VA BIRODEO HERZENAV AG EDLERVIK, It is with both solemnity and a sense of duty that the Crown conveys this news regarding the states of certain houses of noble stature within our Kongzem. Following the lasting and dreadful Covenant War, the affairs of the Kingdom have at last resumed to complete normality – the Crown commends each and every house of noble status for their valiant efforts, unmatched devotion, and soaring pride that they bore on behalf of our nation. As times return to normalcy, so must the duties that we uphold. The loss and toll that war brings is unfortunate; but we must persist. Albeit His Majesty Aleksandr II’s ailing state, he wishes to see through his duties and has come to an agreement with THE BARONIAL HOUSE OF STAFYR. House Stafyr has had roots in the Kongzem of Haense for centuries upon centuries; regardless of the continent, regardless of the capital – remnants of House Stafyr could be seen. The Crown and House have met and have decided that without a doubt the Barony endures a period of struggle and have mutually come to agreement on the following: I. The Baronial House of Stafyr shall be demoted from their status of nobility, no longer tasked with bearing their titles nor land. II. The Baronial House of Stafyr shall be granted amicable time to move out from their manor within the Royal Crownlands; yet is immediately returned to the Crown. III. The Baronial House of Stafyr shall continue to be respected by both Crown and People of the Kongzem of Haense in recognition of their historical and cultural importance and presence. The Crown recognizes the need for adept leaders to navigate the complexities of warfare and internal affairs; thus, in light of these forthcoming circumstances, the following promotions and appointments are hereby proclaimed. I. Lord Leonid Kortrevich is bestowed the mantle of Lord Marshal. A seasoned commander and a paragon of military prowess, Lord Leonid’s appointment is a demonstration of the Crown’s commitment to maintaining a formidable defense. Upon this day, Lord Kortrevich will step into a crucial role, charged with safeguarding the realm against external threats. II. The Houses of Ludovar, Amador, and Valkonen are hereby elevated in acknowledgement of their loyalty and exceptional service to the Kingdom. These promotions shall symbolize the Crown’s recognition of Houses Ludovar, Amador, and Valkonen as pillars of strength and are thus entrusted with the responsibility of shaping the future of the realm, both in terms of defense and governance. It is the will of His Majesty, Aleksandr II of Haense that the Deputy Palatine Lord Walter Weiss (@SethWolf) of Novkursain be appointed to the position of Lord Palatine to wield the Golden Bulava justly. MY CROWNED BRETHREN & HIS STEADFAST REGENT, Would that it were not contention that prompts my quill, but at least things are interesting, for a change. Well, it is hardly a secret that diplomacy with Whitespire has proven more difficult than growing fruit in the Haeseni winter, so it may be best that we speak plainly - leader to leader, men to men. If you have not learned already, the ties between Crowns are a strange creature; where once it was the oathmen of my royal father that stood beside Aaun when threatened by rebellion, now it seems like we have shifted on the battlefield. My father did tell me that there was no greater storyteller than history - I suppose he was right. Alas, history’s tales can be tragedies as well as epics. So, let us lay our misconceptions to rest, lest it is a tragedy in two acts we aspire to pen. It seems your Regency Council is out of a job! Mind you, it is a ruthless trade. I admit, I was most curious to hear that your royal mother, the Queen Adela, found herself placed under arrest two Saints’ Days past, but not as curious as when I learned she was arrested for ‘unauthorised diplomacy’ with my Kongzem. It was three members of your late-Regency - the Queen Adela, the late Prince Gawyn Tiber, and Ser Leopold Haverlock - that met with my leal bannermen Ser Arthur Gant and Duke Viktor var Ruthern four Saints’ Days passed; it was in Whitespire they met, and I am told Duke Viktor was rather partial to the local seafood. It was there, in your seat of power, that they spoke of peace; they spoke of friendship; they spoke of diplomacy. It was by your writ in the Proclamation of Ascension and that of your late royal grandfather - may the Skies keep him - that your mother and these two men sat as your Executors, to helm your ship until your eighteenth birthday. Authorisation enough, one might think, so I wonder - was the arrest the machination of some other councillor who was not invited to the affair? And yet the late Prince Gawyn and Ser Leopold were spared such scolding. Indeed, that was when the plot truly thickened. Ah, it matters not; after all, it is not my place to opine on the composition of the Aaunish regency. And yet, when Lady Haense was painted as the darkspawn beneath the bed - used as justification for the arrest of Queen Adela - it invited my rebuke. Most especially when this led to known bandits being sent to Valdev in the name of the Aaunish Crown. If the remnants of the Aaunish Court seek to use my Kongzem as a scapegoat for some courtly strife - or, God forbid, a spat between mother and son - then I ought to make myself clear. Do not. Then, in the hours following the arrest of the Queen Adela, we came to the colourful matter of my lady cousin Aleksandra vas Ruthern’s arrest. A part of me commends the boldness of the decision - my cousin always did have a peculiar brand of humour, and an unsettling brand of wrath. Alas, a much bigger part of me is intrigued by the rashness. You have veritably set my Court ablaze with your proclamation that she was to be arrested, that those who harboured her were enemies of Aaun - and you irritably set my Marshal to arms when known brigands claiming to be your oathman rode to Valdev, proclaiming that they sought my dear cousin’s arrest. It was only when the city bell rang that they dispersed before drawing steel. The charge? ‘Conspiracy against the Crown’ - it is, I cannot deny, a most intriguing headline, though ‘leaving Whitespire’ does not quite live up to that title. Sending bandits knocking to Valdev, and throwing the name of Lady Haense like a bone to yapping burgundy hounds, is, perhaps, not the way to go about it, my Aaunish friend. Modern diplomatic revelations akin to the ‘pen’ and ‘letter’ may have proved more fruitful for navigating this little ordeal. In any case, your Regency is no concern of mine so long as Lady Haense is not invoked so adversely. If you wish to be friends, then come and be bloody friends -- my diplomats have switched enough horses and spent enough ink to make my intent doubly clear. If it is escalation you seek - well, I can hardly begrudge you. Do be forthright about it, though, won’t you? Valdev will welcome you as a guest, my friend. INTRODUCTION In order to prevent the possibility of forgeries or disputes which may arise within our kingdom, this law does aim to amend the Haurul Caezk by the ordering of all future contracts to be done in the presence of a Jovenaar if they do wish to be considered valid. I. Amendments Chapter IV, Section XXI shall be added and read: XXI All written contracts must be signed in the presence of a qualified Jovenaar as a contractual witness to be considered valid. Golden Crow Bank KRAWN EXCHANGE & NEW KRAWNS KRUSAE ZWY KONGZEM Issued by the ROYAL TREASURER On this 10th day of Wzuvar and Byvca of 428 E.S VA BIRODEO HERZENAV AG EDLERVIK The Golden Crow bank continues to prove itself as a successful venture since it was first established in 350 E.S. The last Krawn exchange occurred in 385 E.S, though now the Country has been through more than a decade of war, leaving the Krawn in a wary state. Krawns allows for all patrons, Haeseni or not, to safely deposit their mina at no fee by investing their mina in either Bronze, Silver or Gold Krawns. But now that the settlers of Almaris have been long established, the mina price has inflated so much that the need for Bronze Krawns is no longer present. This leaves the Golden Crow Bank with only Silver or Gold Krawns being a viable option for their patrons to invest in. With the extended period between the last exchange, takeover of a new Treasurer, the inflation of mina, and the upset that war brought, it is decreed that a new series of Krawns to be minted in the following forms: Gold Krawn - (1st-10th) Edition: Haeseni currency that can be exchanged at the Golden Crow Bank in Haense for 100 Mina. This solid gold coin has the crest of the City of Siegrad imprinted on one side, and the face of Saint Karl, founder and patron Saint of Haense, on the other. Silver Krawn - (1st-10th) Edition: Haeseni currency that can be exchanged at the Golden Crow Bank in Haense for 50 Mina. This solid silver coin has the crest of the City of Alban imprinted on one side, and the face of Koeng Stefan I, ressurector of Haense, on the other. OLD KRAWNS Krawns that are currently in circulation (Bronze, Silver and Gold) must be exchanged at the Golden Crow Bank in Karosgrad by the end of the next second year [BY THE 15TH OF JUNE]. Once the final date is passed, the Golden Crow Bank will not accept any old Krawns. Earlier on this day, after returning from a trip to the Viscounty of Jerovitz to with his wife, her Majesty Queen Emma, the King suffered from visible exhaustion and aggitated breathing. A bill to advise the Crown to clarify in HC on the topic of Dark Magic & Dark Beings INTRODUCTION This bill serves to advise the Crown to clarify in the Haurul Caezk on the topic of dark magic & dark beings and its legality. I. Necessary Definitions Dark Magic: Sorceries bestowed or granted by unsavory powers and entities, or practices which necessitate the need to take a life to function. Dark Beings: Creatures created by Iblees or Daemons that often use unsavory powers. II. Amendments Chapter II, Section XXXI and Section XXXII shall be added and read: XXXI Let he who uses or practices dark magic be guilty of Dark Witchcraft. XXXII Let beings of demonic, necrotic, or otherwise unholy origin be guilty of Abomination. III. Advice to the Crown Due to there not being anything about dark magic or dark beings in Haurul Caezk we ask that this is used to clarify that any sort of dark magic or dark beings is not allowed in the kingdom of Hanseti-Ruska. INTRODUCTION Some years ago our kingdom took on itself a project of rewriting the Haurul Caezk, the book of law, in an attempt to make it simpler. Yet, in the process a major crime was left out of the Jura i Krima, the Law of Crime. While kidnapping usually involves more crimes, it is also a serious offense of its own and should be regarded as such given the status of a crime. I. Amendments Chapter II, Section XXX shall be added and read: XXX Let he who abducts one against their will be guilty of Kidnapping. INTRODUCTION Ever since the introduction of the new Haurul Caezk, there have been provisions against imposing punishment upon those under the age of sixteen (as of recently), and those of unsound or simple mind. However, the Haurul Caezk offered no definition of what is a punishment and what isn’t, and this law simplifies so by introducing the four standard punishments to the Haurul Caezk. Chapter I, Section XIV shall read:* XIV Punishments are defined to be fines, banishment, imprisonment, and execution. Chapter I, Section XIV-XXVII shall be shifted in numer in accordance with the above addition. *While other consequences of crimes, such as branding, are commonplace in the Kingdom, these shall not be defined as punishments. It is additionally noted that the Aulic Court may issue any consequence outside of these listed punishments after a trial, and that they are not restricted purely to the aforementioned. INTRODUCTION Since its inception in the year 409 E.S., the Karenina Accord has been the forefront of the political debate in the Kingdom. Its primary goal has always been a change in the succession laws of the Kingdom among the peerage* to that of absolute primogeniture, rather than the male-preference primogeniture that has been adhered to for the past centuries. Chapter III, Section XV shall now read:** XV Landed titles and their land shall be inherited, whether after death or abdication: Firstly by the eldest child and their line, Secondly by the next eldest child and their line, and so on and so forth, Thirdly by the eldest sibling and their line, Fourthly by the next eldest sibling and their line, and so on and so forth, Fifthly by the eldest relative in adherence to lineal ascent, Sixthly by resolution of the Crown or the Royal Duma. Chapter III, Section XVIII shall now read:*** XVIII Nobles who behave as follows shall be automatically disinherited: Join the priesthood, Take a spouse who is not of a Noble House in the Kongzem or abroad, Marry out of their Noble House, Assume rank or office in a foreign nation. *It has, and will always be, the prerogative of the Crown to decide upon its own succession law, and therefore this bill has no intention nor desire to suggest or advise the Crown to change these, instead only seeking to change that of the landed titles. **This change shall not take effect on the current born generation of heirs, and shall therefore not displace any of the current living heirs, unless the landed peer decides so (which must be expressed directly to the Crown). These heirs are, as far as the Crown is aware (in order of rank and seniority): Isabel Baruch, heir to Valwyck. Mikhail Ruthern, heir to Vidaus. Konstanz Barclay, heir to Reinmar. XIII Those who come before the Aulic Court may resolve their issue by: Trial by Plea, wherein all parties shall present their case to the Court by word of mouth and evidence, and this shall be the default form of trial where parties cannot agree on another form, Trial by Combat, wherein the parties shall duel to yield to determine the wrongdoer, Or Trial by Wit, wherein parties shall play a game of chance or wit in which Godan will favour the righteous. XVI Let they who believe the Court to have wronged them profess their innocence before the Crown. The Royal Duma XVII By the grace of the Crown shall the Royal Duma sit as representatives of the Haeseni people to advise the Crown on matters of law and action. XVIII The Speaker of the Duma shall oversee the assembly and ensure its sittings are peaceful and productive. XIX Upon the Royal Duma shall sit: Every Haeseni Lord of landed title or their appointed representative, of which shall be a member of their family, Two Royal Aldermen, The Military Tribune, The Grand Maer, And the Palatine. XX The Royal Aldermen and the Grand Maer shall be elected to the Royal Duma through public elections held every six sittings, in which every Haeseni adult may vote. The Military tribune shall be elected to the Royal Duma from among the initiated members of the Brotherhood of Saint Karl, in which every oathed member of the Brotherhood may vote. XXII On the first sitting of every session, there shall be elected from among the members of the Royal Duma: The Lord Handler, who shall convene the Duma Committee to ensure the actioning of law put forward by the Royal Duma and shall in absence of the Lord Speaker be permitted to act as overseer of the Royal Duma. The Noble Class I The Noble Class shall include he who holds the landed title and their lawful kin. II Landed titles shall be titles granted by the Crown to a Haeseni citizen, and that title shall pass unto his heir. III Let he who carries a title of nobility without land be deemed a titular Noble. IV Titles without land shall be titular titles, granted to an individual by the Crown, and shall return to the Crown upon the death of that individual. V Titles of Nobility within the Kongzem shall include: Grand Prince or Grand Princess | Hauchprinzen ludr Hauchprinzenas Awarded titularly to the Heir Apparent of the Kongzem. Prince or Princess | Prinzen ludr Prinzenas Awarded titularly to members of the Royal House. Duke or Duchess | Herzen ludr Herzenas Awarded to Houses of the highest merit whose contributions to all aspects of the Kongzem are beyond doubt. These houses are expected to prove themselves in all categories of Standards of Nobility, and in doing so: Are active in the military beyond any reason of doubt Are involved in the government beyond any reason of doubt Are participating in the Koena’s Courts beyond any reason of doubt Are present in the general environment of Hanseti-Ruska beyond any reason of doubt XV A landed Count shall: The second highest standing nobles of Hanseti-Ruska, who have proven time and time again their commitment to the Kongzem and Crown. These houses are expected to prove themselves in at least three categories of Standards of Nobility, and in doing so: Are active in the military, and stand to show their strength can be relied on by the Crown Are involved in the government and take up positions in different fields and offices Are participating in the Koena’s Courts more often than not, and aiding Her Majesty greatly in her endeavors. Are present in the general environment of Hanseti-Ruska and offer their aid and services greatly to the city and its citizens XVI A landed Viscount shall: The middle standing nobles of Hanseti-Ruska, who have reached a status of true nobility and broken free of Barony. These houses are expected to prove themselves in at least two categories of Standards of Nobility, and in doing so: Are active in the military, hosting a good number of members dedicated to the Crown Are involved in government offices, contributing to the forwarding nature of the offices of Aulic Are participating in the Koena’s Courts where able - offering aid in setting up traditional events and scribing notices and missives Are present in the general environment of Hanseti-Ruska, and attend multiple events and citizen gatherings XVII A landed Baron shall: The lowest standing nobles of Hanseti-Ruska, who have piqued the interest of His Majesty and His Lord’s Duma, and have been granted the chance of rising into the ranks of Nobility. These houses are expected to prove themselves in at least one category of Standards of Nobility, and in doing so: Are active in the military, holding a few positions of stature. Are involved in government offices, assisting higher positions with their work and benefiting the nation. Are participating in the Koena’s Courts and offering their aid to run events and fixing up schedules. Are present in the general environment and are publically socializing with society. Regency XVIII When a landed Lord is below the age of eighteen, a Regent, who shall be chosen by the late landed Lord or by consensus of the House, shall manage their affairs. Inheritance XIX Landed titles shall be held until the death of the landed Lord or until he abdicates from his title and duties. XX Landed titles and their land shall be inherited, whether after death or abdication: Firstly by the eldest child and their line, Secondly by next eldest child and their line, and so on and so forth, Thirdly by the eldest sibling and their line, Fourthly by the next eldest sibling and their line, and so on and so forth, Fifthly by the eldest relative in adherence to lineal ascent, and sixthly by resolution of the Crown or the Royal Duma. Or Through the means of a family’s culture approved by the Crown Disownment & Disinheritance XXI A disowned member of a House shall have all privileges, honours, and titles revoked as if they were born into the Common Class. XXII A disinherited member of a House shall remain of the Noble Class, but shall not be capable of inheriting any landed title. XXIII A Noble who behave as follows shall be automatically disinherited: Join the priesthood, Take a spouse who is not of a Noble House in the Kongzem or abroad without permission from the crown, Marry out of their Noble House without permission from the crown, Assume rank or office in a foreign nation. XXIV A Noble guilty of the following shall be automatically disowned: Swearing an oath of fealty to a foreign sovereign, Denouncing the faith of Canonism, Committing the crime of treason. Law of the People JURA I OSOBAZ These words shall proclaim the structure and instruments of Haeseni society. The Gentry Class I The Gentry Class shall be composed of individuals dubbed Knights of the Order of the Crow, the Marian Retinue, or the Order of Queen Maya and the Lily. II Nobles or Commoners of heroic renown may enlist as a Squire in the Order of the Crow, and may be dubbed as a Knight of the Order of the Crow if they succeed in the Knightly Trials assigned to them. III Squires of great skill may be dubbed a Knight of the Marian Retinue as closest protector of the Crown. IV Haeseni may be nominated by the Royal Duma to be dubbed into the meritorious Order of Queen Maya and the Lily as: Valtakossar, if they make a contribution to the Kongzem so great that it is practically unmatched, Hauchkossar, if they make contributions to the Kongzem of such merit that very few shall ever rival, Or Kossar, if they make contributions to the Kongzem of such merit that outshines their peers. V The Gentry title of Knight, be it militant or meritorious, shall not be inherited and cease to be upon the death of the individual upon whom it was bestowed. VI Gentry shall be entitled to: Take the title of ‘Dame’ or ‘Ser’ if a Knight of the Order of the Crow or Marian Retinue, Take the title of ‘Kossar’ if a Knight of the Order of Queen Maya and the Lily, Own a manor within the Royal Capital for which they shall pay tax, On select occasions erect a manor outside of the Royal Capital for which they shall pay tax. The Common Class VII The Common Class shall encompass all Haeseni who do not compose the Noble or Gentry Class. Marriage VIII Marriage shall be the sacred rite of taking a husband or wife to form a family. IX A marriage shall be marked by a wedding held in a place of Godani, before the people of Godani, and conducted by a priest of Godani. X Once wed, only death or a decree of the Pontiff shall end a marriage. XI Should a spouse go missing for five years or feign their own death, then their spouse shall be free to marry anew. Children XII Those born of a lawful marriage shall be lawful children and inheritors of their family name and holdings. XIII Those born outside of lawful marriage shall be bastards, incapable of inheriting their family name and holdings. XIV Barred of their family name, bastards may take the following names in their stead: If born in the Royal Capital = Maanska If born in the wilderness = Arav If born on a farm = Heidyr If of Barbanov, Morovar, Ruthern, and Ludovar = Barrow If of Baruch = Vander If of Kortrevich = Kort If of Amador = Nikuldov If of Mondblume = Verwelk XV The Crown may legitimize a bastard, bestowing unto them the name, rights, and honours had they been born lawfully. XVI Children born lawfully but whose parents are dead or missing may be adopted and raised in a Commoner family and assume all names as if born to that family. XVII Children born lawfully but whose parents are dead or missing may be taken as wards to a Noble family, but may not take the Noble name nor inherit. Contracts XVIII All those above the age of eighteen may sign a contract, which must be either verbal or written, and must be upheld by the agreeing parties. XIX Those between the ages of eighteen and sixteen may sign a contract with the consent of their legal guardian. XX A contractual agreement may be terminated by the Aulic Court or the Crown, should they see suitable grounds to do so. XXI All written contracts must be signed in the presence of a qualified Jovenaar as a contractual witness to be considered valid. Duelling XXII Those of equal standing may settle civil disputes by the form of duel, thus meaning that nobility may duel nobility, gentry may duel gentry, and commoners may duel commoners. XXIII Nobility shall be entitled to settle familiar disputes in the form of a family duel, in which an agreed upon amount of members from each family duel to the last man standing.
