The Official Yong Ping Legal System To ensure a well balanced and fair justice system within the Jade State of Yong Ping, and the previous laws being not only outdated, but also not regulated in respect to the new Jade Constitution, a new court system in addition to newly revised laws will be integrated in order to ensure the security and prosperity within the borders of the Jade State of Yong Ping. Under enforcement of this newly revised legal code, lesser crimes committed against the laws of the Jade State of Yong Ping are to be dealt with by on the spot issuing of punishment by an Officer of the Yong Ping Army. An Officer issuing punishment may prior to issuing punishment seek legal advice from a Judge or Lawyer, however this is not necessary. The aforementioned method of punishment and criminal identification may only be carried out and issued if the committed crime has been witnessed by three or more people. If the individual who has been issued a punishment by an Officer of the Yong Ping Army feels they have been wrongly accused or that their case was handled unfairly, they can place a complaint to the Ministry of Justice to receive reparations or an appellate Court date if it is found to be necessary. The following laws and regulations are directly tied to a point system, whereby the rights and privileges of convicted individuals can be affected by how many crimes one has committed and the degree of the crime to ensure the safety of further citizens of the Jade State of Yong Ping. All citizens of the jade state will have a record kept of the points tied to their name, age and address. Furthermore, if any individual wishes to rehabilitate themselves and not suffer the consequences of their actions after the issued punishment, a system for the removal of points has been introduced. To distinguish minor offenders from major and criminal offenders, the following regulations and laws are organized into three different subtypes. Minor crimes: 1 point added to the file of the individual (Are typically punished by fines or beatings) Intermediate crimes: 2 points added to the file of the individual (Typical punishments brandings, beatings or fines) Severe crimes: 3 points added to the file of the individual (Brandings, fines and/or non-lethal removal or organs or limbs) Variable crimes: Those that would be deemed treasonous, or possibly automatically five points. But can be contended by the Council. (Almost always execution or exile but may vary case by case and is determined by Chancellor or Zhu) Number of Points Consequences Cost of Removal 1 Point A warning 100 mina or a year of working for the state 2 Points No longer able to gain a position as Minister 200 mina or a two years of working for the state 3 Points No longer able to hold or gain a position in any ministry. Relegated to the lower districts. 300 mina or three years of working for the state and a public statement of apology 4 Points Confiscation of all property both private and business related Unable to be removed save by pardon of Zhu or the Chancellor 5 Points Execution/Banishment Unable to be removed save Pardon from the Zhu Crimes Against the Individual Impersonation - Maofan Nng: The act of one individual imitating another individual of the common folk, for nefarious and unlawful purposes. Maofan Jit: The act of one individual imitating another individual of State or Military rank. This may be considered as treasonous action depending on the rank impersonated. Attempted Assault - Maofan Sa: The attempted harm or injury of another individual through methods of an unarmed nature. Maofan Nng: The attempted harm or injury of another individual through methods involving a weapon. Assault - Maofan Sa: The act of physically attacking a person, which results in no permanent damage to the attacked individual. Maofan Nng: The act of physically attacking a person, which results in lasting damage to the attacked individual. Maofan Jit: The act of physically attacking a person, which results in permanent damage to the attacked individual. Kidnapping - Maofan Nng: The intentional and willful abduction, confining and chaining or otherwise restraining of another individual without actually causing any physical harm to said person. Maofan Jit: The intentional and willful abduction, confining and chaining or otherwise restraining of another individual, which leads to unintentional physical harm to said person. Maofan Jit: The intentional and willful of abduction, confining and chaining or otherwise restraining another individual, with intention to physically harm said person, or having intentionally caused harm to said individual. Mutilation - Maofan Sa: The act of removing teeth, fingers, toes, eyes or tongue of an individual through negligence. Maofan Nng: The act of knowingly and willfully removing teeth, fingers, toes, eyes or tongue of an individual or through negligence removing limbs and organs or otherwise doing permanent damage to another individual. Maofan Jit: The act of knowingly and willfully removing limbs, organs or otherwise doing permanent damage to another individual. Torture - Maofan Nng: The act of individuals not authorized by the council performing long lasting and willing physical damage and torment to another individual over an extended period of time. Maofan Jit: The act of individuals not authorized by the council performing permanent and willing physical damage and torment to another individual over an extended period of time Manslaughter - Maofan Sa: The taking of the life of another through pure negligence or accident, with no premeditated plans or intentions for the death of the deceased individual. Murder - Maofan Sa: The act of taking an individual’s life in the heat of the moment, either as a result of coercion, threats to the individual taking the life, or high strung emotional passions. Maofan Nng: The act of willingly taking the life of another without individual cause or premeditation. Maofan Jit: The act of willingly planning out, and conducting the taking of the life of another individual. Crimes Against Decency Slander- Maofan Sa: The willful spreading of false information, about an individual/company without intent to harm the person/company’s reputation or standing within the greater community. Maofan Nng: The willful spreading of false information, about an individual or company without intent to harm the reputation or standing of said company through pictorial means, or written word. Maofan Jit: The willful and purposeful spreading of false information about an individual company with direct intent to harm their reputation and standing within the wider community through word of mouth, print or pictorial means. Disturbing the Peace - Maofan Sa: The unintentional disruption of the daily routines of the people of Yong Ping through upsetting, violent, crude or deplorable displays. Maofan Nng: The intentional disruption of the daily routines of the people of Yong Ping through upsetting, violent, crude or deplorable displays. Incitement- Maofan Sa: The convincing or manipulation of making other individuals to commit crime. Resisting Arrest - Maofan Sa: The individual has attempted to run or obscure themselves from the YPA (Yong Ping Army), or other state authority figures after having had a warrant issued for their arrest or been placed under arrest. Maofan Nng: The individual has attempted to avoid arrest, and or punishment by the YPA (Yong Ping Army), or other state authority figures by violent means. Discrimination - Maofan Sa: Any discriminatory, verbal or physical action taken against an individual on the grounds of their race, descendant or otherwise, culture, preference of partner or gender. This does not include on the grounds of religion or individuals of an undead or tainted nature. Deviancy - Maofan Sa: One or more individuals performing acts in public which would be considered indecent, or not appropriate for the general public. Adultery - Maofan Sa: The action of an already wed individual, copulating with someone who is not their spouse, without the knowledge and/or expressed consent of said spouse. Prohibited Goods - Maofan Sa: The willful possession of any illegal substances, literature or items found on someone's person, and/or in their abode. Maofan Nng: The willful selling and or distribution of illegal substances, literature and/or items. Maofan Jit: The willful cultivation and manufacturing of illegal substances, literature and/or items. Crimes Against Property Vandalism - Maofan Sa: Unintentionally defacing, or destroying public and or private property. Maofan Nng: Intentional defacing, or destroying public and or private property. Trespassing - Maofan Sa: The unlawful act of entering an abode, private plot or residence without the expressed permission of the owner. Squatting - Maofan Sa: The unlawful and unauthorised staying in a home, building or residence without paying taxes for up to two years. Maofan Nng: The unlawful and unauthorised staying in a home, building or residence without paying taxes for between two to eight years. Maofan Jit: The unlawful and unauthorised staying in a home, building or residence without paying taxes for upwards of eight years. Arson - Maofan Nng: The accidental setting alight of any property private or public. Maofan Jit: The intentional setting alight of any property private or public. Larceny - Maofan Sa: The taking of property or mina with a value of up to 100 mina from a person or their home, without the consent of said person. Burglary - Maofan Nng: The entry into the residence of an individual with intention to commit a non-violent crime. Bribery - Maofan Jit: Offering mina, items or other rewards to an individual in return for their silence, or dishonesty. Mendacity - Maofan Nng: The willing and knowing hiding of information from the State, during an interrogation or otherwise.   2. The Codex on Elysium Law Foreword, The City of Elysium in all of its various appendages and holdings are bound by this codex of law. These laws are derived from the rule of House de Astrea; with its Duke and/or Duchess relatively bound by the codex in itself.. The Duchy is in practice of the law and the codex of all documented decrees of the Ruling House and the Duke and/or Duchess. No exception or alteration to this Codex is to be made by any other than the Duke and their representatives to this Codex of law. This Codex overrules all current and previous laws held in effect over the City of Elysium which hosts the House de Astrea.. Ignorance of the law does not exempt one from the enforcement of the law. Rights of Elysium, All rights shall fall to any person within the sovereign grounds of the Duchy of Elysium and are inalienable in nature, never to be infringed upon, so long as they are exercised in good faith to the Sovereign and its people. The Sovereign shall forever make every effort to uphold these rights as is their obligation to the people they serve. Acting in opposition to these rights shall not be tolerated by the people, shall not be Allowed by their leaders or contradicted by future authors of the law. Right to Trial All people shall be guaranteed the right to fair trial for all crimes not deemed Heinous or despicable in nature as defined by the Sovereign. Right to Privacy All people shall be guaranteed reasonable privacy of their own affairs which shall not be infringed upon without reasonable certainty of dangerous, seditious, or illegal practice. Right to Peace People residing peacefully within our sovereign land shall pass unmolested and unharmed by any other person without due cause. Right to Voice Citizens reserve the right to voice their complaints, ideas and suggestions to the Duke and/or Duchess, their agents or representatives without fear of retribution so long as the words remain honest, honorable and bring no harm to Elysium. Right to Defend The right to defend oneself shall be retained indefinitely as well all means to do so in order to protect home, family, the weak or Elysium should the call ever arise to do so. Citizenship is lost once someone permanently leaves Elysium land or the city of Elysium. For citizenship to be proven a record must be present in the Elysian Registry, a document held by the Ducal Government. House de Astrea and the Duke (Or Duchess of Elysium), The Ruling house of Elysium, House de Astrea, is the reigning House of Elysium, the heads of the House are given the titles of Duke and/or Duchess. Only those of the House de Astrea bloodline carry the weight of the House behind them. All rulings made by the Duke (or Duchess) out rank any decisions made by their representatives and governmental offices of Elysium or House de Astrea Steward, Stewards are tasked with watching over the citizens of Elysium, they manage the basic day to day tasks of the city. This includes making sure citizens have housing, the city registry is updated and that empty houses don't have unapproved people living in them. Stewards can solve most citizens' problems or direct them to the proper people. Military, Military Personnel are the citizens of Elysium that have taken the extra step in protecting the Duchy and City. Led by the Lord Commander, the Military Branch of Elysium stands and defends the city's streets, walls, and gates. Tradesmen, A tradesmen is any citizen of Elysium that sells goods from a named shop or enterprise, be it in a storefront, caravan, or from within their own home. Inalienable, In the context of Elysium law means that if you are a citizen you retain whatever rights are granted for as long as you are in fact a citizen. Criminal, A criminal is defined as anyone who breaks any law found within this Codex. Foreign Crimes do not automatically constitute someone's criminality in Elysium, but may be considered in context of one's citizenship in Elysium or a trial. Defining Reasonable Punishments The Following Definition serves as a rubric on punishments which may be sentenced to those people who have been deemed to have committed a crime no entity shall issue a Punishment or Penalty greater than Listed below aside from The Sovereign or those they see fit. Those sentencing shall use a prudent hand in dolling all punishments never meeting the maximum punishment without overwhelming evidence of heinous intent, disrespect or lack of remorse. Those who fail to provide reasonable punishment may face charges equal to that which qualify Class D Crimes Class D (Petty Crime): Fine of no more than 150 Mina, Community service or labour up to the estimated sum of 500 Minas, as described by Overseeing entity Pillory for up to 2 hours, written and signed statement of apology Class C Crimes Class C (Minor Crime): Fine of no more than 500 Mina, banishment of no longer than 2 years, service or labour to the estimated sum of 1,000 Minas worth of work. Pillory for up to 6 hours, up to 20 lashes by whip upon the back Class B Crimes Class B (General Crime): Fine of no more than 1,000 Mina, banishment of no longer than 10 years, service or labour to the sum of 2,000 Minas worth of work. This includes and is not limited to anyone found accepting donations on behalf of House de Astrea and the City of Elysium without the approval of the Duke and/or Duchess or their representatives. 02. Pertaining Acts of Violence 02.01 Assault; defined as physical attacks upon another. 02.01.01 Third-degree (Class D) An unplanned attack upon another causing minor injury, such as drunken brawls or bouts of passion. 02.01.02 Second-degree (Class C) An unplanned attack upon another causing minor injury. 02.01.03 First-degree (Class B) A planned attack of any form or upon an unplanned attack causing grievous or debilitating injury. 02.01.04 Assault Against a Noble (Class A) Any form of attack or attempted attack made against a Noble of Elysium. 02.01.05 Assault Against House de Astrea Bloodline (Class A) Any form of attack or attempted attack made against the House de Astrean Bloodline. 02.01.06 Torture The Unlawful and purposeful harming of descendants be they a captured prisoner or layman with the intention of causing suffering or extracting information. 02.02. Murder; defined as the unlawful killing of one. 02.02.01 Attempted Murder (Class B) The unplanned attempt of taking another’s life and failing in doing so. 02.02.02 Second-degree (Class B) The unplanned killing of anyone's life within Elysium territory. 02.02.03 First-degree (Class A) The planned killing of anyone's life within Elysium territory. 02.02.04 Raiding (Class A) The attacking of Elysium forces, Citizens or lands in force regardless of justification. 03. Pertaining Acts of Malicious Intent 03.01 Slander; defined as spreading of false and damaging information 03.01.01 Defamation of Character (Class D) Actively harming one’s reputation with baseless claims. Usually only brought up if drastic. 03.02 Fraud; defined as deception for unlawful gain. 03.02.01 Impersonation (Class B) Impersonating another, guard, noble, or otherwise. 03.02.02 General Fraud (Class C) Purposely deceiving another for unlawful gain. (Does not include signed contracts) 03.03 Espionage; defined as the unwarranted spying upon another citizen 03.03.01 Peeping (Class D) Purposefully pressing oneself against or looking through the window of a property to peep inside their residence and spy on the inhabitants with no harmful intent 03.03.02 Minor Espionage (Class C) Spying upon a citizen to achieve unlawful gain or knowledge. 03.03.03 State Espionage (Class A) Spying upon a state appointed official to achieve unlawful gain or knowledge. 03.03.04 Trade Espionage (Class B) The unlawful gain of Elysium trade secrets. 03.04 Vandalism; the unlawful destruction of property 03.04.01 Minor Vandalism (Class C) Destruction of property totalling equal to or less than 200 Mina in damages. 03.04.02 Major Vandalism (Class B) Destruction of property equal to or less than 350 Mina in damages. 03.04.03 Grand Vandalism (Class A) Destruction of property totaling more than 500 Mina in damage 03.05 Kidnapping; the unlawful seizure or holding of another in one’s custody. 03.05.01 Kidnapping (Class B) Capturing/ holding one against their will unlawfully. 03.05.02 Grand Napping (Class A) Capturing/ Holding of any member of the House de Astrea Bloodline or Members of the High Council against their will unlawfully. 03.05.03 Slavery (Class A) The Keeping of slaves within the city of Elysium. Registration of visiting slaves. At discretion of the Duke and/or Duchess for purposes of diplomatic negotiation an exception to article c is for foreign visitors from a land in which slavery is legal to register their slaves. Any and all slaves must be properly registered with city authority, a Steward or High Council member. Registered slaves will be compensated for services rendered while in the bounds of Elysium at current rates for any services rendered. Registered slaves will be granted legal protections of citizens even from their masters while in Elysium. Time limit on protections for owners of registered slaves. Registered slaves remaining in Elysium for over one week’s time will be considered freed, the protections of registration no longer applying. The same visitors may re-register slaves after an absence from the city of at least one week from Elysium lands 03.05.03 Slave Hunting/Capturing (Class A) The hunting or capturing of members of sentient races for the purpose of slave trading.. 03.06 Aiding an Outlaw; defined as granting aid or shelter to a fugitive of House de Astrea. 03.06.01 Petty Aid (Class C) Providing a fugitive sustenance or any means to escape capture. 03.06.02 Aiding (Class B) Providing a fugitive shelter or knowingly aiding them in escaping capture. 03.06.03 Accomplice (Class B) Knowingly helping a fugitive further commit crimes within Elysium or against House de Astrea before their escape. 03.07 Undermining Authority & Defenses; defined as knowingly acting against Elysium Interests interests 03.07.01 Circumventing defenses (Class A) Any act intended to or seen to diminish, divert or damage resources of the Military and the static defences of the city. 03.07.02 Undermining Authority (Class B) Undermining the authority of any member of House de Astrea hierarchy or the Elysium government through malicious acts or words in the aim of harming citizens. 03.07.03 Undermining the de Astrea Bloodline (Class X) Undermining the authority or any attacks or hostile action taken against members of the House de Astrea bloodline are an immediate life in prison sentence, or the death penalty as decided by the Duke and/or Duchess. 03.07.04 Disobedience of Authority (Class C) Purposely disobeying instructions from the Duke and/or Duchess or their agents and representatives within the Elysium Government or ranking a member of the Elysium Military. 03.07.05 Violating Restricted Area (Class B) Entering or being in or on any military Installation of Elysium without the authority to be in the area without an Authorized Escort. 03.07.06 Violation of Treaties (Class A) The Act of any Resident, Citizen or Visitor of Elysium that purposefully acts in a way that can jeopardize or conflicts with any Treaty signed and agreed upon by the Elysium Governance. 03.08 Acts of Discrimination; defined as purposefully Treating another unfavourable or poorly based upon an aspect of themself being different 03.08.01 Religion (Class C) Any act of Discrimination aimed at demeening or hurting someone based upon their chosen set of beliefs. Note: This does not entitle the use of religion as an defence against charges of Malicious Intent. Religion is not a justifiable excuse to harm other innocent civilians, residents or visitors to Elysium. Acts of sacrifice, harm, or chaos in the name of a religious figure is strictly prohibited. 03.08.02 Race (Class C) Any act of Discrimination aimed at demeening or hurting someone based upon their Race 03.08.03 Gender (Class C) Any act of Discrimination based and aimed upon and at their Gender 03.08.04 Sexual Preference (Class C) Any act of Discrimination based upon an Individuals sexual preference 03.08.05 Hate Crime (Class X) Any act that breaks a law within this Codex that is motivated by a Discriminative purpose such as Assault due to someone's beliefs or Race will be treated as having been committed at a Higher than Normal Class of Punishment. 03.09 Poaching; defined as the hunting of animals in House de Astrea territory without permission granted by the Duke or Duchess 03.09.01 Petty Poaching(Class C) Unlawfully hunting & slaughtering any animal in amounts no more than 200 Mina. 03.09.02 Grand Poaching (Class B) Unlawfully hunting & slaughtering of any animal totalling more than 200 Mina. 04. General Crime 04.01 Littering; defined as making any public place untidy with rubbish or a large number of objects left lying about. 04.01.01 General Littering (class D) The throwing of any non hazardous goods on the ground or into the waters around Elysium. 04.01.02 Hazardous Littering (class B) The throwing of any hazardous goods that can affect the lives of citizens on to the ground or into the waters around Elysium. 04.02 Drug Use 04.02.01 Public Drug Use (Class D) The usage of any non medicinal drugs within public grounds or non designated areas is prohibited. 04.02.02 Public Drug Dealing (Class D) The Public selling or advertising of drug sales. 04.03 Trespassing; Defined as entering a location unlawfully without permission given explicitly or implicitly 04.03.01 House Squatting (Class D) The moving into any open or used house without the permission of a steward, the Duke and/or Duchess or the rightful owner(s) of the house. 04.03.02 Trespassing (Class D) Entering or being on or in someone's property without their express permission or after being asked to Leave. 04.03.03 Trespassing on Clan property (Class B) Entering or being on Private property owned by the major clans and families in Elysium without express permission. 04.03.04 Breaking and Entering (Class C) Purposefully trespassing and breaking or causing damage to property in an effort to enter a property within Elysium. 04.03.05 Defamation of Character (Class D) Actively harming one’s reputation with baseless claims. Usually only brought up if drastic. 04.03.06 Reckless Magical use (Class C) The Use of Deific, Voidal or Neutral magics in public in a way that could bring harm to other citizens and visitors of Elysium. 04.03.07 Threats and Intimidation (Class C) The use of actions or words in a manner that is meant to scare, intimidate or threaten an individual. This includes verbal threats of harm as well as acts of intimidation such as the unlawful brandishing of weapons. 04.04 On recruitment; Defined by the recruitment of Elysium’s Citizens 04.04.01 Foreign Recruitment (Class C) In which a foreign entity, not approved by the crown enters, without permission, in order to recruit members to a group or organization without any ill intent or national affiliation 04.04.02 Malicious Foreign Recruitment (Class A) In which a foreign entity, not approved by the crown enters, without permission, in order to recruit members to a harmful group, an outside military force or when any group targets children or other vulnerable groups 05. Dark Acts and Creatures 05.01 Dark Worship; defined as the unlawful worship of the Dark Gods, Undead or dark magic creatures 05.01.01 Worship (Class A) Conducting any cult activities related to or to empower Dark Gods, Undead, Voidal entities, or powers that belong to them, Or the aiding of those that do. 05.01.01 Defiling Temples of the Aenguls or creator (Class B) Any acts taken within a temple of the Aenguls or the creator which is deemed blasphemy or sacrilegious in nature as decided upon by the clergy of the temple in question will be counted as Defiling of a temple of the Aenguls or the creator which will carry an additional charge on top of any other charges that may of resulted in the defiling such as murder, summoning or battery within the temple of the Aenguls or creator. 05.02 Dark Arts Practice; defined as the unlawful use or Practice of dark arts related to the Dark Gods, Necromancy or other forms of Dark Magic. 05.02.01 Practice (Class A) The practice of any Dark Magic’s within Elysium such as Mysticism, and the summoning or creating of dark powers that may pose a threat to the city or its citizens. 05.02.02 Public Summoning (Class A) The Public summoning and use of any form of dark or demonic creatures within the Duchy of Elysium is forbidden. 05.02.03 Mental Assault pertaining to Dark Arts (Class A) Any mental injury or assault caused by the committing of Dark arts in any way shape or form will be treated the same as if the assault had been physically performed upon the victim whether intentional or not. As such the class of Crime is determined as per the classes of each tier of assault. Furthermore any fines that were to be levied are to be paid directly to the victim to help finance their recovery. 05.03 Dark and Dangerous Creatures; defined as creatures of Undead, Dark, Demonic or Voidal Nature. 05.03.01 Dark Creature (Class A) Any creatures that are considered dark in nature or Darkspawn as known by the followers of the Aenguls and/or Creator. This can include Dark mages that have transformed beyond their mortal form or any other being corrupted by dark forces. This includes things such as Draconic/Drakkar and Mystics, as Clarifying that any being which the Aengul’s Xan or Tahariae opposes is inherently a dark creature as far as this Codex of Law is Concerned. 05.03.02 Voidal Creature(Class A) Any creature that is deemed a threat to Elysium or its people that has been summoned from or simply originates from the void. Also includes creatures that are voidal in nature. 05.03.03 Undead Creature (Class A) Any Person if they can still be considered that, found to be one of the many kinds of undead found throughout the world. Including but not limited to Vampires, Zombies, Liches and Ghosts. 05.03.04 Assisting dark creatures (Class A) Knowingly keeping or assisting any dark magic creatures, undead or Voidal creatures that pose a threat to the city or it’s citizens by any means. Includes housing, feeding, sympathizing, 06. On the Application of Punishments 06.01 Imprisonment; As defined by the constant imprisonment of a person with minimal interaction with the outside world. 06.01.01 Jail Time may consist of interrogations by any agent of the Military or Crown Government in order to gain any additional information 06.01.02 The use of Torture in Interrogations shall only be Approved by the Sovreign, Heir, Lord Commander or Minister of Defence failure to receive proper permissions by leave agent open to prosecution under 02.01.06 On Torture 06.02 On the Criminal Registry; as defined by the list of persons tried and sentenced of crimes in varying degrees 06.02.01 Those who are charged for any crime of class C or Higher will be registered within the Criminal Registry 06.02.02 Those Charged with Class B or higher and remain registered within the Criminal Registry may be searched at any time by a member of the Military 06.02.03 Those Convicted of a Class A crime shall have the right to bear arms or armor revoked, shall submit to regular searches of person and property and shall face increased scrutiny when dealing within Elysium at the discretion of any particular government official 06.02.04 Any person Registered within the Criminal Registry shall have any future crimes increased by 1 class and shall face charges of that particular class regardless of crime committed 06.02.05 A name may be removed from the offenders list at the discretion of the Sovereign of Elysium. 06.03 On Forced Labour; As defined by the requirements of those persons sentenced to Forced Labour and the quality of life provided to them 06.03.01 The Sovereign and the Council of Elysium have decided upon a list of minimum requirements those sentenced to forced labour must be entitled to during their imprisonment.which shall be the following -Beds or Stretchers to Sleep in. -Shelter from the elements. -6 hrs Rest a day. -18 hrs of forced labour per day max. -Food and Water -2 substantial meals per day (Breakfast and Dinner), 15 minute breaks per meal. -Tools to do the Labour -Access to Medical services -Bathing Facilities 06.04 On Prisoners of War; As defined by the requirements of those persons Captured as prisoners of war and the quality of life provided to them. 06.05.01 The Sovereign and the Council of Elysium have decided upon a list of minimum requirements those sentenced captured and judged Prisoners of war must be entitled to during their imprisonment: -Barracks and Bunks to sleep in. -Decent Bathroom facilities. -Decent Food and Water. -Meals a day (Breakfast, Lunch, Dinner), 20 minutes break to eat each. -8 hrs rest a day. -Right to Not be Physically abused. -Right to be Ransomed back. -14hrs of labour a day MAX. -Tools for any labour required of them. -Access to Spiritual services. -Access to Medical Aid. -Release back to their Faction of Origin Upon the Conclusion of Hostilities 07. Else be prosecuted under Theft of Funds 07.01.05 Taxes will be levied at discretion of the Sovereign and its appointed government Officials 07.01.06 Taxes will be collected on a per property basis. 07.01.07 Raw Materials and goods may be used in place of Mina at discretion of the Sovereign or its Appointed Government Officials 07.01.08 Taxes will be collected by the Elysium Treasury whom shall provide clear and effective methods of payment failure to do so shall result in immunity to Minor Tax Fraud 07.02 Building Modification; defined as the unapproved construction or modifications to any building Owned by House de Astrea and modifications made to any building within Elysium. 07.02.01 Government Owned Building Modification (Class B) The unapproved changes to buildings owned by the government and run by citizens. Further Details about the Rangers of Elysium will be found in The Codex of the Order of Boreal Forest 09.01.01 The Military of Elysium shall Consist of the Following Persons -The Duke of Elysium -The Duchess of Elysium -The Heir Apparent -Lord Commander of the Military -Chancellor of the Military -Senechal of the Military -Elysium High Council -Sentinel -High Warden - On an as needed basis. -Arcadian -Captain of the Outriders -Knight -Outriders -Wardens of Elysium - On an as needed basis. -The Dawnguard - On an as needed basis. -Armsmen -Scout -Administrative Staff of the Rangers -Squire -Ranger Initiate -Mercenaries on Contract with Elysium on an as needed basis. 09.01.02 Role of the Rangers of ElysiumThe role of the Rangers is to serve House de Astrea and the peoples of Elysium and uphold the law so as to promote a safe, secure and orderly society. 09.01.03 The functions of The Rangers of Elysium include the following; -Preserving the peace -Protecting life and property -Preventing the commission of offences; -Detecting and apprehending offenders; -Helping those in need of assistance -Defending House de Astrea and the de Astrean -Bloodline -Defending the City and Duchy of Elysium 09.02 Rights afforded the to Rangers of Elysium; additional rights that are afforded to the Rangers of Elysium in order to pursue peace and order within the Sovereigns lands 09.02.01 The Rangers of Elysium reserves the right to bear and use any arms within the city and Duchy of Elysium. 09.02.02 The Rangers of Elysium reserve the right to wear any armour within the city and Duchy of Elysium 09.02.03 The Rangers of Elysium exclusively reserve the right to wear The Rangers of Elysium Uniform 09.02.04 The Rangers of Elysium reserve the right to search any citizen with consent or if they suspect the citizen has broken a law covered within the codex. 09.02.05 The Rangers of Elysium reserve the right to use lethal force in defense of House de Astrea, The City of Elysium, Duchy of Elysium, themselves or others, and in upholding the laws of this codex without the fear of repercussions under the laws of this codex. 09.02.06 The Rangers of Elysium reserve the right to deny entrance into the city or Duchy of Elysium to anyone bar the Duke and/or Duchy and their agents and representatives. 09.02.07 The Rangers of Elysium reserve the right to remove from the city any individuals they deem mal-contents or see as a danger to House de Astrea or the City of Elysium. 09.02.08 The Rangers of Elysium reserve the right to levy fines for crimes committed in the city of Elysium, Duchy of Elysium in accordance with the punishment class of the crime committed. 09.02.09 The Rangers of Elysium reserve the right to arrest any criminal or those suspected of committing a crime. 09.02.10 The Rangers of Elysium reserve the right to search any home suspected of affiliation with a criminal with a stewards or Ranger Officers permission. 09.02.11 The Rangers of Elysium are bestowed the right to enforce Elysium Law on behalf of the Duke and/or Duchess and the High Council of Elysium acting as their agents and representatives throughout all of The City of Elysium, The Duchy of Elysium and it's Vassals. 09.02.12 The Rangers of Elysium reserve the right to deny entry to any individual within reason. 09.02.13 The Rangers of Elysium found in breach of any of the laws they are tasked with enforcing as per this codex will find themselves charged at a level higher than what would be considered usual for the crime. (Ex, Class D becomes a Class B) 09.02.14 The Rangers of Elysium are granted all the rights normally granted to Citizens in addition to the rights outlined in this section of the codex. 09.03. On outside forces; Defined as any military group welcomed to Elysium for diplomatic or security reasons 09.03.01 The Wardens of Elysium The Mercenary group known as the Wardens of Elysium homed within The City of Elysium and the Duchy of Elysium.   3. The Rathonian Basic Law Enforced from the 1st of the Amber Cold, Year 44 of the Second Year By the Baron of the Barony of Dùnrath, Daibhidh MacFhilib Sutharlainn at the Barony of Dùnrath. Part I - General Principles 1 The Rathonian Basic Law shall apply to facts committed in the following spaces, except as otherwise provided for in international treaties or agreements in the field of judicial assistance applicable if the offence is committed: (a) in the Barony of Dunrath, regardless of the nationality of the perpetrator; or (b) all territorial waters, defined as 50 metres from the coast of the Barony of Dùnrath 2 The Rathonian Basic Law shall also apply to spaces not being mentioned at Section 1, when the offence is committed: (a) the fact of being committed by an Rathonian resident against a non-resident of Dùnrath, or by a non-resident of Dùnrath against an Rathonian resident, provided that (i) The perpetrator is found to be in Dùnrath, or other parts of the Kingdom of Norland, where the law of the Kingdom of Norland may apply. (ii) Such facts are also punishable by the laws of the place where they were committed, but The Rathonian Basic Law shall not apply if that place does not exercise the power to punish; and (iii) Constitutes a crime that allows the surrender of the perpetrator, and such surrender is not permitted; or (b) by a Rathonian resident against a Rathonian resident, provided that the perpetrator is found in Dùnrath. The Rathonian Basic Law is applicable to facts committed outside of Dùnrath to the extent that the perpetrator has not been placed on trial, in the place where the facts were committed, or the perpetrator has evaded fulfilling all or part of the sentence imposed. Part II - Facts 3 In the Rathonian Basic Law, unless the context otherwise requires, (a) Illegal, means the action is contrary to or forbidden by the Rathonian Basic Law. (b) Not legal, or decriminalised, means the action has been stopped to be treated as illegal or as a criminal offence. (c) Legal, means the action is permitted by the Rathonian Basic Law. 4 An individual who acts with the knowledge that the fact is a crime and intends to cause that fact to occur is defined as intentional. An individual who, knowing that the consequences of an act are likely to cause the occurrence of a fact that is consistent with a crime, accepts the occurrence of that fact at the time of the act is also defined as intentional. 5 If, considering the legal order as a whole, the wrongfulness of a fact is deemed to be prevented by the legal order, the fact is not an offence. In particular, a fact is not unlawful if it is made in the following circumstances: (a) in self-defence; or (b) the exercise of a right; or (c) the performance of an obligation under the law or compliance with a proper order of the authorities; or (d) with the consent of the individual who has a legal interest in the violation. 6 The rights of the Rathonian Citizens and visitors visiting the Barony of Dùnrath are as follows: (a) The Right to not be Discriminate, on the basis of race, colour, gender, language, religion, national or social origin, property, birth, or other status; (b) The Right to Freedom of Movement, both to and from the Barony of Dùnrath, unless being banished by the Barony of Dùnrath. (c) The Right to Live, unless they have been accused and proved to have been involved in serious crime. (d) The Right to Practise a religion, unless the religion is deemed to have violated the Rathonian Basic law or the act violates other people’s rights. (e) The Right to Freedom of Speech. (f) The Right not to be submitted to slavery, servitude, forced labour or bonded labour. 7 However, the rights will not be valid when the action done violates the Rathonian Basic Law, or orders and documents issued by the Barony of Dùnrath. Part III - Punishments 8 Punishments by jail (a) The term of imprisonment is generally at a minimum of one month and a maximum of thirty five years. (b) In exceptional cases, the maximum term of imprisonment prescribed by law may be up to forty years. (c) In no case shall the maximum limit referred to in 7a and 7b be exceeded. 9 Punishments by a monetary fine. (a) The amount of a monetary fine is generally at the minimum of 100 Agnethe Deràrchean, and a maximum of 2000 Agnethe Deràrchean. (b) If the sentence of imprisonment does not exceed one year, the sentence can be replaced by a fine of the same number of hours or by another penalty that is not deprivation of liberty, except where the execution of the sentence is necessary to prevent future offences. If the sentenced person does not pay the fine, An individual shall serve the sentence imposed. 10 Banishment Banishment is defined as the individual being kicked out from town and not being able to regain residence of the Barony of Dùnrath. This status is permanent unless banishment is revoked by the Baron of the Barony of Dùnrath. 11 Execution Execution is defined as a sentence to death in the Barony of Dùnrath. It is only executed in the form of private beheading and public execution is strictly forbidden. Part IV - Extradition 12 Part IV only applies when all the following conditions are fulfilled: (a) Law boundaries, when either (i) The perpetrator commited a crime which is illegal in the Barony of Dùnrath, and the crime of which the perpetrator commited is illegal in the nation of which requested for the extradition, or (ii) The perpetrator commited a crime which is decriminalised in the Barony of Dùnrath, and the crime of which the perpetrator commited is illegal in the nation of which requested for the extradition. (b) The crime of which the perpetrator committed took place in the Barony of Dùnrath and its territorial waters. (c) The perpetrator is not a citizen of the Barony of Dùnrath, except when: (i) The perpetrator commited a crime of which its maximum punishment, according to the Rathonian Basic Law, is execution. This only applies when the victim(s) are citizen(s) of the nation of which requested for the extradition. (ii) The perpetrator commited a crime of which it is illegal in both the Barony of Dùnrath, and the Kingdom of Norland. This only applies when the nation of which requested for the extradition is the Kingdom of Norland. 13 A request by a place outside the Barony of Dùnrath for assistance under Part IV shall be refused if, in the opinion of the Baron of the Barony, or the Court of the Barony, (a) The granting of the request would impair the sovereignty of the Kingdom of Norland or the security or public order of the Kingdom of Norland or any part thereof; (b) There are substantial grounds for believing that the request was made for the purpose of prosecuting, punishing or otherwise causing prejudice to a person on account of the person’s race, religion, nationality or political opinions; or, (c) The granting of the request would seriously impair the essential interests of the Barony of Dùnrath, or the Kingdom of Norland. 14 A request of extradition must be in the form of an official document, where the document is signed by either the leaders of the place, or by its judicial entity. Part V - Treason 15 An individual commits treason if the individual, (a) kills, severely wounds, imprisons or restrain the Baron of the Barony of Dùnrath. (b) forms an intention to do any such act as is mentioned in 12a and manifests such intention by an overt act. (c) levies war against the Barony of Dùnrath with the intent to depose Their Highness from the style, honour, and royal name of the Crown of the Barony of Dùnrath, or in order by force or constraint to compel Their Highness to change Their measures or counsels, or to put any force or constraint upon, or to intimidate or overawe, Parliament or the legislature of any Rathonian territory. (d) instigates any foreigner with force to invade the Barony of Dùnrath, and/or the Kingdom of Norland. (e) assists by any means whatever any public enemy at war with the Barony of Dùnrath, and/or the Kingdom of Norland, or (f) conspires with any other person to do anything mentioned in paragraph (a) or (c) Any individual who commits treason shall be guilty of an offence and can be imprisoned for a maximum of thirty five years and/or be placed with the status of banishment, or execution. Part VI - Murder 16 Murder is defined as the unlawful killing of another individual without a valid justification, especially the unlawful killing of another human with malice aforethought. Murder is a serious offense of which any individual who commits murder shall be guilty of an offence and can be imprisoned for a maximum of thirty five years and/or be placed with the status of banishment, or execution. Part VII - Manslaughter 17 Manslaughter is defined as the unlawful killing of another individual with no intention to do so. It can be subdivided into Voluntary Manslaughter and Involuntary Manslaughter. 18 Voluntary Manslaughter is defined as an individual killing another individual with intention, but there is evidence of which the killing should not be classified as Murder depending on the situation of which the killing happened. The valid voluntary manslaughter justifications are: (a) Lost of control, where a valid event happened which led the perpetrator to kill the victim. (b) Imperfect self-defense, where the perpetrator used unreasonable force, for the purpose of defending one's own life or the lives of others by killing the another individual/party. Voluntary Manslaughter is an offense of which any individual who commits murder shall be guilty of an offence and can be imprisoned for a maximum of thirty five years and/or be placed with the status of banishment. 19 Involuntary Manslaughter is the killing of a human being without intent of doing so, either expressed or implied. It is distinguished from voluntary manslaughter by the absence of intention. Involuntary Manslaughter is an offense of which any individual who commits murder shall be guilty of an offence and can be imprisoned for a maximum of twenty five years and/or be placed with the status of banishment. Part VIII - Assault 20 Assault is defined as an unlawful threat or attempt to do injury to another. This section applies to both physical assault and mental assault. Physical assault is defined as a person doing physical injury to another, where the victim is wounded. 21 Mental assault is defined as a person doing mental assault to another, it can be in the form of verbal abuse, stalking, verbal discrimination or the restriction of the victim’s freedom. 22 Assault is an offense where the punishment depends on the severity of the case, the perpetrator can be issued a fine, imprisoned for a maximum of thirty years and/or be placed with the status of banishment. Part IX - Scamming, Stealing and Destruction of Public Properties 23 Stealing is defined as the act of taking money, items, work, or anything with value from another involving individuals/parties without the other involving individuals/party’s consent. Stealing is an offence, and the perpetrator can be issued a fine, imprisoned for a maximum of ten years and/or be placed with the status of banishment. As of Year 44 of the Second Age, the fine of Stealing is equivalent to 160% of the total value of items being stolen from the victim. 24 Scamming is defined as the act of taking money, items, work, or anything with value from others involving individuals/parties with the other involving individuals/party’s consent. But the method of obtaining the consent is unfair, or forceful. However, if the trade occurs in a trade base, where prices are clearly listed on the product, and/or the price was clearly delivered to the buyer, Section 24 cannot be used against the seller. Scamming is an offence, and the perpetrator can be issued a fine, imprisoned for a maximum of eight years and/or be placed with the status of banishment. As of Year 44 of the Second Age, the fine of Scamming is equivalent to 100% of the total value of items being scammed out of the victim. 25 Burglary is defined as the illegal entry of an entity not belonging to the perpetrator with intent to commit a crime. This also includes the destruction of private properties not belonging to the perpetrator. Burglary is an offence, and the perpetrator can be issued a fine, imprisoned for a maximum of twenty years and/or be placed with the status of banishment. As of Year 44 of the Second Age, the fine of Burglary is equivalent to 250% of the total value of items being scammed out of the victim. 26 Alternating or destroying public and/or state-owned land is an offence, including the alterations of: (a) Public roads, buildings and lamp posts. (b) Land owned by the Barony of Dùnrath. (c) All signs, banners, and public records. (d) All state-owned transportation services. (f) other government land, properties, and plants. Any individual who commits this section shall be guilty of an offence and can be issued a fine, imprisoned for a maximum of two years, and/or ask for repair whatever part was being altered. Part X - Trespassing 27 All individuals in the Barony of Dùnrath have the right to access all outdoor areas, both public and private, unless the owner of land and/or the Government of the Barony of Dùnrath stated with clear signs otherwise. The right is also known as the right of public access to the wilderness or the right to roam. 28 Trespassing without right and not leaving after a warning by the owner or their co-owner is a minor offence, where the owner of the private property can claim a compensation of up to 500 Deràrchean. If the perpetrator failed to pay the compensation, the perpetrator can be imprisoned for a maximum of one year. Part XI - Use of Magic 29 The use of magic in public is not legal but except any of the following situations, (a) The practition of Druidism, Paladinism, Chi, housemagery and Shamanism. (b) Any magic that does not change the state of an individual or public entity, including harming, wounding and transporting. 30 Magical items can be brought into the Barony of Dùnrath as long as all the following conditions are fulfilled: (a) The item is declared at the gates to the Barony of Dùnrath, and would be recorded by the Barony of Dùnrath. (b) The item is on the list of permitted magical items. All other magical items must be handed in to the guards and it will be kept until the departure of the individual.
  4. Talon’s Port Lawbook Revised and Published as of 23 S.E EDITED and updated on the 27th year, S.E (1) Citizen and Visitor Laws and Rights 1. Citizens of Talon’s Port are defined as those who own or live within a residential property within the city, or have expressly been granted citizenship by a member of the Council. Meanwhile, visitors of Talon’s Port are defined as those who do not own or live within a residential property within the city. 2. Businesses do not count as residential properties unless somebody is living within them. The owner of a stall, for example, would not be automatically given citizenship rights. 3. Any item of clothing that obscures the face should not be worn in Talon’s Port unless it is approved by a member of the Talon’s Port Militia, or a councillor of the city. Failure to comply with a Militia member’s or councillor’s request to remove a face covering will be met with the forcible removal of the face covering, or forced removal from the city. 3-a) Members of the Talon’s Port Militia have the right to question anyone who does not abide by this law, and determine whether they can keep the mask on or must take it off. 4. Citizens and visitors of Talon’s Port are legally allowed to carry weapons, however this only applies if the weapons are sheathed. Unsheathed weaponry is not permitted, unless for a specific purpose, such as defense of the city, self defense, or otherwise legally permitted and given permission from a council member or steward. 5. It is illegal for visitors to wear heavy armor (mechanical pvp armor) within the city of Talon’s Port unless there is a specific, permissible reason behind wearing the armor, such as for self defense purposes or city defense purposes. 6. Citizens and visitors are held to the same general expectations, and will be required to uphold and follow the laws listed in this book. Should a citizen or visitor abuse their rights whilst within the city, they may be, depending on severity of the law broken, their punishment may range between a minor punishment and a major punishment. (2) Freedoms of Talon’s Port 1. Citizens of Talon’s Port have a right to freedom of speech. This is disallowed should the freedom be abused for the sole purpose of inciting havoc, such as shouting ‘fire’ in a crowded building when there is no fire present. 1-a) This is also disallowed should the freedom be abused for the purpose of racism of any kind, whether it be against Dwarves, Elves, or Humans. 1-b) This is also disallowed in the event of verbal harassment of a citizen or council member of Talon's Port. 1-c) Should somebody physically retaliate for something such as verbal harassment, both sides will be investigated and a decision will be made by the militia, or by extent, the council, on whether or not the retaliation was justified. 1-d) Should the retaliation be declared unjust, punishment will be given to the one who retaliated based on the punishment in the respective clause of the lawbook. For example, should somebody be yelled at in the street and see it as a cause to stab the one who was yelling, this may be declared unjust and the one who retaliated would be punished in accordance to the laws of assault or attempted murder. 2. Citizens of Talon’s Port are not allowed to falsely and knowingly defame a person. Should a person falsely and knowingly defame another citizen of Talon’s Port, they are liable to a fine of around 25 minas, or forced removal or banishment from the city depending on the damage that was caused through said defamation. 3. A person may not impersonate a citizen of Talon’s Port at any time. 3-a) Impersonation of an ordinary citizen may result in temporary imprisonment and a fine of 15 minas. 3-b) Impersonation of a militia member, a steward, or a council member may result in temporary imprisonment and a fine of 25 minas. Banishment is considered should there be any damage done during the impersonation. 4. Citizens of Talon’s Port have a right to religious and cultural freedom. 4-a) This right is only waived if any other laws of Talon’s Port must be broken to achieve worship or culture, and will result in proper punishment as designated in other clauses of the lawbook. 4-b) Any attempt to forcibly convert a citizen of the city to a religion or culture is disallowed, and will be met with a fine of 10 minas alongside forced removal from the city. (3) Property Laws 1. Citizens of Talon’s Port have a right to owning property within the city, whether it be a personal residence or business, and this home cannot be seized by the government without prior warning or proper reasoning. Proper reasoning would include inactivity within the city, banishment from the city, or failure to comply with laws relating more generally to homes and businesses. 2. If there is suspicion of illegal activity within your residence, officers of the Talon’s Port Militia or enlisted members (with express permission from an officer) have a right to search your property and seize any illegal items, or halt any illegal operations. 2-a) Failure to comply with a militia officer’s request to search the property will result in forced entry, and the property owner will be apprehended until the search has been completed. 3. A person may not take up illegal residence within a property in Talon’s Port. If discovered, the person would be subject to forced removal from the residence. 3-a) The definition of illegal residence being that a person is living within a house that they do not own, or have permission from the legal owner to live within. 4. Businesses in Talon’s Port may enforce their own rules, given that they are not discriminatory or contradictory to Talon’s Port general laws. 4-a) As for discrimination, this is chiefly defined as racial discrimination. For example, a business owner may set an age limit to enter their store and enforce it without legal repercussions, though they may not create rules that bars mixed elves from utilizing a business, or intentionally making the utilization of a business for a specific race, culture, or religion difficult. 4-b) Failure to comply with this will result in a warning from the Talon’s Port Council, and any future warnings of the same regard may result in the business being shut down or the owner expelled from the city. 4-c) If a person has been known to be troublesome to a business owner, or to the city in general, it is not discriminatory to bar them from entering a business. 5. A person may not enter the private property of another without permission from the owner of the property. If the person does not exit the property after one warning from the owner, the Talon’s Port Militia has a right to apprehend the person and levy a fine of 10 minas, half of which goes to the Talon’s Port treasury and the other half of which goes to the property owner. 5-a) Private Property is considered a space that is owned by a citizen of Talon’s Port as opposed to the city itself. For example, if somebody were to enter a private residence that had a door open, and the owner requested that the person leave, failure to comply gives the owner a right to contact the Talon's Port Militia to forcibly remove the person from the property, or remove the trespasser themselves without legal repercussion. 5-b) Businesses still count as private property despite being publicly used. If a business owner asks a citizen to leave their property for any non-discriminatory reason, the same rights apply to the owner of the business. 6. Destruction of private or public property within the city of Talon's Port is disallowed, and will be met with a fine that is determined by the estimate of damage caused in minas doubled. If the cost of the destroyed property is unknown, a steward or council member is to be contacted to value the damage and offer a final amount for the fine. The fine is split evenly between the Talon's Port treasury and the owner of the property that the damage occurred on. 6-a) If multiple properties are damaged, this is viewed as separate counts of destruction of property, and a different fine is calculated for each property affected. (4) Magic Laws 1. Magic is legal within Talon’s Port, given that it is not used in a way which violates any laws. 2. Property owners have a right to create their own rules of casting within the property (within reasonable and fair use), though they cannot deny service to somebody for the sole reason that they use magic. 3. For a magic user to properly cast and use magic freely within the port, a license must be in possession, this one handed over by the authorities of the magic department of Talon’s Port. To fail following this rule will result in payment of a fee alongside a blacklisting from any and all magical work within Talon’s Port. A different license is required for the use of the Obelisk and for the access to educational activities. 4. Dark arts are not allowed within Talon’s Port, such practices can be punishable with both banishment and death penalty. Same as the wrong use of any other common art. 5. Possession of not authorized Obelisks will result in the destruction of such and punishment to the owner/creators, alongside a fee for any possible damage to the environment of Talon’s Port. 6. The creation and use of Voidal Tears are strictly forbidden, those that work with such will be punished with banishment from Talon’s Port, alongside any other punishment decided by the Talon’s Port Authorities. 7. To participate in the education/training of magical arts within the nation is required to be in possession of a license (Read Magic law section 3). If not, any action within the city and it’s magical artifacts for education and any other purpose will result in punishment and the payment of a fee. 8. The location and access to the Talon’s Port Voidal Obelisk is only to be given to those with a license and authorization for such. If someone without license or authorization for learning is found within the Obelisk chambers, they shall be given a fee to pay. 9. The illegal trading/use of enchanted objects will result in the confiscation of said magical artifacts and the payment of a fee. To avoid this, one must register said items under the name of the owner and license to the Talon’s Port Magical Department. 10. False advertisement of any magical art, manipulation via use of magic arts and/or selling of non-authorized magic related objects/arts will result in both blacklisting and banishment. 11. To lie about the possession of an art or to provide half truths about both knowledge and progress within that mentioned art will result in a blacklist and/or removal of any magical license. 12. Alchemy, Housemagery, Voidal arts and Shamanism, etc, all fall under the Talon’s Port Magical Department authority, all of them require a license and authorization. To not follow this rule will result in blacklisting. 13. Seeing as Housemagery is mostly daily-use focused than combat, it shall be allowed to be used within one’s home without need of supervision and/or license. Yet, any other magic or art shall be informed to the Talon’s Port Magical Department for it’s use. A license will not be required for the use within one’s home, as previously stated, but it is needed for the mage to inform the Department of any ability to avoid any chaos/misuse related to Magical Arts. 14. A magical art user’s identity and abilities shall be kept secret and/or restrained from outsiders to avoid both harassment and mage hunting. A mage itself is free to reveal its own identity and abilities to other under its own free will, but is the Talon’s Port Magical Department’s duty to keep that information secret from the public. Any worker of said branch failing to comply to this rule shall be removed of its position and/or punished further by the proper authorities. This, of course, includes the payment of a fee. 15. The possession of any magic related group, sect or the like without the overseeing and authorization of the proper authorities will result in blacklist, dissolving of said group within the nation and the payment of a fee. 16. The use and trading of any Alchemy related object shall be overseen and authorized by the Department. Any lab, stall and/or greenhouse shall be authorized by the same branch as well. To not follow this rule will result in the right punishment, this one most likely a blacklist or a fee. 17. Magic related conflicts between factions are not to be accepted within Talon’s Port. Druids may not attack Voidal mages nor vice versa, same rule applies to Paladins and Azdrazi. If a party attacks the other, the attacker is to be punished by the council and the victim may have a word upon the punishment to be delivered. This however, is just to avoid aggression and the hunt of individuals out of personal gain. (5) Crime Laws 1. Theft 1-a) Petty Theft is considered anything under a value of 30 minas, and will be met with the thief returning the object(s) of value to the owner alongside a fine of 20 minas, half of which goes to the Talon’s Port treasury and the other half of which goes to the owner who had been stolen from. 1-b) Major Theft is considered anything between the values of 31 minas and 100 minas, and will be met with the thief returning the object(s) of value to the owner alongside a fine of 40 minas, half of which goes to the Talon’s Port treasury and the other half of which goes to the owner who had been stolen from. 1-c) Grand Theft is considered anything above the value of 100 minas, and will be met with the thief returning the object(s) of value to the owner alongside a fine of 60 minas, half of which goes to the Talon’s Port treasury and the other half of which goes to the owner who had been stolen from. The thief is imprisoned for a duration of time, which is decided depending on the severity of the crime. 1-d) If the theft is attempted and the thief caught before they can escape, the category of theft depends on the value of items that they have stolen at their time of being caught. 1-e) Any acts of thievery will end in the removal of one finger from the dominant hand, with the first act being the removal of the pinky, and the fifth act being the removal of the thumb. 1-e-1) If any acts of thievery are able to be debated upon, a public trial would be in place. If considered to be innocent, the defendant may walk free, with no punishments or charges. 1-e-2) If found to be innocent at a later date, any removed fingers/hands will have a prosthetic made for them, paid for by the government. 2. Bribery 2-a) Bribing, or attempting to bribe a member of the Talon’s Port Militia, a steward, or a council member is disallowed within the city. This is punishable by imprisonment for two elven hours, alongside a fine of 20 minas. 2-b) The official who was bribed will be punished accordingly by the council or the sovereign. 3. Coercion 3-a) Forcing a citizen within the city of Talon's Port to do anything against their will, through threats, magic, or otherwise is disallowed, and will be met with a fine of 50 minas which is split evenly between the Talon's Port treasury and the victim, alongside banishment from the city. 3-b) Should the victim be coerced into breaking any laws within Talon's Port, the victim is exempt from punishment if sufficient proof is given. 4. Extortion 4-a) Minor Extortion is considered attempting to coerce a citizen of Talon's Port into payment of 99 minas (or goods of equal value) or less through threats, withholding of property, or other means. This will be met with the return of any extorted goods or minas, alongside a fine of half the minas of the value of what they were trying to gain from the extortion that is split evenly between the victim and the Talon's Port treasury. 4-b) Major Extortion is considered attempting to coerce a citizen of Talon's Port into payment of between 100 and 249 minas (or goods of equal value) through threats, withholding of property, or other means. This will be met with the return of any extorted goods or minas, alongside a fine of half the minas of the value of what they were trying to gain from the extortion split evenly between the victim and the Talon's Port treasury alongside forced removal of the coercer from the city. 4-c) Grand Extortion is considered attempting to coerce a citizen of Talon's Port into payment of 250 minas (or goods of equal value) or more through threats, withholding of property, or other means. This will be met with the the return of any extorted goods or minas, alongside a fine of half the minas of value of what they were trying to gain from the extortion that is split evenly between the victim and the Talon's Port treasury, alongside forced removal from the city. 5. Assault 5-a) Harming a citizen within the city of Talon’s Port is disallowed, and punishment includes imprisonment of the accused party alongside a fine of between 30 minas and 600 minas depending on the intensity of the attack, half of which is given to the Talon’s Port treasury and the other half of which is given to the victim. Should the circumstances be extreme, the attacker may be subject to the amputation of a finger for each offense, banishment, or execution should the victim have nearly been killed. 5-a-1) The intensity of the attack is determined by an officer of the Talon's Port Militia or Talon's Port council member based on their own observations and the injuries of the victim. 5-a-2) The removal of one finger per act of assault will also be done, starting with the pinky and ending with the thumb. 5-b) Attempting to harm a citizen within the city of Talon’s Port is disallowed, and punishment includes a 50 mina fine which is split between the Talon’s Port treasury and the victim and forced removal from the city. 5-b-1) The removal of one finger per act of assault will also be done, starting with the pinky and ending with the thumb. 6. Threats 6-a) Threatening a citizen within the city of Talon’s Port with bodily harm or other means is disallowed, and punishment includes banishment from the city upon the request of the threatened party, and a fine of 50 mina’s. 7. Murder 7-a) First Degree Murder is considered premeditated killing of an innocent individual, and is punishable by imprisonment before execution of the accused party. 7-b) Second Degree Murder is considered provably unintentional killing of an innocent individual, and is punishable by a fine of 50 minas before banishment from the city. 7-c) Attempted Murder is considered a premeditated attempt to kill an innocent individual, and in punishable by execution of the accused party. 7-d) If the murdered individual is a known criminal within Talon's Port, the killer will be imprisoned until an officer of the Talon’s Port Militia or a Talon's Port council member can review the situation. 7-d-1) Members of the Talon’s Port Militia who murder an individual while attempting to enforce a law will have the scenario reviewed by the marshal of the militia, or the Sovereign of Talon's Port. 7-e) If the murdered individual had attempted to commit a harmful crime against the killer, this will be counted as murdered in self-defense. The killer will be imprisoned until an officer of the Talon’s Port Militia or a Talon's Port council member can review the situation. 8. Kidnapping 8-a) Kidnapping or Attempted Kidnapping of a citizen with the city of Talon’s Port is disallowed, and will be met with a fine of 50 minas which is split evenly between the Talon’s Port treasury and the victim, alongside banishment from the city. 8-b) Kidnapping or Attempted Kidnapping of a council member within the city of Talon’s Port 9. Fleeing and Fugitives 9-a) Attempting to circumvent the Talon's Port legal system through fleeing from a crime or other means is disallowed. When a fugitive is caught, their original crimes will carry double the weight once they are punished. 9-a-1) Anyone who flees from a crime will be considered a fugitive by the Talon's Port Militia. 9-a-2) Any fugitive who has been legally punished for their crimes is no longer considered a fugitive, and they regain their prior rights. 9-b) Fugitives are exempt from any legal protections that the city of Talon's Port may provide citizens and visitors. 9-b-1) Any crimes committed against a person who is a known fugitive will not be held against a citizen or visitor within the city. 9-b-2) Should a fugitive be coerced into committing a crime that harms others in the city beside the fugitive themselves, the fugitive will not be at fault but the person who forced them into it, since this is viewed as directly harming a citizen of Talon's Port. 10. Treason 10-a) Treason is defined as plotting against the rulership of Talon’s Port, or sharing sensitive and secretive information with the enemies of Talon’s Port. This will be with a trial for the accused party. 10-a-1) If attempting to evade said trial, the accused party will immediately be seen as guilty, and will be killed as soon as possible. 10-a-1-1) If unable to be caught, those accused will be kill-on-sight and wanted within the lands of Talon’s Port. 10-b) If attempting to assassinate a member of the council or the Sovereign, those who attempted the act will immediately be captured for execution. 10-b-1) If unable to be caught, those who attempted the act will be kill-on-sight, and sought within the lands of Talon’s Port. 11. Tax Evasion 11-a) Each time resident taxes aren’t paid each elven week, a fine of 50 mina’s will be given. 11-a-1) After two elven weeks, an eviction notice will be given, and if the fine is unpaid it will be raised to 100 mina’s, along with the amount of mina’s they owe for their missed weeks of tax paying. 11-a-2) The homeowner may alert the council that their taxes will not be paid, in which the council will most likely understand, and allow the taxes to be missed as long as they are paid afterwards 11-a-2-1) If unable to alert the council beforehand, the homeowner may alert the council afterwards, and with good evidence the council will most likely understand. 12. Vandalism 12-a) Vandalism is an act with a fine of 30 mina’s, half going to the Talon’s Port treasury, the other half going to the current resident of the vandalized site. 12-a-1) If there is no current resident, the amount of 30 mina’s is to go directly to the treasury. 13. Stalking 13-a) Stalking with intent to scare a citizen is a crime with a fine of twenty mina with a restraining order issued on behalf of the victim. 13-a-1) If the victim is not a citizen, it would be instead a fifteen mina fine with a written apology to the nation of which the victim comes from. 13-b) Stalking with intent to harm or maim a citizen is a crime with a fine of thirty mina and a digit removed from the perpetrator's hand. 13-b-1) If the victim is not a citizen, it would be instead a twenty five mina fine with a written apology to the nation of which the victim comes from with a digit removed from their hand and a restraining order issued on behalf of the victim. 13-b-2) If the victim is, indeed, harmed, whether citizen or not, three digits are removed from the perpetrator, a fine of sixty mina is collected with half turned in to the victim for damages and half to the city. 13-c) Stalking with intent to kill a citizen is a crime with a fine of eighty mina, half of which is to be paid to the victim and half to the city, with three digits removed from the perpetrator's hand, and a banishment from the city of Vortice. 13-c-1) If the victim is not a citizen, it would be instead a one hundred mina fine with a written apology to the nation of which the victim comes from, five digits digits removed from the perpetrator's hand, and whatever the nation of the victim sees fit to the perpetrator with all legal rights handed over to the leaders of the other nation. 13-c-2) If the victim is indeed killed, it would be one hundred fifty mina fine, half to the victim's family and half to the city, with a written apology to the nation of which the victim comes from OR the family of the victim, five digits removed from the perpetrator's hand, and a permanent banishment from not only the city of Talon's Port, but also the nation of Vortice. (6) Militia Laws 1. If one accused of a crime feels as if their legal rights were violated by a member of the Talon’s Port, they may send a letter to the Praetor of the Talon’s Port Militia. 1-a) If one accused of a crime feels as if the Praetor is biased, they may send a letter to a different councillor, for the matter to be brought up within the next council meeting.Members of the Talon’s Port Militia have the right to temporarily imprison anyone who is accused of a crime, no matter how small the crime may be. 2. Militia members hold the right to arrest any who have, or are suspected to have committed a crime, no matter how big or small it is. 2-a) This can be done with or without the permission of a high ranking member of the Militia, but a high ranking member of the Militia must be sent notice of the imprisonment immediately after. 3. Militia members out of uniform are still considered militia members, and still hold the right to do their jobs while considered ‘off-duty’. 4. Members of the Talon’s Port Militia are to be paid each elven week, with the amount dependent on the amount of work done by the member.
