  5. PROCEDIMIENTOS JUDICIALES The Judicial Process of the Viceroyalty of Hypsia Issued by the Office of the Justiciero 15th of FRANCISCO'S RESOLVE, 80 D.R. Procedimientos Judiciales [!] Court underway in the courthouse of Hyspia, where a defendant pleads their case. Judicial Proceedings Legal Practices and Ethics The Legal Practices and Ethics of the Viceroyalty of Hyspia have a complex and hierarchical system of governance and justice, based on a series of reciprocal rights and obligations between individuals, with the structure of the overseeings of judicial proceedings. The Rights and Duties of the Viceroy The rights and duties of the Viceroy are as follows: Preside over legal proceedings; ensure fairness; appoint the Gran Canciller and Justiceiro; maintain law and order; adjudicate disputes; protect his subjects regardless of their social status. The importance of the Viceroy is to ensure that justice is accessible to all. ---- The Rights and Duties of the Gran Canciller The rights and duties of the Gran Canciller are as follows: Act on behalf of the Viceroy in his absence; provide legal advice in accordance with the law; preside over trials in the absence of the Viceroy or Justiceiro; advise the Viceroy; uphold the law, ensuring fairness and justice and protection of the Viceroy’s interests. ---- The Rights and Duties of the Justiciero The Rights and duties of the Justiciero are as follows: Preside over trials by ensuring fair conduct in line with the law; interpret and apply the law; issue rulings; control court proceedings by ensuring fairness and impartiality; weigh and evaluate evidence; instruct lower judges; render judgments, sentencing, and remedies; record court proceedings; apply precedent and uphold the Law and the Viceroy’s interests. ---- Manorial Court of the Viceroyalty of Hyspia A manor court with a local judicial and administrative institution held by the Viceroy of Hyspia to settle disputes among the citizens of Hyspia. Decisions of this court are based on local customs and traditions, typically used with the purpose of local justices, land tenure and property matters, collecting dues and fees, administrative functions, enforcing customary law, mediating disputes and documenting trials. The Burden of Proof Burden of Proof is a fundamental principle in the legal system of the Viceroyalty of Hyspia, The Burden of Proof refers to the responsibility of a party in a legal dispute to provide sufficient evidence to establish their case. Different stands of Proof depend on the type of legal proceedings, detailed below. Civil and Criminal Cases apply to the Burden of Proof with different standards. In both criminal and civil cases, the plaintiff bears the burden of proving the defendant's guilt. In criminal cases, the prosecution must prove their case ‘beyond a reasonable doubt.’ This is the highest standard of proof in the legal system and means that the evidence must be so strong that there is no reasonable doubt about the defendant’s guilt. ‘Preponderance of the evidence’ is typically identified as the burden of proof. This means that the prosecutor must show that it is more likely than not that their claims are true. The evidence provided must be clear and convincing, especially so in cases of fraud or civil liberties. In cases of bigger crimes, this form of evidence may fall between the preponderance of the evidence and beyond a reasonable doubt standard, requiring a higher level of proof than standard civil burdens. The Legal Proceedings of Hyspia may employ legal presumptions that can affect the Burden of Proof. These are assumptions made by the court unless proven otherwise. The role of the Justiciero has a significant role in determining which party carries the Burden of Proof and instructing the Viceroy on the applicable standard of proof. The Justiciero’s responsibility is to evaluate the evidence presented and determine whether the Burden of Proof has been met. Consequences of failing to meet the Burden of Proof may be decided in favor of the opposing party. If requested, another trial may be presented or a Trial By Combat may be pleaded, but can be rejected by the Justiciero or Viceroy of Hyspia. Pre-Trial At the beginning of a trial, a case initiation will be instituted upon arrest or filed complaint of the accused. This will conduct a charging of the defendant and will initiate a lawsuit or prosecution. ---- The parties involved have the right to exchange pleadings. These documents outline the allegations and defenses in the case. ---- Both sides will engage in the discovery process, where they gather and exchange evidence. This will involve dispositions, interrogations, requests for documents, or other means of obtaining information. Other means may involve testing of darkspawn and other warrants of arrest from other cities. ---- Parties may file pre-trial motions to address legal issues or seek certain rulings from the court. These motions can include motions to dismiss, motions to limine or motions for summary judgment. ---- Parties often engage in settlement discussions or negotiations to resolve the case without going to trial. Settlement can occur at any time during the pretrial process. ---- Pre-trial conferences can be informal meetings between the presiding judge and the parties involved to discuss the status of the case. The judge may also address procedural matters and evidentiary issues. ---- Motions of Limine are requests that the judge exclude specific evidence from the trial, typically for legal or evidential reasons. ---- Preparing trial exhibits is not mandatory but is preferred for each party to prepare physical evidence, documents, and exhibits they intend to present at trial. These exhibits should be organized and labeled for easy reference during the trial. ---- Parties identify and prepare witnesses they plan to call at trial. Subpoenas may be issued to ensure the attendance of witnesses who may be reluctant to testify voluntarily. ---- Trial briefs will be conducted before the trial to help the presiding judge understand the case better. These will be outlining the legal and factual issues, arguments, and case law relevant to their positions. ---- Any unresolved pre-trial motions may be argued and decided by the Justiciero or Viceroy. Trial Opening Statements The plaintiff or prosecution will begin their opening statement that will be followed by the defense. During opening statements, each side provides an overview of their case and what they intend to prove. Presentation of Evidence The plaintiff of the prosecution presents their case by calling witnesses and introducing evidence. The evidence provided may include documents, exhibits, and witness testimonies. The defense has the opportunity to cross-examine the witness. Direct Examination The speaker presenting their case questions their own witnesses. The goal is to elicit information and testimony that supports their side of the case. Cross-Examination The opposing party’s speaker questions the witnesses called by the other side. The purpose is to challenge the witnesses’ credibility and the evidence presented. Rebuttal and Surrebuttal After the initial presentation of evidence, there may be a rebuttal phase where each side can call additional witnesses to respond to points made by the opposing side. Closing Arguments Once all the evidence has been presented, both parties make closing arguments. These must be summaries of the case and a final opportunity to persuade the judge or jury. The prosecution goes first, followed by the defense. Verdict Once the presiding judge reaches a verdict, a decision will be announced.. The verdict can be “guilty” or “not guilty.” This decision is based on the evidence presented and the law. If not enough substantial evidence is presented, a second trial or a request of a Trial by Combat may be put in motion. Post-Trial Motions After the verdict or decision, either party may file post-trial motions to challenge the outcome. These may include motions for a new trial or motions to set aside the verdict. Appeals Once the trial is over, either the prosecution or the defendant can appeal to the Viceroy, Justiciero, or Gran Canciller to take a second look at the trial. All citizens of Hyspia, and those prosecuted, are granted the privilege to Appeal. Appeals are not a new trial, and no new evidence can be submitted. Submitting Appeal To submit an Appeal for a trial, either the Prosecution or Defendant must submit a formal Letter of Appeal to the Viceroy, stating the reasoning for why an appeal should be heard. Those that submit appeals without proper grounds will be fined 50 mina. Preparing an Appellate Argument Before the actual in person oral Appeal, both the Prosecution and Defendant submit a written argument in which the sides lay out their side of the case. The Oral Argument After submitting the written arguments, the Viceroy, Gran Canciller, or Justiciero will summon both the Prosecution and Defendant to court, where the Appellate argument will begin. Both sides will plead their case. The Opinion of the Court A verdict will not be announced at the time of the oral argument. Rather, the Viceroy, Gran Canciller, and Justiciero will meet and vote on the outcome. The Viceroy or Gran Canciller will then write the formal opinion of the court, which can be published if the Viceroy sees it fit. If the vote is 2-1, the person in the minority of the vote may choose to write a dissenting opinion explaining their reasons for disagreeing. 5. The Verdict The Court of appeals, in their opinion, may: -Uphold, or affirm the decision of the Viceroy. -Reverse, or overturn the decision of the Viceroy. -Remand, or retry the case. 6. Closing. Once the Court of Appeals gives their verdict through their vote, the decision is final. Another Appeal cannot be made, and the decision of the Court of Appeals cannot be overruled. Sentencing A sentencing phase will occur where the Justiciero or Viceroy will determine the appropriate punishment. Type of Punishments will be the following determined based on the Justiciero or Viceroy. Corporal Punishment Capital Punishment Exile and Outlawry Mutilation Fines and Forfeiture Public Humiliation Imprisonment Trial By Combat Trial by Combat are only subjected if a trial has no proper verdict of the first trial. This may be requested in order to avoid a second trial; a judge or the Viceroy has a right to reject this request based on their own jurisdiction. Combatants will be a Champion chosen by the Viceroy or the prosecutor and the accused. A divine judgment based on the belief that GODAN would favor the innocent or just party and grand them victory in battle. A trial conducted in the presence of clergy and legal authorities, who would oversee the proceedings. Outcome will determine the guilt or innocence of the accused. If a combatant is incapacitated or yields, it is considered a judgment in favor of the opposing party. If both combatants are severely injured or killed, the case may be considered inconclusive and alternative legal methods may be employed. 7. [!] The missive is posted upon the noticeboard of San’Briu, with spare copies freely available in the Library of Barbog. Dense sheets of pressed papyrus lock vivid and aromatic floral inks into blocks of large and formidable common script. [!] Rulings of the Horde - 139 D.A. With Kor’garr’s return to writing after a long period of imbalanced humours agh soul-seeking, recent declarations must be made public as the duties of Skriptgoth demand. Ash: On Housing agh Rohauric The Horde has decided with the vassal of Rohauric’s loyalty they will claim authority over constructing a coastal port settlement upon Horde Lands, to gather greater amounts of tribute and coin from exports of Orc Kulture. The Yazgurtan agh Motsham will oversee this process to ensure the movement between settlements isn’t the cause of a displeased spirit or otherwise zkah’d up by nub-uruk foolishness. Their weekly Tribute will become 10 minas for small blargs, 20 for medium, agh 30 for bub’hozh buildings. Also, let all be reminded that lessers must reside in Kinul’s sewers, and not be given Blargs meant for Honorable Orcs. Dub: Potential Whitewashing As of this Kaktuz Day, the Motsham agh protector of our culture Gormohk has commanded an investigation into the Talar’norian citizen agh nub-uruk raised goblin called Vilmia Parish. The goblin, who has refused previous chances to seek understanding of Krug’s blessings or solace amongst her kin, instead clings to the institutions of Nub-uruk orphanages and the trickeries of Albai voidusers. If one Kaktuz Week passes without further notice of her rising the honorable path of Krug, she agh her kin will be DECLARED WHITEWASH, an affront to our very blood agh people to be torn apart on sight. Gahk: On Ashtkaar Several concerns have been raised on the legitimacy of clans and Ashtkaar, to which Kor’garr will alleviate such confusion. A Clan seeking authority in the ROTHOB MAZAUK must have honorable standing agh no fewer than 3 clan members alongside them RESIDING IN TAXED HOUSING OF SAN’BRIU to obtain or retain Ashtkaar. Failing to meet those numbers, failing to regularly pay Tribute to the Horde for blargs whether in a taxed clan hall or not, or failing to regularly attend Klamors and otherwise contribute to Krug’s people are all recognized causes for the Ashtkaar agh council positions to be stripped. Said decision will be made in a Klamor, as usual. Similarly, those on the ROTHOB GOTHIM must attend their responsibilities agh reside in official blargs of the Horde, or be challenged for their position. Futh: An Honorary Joins, Another’s Path Begins Let it be known to the Spirits agh all our brethren that the former halfling known now as Minto’Lur of clan Lur has risen past weakness or dishonor, becoming a true Orc and brother in mind, body, agh soul. He stands above lessers alongside us, and his actions from this day forward will be judged as those of kin. The pathwalker known as Siriky Yamashita is also beginning the arduous trial of claiming Honorary status. Test them, teach them, punish them if needed, but know they are claimed by the Horde. Do nub demand tribute in excess, nor mutilate or flat them recklessly, as doing so would be like maiming an unaware cub. H’: On Tribute agh Lessers For too long have lessers been given accolades agh privilege above their station. Those who are nub vassals of the Horde or true Honoraries are expected to give tribute when visiting our lands. This is nub robbery - while any orc can demand such Tribute as one higher than the lesser descendants, to seek unreasonable amounts or confront a foreigner multiple times over a single visit would spit upon Krug’s honor agh make us no better than the greediest of dwarves. In addition, do not let nub-uruks sully the blessed Blah with their untusked, weak jaws, or indulge in their fantasies of superiority agh ‘civilized manners’. They are meek and feeble, agh should act accordingly within the lands of their betters - our lands. May all know these decisions to be the true statements of the Iron Horde, as recorded by the Skriptgoth in year Azh’kint Gakhty’H’futh of the Dubth Age. (CXXXIX D.A.) One Voice, One Blood, One Horde Kor’garr, Skriptgoth of the Iron Horde

The Royal Duana is considered the spiritual successor to those great government systems. The Royal Duana’s success in efficiently governing the Kingdom’s realm, established the council as the final institution of authority within Balian. Under the blessing of His Majesty King Adrian, the Royal Duana continues to govern Balian on behalf of the Crown. Like the Petrine governments of old, the body is made up of various secretaries that head government offices. However, the Duana itself maintains some cultural distinction by utilizing eastern titles such as Duana, Amiratus, Procurator, Legate, and more, along with adding a ministry devoted to maintaining positive relationships with the clergy. AMIRATUS OF THE ROYAL DUANA The Mesa of the Crownlands, 109 SA Heading the Duana is Balian’s Amiratus, who serves as penultimate authority in the realm. They can appoint a Vice-Amiratus to serve as their deputy, and are in charge of staffing the Duana as well as leading the executive government of the country. The title of Amiratus is notably found in the east, filling the role of Chancellor often found in the Wilvenland human kingdoms. However, it is also tied to the history of the Balthalites, or the people of Old Balian. The first recorded Amiratus in history was Edgar of Jrent, a priest who served as chief minister to the mythic hero Balthier, founder of Old Balian. Their legend can be found in the Second Tablet of the Lothar Stones. The office of Amiratus is the most prestigious and influential political position in the Kingdom of Balian. They are responsible for the maintenance and governance of the realm, wielding penultimate authority and tasked with the preservation of the Balianese Crown, including in matters of succession. Colloquially, the Amiratus can be addressed as Chief Minister of Balian, and he or she also maintains the honorary title Seneschal of the Crown. The current Amiratus is Gaius var Ruthern, who presides over the 1st Ruthern Duana. THE FIRST RUTHERN DUANA —-Lord Amiratus Gaius var Ruthern—- "The shoes of the Amiratus are no small shoes to fill, yet we are certain Lord Gaius will fill them well." - King Alexander I on the appointment of Gaius var Ruthern as Amiratus. "Gaius is a trustworthy worker, who will involve himself in all necessary aspects of the King's government to work for a better Balian." - Ser Ledicort Vuiller Much akin to his mentor Ser Ledicort Vuiller, Lord Gaius Ruthern’s presence in the Duana was as constant and prominent as his predecessor. Gaius began his service to the Kingdom of Balian at the age of eleven, when he began his squireship under Lord Commander Peter of Arkent who inducted him into the Company of Balian, the standing military of the Kingdom. Whilst in the Company, Ledicort took him in as his ward in which the young Ruthern-under the guidance of both Ledicort and Peter-honed his political aptitude and his military prowess. Ledicort appointed Gaius Ruthern to the Secretary of the Interior at the age of sixteen, subsequently followed by his promotion to Corporal by Peter at the age of seventeen. As Corporal of the Company of Balian, Gaius followed in the footsteps of his Ruthern ancestors, where he continues to serve diligently in the defense of the Kingdom. His stalwart defense of the city of Atrus during the siege of Cloudbreaker and the undead, and his commitment to battling the Mori’Quessir in Norland and throughout Almaris displayed his bravery and loyalty to Balian, and his comradery to his fellow descendant-kind. As Minister of the Interior, Gaius oversaw an influx of new immigrants into Balian soil whilst also overseeing and contributing to the beautification of the Balianese Crownlands. Gaius was also known as the right hand to his predecessor Ledicort Vuiller, assisting him in his duties as Amiratus. As the youngest Amiratus in the history of Balian, Gaius has dedicated himself to the betterment and expansion of Balian’s culture, education, economy, and military whilst using wisdom from the empire of old and through expanding the ideas of the new age . With Gaius Ruthern at the helm of the Duana, the Kingdom of Balian hopes to be led to a new age of prosperity and influence in the known world. “I take pride in the fact that I am the first Amiratus who was born on the soils of Balian. My roots are not in the old Petrine Empire, yet, I still take wisdom from my elders to help advise me as I navigate the waters of politics and foreign policy. It is without a doubt, however, that Balian’s future does not rely on copying the old, but rather focusing on the new and solely on the new. As Amiratus I aim to rediscover what it means to be Balianese; and focus on the new age whilst guiding my generation and the generation after me to take the lead as we shape this great nation into an era of prosperity and hegemony.” - Lord Amiratus Gaius var Ruthern OFFICES OF THE DUANA LEGATE SECRETARY OF FOREIGN AFFAIRS The Secretary of Foreign Affairs is responsible for the world view of Balian as well as the pacts and treaties that the nation holds. Through an open mind and understanding I grew my network of acquaintances into unforgettable friendships that will surely last me a lifetime. Warding under the previous Legate, I was given the freedom to explore and create connections and contacts which would eventually lead me to becoming the youngest ever ambassador in Balianese history. In my time I’ve been sent on missions all over Almaris to further the objectives of Balian, my most notable mission being involved in the assault on Vienne, in which alongside our former Comrades in Acre, we ended the reign of King Frederick of Oren. But now we’re in a time of peace. The Kingdom of Balian works to continue building itself up, and towards a proper military force if necessary. Our people have suffered many hardships. 15. On Standardized Testing and Government Wardships In lieu of the recent allegations of unfair advantage and inequity in the standardized testing requirement to participate in the bureaucracy of the Kingdom of Balian, the Royal Balianese Academy hereinafter known as the RBA, by and through counsel of His Majesty, Alexander I and his Royal Duana, hereby abolish the standardized testing system and introduce a Government Wardship and Employment initiative for the citizens of Balian. As stated in the previous missive when standardized tests were introduced, public participation is extremely imperative and beneficial in the Balian political and social ecosystem. It is unfortunate that the commoners within Balian have not been able to take part in this fundamental and beautiful right enshrined for every Balianese Citizen. The standardized testing initiative, initially believed to be an experiment, was intended to be a solution to provide a meritocratic approach to finding potential scholars and wards for His Majesty’s government. However, the exams merely distinguished the clear cut divide between the education of the Nobility and the Commoners. Thus, as of the publishing of this missive, the Royal Balianese Academy is hereby abolishing the standardized testing initiative and, in conjunction with the Royal Duana, shall promote a more holistic approach to the education of the youth of Balian. The Government Wardship initiative shall consist of three main objectives: The education of the youth of Balian regardless of social class, the social mobility of the commoners, and the scouting for the next generation of leaders who will serve at the pleasure of His Majesty, Alexander I. In order to participate in the Government Wardship initiative, the Citizens of Balian must fill out the census. The citizen may express their interest in working for the government and specify a certain department. Once they have done so, they shall be contacted by a member of the Royal Duana for an interview. Signed, Her Excellency, Johanne Alstromeria Vuiller, Lady Procurator of the Kingdom of Balian. His Excellency, Gaius Rosius var Ruthern, Minister of Interior of the Kingdom of Balian His Excellency, Kasimir Sarkozic, Lord Censor of the Kingdom of Balian.
  16. THE NOBLE CITY OF ATRUS ‘Things Held in Common’ [Mood] “They say Atrus is the wildflower of the south, watered by the piety of its late King John Casimir. Its petals bloom outward, inviting all to a place of refuge.” Shalasannan Doxos, adventurer, reflecting on his time in the capital of Balian. The cosmopolitan city of Atrus is known for its unique blend of Petrine, Rhenyari, and old Balianite influences. Its streets are lined with white-washed buildings adorned with colorful mosaics and intricate carvings, while the bustling markets offer a diverse array of goods from all corners of the southern continent. Given its location in the desert, Atrus boasts a Mediterranean-like climate with hot summers and mild winters. The city is surrounded by heavy dunes that are also home to a variety of exotic flora and fauna, making it a popular destination for hunters and adventurers. It is a place where old traditions and new ideas come together to cultivate a hardy and innovative society. The Senate of Balian, a once proud institution made up of many former imperial bureaucrats, governed the city in the time of King John Casimir. However, over time, the Senate had grown stagnant and out of touch with the needs and concerns of the people. Seeing an opportunity to empower his people and revitalize his city, King Alexander chartered the First Commune of Atrus, a people's organization that would give the lazzari, or commons of Atrus, a political unit to band together and administer the desert city. The First Commune of Atrus introduces the historic Gradic Rights to the people of Atrus, as well as empowering them to name among them a First Syndic and Vice-Syndic to lead their city. They are afforded the power to self-legislate through the Supreme Assembly of the Lazzari, and it is the King’s hope that these reforms lead to a more agile and dynamic city administration powered by the collective knowledge and expertise of its people. The motto of the First Commune is ‘Things Held in Common’ - a reminder that the wildflower of the south, Atrus, is a gift shared among its people. THE RIGHTS OF OUR ATRUS The Lazzari of Atrus Enjoy The Kings Game The Commune of Atrus is granted privileges under the Gradic Rights which outline their autonomy and freedom from serfdom. The Gradic Rights were given to the Imperial Free City of Felsen during the reign of John II, Holy Orenian Emperor which allowed for greater autonomy to the city through a series of municipal rights. These rights came from a series of laws which gave privileges to the burghers, exemption from serfdom, and the ability for self-governance and self-defense. The Gradic Rights, c.1557 Hitherto the populace of this city shall be referred to as any legal landholder and their immediate family within municipal authority. Hitherto does the populace of this city have the right to waive feudal privilege and govern itself. Hence the city has the right to choose a leader from amongst its own. Hence the city has the right to produce and publish laws and rights regarding itself. Hitherto does the populace of this city have an exemption from serfdom. Hitherto does the populace of this city have the right to freedom of travel. Hitherto does the populace of this city have the right to collect tax, tolls, and impose fees. Hitherto does the populace of this city have the right to freedom of trade. Hitherto does the populace of this city have the right to a trial by judge. Hitherto does the populace of this city have the right to petition its lord. THE GOVERNMENT OF OUR ATRUS THE FIRST SYNDIC OF ATRUS The First Syndic of Atrus serves as the head of the municipal government. They are elected by popular vote by the citizenry every four years, and are expected to appoint a Vice-Syndic to help manage their affairs, as well as up to three commissioners to tackle specific municipal challenges such as construction, event organization, the management of press and publication, or more. THE SUPREME ASSEMBLY OF THE LAZZARI The Supreme Assembly of the Lazzari acts as the collective representation for the citizenry of Atrus. There are six seats within the assembly filled by citizens of the city. The seats are chosen by lottery vote, headed by the Procurator’s office once every four years. The assembly functions as the legislative body of the city and is charged with the creation and amendment of law and judicial statutes. It is named after the lazzari, or commons, in the modern Balian tongue, and one who fills one of the seats of the Supreme Assembly may be addressed as Concio. The commune is unique from other city governments in that while concios are the only ones that can propose a legislation to be voted on, the actual voting is done by all citizens of Atrus. In that way, while the concios guide and moderate discussion, all peoples of Atrus are enfranchised to vote on the bills that will affect them. A citizen of Atrus, is defined as someone who has lived in the city for more than two weeks, and has paid rent on a property in that time or served in one of its state institutions for that time. THE CITY CLERK OF ATRUS The City Clerk of the City of Atrus is appointed by the Procurator’s office and serves indefinitely until sacked by said office. They are the chief financial comptroller of the city, ensuring that royal dues are received to the Crown and chamber, and serve as the Crown’s representative in the city’s administration. If a City Clerk has proven inept, inactive, or otherwise corrupt, the Supreme Assembly can make a motion for impeachment on a two-thirds majority. JOINING ATRUS If the spirit of the concios and lazzari speak to you, then know that Atrus, the precious wildflower of the South, is open to all who seek honor, refuge, and peace. The city gates remain manned by Balian’s own military company, with a thriving and stable royal administration eager to welcome immigrants. Those interested in specific developments within the Commune should reach out to the Procurator’s Office, currently manned by Johanne Vuiller (@tadabug2000) for more information, or leave a reply expressing interest at the bottom of this notice. At the moment, Atrus is seeking an interim Syndic to be appointed by the Crown to lead the first four weeks of government - after that, elections will commence as the commune’s political foundation is established. The first Assembly will also be appointed by the crown, with the first lottery being held two weeks into government. Those who would consider being part of the founding city government should reach out to the existing City Commission of Johanne Vuiller (@tadabug2000), Sarson of Helena (@Cracker), or Gaius Ruthern (@WaveLincoln) for an interview. The city is also experiencing a robust reconstruction project headed by the reputed architect Guillermo Rutledge. Previews of the illustrious build can be found below. 19. ۞ On the 16th of the First Seed, year 96 of the Second Age, a great debt has been lifted of the shoulders of the Grand Kingdom of Urguan. ۞ A depiction of a typical dwarven hoard [source] When the currency of mineks were introduced, many had aspired to invest their savings into this new coin. Such as Davli of the Golden Path, who had purchased nearly over 8 thousand mina worth of Mineks. Unfortunately the Stewards of the past did not manage to invigorate the Urguani economy enough to promote the use of Mineks in daily life, so many early investors were disappointed and wished to return their coin. The task of repaying this monumental debt was passed from steward the steward, barely chipping away at it, while the economy remained stagnant due to the persistence of this debt along with other economic woes. Eventually, the position of Grand Steward of Urguan fell into the hands of Garedyn the Green, who was determined to repay this debt, to untie the millstone weighing upon the neck of of the Grand Kingdom of Urguan, to make the dwarves prosper in the name of the Brathmordkin Armakak. Garedyn was well within his right to simply turn the debt away and ignore it, but a dwarf always keeps his word no matter what. He worked tirelessly to make sure the hoard grew, that all dues were payed, that the vassals were landed appropriately and that the dwarves were housed. With his efforts, the treasury of Urguan grew to the highest point is has been in years, and the burden of the 8 thousand mina has been payed off. With this Great Debt lifted, there are few impediments left to affect the economic growth of Urguan. The coin flows well, the dwarves are happy, the lands are well tended. Narvok oz Urguan.

  21. The following pages will begin to outline the intricate web of diplomatic relationships of the nations within Almaris. Although be warned, new developments are always being made, as diplomacy is the lifeblood that fuels the change and evolution of nations. Therefore, be aware of the possibility that some of the information here could be outdated. All of my sources for this piece are the same as the first book of this series, ‘Governments of Almaris’. -Introduction to Politics- Book 2 of 2: Interdiplomacy in Almaris Chapter 1 ------------------- Norland: ------------------- With regard to the southern nations of Sutica, The Fakhr Tribe, and the Druidic order, the source states: “With such a distance, we don't pay them much mind”. Relations with the War Nation of Krugmar are, surprisingly, more than well. The leadership and the populations of both nations enjoy each other and share military connections. The source states: “The orcs have been great friends of mine for years. Their Rex have always been the most honorable, most straightforward”. In addition to military pursuits, their cultures are quite similar as well. Both peoples value honor and valor over noble blood and regal appearance, these similarities produce a long-lasting relationship of good feelings. Regarding Elvenesse, the source says: “I have no strong feelings about them, but they're no friends of mine.”. It was also mentioned that previous alliances usually result in Elvenesse being on opposing sides of conflict. However, Elvenesse does have a high level of druidic population, which lends itself to the same issues that Norland has with the Druidic order itself. When asked about the Grand Kingdom of Urguan, the source states: “They are friends of ours, through and through. Another that have a sense of honor”. The 2 nations also have military connections, with cooperative training and military pacts, which has turned into a deep mutual respect. As for the Holy Orenian Empire, the source has stated plainly, “We are not friends”. Norland has been at odds with the empire for as long as many can remember, fighting a multitude of wars (10 specifically), usually with Oren coming out victorious. What fuels these conflicts, most prominently, is the culture and the attitudes toward propriety and equality. Whereas the people of Oren are well-dressed, well-spoken, and have clear class divisions, Norlanders have little interest in regal appearance, and often have intermingling between the leadership and the populace. The second point of animosity between the nations is their opposing religions. The canonists of Oren view those of the red faith to be heathen and radical. On the other hand, Norlanders view canonists as misguided, but not hostile, in fact, much of the percentage of red faith converts are former canonists, and accepted wholeheartedly into the culture after conversion. In addition to all of this, there have been many instances of disrespect perpetrated by Oren, most notably the continued decline of diplomatic attempts from Norland. As for the neighboring human nation of Haense, they have had many interactions prior to their retirement from the iron accord. Culturally, Haense and Norland have differing opinions on regality, similar to the difference between Oren and Norland. However the fact that the Hanseti are mainly highlanders improves the Norlandic opinion of them. This and their cooperations prior to the 10th nordling war gives Norland a generally good opinion of Haense, but they are not ecstatic about committing to any serious relationship at this point. The Domain of Vortice and Jade State of Yong Ping, both being popular points of interest diplomatically and common hubs of activity, attracted the attention of Norland some time ago. They both have had agreements with Norland in which the kingdom provides military support, in return for good favor with the 2 smaller nations, which can be leveraged for favor with all of the nations which respect or cooperate with Vortice and Yong ping. However there have been more recent developments that may or may not change this situation. Chapter 2 ------------------- Urguan: ------------------- Sadly, the diplomatic relations of The Grand Kingdom Of Urguan are typically a private matter, I chose to accept this tradition. When the source was asked if there was anything that they would like the readers to know, they stated: “That Urguan is strong, that is all”. Information about the diplomacy will be sourced through the other nations they interact with, but the level of confirmation will have to be limited. Chapter 3 ------------------- Krugmar: ------------------- There have been no recent interactions between the nations of Krugmar and Sutica. This however might be a good thing, as the current Rex of Krugmar has proudly admitted to being the organizer of many raids in the past. While this is unsurprising, it is nevertheless a good reason why diplomatic Endeavors have not been exchanged by and to the other nation in quite a long period of time. Official opinions from the nation of Krugmar towards the Druidic Order are not common and possibly may not exist at all, as the druids have a common reputation of isolationism and are a notable distance away from Krugmar. The common feeling about the Order among the nation’s population is quite negative, actually. They believe that the Druids are misguided and pray to false spirits, and that those spirits will one day be their downfall. The status between the war nation of Krugmar and the Fakhr tribe of the oasis is the same as the status between Krugmar and The druids. Common opinion, however, is quite the opposite. The uruks view the people of the Oasis to be courageous, as, in the words of the source, "they are strong people to brave the sands without the might of krug.'' Rex has expressed that he has no ill will towards the tribe, but there have been no correspondences in “many seasons”. Regarding Elvenesse, Krugmar has, one would say, very bad relations with them. Contrary to what you might think, It is not mainly because of the stunning differences between the cultures, practices, and temperaments of the nations. Krugmar actually has no inherent ill will towards them. Even some younger uruks have friends in Elvenesse. When asked what fuels the conflict between the nations, a quote from the source states, “2 things. First is the curse that ibleez gave our people, the bloodlust that boils in our veins; they are the closest targets to us that don't pay tribute for protection.”. Krugmar also believes that Elvenesse is prideful and looks down upon them as minor people. “They treat uruks as lesser beings simply due to our ways and curse. Without their arrogance, there would be better relations between our peoples.”. Although Elvenesse, justifiably, have a restriction on uruks coming into the nation, the only other offense that they have committed is the fact that they are unfortunate enough to be located near the war nation of Krugmar. The dominion of Vortice, along with Yong Ping, have good standing with Krugmar. Vortice is a long term tributary and there is often inter-populational travel between the civilizations as well. Yong ping, as a quote from the source states, is a pleasant place for orcs, “Krugmar shares many elements of our culture with them, and they enjoy learning of krug-kind as we do of their ways. They are people of strength and honor.” Regarding the other nations, sadly, the research meeting had to be cut short. Information regarding Krugmar’s relationships with other nations will have to be gained through sources of other chapters. Chapter 4 ------------------- Sutica: ------------------- Being a relatively new nation under the new administration, It has not yet had time to establish official relationships with every nation. However, some information is still available. As is well known, King Georg I is a member of the Barclay family, A noble family based in Haense. Due to this, many citizens of both Haense and Sutica have very good opinions of each other. Their governments, however, have not gone so far as to announce any official alliances, nor have they signed pacts or treaties. Regarding the Orenian empire, relations are very good. Diplomats are sent between the nations, non-aggression pacts have been signed, and citizens of both civilizations often visit each other. The Fakhr tribe to the south, has historically had some negative relations with the region, regardless of its administration, but ever since its reformation into an emirate, those have stopped, and the tribe has taken official stances of neutrality. Minor envoys and missives have been sent to the oasis on behalf of Sutica, but developments are still pending, and no progress has officially been made. Chapter 5 ------------------- Haense: ------------------- Starting with the southern nations, the Kingdom of Haense does not interact much with them for 2 reasons; mainly that the religion of Haense is canonist, while the Fakhr tribe and the Druidic order practice faith’s that are considered astray. The second, is that the 2 southern nations have taken public stances of neutrality to foreign issues. Normally the former factor might cause issues, but the latter factor as well as the vast distance between the 2 nations and Haense provides a buffer and a deterrent to any problems that could arise. Regarding Sutica specifically, the crown of Haense and the monarchs of the commonwealth have positive feelings toward each other. The monarch of Sutica being from a noble family in Haense contributes greatly to this, as the new administration has secured a canonist position in the continental divide. Further diplomatic action however, has yet to be considered, as a quote from the source states; “Sutica has its own struggles with revamping themselves, much to focus on for them” and “friendliness does not mean alliances are near, it would need to make sense and benefit Haense if one were to be agreed upon''. Toward the west, the crown of elvenesse and Haense have, in past history, kept good relations and held a mutual pact, but in the words of the source “that has long since gone”. They did not give the impression that there was any interest in rekindling the relationship or renewing any treaties at this time. The tone changes on the topic of the war nation of Krugmar. The source states “We have dobry relations with the rexdom ''. They currently hold treaties and pacts allowing, “free trade, a defensive alliance, and military cooperation, should the need arise.”. The 2 nations get along not only because they are the strongest military powers of almaris and this alliance secures the prominence of both nations, but also because their peoples enjoy each other's culture. Positivity shows itself not just diplomatically in their governments, but also with camaraderie between their militaries. A quote from the source states; “His majesty enjoys headbutting with the rex on the rare occasion they meet.”. One could say that the relationship between Haense and the grand kingdom of Urguan is almost the same as that between Haense and Krugmar. The dwarves are also a large military power, and provide the same benefits of an alliance with Haense as the uruks do. Although there is not the same sense of camaraderie and friendship, the Haenseni do have a deep respect for dwarven culture. “The dwarves are also pillars of innovation and are dobry at their craft. Aside from brute strength, Urguan is dobry with weapons and mechanics''. It does not seem that the Haenseni crown has much admiration or respect for the kingdom of Norland. “Being a nation of pagans” as the source says, would obviously cause problems with the canonist nation. There have also been claims of numerous backstabings and breaking of treaties, which would contribute to such an apprehensive attitude. “Norland has their highs and lows, though most commonly their lows. I chalk it up to their lack of consistency in maintaining themselves and their projection of anger.” Oren and Haense, as many know, have a long and storied history, with Haense previously being a vassal state, and then being given independence. “Since independence, Haense has flourished and become much stronger and undoubtedly the empire’s equal in recent years.”. One might think that the empire might harbor negativity towards Haense because of this, but in fact, Haense now commands respect from all those who wish to interact with them. Though Haense would like to keep relations positive with its neighbor, “Haense will niet stand for any disrespect or pushing of buttons”. Outside of minor visits and one time situations, the kingdom of Haense is not known for interacting with the minor settlements of Vortice and Yong Ping. Chapter 6 ------------------- Haelun’or: ------------------- The nation of Haelun’or being on polar opposite sides of Almaris, does not interact with the nations of the south past the Continental Divide. Further, they do not wish to, as in the words of the source, "They all have a reputation for harboring ‘ata". This word 'ata means impure, ugly, or otherwise straying from the views and practices of the High elves. As such, Haelun’or has no interest in associating with them. Specifically regarding The Druids, a quote from the source States "I have no time for druidic nonsense". Despite these things the leadership of Haelun'or have no intention or inclination to cause any conflict, “so long as Haelun’or’s integrity is maintained”. As of now, relations between Haelun’or and Elvenesse are, as one could say, neutral. In recent history there was a small issue that arose diplomatically, but that has been resolved. Although things have been calm for quite a while, the source provides that there are plenty of occasions in which both sides have fought against each other and Allied together in the past, but ia quote from the source provides, "we have found no major sources of tension with them". Regarding the smaller settlements of Vortice and Yong Ping, The Source States, "They seem amicable to Haelun’or. I've found them rather easy to work with despite our differences.". People of the settlements sometimes visit the capital city, due to its popularity as a tourist destination. As far as diplomatic channels, there is no regular occurrence of correspondences. Given that the civilizations are familiar with each other, however, this could result in further official dealings if the need were to arise. The nations of Haelun’or and Urguan, being on each other's border, have plenty of opportunities for interaction. Cordial relations do benefit from their proximity and both populations have a somewhat high opinion of each other. Specifically regarding diplomacy however, discussions have resulted in a non-aggression pact. In the words of the source, "Our relations are rather good as a result, rarely do our interests not align.". Haelun’or, with such a distance away from the war nation of Krugmar, understandably has no regular interactions with them. In the words of the source, "they tend to be outside our diplomatic purview.". Unofficially however, Haelun’or has been the target of previous raids by Krugmar. However, recent history has not seen this trend continue. In reference to the Orenian empire, the source states clearly, "They have been a reliable source of good diplomacy and I hope for our relations to continue to be fruitful". This cooperation likely stems most from the fact both nations seek peace and internal development, and are therefore inclined to engage in positive diplomatic relation building with all other nations that have the same goals. Historically, the leadership of Haelun’or would have had more to say about the kingdom of Norland, but ever since the current sohaer has taken office, there has been a significant lack of interaction between the nations, as such there is not much information to be gathered. Lastly, the relationship between Haelun’or and Haense is one of reciprocal respect, “We have both mutually sought to improve our relations and cooperation, Haelun’or holds no ill will towards the people of Haense.”. Although relations between the 2 might be publically positive, the populations of both nations are not known for visiting or even speaking highly of one another, and it was not clear that either nation is eager to pursue a high level of bond. Chapter 7 ------------------- Yong Ping: ------------------- The strongest relationship the people of Yong Ping have is with the Fakhr tribe of the oasis. Since both of the civilizations have farfolk origin and majority population, this is a strong binding force that influences their relationship. A quote from the source states; "We share many cultural similarities and from back in the days of Tai Ping, their people and ours have lived in harmony.". Generally, the Jade State usually takes stances of neutrality in outsider’s political conflicts. They are, however, open to coming to the aid of their neighbors in times of need. “We mostly keep to ourselves, xi, however we aren't opposed to helping out our allies or neighbors against a common threat. For example, Luciensberg. Although we had problems before due to... cultural insensitivities, we now bonded ever since we came to their aid against the Ratkin.” Whether Yong Ping will maintain its strictly neutral stance far into the future is unknown, but it is certain that their culture’s focus on domestic affairs and local population make that standard very likely. Chapter 8 ------------------- Oren: ------------------- Starting with the trade state of Sutica, Oren currently has a great relationship, with non-aggression pacts and diplomatic envoys being sent back and forth ever since king Georg I’s coronation. Although it must be noted that Oren and Sutica have had some significant conflicts in the past, but that was under the leadership of previous and unrightful rulers, so this does not affect the current feelings. Due to the fact that the current and rightful administration of Sutica are loyal canonists, Oren has a positive opinion of the trade state. A quote from the source states “Naturally, as canonist brethren, the empire affirmed their support in recognizing him [Georg] as the king of Sutica, as it is our canonist obligation to support canonist claimants against apostate rulers.”. Apart from that, officials and citizens from both nations often spend time at events and friendly gatherings hosted by each other. There was not much information on the Fakhr of the oasis given, but the source did mention that “We are currently working on diplomacy with them”. As for the Druidic order, Oren, similar to other northern civilizations, does not interact with them as they are seen as isolationist and there are not many who are supportive of their spiritual practices. Feelings between the leadership of Oren and Elvenesse are, as of recent, very well. There are no well-known or notable conflicts in the past between the two Nations, likely due to the great distance between them. Currently, Oren and Elvenesse have shown interest in diplomatic relations with each other; with non-aggression pacts, trade agreements, and military aid being rendered and received on both sides. The 2 nations are openly willing to engage in cooperation with any other Nation who has similar interests and desires to themselves. Historical relations between Oren and Krugmar have varied and evolved over the many years. Although they have in the past fought together against forces of the inferi and other malicious factors, Krugmar has recently engaged in hostility towards many allies of Oren, which is, as the source states, “something that must not be entertained.”. This has a negative outcome on the opinions Orenians hold toward them. They have also allied with the kingdom of Norland against Oren, which does not help the situation. A quote from the source States, "Such an action left a bad taste within our government’s eye.". Despite these things, the source mentions that due to Oren's focus on domestic development, their general interest is to have peace with the other civilizations of almaris, "Our empire is always devoted to peace, as we seek inward development. But before progress is made with the orcs, they must refrain from attacking our allies.". Due to this, Oren still maintains its public openness for the building of positive opinions between themselves and Krugmar, However only on the condition that hostility from them is reduced, and ideally ceased entirely, although the latter notion is laughably unlikely. It seems the diplomatic statuses of the Orenian empire are some of the oddest in almaris; despite sharing a border with the grand kingdom of Urguan, they have not interacted very much, there have not been any pacts or agreements shared between the 2, and diplomats are not sent back and forth as would be expected. Although Urguan has a strong relationship with norland, and the most recent nordling war saw a varying level of support from Urguan depending on whom you ask. Oddly, again, this does not breed negativity for dwarves among the citizenry of Oren. It does not seem likely this indifference will change in the near future, but the source does confirm that they are open to diplomacy with Urguan’s new king. Despite their recent histories, the empire and the kingdom of Haense seem to have a productive and happy relationship. Both nations being devout canonists, they are somewhat obligated to get along in a way. This is greatly helped by Haense's decision in the most recent nordling war to remain neutral. A quote from the source States, "Haense affirmed their neutrality during the nordling war - upholding their obligations both in regard to our treaty and canonist principles.". Their relationship is also bolstered by frequent visits from Nobles and officials to the various events and festivals hosted by each other. It is unlikely, given the connection between the two, that this will change. Referencing the relationship between the nations, the source states, "our diplomats have been exchanging channels more frequently now. We look towards this fruitful future." and also "our empire is devoted to continuing a prosperous relationship with any canonist sovereign." Oren, given that they are always willing to participate in diplomacy with any other nations who have the same desire, have begun to pursue dialogues with Vorice. Previously, Vortice has had military affiliations with the kingdom of Norland, and it was therefore in the interest of the empire to nullify the agreements by signing more recent and more active non-aggression pacts. Orenians also hold a generally high opinion of rulership and denizens of Vortice. In the words of the source, "Their monarch and foreign minister are very amicable, as so are their denizens". Similarly to Vortice, the empire has started to open diplomatic channels with Yong Ping. They have also signed a non-aggression pact and have similar feelings toward the people of Yong Ping as with Vortice. The settlement of Yong Ping is known for its beauty and hospitality, making visits there a pleasure for any diplomats opening discussions with the civilization. Chapter 9 ------------------- Elvenesse: ------------------- The relationship between the high crown of Elvenesse and the Druidic order is not publicly well known, but it is common knowledge that many of Elvenesse’s population of druids freely travel between the 2 nations. The societal structure of the Druidic order is quite conducive to self reflection within the community. As such official diplomatic missives, envoys, and other such correspondences are few and far between, if not non-existent. Despite this, the citizenry of the order and Elvenesse have high opinions of each other. Sutica and Elvenesse, in times before the recent administrations and overthrows, have had a notable war and otherwise negative relations, but as of now, all previous conflicts are left in the past, and the current governments have not yet had the opportunity to interact with each other as of yet. Regarding the Fakhr oasis, the source I spoke to had never actually heard of the nation, giving me reason to believe that emissaries have not in recent years traveled that far south or exchanged any diplomatic outreaches. As might be quite well known, the crown of Elvenesse has for a long time had conflicts with the war nation of Krugmar and its inhabitants, currently employing a sanction on uruks in the territory. In recent years, tensions have increased due to constant belligerence from the uruks. However the source has expressed hope that the situation will be resolved shortly; “We have always had conflict with the uruks and now they have conflict with one of our allies, Urguan, We are going to work together to hopefully have the uruks stop.” As previously mentioned, Elvenesse also enjoy cooperations with the grand kingdom of Urguan. Although unexpected, this is nevertheless an active diplomatic endeavor. A quote from the source states; “We want to work with other nations, if their goals fit ours, also the current king is a good friend of ours, and it is wonderful to work with him.” Regarding Haelun’or, relations are currently good, with notable periods of distress between the nations. It is arguably the most complicated international relationship in the northern half of almaris, as both nations are primarily elven in population, but the limited nature of Haelun’or’s citizenry is quite opposite to Elvenesse’s relatively open and accepting population. Not only does this result in cultural differences, but the resulting condescension by the high elven nation only limits the level of possible respect that can be shown between the parties. The temperaments of both nations, however, are on the upper end of peacefulness and neutrality in all of almaris, so they are naturally inclined to, if not maintain good relationships, at very least limit the amount of bad relationships they have. Regarding the human nations, Elvenesse does not interact much with Norland and Haense. However, They do appreciate the northmen’s disdain for voidal magic, as they themselves do not support the practice. Outside of this, The current relation between the 2 nations are, I suppose one would say, neutral. This is unlikely to change in the near future, as neither party has expressed interest in sending envoys or expressed the need for any sort of alliance. Regarding the empire, relations are surprisingly good. They seem to enjoy the most unexpected alliance in all of almaris; “We actually take a liking to the Orenians. We have been allies for many years”. Though both nations have differences in culture, population, and location, the desire for peace and willingness to open diplomacy with other nations supersedes all other differences that arise. They have also participated in battle together against the orcs on occasion. When asked what fuels the bonds between the nations, the source states; “Well, basically just trade, nonaggression pacts, passage. They also help defend us when we do ask, as long as we return the favor” Lastly, Elvenesse is in the process of signing pacts and agreements with the settlements of Yong ping and the domain of Vortice. There is nothing in particular that either party can justify an alliance with, but it is deeply rooted in elveness’s interests that they reduce any possible conflict now and in the future, and so they intelligently, initiate positive relations with the 2 civilizations to build good foundations of mutual positivity. Chapter 10 ------------------- Druidic Order: ------------------- The Druidic Order, contrary to popular belief, does not follow isolationism as a core tenant. Rather, they believe that their primary purpose is to preserve the balance and maintenance of nature above all else. Because of this, they will rarely be seen outside of Druid communities. A quote from the source states: “We actually frown upon druids taking most leadership positions in governments and other guilds because it means they are most likely putting this over their duty.” When asked why they are not interested in trade relations with other nations, the source states: “We have no need for mina and we know how to live sustainably on the lands we live on”. Furthermore, there might be small trades done within the members of the community, but they have no need for trade on any official scale with other nations. While not isolationist, they do specifically avoid matters of politics or relationships with other nations, with one notable exception. A quote from a second source states: “The path of the druid is one of neutrality. To interfere in the affairs of descendants draws us away from our duties.”, and “Politics should never be a druid’s calling.” Although unlikely and rare, the druidic order will aid settlements who are dealing with unnatural phenomena, or seek to correct those who are being overly destructive of nature. The one exception to the druid’s general practice of neutrality and solitude is the High Crown of Elvenesse. The kingdom is very well known to be a common place of travel for druids, and is the location of the 2nd highest population of them. I have also confirmed that the High prince of Elvenesse is a mother circle druid. Because of Elvenesse’s ‘close’ relationship with the druidic order, it can be assumed that if the druids ever did need to temporarily suspend the practice of solitude in times of dire need or existential danger, Elvanesse would be the primary party in support of the order. Chapter 11 ------------------- Fakhr Tribe: ------------------- Prior to Almaris, the predecessor to the Fakhr tribe, called the Qalasheen, was historically accustomed to war with the Empire of Oren on the basis that both claimed to be the protectors of the farfolk peoples. This history is still in the memory of the people of Fakhr, but modern diplomatic relations have remained mostly cordial. Prior to the confederacy of Fakhr, the 4 tribes had vastly different philosophies regarding how to deal with foreigners, most notably among them, the Haman tribe, who were belligerent and aggressive to many people in the southern continent. The sheikhs of most of the other tribes also did not organize very effectively and were, as the source quotes, “incompetent”. For these reasons, the current emir, and the first one in almaris, leveraged marital and diplomatic relations within the tribe to gain support from the majority of its people, and was declared the emir of the Fakhr people. In the southern continent, the Fakhr viewed the original settlers of Sutica as equals and did not have any ill will towards them, however recent changes in Sutican government leaves the Fakhr with a negative opinion of them, as they see the new Suticans as “outside intruders, and colonizers'' as the source has provided. The only other nation of note in the southern continent is the Druidic Order, who have mutual agreements with the fakhr to isolate themselves from each other, as both nations only seek peace and try to keep attention on domestic affairs. Now to the north, the northern kingdoms have a long and varied history with the Fakhr tribe, but time and time again, the northerners have proven that committed alliances with them are much more trouble than they're worth, and often provide little to no benefit to the tribe. For this reason, the Fakhr have resolved not to get involved with political differences and conflicts within the north. However, in the interest of peace and prosperity, the tribe is open to non-aggression pacts and trade agreements with any nation that wishes to engage in such. The only international obligation the Fakhr will uphold and maintain is the lasting protection of the jade state of Yong Ping, which the tribe sees as a duty due to its title as the ‘protector of the freefolk’. If Yong Ping was ever to be involved in a conflict, the Fakhr tribe are sure to be there as well.
  22. Grand Kingdom of Urguan Urguan Discord: [Click Here] About The Grand Kingdom The Grand Kingdom of Urguan is a constitutional monarchy established to unify and represent the Dwarven race. The Grand Kingdom itself is one with tremendous history, being the sole nation of the Dwarves for millenia, leading back to the very first dwarf himself, Urguan. Represented through the colors of orange and gray, the nation has united the Dwarves under its banner through common religion, culture, and ideals. The religion of the land, the Brathmordakin, is a polytheistic religion composed of 7 gods, each of which represent a different aspect of Dwarven culture. 24. = The Crown of Elvenesse = The Government of the Realm of Elvenesse, sometimes known simply as “the Crown” or as “His/Her Majesty’s Government”, is a hereditary constitutional monarchy which employs a broad-form ministerial Council of Lords to administer the united lands of the Elder Folk. It may be considered a restoration of the rightful Sylvaeri Princeship of Old Malinor, but is perhaps better characterized as the successor of Aegrothond and Siramenor which preceded it. The realm can trace its establishment to the year 1685, when forces loyal to Belestram and his House of Sylvaen founded a government-in-exile upon the island of Aegrothond, and raised their banners in opposition to the Gladewynnite usurpation of the Dominion. Over time, despite cycles of great tragedy and tribulation, the nation grew and expanded its breadth with treaties such as the Compact of Lathadlen (1712) among others, cementing its legitimacy until it stood as the sole descendant-state of the fallen Princedom. Efforts to achieve the glories of the elder days were halting, until the return of the Matriarch Awaiti Sirame to the fold. Together with Sea Prince Feanor, she established a lasting partnership between the Almenodrim of Aegrothond and the Wood Elves of Siramenor- a partnership which would slowly lead to a truly reinstated unity among the Elven folk who had once inhabited Caras Eldar. As the Elven People look forward to a new dawn in a new land, they do so not as Aegrothond and Siramenor but as Elvenesse the Great, under a united and representative government. This united Government consists of several constituent parts, affixed with the Crown itself (the High Prince, his family and Guard), and including the bicameral Council, wherein sit the delegated Lords-Minister who oversee vital operations on behalf of the nation. = The Crown = The High Prince Feanor Flameborn, of the House of Sylvaen (wandiferous) The High Prince is Lord of the Citadel and bearer of the Crown of Malinor, the standing heir of Sylvaen Everflame. He maintains a ceremonial and legal status as leader of the united Realm of Elvenesse, and oversees the Council. The High Prince traces descent from Malin himself, through the line of his first son; as such, the position is hereditary (though tanistry is sometimes used to determine an heir, see below.) The Royal Family The Royal Family is the assembled menage of all Elves in the immediate kin of the High Prince. They serve primarily to support the High Prince in various matters and to act as the tanistry pool from whence a successor may be chosen should the need arise. Many of these Elves are extremely active in the Realm, holding prominent advisory positions. The Honour Guard Also called the Oathblades, the Honour Guard serve as the backbone of Almenodrim culture in Elvenesse, and as the personal guards of the Royal Family. Any aspiring Elf may apply to join this organization, though they must apprentice under an existing Oathblade first and be willing to undertake a binding blood-oath. The Honour Guard has a reputation as being the right hand of House Sylvaeri, sometimes partaking in secretive and/or dangerous projects directly on behalf of the Crown. They tend to serve as military auxiliaries in times of war, subservient to their peers in the Sentinels. = The Crown Council = The Lords Exarch The Exarchs are the lawspeakers and judicial authority in Elvenesse, serving in the capacity of judges and interpreters of the law. They primarily ensure that the Law is maintained to reflect the betterment of the Elven People, and that it is not flaunted within the bounds of the Elven Domain. Peacekeeping and conflict resolution are among their main duties, as is presiding over court-cases based on the Codex. Evar’tir, of the Family Oranor (Bhased) Cullas, of the House of Sylvaen (KaiserThoren) The Lord Diplomat The Lord Diplomat is charged with the maintenance of international relations and the outreach on behalf of the Realm of Elvenesse to potential allies and friends of the Elven people. They work via brief granted by the Crown itself and maintain a small team of Ambassadorial Staff in order to ensure an efficient discharge of their duties. Olorin, of the House Telemnar (GildedDuke) The Lord Marshal The paramount master of military forces in Elvendom, leader of the Sentinels and overall commander of the White Fleet as well as any other auxiliary units that come under the auspices of military action on behalf of the Crown. Sits at the head of a triumvirate of Officers who manage the rank and file of the Sentinels. Aesilnoth, of the Tundrak Bloodline (ABruhhMoment) = The Domestic Council = The Head Steward The Citizen’s Warden, also known as the Head Steward, is tasked with ensuring the smooth operation of the housing and upkeep of the population of Elvenesse. The assembled Stewardry consists of individual stewards operating within the guidelines provided to them by the Head Steward. Evar’lae, of the Family Amayril (Cmmder_Jester) The Faith The Green Faith of Elvenesse, and its united priesthood, is represented upon the Inner Council by an individual known as the High Priest of Elvenesse. The Faith is responsible for the spiritual health and education of the united Elven people, for the upkeep of shrines and for the holding of Aspectist Festivals within the bounds of the Elven Lands. Sonna (Junoix) The Father Circle As the official Druidic Circle of Elvenesse, the Father Circle enjoys a Grove and protected status under the auspices of the Crown. It is led by example in the form of four seasonal Raitheans, one of whom sits upon the Domestic Council as their representative and liaison to the Crown. Miven, of the Seed Caerme’onn (WestCarolina) = The Omentahu = In times of strife or deliberation, the Government may call together the Chieftans and Lords of the great Seeds and Houses of Elvenesse in a People’s Council, colloquially known as the “Omentahu” after the Ame ritual of the same purpose. This allows the People to have their say on an issue, and make an indicative vote on the issue in order that the Crown may more accurately gauge their will. By this mechanism more seats and positions may be added to the Council, changes can be made to the law, and broad issues may be laid to rest. This ritual is called and overseen by the erstwhile Matriarch of the Ame. Awaiti, of the Seed Sirame (Irrin)
