On the Encouragement of Scholars This missive from the Royal Balianese Academy exists to expand on the knowledge of the public as to our history and cultural values of Atrus, in order to better secure a future for Balian and ensure the next generation may properly learn what it is to be a Balianite. Should one seek out history books, it will further allow the future leaders of our Nation to take note of their ancestors and their doings to be properly informed in the doings of the present. This author hopes that the encouragement here will aid in bringing forth these historical and cultural texts for Balian to peruse as they should wish. And in turn hopes that this will quell the masses as this opportunity is open to noble and commoner alike. The following texts listed are payable upon completion and approval of quality. On Standardized Testing and Government Wardships In lieu of the recent allegations of unfair advantage and inequity in the standardized testing requirement to participate in the bureaucracy of the Kingdom of Balian, the Royal Balianese Academy hereinafter known as the RBA, by and through counsel of His Majesty, Alexander I and his Royal Duana, hereby abolish the standardized testing system and introduce a Government Wardship and Employment initiative for the citizens of Balian. As stated in the previous missive when standardized tests were introduced, public participation is extremely imperative and beneficial in the Balian political and social ecosystem. It is unfortunate that the commoners within Balian have not been able to take part in this fundamental and beautiful right enshrined for every Balianese Citizen. The standardized testing initiative, initially believed to be an experiment, was intended to be a solution to provide a meritocratic approach to finding potential scholars and wards for His Majesty’s government. However, the exams merely distinguished the clear cut divide between the education of the Nobility and the Commoners. Thus, as of the publishing of this missive, the Royal Balianese Academy is hereby abolishing the standardized testing initiative and, in conjunction with the Royal Duana, shall promote a more holistic approach to the education of the youth of Balian. The Government Wardship initiative shall consist of three main objectives: The education of the youth of Balian regardless of social class, the social mobility of the commoners, and the scouting for the next generation of leaders who will serve at the pleasure of His Majesty, Alexander I. In order to participate in the Government Wardship initiative, the Citizens of Balian must fill out the census. The citizen may express their interest in working for the government and specify a certain department. Once they have done so, they shall be contacted by a member of the Royal Duana for an interview. Nobelissimos: The August Heroes of Balian “Above all other affairs of state rests the duty to propagate the spirit of the nation. A great army, a flourishing court, and a strong arm of law are all essential, but we look only to our ancestors in the Empire to see where that may not be enough. Without national spirit, the age of heroes is lost, and communities become undone to greed, ambition, and personal interest. One way to hone national spirit is by honoring those among us who have made significant contributions to our traditions, who have selflessly lived their lives to enrich our people and our way of life. In Balian, we will call these individuals Nobelissimos, or most noble, and they serve as shining examples of the honor, virtue, kinship, and ingenuity that define our culture. Through the creation of the Nobelissimo state honor, the Kingdom of Balian not only celebrates the deeds of these individuals, but also imbues the youth of our realm with the values and ideals that have made our traditions great. The Nobelissimos will inspire future generations to strive for greatness, to put the needs of our people before their own, and to always defend our culture with honor and integrity. It is with great pride and humility that We declare these individuals as Nobelissimos. Their names will be forever etched in the annals of our history, and their deeds will be remembered for all time. We urge each and every one of you to take the time to learn about these heroes, to tell their stories to your children and grandchildren, and to live by the examples they have set. By bringing together the Petrine institution of Generalissimo with the eastern institution of the ‘state hagiography’, the Crown of Balian has created the state honor of Nobelissimo, or most noble, to consecrate those who have cultivated incalculable influence towards the Balianese identity. As the state believes that the Balianese culture emerged as an off-shoot of the Petrine one, these heroes should not chronologically predate the Eighth Empire, and instead should be modern heroes who have lived towards the values that the Balianese aspire towards. There are three ranks that make up the state honor. It begins with the title of patricos, or patricians in the Balianese language, which is granted to those who have lived virtuous and exceptional lives worth emulating, and are often tied to one particular concept. They are given a title in Balianese, most often the trade that gave them such renown i.e. “She is loved in this country like the Magissa.” Then there are the nobelissimos, or most noble - they are the heroes that predate Balian whose contributions to state culture have left consequential legacies in the Kingdom’s society. To be named nobelissimo is to be named without peer in a particular facet, and one is given a sobriquet that corresponds to what they are known for. For example, High Pontiff St. James II is regarded as Al Vetraissimo, or the most exceptional glazier, - the way he lived, there shall never be a glazier as grand. Another example is Anne Augusta, or La Rubinissima - the way she lived, there shall never be a ruby as grand. These sobriquets can be used to refer to these figures in popular conversation i.e. “She commands like the Toroblancissimo reborn.” “His stories have the Vetraissimo’s touch.” Finally, there are the Balianissimos, or the most Balian. They are the nobelissimos that actually lived in the Kingdom of Balian and directly contributed to Balian’s identity, rather than indirectly. Thus, they are distinguished even further. At the onset of this new honor, only one figure of history has earned the title of Balianissimo, and that is John I, Balian’s founder, who wields the sobriquet Protobalianissimo, or roughly translated, the most exceptional Balianese above other exceptional Balianese. This state honor has been given to eleven figures directly by the King in the year 111 SA, however, a formal procedure by which a representative body of the people can raise a hero to such titles is expected to be organized every ten to twenty-five years, beginning with either Balian’s 50th anniversary, or its 75th. The Balianissimos John I ‘The Founder’, First King of Balian: THE PROTOBALIANISSIMO There should be little question as to whether Balian's Gian al Gran, or John I, deserves the great state honor of Nobelissimo. He is the prototype of the Balianese identity. When faced with the ruin of the Holy Orenian Empire at the end of the Brother’s War, it was he with the foresight to envision a new society free from the trappings of the old regime. John navigated multiple crises, from the initial Petrine exodus from the northern continent into the Terra del Sur to various armed conflicts such as the Harvest War, the EATO War, and the Ruffian’s War. He also oversaw the initial construction of the oasis of Atrus upon the Monterosa and settled its many nobles. As Balian’s first duke and king, the country would never have come to prominence without his personal investment and leadership. Anne Augusta: THE RUBINISSIMA Anne I, Holy Orenian Empress, also known as Anne the Good, has earned a special regard in Balianese society as one of its great heroes and ancestors. While all Balianese would acknowledge their Petrine roots emerge from Peter III’s reign, Anne’s war against the Inferni in the sands of Korvassa, as well as her nation’s exodus from Arcas to Almaris ring closer with the spirit of Balian, which also suffered darkspawn calamity at the hands of the undead dragon Cloudbreaker, as well as a similar exodus from the heartlands to the dunes of the southern continent. Anne is seen as a national hero who managed to weather the greatest of crises to build Providence, both literally as in the city, and figuratively as in a model society. For many of Balian’s founders, her reign was one where they entered their adulthood and began their professional journey in the empire. Thus, even over generations, there is a special fondness for Empress Anne. He emerged among the officer corps during the Holy Orenian Empire’s formative war, the Rubern War, and delivered key military reforms to turn the Imperial State Army from a vision into the largest army of its time. In his personal life, Alren was a noted military engineer, pioneering the return of cannons into imperial warfare. Alren’s penchant for military logistics and drill cannot be understated, building a new cadre of imperial patriots through his command. He remained Oren’s top military mind beyond his victory in the Rubern War, weathering Oren through the controversial Merryweather War and emerging as a forefront leader in the war against the Inferi. Many of the founding members of Balian were proud products of the ISA system that he cultivated, and much of Balian’s logistics and pool of resources come from the institutions he built within the army. Born as the eldest child of Anne Augusta, some in Balianese society even reflect that she may have made for a greater monarch than her more military minded brother John VII, and certainly the dotard Philip III. Her career spans from serving in the ISA as a Lieutenant in the Imperial Medical Corps, a stint as Chancellor of the Imperial State University, and a landmark tenure as the first woman Imperial Grandee in the House of Lords. She also organized the innovative Social Season, strengthening imperial ties and sentiments by bringing nobility from all across the empire to the capital for merry-making and introductions. Above all her successes though is her resilience in proposing the Rosemoor Bill, a piece of legislation that would have eliminated male-preference inheritance for peers and instead afford equal inheritance for both genders. While defeated and later censured from the House of Lords for her efforts, the proposed policy ended up so popular that Philip III was forced to adopt it anyway. Given that Rosemoor Succession is now Balianese crown policy and the Social Season endures in Balian as the Symposia, she is seen as a pioneer in national service and a model for all Balianese to aspire toward. After decades of religious indifference and controversy, the 18th century High Pontiff ushered in a new age of contemporary faith, bringing the Church into harmony with a modernizing empire. His greatest work was the adaptation of the entire Holy Scrolls into the common tongue, completing the work begun by his predecessors some three centuries prior. In doing so, he initiated a resurgence of Canonist literacy which has not yet abated. His renown in Balian is in large part owed to this; he was personal catechist to the ancestor of many Balianese, and every copy of the Holy Scrolls includes both his name and personal commentaries on the translation. Beyond even these accomplishments, St. James is responsible for the Church’s contemporary character and its relationship with the faithful. His revisions of the canon law resolved key issues of ecclesiastical authority that had plagued humanity in centuries past, establishing a framework for permanent harmony between crown and laurel. He canonized an unprecedented number of saints, and is today responsible for fully 1/6th of saints in the modern calendar. The Pontiff’s contemporaries considered his moral character to be unimpeachable and possibly otherworldly; he had encountered numerous saintly apparitions and called down the physical intercession of the Archangel Michael. At the height of his 49 year reign, St. James' reputation was so great that he commanded even Emperor Peter III himself, bringing an end to the Sutican War and uniting all Canondom in a crusade against the Inferi. Balianese society holds a deep affinity towards the arts, and to recite Yuliya’s works is considered a sign of great virtue and intelligence within the country. “With the Eagles' foresight, we reign victorious.” Brought back by popular demand and rebranded with a name much more fitting of the game, Town of Atrus is a game that can be run by any, with not a mina spent or supplies needed, save for somewhere to sit upon as the game commences. Having been run during the last Syndesi Feriae of Balian, more commonly known as the Social Season, it has been in demand to make an appearance once more. The decision to go one better has been made, opening the game to the public as a whole so that those of Balian might enjoy it as a pastime. Without further ado, this is how you play. Five or more players are preferred for this, the bigger the group, the better in this instance. Once you have your players, you gather around where the one hosting the game assigns them their roles in private, generally through a slip of paper passed their way. Once roles are assigned, the game may begin. Each role has their own goal to accomplish, though the main idea is to find the ‘murderer’ within the town of Atrus and be rid of them. This may lead to suspicions, accusations thrown about and at the end of each round, someone the group finds suspicious is voted out and ‘hung’, continuing until the culprit is found. Each round consists of a day and night, the day being used to discuss who may be the murderer and any suspicions had, before a vote is made on who should be ‘hung’, and the night consisting of those roles doing their jobs. Morning comes, revealing what happened in the night and the round ends. The roles are this, though are customizable for each group and their needs: An Innocent It’s right in the name, and they have no particular role other than to simply survive the game. Multiple people may have this role in the game! The Thief The Thief is an interesting role as once per game, they may choose someone to steal a role from, rendering that individual an Innocent and the Thief as this new role with the responsibilities attached, i.e. murderer, innocent, seer, etc. Only one person is meant to have this per game. The Seer The Seer may choose one person per round to examine as night comes on the town, allowing them to see what role they have and tell the others of the town at their own discretion. Only one person is meant to have this per game. The Witch The Witch may bring one person back to life per game, but should they have been ‘hung’ before they used that ability, they are brought back to life the next day and now have the role of an Innocent. Only one person is meant to have this per game. The Medic The Medic may choose to follow whoever they wish as night comes and offer them medical assistance should they need it, for example, should the murderer attack the one they are following, that individual is not killed. Only one person is meant to have this per game. The Murderer The Murderers job is simple, they murder and try not to get caught. They try to put suspicion on others and get rid of those within the town of Atrus before they are gotten rid of themselves. Only one person is meant to have this per game. THE NOBLE CITY OF ATRUS ‘Things Held in Common’ [Mood] “They say Atrus is the wildflower of the south, watered by the piety of its late King John Casimir. Its petals bloom outward, inviting all to a place of refuge.” Shalasannan Doxos, adventurer, reflecting on his time in the capital of Balian. The cosmopolitan city of Atrus is known for its unique blend of Petrine, Rhenyari, and old Balianite influences. Its streets are lined with white-washed buildings adorned with colorful mosaics and intricate carvings, while the bustling markets offer a diverse array of goods from all corners of the southern continent. Given its location in the desert, Atrus boasts a Mediterranean-like climate with hot summers and mild winters. The city is surrounded by heavy dunes that are also home to a variety of exotic flora and fauna, making it a popular destination for hunters and adventurers. It is a place where old traditions and new ideas come together to cultivate a hardy and innovative society. The Senate of Balian, a once proud institution made up of many former imperial bureaucrats, governed the city in the time of King John Casimir. However, over time, the Senate had grown stagnant and out of touch with the needs and concerns of the people. Seeing an opportunity to empower his people and revitalize his city, King Alexander chartered the First Commune of Atrus, a people's organization that would give the lazzari, or commons of Atrus, a political unit to band together and administer the desert city. The First Commune of Atrus introduces the historic Gradic Rights to the people of Atrus, as well as empowering them to name among them a First Syndic and Vice-Syndic to lead their city. They are afforded the power to self-legislate through the Supreme Assembly of the Lazzari, and it is the King’s hope that these reforms lead to a more agile and dynamic city administration powered by the collective knowledge and expertise of its people. The motto of the First Commune is ‘Things Held in Common’ - a reminder that the wildflower of the south, Atrus, is a gift shared among its people. THE RIGHTS OF OUR ATRUS The Lazzari of Atrus Enjoy The Kings Game The Commune of Atrus is granted privileges under the Gradic Rights which outline their autonomy and freedom from serfdom. The Gradic Rights were given to the Imperial Free City of Felsen during the reign of John II, Holy Orenian Emperor which allowed for greater autonomy to the city through a series of municipal rights. These rights came from a series of laws which gave privileges to the burghers, exemption from serfdom, and the ability for self-governance and self-defense. The Gradic Rights, c.1557 Hitherto the populace of this city shall be referred to as any legal landholder and their immediate family within municipal authority. Hitherto does the populace of this city have the right to waive feudal privilege and govern itself. Hence the city has the right to choose a leader from amongst its own. Hence the city has the right to produce and publish laws and rights regarding itself. Hitherto does the populace of this city have an exemption from serfdom. Hitherto does the populace of this city have the right to freedom of travel. Hitherto does the populace of this city have the right to collect tax, tolls, and impose fees. THE GOVERNMENT OF OUR ATRUS THE FIRST SYNDIC OF ATRUS The First Syndic of Atrus serves as the head of the municipal government. They are elected by popular vote by the citizenry every four years, and are expected to appoint a Vice-Syndic to help manage their affairs, as well as up to three commissioners to tackle specific municipal challenges such as construction, event organization, the management of press and publication, or more. THE SUPREME ASSEMBLY OF THE LAZZARI The Supreme Assembly of the Lazzari acts as the collective representation for the citizenry of Atrus. There are six seats within the assembly filled by citizens of the city. The seats are chosen by lottery vote, headed by the Procurator’s office once every four years. The assembly functions as the legislative body of the city and is charged with the creation and amendment of law and judicial statutes. It is named after the lazzari, or commons, in the modern Balian tongue, and one who fills one of the seats of the Supreme Assembly may be addressed as Concio. The commune is unique from other city governments in that while concios are the only ones that can propose a legislation to be voted on, the actual voting is done by all citizens of Atrus. In that way, while the concios guide and moderate discussion, all peoples of Atrus are enfranchised to vote on the bills that will affect them. A citizen of Atrus, is defined as someone who has lived in the city for more than two weeks, and has paid rent on a property in that time or served in one of its state institutions for that time. THE CITY CLERK OF ATRUS The City Clerk of the City of Atrus is appointed by the Procurator’s office and serves indefinitely until sacked by said office. They are the chief financial comptroller of the city, ensuring that royal dues are received to the Crown and chamber, and serve as the Crown’s representative in the city’s administration. If a City Clerk has proven inept, inactive, or otherwise corrupt, the Supreme Assembly can make a motion for impeachment on a two-thirds majority. The city gates remain manned by Balian’s own military company, with a thriving and stable royal administration eager to welcome immigrants. ROYAL EDICT OF BRUCCA 4th of Godfrey’s Triumph in the year of our Lord, 36 B.A The Kingdom of Balian, by and through counsel the Royal Chamber, and decree from His Majesty King Alexander I, hereby declare the dissolution of the Senate and formation of the municipal government of the city of Atrus, hereinafter known as the First Commune of Atrus. The First Commune shall be made up of three entities detailed below. The Supreme Assembly of the Lazzari, a council of six members, named Concio of the Lazzari, or Assemblymen and Assemblywomen, are tasked to be the legislative body of the First Commune of Atrus. The Supreme Assembly shall be elected every six years by the citizens of Atrus. The Supreme Assembly of the Lazzari has been tasked with the creation of new laws, city ordinances, and statutes which must be passed with a vote of majority. As the Supreme Assembly replaces the body of the Senate, it serves as an interim legislative government for the kingdom as well. With dispensation of the Magister, they can also create new laws and statutes that apply to the kingdom - these laws would require royal assent. The Supreme Assembly of the Lazzari has been tasked with the amendment of laws, city ordinances, and statutes which must be passed with a vote of majority. The Supreme Assembly shall be given a stipend of ten minas during the sixth year, at the end of their term. If a Concio does not attend the meeting, they shall not be compensated. If a Concio is not fulfilling their responsibilities, the citizens of Balian, by and through decree from the Royal Government, shall have the power to recall said Concio if they wish to do so. The Supreme Assembly shall have jurisdiction over city matters and departments. The Supreme Assembly shall have jurisdiction over legislative affairs in Atrus, except for that which the Kingdom of Balian declares the matter to be a national affair, then such jurisdiction shall fall under the Royal Government. The Supreme Assembly may request the guards in Atrus to protect their chamber but sole jurisdiction over the guards in Atrus shall be under the military and the Royal Chamber. The Supreme Assembly of the Lazzari is hereby granted charge over the City Charter of Atrus. The Supreme Assembly of the Lazzari is granted authority to amend the City Charter of Atrus with a vote of two-thirds majority. The Supreme Assembly of the Lazzari has been tasked with approving the budget of the Municipal Government with a vote of majority. The Supreme Assembly of the Lazzari is granted the authority to sack any member of the municipal government with a vote of two-thirds majority. The First Commune of Atrus shall be led by the First Syndic, and his cabinet shall serve as the executive body of the First Commune of Atrus. The office of the First Syndic shall be elected every six years by the citizens of Atrus. The First Syndic shall attend sessions of the Supreme Assembly to break ties and give assent to bills. If the First Syndic is not fulfilling their responsibilities, the citizens of Balian, by and through decree from the Royal Chamber, shall have the power to recall said Syndic if they wish to do so. The First Syndic is expected to serve as chief representative of the city of Atrus, and oversee the growth of its economy and traffic. The First Syndic is expected to name a Vice-Syndic to serve as his deputy in all matters of administration. The First Syndic is expected to name up to three commissioners in his government to aid him in specific departments of municipal service. This may include construction, the organization of fetes or other events and celebrations, management of the press and publications of the Commune, or more, depending on the changing needs of the people. The First Syndic has been given the authority to veto any law, ordinance, statute, or amendment which has been passed by the Assembly of the Lazzari provided that said legislation does not have a two-thirds majority. The First Syndic is hereby granted authority to banish any lowborn from the City of Atrus. The First Syndic is hereby granted authority to evict any convicted villain from the City of Atrus. The First Syndic has been instructed to distribute alms and refuge to whomever is necessary in the City of Atrus. The First Commune of Atrus shall have a City Clerk appointed to its chamber, to ensure the royal prerogative is maintained in the commune. The City Clerk shall keep records and overlook progress of taxation within the City of Atrus. The City Clerk shall maintain and safekeep the municipal ledger. The City Clerk has been instructed to take note of the containments of the City of Atrus’ storage. The City Clerk shall appraise houses and set house prices and tax prices-after discussion with the Procurator-accordingly. The City Clerk shall pay for and supply goods to the city of Atrus. The City Clerk is hereby charged with fostering economic growth and the maintenance of the trade grounds within the City of Atrus. The City Clerk is hereby tasked with creating a competent bureaucracy of clerks capable of servicing the City of Atrus. Wherefore, the First Commune of Atrus, composed of the First Syndic, Supreme Assembly of the Lazzari, and the City Clerk shall be the municipal governing body of the city of Atrus. Henceforth, the Senate, by decree of The Crown, shall hereinafter be dissolved. Freyja Ragnarrssdottir Mösu Easing the Growing Pains of Balian Balian is no longer a young nation, and it is past time that it be preoccupied with a young nation’s struggles. Too long have its citizens suffered under threat of banditry; too long have they lived in fear of darkspawn, vampyres, and other such bloodthirsty creatures living in their midst. Now is not the time for our Senators to content themselves with promising its citizens pastries and goodies. Balian is no more a tender yearling; it is a full-grown nation, and you must elect strong leaders who will ensure the safety of its citizens and the security of the realm. Look no further than Freyja Ragnarrssdottir Mösu, Baroness-Regent of Ciavola. Rising to power out of a family ravaged both by vampirism and by Balian’s inconsistent response to the threat of darkspawn, and being a devout Canonist herself, she vows to codify Balian’s stance towards spooks and to strictly enforce this new code. Just as spooks have torn apart her family, so Freyja will not let the same thing happen to her new family of Balian. She will work alongside Balian’s Inquisitors to make sure that no spooks can apply for citizenship within Balian’s walls. Neither will any spooks who are currently citizens be able to rest easy, growing fat and rich without fear of discovery. As Senator, with the help of Balian’s Royal Inquisition, Freyja will launch a city-wide Inquisition to root out the decay in our midst, so that one man need not mistrust his brother within the walls of Atrus. In this way, she will make sure that no child of Balian must lie awake in fear of monsters lurking in their midst. Coming from a line of belligerent warriors, Freyja also well understands the importance of defending Balian’s citizens from bandits and thieves. The camel caravans have made the road to Balian more secure, but danger still lurks between the Oasis and the Stairway to Heaven. Freyja will help to ensure that Balian soldiers regularly patrol the road to the Oasis, so that the citizenry of Balian may feel adequately protected by their rulers. She will also help to arm every head of household, so that the men and women of Balian may protect their own and become feared by every two-bit gang of ne’er-do-wells. In these ways, as Senator, Freyja Mösu will play an active role in the defense and security of the Kingdom of Balian. A woman of action, a fervent patriot, a devout Canonist, a capable leader, a mother and sister to every citizen of Balian: these are but a few descriptors of Freyja Ragnarssdottir Mösu.
