  1. Synod on Homophilic Matrimony Answering the Four Canonist Princes 8th of the Amber Cold, 168 S.A. Dear brothers and sisters in faith, Recently, Queen Catherine of Petra, Queen Sybille of Balian, Tar-Caraneth of Numendil and Viceroy Cesar of Hyspia published a declaration titled 'Four Canonist Princes on Marriage', which many of you will have undoubtedly read. To the relief of some and the disappointment of others, we hereby announce that the Canonist Church will not go along with the decision of these rulers. It is not their prerogative to make decisions on key elements of our faith such as which people can be joined together in the sacrament of matrimony, especially not considering that these "Four Canonist Princes" completely went behind the Church's back in this decision of theirs, save for the consultation of Monsignor Enrico Amadeus. As it stands, the Canonist Church does not condone homophilic matrimony - also known as 'same sex marriage'. It is a direct violation of Canon Law, as Book IV, Title I, Chapter 2. MATRIMONY of the Codex Iurius Canonici Danielus Pontifex clearly states: "The purpose of matrimony is the holy union of a man and a woman". This law is based in theology and scripture, and we deem Monsignor Enrico Amadeus' brief arguments in favor of homophilic matrimony to be insufficient as to argue against this law. Therefore the Four Canonist Princes are in violation of Canon Law and we would urge them to abide by God's law as interpreted and written by the church for many hundreds of years. Simultaneously we do however realize there is a strong desire among the Canonist flock to adress the topic of homophilic matrimony. We are therefore more than happy to discuss the subject, but since it is a religious affair, we do not wish it to be decided upon by secular laymen, but rather for it to be discussed in religious circles. We therefore announce that a Synod on Homophilic Matrimony is to be held within the coming years in the Synod Hall of the Holy See. This shall be the first Synod of the kind we are establishing in our rewriting of the Codex Iurius; namely a gathering of the entire priesthood to debate theology and matters of Church law. In other words, every ordained priest will be welcome and indeed urged to attend this Synod. There, this gathering of the priesthood may argue for or against the inclusion of homophilic matrimony on religious grounds based on scripture and tradition. A vote will then be held at the end of the Synod, in which the members of the priesthood will decide wether or not the Church is to allow this new kind of marriage. Granted there is a majority of the priesthood in favor of this reform, and their arguments for said reform are deemed religiously sound by us personally, Homophilic Matrimony will be legalized in Canon Law. Should there not be a majority of the priesthood in favor however, or the arguments made for such are deemed insufficient, it will be rejected. This, we find, is the proper way to effect or reject such a monumental change in the laws of our faith. In the meantime, the Holy Mother Church's official stance is that homophilic matrimony is illegal as a result of its contradiction of Canon Law. Until a decision has been made in favor of the topic by the Synod, the Church will not condone this kind of marriage, as it is currently deemed sinful, and we forbid our priests from officiating same-sex marriages. We hope that, while this may be a bitter disappointment for the supporters of the 'Four Canonist Princes on Marriage' declaration, people realize that these princes made false promises with said declaration, as they hold no authority to alter religious law, including what is and isn't allowed in terms of the Sacraments. The Synod on Homophilic Matrimony will be planned within the coming months to take place, preferably within the next two years, on a date suiting the majority of the priesthood. Article II: Declaration of Peace I. The Parties hereby declare their commitment to maintaining peaceful relations with each other. II. They pledge not to engage in any acts of aggression, hostility, or military conflict against one another, whether directly or indirectly. This pledge includes, but is not limited to, offering financial or trade assistance to an opposing nation and military aid against the other party in this treaty. Article III: Sovereignty and Territorial Integrity I. The Parties affirm the sovereignty and territorial integrity of each other. II. They agree to respect their respective kingdoms' borders and boundaries and refrain from any actions that may infringe upon them. Article IV: Diplomatic Relations I. The Parties agree to establish and maintain diplomatic channels for communication and dialogue. II. They will endeavor to resolve any dispute or disagreement through peaceful means, such as negotiation, mediation, or arbitration. Article V: Duration I. Both parties agree to a fifteen-year duration for this pact. In case of a breach of the non-aggression terms, the current Sovereigns will consult one another immediately before any further action is taken. Allow me to formally introduce myself, I am Madame Thorn. My identity is not of importance, and shall never be revealed to the likes of you all though nonetheless. I still love you dearly my darling readers and hope you will enjoy my columns just as much as I enjoy the coin I earn from your purchases of my paper. THE UNSPOKEN OPINIONS, WHAT MUST BE SAID ⇀ FROM KNIGHTS TO DAMSELS ⇀ MERRYWEATHER’S VEXATIOUS PRINCESS… ⇀ HIDE YOUR WIVES! ⇀ FROM KNIGHTS TO DAMSELS The Kingdom of Aaun has been filled with a rather deadly electrifying buzz, one which delivered a deadly shock to the members of our own royal council. Indeed, King Edmund II, Prince Heinrich of Merryweather, Marshall Walter, and last and certainly least, the Count of Haverlock, whom no one truly knew, were all murdered within the royal palace by the treacherous soldiers of Stassion. Whilst we mourn the losses of our young King and his loyal councilors, other nations have taken the chance and opportunity to bash us for our what they call our Incapable Boy King. What a shame they didn’t even consider the necessitous boy a man. He was crippled, granted, that was his fault for trusting those savages hailing from Stassion. ⇀ MERRYWEATHERS VEXATIOUS PRINCESS Our new King, the noblest and benevolent King John, uncle to the martyred Edmund II, has ascended the throne in light of this catastrophe and has rightfully called the treacherous Margrave of Stassion to trial to answer for his, as best put by the Aaunic crown, “failed and disgraceful” father’s attempted coup. The trial was an utter mess, to say the least, for the unruly Princess-Dowager of Merryweather was so distraught by her husband’s death, that she attempted to take the life of the dishonored Margrave of Stassion. And to be frank, it was a sorry and failed attempt. If you intend on trying to assassinate someone, I would suggest you at least take lessons on how to properly aim… or at least make it less obvious. Truly, it was as dramatic as it was idiotic of Lady Aleksandra to have directed her crossbow at the disgraced Lord Margrave, for all those present at the trial to see nonetheless. Verily, to the surprise of none, Lady Aleksandra did find herself summarily tackled to the ground and escorted forthwith from the palace alongside that beast she calls a daughter. And thus the Princess-Dowager of Merryweather was ousted from Whitespire in disgrace, a humiliating repeat of when she was first banished from our royal realm, ironically at the behest of the same Lord Stassion she sought to murder. Though, one is left to wonder what brought Lady Aleksandra back to our fair kingdom to begin with. Indeed, it has been a number of years since she was last in Aaun. Perhaps it is that the dishonorable, so-called “Prince of Nothing” consumes the every thought of our vexatious Princess of Merryweather; indeed, we dare call her obsessed with the ongoings of Lord Stassion and his lands. ⇀ HIDE YOUR WIVES! It is true, Aaun teeters on the precipice of instability, and that is being generous to say the least. That said, do not mistakenly believe that the rest of the human realms fare any better. It is rather amusing that, for some reason, the lords and ladies of Balian, Petra, and Haense had thought their presence was required at the trial. Shaking their heads and constantly whispering about our noble King’s decision to their peers. I should fear that the crown heads of Aevos should instead seek to settle their internal affairs before jeering at the Aaunish crown. Frankly, I believe that all of these foreign nobles should have been escorted out or rather, not let in at all, especially not those hailing from Balian. Their entire castle is in disarray, though that is hardly the least of their concerns given the enormous amount of infidelity that occurs within their walls. And perhaps most shocking, if rumor is to be believed, the Lords of Balian have been beating their wives so badly, that they now flee to Haense in respite. However, I suppose they will be no safer in Haense given their… reputation. Needless to say, I would suggest the Kingdom of Balian get their affairs in order before daring to speak upon the Kingdom of Aaun any time soon. I could say the same for Petra, given that they allow a child to sit upon their throne. It is indeed a wonder how the Petra still stands, especially with such a witless child at its helm, for it is perhaps the most disposable and forgettable of the human kingdoms settled within Heartlands. One must surely wonder whether it is the futility of their lands or the unpleasantness of their people that steers away the would-be conquerors of that oversized County they call a Kingdom. And the King of Haense’s temper is undeniably and utterly embarrassing. A proper King must have patience. must persevere and must never let such little insignificant matters cause them to lose their focus and temper. Though, I do suppose one would be hard-pressed to call Aleksandr II a proper King given he is but a weak imitation of his predecessors, riding off the coattails of their golden age. I suppose these nations could have learned something from that insufferable little boy king who once sat upon Aaun’s throne. Though perhaps that is out of my jurisdiction to speak upon. However while the union created between a man and a woman through the sacrament of Matrimony is meant to be an eternal one, sometimes the situation causes the Church to have to intervene, for one reason or another, through an official dissolution of the pair’s union. Today, We perform such once more, as It is through Our Apostolic Right, bestowed unto Us through the Laurel derived from the Exalted that We officially dissolve the union of Adrian of Balian and Andromeda Ester, on the grounds of abandonment and denouncement through Andromeda’s departure from Balian and her disloyalty to and forsaking of Adrian after many years of an unhappy marriage, and the struggle of the latter to make said marriage work. We wish that GOD grant mercy to this separated couple in the next chapters, and We request that they seek Our approval before once again receiving the sacrament of matrimony. SECTION VI - ON THE FERRYMEN Recently we called for the warriors and knights of Canondom to assemble and ride with us to Veletz and Haense. The reason was that the Ferrymen had sought to make their return by kidnapping a pregnant woman, the Princess Sibyl, heir to the Kingdom of Balian. We hereby condemn the actions of the Ferrymen and declare them EXCOMMUNICATED and ANATHEMA. No service or sacrament is to be given to any of their members by any member of the clergy. They reside outside the law of both the Church and secular realms, with their rights forfeited. If any of their members consider themselves Canonists, they may individually seek me out for their penance. We wish to make something very clear; that actions like these are a slight against the Canonist family and they cannot stand. One cannot be a Ferryman or aid a Ferryman and consider themselves a Canonist. Ferrymen cannot live a Canonist life because their lifestyle blasphemes GOD. The age of terrorist behavior like what was displayed by these bandits is done. The Ferrymen as a group laid dead in the dust for a while now and we prefer they remain dead. Their actions have proven that the Canonist League was right in claiming that the Ferrymen reside in Veletz, for they have shown themselves to use the Mareno keep as a base of operations. We say thus to Captain-General Gaspard of the League of Veletz; evict these men and declare them banished, else you aid these terrorists and shall be considered one of them rather than a good Canonist and be likewise declared excommunicated and anathema. We have also seen that a band of Orcs came to the aid of the Ferrymen - for which we admonish the Rex. Let there be no confusion; the Ferrymen are not some sort of lovable rogues who fight a just cause against the remnants of an oppressive Orenian Empire. They are bandits, criminals, killers: terrorists, who make up excuses for supposed heroism while taking a pregnant and innocent woman from her home and threatening to kill her. Let there be no confusion also of the nature of the intervention that happened to try to negotiate the princess’ release; it was not an invasion of Veletz or Ferrymen territory by Haense. The King of Haense, the Admiral of Balian and the Grandmaster of the Order of Saint Jude were there under our banner. We take full responsibility. This was a Canonist mission of liberation inside of Canonist lands. So we say to the Ferrymen; do not try to spin this as some sort of unjust act of war where you are the victims. We thank our good and devout Canonist faithful for heeding the call and coming together as one big family in an attempt to free our sister in GOD from these wicked men. As of right now it is unclear what has happened to her, some say she lives and some say she was killed. Regardless, we shall pray for her soul and her wellbeing and that of her unborn child. Blessed are those who are persecuted for their righteousness, for theirs is the Kingdom of God. SECTION VII - VENERATIONS It is through Our Apostolic Right, bestowed unto Us through the Laurel derived from the Exalted that We affirm the following venerations: VENERABLE HENRY ALSTION Prince Henry Alstion was deemed Venerable as per decision of a Curia meeting held under our predecessor Sixtus V for his lifelong commitment to the Church - first as a layman, later as a deacon - and the role he played in ensuring peace among Canondom by ending the long-term war between the Duchy of Adria and the Canonist League. VENERABLE FATHER ARMAND Cardinal-Archbishop Armand of Lotharia is made venerable for his efforts in spearheading the crusade on the Azdrazi heralds of Azdromoth, the role he has played in combating the forces of evil in general, serving the Church faithfully as Auditor for decades and his invaluable contributions to the Magic Commission. VENERABLE KING CHARLES I OF AAUN King Charles of Aaun is made venerable in recognition for his unwavering loyalty to the Church and defense of our most holy institution throughout his lengthy life and reign. His legacy of devotion to the Church among the population of Aaun can be felt to this day and the importance of him standing up for the Canonist Church when an alliance led by Sedan threatened to schism over the issue of investiture cannot be denied. Youngest of four children, the couple’s only daughter. She grew up during the War of the Wigs or as her family knew it, the Sheeps War. Started by her father after trying to protect two of his three boys. The first time she ever left her family’s home was strapped to her father’s chest during his guard shift. Many fights were had while she was with him, but no one touched her;rumor had it he even armed her with a small dagger to hold in case anyone ever got too close. She was told at a very early age to never leave the land she was born on unless she had someone with her, or she would be taken captive by demons and other monsters. She would make her way to Providence on day trips with her family at least once or twice a month.. However, she wished for more time in the city. At the age of seven, she would meet her closest friend and confidant Johanne Vuiller, the heir at the time to the family name. Now with Johanne, she would head into the city more often, stay out of the public eye. Avoiding most people whenever possible as she didn’t want to cause any issues for her family as they climbed the ranks in noble standing. While the war her father started raged on outside her family’s walls, she was oblivious to the losses on both sides and often prayed for their salvation, her father came home at the end of every battle. So that was good enough for her. At the age of twelve, she would find a lifelong companion, found in a broken flower pot. A mix of a Bull Terrier and Corgi mix who would go on by the name of Buckles. This is when Johanne with Laurelie as partners would go on to found Jowls and Buckles Pet Emporium. J & B Pet Emporium for short. However, it never got off the ground. At the age of thirteen, she was sitting in the town square of Providence, Johanne having left to get their mutual friend so they could all have tea. Only in her absence, to have a man put a knife to Laurelie’s neck and have her walk swiftly with him down to the warehouses. There, he would interrogate her about her family so he could ransom her, thankfully her lack of presence was noticed and Laurelie was quickly found. She, however, was left with a scar that covered most of her right shoulder which she got during her getaway. The man was dealt with, being killed on the spot. She was later used as a medical lesson for Johanne on how to stitch someone up. At the age of fourteen, she found the body of her father as it just started to rain. His body was still warm, yet he was lifeless, his throat ripped open. She would later find out that the brother she was closest to, Drasus, saw her crying over their father’s body yet ran away, rather than try to comfort her. In her father’s will she was given the sword he used in battle while she was strapped to his chest as a baby. Only a few days later, the war ended, she would talk with her mother, being gifted a dagger and a hair comb. Being told that big things come from small beginnings. To never forget; to stay humble. She would take those words to heart. Not even a Saint’s day later, the Brother’s war happened. This resulted in her home being raided by “the self-proclaimed King’s” men. This attack on their home resulted in many lives lost once aid came. Laurelie was trapped on the roof, only able to watch as the men laughed while they beat her Aunt Rosemary nearly to death. Having to listen to her Great Aunt Primrose try to bargain for Johanne’s life while trying to offer up Rosemary and Laurelie for collateral. Primrose’s words fell on deaf ears. Nearing the end of the fight, Laurelie and Johanne scaled down the wall with three infants, going into the Vuiller crypts where they both ended up praying and crying out to the dead, and God to save them. Laurelie was afraid to leave the fort that those still loyal to the last Orenian Emperor called home. The only time she left willingly was to go to the last Emperor’s wedding taking place at the Vuillermoz church. Even then, she was fearful as a dragon flew overhead, yet she tried to join in on the joy that everyone else had. At the age of fifteen, just before her life changed again she met a boy, the first person her age, his name was Julius. They only talked a few times but it was still nice to have a friend around her age. Even if it was for only a year. As their days in the fort grew closer to the end, they set off for their new home, only for it to be attacked. Their Emperor was taken captive on a day meant for peace, later being beheaded after a failed rescue mission. Laurelie was forced to be on the battlefield as a combat medic. The harsh reality of war, finally hitting her. With the help of her Aunt Rosemary, she was able to drag Julius off to safety, tending to his wounds. This would be the last time Laurelie ever saw him. Balian was founded around the time she turned sixteen, 12. B.A Laurelie H.Vuiller 12. B.A.The day of her 16th name day The first full day the city was built ,she would meet two more people who would play a big role in her life: A sixteen year old by the name of Thomas and a seventeen year old by the name of Constantine. She in all truth had taken a liking to Constantine, however the way her cousin Johanne looked at him she couldn’t help but feel guilty of her own feelings, burying them deep down inside. Meanwhile, Thomas had taken a liking to Laurelie. Laying claim to her hand, everyone within the city of Atrus thought them to be courting. No matter how many times she told them they were just friends. At least until her Uncle Rev gave his blessing. Thomas had given her a necklace, however this wasn’t just any necklace. It was one that was made by Constantice causing her feelings to become even more confusing. She loved Thomas as a friend. This is something she would wear until the day she died. Only taking it off to clean it. With options running low she felt she had to settle. At least Thomas cared for her, he also asked her any chance he could to court her. Her only condition is that Thomas had to ask her uncle. If he however couldn’t get a hold of him or get his blessing by the time they turned twenty five, they would get married without his blessing. Thomas agreed. When she was around the age of twenty one they got the blessing of her Uncle, however once Thomas got the blessing, she never saw or heard from him again. The first Symposia Pragma was to be held. Johanne convinced her to go as she had not heard from Thomas in four years. Laurelie agreed, and at the age of twenty five was given the title of the first and only Desert Rose. Yet it was never mentioned in the papers published about that day. It was there she would dance most the night away with Cesar I de Pelear, Viceroy of Hyspia. Once he left, she went to sit down. Speaking with Constantine, for the first time in their friendship, they were not interrupted by the children of Balian. The children often fought for his attention, as he took on a big brother role for all, if not most of them. Even if the conversation was short lived, Laurelie was still fighting with her feelings for him. Even though there was a failed courtship agreement with him and Johanne. He and her Uncle Rev never saw eye to eye on things. He offered her to drink, but due to never indulging herself, she declined. In her old age, she would regret it but move on as there isn’t anything you can do to change the past. The day came where the men had to follow the girls into the desert, called the Queen Bee’s chase. The men had to catch their ‘Queen to be’ as a hunting game, and come back with a meal. Laurelie had gotten lost only to find herself lost with Constantine. “Why are you in the season? I thought you belonged to Thomas.” “I haven’t heard from him in nearly four years, and even then. We never courted.” Constantine gave her a pained smile. They spoke a little more only for him to share that he planned to court Diane, another one of her cousins from the other side of her family. He even hunted for their food when they returned. Only for him to present the boar to Diane as soon as they walked in the gates. A letter was waiting for her, “Dear Laurelie, I’m sorry our first meeting was cut short. I’d love to get to know you more, and take a tour of the city.” signed Cesar the Viceroy. Johanne went on to marry Drako the head of house Darkwood, she would go on to see all the women younger than her get ready for their wedding. Meanwhile, she was once more stuck in limbo with a man she loved waiting for her Uncle's approval for courtship. She, however, didn't get married until the age of thirty one. Not only that, but she ended up being disowned by her uncle from the Vuiller name, having not “waited” long enough to later get his approval for marriage. Her wedding day was a disaster. The dress she planned on wearing didn’t fit right, the Priest didn’t show up on time. None of her friends or family showed up. Everyone she felt was only there for Cesar. Laurelie H.Vuiller and Buckles. Year 1884 one year after her wedding. Things however did get slightly better for her. She was gifted with a beautiful healthy baby boy. Cesar for the first two years was absent from their lives as he went on a journey. Only for their city to fall to ruin. She moved her family back to Balian for a time. She gave birth to her twins Sofia and Alejandro the day Balian hit twenty years standing strong. Cesar would always like to argue they were born in Hyspia, however they were born in the Balian clinic. Cesar for the children’s early life would be fussing over where to go, only to go to the great land of Hanseti-Ruska, asking for aid from King Karl III. Laurelie was very hesitant as they took the false king’s side so many years ago, trying to kill her at the age of fourteen. Their youngest child Veronica, was born in the Haense clinic. Laurelie, now nearing her forties. She got them set up with a nice house in the city while Cesar was off working on their soon to be forever home. The few times she was allowed to visit, she helped design the bull fighting pit. Trying to get more in touch with her husband’s heritage, as she still slowly learned the Hypian language. At the age of four, Alejandro lost his arm playing with a crocodile. If you asked Laurelie after the age of sixty what happened to him she would tell you he died that day, not going into further detail. One day in court Laurelie and Sofia overheard a man “the Hyspian’s are our friends,” he shared with his sons. This man was Felix Weiss. From then on a friendship was born. With Audo going on to marry Veronica once they were old enough, and having five children. She found herself in Balian with Veronica. Veronica was the only one of her children to meet her Great Uncle Rev before he died later that Saint’s day. Followed by her mother having a heart attack at that news. As Laurelie neared her mid fifties, the Inferi Siege took place, rushing to the city to make sure her children were safe. In the crypts of Hanseti-Ruska, she along with a few other women helped Princess-Royal Analiesa give birth to a sickly gray baby girl. As Felix Weiss came down into the crypts, a blood soaked knight in shining armor led them to safety as she carried the Princess-Royal. King Karl and his men were successful in the fight. However, Laurelie didn’t know if Cesar was alive or not until she returned home with their children, seeing him smoking in their room. She didn’t know whether to kiss him or strangle him. Once the twins were twelve, she allowed Sofia’s closest friend Amity to become a ward after her mother vanished. She later on came to deeply regret this as from then on Amity had Francisco wrapped around her pinky, she never got to speak with him again one on one after that. They later married, having six children. Five only making it past childhood. As the children grew older, Alejandro kept causing issues for the family. The straw that broke the camel’s back for his siblings is when he cheated on his fiance, which caused Cesar to have a heart attack after having already been attacked earlier in the Saints week. Cesar and Laurelie de Pelear S.A. 101 - Year 1898 At the ages of 47 Alejandro would later go onto murder Cesar, feigning ignorance as to what happened to his father. Laurelie would later discover her husband's body in the Church of Blessed Francisco headless, flayed, drained of blood, and with two of her grandchildren standing down the aisle. All of this having occurred just a few months before Veronica was meant to marry Audo in that same building. They only found out what Alejandro did after he went on to marry his husband. From then on, Laurelie didn’t care what happened to him. As far as she knew, she only had one son, and two daughters. Francisco took over fully as Viceroy of Hyspia, with Laurelie going on to take the tile of, “Her Royal Highness, Vicereine-Mother of Hyspia” From the day of her husband’s death Laurelie started to wear dark colors to signify she was always in mourning of him. Granted, he grew colder to her as everyone got older, but she still loved him. The mourning would then extend to her eldest grandchild, Esperanza, who she was the closest to. Sofia would go on to marry King Georg I of Hanseit-Ruska, having two lovely daughters. It was only for their wedding Laurelie put on light colors, coming out of mourning silks for a day before going back to her dark mourning silks. For those who knew Laurelie she was a kind woman who loved to paint and sew. Yet she held onto a family secret she took to the grave. Laurelie lived to be 88 years old before dying in her sleep at Weiss family keep, Staalgrav. She had gone in hopes of spending time with her grandchildren as a surprise the following day. She would be found by Veronica, who came to wake her up that morning. She leaves behind, Three children, Seventeen-Nineteen grandchildren, and four great grandchildren. At the age of 78, 484 E.S. A FINAL REMINISCENCE 16th of Owyn's Flame, 73 B.A. A Farewell, I write to thee To a life I retire, a life more free As I depart from the Cabinet of his Majesty I impart my final words in Empathy *** My time in government began at the mere age of eleven. I was a squire of Sir Peter d’Arkent, a member of the then Company of Balian. However, my purpose was further amplified in that same year. I was approached by the late Ledicort Vuiller in the Palatio Monterosa whilst I was in the midst of the Snapdragon Ball. He offered me an opportunity to ward under him, citing my determination and dedication to Balian through my time in its military. After a few Saint’s Days of contemplation, I accepted. My first task was to replace the previously defunct Senate and in its place put forth a different government catering to the capital city of Atrus itself. I find it quite amusing that in the year before my abdication from office, I enacted a similar edict, expanding the national legislative powers to our citizens within this fair nation. Like a cycle, I elevated myself from there and am now descending from the highest podium in the same manner. The role of the Amiratus, if I am to be completely transparent with my fellow denizens, is one of great privilege and great anxiety. Every decision that is made can have a monumental impact on not just the nation but on the international realm. As the chief enforcer and regent of His Majesty, my words and actions can have great effect to the ones whom I delegate to and to the ones whom I converse with, either they be my fellow citizens or to foreign agents and allies. I have made steadfast allies and oathbound enemies in my position. There are many who admire my work and there are also many who despise my actions and decisions. Regardless, some of these opinions of me and my administration are that of either bias, past sentiments, or general dislike. Then again, it is inevitable for one to not be at least somewhat of a polarizing figure; for allies and enemies await a powerful figure in all corners of the streets of politics and international relations. Such is the bittersweet life of an Amiratus. But these plethora of responsibilities and the weight they impose are much more pleasurable to handle with the team working alongside me: Queen Andromeda, Crown-Prince Alexander, Princess Elena Casimira, Princess Persephone Maxima, Viscount Ephrem Kervallen, Cardinal Teodosio, Baron Robyn de Lyons, Lord Commander Dante DeNurem, Baron Casimir Vilac, Segnor Belyn Gris, Segnor Sarson Halgrim, Lady Nicoletta Sarkozic, and Lady Serena d’Arkent. All of these individuals were there to help guide this nation alongside me. All of them were there to support me as I helped His Majesty chart the course for our nation. The Ruthern Administration is the strongest council a reigning monarch of Balian has ever had. Our contributions and achievements have and will continue to stand the test of time. The framework and direction our nation has taken can be attributed to the diligent work ethic of the administration. I am grateful for the time we have spent cultivating the fruitful seeds of growth as we now watch the fig tree elongate its branches and blossom its fruits one by one. As I retire from the skies and return to my nest, I wish to impart wisdom to my fellow Duana constituents and to my citizens: To My Duana: The work we have accomplished and the strides we have taken to develop this once young nation to a prominent realm for all of mankind is a badge of pride each and every one of you should wear with honor. We have set a framework for the nation and now we watch as the nation leads itself to prosperity. That does not mean, however, that our work is done. I urge you all, however, to keep your minds and point of view open to all ideological beliefs. Government works best when bipartisanship is encouraged as the primary factor of decision making. Partisanship is also justifiable and it is necessary at times to push forth agendas quicker, yet too much of it can lead to the dangers of factionalism. Factionalism should be avoided at all costs. It is a form of division among people that can lead to hostility, emotional distress, and ultimately, the destruction of a nation or its relations with others. We must remember that we all are part of a familial union. Each and every one of us will be there for one another when we are in difficult situations; that loyalty shall never dissipate. When disagreements occur, they should be addressed in a respectful manner and compromises should be sought. It is also important to recognize that everyone has something to contribute, and that each person has their own unique skills and perspectives. Each and every one of you are bright and talented in one area or multiple. Utilize that comparative advantage that each and every one of you have and hone it, combine it with another talent of the other individual to create a powerful agenda that can satisfy at least the basic principles and values that we share. Rather than attempting to be on the same page, strive to be on tangent with similar principles instead. Disagreements are a fundamental part and right for every government. This same view should be shared with our foreign counterparts as we continue our diplomatic work in Aevos. Even if we may agree or disagree with another nation or realm, the respect we have for them should never be diminished for they too are in the same precarious position as our leaders: fated to make difficult decisions for the betterment of our people. Through the creation of a culture of inclusion and respect both within the nation and beyond its territories, it is possible to create a positive outcome for all of mankind. To My Fellow Citizens: I was once approached in the tavern by the former Syndic Grimhildr Chen. She stated her frustrations with the Supreme Assembly of Portoregne-the city government-and its inability to provide a platform for the Balianese citizens to help them share their voices, views and ideas for the charting of our nation’s direction. She then shared with me a plan to re-envision the city government into a much more inclusive platform for our people. Using her plan as reference, I sought out a plan to expand the legislative powers of our nation to all citizens of Balian. Thus, the Citizens Commune was established. Like gravity is to a river's current, the nation's direction flows through the gravity of the decisions one makes for its presumed betterment. This legislative, cultural and political right was once reserved to the leaders of our nation. Henceforth, the citizens of Balian can now experience this sacrosanct right whenever and however they wish.. Each Balianese citizen will now have the liberty to propose, petition and express their belief in where our nation should head. With Royal Assent from the Crown, that vision may become fruitful. Regardless of the viability or lack thereof, of such proposals; the pride one feels in charting the course for our nation is one that can never be diminished. My fellow Balianese citizens, you now have the power to help guide the winding directions of our sovereign river through the gravity of direct democratic decision-making, to chart a path that best fits our collective view. Each citizen should be given the opportunity to bring forth an idea to the table and to satisfy their own vision for our nation’s growth. I urge, and I hope that you all take advantage of this power and convey your vision to the nation and to His Majesty. In my administration, I am not ignorant of the thought that I may have committed many errors. This Edict shall replace The Royal Charter of Portoregne. The Legislative Powers of the Kingdom of Balian contained herein shall be extended to the citizenry of Balian as enumerated within this edict. The established body for the practice of this legislative right shall be vested in a Commune, run by, and for the citizens of Balian. The Commune shall consist of all living citizens of Balian, provided they have a primary liveable address within the Kingdom. Definitions: A Citizen of Balian is defined as a resident within the Kingdom who legally and primarily resides in any property within the jurisdiction of the Kingdom, including the Royal Family. A Commune shall henceforth be referred to the Citizens Commune, the legislative body of the Kingdom of Balian. Proposal or to Propose in this edict shall henceforth be defined as requests, drafts or petitions to the Crown which the Crown reserves the right to approve or veto. The use of the term Petition shall be used interchangeably with the former terms in this paragraph. Discretion in this edict shall henceforth be defined as the administrative freedom one shall have when conducting meetings, procedures and sessions. Article I - The Citizens Commune Art. I.01 - The Commune shall hereinafter be named the Citizens Commune. Art. I.02 - The Commune shall consist of all citizens of the Kingdom of Balian. Art. I.03 - The Commune shall meet, alternatively known as to be called into session, at least once every Saint’s Month in Ledicort’s Hall. Art. I.04 - The Commune shall reserve the right to propose, vote on, and draft legislation. Art. The Syndic may step down at any time, if done so, an emergency election or appointment may be held at the behest of the Crown, through delegation to the Censor. Art. II.02 - The Syndic shall act as the chief representative and speaker of the Commune. Art. II.03 - The Syndic shall act as a servant of the Commune and must answer to the Commune and to the Crown. Art. II.04 - The Syndic shall reserve the right to call the Commune into meeting and lead the meeting in how they see fit. Withstanding Art. 1.10, the Syndic must use due diligence to act on these matters. Art. II.05 - If the Syndic is found incompetent in their duties, or presumed to be abusive of their discretionary powers, they may be impeached by the Commune through petition of at least 10 signatures and via the Amiratus of Balian through their own discretion. If found guilty of incompetence in the impeachment proceedings, the Syndic shall be voted out of office by a two thirds majority of the Commune. Art. LA GIOSTRA The Balianese Joust Issued by the Viscounty of Marsana in collaboration with the Royal Balianese Academy 9th of Sun’s Smile, 72 B.A. “Raise your lances, salute your opponent, and pray to GODAN that your chariot does not break.” Jousts and tournaments are an age-old tradition revered in every Canonist Human nation. The jousting tradition of Balian is a mixture of the old Petrine tradition of the empire, the traditions of House Ruthern, and the ‘Giostra’, an ancient form of jousting practiced by the Bathalite Empire. (A Young Ruthern Lord after decisive victory. C. 1865) La Giostra The traditions of the joust in the ancient Bathalite Empire were known as La Giostra. The form had gone without practice for a few decades prior to its revival by House Ruthern and is now becoming a common practice amongst the kin of the Balianese-Raevir Household. Its popularity has now spread throughout the kingdom, establishing it as a well-recognized and popular sport amongst the Balianese people. Joust Regulations Each match consists of three parts, or jousts. The joust begins when both contenders are met with a mount and lance, which they intend to use in this competition. They will undergo all three bouts in a formal manner, preparing their stead on the list field, readying the lance, riding down the tilt, and crossing lances. If one strikes the Head of an opponent, they will earn five points, from shoulders to hips earning three, and below hips providing a measly one. Should someone dismount the adversary, the reward is seven points. To be dismounted in the second match makes for an automatic disqualification and triumph for the one who delivered such a blow. Decorative Chariots Chariot making is the most vital part of this tradition, with the carriage being a representation of what you stand for and compete in this noble sport for. A charioteer must take pride in his own work and master the crafting of his own chariot so that his ideals and prospects may shine through the art that is the Chariot. While one must not focus on mere detail, one must also be sturdy and strong to deal and receive the hardest of blows. Votive Sashes The ancient Bathalite jousting form of ‘Giostra’ incorporated a romantic element to it as well. Knights, nobles and commoners alike competed for a chance of both glory and to impress their beloveds who watched them from the spectators’ stands and booths. The gift of handmade votive sashes, a form of admiration, would be given by the spectator to the victor as a symbol of their acknowledgement, respect and admiration for their victory. These sashes would then be worn by the contestant as they paraded around the jousting field with their horse. The current iteration of this tradition still holds the votive sashes aspect with great reverence and respect. Both spectators and contestants alike would finish a glass of their alcoholic beverage before beginning another game. This form of jousting was not competitive, but rather a form of enjoyment and merriment. Countless knightly orders across the ages have been the proving grounds of some of humanity’s greatest champions and villains, from the valiant heroes Silverblade and Steelstong whose insights and command drove the foundation of the first empire, to the lost scourges of old Angren whose rebellions collapsed another. Over time, while knighthood endured as an institution of merit in the Petrine empire and subsequent successor states, the art of chivalry itself had waned in authority, with some even associating it with backwardness, cruelty, and insurrection. Yet the fall of the Petrine empire, if nothing else, gave mankind many insights as to its path forward. The many bureaucracies of Helena eroded and collapsed without a cultural foundation to serve as its spine. Few came to understand that better than the Novellens of Atrus, who found themselves exiled toward a distant land that they soon came to know as the country of the Prince St. Lothar of Balian. As the Kingdom of Balian began to unearth more and more of St. Lothar’s legend, they elected to formally codify their orders and chivalry, and raise a knightly standard once more. To build upon the triumphs and failures of their ancestors, King Adrian I has taken the honors of the Petrine Empire with the code of St. Lothar to institute three orders of knights in the realm of Balian. The first two, the Royal Order of the Silver Comet and the Royal Order of St. Michael reflect honors of merit and valor respectively, akin to the old Imperial Orders of Chivalry. The third order is distinct, however, as it reflects the highest class of chivalry in the realm. Members of this order are raised from the two royal orders if proven to be otherworldly in talent, virtue, restraint, and wisdom. These knights are given unique vows and training in order to safeguard the spirit of Balian, and are known as the Most Illustrious Torreveliars of St. Lothar, charged to oversee the status of chivalry and virtue in the realm. CANZION DE GESTE THE SONG OF BALIAN The Canzion de Geste, translated literally as “the Story of Great Deeds”, but more often translated as “The Song of Balian”, is the chivalric mission that drives every Balianese aspirant of knighthood. The concept emerged after the myth of The Pigeon’s Riddle, an anecdote where under the reign of King Alexander, the knight Sarson al Granpaloma posed a riddle to an aspiring squire. The riddle asked “If the marines keep the peace, the solicitors the law , and the bureaucrat order in our world, what is a knight’s left with to protect?” The spirit of the question emerged as part of post-Petrine thought, where the role of knighthood had waned from a martial institution into one purely ceremonial. The alleged answer to the Pigeon’s Riddle is the soul of a nation - while soldiers, lawyers, and bureaucrats all maintain peace, law, and order, a knight’s chief most duty is to cultivate the soul - the national spirit and culture of a nation. This tradition emerges with the knowledge that one of the markers that ended the empire was its lack of such an institution - no bureaucracy was capable of yielding and promoting heroes that promoted civic and chivalric virtue. Such a body is essential to inspire the people to press forward and keep the legend of their people strong.. In that way, the Song of Balian is the living story of the Balianese. While its torreveliars maintain its legend, it is made up of all peoples in Balian, big and small, who all contribute to the wider narrative of this growing country. In this way, while martial prowess is welcomed, above all else, a true knight of Balian must exhibit a zest for their culture and the desire to protect the world around them. One of the markers of a true torreveliar as a result is their arcane feats - bardmancy and alchemy are encouraged, to maintain and embolden the legend. The Most Illustrious Torreveliers of St. Lothar The Torreveliers of St. Lothar heralds from the ancient times of the Bathalite Empire. This ancient chivalric order championed the Bathalite identity and culture whilst raising arms to defend its homeland and their fellow descendants. As Balian unearthed the Lothar Tablets. The chivalric code of the Order of St. Lothar came to light. Inspired by its traditions, culture and strides to uphold its national identity, the Kingdom of Balian would reform the order under the title of “The Most Illustrious Torreveliers of St. Lothar”. The Torreveliers of St. Lothar is the highest chivalric order in the Kingdom of Balian. The order governs all matters regarding the induction, maintenance and culture of knights in Balian through ascent of the Crown. The highest ranking member of the Torreveliers is the Cavalier Gran Creu. Under the Cavalier Gran Creu are the Torreveliers. The council of seven knights, including the Gran Creu govern the three chivalric orders of Balian. The Torreveliers are unique from other chivalric orders in the fact that in order to be considered as a Torrevelier, one is committed fully to the path of chivalry, and are only permitted to hold a landed title or stand to inherit a title with royal dispensation and the consent of the majority of the existing Torreveliers. Torreveliers are also expected to be a former or existing member of the Royal Balianese Armada. Under royal assent and consent from the landed title holder however, a promising squire is next in line for a landed title may forgo their inheritance to become a torrevelier. Torreveliers are picked from the royal orders by the monarch and Gran Creu and effectively sit as a council above all other knights. While they do not get an extra postnominal, they instead are given an epithet from the crown that characterizes their service and legend. For example, the first Torreveliar, Sarson al Granpaloma, was given his title of ‘Granpaloma’, or ‘Great Pigeon’, for his courier work in recovering the Lothar Stones as well as establishing diplomatic connection between Ba’as and Balian. Torrevaliers oversee chivalry and can motion to strip knighthoods, organize votes on nobelissimos, and are responsible for the royal legend of errantry, a questing list for all Balianese to endeavor to. Chivalric Hierarchy The Royal Orders of Balianese Chivalry are ranked in a hierarchy. At the top of the hierarchy seats the Monarch, the ultimate authority and inductor of cavaliers. She fought a giant worm that attacked Atrus with incredible bravery, undoubtedly saving many lives and earning her people's admiration and respect.In addition, Princess Augustina demonstrated her ability as a leader when she successfully organized a defense against orc pillagers who threatened Atrus. Her strategic abilities and bravery aided in the protection of the city and the protection of many innocent lives. On his deathbed, her father, King John, knighted Augustina. One of his final acts as King of Balian. Dame Persephone Novellen Vilac Persephone Maxima Novellen was knighted as a young woman by her father, King John I whilst he was on his deathbed, along with her sister Augustina Therosia Novellen. Both had recently been gravely injured in a battle to protect the city of Atrus from an earthquake causing creature. Persephone had taken the lead in cutting into the creatures abdomen whilst her sister Augustina worked to slice the creatures legs, causing both to end up trapped beneath the being as it perished. For their efforts, and perhaps due to slight Nepotism, both were given the honor of Dame. Despite the title, Persephone has declined to use the title past the first few years holding it as she was crippled from the battle and subsequent Cloudbreaker attack. This has caused her to be unable to fullfill any knightly duties, and she has formally retired from all positions. Sir Robert Joseph de Lyons Knighted by King Adrian of Balian, he was knighted for his decades of service to the Kingdom of Balian, serving from a young age as the ward to Ledicort Vuiller, then finally earning his way on his Majesty's Duana, where he revamped the Law of the Kingdom. His work has earned him the right to call himself a knight of the Royal Order of the Silver Comet. The Most Illustrious Torreveliars of St. Lothar RIBBON: White and Purple ESTABLISHED: 536 FOUNDER: St. Lothar of Balian Sir Sarson al Granpaloma Born in the ancient city of Helena, the dark elf al Granpaloma has lived a storied life, from his day’s as a boy in the imperial palace and Barraman forge, to his service as a tracker and bodyguard in the land of Ba’as. Sent from that country to foster diplomatic relations, Sarson returned to his Petrine people by making a home in Balian and advising King Alexander I and Amiratus Ledicort Vuiller through the Renovatio. His work in recovering the Lothar Stones for the Kingdom, fostering diplomatic relationships with Ba’as, and safely escorting the Queen Andromeda from across the Amber Sea to the Balianese crown all earned him a knighthood of merit. Later, upon the recovery of his hand by Testugawan engineers, King Adrian saw fit to raise him as a Torreveliar and serve as one of the great keepers of the Song of Balian. His styling of al Granpaloma, or Great Pigeon, was granted by King Alexander, for the elf’s role as a daring courier, traveling across the world to recover Balianese treasures and histories, as well as negotiate the marriage pact of his son, the future King Adrian. Fittingly, the dark elf is practitioner of bardmancy, utilizing its powers to create word glyphs across the kingdom capturing the story of Balian and its ancestors. Sir Dante DeNurem al Rook Arriving to do as his ancestors had during the Imperial Age, Dante DeNurem brought with him the innovation and the motivation to completely change what was at the time, the failing company for a new organization, one that will thrive under his leadership. The Secretary of Interior is tasked with managing the various holdings of Balian. They are responsible for the Ecumene, or land survey of Balian, ensure that the land as a whole is held to royal architectural standards, and approve new constructions made by the private efforts of noble and commoners alike. The Secretary of Interior is also the chief immigration officer, and is expected to maintain an immigration office and organize events and programs to help recruit new subjects into the kingdom. On the Current State of the Kingdom Primer Address: La Cultura 14th of Sun’s Smile, 64 B.A. As Balian enters into a new age within this new land, I have taken it upon myself to begin a new tradition. A tradition which I hope will provide further transparency between the Crown and its people. I dub this tradition the State of the Kingdom address. Sixty-three years ago, King John Casimir Novellen led the exiled patriots of the fallen Holy Orenian Empire to the southern lands of Almaris. From there on, he drove his sword upon the stone, proclaiming a new society for the expatriates of the fallen empire. The dream of King John and his followers for a new and proud nation, one of which follows the old Petrine ideals whilst ushering in a new age and rediscovery of the ancient Bathalite Kingdom, has been achieved and set forth even today as we, the descendents of our founders, strive to push forth the ideals of what it means to be Balianese. From thereon, we have successfully rediscovered and exemplified our culture to the known world. The identity of a Balianese has never been more clearer than now. Fe, Stat I Prosperitat is the Balianese motto of our identity, translating to “faith, state, and prosperity” in Common. These three pillars of the Balianese identity are essential to our culture. Faith, according to the Balianese, is a force and belief in the word of GOD and the belief of the advancement of mankind. Faith in our culture eclipses that of logic and reasoning. This unique view of faith is what drives our spirits to pursue further knowledge in medicine, technology and alchemy. The Balianese loyalty and love for the State is what drives our nation onwards and keeps it alive in our hearts and minds. United in their love for the Kingdom and its virtues, the Balianese strive to further their nation and reach for the horizon. Prosperity is the ideal goal of our nation. Bella gerant alii. A History of the House of Galbraith Penned By Ser Richard of Rivia and Ser Robin of Rippelberg The Legendary Founder Galbert the Boarkiller Pictured Above Since its founding by the legendary Galbert the Boarkiller members of House Galbraith have weaved themselves into the annals of history each with their own particular desire for renown, inheriting the cunning of the House founder himself. Galbert, a man of relatively average build, was able to earn his sobriquet through his triumph over the beastly wild boar by which he outwitted using skill and aforementioned cunning to defeat his foe. Evidence proving the existence of Galbert was only unearthed during the late Rivian era of Galbraith where the scholarly arts flourished in the regional Capital. Detailed historiography on the period is vague and difficult to interpret, however, as the Acre rebellion brought a swift end to the Rivian golden era soon after. Hence why the knowledge of the period between Galbert’s founding of the house and its later revival in the Petrine era of Oren is mostly unknown. The Petrine era of Oren saw a revival of House Galbraith, the migration from Kaedrin to the Capital, Helena, greatly improved the political power of the House as it operated in the epicentre of the realm. This era of House Galbraith is known as the Edwardian era as a result of the patriarch of the House at the time, Ser Edward Galbraith. The Edwardian era produced many diligent Galbraith politicians who had great soft power within the government of the time. Despite this, many contemporary historians regard this era as a neutered version of the Rivian potential. While certainly the House had soft power and influence it only had limited military connections and lacked a standing army and thus was unable to truly project its power. The Edwardian era is often compared to the current nature of the Lucian branch in Balian, where likewise many contemporary Rivian historians regard it as a neutered form of the House. Previous to the dispersion of the mainline House Galbraith, the debate over hard versus soft power was oft discussed and disputed by the hardline Rivian and Lucian factions of the House. The latter advocating for more focus on soft power whilst the former hard power. Historians view the Georgian era of Galbraith as a continued upwards progression essential in eventually leading to the line of Robert achieving primacy. Ser George was gifted politically through his own diligence he achieved the position of Vice Chancellor of Oren. In this position he possessed immense power, the envy of many. Most of all the D’Azors, an ambitious family similar in many ways to Galbraith yet villainous and impure. After only a year in office Ser George perished, the young Galbraith fell victim to an arson of the House of Commons. Not long after this event Ledicourt D’Azor ascended to the position that Ser George once held. Contemporary Rivian historians do not consider this to be a coincidence. Leaving no heirs, the line of Willem Galbraith ascended to primacy. With his marriage to Elizabeth Winter he birthed one son, Robert Archibald Galbraith. Viscount Robert Galbraith and Viscount Nikolai Othaman in Haenseti Court Rivian Historians view the leadership of Robert Galbraith as a mixed one. His leadership led to the establishment of the Rivian Fatherland and through his marriages to a De Selm and later Princess Anne of Oren, Robert managed to socially elevate the House to a Viscounty. Restoring nobility to the House. Robert’s reign is however considered mixed in its results for House Galbraith as contemporary historians attribute most of the legwork to his son the father of the Rivian people, Lord Philip Rupert Galbraith. Despite founding the Rivian Watch little was developed until the reign of Viscount Philip and Duke Charles ‘the young boar’. Robert met his end to his grandson Viscount Nikolai Othaman who coldly betrayed the elderly Viscount of Rivia, an action which should only have been expected by nature of his Haenseti blood. For his crimes Nikolai was confined to the dungeons of Kaer Coch for the remainder of his miserable existence, at the mercy of the vengeful, now Viscount, Philip. It is not known to historians what took place deep in the rock of Rivia yet it can be certain that Viscount Philip executed his retribution. “Ignem odium nanis habeo” -Lord Commander Montgomery ‘Piss’ Potte ‘Gold Barber’ The reign of Philip showed the greatest elevation in station for the House of Galbraith. Under him the Rivian Watch flourished and reached an estimated size of 1500 men solely loyal to the Viscount himself. With this newfound power the Viscount first established strong ties to the monarchy through royal marriages and secondly eliminated the regional muttley Houses who contested his power, namely the Darkwoods. A move which was only further utilised by the bane of the Helvetii Duke Charles Antonius of Rivia. Viscount Philip was a master of balancing his soft and hard power, splitting his time between the courts of Providence and the courtyard of Kaer Coch. Philip played an instrumental role in both the Aster revolution and later the Brothers’ War. In the former the Viscount used his subterfuge skills to sneak into the Palace of Philip II, whilst disputed amongst scholars it is theorised that he was able to kill the Emperor thus allowing Philip III to assume power with haste. In the Brothers’ War the Viscount played a similar role, providing invaluable information to the Royalist cause which earned him the Vice-Chancellor position where he served for decades mostly operating in the shadows as his illness grew worse. It is rumoured that the Viscount was poisoned by the scornful Imperialists and thus grew ill to the point of having to feign retirement. The Rivian Watch in Preparation for a Purge of the Helvetii Duke Charles Antonius of Rivia earned many names throughout his reign. His enemies knew him as Duke Charles ‘the Bastard’ and his allies ‘the Young Boar’ but to the Rivians he was ‘Helveticus Maximus’. Rivian historians have poured over primary evidence to locate any crumb of disputed heritage and found no legitimate sources which would be of any use. Thus it can be concluded that the epithet ‘the Bastard’ is only of propagandistic fabrication and subsequently should be ignored by any well meaning historian. Under the reign of the young boar Rivia began its golden age where culture thrived amongst its solid redbrick fortifications. The Rivian Watch reached its peak of 2500 men, many of whom were from the fierce levy of House Potte known for their fighting ability and brutality. Thus the Duke projected his power as he duly was required. The muttley House of Helvets of Cathalon was the next target in the sights of the Rivians. The family was ailing as certain members began to be infested with Adunian blood, as a result the stoic Duke Charles soon rallied his men. Duke Charles’ claim to the Duchy was as good as any if not stronger for he did not possess the infection of Adunic heritage like many that claimed to be true Helvetii. Historians debate the means by which the Duke Charles went about his purge yet they do not contest the results. The seat of Kaer Blanche was left empty and bloodstained its inhabitants all but bones in the dungeons of fortress of Kaer Coch, meeting a similar fate to the Darkwood heathens under Philip, the once proud Helvetii soon crumbled under the steel boot of the Rivian Watch. It was only the folly of Duke Charles himself which brought about the end to his life. His ambitious attempt to kill the Baron of Acre soon failed as Acremen poured into the Rivian breach and ended the Duke’s life all but too early for the young boar. Scholars to this day debate the nature of what occurred during that fateful altercation yet seemingly we shall never know. “Marmoream se relinquere, quam latericiam accepisset.” - The Last Words of Duke Charles ‘Helveticus Maximus’ Following the death of the Duke the Rivian fortress was brought down, demolished by Barclays. Likely killing Viscount Nikolai in the rubble of riches and bones that was soon lost to time. The level of wealth that was possessed by Viscount Philip and Duke Charles is unknown yet tales of cursed vaults upheld by golden totems adorned with the histories of Galbraith attract many a treasure hunter and petty thief alike. It is yet to be seen what is next in the chapters of history for the House Galbraith however it can be certain that it shall be most eventful for the years to come, for the blood of Charles lives on in his sons Vibius and Edward.

As Godfrey Baradaeus a young Balinese man, would find him self sailing east of Balians port, where his small boat struck land, a comment from his diary reads like this, 'Tis my second day in which I found myself and my crew aground upon this land, on further inspection we discovered that the lands vegetation would hardly reach above 2ft in height, with no trees to be seen on the North Easterly side of the new island.' Godfrey and his crew would continue his exploration the island where they came across the foot hills of a mountain though to centre itself in the island, so they climbed it and when they ascended its peak they chose a name for the great peak they called it, 'Mons Alexandria' (mountain Alexander) named after the King's late and much loved Father. With this he would also place down a banner of Balian to signify that they had been on the island. Another extract from his diary reads, 'The land had full or small rolling hills and flat plains perfect for any sort of agricultural development, and with its mountain many treasures could possibly be hidden with'
  25. THE ROYAL DUANA OF BALIAN THE GREAT ADMINISTRATIVE OFFICES OF THE BALIANESE The Royal Duana is the administrative council of the Crown. Each member of the Duana-besides the Amiratus-heads a specific office within the government. The members of the Duana are also considered the closest advisors to the Crown. Founded by King Alexander and his council, the Royal Duana is the petrine perversion of the eastern Diwan that was known to rule in states such as Ba’as. The Diwan and the Petrine council of the Holy Orenian Empire were considered one of the most advanced, efficient and effective systems of government known throughout the modern world. The Royal Duana is considered the spiritual successor to those great government systems. The Royal Duana’s success in efficiently governing the Kingdom’s realm, established the council as the final institution of authority within Balian. Under the blessing of His Majesty King Adrian, the Royal Duana continues to govern Balian on behalf of the Crown. Like the Petrine governments of old, the body is made up of various secretaries that head government offices. However, the Duana itself maintains some cultural distinction by utilizing eastern titles such as Duana, Amiratus, Procurator, Legate, and more, along with adding a ministry devoted to maintaining positive relationships with the clergy. AMIRATUS OF THE ROYAL DUANA The Mesa of the Crownlands, 109 SA Heading the Duana is Balian’s Amiratus, who serves as penultimate authority in the realm. They can appoint a Vice-Amiratus to serve as their deputy, and are in charge of staffing the Duana as well as leading the executive government of the country. The title of Amiratus is notably found in the east, filling the role of Chancellor often found in the Wilvenland human kingdoms. However, it is also tied to the history of the Balthalites, or the people of Old Balian. The first recorded Amiratus in history was Edgar of Jrent, a priest who served as chief minister to the mythic hero Balthier, founder of Old Balian. Their legend can be found in the Second Tablet of the Lothar Stones. The office of Amiratus is the most prestigious and influential political position in the Kingdom of Balian. They are responsible for the maintenance and governance of the realm, wielding penultimate authority and tasked with the preservation of the Balianese Crown, including in matters of succession. Colloquially, the Amiratus can be addressed as Chief Minister of Balian, and he or she also maintains the honorary title Seneschal of the Crown. The current Amiratus is Gaius var Ruthern, who presides over the 1st Ruthern Duana. THE FIRST RUTHERN DUANA —-Lord Amiratus Gaius var Ruthern—- "The shoes of the Amiratus are no small shoes to fill, yet we are certain Lord Gaius will fill them well." - King Alexander I on the appointment of Gaius var Ruthern as Amiratus. "Gaius is a trustworthy worker, who will involve himself in all necessary aspects of the King's government to work for a better Balian." - Ser Ledicort Vuiller Much akin to his mentor Ser Ledicort Vuiller, Lord Gaius Ruthern’s presence in the Duana was as constant and prominent as his predecessor. Gaius began his service to the Kingdom of Balian at the age of eleven, when he began his squireship under Lord Commander Peter of Arkent who inducted him into the Company of Balian, the standing military of the Kingdom. Whilst in the Company, Ledicort took him in as his ward in which the young Ruthern-under the guidance of both Ledicort and Peter-honed his political aptitude and his military prowess. Ledicort appointed Gaius Ruthern to the Secretary of the Interior at the age of sixteen, subsequently followed by his promotion to Corporal by Peter at the age of seventeen. As Corporal of the Company of Balian, Gaius followed in the footsteps of his Ruthern ancestors, where he continues to serve diligently in the defense of the Kingdom. His stalwart defense of the city of Atrus during the siege of Cloudbreaker and the undead, and his commitment to battling the Mori’Quessir in Norland and throughout Almaris displayed his bravery and loyalty to Balian, and his comradery to his fellow descendant-kind. As Minister of the Interior, Gaius oversaw an influx of new immigrants into Balian soil whilst also overseeing and contributing to the beautification of the Balianese Crownlands. Gaius was also known as the right hand to his predecessor Ledicort Vuiller, assisting him in his duties as Amiratus. As the youngest Amiratus in the history of Balian, Gaius has dedicated himself to the betterment and expansion of Balian’s culture, education, economy, and military whilst using wisdom from the empire of old and through expanding the ideas of the new age . They are responsible for the Ecumene, or land survey of Balian, ensure that the land as a whole is held to royal architectural standards, and approve new constructions made by the private efforts of noble and commoners alike. They also control the immigration into Balian, and are expected to maintain an immigration office and organize events and programs to help recruit new subjects into the kingdom. The Office of the Interior PROCURATOR SECRETARY OF THE TREASURY The Secretary of the Treasury is the chief financial minister, entrusted with all of Balian’s financial matters, procuring more money for the Kingdom and looking over any spending of the nation. They ensure any debts paid, taxes collected and that all ministries are funded accordingly, along with organizing civil servants known as clerks that help them in these endeavors. They maintain the title of ‘Procurator of the Crown’ in their styling from the old chamber. The Censor’s Office: Department of Civil Affairs MAGISTER SECRETARY OF JUSTICE The Magister is the head of the Magisterium, the Balianese Judicial system. They shall organize the Lawyers - both prosecution and defense, Legal Scribes, and Investigators (or Qaestors) of the Magisterium of the Crown. They shall administer and help oversee any legal cases and investigations that may come up, oversee and judge trials, cooperate with and advise the other Chambers of the Duana on legal adjacent affairs, and advise the Crown on the appointment of judges and on legal matters. Through the office with which I was entrusted, I seek to foster vigilance against crime within our Kingdom, to assure it is tried and punished swiftly and properly when it occurs, with a firm but thoughtful hand. To amend the laws as needed, to take on and train Lawyers, Scribes, Investigators, and Wards, and to work with the Crown and Duana to foster cooperation between chambers and to ensure the law is considered in our governance. The Office of the Magister: The Magisterium PRINCIPAL SECRETARY The Principal Secretary is tasked with collecting intelligence and making internal reports within the Duana on potential improvements that may be made within the Kingdom of Balian. Regarded often as the left-hand of the Duana, they follow up on particular departments for the Amiratus to ensure that the administrative offices are hard at work and initiatives are being adjusted and met. They also drive innovation within the kingdom by brainstorming new and novel ideas across departments, and hold the responsibility of declassifying government documents for public consumption. PALATIODORA OF THE ANDROMEDAN COURT GOVERNESS OF THE QUEEN’S COURT The Palatiodora of the Andromedan Court is charged with the management of the Palatio Arancione. The Palatiodora and their staff tend to the private matters of the Crown and Royal Family. They are also the executive of the Andromedan Courts of the Palatio Arancione, overseeing all revelries, publications of the Andromedan Court and maintaining the Court’s Public image.
