Thus, by this proclamation, I shall decree the rightful attire for the Reinmaren, to be donned with pride when partaking in ceremonial or tribal affairs such as moots, councils, and courtly gatherings. Be it proclaimed across the lands of Minitz and the vast realm of Reinmar: I. Henceforth, let it be known that every tribesman shall wear the cloak and hat bestowed upon them during the occasion of their blooding, in times of ceremonial attendance. II. Henceforth, let it be known that every warrior shall wear the cloak and hat bestowed upon them during the occasion of their blooding, in times of ceremonial attendance. III. Henceforth, let it be known that every Geehrte and Hochgeehrte will wear the cloak and hat bestowed upon them during the occasion of their proclamation, in times of ceremonial attendance. IV. Henceforth, let it be known that every Chieftain and Peer will wear the cloak and hat bestowed upon them during the occasion of their ennoblement, in times of ceremonial attendance. Furthermore, let it be declared that failure to attire oneself in the prescribed hats and cloaks during ceremonial events, moots, councils, and other sacred rituals shall result in the exclusion of the defying individual from participating in such hallowed proceedings. With the mandate given onto me after succeeding my father, I do declare this here edict; Since my grandfathers’ division of our familial titles in the tradition of Gavelkind, lands and honorifics that have been held in our family have been divided among my uncles. Verily, it has now come to my awareness that some among the uncles of my lineage, kinsmen bound by blood, have taken leave from public business, rescinding themselves to live within their keeps, holdfasts and castles.   5. EDICT OF COMMUNUS CIVIS A Decree from the Crown 14th of Lothar’s Gift, 72 B.A. IT IS SO DECREED, the Supreme Assembly of Portoregne shall be abolished. This Edict shall replace The Royal Charter of Portoregne. The Legislative Powers of the Kingdom of Balian contained herein shall be extended to the citizenry of Balian as enumerated within this edict. The established body for the practice of this legislative right shall be vested in a Commune, run by, and for the citizens of Balian. The Commune shall consist of all living citizens of Balian, provided they have a primary liveable address within the Kingdom. Definitions: A Citizen of Balian is defined as a resident within the Kingdom who legally and primarily resides in any property within the jurisdiction of the Kingdom, including the Royal Family. A Commune shall henceforth be referred to the Citizens Commune, the legislative body of the Kingdom of Balian. Proposal or to Propose in this edict shall henceforth be defined as requests, drafts or petitions to the Crown which the Crown reserves the right to approve or veto. The use of the term Petition shall be used interchangeably with the former terms in this paragraph. Discretion in this edict shall henceforth be defined as the administrative freedom one shall have when conducting meetings, procedures and sessions. Article I - The Citizens Commune Art. I.01 - The Commune shall hereinafter be named the Citizens Commune. Art. I.02 - The Commune shall consist of all citizens of the Kingdom of Balian. Art. I.03 - The Commune shall meet, alternatively known as to be called into session, at least once every Saint’s Month in Ledicort’s Hall. Art. I.04 - The Commune shall reserve the right to propose, vote on, and draft legislation. Art. I.05 - The Commune shall reserve the right to propose cultural initiatives, either through a session or through the Royal Balianese Academy. Art. I.06 - The Commune shall reserve the right, in collaboration with the Royal Court, to host cultural, academic, and recreational events within Balian. Art. I.07 - The Commune shall reserve the right to propose the formation of guilds. Art. I.08 - The Commune shall reserve the right to petition the Crown and Duana at any time on matters and grievances pertaining to the governance of the Kingdom, including diplomatic relations. Art. I.09 - The Commune, with the Crown’s approval, shall reserve the right to appropriate money for matters pertaining to the city of Portoregne, including the surrounding farmhouses and farmland of the city. This fiscal right shall extend to Rosemoor’s rest but not beyond that which is enumerated in this section. Vassal lands are exempt and immune to this section. Art. I.10 - The Commune shall reserve the right to trade and organize business freely within the city of Portoregne and its surrounding rural area, extending to Rosemoor’s rest but not beyond that which is enumerated in this section. If a citizen is not present, they cannot vote and will not be called to vote. Art. I.12 - If a citizen, when the Commune is called into session, is discovered to be a felon or traitor in breach of the statutes laid down within the Lex Criminalis, or is disruptive during the session they are to be removed from the meeting and revoked of their rights and privileges to speak or vote by authority of the Syndic, with due diligence. Art. I.13 - Any right or power that has not been defined or enumerated in this section is reserved only for the Crown and Duana. Article II - On the Powers of the Syndic Art. II.01 - The Syndic of the Commune shall be elected for a term of 8 Saint’s Weeks. The Syndic may run for re-election for a maximum of two terms, totalling 16 Saint’s Weeks. The Syndic may step down at any time, if done so, an emergency election or appointment may be held at the behest of the Crown, through delegation to the Censor. Art. II.02 - The Syndic shall act as the chief representative and speaker of the Commune. Art. II.03 - The Syndic shall act as a servant of the Commune and must answer to the Commune and to the Crown. Art. II.04 - The Syndic shall reserve the right to call the Commune into meeting and lead the meeting in how they see fit. Withstanding Art. 1.10, the Syndic must use due diligence to act on these matters. Art. II.05 - If the Syndic is found incompetent in their duties, or presumed to be abusive of their discretionary powers, they may be impeached by the Commune through petition of at least 10 signatures and via the Amiratus of Balian through their own discretion. If found guilty of incompetence in the impeachment proceedings, the Syndic shall be voted out of office by a two thirds majority of the Commune. Art. II.06 - The Syndic reserves the right to request and receive an audience with the Duana and the Crown at any time. Art. II.07 - The Syndic shall be legally considered a senior government official and thus shall receive the same protection as the members of the Duana pertaining to the Lex Nobilis. Art. II.08 - Any right or power that has not been defined or enumerated in this section is reserved only for the Crown and Duana. Article III - The Commune and the Duana Art. III.01 - All legislation that has been approved by the Crown must be delegated to their respective departments within the Duana. Art. III.02 - The approved legislation shall be interpreted and implemented by the Duana in respect to the department the legislation falls under. Art. III.03 - The Amiratus, as chief agent of the Crown, may interpret and implement the legislation through delegation to the respective department of the Duana if they see it is best to do so in a certain way. Art. III.04 - Any right or power that has not been defined or enumerated in this section is reserved only for the Crown. Article IV - The Commune and the Crown Art. IV.01 - By Divine Right from GOD, all powers flow through the Crown. The Crown may approve or veto any legislation, proposals or petitions brought forth to them. Art. IV.02 - The Crown may dissolve the Commune, fire the Syndic, or remove citizens when the Commune is called into session at any time. The Crown shall act in Bona Fide in this matter under the watchful gaze of the Almighty. Art. IV.02 - The Crown may, through delegation to the Duana, amend any part of this edict. Art. IV.03 - The Crown may call special meetings of the Commune if needed. Art. IV.04 - The Crown must respond to each proposal within a span of 1 Saint’s Week. Art. IV.05 - If the Crown is unable to fulfill any of the above mentioned powers enumerated within this edict; the Amiratus, through the Crown’s blessing may carry out these duties at their behest. With great wisdom and discernment, I have chosen Ludrik Katzak to assume the esteemed position of Vizekanzler, to serve as an advisor and aid to Chieftain Karl von Theonus, the Kanzler of Minitz. With his unyielding loyalty, battle-tested experience, and keen intellect, Ludrik of the Tribe of Katzak has proven himself worthy of this honour. He shall sit by my side, offering counsel and guidance in matters of governance, and shall aid our hallowed quest of shaping the future of our tribe. Let it be understood that the Vizekanzler shall be bestowed with the authority to act on my behalf in my absence, and shall have the power to make decisions and implement policies that align with the vision of our tribe's ancestors; of Leon Barclay, of Dietrich, of Wilheim. His words shall carry the weight of the Herzog's edict, penultimate to that of Chieftain Karl, and his actions shall be executed with unwavering dedication to the betterment of our people. WARTIME EDICT OF TAXATION, 1857 The 23rd of Godfrey's Triumph, 1857 ISSUED AND CONFIRMED BY HIS SERENE HIGHNESS THE PRINCE OF SEDAN, To all citizens of Sedan, The war with the Empire continues to wage on, as it has for many years now. Due to this, it is within the interest of the Crown of Sedan to proclaim the temporary suspension of taxation within the Realm. This suspension is to act as a motivator for new citizens to migrate and for pre-existing families within the land to expand and thrive, despite the ongoing conflict. The Crown also does not wish to burden its citizens with tax during this time of strife, for such funds should remain with the people for any additional costs that this conflict may cause. This edict shall remain in effect until the end of the war, when a peace treaty is signed. His Excellency, the High Steward, Dr. Benedict Green shall ensure that all the necessary paperwork and arrangements are made to see to this temporary transition.   8. ~-The Crimson Edict-~ ~-~⚔~-~ A parchment flutters on the wind, coming to rest at your feet. If you are curious enough to pick up this mysterious parchment, you would find a letter of recruitment for “The Crimson Edict”. “Greetings, This letter makes its way to you with the purpose of recruitment into the Crimson Edict. Our order aims for self-sufficiency and is comprised of many venerable warriors and skilled professionals. Pledging their lives under oath, all races and walks of life can find safety and kinship within our ranks; bound by battle and bloodshed as brothers and sisters. The Edict has stood for the betterment of the realm since the times of Asulon, opposing atrocities such as slavery, racism, and necromancy-- by any means necessary. We can act as your asylum if you are not ready to take the oath, providing board and protection in times of need. And for our brothers and sisters, we can provide housing, materials, and a place to practice your profession, along with the promise that the men-at-arms at your side would die to protect you. Tenets of the Edict No slavery. Although we have former slavers in our ranks, we do not condone the act of slavery in any shape or form. No supporting racism or oppression. As our organization works hard to eliminate such things, being found to support such actions or behavior will be addressed immediately and dealt with severely. Necromancy or other such harmful magics are strictly forbidden. The lack of consent to these magics turns the dead as unwitting slaves and the living as chattel for the sorcerer. As such, their usage is against our tenants. Never betray your brothers and sisters in the Edict. This is the most central of our rules. You must protect your fellow Edict members, and you may expect the same from them. This does not mean you must fight on their behalf, for there is room for pacifists in our ranks, but it does mean your loyalty is expected, and the severing of this loyalty is dealt with most harshly. This does not mean you cannot be a part of other organizations, however, so long as there are no conflicts of interest. Breaking these rules will result in punitive action, up to and including execution or expulsion. RANKING AND STRUCTURE Konungr Ranks Baldr The Baldr (Master) is the supreme commander of the Edict, his/her word is law. Stýrimaðr The Stýrimaðr (Captain) is the mate of the Master, he/she is second only to the Master. Félagi The Félagi (Companion) is the Master’s most trusted adviser and their right hand in matters of both diplomacy and war. He/she works directly with the officers and members, reporting directly to the Baldr (or Stýrimaðr in the case that the Baldr is absent). Officer Ranks Hersir Hersirs lead Hafnas, reporting directly to the senior officers. They oversee the operations and training of their Hafna. Hersirs are the only non-Konungr rank with the ability to give the oath. Hersirs may promote Drengr to Thegns, along with appointing Aesirs within their Hafnas. Hersirs may also recommend members to be promoted to Radningar. Radningar Radningars are junior officers with the role of supporting the Hersirs. They may take temporary control of the Hafna when their Hersir is absent. Radningars may also oversee trainings, helping the Aesirs keep their men in fighting shape. Radningars may also be given special permission to give the oath, if they are deemed worthy. Non-Officer Ranks Aesir Aesirs are highly experienced and competent members of the Edict. Hardened by years of tireless service to their oath-kin, they have earned the distinction of their title. Aesirs act like sergeants, commanding a small team of their oath-kin. Aesirs are responsible for keeping the needs of their team met; including requisitioning weapons and armour, conducting trainings, and more. Thegn Thegns are the backbone of the Edict, competent warriors and accomplished professionals. They report to their Aesirs or Radningars. Thegns are encouraged to mentor the Drengr, teaching them the ways of the Edict. Drengr The Drengr are the initiates of the Edict, inducted members who have yet to earn their stripes among our ranks. Drengr are encouraged to seek knowledge of the Edict and its traditions from their more experienced oath-kin. Tal'Ardoth The newly constructed fortress of the Edict, Tal'Ardoth boasts all that the Edict could ever need. A tavern, barracks, mead hall, smithy, infirmary, and even a specially made grove, to support Druidic residents. Breaking it is dealt with severely in RP and you could expect to be hunted, tortured, or otherwise punished for purposes of roleplay.
