  1. The Magnum Index "The golden era of academia." 5th of Sun's Smile, 34 S.E. [Click here to access the Magnum Index] As accredited degree programs are becoming increasingly common, so does the scene of formal academics, research, and scholarly literature. Students must cite and refer to other pieces of literature, historians spend countless hours rummaging through documents irrelevant to their studies, and researchers do not have a tool to optimize the discovery of academic articles. The Magnum Index is a proposition which creates an open-source database for all published academic literature, free for scholars throughout the realm to cite. Copies of the Magnum Index will be stored at various libraries, universities, and academic institutions throughout Almaris. It provides ease of access to researchers who want to more easily locate the literature they’re searching for by categorizing published documents by academic discipline and division. The days of rummaging through the forums stacks of old historical documents are over. The golden era of academia is here. All files in the Magnum Index are free for scholars to cite, so long as they credit and cite the original author. Volunteer scribes are working on transcribing foundational academic texts into the appropriate format for the Magnum Index. The objective is to turn this database into the all-encompassing centre for academic literature. The second function which the Magnum Index serves is cataloguing all scholars and displaying their profiles. This is designed to help academics network and collaborate on relevant research projects.   2. The following pages will begin to outline the intricate web of diplomatic relationships of the nations within Almaris. Although be warned, new developments are always being made, as diplomacy is the lifeblood that fuels the change and evolution of nations. Therefore, be aware of the possibility that some of the information here could be outdated. All of my sources for this piece are the same as the first book of this series, ‘Governments of Almaris’. -Introduction to Politics- Book 2 of 2: Interdiplomacy in Almaris Chapter 1 ------------------- Norland: ------------------- With regard to the southern nations of Sutica, The Fakhr Tribe, and the Druidic order, the source states: “With such a distance, we don't pay them much mind”. Relations with the War Nation of Krugmar are, surprisingly, more than well. The leadership and the populations of both nations enjoy each other and share military connections. The source states: “The orcs have been great friends of mine for years. Their Rex have always been the most honorable, most straightforward”. In addition to military pursuits, their cultures are quite similar as well. Both peoples value honor and valor over noble blood and regal appearance, these similarities produce a long-lasting relationship of good feelings. Regarding Elvenesse, the source says: “I have no strong feelings about them, but they're no friends of mine.”. It was also mentioned that previous alliances usually result in Elvenesse being on opposing sides of conflict. However, Elvenesse does have a high level of druidic population, which lends itself to the same issues that Norland has with the Druidic order itself. When asked about the Grand Kingdom of Urguan, the source states: “They are friends of ours, through and through. Another that have a sense of honor”. The 2 nations also have military connections, with cooperative training and military pacts, which has turned into a deep mutual respect. As for the Holy Orenian Empire, the source has stated plainly, “We are not friends”. Norland has been at odds with the empire for as long as many can remember, fighting a multitude of wars (10 specifically), usually with Oren coming out victorious. What fuels these conflicts, most prominently, is the culture and the attitudes toward propriety and equality. Whereas the people of Oren are well-dressed, well-spoken, and have clear class divisions, Norlanders have little interest in regal appearance, and often have intermingling between the leadership and the populace. The second point of animosity between the nations is their opposing religions. The canonists of Oren view those of the red faith to be heathen and radical. On the other hand, Norlanders view canonists as misguided, but not hostile, in fact, much of the percentage of red faith converts are former canonists, and accepted wholeheartedly into the culture after conversion. In addition to all of this, there have been many instances of disrespect perpetrated by Oren, most notably the continued decline of diplomatic attempts from Norland. As for the neighboring human nation of Haense, they have had many interactions prior to their retirement from the iron accord. Culturally, Haense and Norland have differing opinions on regality, similar to the difference between Oren and Norland. However the fact that the Hanseti are mainly highlanders improves the Norlandic opinion of them. This and their cooperations prior to the 10th nordling war gives Norland a generally good opinion of Haense, but they are not ecstatic about committing to any serious relationship at this point. The Domain of Vortice and Jade State of Yong Ping, both being popular points of interest diplomatically and common hubs of activity, attracted the attention of Norland some time ago. They both have had agreements with Norland in which the kingdom provides military support, in return for good favor with the 2 smaller nations, which can be leveraged for favor with all of the nations which respect or cooperate with Vortice and Yong ping. However there have been more recent developments that may or may not change this situation. Chapter 2 ------------------- Urguan: ------------------- Sadly, the diplomatic relations of The Grand Kingdom Of Urguan are typically a private matter, I chose to accept this tradition. When the source was asked if there was anything that they would like the readers to know, they stated: “That Urguan is strong, that is all”. Information about the diplomacy will be sourced through the other nations they interact with, but the level of confirmation will have to be limited. Chapter 3 ------------------- Krugmar: ------------------- There have been no recent interactions between the nations of Krugmar and Sutica. This however might be a good thing, as the current Rex of Krugmar has proudly admitted to being the organizer of many raids in the past. While this is unsurprising, it is nevertheless a good reason why diplomatic Endeavors have not been exchanged by and to the other nation in quite a long period of time. Official opinions from the nation of Krugmar towards the Druidic Order are not common and possibly may not exist at all, as the druids have a common reputation of isolationism and are a notable distance away from Krugmar. The common feeling about the Order among the nation’s population is quite negative, actually. They believe that the Druids are misguided and pray to false spirits, and that those spirits will one day be their downfall. The status between the war nation of Krugmar and the Fakhr tribe of the oasis is the same as the status between Krugmar and The druids. Common opinion, however, is quite the opposite. The uruks view the people of the Oasis to be courageous, as, in the words of the source, "they are strong people to brave the sands without the might of krug.'' Rex has expressed that he has no ill will towards the tribe, but there have been no correspondences in “many seasons”. Regarding Elvenesse, Krugmar has, one would say, very bad relations with them. Contrary to what you might think, It is not mainly because of the stunning differences between the cultures, practices, and temperaments of the nations. Krugmar actually has no inherent ill will towards them. Even some younger uruks have friends in Elvenesse. When asked what fuels the conflict between the nations, a quote from the source states, “2 things. First is the curse that ibleez gave our people, the bloodlust that boils in our veins; they are the closest targets to us that don't pay tribute for protection.”. Krugmar also believes that Elvenesse is prideful and looks down upon them as minor people. “They treat uruks as lesser beings simply due to our ways and curse. Without their arrogance, there would be better relations between our peoples.”. Although Elvenesse, justifiably, have a restriction on uruks coming into the nation, the only other offense that they have committed is the fact that they are unfortunate enough to be located near the war nation of Krugmar. The dominion of Vortice, along with Yong Ping, have good standing with Krugmar. Vortice is a long term tributary and there is often inter-populational travel between the civilizations as well. Yong ping, as a quote from the source states, is a pleasant place for orcs, “Krugmar shares many elements of our culture with them, and they enjoy learning of krug-kind as we do of their ways. They are people of strength and honor.” Regarding the other nations, sadly, the research meeting had to be cut short. Information regarding Krugmar’s relationships with other nations will have to be gained through sources of other chapters. Chapter 4 ------------------- Sutica: ------------------- Being a relatively new nation under the new administration, It has not yet had time to establish official relationships with every nation. However, some information is still available. As is well known, King Georg I is a member of the Barclay family, A noble family based in Haense. Due to this, many citizens of both Haense and Sutica have very good opinions of each other. Their governments, however, have not gone so far as to announce any official alliances, nor have they signed pacts or treaties. Regarding the Orenian empire, relations are very good. Diplomats are sent between the nations, non-aggression pacts have been signed, and citizens of both civilizations often visit each other. The Fakhr tribe to the south, has historically had some negative relations with the region, regardless of its administration, but ever since its reformation into an emirate, those have stopped, and the tribe has taken official stances of neutrality. Minor envoys and missives have been sent to the oasis on behalf of Sutica, but developments are still pending, and no progress has officially been made. Chapter 5 ------------------- Haense: ------------------- Starting with the southern nations, the Kingdom of Haense does not interact much with them for 2 reasons; mainly that the religion of Haense is canonist, while the Fakhr tribe and the Druidic order practice faith’s that are considered astray. The second, is that the 2 southern nations have taken public stances of neutrality to foreign issues. Normally the former factor might cause issues, but the latter factor as well as the vast distance between the 2 nations and Haense provides a buffer and a deterrent to any problems that could arise. Regarding Sutica specifically, the crown of Haense and the monarchs of the commonwealth have positive feelings toward each other. The monarch of Sutica being from a noble family in Haense contributes greatly to this, as the new administration has secured a canonist position in the continental divide. Further diplomatic action however, has yet to be considered, as a quote from the source states; “Sutica has its own struggles with revamping themselves, much to focus on for them” and “friendliness does not mean alliances are near, it would need to make sense and benefit Haense if one were to be agreed upon''. Toward the west, the crown of elvenesse and Haense have, in past history, kept good relations and held a mutual pact, but in the words of the source “that has long since gone”. They did not give the impression that there was any interest in rekindling the relationship or renewing any treaties at this time. The tone changes on the topic of the war nation of Krugmar. The source states “We have dobry relations with the rexdom ''. They currently hold treaties and pacts allowing, “free trade, a defensive alliance, and military cooperation, should the need arise.”. The 2 nations get along not only because they are the strongest military powers of almaris and this alliance secures the prominence of both nations, but also because their peoples enjoy each other's culture. Positivity shows itself not just diplomatically in their governments, but also with camaraderie between their militaries. A quote from the source states; “His majesty enjoys headbutting with the rex on the rare occasion they meet.”. One could say that the relationship between Haense and the grand kingdom of Urguan is almost the same as that between Haense and Krugmar. The dwarves are also a large military power, and provide the same benefits of an alliance with Haense as the uruks do. Although there is not the same sense of camaraderie and friendship, the Haenseni do have a deep respect for dwarven culture. “The dwarves are also pillars of innovation and are dobry at their craft. Aside from brute strength, Urguan is dobry with weapons and mechanics''. It does not seem that the Haenseni crown has much admiration or respect for the kingdom of Norland. “Being a nation of pagans” as the source says, would obviously cause problems with the canonist nation. There have also been claims of numerous backstabings and breaking of treaties, which would contribute to such an apprehensive attitude. “Norland has their highs and lows, though most commonly their lows. I chalk it up to their lack of consistency in maintaining themselves and their projection of anger.” Oren and Haense, as many know, have a long and storied history, with Haense previously being a vassal state, and then being given independence. “Since independence, Haense has flourished and become much stronger and undoubtedly the empire’s equal in recent years.”. One might think that the empire might harbor negativity towards Haense because of this, but in fact, Haense now commands respect from all those who wish to interact with them. Though Haense would like to keep relations positive with its neighbor, “Haense will niet stand for any disrespect or pushing of buttons”. Outside of minor visits and one time situations, the kingdom of Haense is not known for interacting with the minor settlements of Vortice and Yong Ping. Chapter 6 ------------------- Haelun’or: ------------------- The nation of Haelun’or being on polar opposite sides of Almaris, does not interact with the nations of the south past the Continental Divide. Further, they do not wish to, as in the words of the source, "They all have a reputation for harboring ‘ata". This word 'ata means impure, ugly, or otherwise straying from the views and practices of the High elves. As such, Haelun’or has no interest in associating with them. Specifically regarding The Druids, a quote from the source States "I have no time for druidic nonsense". Despite these things the leadership of Haelun'or have no intention or inclination to cause any conflict, “so long as Haelun’or’s integrity is maintained”. As of now, relations between Haelun’or and Elvenesse are, as one could say, neutral. In recent history there was a small issue that arose diplomatically, but that has been resolved. Although things have been calm for quite a while, the source provides that there are plenty of occasions in which both sides have fought against each other and Allied together in the past, but ia quote from the source provides, "we have found no major sources of tension with them". Regarding the smaller settlements of Vortice and Yong Ping, The Source States, "They seem amicable to Haelun’or. I've found them rather easy to work with despite our differences.". People of the settlements sometimes visit the capital city, due to its popularity as a tourist destination. As far as diplomatic channels, there is no regular occurrence of correspondences. Given that the civilizations are familiar with each other, however, this could result in further official dealings if the need were to arise. The nations of Haelun’or and Urguan, being on each other's border, have plenty of opportunities for interaction. Cordial relations do benefit from their proximity and both populations have a somewhat high opinion of each other. Specifically regarding diplomacy however, discussions have resulted in a non-aggression pact. In the words of the source, "Our relations are rather good as a result, rarely do our interests not align.". Haelun’or, with such a distance away from the war nation of Krugmar, understandably has no regular interactions with them. In the words of the source, "they tend to be outside our diplomatic purview.". Unofficially however, Haelun’or has been the target of previous raids by Krugmar. However, recent history has not seen this trend continue. In reference to the Orenian empire, the source states clearly, "They have been a reliable source of good diplomacy and I hope for our relations to continue to be fruitful". This cooperation likely stems most from the fact both nations seek peace and internal development, and are therefore inclined to engage in positive diplomatic relation building with all other nations that have the same goals. Historically, the leadership of Haelun’or would have had more to say about the kingdom of Norland, but ever since the current sohaer has taken office, there has been a significant lack of interaction between the nations, as such there is not much information to be gathered. Lastly, the relationship between Haelun’or and Haense is one of reciprocal respect, “We have both mutually sought to improve our relations and cooperation, Haelun’or holds no ill will towards the people of Haense.”. Although relations between the 2 might be publically positive, the populations of both nations are not known for visiting or even speaking highly of one another, and it was not clear that either nation is eager to pursue a high level of bond. Chapter 7 ------------------- Yong Ping: ------------------- The strongest relationship the people of Yong Ping have is with the Fakhr tribe of the oasis. Since both of the civilizations have farfolk origin and majority population, this is a strong binding force that influences their relationship. A quote from the source states; "We share many cultural similarities and from back in the days of Tai Ping, their people and ours have lived in harmony.". Generally, the Jade State usually takes stances of neutrality in outsider’s political conflicts. They are, however, open to coming to the aid of their neighbors in times of need. “We mostly keep to ourselves, xi, however we aren't opposed to helping out our allies or neighbors against a common threat. For example, Luciensberg. Although we had problems before due to... cultural insensitivities, we now bonded ever since we came to their aid against the Ratkin.” Whether Yong Ping will maintain its strictly neutral stance far into the future is unknown, but it is certain that their culture’s focus on domestic affairs and local population make that standard very likely. Chapter 8 ------------------- Oren: ------------------- Starting with the trade state of Sutica, Oren currently has a great relationship, with non-aggression pacts and diplomatic envoys being sent back and forth ever since king Georg I’s coronation. Although it must be noted that Oren and Sutica have had some significant conflicts in the past, but that was under the leadership of previous and unrightful rulers, so this does not affect the current feelings. Due to the fact that the current and rightful administration of Sutica are loyal canonists, Oren has a positive opinion of the trade state. A quote from the source states “Naturally, as canonist brethren, the empire affirmed their support in recognizing him [Georg] as the king of Sutica, as it is our canonist obligation to support canonist claimants against apostate rulers.”. Apart from that, officials and citizens from both nations often spend time at events and friendly gatherings hosted by each other. There was not much information on the Fakhr of the oasis given, but the source did mention that “We are currently working on diplomacy with them”. As for the Druidic order, Oren, similar to other northern civilizations, does not interact with them as they are seen as isolationist and there are not many who are supportive of their spiritual practices. Feelings between the leadership of Oren and Elvenesse are, as of recent, very well. There are no well-known or notable conflicts in the past between the two Nations, likely due to the great distance between them. Currently, Oren and Elvenesse have shown interest in diplomatic relations with each other; with non-aggression pacts, trade agreements, and military aid being rendered and received on both sides. The 2 nations are openly willing to engage in cooperation with any other Nation who has similar interests and desires to themselves. Historical relations between Oren and Krugmar have varied and evolved over the many years. Although they have in the past fought together against forces of the inferi and other malicious factors, Krugmar has recently engaged in hostility towards many allies of Oren, which is, as the source states, “something that must not be entertained.”. This has a negative outcome on the opinions Orenians hold toward them. They have also allied with the kingdom of Norland against Oren, which does not help the situation. A quote from the source States, "Such an action left a bad taste within our government’s eye.". Despite these things, the source mentions that due to Oren's focus on domestic development, their general interest is to have peace with the other civilizations of almaris, "Our empire is always devoted to peace, as we seek inward development. But before progress is made with the orcs, they must refrain from attacking our allies.". Due to this, Oren still maintains its public openness for the building of positive opinions between themselves and Krugmar, However only on the condition that hostility from them is reduced, and ideally ceased entirely, although the latter notion is laughably unlikely. It seems the diplomatic statuses of the Orenian empire are some of the oddest in almaris; despite sharing a border with the grand kingdom of Urguan, they have not interacted very much, there have not been any pacts or agreements shared between the 2, and diplomats are not sent back and forth as would be expected. Although Urguan has a strong relationship with norland, and the most recent nordling war saw a varying level of support from Urguan depending on whom you ask. Oddly, again, this does not breed negativity for dwarves among the citizenry of Oren. It does not seem likely this indifference will change in the near future, but the source does confirm that they are open to diplomacy with Urguan’s new king. Despite their recent histories, the empire and the kingdom of Haense seem to have a productive and happy relationship. Both nations being devout canonists, they are somewhat obligated to get along in a way. This is greatly helped by Haense's decision in the most recent nordling war to remain neutral. A quote from the source States, "Haense affirmed their neutrality during the nordling war - upholding their obligations both in regard to our treaty and canonist principles.". Their relationship is also bolstered by frequent visits from Nobles and officials to the various events and festivals hosted by each other. It is unlikely, given the connection between the two, that this will change. Referencing the relationship between the nations, the source states, "our diplomats have been exchanging channels more frequently now. We look towards this fruitful future." and also "our empire is devoted to continuing a prosperous relationship with any canonist sovereign." Oren, given that they are always willing to participate in diplomacy with any other nations who have the same desire, have begun to pursue dialogues with Vorice. Previously, Vortice has had military affiliations with the kingdom of Norland, and it was therefore in the interest of the empire to nullify the agreements by signing more recent and more active non-aggression pacts. Orenians also hold a generally high opinion of rulership and denizens of Vortice. In the words of the source, "Their monarch and foreign minister are very amicable, as so are their denizens". Similarly to Vortice, the empire has started to open diplomatic channels with Yong Ping. They have also signed a non-aggression pact and have similar feelings toward the people of Yong Ping as with Vortice. The settlement of Yong Ping is known for its beauty and hospitality, making visits there a pleasure for any diplomats opening discussions with the civilization. Chapter 9 ------------------- Elvenesse: ------------------- The relationship between the high crown of Elvenesse and the Druidic order is not publicly well known, but it is common knowledge that many of Elvenesse’s population of druids freely travel between the 2 nations. The societal structure of the Druidic order is quite conducive to self reflection within the community. As such official diplomatic missives, envoys, and other such correspondences are few and far between, if not non-existent. Despite this, the citizenry of the order and Elvenesse have high opinions of each other. Sutica and Elvenesse, in times before the recent administrations and overthrows, have had a notable war and otherwise negative relations, but as of now, all previous conflicts are left in the past, and the current governments have not yet had the opportunity to interact with each other as of yet. Regarding the Fakhr oasis, the source I spoke to had never actually heard of the nation, giving me reason to believe that emissaries have not in recent years traveled that far south or exchanged any diplomatic outreaches. As might be quite well known, the crown of Elvenesse has for a long time had conflicts with the war nation of Krugmar and its inhabitants, currently employing a sanction on uruks in the territory. In recent years, tensions have increased due to constant belligerence from the uruks. However the source has expressed hope that the situation will be resolved shortly; “We have always had conflict with the uruks and now they have conflict with one of our allies, Urguan, We are going to work together to hopefully have the uruks stop.” As previously mentioned, Elvenesse also enjoy cooperations with the grand kingdom of Urguan. Although unexpected, this is nevertheless an active diplomatic endeavor. A quote from the source states; “We want to work with other nations, if their goals fit ours, also the current king is a good friend of ours, and it is wonderful to work with him.” Regarding Haelun’or, relations are currently good, with notable periods of distress between the nations. It is arguably the most complicated international relationship in the northern half of almaris, as both nations are primarily elven in population, but the limited nature of Haelun’or’s citizenry is quite opposite to Elvenesse’s relatively open and accepting population. Not only does this result in cultural differences, but the resulting condescension by the high elven nation only limits the level of possible respect that can be shown between the parties. The temperaments of both nations, however, are on the upper end of peacefulness and neutrality in all of almaris, so they are naturally inclined to, if not maintain good relationships, at very least limit the amount of bad relationships they have. Regarding the human nations, Elvenesse does not interact much with Norland and Haense. However, They do appreciate the northmen’s disdain for voidal magic, as they themselves do not support the practice. Outside of this, The current relation between the 2 nations are, I suppose one would say, neutral. This is unlikely to change in the near future, as neither party has expressed interest in sending envoys or expressed the need for any sort of alliance. Regarding the empire, relations are surprisingly good. They seem to enjoy the most unexpected alliance in all of almaris; “We actually take a liking to the Orenians. We have been allies for many years”. Though both nations have differences in culture, population, and location, the desire for peace and willingness to open diplomacy with other nations supersedes all other differences that arise. They have also participated in battle together against the orcs on occasion. When asked what fuels the bonds between the nations, the source states; “Well, basically just trade, nonaggression pacts, passage. They also help defend us when we do ask, as long as we return the favor” Lastly, Elvenesse is in the process of signing pacts and agreements with the settlements of Yong ping and the domain of Vortice. There is nothing in particular that either party can justify an alliance with, but it is deeply rooted in elveness’s interests that they reduce any possible conflict now and in the future, and so they intelligently, initiate positive relations with the 2 civilizations to build good foundations of mutual positivity. Chapter 10 ------------------- Druidic Order: ------------------- The Druidic Order, contrary to popular belief, does not follow isolationism as a core tenant. Rather, they believe that their primary purpose is to preserve the balance and maintenance of nature above all else. Because of this, they will rarely be seen outside of Druid communities. A quote from the source states: “We actually frown upon druids taking most leadership positions in governments and other guilds because it means they are most likely putting this over their duty.” When asked why they are not interested in trade relations with other nations, the source states: “We have no need for mina and we know how to live sustainably on the lands we live on”. Furthermore, there might be small trades done within the members of the community, but they have no need for trade on any official scale with other nations. While not isolationist, they do specifically avoid matters of politics or relationships with other nations, with one notable exception. A quote from a second source states: “The path of the druid is one of neutrality. To interfere in the affairs of descendants draws us away from our duties.”, and “Politics should never be a druid’s calling.” Although unlikely and rare, the druidic order will aid settlements who are dealing with unnatural phenomena, or seek to correct those who are being overly destructive of nature. The one exception to the druid’s general practice of neutrality and solitude is the High Crown of Elvenesse. The kingdom is very well known to be a common place of travel for druids, and is the location of the 2nd highest population of them. I have also confirmed that the High prince of Elvenesse is a mother circle druid. Because of Elvenesse’s ‘close’ relationship with the druidic order, it can be assumed that if the druids ever did need to temporarily suspend the practice of solitude in times of dire need or existential danger, Elvanesse would be the primary party in support of the order. Chapter 11 ------------------- Fakhr Tribe: ------------------- Prior to Almaris, the predecessor to the Fakhr tribe, called the Qalasheen, was historically accustomed to war with the Empire of Oren on the basis that both claimed to be the protectors of the farfolk peoples. This history is still in the memory of the people of Fakhr, but modern diplomatic relations have remained mostly cordial. Prior to the confederacy of Fakhr, the 4 tribes had vastly different philosophies regarding how to deal with foreigners, most notably among them, the Haman tribe, who were belligerent and aggressive to many people in the southern continent. The sheikhs of most of the other tribes also did not organize very effectively and were, as the source quotes, “incompetent”. For these reasons, the current emir, and the first one in almaris, leveraged marital and diplomatic relations within the tribe to gain support from the majority of its people, and was declared the emir of the Fakhr people. In the southern continent, the Fakhr viewed the original settlers of Sutica as equals and did not have any ill will towards them, however recent changes in Sutican government leaves the Fakhr with a negative opinion of them, as they see the new Suticans as “outside intruders, and colonizers'' as the source has provided. The only other nation of note in the southern continent is the Druidic Order, who have mutual agreements with the fakhr to isolate themselves from each other, as both nations only seek peace and try to keep attention on domestic affairs. Now to the north, the northern kingdoms have a long and varied history with the Fakhr tribe, but time and time again, the northerners have proven that committed alliances with them are much more trouble than they're worth, and often provide little to no benefit to the tribe. For this reason, the Fakhr have resolved not to get involved with political differences and conflicts within the north. However, in the interest of peace and prosperity, the tribe is open to non-aggression pacts and trade agreements with any nation that wishes to engage in such. The only international obligation the Fakhr will uphold and maintain is the lasting protection of the jade state of Yong Ping, which the tribe sees as a duty due to its title as the ‘protector of the freefolk’. If Yong Ping was ever to be involved in a conflict, the Fakhr tribe are sure to be there as well.
  3. The wide-ranging cultures and traditions of the people of Almaris have manifested themselves in the vastly varied forms of government and rulership in its realms. The following pages will summarize the government systems in all of the major civilizations in Almaris. Copies of this book can be found primarily in the library of Ando Alur at the moment. Chapter 1 ------------------- Hanseti-Ruska: ------------------- Hanseti-Ruska is ruled by a King, who has full executive power within the realm. He is advised by his close circle of advisors called the Aulic council. Each of these 7 members is the kings advisor on a specific sphere of activity. These titles are as follows: -The Lord Palatine- Acts as the head of government and oversees the aulic council. -The Lord Speaker- Administrates the function of the royal Duma, its meetings, and its discussions. -The Lord Marshal- Manages the Royal Army. -The High Justiciar- Chief of the judiciary, conducts criminal investigations, prosecutions, and public defense. -The High Seneschal- Oversees management of lands owned by the crown, including infrastructure. -Royal Treasurer- Manages the royal economy and financial endeavors of the crown. -The Aulic Envoy- Primary ambassador of the kingdom, establishes and maintains diplomatic relations with other nations. The Royal Duma is the lower seat of power in the government. Its duty is to propose laws and regulations to the king himself, with which he can do what he wills; whether it is accepting it, modifying it, or rejecting it. The Duma itself has 18 seats, 8 of which are elected positions that are held to a vote every 4 years. It consists of 3 chosen Druii that collectively make decisions on how the order handles issues, as well as representing the order in conversation with outside nations or settlements who wish to interact with them. It is important to highlight the fact that the Archdruii are considered full equals and are not given any special privileges or land titles. They simply serve as the official leadership. The role of Archdruid is a role only obtained by popular vote among the druid community; there are meetings in the druidic circles called ‘Moots’ that are summoned whenever an issue is brought forth. All druids of the local and any other circle, as well as wandering druii are welcome to speak and vote. An archdruid’s length of service is dynamic, and ended when the archdruid feels that their service should end, the order feels that their service should end, or is otherwise a lifetime held position. A quote from the source states: “They serve as long as they wish, or the order wishes them to.”. When a position of archdruid is opened up, a moot is called and the citizens of the order will name nominees, confirm or deny the candidates, and then proceed to vote on who should fill the position and the candidate with the number majority is chosen. However, a retiring archdruid has the option to highlight a specific member for consideration. This endorsement may or may not increase the likelihood of that candidate being confirmed, a quote from the source states the following: “But that's only because an archdruid would choose someone that is respected and active already, but everyone has an equal chance.”. Their government is made up of leaders of 4 separate but closely related clans. Each clan is led by a Sheikh who is a respected and connected member of a branch. Most of the time, these sheikhs will choose one from among them to be the cultural leader and overall ruler, called an Emir. The titles of both sheikhs and emirs are passed down to the oldest son or daughter available. Emirs, however, are usually confirmed by the rest of the sheikhs, whereas sheikhs are usually not voted for or confirmed, but primarily chosen by hereditary succession. When an issue is presented or a new domestic policy topic needs to be discussed, a majlis, or council meeting, is called. In these majlis’, the emir, his advisors, ministers and his sheikhs will discuss and decide the path of the fakhr on how to proceed. While the emir legally has full and final executive power, decisions are usually a cooperation between the emir and sheikhs. An emir making an important decision without the consultation of the sheikhs would be culturally inappropriate. Advisors and ministers are appointed directly by the emir. In the days of old, the Sohaer, known in common as ‘Ruler through teachings’, as well as the Olariran, known in common as ‘Gaurdians’, were elected by vote. However, ever since the descendants made their way into Atlas, this system was reformed into a true oligarchy, with the sohaer exercising full power to select the orkariran and act as the official leader of the silver council. The okarir are similar to what are called ministers in other civilizations; overseers in specific areas of activity that sit on the silver council. Each okarir uses one or more assistants to make their work easier, these assistants are called Tilruiran. These tilruiran can also have the privilege of acting in the office of their okarir in times when the sitting one is not available. He or she is elected separately by the people of yong ping and the ministers. In order to become a candidate, a prospective zhu must have lived in the civilization for at least 2 years. In that time, the way they advertise themselves to the public is at their own discretion, but a source from the source states: “They have to have proven their service and dedication to yong ping” and “they must have proof of their deeds in action”. The specific criteria of ‘deeds in action’ are not concrete, but the candidate with the highest level of faithfulness will most likely manifest in the highest number of votes. In these elections, every citizen gets a singular vote. Newcomers to yong ping undergo a process of civilian applications, which take about 3 months to complete. During this time, immigrants should learn about the culture and various local customs. The group of advisors to the zhu in yong ping is called the cabinet, which consists of the Grand Chancellor, the Grand Secretariat, and 5 ministers that oversee a specific area of activity. The cabinet stations are expectedly held until death or retirement, unless, rarely, they are demoted by unanimous vote by the rest of the cabinet. The cabinet titles are as follows: -Minister of Justice- -Minister of Rites- -Minister of Revenue- -Minister of Interior- -Minister of Defense- Most of these titles are self-explanatory, as many governments use them, but the Minister of Rites oversees cultural events and such other things. While the Minister of Interior is related to domestic affairs such as development and resources management. Work Sources: Li Xiuying - Zhu of Yong Ping Chapter 6 ------------------- The Kingdom of Norland ------------------- The kingdom of Norland uses a normal feudal government where the king has final executive power, but is advised by the king's council, who are chosen by the king to preside over specific areas of activity. The king, uniquely, allows his vassal lords to exercise their own forms of government within their lands, conditionally, in the king's words, “As long as the leaders understand this is a kingdom at the end of the day.” The Norlandic hierarchy has 12 seats of varying significance. Norland closely follows the religion of the red faith, and as such, religious leaders are also in close contact with the king for matters of consultation. The High Keeper, who is the representative of the red faith, is the 2nd highest role in the Norland hierarchy. The most important titles and duties of those on the king's council are as follows: -High keeper - Voice of the red faith and leader of the keepers -Marshal - Overseer of the military and war strategy. -Hand of the king - Handles general matters on behalf of the king. -Master of Keys - The Head Steward -Royal Architect - The Overseer of the Kingdom’s Infrastructure -Chamberlain - Chief scribe for drafting decrees and diplomatic matters. -Master of coin - Manages the nation’s finances and leads the bank. Work Sources: Sven Edvarsson - King of Norland <Forum> The Norlandic Code of Law Chapter 7 ------------------- The High Crown of Elvenesse ------------------- The government of elvenesse is a 2 part system, in which a ‘monarchy’ and a council work together to make decisions and oversee the nation. Although the monarchic ruler of elvenesse has the title of High Prince and also possess full and final authority, It is not a monarchy in the traditional sense. Instead of the high prince title being inherited by an heir, the members of the council and seed chieftains will elect a new one. Candidates are chosen by the council, or the prince can choose someone to be considered. The voting and election system was not very clear, but the fact that candidates must be confirmed by the council, prince, and representatives of the seeds (seeds are groups of families within elvenesse), is certain. The council members however have a unique form of succession, as they are able to choose the person who takes their position upon death or retirement. They also have the option of letting the prince choose for them, in the instance that they do not wish to choose their own successor. Each councilor also is in charge of their own area of activity, and, also uniquely, councilor positions can be created and dissolved at the wish of the princes, who have done so in times of emergency or novel conflict. Up until recently, there were 5 council members, as of now, there are only 3. Due to this, a lot of this information is likely to soon be outdated, or has yet to be confirmed. The commonwealth of Sutica is ruled by a serene monarch, who has complete authority over the kingdom. There is also a council of officers that manage their own areas of activity that are chosen by the king. The titles and responsibilities are as follows: -The Premier- Oversees the congress -The Marshal- Oversees the military -Grand Magistrate- Oversees the Supreme Judiciary of Sutica & Grand Constabulary. -The Grand Merchant- Oversees the Chamber of commerce The congress of sutica contains 10 seats and their duty is to provide representation to the king, as well as introducing legislation, which the king can accept or reject at his own discretion. The uruk government contains 1 rex that, surprisingly, does not have full executive power, and a council of 7 masters of various sectors. These are as follows: -Dominus- Primary emissary of the rex in diplomatic matters. Also oversees stewardry matters by helping to manage resources in the nation to facilitate the building of infrastructure. -Targoth- Chief marshal of krugmar, controls the military training and war logistics. -Ruka’goth- This is the labor director of the nation, they help manage the resources and allocate professions to the populace based on their ability. -Snagagoth- Manages the nation owned slaves and oversees the acquisition of new ones via slaving parties. -Yazgurtan- What other nations would call a ‘high steward’. -Motsham- Spiritual advisor to the rex, also provides spiritual counsel to other uruks. -Huntzgoth & Grubgoth- Manages the hunting endeavors of the nation, and manages agriculture and supplies the nation with food, Respectively. Succession of the Rex is facilitated in 3 ways. The first is by a ‘klomp’ or a fight where a would-be Rex challenges the current Rex to battle. These klomps must be confirmed by the council which meets to discuss the legitimacy of the challenger’s claim, and his possible merit as a leader. The second way is for the sitting Rex to nominate his own successor, but the sitting rex cannot klomp his own nominee and a champion will be chosen by the council to fight on his behalf, only after they have confirmed the klomp. The last way, is for the sitting Rex to die or abdicate, and thenall those who would challenge to be the rex, will be examined, confirmed or denied, and then a series of klomps will be held until all of the challengers have faced eachother, and the one with the most victories gains the title of Rex. Under the emperor operates 2 groups, one of which, the Imperial Diet, is composed of 2 bodies called the House of Lords, and the House of Commons. The other of the 2 groups is called the Council of State, a close circle of advisors each managing their own sphere of activity. The council of state has 9 seats, notably, all of which are possible to be obtained by anyone of common status or high nobility. There are generally 2 types of styles among the titles in the council of state; secretary, and director. The director titles are appointed directly by the Archchancellor with the blessing of the emperor, this is called Imperial Ascent. The secretary positions, however, require confirmation by the House of Commons. For example: The Chief of War, Director of Civil Affairs, and Director of the Secret Service, are chosen by imperial ascent, while positions like the Treasury and Home Secretary are confirmed by the House of Commons. The 2nd Is the House of Lords, who's individuals are known as “Imperial Grandees”. This is a body of nobles hand-picked by the Holy Orenian Emperor, they are either of Noble birth or distinguished members of the canonist church. This body does not have a set number of seats, as the Emperor can delegate as many people to the house as he sees necessary. Within the House of Lords, they choose one from among them to be the Lord Speaker. The candidates are chosen when Urguan’s clans nominate a potential king. Not every clan must nominate those from their own people, however. Some of them may choose to nominate those of another clan who they believe would do the best. For example, the current grand king was nominated by 4 different clans. After the clans have nominated their picks, every citizen within the kingdom votes on their choice, and the candidate with the most votes wins. The grand council of Urguan, is likely the most powerful in terms of executive power of any council under a king in Almaris. They are the leaders or chosen officials of clans, that manage certain areas of activity picked by the king, except the chancellor, who is chosen by the council. When issues are brought forth, each council member gets to vote on the topic to decide the direction the nation will go. Uniquely, not all of the final decisions are made by the king however, as the council will sometimes get the final say, but these scenarios are not concrete, and change on a case by case basis. They also have the power to dispose the king if they deem it necessary, but the king cannot legally replace or remove clan mothers and fathers. Originally founded in Anthos by the Alrasian scholar Ptah Remneal, the Ministry of Contemplation sought to do what no other group had successfully done before: to create a lasting group of scholars, academics and researchers who would collect, create and discover knowledge for the intellectual progression of all peoples. After the reemergence of Alras in the Fringe, Ptah Remneal disbanded the organization to assume his duties as the Royal Scholar of Alras. After Ptah's accidental death, the founding charter came into the hands of High King Syrio Forel. By the order of High King Syrio of the City-State of Alras, the Ministry of Contemplation has been reestablished under the leadership of Headminister William Gage just as Alras prepares to unveil itself to the people of Axios. The Ministry was a politically neutral entity in its first incarnation, but now serves as the official academic institution of the City-State of Alras. In this way Alrasian Citizenship is bestowed upon its members, and the Ministry will receive supplies for the construction of the Hedion Institute of Alras, and will receive appropriate funding for projects to come. Backed by the strength and resources of Alras, the Ministry of Contemplation is poised to push the border between our knowledge and our ignorance out to unreachable infinity. All shall be studied. All shall be written. All shall be known. The Hedion Institute of Alras will house the largest concentration of academic and research facilities that has ever been assembled across all ages. Some planned facilities include a library with the capacity to house thousands of books, a greenhouse, an herbarium, an observatory, an arcanum, a museum and more to be determined by the interests and requirements of its members. Indeed, the Ministry accepts those from all walks of academia, and its members shall be loosely assembled into five departments: Departments The Department of Narratives represents what is most familiar to the common people when they think of scholars. Narrativists are responsible for caretaking the library of the Ministry, as well as collecting not only literary but also artistic works from the peoples of Axios to include in the library and the Ministry museum. Cataloger: Upper-tier title Librarian: Lower-tier title The Department of Thaumaturgy focuses on the study and development of arcane magic, as the vast array of magical disciplines makes the arcane an obvious thing worthy of study for the Ministry of Contemplation. This includes documenting the other areas of magic and the study of magical entities and occurances. Thaumaturgists aim to push their study of magic to the cutting edge: to meta-magics, the study of magic itself. Theurgist: Upper-tier title Maven: Lower-tier title The Department of Ingenuity encompasses the members of the Ministry who have devoted themselves to the study of structures and machines. Knowledge of technical works is also greatly of value to the Ministry: engineering, blacksmithing, redstone circuitry, architecture and so forth. Ingenuists spend their time drawing blueprints for ever more grand designs than the last. Artisan: Upper-tier title Inventor: Lower-tier title The Department of Naturalism studies not the magical world, nor the creations of mortals, but the physical world itself. The relevant areas of research include the study of plants and animals, medicine, geology and geography. They oversee the Ministry greenhouse and herbarium, and collaborate with the Narrativists to provide specimens for the Museum. Naturalists often explore the world to collect specimens, organizing expeditions to do so, often in the more exotic places of Axios. Professor: Upper-tier title Analyst: Lower-tier title The Department of Erudition claims domain over a crucial part of academia: the study of knowledge itself, and the transference of it to the next generation. The realm of the Erudists is that of logic, mathematics, philosophy and teaching. Often those who teach in other Departments would begin training as a Rhetor within the Department of Erudition. Members of the Ministry are also expected to adhere to an additional set of rules, the Common Clauses. The Headminister of Contemplation reserves the right to expand and diminish these rules as he wills. The Ministry of Contemplation and its members shall not engage in entangling alliances with extramural forces, people and nations that are not approved by the High King of Alras and his High Council. The Ministry of Contemplation and its members shall not engage in activities that would provoke a violent response from extramural forces, people and nations, and shall not direct acts of aggression against the aforementioned, unless instructed to by the High King of Alras and his High Council. Members of the Ministry must maintain a collaborative work ethic with other members: expressed hatred, vendettas, and sabotage shall not be tolerated. Members of the Ministry must not steal or attempt to steal the academic works or writings of others, whether the victim is a member of the Ministry or not. There will be no tolerance for plagiarism, and those found guilty will have their names forever stained in the records of the Ministry. Failure to abide to the Common Clauses shall lead the member in question to be Thrown Back and removed of their status. Bulletin With the recent refounding of the Ministry of Contemplation, Headminister William Gage is seeking those qualified to be Librarians, Mavens, Inventors, Analysts and Phrenals (the standard scholarly positions of each department). Noteworthy individuals will be selected to ascend to the second tier titles of their departments, and among those the leading Ministers of each department will be appointed. At this moment the Ministry is not prepared to take on Pupils. At a later date, those who wish to may apply to be the Pupil of a titled member of the Ministry, and they would function to mentor their Pupil, and the Pupil respectively would become an assistant to their Mentor. Pupils who have been given sufficient instruction and approved by the relevant scholarly members may graduate to the standard scholarly position of their department. Rhetor: Upper-tier title Phrenal: Lower-tier title The Common Clauses The Ministry of Contemplation has an intense need for self preservation, and so all members must abide by a strict set of rules, the Common Clauses: The Ministry of Contemplation and its members shall not engage in entangling alliances with extramural forces, people and nations. The Ministry of Contemplation and its members shall not engage in activities that would provoke a violent response from extramural forces, people and nations, and shall not direct acts of aggression against the aforementioned Members of the Ministry must maintain a collaborative work ethic with other members: expressed hatred and vendettas shall not be tolerated. Failure to abide to the Common Clauses shall lead the member in question to be Thrown Back and removed of their status. With the recent founding of the Ministry of Contemplation, Preeminent Savant Ptah Remneal is seeking those qualified to be Librarians, Mavens, Inventors, Analysts and Phrenals (the standard scholarly positions of each department). Noteworthy individuals will be selected to be the leadership of their Departments, the Savants and the general affairs manager below each, the Deans, as well as the 'second tier' scholarly positions right above each standard one. Once the aforementioned has been accomplished, and a site for the construction of the academy itself is completed, Pupils may apply to each Department. Pupils who have been given sufficient instruction and approved by the relevant scholarly members may graduate to the standard scholarly position of their department.   7. ACADEMIA Academia is a newly founded building; a place of learning, research, knowledge-sharing, and advancement. We first asked ourselves, "Where is everyone in Anthos learning to read and write?" and we figured it out. It was at Academia. Upon the realization that Anthos possesses no official learning establishment, we have concluded that one should, of course, be founded. The product of this conclusion is Academia (as it is will be the appellation given for now). Educating the denizens of Anthos is our primary goal, and we shall do our best to provide a fair spectrum of educational courses that fit the students’ desire. In doing so, we hope to spread knowledge throughout the world, so that all may be educated on their surroundings, and so all may benefit from such. There is no age-limit or requirement to enroll, however, we ask that you at least possess a semblance of common sense, sophistication, and a desire to learn/educate. We will only be picking the best-and-brightest of the world, so applications will be thoroughly filtered by our fastidious reviewers. Courses We offer a variety of courses that you have the option of participating in. We have courses in a wide range of subjects. Many of the courses are on the system of apprenticeship, and each will have a set mentor, who will lead the classes in doing various activities inside and outside the complex.
