Throughout the years, decades, I have watched our home evolve through many stages; I watched it thrive, crumble, and ultimately resurface into the beautiful Cihi we call home to this day. I witnessed our people beneath the thumb of violence and tyranny, and through it all persisted alongside them. For too long, did this dark period of our history last, and for too long have we fallen victim to stagnation - a congruence conceived from the very peace we fought for. The title of Sohaer has traded hands from the moment we first stepped into this very land, unable to find an adequate place of rest. The responsibility that leading our people and their council entails was never meant for a single ‘thill, and it is time the burden is once again shared between two as was meant to be. I, Luthien Maeyr’onn, announce my intention to challenge the mantle of Sohaer. And though I cannot possibly address all the possibilities, with this missive I intend to shed transparency on my most urgent intentions. To Maintain: It is the very foundation of our history that legitimizes our purity as Mali’thill, something that for long we have neglected. In the pursuit of empty progress, we have forgotten the importance of maintaining those very ideals that fuel our desire for knowledge and longevity. For the sake of betterment - of progress - we must first conserve the ground on which these pillars stand. [I] Education has from the beginning been a vital piece of our pursuit for progress. In order to maintain the integrity of Larihei’s teachings, all who seek citizenship within our silver walls - regardless of race, gender, or species - will be under obligation to attend a lecture before being granted permanent residency. During this disquisition, they will be educated in the way we function as a society; our laws, social culture and etiquette, as well as Maehr’sae Hiylun’ehya. The purpose behind this decision lies in the idea that we cannot expect one to respect and understand - let alone adhere to - our societal standards without first being taught. This will otherwise serve as a reminder to returning Mali’thill. [II] Just as preserving our history is of utmost importance, we must not forget to ensure the present and future well-being of our citizenry. An open ear must be extended in light of their concerns, for we cannot thrive in the misery of our people. In order to address this matter, public meetings with the mandatory attendance of all members of elHeial’thilln will be held once every elven month. At present, such gatherings are few to none, and so we will strive for an organized and consistent schedule. During this assembly, the concerns of any and all citizens will be addressed and deliberated upon. Should one wish to remain anonymous in their complaints, steps will be taken so that they may be submitted privately. To Reform: In reformation lies progress. One must take that which no longer functions and mold it into something new. It would be dishonest to deny that we as a community have disregarded change when established systems were shown to malfunction. From the beginning, we have held onto discrepancies which have served as the catalyst to long neglected issues. In adapting our policies, we find ways to lead a fluent life as a community. Rather than ignoring hurdles, we shall address them as they beckon for our attention. [I] During my tenure in the council, I observed many ways with which we could improve; ways in which we could strive for a more efficient conclave, one that works with clarity and in collaboration with the Mali’thill that form its very structure. A change that I find imperative, is nothing other than the redesign of our council, something long overdue. Addressing each fragment of its skeleton, I seek to condense, redistribute and redefine each role that composes its anatomy. By clarifying and reassigning responsibilities, we will procure a composition that will harmoniously function. In the process, it is my intention to extend more opportunities to the common citizenry, so that they may involve themselves in the pursuit of progress. [II] There have been times, even recently, where a lack of clarity within our Silver Laws has been the cause of toil. Not only our laws, but the very policies that comprise our government. By dissecting each article, each constitution and system, I seek to expand upon and make additions to the legislations that protect us, and in addition define what their violation entails. In flexibility, we will find the possibilities of addressing what deters us from the adherence to progress and health. To Progress: Progress is one of the two legs on which our ideals stand, never has it failed us, only the way we interpret and choose to pursue it. This is where we have failed; for long we have looked only to a superficial idea of progress, and in the process have neglected a bigger picture. At last, we must finally take a glimpse past our hunger for only knowledge and utilize our tools to forge a legacy, a strong, reliable structure that will ensure the longevity of our society. To seek true progress and see to its success, we must not account only for the present, but most importantly the future and what it might presuppose. [I] It is imperative that we no longer ignore the urgent need to clarify and establish our relations with foreign nations. Holding grudges, regardless of how warranted, will only weigh down any attempts to move past the margins that bind us. Henceforth, Haelun’or will seek to establish its neutrality and resolve long unidentified bonds. With urgency, we will officialize alliances and at all costs refrain ourselves from being involved with adventitious conflict, lest it entails a collective threat. [II] In maintaining collaboration and order within elHeial’thilln, will we find productivity and thus subsequent progress. As a collective, we will not stop seeking ways to improve and move forward without the regression we have often faced in recent years. I seek to create a community that is perpetually evolving, offering a bounty of opportunities to those that seek them. It is here that I choose to conclude my missive. Having offered a glimpse into my mind and the most pressing foundations, all that is left is to await as time unfolds the steps to its conclusion. They run the city parlour, are responsible for leisure time activities, update Haelun’or’s noticeboard, maintain and staff public places, as well as head non-economic guilds and associations. The Okarir’mali, as with all members of the blessed Silver Council, are to be addressed as Master or Mistress [Talonnii Name] based on gender. The Tilruir’kaliri is in charge of leisure time activities in Haelun’or. The TIlruir’lenaern is in charge of the tavern in Haelun’or. elOKARN MAEHR'LEH — 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐎𝐤𝐚𝐫𝐢𝐫'm𝗮𝗲𝗵𝗿 Master of Knowledge, the Okarir’maehr manages The Eternal Library and College of the Silver State. It is their right and obligation to ensure it is properly maintained, safeguarded, and monitored. They are responsible for the flow of all knowledge in and out of the Eternal Library, and have full control over the educational operations that transpire within. The Okarir’maehr is also responsible for the recording of all state history that transpires during their service to the Silver State. The Okarir’maehr, as with all members of the blessed Silver Council, are to be addressed as Master or Mistress [Talonnii Name] based on gender. The Tilruir’nealu is in charge of teaching at The Eternal College. The Tilruir’indor is in charge of operating the library. elOKARN HIYLUN'LEH — 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐎𝐤𝐚𝐫𝐢𝐫'hiylun Master of Life, the Okarir’hiylun administrates and ensures that the excellent living standards of the Mali’thill is upheld and constantly improved. The Okarir’hiylun sees to the administration and organisational measures required for happenings of different natures, enabling all who wish to hold events of their own. The Okarir’hiylun, as with all members of the blessed Silver Council, are to be addressed as Master or Mistress [Talonnii Name] based on gender. The Tilruir’tayna is the Okarir’hiylun’s second in operations. elOKARN NOR'LEH — 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 Okarir'nor Master of Land, the Okarir’nor manages the flow and storage of resources in The Silver State, as well as maintaining the city and land in flawless condition. It is their right and obligation to house the newly arrived Mali’thill within the Silver State, to build more as necessary and to evict those that have left. They are in charge of the economy in Haelun’or, serving as administrator of the market district and oversee all internal and international trade. The Okarir’nor, as with all members of the blessed Silver Council, are to be addressed as Master or Mistress [Talonnii Name] based on gender. elOKARN TIR'LEH — 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐎𝐤𝐚𝐫𝐢𝐫't𝐢𝐫 Master of Law, the Okarir’tir manages all necessities in relation to law and order within the Silver State. This includes but is not limited to the drafting of Blessed Citizens into the Sillumiran, the arranging of Purity Tribunals as requested by the Maheral or majority vote of the Silver Council, arrests, and military supply planning. If absent the head of State takes charge. The Okarir’tir, as with all members of the blessed Silver Council, are to be addressed as Master or Mistress [Talonnii Name] based on gender. The Tilruir’tiran are the Okarir’tir’s second in command.
  9. 6th of The Grand Harvest, Year 107 of the Second Age BLESSED CITIZENRY OF HAELUN’OR, it is that joyous time of year once more, I am talking about Krugsmas of course! In the spirit of the festivities, we will be doing an anonymous exchange of gifts. You will be given the name of another citizen to get presents for. This should be a minimum of three items but you can always include more! To partake, put a slip of paper with your name on it into the Sullas-Calith’ehya Manor mailbox, Talonnii’lin III. You will then receive one with the name of who you are giving to. Leave the presents in the gift boxes under our community decorated Krugsmas tree, which stands in the amphitheatre. A Haelun’orian High Tea 3rd of The Amber Cold, Year 105 of The Second Age Blessed Citizenry of Haelun’or, The most wonderful citizens of Haelun’or have ever-provided the Silver State with their boundless achievements and efforts. These constant efforts do not go unrewarded, however, as they allow us Mali’thill to host such splendid events as these, for all our Mali’thill lliran to attend. And so, dear lliran, I invite you all in near future to a quaint event of elegance and delight. This will be held within The Friendship Park - we host this event in hopes of giving back to the community which empowers us. It brings me no end of joy to see our great State, with the guidance of elMaheral, each of his dutiful councillors and loyal citizens, flourishing since moving to Asul’hileia, truly a jewel of the South. Unnecessary conflicts and bloodshed cease to exist, leaving our society of master scholars, scientists, speakers and spellcasters able to work towards betterment, under the peaceful sun. I have been Okarir’mali for many years now, having had the pleasure of hosting days and nights of festivities, of working alongside such astute Mali’thill.   16. RESHAPING SILVER A white tome of great age, opened once more. A modern saga for an ancient peoples. “Do you see it as I do? The sun, yet to rise from beneath the horizon. The towers, their foundations in mind but not stone. This is it, Tiuthwyn - where we shall reshape our silver.” - Sohaer Kolvar Uradir From the birch stern of the creaking caravel Dancing Debate did the dark-robed silhouette of Kolvar Uradir stare out into the distance. A century of humiliation at the hands of Haense, of Urguan, of their own people - and at the end of it, the loss of their capital, of their Silver Isle. A sick society fleeing like rats from their war-torn home, wreaked by the havoc of Azdrazi, Voidling incursions and Haeseni raiders. The distant shore, sandy and arid, was lit by the soft rays of the moon, the water below tar-black. His pondering was interrupted by the voice of a woman. “There was no choice.” By the light of swinging lanterns, the sea-green eyes of the blonde seemed alight in their flame. Eager, almost. How could she not be, after the indignities they had suffered at the hands of lesser folk, at the hands of their own? He laughed, shook his head. “There is always a choice, Visaj. Even our predecessors’ indecision, their self-mockeries. We allowed it to fester. Ne longer - that, now, is our choice.” No matter the truth to his words, they stung those that heard them in the quiet night. To most, thankfully, they were drowned out by the sound of waves beating the creaking hull of their hastily-built ship, of the flapping of the sails in the wind. Once, Haelun’or had boasted quite the fleet - seven deep sea carracks, each mightier than the last, each sunk by foreign warfleets. The Sillumiran had refused to defend their docks even as sailors lept from their burning wrecks - How, they had asked, are authors to defeat knights? Once, the quill had been mighty enough in Haelunorian hands - forging alliances with the most ambitious of emperors, the wisest of philosophers. Ancient history, by the standards of the Valah. Not by that of the Motherland. The woman stepped back into the shadows, to take the helm from Korvec - a mason manning the helm worked well enough in the deep Southern Channel, where there were no shores to run aground upon and the harshest of tasks was reading a compass against a dim lantern and ensuring they stayed facing south. The next step in their journey, however, was through rivers, where reefs and rocks waited eager to halt them in the empty wilderness. Here, Korvec would take what little rest he could in the long hours before daybreak. The journey would be a gamble - the Haelunorians, after all, were for all their talk of progress, beings of routine. Routines of debates, of drinking, of writing. Routines, too, that had been a different sort of progress - of insulting purposelessly the lessers, of haughtiness cast to empty air. They were debaters before they were warriors, authors before they were strategists, designers before they were siege engineers - and they should have known. To shake their ineptitudes, to cast aside the chaff that the wheat might make flour - none knew better than the newly minted Sohaer the difficulty of the task. Not a decade prior, Miravaris had chosen to prostrate before Uruk hordes rather than make such a decision. The world knew the result of that blunder. The silent column of Sillumiran standing behind Kaelan Aldin knew. The shivering debaters, authors, designers - they too knew. Then it began. The keeling of the ship, the sliding of rope across its deck hard to the starboard side. Those that had never left the Silver Isle - they may have been forgiven in believing the caravel about to sink as it crossed upriver through the delta, took its first turn into the river. Silent still did the Sillumiran stand - Eledar’s dour eyes shadowed beneath his salt-dulled steel helmet. Kolvar glanced behind him, at the following, smaller sloop in the center of their line - where Councillor Maeyr’onn and, more importantly, the Maheral Calith likely rested beneath the deck. The Sohaer gripped the railing. He had grown seasick quite easily in his youth. Now, however, his pale face was not so in struggle, but in determination. Then came the creaking, loud, ominous. His knuckles grew white - here was the difficulty charted out by Councillor Sullas, whom had scouted the lands ahead, whom they hoped would be waiting at the appointed place, his caravan to be a beacon in the night. Reefs scraped first the barnacles on the underside of the ship, then the lapis-flaked paint that marked below the waterline, then finally chipped away at the boards of the ship itself. The sound of calls belowdecks, of rapidly slamming hammers nailing repairs into place. Perhaps the gamble had not paid off - perhaps it had been a death sentence for those few that remained. Worse, they might survive, only to be fed on by the wolves and the buzzards. Would he be remembered for his stupidity, as they remembered so many before him? Or would he be remembered for bravery? The shuddering of the ship as it ground against another reef rang through his mind. If only he could be like their lesser cousins, taking Aenguls and spirits for Gods. There was time yet to place their fate in the hands of higher powers, those beings that so oft hurled meteors and doomsdays at the Descendants. Then, finally, the call of the lookout pierced the clamor. “Dead ahead!”
  17. Within The Silver City, a gloomy room, dimly lit by glimmering candles as to deter attention in the dead of the night, stirred with a steady stream of arrivals. A committee of assiduous Mali’thilln; architects, authors and diplomats stood by a round table, to plan sub rosa, for the future of their kin was tested and yet unresolved. Outside the tower a great many more amassed in the dark. Some voiced worry for their woes, some voiced nothing at all. A crowd of Sillumiran, their armour illuminated beneath streams from street lamplights, patiently observed the square. This century of humiliation at the hands of foreigners, of their own people, had come to terminate in great tragedy. The Mali’thill were to be forced out of their sanctuary, their Karinah’siol, driven to flight. It was clear to all the urgency and importance of the coming months. In the gloomy room, the hushed assembly continued. The authors were keeping record when someone made a proposal, the diplomats gathered over drafts of new legislation and the architects evaluated sketches of new hallowed halls. . .

When the Motherland is faced with any prospect of danger, it is our sworn duty to end the threat as soon as possible. The leaders of Malin’or issued ludicrous demands based on fallacious notions to The Horde, the league of national assemblies that includes our great State. By the act of the Iron’Uzg acting honourably, defending its Mali allies and citizens, they break stated terms. Make no mistake, Malin’or wanted this war — Their terms were unabashedly non-viable. Numerous are directly an offence to The Silver State of Haelun’or. It is obvious why. After failing once to get the Motherland under her control, Ivarielle Ibarellan’s jealousy has compelled her to raise a Mali’ata haven, Celia’nor, to go forth with further kinslayings. Ivarielle continues to lay claim to a throne of Haelun’or that does not exist, demanding that the Iron’Uzg place it under the Kingdom of Oren for her to lead, which they do not have the ability to do. Malin’or casts insult on Mali’thill who are members of the Blessed Citizenry, and of Elheial’thilln, naming them as ‘problematic’, ‘deluded’ and ‘diseased’. Malin’or also adds an odd note to denounce Azdromoth worship, a certain irony and hilarity to be found in the statement of “Your time is over, followers of Azdromoth.” It is known across Elvendom that after the corrupt Valwynn council fled Elcihi’thilln, a shrine to the Arch-Drakaar was discovered in their Manor House — some who resided in the house amongst the council of Celia’nor, and others harboured in the city. It too is manifest that Ivarielle herself is a follower. In The Silver State of Haelun’or, Okariran serve the citizenry. In Malin’or, Mali are made to bend to the will of Princes and Princesses. Free is the pure Mali. Blessed Citizenry, we call upon you now to contribute to the war effort. It is only by standing together, a free people, that we might protect our Motherland.   22. THAWING THE FROST Issued 10th of The Deep Cold, Year 79 of The Second Age For long, our city has been dressed in the purest white. Maidens of frost loomed and disturbed the serenity of our blessed bastion. Over months, whilst scientists and scholars of The Silver State of Haelun’or worked tirelessly to amass useful information, putting this into practice with a gate policy that proved highly successful in stifling malefactors, parties of Sillumiran and Scouts alike scoured the isle in search of the Frost Witches lair. It was ultimately the keen eye of Okarir’tir Edgars An’asul that glimpsed it, a curious contraption concealed in the vast mountainside. A group ventured valiantly inside, the hand of Okarir’mali Elarhil Sullas able to proficiently pick three locked doors in the icy cavern, where the Mali’thill were met with a surprising sight. The bravery of the Blessed Citizenry and efforts of soldiers had led the Frost Witches to flee in cowardice. The site was thawed for good measure. Over the coming months, expect flooding as we return to a natural climate. Gratitude is given to the diligent druii of The Mother and Father Circles, dwed of The Grand Kingdom of Urguan, and orcs of the Iron’Uzg for their continued support in vanquishing these cold to the core beings from the Silver Isle.
