Let this be recorded in ink and memory alike… for it is ne with pride, but with sorrowful heart and clarity of duty, that I, Iryne Ibarellan, last reigning Princess and ROYARCH of Celia’nor, deliver this final decree.

The War of Aevos has scorched our earth and stained our hopes. Kingdoms rise and fall, but there are some wounds too deep to close. Celia’nor, the dream once forged from ash and starlight, has found its end. Ne in a single battle, nor a swift blow, but through a long and withering collapse of betrayal, of loss, and of silence in the face of suffering.

We endured for as long as fate would allow. We fought to shield our people, to honor the vows of old, and to preserve the legacy carved by our founders. Yet in the end, we could ne shield all. The lands lie bloodied. The walls echo with mourning. And there is ne future left beneath this banner.

Therefore, I hereby surrender the lands Principality of Celia’nor in full to the Principality of Caurost, to be governed, sanctified, or reforged as they deem fit. From this day forth, Celia’nor shall cease to exist. Its name forever dissolved. It shall ne be reclaimed. It shall ne be invoked. The land of the phoenix shall soar ne more.

This surrender is final, and it is given ne in fear, but in preservation. Ne longer shall our people suffer beneath the weight of ideals shattered and thrones crumbled. Let them live without the burden of war, free to mourn and to rebuild elsewhere in peace. The lands once under our rule are now property of the Principality of Caurost, and their future lies in the hands of those who will raise them anew.

Furthermore, and with the heaviest of hearts, I declare:
In light of the violence, the treachery, and the shameful desecration of all we once held sacred, all born or wed after myself within the main line of the Ibarellan talonnii shall be stripped of the name to ensure its sanctity. The bloodline, as it pertains to its royal bearing, ends here. None shall falsely claim the Ibarellan name nor the titles once tied to it. Those who dare speak it in deceit or title shall be considered forgers of legacy and desecrators of the truth. Let ne false crowns rise from ash.

I ask only this: that the people of Celia’nor be treated with dignity. Let them remain if they so choose. Let them depart without chains should they desire peace elsewhere. Let ne more harm come to those who have already endured far too much.

Let this be the last breath of a realm once proud, once radiant, now laid to rest. Ne in disgrace, but in remembrance. Celia’nor shall live on only in the quiet hearts of those who knew her… and it is there she shall remain, undisturbed, eternal in only memory.

Let this missive serve as both solemn reflection and unwavering promise.

The once-proud halls of Celia’nor stand quiet. The Ibarellan family, once central to the governance of our realm, has withdrawn without a word or farewell. The High Council, once entrusted with stewardship, honor, and vigilance, has dissolved into silence. What remains is not ruin, but a resilient people, steadfast and courageous, calling not for rulers, but for responsibility. Not for dominance, but for dignity.

It is in answer to that call not for myself, but for all of you that I, Siofra Adiler, step forward, not with ambition in my heart, but with duty on my shoulders. Not to claim a throne, but to safeguard the voice of a people too long unheard.

With the support of the remaining Diraar and the loyal citizenry, I hereby declare the formation of a Transitional Regency, a temporary body not meant to reign, but to protect, listen, and rebuild alongside the people. Until a new and representative government may arise, I shall serve not as ruler, but as caretaker, guided by the will of the community and those who have remained devoted to our shared home.

To assist in this undertaking, I name the following to a Temporary Council, composed of individuals whose commitment to unity and service cannot be questioned:

• Iris Soltee, a steadfast heart and tireless advocate of the people,
• Mirathen Thalendir, whose loyalty lies in peace, not power,
• Elgras Soltee and Aganar Kalgan, protectors of the people and defenders of our values.

Together, we pledge to govern transparently, to consult openly, and to act accountability. We do not stand above the people; we stand among you, in service.

Let us speak plainly: Celia’nor, as it stood, committed grievous wrongs both within, through neglect and misgovernance, and beyond its borders, most notably against Healun’or.

In pursuit of justice, I hereby affirm: should I be confirmed as the next leader, I will bend the knee to Healun’or and fully accept all terms they set forth. That journey has already begun, marked by the payment of 1,500 minas as a gesture of sincerity and commitment. The remainder of the agreement will be published in due course by Healun’or. This is not surrender, it is a step toward accountability and a future built on trust, not fear.

As for Helious and Cerulia, I extend humility and recognition. They shall be granted independence, free to govern themselves and to claim titles of their choosing. Though our political ties shall end, I hope our bonds of mutual respect and peace endure.

“What was built in secrecy must be undone in the light of truth.”

Therefore, in accordance with the will of the people and in honor of our commitments to peace, I hereby declare:

“That which was built in shadow must be torn down in light.”

And now we come to the crux of this missive.

By mutual agreement, by the will of the people, and by the terms reached with Healunl’or, we declare:

CELIA’NOR, AS IT WAS KNOWN, IS HEREBY DISSOLVED.

his dissolution is not a defeat, but a renal. We cast aside the broken architecture of legacy and dynasty. We mourn no crown, no crest, but instead rejoice in the chance to build anew.

The Ibarellan family shall henceforth hold no title, no land, and no position of leadership. They may reside within the nation, but they will bear no influence over its governance. Their era is ended, and their legacy will serve as a lesson, not a foundation.

And to the Royarch: if you believe another is more suited to lead, do not cloak your intentions behind closed doors. Step forward. Address the people. Let them judge for themselves. We will no longer abide by leadership born of secrecy. Let all who would guide this nation do so in the light of day.

Let this be written and let it be remembered, ne as a mere declaration, but as a final breath—a farewell bound in sorrow and love.

When the ashes of Almaris scattered into the wind, it was believed that Celia’nor had perished with it. Our homes had burned, our golden tree had turned to cinder, and the banners that once soared with elegance had been cast into ruin by war and monstrous calamity. Our people, those proud and luminous of spirit, were left broken, scattered across the seas with little more than memory and mourning to guide them. Many thought that was the end. Many believed that Celia’nor, proud jewel of the east, would live on only in whispers and old songs.

But they were wrong. Ti, they were wrong.

In the early days of Aevos 82 years ago, when the stars above seemed dim and the roads ahead uncertain, Celia’nor was reborn. From scattered embers rose the hand of our predecessors, the former Princess Royarch, my haelun, Illyria Ibarellan—who alongside my maln, the former Prince, Aevar Ibarellan, and those of our lliran, some by the names of Sylvin Cerusil, Sylvir Cerusil, Atheleon Py’lrie, Irelia Py’lrie, Ronan Acaln’sae, Llora Soltee, and Raziel Amethil, gathered our people once more, uniting those who had ne forgotten.

With their return came the seed of our salvation, a vision for what could be, built upon the bones of what once was. We journeyed together through ice and stone, and when the stars shone their light upon us again, we planted our hopes into the northern mountains. There, amid wind and snow, the Golden Tree bloomed anew, ne as it once was, but as something stronger—its roots forged by suffering, and its branches lifted by hope.

Celia’nor was ne reborn in splendor, but in resilience. We built ne just walls and towers, but trust, kinship, and purpose. The courts once more bustled with life. Festivals echoed through the halls. Culture was sung into being. We were whole. Once more, our banners flew high, kissed by the light of hard-won peace. And for a time, it seemed our destiny had been rewritten—ne as the tale of a nation that fell, but as one that endured.

Yet time, cruel in its silence, weaves differently than hope. The world turned once again to fire and war, and this time, it was ne monsters that came for us—but betrayal, division, and the sharpened tongues of lliran who turned away.

Even so, I will ne allow the final word of Celia’nor to be one of bitterness. We endured once, and we endure now, though in a different form. That is the lesson of our people. That is the legacy I hold, and the truth I now face.

And so, it is with grief and unwavering duty that I write what comes next…

Mere years, after the crown was passed unto me, the world unraveled. The realms descended into chaos, and war swept across the plains of Aevos like a storm with ne end. Blood painted the earth. The songs of life turned to wails of mourning. We fought, ti, we fought without hesitation, without regret, for our lliran of Haense, for those we call allies, for the vision of peace we so desperately wished to believe in. Even as steel clashed and fire fell from the skies. we stood. we gave all we could.

But amidst the chaos, shadows crept in—ne from without, but from within. Whispers grew teeth, and those I once looked to with trust… those I called lliran, even a figure of my talonnii, bared their fangs when I, and our land, was most vulnerable. They struck ne with sword, but with silence, with slander, with betrayal disguised as loyalty. And oh, how I had trusted them.

When my strength began to fade, when my body grew weary and my breath became shallow in sickness, I believed they would stand for me as I had always stood for them. But instead, they turned their backs. One by one, they slipped into the shadows, ne in mourning, but in greed. The halls I once thought sacred became echo chambers of falsehood and deceit. Those within the council I once held dear deserted me. A member of my talonnii I would have died to protect raised their hands ne in comfort—but in hunger, clawing for what they could take.

The treasury, built from years of service and sacrifice since our new beginnings, stolen. The armory, forged from the dreams of our founders, our people, over the course of 82 years, robbed… and stripped bare of every ounce of our denizens' effort. And the very names I once wept besied now speak in venom, poisoning all we fought to protect. All while I lay there—too weak to rise, too broken to fight, forced to watch as those I cherished tore our realm apart with quiet smiles and whispered knives.

What I thought was eternal… was ne so. I believed Celia’nor to be immortal. I believed our people had weathered every storm the world could cast upon us. But I see now—ne, it is ne so. For even stars fade. And even legacies can be stolen in the dead of night.

I tried, lliran. I tried. Through breathless nights and fevered ailments, I clung to hope, to the belief that if I just held on a little longer, I could restore what was lost. But now, standing amidst the embers, I see the truth: Celia’nor is ne longer the beacon it once was. The light we followed has been swallowed by shadows too vast to chase away.

And perhaps… perhaps it is better this way. Before ruin consumes every memory, before the name is sullied beyond recognition by those who betrayed it, perhaps it is best we place it to rest. That the Celia’nor I loved—we loved—remains a chapter in the annals of history unmarred by the rot now festering in its walls.

For Celia’nor’s place in these lands has passed. Its time is done. What remains is but a dream fading at dawn.

And so, I do what I must. Ne out of bitterness—but love. Love for what we once were. Love for what we hoped to become.

Before the dream becomes a nightmare, I will let it rest in peace.

Albeit through trembling hand and a heart weighed by sorrow, after long nights of reflection and amidst wavering decision, I now place my name to this decree. Following the numerous proposals brought forth by Hadrian van Aert—words I once cast aside with silent defiance—it is upon this day, beneath dim skies and with a soul burdened by grief, that I hereby concede.

I do ne make this choice lightly, nor without ache. It was ne my intention, ne my hope, to see our great bastion handed to another. And yet… it is as I have said: our people have suffered far too long. We have bled upon stone, cried in silence, watched as kin turned stranger, and stranger turned thief. Our halls, once filled with the joy of revelry and the music of culture, now echo with ghosts. Betrayal. Theft. Lies... These are the gifts we were left with in the place of peace by those once trusted.

The vision our land once bore… that radiant dream built by our founders’ hands and our lliran’s love—has been fractured beyond repair… What once stood as a beacon for Mali’thill pride, culture, and unity… now sits clouded, warped into something make-believe and inconceivable. I held on for as long as I could. But even the strongest of hearts must know when to let go.

Thus, to preserve what remains—to protect what still lives, even if only in memory—I choose, at last, to yield. I hereby accept the terms set forth by Hadrian van Aert, ne for myself, but for the safety and dignity of those I still hold dear. Let what remains of our people find refuge, let their blood ne be spilled in vain. Let the terror of those who torment them, avert their gaze from our people’s sorrow.

And while the name of Celia’nor shall no longer grace the peaks and valleys of these lands… its memory, built within the span of the last 82 years shall endure through the annals of history. The legacy of what once was—the beauty built by Illyria and Aevar, by Sylvin and Sylvir Cerusil, by Raziel, Celius, Llora, Atheleon, Irelia, and all our cherished lliran—shall ne be forgotten. Ti, it will be remembered. Treasured. Protected in the quiet places of memory and in the pages of history, where it shall remain untarnished.

This is the final gift I can give to the people, the lliran, I could ne save. To let them live. To let it rest.

Thus, I hereby adhere to the terms presented by Hadrian van Aert—ne as defeat, but as closure. A safeguard for the lives that still remain, and a preservation of the legacy that must be allowed to sleep in peace.

The terms of the agreement, to which I now solemnly affix my name, are as follows:

1. Dissolution of the Principality

 The Principality of Celia’nor, as it has existed since its rebirth upon Aevos, is hereby formally and irrevocably dissolved. Its sovereignty, governance, and claim to the lands it once held shall cease in full. The name Celia’nor shall no longer stand as the title of any reigning nation, nor shall it be permitted to be invoked in any official capacity moving forward.

Henceforth, Celia’nor shall exist solely as a memory, enshrined in history and honored only by remembrance. Any who falsely claim its name, titles, or bloodborne rights in deceit—those who would seek to wear its crown in arrogance or falsehood—shall be considered enemies of both legacy and law. Let it be known: such false claimants shall be subject to persecution and death, their actions marked as betrayal against the truth of what once was.

1. Transfer of Lands

All lands once governed by the Crown of Celia’nor are to be transferred to Hadrian van Aert, who shall assume full dominion over their governance and reformation. A new realm shall rise in its stead, under a name of his choosing, with Hadrian van Aert as its sovereign and rightful head.

1. Royal Titles and Ceremonial Honors

All official royal titles held under Celia’nor’s reign—including that of Princess and Prince of Celia’nor—shall be retained by their holders in ceremonial capacity only. These honors shall no longer confer political power or claim, but shall remain as markers of history, tradition, and reverence for those who once bore the burden of rule. The title of Princess shall remain with Iryne Ibarellan, should she choose to bear it in memory.

1. Sanctum of Land

A designated parcel of land shall be granted in full to the Cerusil talonnii, under the stewardship of Sylvir Cerusil, to serve as a quiet sanctum beyond the reach of politics or power. This land shall be protected from any future political entanglement, military claim, or external interference.

Let this place stand as a refuge—a haven of reflection, healing, and peace—where the memory of Celia’nor may be quietly remembered, and where those who seek solace may dwell away from the burdens of war and strife. In entrusting this sanctum to the Cerusil, it is affirmed that their legacy of wisdom and loyalty shall continue as quiet stewards of what once was, and what shall never be again.

1. Protection of the People

All current citizens residing within the former borders of Celia’nor shall be permitted to remain under the new realm’s protection. Their right to safety, livelihood, and belonging shall be honored as a matter of principle and humanity. Though, any claims they once had, shall be deemed null and void under the newfound reign of Valah. 

1. Amnesty and Closure

In accordance with this agreement, the sympathizers of Veletz and other hostile factions shall cease their pursuit of the Ibarellans and those formerly aligned with Celia’nor, offering amnesty for their prior neutrality during the Aevos coalition conflict. Let old wounds mend, and let no more blood be spilled in vengeance.

1. Preservation of Culture and Knowledge

The history, records, and archives of Celia’nor shall be preserved in full. The libraries shall remain open to all, maintained as a monument to the legacy, knowledge, and culture cultivated by the Celian people. Let ne memory be erased. Let ne song be silenced.

Discussions of the Court

I. It was upon the prior eve, the populace gathered for the ceremonial occasion of court, where following the denizens arrival, there was no delay in addressing the pressing matters at hand! Without pause, the people were swiftly made aware of the grave decree regarding the heinous crimes now infringing upon the sanctity of many lives within our starlit realm. Detailed accounts of incessant break-ins were relayed before the assembly, alongside the unsettling reports of animal cruelty that have followed these transgressions. The tale, woven with careful measure, brought a sense of foreboding as an even more grievous matter was revealed: the noble Vanya Cerusil-Acaln’sae had been kidnapped, and her absence weighs heavy upon the hearts of all. Posters bearing her likeness have been spread throughout the realm, pleading for her safe return.

With the rise of these despicable acts, and the vile shadow cast upon our land, it was solemnly declared that the Diraar shall, from this day forward, carry out daily patrols through the streets and edicts of Celia'nor, leaving no stone unturned until the perpetrators are seized and subjected to the full measure of justice. The people are urged with great importance to report anything of suspicion to the Diraar, for Celia’nor stands united in this time of peril. In the halls of court, the denizens, steadfast in their resolve, echoed their agreement. All stood as one, determined to see these criminals brought to justice, as they had dared harm the brethren and lliran of our people.

Thus, it was further decreed that Celia'nor shall not waver, nor shall her watchful gaze falter. The blades of justice have been drawn, and they shall remain unsheathed, as the realm presses forward, ever relentless, in the pursuit of prosperity and sanctity. The enemy shall find no refuge, and the sovereignty of Celia’nor shall be upheld, unbroken beneath the stars' eternal light.

II. As the court gracefully transitioned to its second decree, it was proclaimed with great pride that Celia'nor has now entered a new and glorious era—an era of culture! Within the starlit realm, culture is the very soul that breathes life into our land, shaping our identity, and guiding the spirit of our people. It is through the vibrant expression of artistry, craftsmanship, and tradition that we honor our ancestors and the stars themselves. This era shall see the elevation of our customs, the refinement of our arts, and the deepening of our collective heritage, all of which serve as the foundation upon which the prosperity and unity of Celia’nor stand.

III. As another notion of grand mention, promotions were bestowed upon the noble ton, with great ceremony and distinction! With these esteemed advancements, the elevations are as follows:

1. First among the noble talonniis to be elevated stands the esteemed Athri'onn. A talonnii that is not only known for their profound knowledge, but for their devout religious dedication as well! Their Matriarch, Lady Freya, has been a figure of great renown within the annals of Celia'nor, driven by her sincere intent to enrich the land with the sacred tenets of Talynnism, while offering her steadfast aid wherever it is needed. It is through such tireless efforts that the nobility reflects symbolic greatness, now made manifest. Thus, the Athri'onn rise to the prestigious rank of Virar!

2. Secondly, among those elevated in standing within the noble ton is the Silveira talonnii, led by the graceful Lady Yera. Though newly arrived to the realm, they have swiftly proven themselves to be among the most honorable and steadfast in their service to Celia'nor. Their mastery of the voidal arts and arcane prowess, which they selflessly bestow upon the denizens, stands as but one testament to their dedication. Yet it is their unwavering contributions within the Diraar that truly set them apart from their peers. With noble resolve, they have taken the mantle to safeguard the realm and its people, undeterred by the sacrifices that accompany such a charge. In light of their valiant efforts, this talonnii is most deserving of their rise in station. Thus, the once Laurir talonnii are henceforth elevated to the esteemed rank of Laura'vir!

3. Lastly, to conclude the noble promotions, stands the esteemed elevation of the Amethil talonnii. Led by the noble Lord Raziel, the Amethil now ascend to the recognition their remarkable feats have long deserved. Through their steadfast service within the Diraar, their formidable mastery of voidal magic shared nobly with the realm, and their unwavering dedication to the Holy Blades of Talynnism, the Amethil have proven themselves as one of the most honorable and venerable families to grace this starlit land. In accordance with their virtuous deeds, they are elevated to stand alongside their peers. Henceforth, the Amethil shall rise from Laurir to the exalted rank of Laura'vir, their legacy further enshrined in the annals of Celia’nor!

Before the ceremonial court drew to a close, a moment of great honor was bestowed upon three exemplary members of the Diraar, who were praised for their unwavering strength and steadfast dedication to the defense of the Principality of Celia’nor! Those commended for their valor were Lord Aganar Silveira, Athri'annyer Loa'chil, and Lady Uriella Amethil. Their names were spoken with reverence, as the stars themselves seemed to bless their noble bravery. May their legacy shine ever bright as the Sword and Shield of Celia’nor, protectors of the realm and its people!

V. Lastly, among the matters addressed during this esteemed annual court, was the recognition and ratification of petitions brought forth by the denizens themselves! Each proposal, carefully considered, was presented before the populace, and with due deliberation, the following petitions were granted passage by the crown. Thus, the will of the people is woven ever deeper into the fabric of our sovereign land, ensuring that their voice is heeded beneath the celestial gaze. The elaborations and petitions are as follows...

1. The first of the petitions brought forth during court sought clarification regarding the reach of Celia'nor's kidnapping laws—specifically, whether they extend to Automaton beings. It was decreed with firm resolution that the law does indeed encompass all forms of life and creation, be it mortal or mechanical. No entity, whether living or crafted, shall be subject to abduction under the edicts of Celia'nor, for all are protected beneath the Sovereign Crown's guiding stars!

2. The second and final petition brought forth before the court was a heartfelt plea, requesting permission for Shamans to utilize the necessary herbs and substances integral to their healing magic within the bounds of Celia’nor. While this matter bore significant weight, it was decreed that, in recognition of the heroic acts of these Shamans—whose healing prowess saved countless lives, including those of the Crown, during the vicious attacks of beastly creatures in recent years—they shall be granted the right to use such medicinal aids. This exemption, marked with a sacred weight, shall be viewed as a religious and medicinal provision under the eyes of Celian law. Those Shamans who seek to employ these substances in the service of their healing arts shall be furnished with official documentation outlining their permitted usage, a decree granted by the Crown itself. This structure confers privileges upon those entrusted with the execution of legal actions, while also imposing necessary restrictions to ensure judicious enforcement. Predominantly, criminal charges and punishments under civil law are managed by officials responsible for arrests, arbitration, and even executions. Thus, each guardsman or soldier with the requisite permissions is empowered to enforce the law at their discretion or under higher command.

In cases of legal disputes or allegations of misconduct by enforcers, the Celia’Diraar serves as the supreme judicial authority. All decisions regarding civil crimes and the administration of justice are channeled through this esteemed body. To safeguard the collective security of civilians, nobility, and royalty from potential military overreach, military law is distinctly applied to all military members, encompassing specific codes of conduct and regulations.

When military law is breached, a Court  is convened to review the case. Typically, this Court consists of a single honorable judge appointed by the monarch of Celia’nor, primarily the Mordu’lar, either by decree or substitution at the monarch's discretion. 2. Secondly, enshrined within the venerable rights of all denizens born or residing under the starlit sky of Celia'nor, is the solemn right to bear arms. Each citizen is endowed with the privilege and authority to possess weapons, as a means of defense against any who might seek to do them harm or against the malevolent forces of darkspawn. 3. Thirdly, the cherished denizens of Celia'nor are vested with the sacrosanct right to be secure against any unlawful searches and seizures of their persons or abodes. Such inevitabilities shall only be breached upon the presentation of probable cause, as determined by the esteemed members of the Diraar, those entrusted with the solemn duty of maintaining order and justice within the realm. 4. Fourthly, among the rights conferred upon the citizens of Celia'nor is the hallowed right to a fair martial trial. Should the shadow of suspicion cast itself upon any individual, they are entitled to be judged by the Diraar, under the vigilant oversight of an unbiased Mordu'lar, Aneh'wy, or Parir. 5. Lastly, among the sacred rights granted to the citizens of the starlit realm is the cherished freedom of speech. CIVIL LAW II

Chapter I: MAGIC AND DARKSPAWN, 

I. Under the jurisdiction of Celian Law within the realm of Celia'nor, by decree of the crown and at the behest of the royal authority, the existence of darkspawn and any known affiliation with such malevolent beings are strictly and unequivocally prohibited to the utmost degree. Those considered to be beings of darkspawn origins are as follows, Frost Witches, Mystics, Blood Mages, Dragonic, Vampyrs, Warlocks, Necromancers, and lastly Darkstalkers.

1. In light of the heinous crime of being revealed as an entity of darkspawn, unless willing to undergo cleansing and return to the likeness of average mortality, the law hereby decrees that any figure of darkened origins shall be met with public execution before the eyes of the populace, carried out by the honorable hand of the Diraar.

2. With the criminal offense of affiliation with darkspawn, those found to be suspected shall be apprehended and tried within the court of Martial authority at the behest of the Diraar with the ruling figure of the case and ultimate judge shall be the present/acting Mordu'lar, Aneh'wy, or Parir. In the instance the suspect should be found guilty following the martial trial, should the offender be proven to have engaged in active conspiracy with the entities of dark origin to the utmost degree, they shall be executed before the public eye.

3. Following a martial trial, should the suspected being of affiliation with darkspawn be found guilty under the eyes of the law, to the lesser degree of active knowledge and not conspiracy with such figures, the offender shall be fined 150 mina and subjected to five years of repentance within the Church of Talyniism. They shall aid however the holy figures see fit amidst the participation within religious gatherings and the preparation of such events for the populace.

2. Under the decree of Celian Law, should an individual be found culpable of attempting homicide using magical means against another, without the justification of self-defense, such an offender will be subject to the most severe of penalties. Upon a guilty verdict, the condemned shall face public execution, to be carried out before the gathered citizens of Celia'nor by the esteemed hands of the diraar. This act of justice shall serve both as a stern warning and as a preservation of public order within the realm.

III. Under the solemn statutes of Celia'nor, the formation of a voidal tear within the sanctified boundaries of the realm is categorically forbidden. Those found culpable of orchestrating such perilous acts, which pose a grave menace to the populace, shall be subjected to swift and decisive retribution, in accordance with the severity of the threat they have engineered.

1. By the decree of the crown laws of Celia'nor, any individual condemned for the malevolent act of summoning a Voidal tear shall be met with the gravest of penalties. They shall suffer the terminal judgment of death, to be carried out through public execution, as a stern testament to the solemnity of this transgression against the realm and its denizens.

Chapter II: VIOLENCE, HARASSMENT, AND BANDITRY

I. In the steadfast guardianship of Celia'nor's revered legal statutes, the act of thievery, irrespective of its method, stands as an indefensible transgression against the sanctity of property. It is hereby decreed that such acts shall be met with unyielding retribution, as ordained by the sacrosanct laws of our sovereign realm.

1. Under the solemn edicts of Celian Law, those adjudged guilty of purloining another's property shall face stringent penalties. The convicted shall endure incarceration accompanied by 8 public lashes, meted out as a testament to justice. Alternatively, at the discretion of the highest present authority within the esteemed diraar, the transgressor may be fined 150 mina. Furthermore, they shall be conscripted into three years of servitude and volunteer, dedicating their efforts to the hallowed ceremonies of the Church of Talyniism, as penance for their misdeeds, following their period of confinement. This decree upholds the stern but just governance our citizens expect and deserve.

II. In the absolute respect and authority of Celian Law, any form of harassment—whether verbal, conveyed through letters or directly inflicted; slanderous, aimed to malign through public deceit with malicious intent; or physical, through repeated assaults intended to cause harm—is unequivocally forbidden and strictly prohibited within the realm. Such transgressions against the peace and dignity of Celia'nor will be met with the gravest of consequences, ensuring that justice is rigorously upheld to maintain the sanctity and security of all its denizens.

1. In adherence to the stringent statutes of Celian Law against the grievous offense of harassment, continuous verbal assaults, whether delivered through persistent confrontations or insidious correspondence through letters, shall not escape censure. Such infractions shall incur a penalty ranging from 75 to 200 mina, commensurate with the severity and egregiousness of the harassment deemed by the acting Diraar. 

2. Under the sacred tenets of Celian Law, the malevolent acts of public slander and deceitful manipulation aimed at discrediting or maligning a person or party under false and heinous intent with hopes of gain are grievously forbidden. Those found guilty of these nefarious deeds, perpetrated with ill intent and designed to deceive, shall be held to account with utmost stringency. The convicted shall be fined between 175 to 250 mina, reflecting the gravity of their transgressions. Moreover, they shall endure incarceration and suffer the irrevocable forfeiture of a limb and their tongue, a resolute affirmation of Celia'nor’s unyielding stance against such corrosive behavior. This measure ensures the protection of the realm's moral fabric and the honor of its citizens.

3. In strict adherence to the sacrosanct laws of Celia'nor, the reprehensible acts of repeated aggression against oneself or destruction towards one's property stand as a grave affront to the public order. Those found culpable of such egregious transgressions shall be swiftly confined, their liberty curtailed by the unyielding arm of justice. The severity of their punishment shall mirror the gravity of their offenses, commencing with no fewer than 8 and up to 15 public lashings, a display of retribution and deterrence. Additionally, a punitive fine ranging from 250 to 300 mina shall be levied, serving as a monetary testament to their wrongdoing. Should the perpetration of these acts be of an exceptionally relentless nature, the ultimate sanction of execution may be imposed, underscoring the sovereign's commitment to preserving peace and safeguarding the property and sanctity of its denizens under the vigilant gaze of the law.

III. Under the resolute governance of Celia'nor, the clandestine act of stalking any individual within the sanctity of our walls is categorically forbidden. This law serves as a stringent safeguard, ensuring that all denizens may walk under the starlit skies of our realm free from the shadows of persecution or harassment. Such behavior is not only a breach of personal liberty but an affront to the communal harmony upheld by our statutes.

1. In accordance with the esteemed laws of Celia'nor, should evidence and credible witness testimony substantiate the offense of stalking within our revered boundaries, the transgressor shall face stern reprisal. This shall include a monetary penalty ranging from 200 to 250 minas, 8 lashes administered publicly, and a year of mandated service beneath the auspices of the Church of Talynnism. This sentence not only serves as punishment but as a pathway to repentance, reaffirming our commitment to safeguarding the peace and dignity of all under our starlit sky.

2. Should the grievous offense of stalking persist beyond the initial punitive measures, the law of Celia'nor dictates a severer recourse. By decree of the Royarch, the recidivist shall face the ultimate censure—banishment from the realm or, to safeguard the sanctity of our people against further harassment, public execution. This stern action underscores our resolute commitment to uphold peace and prevent the recurrence of such malevolent acts within the protective embrace of our starlit lands.

IV. Within the sacred and fortified bounds of Celia'nor, the attempt or act of taking another's life is utterly forbidden by all decrees and edicts. Such a deed is deemed among the most heinous and grievous offenses one can commit within our hallowed walls. Therefore, any individual found guilty of this atrocious crime shall be subject to the utmost severity of the law's authority and judgment.

1. By decree of the Crown and under the absolute and unwavering authority of Celia'nor's sacred laws, any person found guilty of the heinous crime of attempted murder shall be subjected to the following punishments: a levy of three hundred mina as a fine, and the severance of both hands, for they sought to use these very instruments to unlawfully take the life of another. This stern measure serves as an indelible reminder of the inviolable sanctity of life within our hallowed realm and the severe repercussions that befall those who dare transgress against it.

2. By the sovereign decree of the Crown and under the absolute and unwavering authority of Celia'nor's sacred laws, any person found guilty of the grievous crime of murder shall be met with the ultimate sanction of execution. This solemn duty shall be administered at the discretion of the Mordu'lar, who holds supreme command over the Diraar. Thus shall the life of the malefactor be severed, serving as just recompense for their heinous and sinful acts inflicted upon the innocent they so wronged. This measure upholds the sanctity of life and the inviolable justice that our starlit realm demands.

V. Under the venerable edicts of Celia'nor, it is decreed that the heinous act of kidnapping—or any attempt to abduct another soul—is utterly forbidden and proscribed by all measures, without exception. This grave transgression stands in direct violation of the sacred laws that safeguard the peace and sanctity of our realm. Any who dare to contravene this solemn decree shall face the full and unyielding weight of Celia'nor's justice.

1. Under the absolute dominion of Celian Law, any individual suspected of the grievous act of attempted kidnapping shall be swiftly apprehended and brought to trial before a Martial Court, convened at the behest of the Diraar. Should the accused be found guilty of the aforementioned crime, they shall be condemned to pay a fine of 150 mina and endure 15 public lashings before the assembled citizenry, as penance for their transgressions.

2. Under the supreme authority of Celian Law, those adjudged guilty of the heinous crime of kidnapping, following the verdict of a martial trial, shall be subject to a fine of 200 mina and the forfeiture of a limb as just recompense for their transgression. Moreover, in instances deemed of severe circumstance, the offender may face the dire consequences of banishment or even execution, should the presiding Crown decree such a measure. This stern decree ensures the sanctity and safety of all within the starlit realm of Celia'nor.

VI. Within the sovereign realm of Celia'nor, to inflict harm upon another through violent means is a transgression wholly forbidden by the edicts of law. Such grievous actions shall not be tolerated, and those found guilty shall face the full extent of punishment as deemed appropriate under the authority of the crown and its enforcers.

1. Should any individual be found under suspicion of this grievous transgression against another, they shall be apprehended forthwith and subjected to immediate incarceration, followed by a martial trial. Upon the finding of guilt by the verdict of the Mordu'lar or the presiding authority, the offender shall suffer the forfeiture of their hands, and one eye as a symbol of their violent dishonor. Moreover, they shall be fined the sum of 200 mina and shall serve three years in probationary service to the Church of Talynnism, offering their labor in penance for their unforgivable act.

VII. Within the esteemed edicts of Celia'nor, it is hereby declared that the formation of organized criminal factions, or participation therein, stands as an unforgivable transgression against the laws of the realm. Such affiliations are utterly prohibited beneath the vigilant gaze of the law and shall be met with swift and severe retribution.

1. Those found guilty of affiliating with criminal syndicates or engaging in organized unlawful gatherings and activities shall be subject to a fine ranging from 150 to 300 mina, contingent upon the severity of their involvement. Furthermore, they shall face 10 public lashes to serve as a warning to others. In addition, the convicted shall undertake a period of probationary service of 6 years to the Church of Talynnism as an act of penance for their transgressions against the realm.

Chapter III: DESTRUCTION OF PROPERTY

I. By the sacred decrees of Celia'nor, the act of arson— the willful destruction of another’s property by fire—stands as an unforgivable transgression within our hallowed bounds. Those who are found guilty of this heinous crime shall be subject to the severest penalties prescribed by our highest laws, marking their deeds among the most egregious offenses against the peace and property of our realm.

1. In accordance with the solemn statutes of Celia'nor, should any soul be adjudged guilty of the grave sin of arson, they shall be swiftly apprehended and subjected to a stern castigation. The malefactor shall incur a fine ranging from 125 to 200 minas, complemented by 10 to 15 lashings in public view, the exact number reflective of the transgression's gravity. Should the felon persist in their destructive ways, the extremity of their punishment shall escalate to include the loss of limbs, the grim finality of execution, or the stark severity of banishment. The dispensation of these dire sanctions resides with the esteemed Royarch or the vigilant Mordu'lar, as the gravity of the crime demands.

II. Under the sacred edicts of Celia'nor, it is declared irrefutably heinous to inflict harm upon another's property, be it through the shattering of windows, the breaching of doors, or any like destruction. Those found culpable of such vandalism shall be swiftly apprehended and subjected to immediate and stern punishment, as dictated by the grave nature of their misdeeds, ensuring that the sanctity of personal property is upheld within the hallowed bounds of the realm.

1. Upon conviction of property vandalism within the venerable bounds of Celia'nor, the transgressor shall be seized forthwith by the authority of the realm. They shall incur a fine of 70 mina and endure five public lashings, a demonstration of the kingdom's resolute commitment to justice and order. This penalty is levied to both punish the wrongful act and serve as a stern warning to all who might contemplate similar trespasses against the sanctity of property.

III. By the decreed laws of Celia'nor, it is declared an unforgivable transgression to mar the property of another through acts of vandalism, including the unauthorized inscription or artistic defacement thereof. Such acts disrupt the communal harmony and disrespect the sovereign rights of property owners within the starlit realm.

1. In the event that one is adjudged guilty of such nefarious acts of vandalism within the hallowed bounds of Celia'nor, they shall incur a punitive fine of 50 mina and endure a period of confinement to atone for their misdeeds. Should the offender persist in their transgressions, an additional levy of 25 mina shall be imposed for each subsequent violation, further affirming the gravity of their actions against the communal order.

Chapter IV: SLANDER AND DECEIT

I. Under the celestial gaze of Celia'nor's firmament and by the sovereign authority of its throne, the act of impersonating the distinguished soldiers of the Celia'diraar militia is deemed a grave transgression, constituting one of the most severe offenses within the realm. Such deception undermines the honor and integrity of our esteemed defenders and shall be met with the fullest extent of punitive measures as prescribed by Celian law.

1. In response to the vile impersonation and deceitful mimicry of the Celia'diraar, any individual convicted of this crime shall be swiftly incarcerated and brought before a martial court. Here, the gravity of their actions will be adjudicated by either an Aneh'wy, Mordu'lar, or the Royarch themselves presiding as judge. Should the accused be found culpable, they shall incur a penalty of 200 minas and endure 10-15 public lashes, in addition to the loss of their tongue, to be administered in full view of the populace, as a stern reminder of the sanctity of the Celia'diraar's honor and the severity with which we uphold our laws.

II. According to the statutes of the Celian Legislature, it is expressly and unequivocally forbidden for any individual to falsely assume or impersonate the noble title or station of another, without rightful claim or birthright. Such deception is deemed an intolerable affront to the honor and dignity of the realm.

1. Should any be found guilty of the grievous crime of falsely impersonating nobility, they shall suffer the immediate forfeiture of their tongue, along with the severance of a limb as a mark of their treachery. Furthermore, they shall be fined a sum of 300 to 400 mina, and shall endure 10 public lashings before the eyes of the realm as a solemn reminder of the dishonor they have brought upon themselves.

III. Under the stern gaze of Celian Law, within the sovereign bounds of Celia'nor, it is decreed that no person shall engage in the forgery of another’s handwriting, identity, or any semblance thereof, with the malevolent intent of deceitful impersonation. This edict holds absolute authority, and such acts of duplicity are stringently forbidden within the esteemed realm of Celia'nor.

1. In adherence to the dictates of Celian Law, any soul discovered engaging in the nefarious acts of impersonation—whether by forging signatures, fabricating correspondence, or donning the guise of another—shall be promptly imprisoned. The transgressor will be compelled to pay a fine of 100 minas as penance for their deceit. Furthermore, should the malefactor persist in their duplicity, an additional levy of 50  minas shall be imposed for each subsequent offense, thereby upholding the sanctity and order within the starlit realm of Celia'nor.

IV. In accordance with the Edicts of Celia'nor, it is decreed that no person shall traverse the bounds of our starlit realm with their visage obscured by masks or any such coverings. This mandate serves as a safeguard, ensuring the security and recognition of all who dwell within the protective embrace of Celia'nor's borders.

1. In defiance of the aforementioned decree, those discovered veiling their countenance in contravention to the Edicts shall have their masks forcibly removed. Furthermore, should one fail to comply with the directive to reveal their face at the behest of Celia'nor's authority or its esteemed Diraar, a punitive fine of 50 mina and subsequently arrested for questioning as a consequence of such resistance.

V. Under the Starlit peerage of the esteemed realm of Celia’nor and its absolute edicts of law, it is decreed that no person shall engage or speak in slanderous manner with the intent of malevolence in regards towards the sovereign entity of Celia’nor, nor the Holy existence of the noble church of Talynnism. Those found guilty of these heinous transgressions of defamation and malice towards the state, shall be met with the absolute authority of the Celian law. 

1. Those found perpetrating in opposition to the sacred law against slanderous tongue regarding the Celian state, shall face subsequent detainment, followed by an exorbitant fine of a varying fee between 150 to 200 minas. In addition, the charged figures are liable to the severance and loss of their tongue as an act to ensure their sinful acts of defamation shall occur no more, for it stands as of the most grave wrongdoings one might commit within the auspicious realm of Celia’nor.

2. Consequently, should one be found guilty of disparaging the hold existence of the church of Talynnism, they shall be confined and tried by the Martial court to determine the severity of their sins. Following the heinous offenders trial surrounding their slanderous wrongs, the transgressors are subject to face, a fine of 75-150 mina, 10 public lashes, and a period of service for repentance as volunteers beneath the holy church. 

VI. Within the sacred edicts of Celia'nor, the act of tax fraud or evasion as an action of deceit, whether through the repeated purchase of property with the intent to circumvent due payment or by any other means of deceitful nature, is hereby declared an offense of the highest order and is strictly forbidden.

1. Those found guilty of the grievous crime of tax evasion or fraud shall be subject to a fine of no less than 100 mina, alongside the full restitution of all dues they have deceitfully withheld or sought to evade. Furthermore, they shall be bound to a term of three years' probation, during which they shall be consigned to voluntary service within the Church of Talynnism as a means of repentance for their transgressions.

Chapter V: IMMORAL WRONGDOINGS

I. In accordance with Celian Civil Law, it is hereby decreed that those who traverse the starlit plains of our realm are strictly forbidden from donning attire deemed inappropriate and revealing. Garments considered prohibited under this law include those that expose an excessive amount of skin, whether it be of the torso, back, legs, chest, or the absence of shoes. Furthermore, the excessive exposure of arms, particularly the complete lack of sleeves is likewise forbidden. Meanwhile, partial coverage, or full coverage attire atop the arms are deemed acceptable in the face of the law. 

1. Those found guilty of this transgression concerning inappropriate attire shall be subjected to immediate detainment and levied an exorbitant fine ranging from 100  to 150 mina, contingent upon the severity of their lack of proper clothing.

2. Should the perpetrator of said offense be a habitual violator, having committed the transgression of inappropriate attire on multiple occasions, they shall incur the maximum fine in mina, supplemented by an additional 50 mina charge for each subsequent infraction. Furthermore, they shall face an extended period of incarceration within the Celian Prison as a consequence of their repeated disregard for the law.

II. In alignment with the esteemed statutes of Celian law, it is unequivocally forbidden for any within the bounds of our starlit realm to engage in or display excessive or inappropriate romantic conduct in public, irrespective of matrimonial bonds. The only physical gestures sanctioned under our vigilant oversight are the clasping of hands and the exchange of embraces. All manners beyond these modest expressions are deemed improper and unseemly for public observation. The singular exemption for this remains as follows, during ceremonies of harmonious matrimony, the betrothed figures are permitted a singular public kiss following their agreement of marriage amidst the ceremony.

1. Pursuant to the resolute commands of Celian law concerning the restraint of excessive romantic displays, those found in transgression shall incur a fine of 75 mina for each involved party. Moreover, should there be recurrent disregard for this statute, an incremental levy of 25 mina in addition to the original 75 mina fine shall be imposed for each subsequent violation, as a measure to enforce decorum and modesty within the public sphere.

III. In accordance with the solemn Edicts of Celia'nor, it is decreed that none shall engage in or pursue amorous relations with any oemii below the age of twenty-five, for such acts are deemed morally reprehensible and beyond rectification by the laws of the realm.

1. In the sacred ledger of Celia'nor's laws, it is written that any found guilty of the grave and immoral offense of engaging in relations with an oemii aged twenty-five or younger shall suffer the most severe of penalties. They are to be meted out the ultimate sanction: death by public execution, as a stern testament to the sanctity of our moral edicts.

IV. In the venerable codices of Celia'nor, it is sternly prescribed that no denizen shall engage in romantic entanglements or matrimonial bonds with those of a race other than their own. This prohibition extends with utmost rigor to the sacred institution of marriage, firmly forbidding unions between disparate races under the starlit canopy of our realm. However, a sole exemption is granted: should any soul have been bound in matrimony to another of a different or mixed race before their arrival within Celia'nor's hallowed borders, they shall be absolved from the repercussions of this decree. 

1. Those adjudged in breach of this solemn edict shall suffer the grave penalty of exile from the blessed lands of Celia'nor for a span of six years, only to be deemed by the Royarch. Upon the completion of this term, the transgressors may proffer an appeal for clemency to the sovereign authority. Should mercy be granted by the crown, the penitent shall be enjoined to dedicate no less than five years in dutiful service to the Diraar, as a condition of their probation and testament to their reformed allegiance.

2. Should any be found complicit in concealing or abetting those engaged in such forbidden relations, they shall incur a substantial penalty. A fine, ranging from 75 to 100 mina, shall be imposed as just recompense for their involvement in these grievous offenses against the sanctity of Celia'nor's edicts.
