Victory for Sakuragakure and the defense of the Zaibatsu Waterfront. Safety of Industrial output and the Zaibatsu Waterfront metalworkers. Multiple heavily wounded amongst the ashigaru (some died of plague). It is for the great harmony between our respective cultures and views of honor and glory that we officialize our relations. Both parties signing this pact declare adherence to its terms under oath of blood, honor and soul to our ancestors. It was a late hour, and much of the village was tucked away asleep. Ashigaru remained on alert, taking quick second glances at the shadows of the late night cast by street lights. For months the Ashen State had been plagued by yokai attacks, incursions by Rashidun Jihadists and Spirit Extremists and an economic collapse with the fall of the previous Primarch’s government. And still more continental problems arised to contend with. “Owari da. . .” Shugo Kato lamented to a familiar urn of ashes he held onto stubbornly. After quiet contemplation upon the urn the military governor’s doomed demeanor shifted into one of collected calmness and he set the urn aside before looking to those present gathered this late last minute - the steadfast lords of Clan Ugokoyama and Honma, the late night village dwellers, oni and the Chieftain Bor of Mugmar’s Circle. And together the men of the warrior class with input from the villagers of the Land of Cherry Blossoms discussed the violence that plagued their shared home. It was agreed upon then that before the goldfish memories of descendant kind set in and before more trouble piled upon the Oyashimans that the initiative must be taken. The eastern front would be exposed and left to the Kharajyr to guard while the rest of the state would make an all or nothing push to the western front to lay siege to the Demon Lich Lord Gashadokuro. “The time for preparation is over whether we are ready or not - and the task to reclaim and destroy the demon sword falls upon us Oyashi now. The Age of Rancor will come to an end and we will defeat the Laughing Hag’s successor Hirano Shinji once and for all!” Their decision unanimous, Clans Ugokoyama, Honma, Kato and Watanabe now led the conquest plans against Hexicanum and began to reach out to those across the Ashen State and to friends abroad. WARGOAL: The pillage and destruction of Hexicanum by Nor-Velyth (Lair_Hexicanum and Tile_Cursed_Forest_2). ATTACKERS: Nor-Velyth and allies (to be referred to as the Saki Gaki Foreign Legion) DEFENDERS: Hexicanum and allies (the Do’Badders) TIME: TBD. CUSTOM RULES: Exact rules remain TBD but the ultimate goal is to create a short term roleplay based conflict leading up to a live-server siege with a player cap for both parties to account for the Hexicanum lair being a dark magic group home and not a pvp backed nation. Limited moderation to account for siege damage and build movement is requested but otherwise this is intended to be a player-ran conflict. Construction of minor trenches and small fortifications (or permissions to create these ourselves) for roleplay purposes on unowned tile_cursed_forest_2 of the lair is also requested to create an immersive battlefield.
