The First Session of the Second Garmont Assembly marks a crucial moment since the establishment of the Heartlander Confederation. We are holding this emergency session to address recent troubles that require our immediate attention. Any representatives listed below who need to be replaced by another family member or trusted advisor, as well as those who wish to draft and submit bills for presentation, must deliver notice to the Grand Speaker no less than two saint's hours before the proceedings begin. The location, date, and time will be sent to each representative privately.

Due to the emergency nature of this session, and the gravity of its proceedings, it will be closed to the public. Citizens will have access to the transcript of the debate and the resolutions, which will be posted shortly after the assembly concludes. All present are required to attend unarmed; security will be provided by the Crown.

Representatives must bring bills with their resolution plans, either by supporting a bill written by another representative or by presenting their own. This will be a moderated debate to ensure all voices are heard. Representatives must raise their hands and be called on by the Speaker to speak. As we gather to deliberate, maintaining a respectful and constructive environment is paramount. The Code of Conduct will be strictly enforced to uphold civility and focus on legislative matters.

TO THE PEOPLE OF THE HEARTLANDS,

In years past, we have been blessed by the strength of our unity. The nations of Petra and Aaun were brought together under a dream by two monarchs, who saw that the Heartlands could be stronger as one. And for a time, this was true indeed. No time was wasted in the strengthening of both provinces, and the improvement of our institutions. But when it came time to choose the direction of our united nation, dissatisfaction did emerge.

As discussions continued, a truth slowly became revealed. One that shed no dishonor on either Province of the union, but that existed as a simple fact. The people of Petra and Aaun differed- In culture, in mindset, in goals, and in dreams. This was not something to be shamed, but something to be celebrated. Though the wishes of Catherine I and John I remain pure in their intention, both monarchs also wished to see their nations thrive, above all else. 

It became clear to the people of the Petra that many within Aaun’s nobility and council found them a stifling presence, a weight upon dreams that they sought for their nation. Thus, after much deliberation and careful thought, Charles II and Adalia I came to a decision not easily made. It was decided, through mutual agreement, that the exit clause of the Heartlandic union was to be invoked. Both nations would return to their previous operations, remaining as close allies, and friends. They would be stronger for their time spent together, ready to face any future threats that crossed either of their doorstep.

AND YET,

With the Aaunic King away on pilgrimage in the midst of these diplomatic talks, a group of militants caught word of the union’s coming dissolution. Knowing the will of their GOD-willed sovereign is that of peace, they have turned their backs on the oaths they have sworn to king and country, and have declared- More firmly than any other- That unity cannot be had within the Heartlands. They have placed lies in the mouth of their King, and claimed an assent he never once issued. In this, an act of treason has been committed far greater than that accused.

The Brigade of Marna seeks to eradicate those who do not fit their notion of what a Heartlander shall be, and thus, they do not stand for unity. They seek to burn and vandalize before trial is held, and thus, they do not stand for justice. They do all this because of a gossiping newspaper, which the Petran crown had no previous knowledge of- And a goblin, currently being court-martialed for his statements of treason. It is for these simple reasons, that they reject the will of their King, and seek to thrust the people of the Heartlands into chaos.

Let the Brigade of Marna know that no violence has ever been sought against them. The dissolution of the Heartlandic Confederation is meant as an acknowledgement of your very desires, and your very distaste. They have been known to us, as your will has been known to us. If you wish to eradicate the “blight Petra has become”, then we shall walk from you peacefully. If you hold any loyalty to your King still, you shall not interfere as the talks move forth, and be free of us without need for bloodshed.

As the nomination period for the second election cycle ends, candidates for the Heartlands’ legislative institution have prepared to debate and demonstrate their commitment to our Confederation. Those running for the Garmont Assembly will shape our laws and future projects, while candidates for Lord or Lady Mayor will manage the daily operations of our dual capitals.

Due to only two candidates per province, the representatives for the Garmont Assembly have been chosen by default. Similarly, Jan II Jazlowiecki has earned the position of Lord Mayor of Whitespire by default, as he was the only candidate in this election. Therefore, voting for the Lord Mayor of Whitespire, and the Provincial Representatives to the Garmont Assembly will not occur this cycle.

The provincial representatives to the Second Cycle of the Garmont Assembly are:

– OPENING STATEMENTS – 

DAME AMÉLIE AUCLAIR:  “Since the touch of providence had first penned my arrival unto the gates of Vallagne, I had found within, past my duty sworn, and my every hope, the answer, in earnest, to what it is that my forefathers sought to protect; I had found within, a family, anew, one that would come to wrest unto my heart’s every small beat, drive me to tear-laden cheeks, and bid the brightest, helpless smile, to my lips. Since the opening days of the union, my heart could chance naught but be bid aflutter, with the self-same uncertainty, and excitement to the summers to come, and whence this new fate shall lead my forefather’s vow, and those resplendent hearts that fill my heart with joy, those I had long, in turn, avowed to give my heart & all. As suns have passed, turned to moons, and now to summers, I have found my resolve unchanged, as every day I labour, with a smile splayed to cheeks, no less so for the hearts of the Petra, alone, that sound in my heart’s every lone beat, but for the whole of the Heartlands, whence the vows of my long-passed kin has once more, brought me. It is now, more than ever, that amidst our dearly consecrated Heartlands, as we had in times of old, amidst the joint march alongside our long estranged kin, to a fate yet unseen, unpenned, untold, that the future ahead, be penned, in naught but gilded gold.”

NICOLAS WITTENBACH: “I have thought long and hard about this, but I decided to run for Mayor of Vallagne, not out of political gain, or need for higher office but because of my love for the city and the province.  But also to make sure there are at least two candidates to choose from during this election. I am of course running with my own program, I have ideas and plans but I also think that my opponent had a great tenure as mayor and she has done a great job at it! I would  encourage to vote for her as I would encourage to vote for me.”

– Q1: Describe your leadership and legislative experience relevant to representing your provincial capital in the Garmont Assembly and leading it as Lord-Mayor. – 

DAME AMÉLIE AUCLAIR: “Long, fore my mayorship, and fore I had found myself joining the esteemed peers of our realm amidst the garmont chamber’s seats, I have had the pleasure of authoring a bill, that had been passed within it’s halls; since long fore first stepping foot unto Vallagne, and our beloved river, long fore I have come to find a family, anew, in the hearts of all within, did I avow myself to our people, and our realm, as the vow of my forefathers, that I took unto my own. Since the passing of my first bill, and taking on the responsibility, and trust, of all those dearest to my heart, of our realm, I had come to take, unto the halls of the garmont, a bill, near to e’er time it has been convened, with the convened peerage, e’er seeing that our endeavours were one, in the betterment of our people, seeing each bill proposed, passed, bar none. From the Guide To The Heartlands, to the Clairian Exchange, to the Salvian Gauntlet, and beyond, I’m honoured that my endeavours have shaped our would-be-course thus far, naught for our province alone, but our realm in its entirety, as has laboured with the council, their Majesties, and the realm’s every institution, to head the residency-campaign’s planning, that would shape our future forevermore - an endeavour, I will ne’er see cease, too soon, a duty, I will see through, until the last, for our realm, and it’s people, to have a future, penned, in naught but gold.”

NICOLAS WITTENBACH: “I have for most of my life served the state, as diplomat, Vice-Chancellor and Chancellor and of course as Mayor of Chambery and I have represented it at garmont and lead Chambery for many decades, made it from a small fishing village into a bustling small city for scholars, art and culture. Hence I bring a lot of experience with me both in politics but also as mayor.”

– Q2: What local events and activities might you plan to hold as mayor to increase the appeal of the city to both locals and outsiders, and what strategies will you employ to improve the experience of newcomers and encourage more potential residents to visit? –

DAME AMÉLIE AUCLAIR: “Wherein my efforts, and labours, have e’er been, your lordship; since the first days of the union, forevermore; towards ensuring that our one family, our realm, our kin, may walk on as one, and make of our realm, a place truly for the every blessed heart, of Aevos, and beyond. As had cited, the residency-campaign, that their Majesties, the council,  and myself, have laboured unto since the Clairian Exchange & Guide to the Heartland’s passing within the hallowed halls of the Garmont, have been for naught, but that end-goal, as they will be forevermore. Efforts, have already begun, in planning the future of Petra’s heart, in all to come, and I can ne’er await the chance for our realm & people, to at last chance to see what I, their Majesties & the council have tirelessly laboured & toiled towards, with all our hearts.”

NICOLAS WITTENBACH: “I have many ideas for events, I hope to invite the circus over to Vallagne to perform for example! But also host various culturally themed events befitting Vallagne. I helped for the idea of the Unity festival having stands for each vassal and city showing off their culture! I hope to continue such events in Vallagne as well. But I also hope to help citizens to their own events by opening up spaces for public use, just like the chateau in Chambery can be used by any citizen. I hope to do the same in Vallagne, in addition giving my support to any citizen wanting to do an event. Lastly, I will lobby with the treasury more to give Vallagne a budget to hold events! All of this will surely help to draw more people to our great city.”

– Q3:  What are your feelings on the city’s current arts and cultural scene, and how do you envision the future of the Heartlands as a whole? – 

DAME AMÉLIE AUCLAIR: “Since the penning, and officiation of the Salvian Gauntlet, and beyond, I had laboured as Playwright, alongside my esteemed colleague at Dame Yuliya Styrne Theatre, François de la Tour, to pen & begin the steps towards a theatrical revival - one that will doubtlessly see that art which has for so long, defined & rest unto my heart, be brought at the forefront anew, in what I’m proud to announce, will be known, as the Grand Reynard Collection; a collection of tales seeing the pursuits of the famed fox of legend, presented unto children, and thespian loving folk alike, in a manner wherein they may learn of our realm’s canonist, and heartlandic virtues, through the lessons learned by the famed fox of legend along his misadventures. Though of course, art alone, doesn’t define our would-be future, for these self-same values, and virtues - those of compassion, love, kindness, merit & acceptance - that we try to teach of our would be future generation, these we must uphold, to the deepest ends of our hearts, in kind; virtues, that as of late, are deigned to be squandered, debased, and thrust aside by those dearest among our wider Heartlandic family; we must more than ever, take a stand against injustice, and be that light that shines, beyond the deepest darkest night, unto the brightest, morning light. Only then will our children, and our realm’s future, be ensured, only when we live up to, and bid unto action, the virtues that beat unto our hearts’ every lone beat, that we suffer bid to speech.”

NICOLAS WITTENBACH: “In my eyes the culture and art scenes are all outside of Vallagne, located around in the province of Petra. Vallagne itself had been built as a administrative Capital city. This of course needs to change with the advent of a new Capital City for the Heartlands. Vallagne needs to reinvent itself, inviting in more of that culture and art scene moving from being a Royal Capital City to becoming a Provincial Capital with at its heart big institutions drawing peoples in from far and wide. Chambery for example is a City built around the NGS am over 200 years old scholars society hosting a large museum. Vallagne could do the same perhaps inviting in the University or expanding its clinic to be a city for peoples to come study from far and wide.The province already has so much infrastructure ready to become a great center of study, we have a university, Monastery, the NGS and so much more that all already teach, we can only expand more on it for the future, while some should stay where it is others could be invited into the city as more space will become available in the rebuild l, having a Monastery training priest, clinic training medics and university for scholars all in the city.”

All Petrans are encouraged to fill out the voting slip specific to their province of residence and submit it to the office of the Grand Speaker. Recently, we witnessed a controversial newspaper headline on the one hand, and an act against the dignity of a moral person on the other hand. What else can we say but wonder if the authors of this paper have an iota of responsibility and time for themselves, instead of writing something useful through the paper they uselessly waste, they use those things that do not contribute to any community.

Slander, the act of making false and damaging statements about someone, offers no tangible benefits to individuals or society. Instead, it erodes trust, damages reputations, and sows discord within communities. Slander can lead to severe emotional distress and financial losses for the victim, while also undermining the integrity of the slanderer. One needs to know how to deal with offenders, and one also requires a presence of the people who can fully and properly fight with such persons.

Due to all of the above, according to the power bestowed upon me through this position of the Lord Chancellor and after the recent events in our realm, my duty is as follows and this decree finds the following;

HRH ROBERT TIBERIUS, Bailiff of Enswerp shall be named the Judge of the Confederation, the duties of this position to be assumed by His Royal Highness with the immediate effect of this decree. His duties are mandated through Article II - Of Justice and Trial, according to the Codex of Saint Godwin. The only person who initiated some kind of action regarding these events deserves to continue to do so, in the right and legal way.

TO THE PEOPLE OF THE HEARTLANDS,

With the greatest honor, I write to you as the newly elected Grand Speaker of the Heartlands. As my first act, I am pleased to announce the commencement of the second election cycle for the Lord-Mayors of each provincial capital, and the two representatives from each province to serve in the Garmont Assembly. I urge all citizens to participate actively in these elections to ensure our leadership reflects the diverse spirit of our Heartlands. Together, we will build a future that honors our heritage and paves the way for generations to come. Furthermore, I am pleased to announce that Theodore Elwood, who served diligently as the deputy to former Grand Speaker Sir Atticus Reinhold, will continue in this position as my deputy. 

The Garmont Assembly serves as a council of lawmakers who present and vote on legislation that shapes the future of our Confederation. Project proposals, public edicts, and changes to the law must navigate through the Assembly, providing a platform for the people of the Heartlands to voice their ideas and concerns. Currently, the Assembly comprises 19 seats: 12 are occupied by the peers of the realm, 1 by the representative of the Legion of St. Godwin, and 2 by the Lord-Mayors of each region, alongside 4 citizen representatives, two hailing from each province. 

LORD-MAYOR QUALIFICATIONS-

The provinces of Aaun and Petra will each elect a Lord-Mayor to govern their provincial capital (Whitespire and Vallagne). The Lord-Mayor is responsible for maintaining the rights and dignities of the citizens, enacting city laws (subject to repeal by the Heartlandic Council), and presiding as a judge for local crimes, except for Crimes Against the Heartlands. Additionally, each Lord-Mayor will hold a seat on the Garmont Assembly.

A candidate for Lord-Mayor must have been a citizen of the province they are running in for at least 5 years, be in good standing with both the Codex of Saint Godwin and the Canonist Church, and be at least 18 years old.

GARMONT REPRESENTATIVE QUALIFICATIONS-

Two representatives from each province will be elected to serve on the Garmont Assembly. These representatives, titled the First and Second People’s Seat of Aaun and of the Petra, are tasked with serving the needs of their neighbors and the common man, prioritizing public welfare over personal gain.

Nominees must be at least 16 years old, in good standing with Heartlandic Law and the Canonist Church, citizens of the province they are running in, and possess thorough knowledge of the Codex of Saint Godwin. 

Debates between the candidates shall take place on the upcoming Saint’s Days, and voting shall commence once the debate transcripts are issued. Questions curated by the Office of the Grand Speaker, provided below, will be issued to the candidates at the debate. Citizens will also have the opportunity to submit their own questions for the Lord-Mayor or Garmont Assembly nominees after the listed questions are asked and answered.

To apply as a candidate for either the Lord-Mayor elections or the Provincial Garmont Representatives election, please send a letter to the office of the Grand Speaker. Details required for candidacy registration are outlined below.

LAND GRANT OF:

GNOMEREGAN

It has pleased Our Royal and Apostolic Crown to offer Our loyal subject, LEMBIC URBRAN, the right to own land and property under lease, located in NORTHERN FRANKLANDS, under these terms and conditions We have set:

I. The agreement shall subsist from Horen’s Calling 1984 until Horen’s Calling 1994, and pay tax to the Crown in the form of SEVENTY AND FIVE MINAE.

II. In case the esteemed Lembic Urbran wishes to remain in service to the Apostolic Crown, and the Confederacy it shall be extended after Horen’s Calling 1994.

III. The occupier shall use the said ground solely for the purposes of cultural, environmental, and moral education and/or other purposes for the benefit of the Aevosian Gnomish Society.

IV. The occupier shall only employ those appropriate for the supervision of the gnomish cultural heritage.

V. The occupier has the right to erect the HALL OF GNOMES, headquarters of the AGS.

VI. The occupier has no right to expand the Hall of Gnomes without prior consultation with the leaseholder and is forbidden from expanding beneath the land granted by this document.

VII. The occupier shall free and relieve the Crown Estate of all liabilities for any accidents or damage caused through or by, the occupier’s use and occupation of the ground. Supervision and safety for the above area will be the occupier’s responsibility in all matters relating to the application and use.

VIII. The occupier will ensure that any and all rubble and/or ruin is left unaltered throughout the period of the agreement.

IX. His Majesty the King wishes that the occupier ensures all trees are fully protected. This condition applies at all times. No existing plants, shrubbery or trees will be removed without prior approvals from the leaseholder. 

X. All maintenance liabilities within and on the boundaries of the lease will be the responsibility of the occupier and must be of a high standard complying with the surroundings.

XI. The occupier may use the land and its surroundings in such a way to supplement their income and ensure the proper maintenance of the site, but may not exploit the land in an unreasonable way for profit. 

XII. The occupier may use the site to sell trinkets or other small objects, foods and/or drinks but the number of stalls/shops shall not exceed three.

XIII. The leaseholder shall reserve the right to terminate this agreement in the event of recurring hooliganism on the site, tax evading or other nuisances during the period of the agreement. The leaseholder must give 1 year’s notice for the termination of the agreement through this clause.

Upon the announcement the official results of the vote for the Lord Chancellor of the Heartlander Confederation, On behalf of the Heartlander Confederation, with the greatest honor and responsibility, I hereby decree the following:

Article 1:

• After careful consideration, taking into account all laws and regulations of the Heartlander Confederation, I have made the decision to appoint Friedrich Hans von Augusten, Count of Hohengarten to the distinguished and important position of Vice-Chancellor of the Heartlander Confederation.

• Vice-Chancellor Friedrich Hans von Augusten will assume his duties with the immediate effect of this decree. His responsibility will include not only assisting the Chancellor in the day-to-day management of the Confederation, but also coordinating the work between the various factions and delegations, as well as leading key projects vital to the progress and well-being of our noble community.

• They will have the authority to act on behalf of the Chancellor during his absence. He will represent the Heartlander Confederation in all important diplomatic and strategic matters, ensuring that the voice of our community is always clearly and strongly present on the international stage.

• This decree takes effect immediately and must be implemented without any delay. I invite all members of the Heartlander Confederation to give their full support to our new Vice-Chancellor, and to cooperate with him/her in a spirit of unity and commitment to our common goals.

Article 2:

• The government meeting is planned to take place over the next few months, the reason for this being the general obligations of the ruling officials, and also so that the office of the Lord Chancellor would have a smooth transition of duties.

After tallying the votes, the next elected Lord-Chancellor of the Heartlands has been determined. It was a close race, with all candidates earning their share of votes, and all putting their best foot forward in the preliminary debates. LOUIS-CASPIAN DE ROSIUS: “Thank you for the opportunity. Taking upon a cloak of responsibility isn’t an easy task, at all. Everything is at stake when a decision is brought forth, every detail must be taken care of. But those sure of success and with GOD by their side don’t crumble so early. Our unification brought good things and revealed a lot of hard working people, and if elected, it will definitely be my duty to continue that streak. I will definitely ensure the continuation of the unification process by coordinating with the ministries in charge of the organs in abundance. Also, to note. As I am already in good contact with her Majesty Hedwig and the Paradisian Court, it is my goal to further carve a path for our people in the Heartlands to have joyful moments by ensuring the continuation of regular events and festivities, as a part of my court duty. With the people, for the people.”

AMÉLIE AUCLAIR: “Since the touch of providence had first penned, the inception, and birth, of our beloved realm, we have chanced to make use of missives, whence communication between the council's offices, their Majesties, and our wider family are deemed necessary; I would never disparage our labor made so far, in these respects, for it has served us more than well. What I would chance say however, is what would compliment our efforts, in serving the wider realm from now on, that the chancellery, and it's incumbent chancellor, coordinating the myriad constituent offices of the council, would send out regular missives, every Saints' week, to two, whence possible, to appraise the wider realm of the course we're steering our most beloved realm; such that every heart, of our beloved lands may, be united in purpose and heart.”

AUREL VON THEONUS: “I hope to do so by being approachable, so that citizens know they have at least one ear to voice their concerns, ideas and hopes to, so that I may bridge the gap on their behalf. And for our government to our people; I hope to be as transparent as possible so citizens know what we're working on, as much as we're able to share that is. I can leverage experience gained in several areas of government already, and can continue this as chancellor.”

Question From the Grand Speaker: “In what areas do you believe the Confederation is currently lacking? How will you seek to support these areas?”
 

LOUIS-CASPIAN DE ROSIUS: “A state cannot shine bright in all of its fields and through every spectre. But, we have proven that, if joint actions are understood and fulfilled in a professional way, even the most negative of thoughts can shift onto the bright side. With this being said, what I personally see as our slight lack. It is our military. It is not an easy body to maintain, to be frank, but a solution always exists. During my tenure and if elected, I shall ensure professional and organized communication by coordinating with the Legion's leadership and its Lord Marshal. Where I shall issue an official audit as a chancellor. It will allow the government and me to turn to the most vulnerable of the military's corners. Our soldiers need passion for their call, they need their morale raised because if they leave us, bon people. Who will we turn to when confronted by the biggest of our enemies? Where and when, it matters little, dear people.”

AMÉLIE AUCLAIR: “In my labors alongside their Majesties, and the council, we sought to address this very thought; thought unbeknownst to many, knows in the depths of my heart that our beloved realm would welcome addressing two specifics, without which we might pen unto our beloved realm, a future, of naught but gilded gold; the census, conceived unto the infancy of our realm, was telling, in that there chances be ever so many, within our greater family, that still labor to fulfill their heart's deepest desire and calling. Unbeknownst to the means by which they might be able to carry out their heart's desire, passion & hopes, both in service to our greater realm & themselves, this in turn, straining the apparatus of our treasury, and feeding unto it's exponential expenses in maintaining the sheer breadth of our wider realm. Yet, in my labors, the greatest solution was writ plain to me; it was hence that I had conceived the Clairian Exchange, the multi-faceted labor, academic, and artisanal institution that has been in development alongside their Majesty's, and the council since its passing in the Garmont. The institution, meant to compile our wider realm's every institution, academy, career prospect, mentor, and professional in what could chance call a greater archive, and directory; coordinating the entire realm's institutions in the assistance of the new, and otherwise extant, hearts of our beloved lands, in pursuing the education, career or craft, they might so wish, in the hopes of leading the Heartlands of tomorrow. This, paired with the Guide to the Heartlands, now necessitating only the Aaunic Province's penning; will be the backbone of our government's, herein revealed, residency campaign, as we labor to encourage the settlement & the arrival of new hearts, to join our wider realm & family, relieving the strain on our treasury's apparatus, populating our the sheer breadth of our lands, Aevos' largest nation-state.  I'm proud to use this occasion, to announce its upcoming inception, and to at last, reveal the efforts their Majesties, the council & myself have been laboring towards these past summers together.”

AUREL VON THEONUS: “Trust or Confidence. Maybe even understanding? How each half of this confederation operates. I'm not sure what to call it, truly. But there's some slack that we need to pick up if this confederation is to be successful. I believe that like many issues, communication is at the root of the problem here. I believe that I can work with both monarchs to develop a clear vision for the future to help fix some of those issues.”

Question From the Grand Speaker: “What is your greatest priority for the Confederation? What will be the main goal, or goals, you will seek to accomplish in your tenure as Chancellor?”
 

LOUIS-CASPIAN DE ROSIUS: “I will be quite brief with this one, not underestimating the value of this question whatsoever. Don't fret, I've already been to the bathroom. It is my wish to put focus on the general activity and daily on-going happenings within the Heartlands.  And the perfect example of that has risen in our lovely Vallagne, through the Clairian Exchange Bill.  The more effort we put into relocating our time to the betterment of our people, the results will be clear as a river. Then, when an ordinary citizen of this Confederation gets up in the morning, eats his bread and drinks his wine well and goes to work in the field, or to the market, and when he finishes his work and returns home to his family, happy and satisfied with the day. Then I will say that the work was done successfully. Our citizens matter the most, and no one will prove me otherwise.”

AMÉLIE AUCLAIR: “My aforementioned labors, and announcement, will ne'er cease, they will chance be our course in the summers to come; and with their exception, will continue those efforts & labors started within the crown embassy, ensuring that diplomacy will always be the first recourse of Heartlands; that corruption, wroth, and negligence will never be let to fester and impart suffering upon our beloved realm; and that no attempts to see an unkind fate imparted upon our realm & it's every single soul, will be tolerated. That, we will ever be realm of the 4 chivalries, and the 8 mercies, as is oathed to under the vows, that I have long-since taken unto mine own; as is the heart, of our very lands, family and home!”

AUREL VON THEONUS: “The stability of our combined nation, and prosperity of our people. My main goal would again be to encourage communication between both monarchies, getting our communities more intertwined and another is to find ways to make the provincial capitals more attractive for new citizens to move here.”

LOUIS-CASPIAN DE ROSIUS: “I was born in this Confederation of ours, that we all now call home. A home, ladies and gents! My parents lived for and died in this Confederation, they worked hard, just like yours too, to make it as easy as possible for us to live, work, raise our own children one day. The future of our Confederation. We shouldn't question it every single minute of the day. Our moral duty is to live according to GOD's word, working towards the betterment of our home. That is what I wish to do and reciprocate, as family and people matter the most to me. Under no circumstance, no matter how much marks I get offered will I drop our home in the mud. Pigs live in the mud, but not this bastion of our realm, not the Heartlander Confederation! I hereby swear to you, and you be my witnesses, as we shift into new times, where some important values will matter more. Long Live the Heartlands!”

AMÉLIE AUCLAIR: “A realm replete, with hearts and souls, as blessed and sweet, as they chance to be today; as suns pass, they turn to moons, and then to summers, then anew; I see our campaign bear fruit, as hearts and souls, both impassioned and new, filter in and out of our institutions, our realm, reborn anew, penning a brighter future for every soul within, as we march as one, as we have since our realm's first founding, to face any and all adversity, to aspire to any and all heights, and to see of our realm, and all its future, beyond the deepest darkest nights, unto the brightest, shining light. AUREL VON THEONUS: “In 20 years I want to see our communities active, treasury overflowing, a strong military and monarchs who continue to grow and lead our confederation to prosperity together.”

Question From Frantzisko Cardinal Albarosa, retired Lord-Chancellor: “How will you support the Canon's sacred mission in your tenures? How will you provide aid to the good Cardinal Saint Godwin's, in the recent Bull that he published? In incentives to take the clerical life, to seek Holy Sites?”  
 

LOUIS-CASPIAN DE ROSIUS: “The mission of our Holy Mother Church is, indeed, a mission that should concern everyone, especially one of the three of us, it depends on who becomes the Chancellor. However, in order to fulfill this mission, we must have a firm faith, which I think you agree with, Your Excellency. Faith pushes forward those who fall into its arms. Vassals are devoted to religion, and since each of us is powerful enough to be able to allocate a sum for various luxuries and abundance, I would like to emphasize the vassal's help to this mission. The funding run should be brought up by the office of the Chancellor, organizing all the vital parts of this bigger plan. A census of all the sites within the Confederation, more than necessary. For now, that is my answer, but more can be discussed. I am sure.”

AMÉLIE AUCLAIR: “It is fortune, then, if not providence, that whence working alongside our archdiocese' leadership in ensuring that the Archdiocese, it's subdivisions, and even it's monastic orders will be included, and amongst the faculties & institutions, at the forefront of our residency campaign, such that the new hearts that join of our beloved realm, may seek out the celestial father's virtue, and acolyte-ship amongst the church, and pave the path for the faithful yet to come - undoubtedly bound to make the good Cardinals efforts in coordinating our realm's faithful & it's sites, in the summers to come. Whence his holiness, has dained to ordain me, vicar, to the Silver Crusade, and ordained me this purpose, I have vowed to uphold the virtues of the Canonist Faith, and safeguard the faithful from the whispers of Iblees. That it’s virtues, mercy, kindness, and compassion may never be perverted, corrupted, or disregarded, by a faithful whose heart is wrest off the blessed path, such that they may never succumb to the wroth, and sin, that burdens every child of Horen, as it once did, even the exalted Prophet, Owyn.”

AUREL VON THEONUS: “I don't have to be Chancellor to offer any support I can. Whether that's in my capacity in the legion or my status as a duke in this nation. Though if elected to this position, I'll be able to leverage the office to support whatever and however the church needs.”

TO VOTE IN THE CHANCELLOR ELECTION, ONE MUST FULFILL THE FOLLOWING.

I. One must be 16 years of age or older.

II. One must be a housed citizen of either the Province of the Petra or the Province of Aaun.

III. One must be in good standing with Heartlandic law, and must not be currently jailed or awaiting trial.

AS PER PART I, ARTICLE VI, SECTION III OF THE CODEX OF SAINT GODWIN:

A Nominee must have at least half of the votes to gain the seat of the Chancellor. If no Nominee gains over half of the votes, the lowest Nominee shall be removed from the poll, and the voting shall begin again, where the seat will go to whoever gains the majority.

In light of the retirement of His Eminence, Frantzisko Cardinal Albarosa as Chancellor of the Heartlands, the three electoral bodies of the Chancellor’s Office have met to put forth a single nomination each for the Chancellor elections. These nominees have been vetted and voted upon by each governing body, selected by their peers, and approved by the monarchs. They have expressed willingness to take on the task of leading our Confederation into the future, and have shown great integrity in doing so.

Though all candidates have impressed the governing bodies, only one shall be selected by the people to be their Chancellor. On the 14th of Tobias’ Bounty, 1983, [OOC: 2PM EST, SATURDAY THE 29TH] the three candidates will convene in the The Plane Theatre in Whitespire to express their policies and goals as Chancellor in a round of debate. The nominees will answer a set of questions issued by the Grand Speaker, after which the audience will be invited to ask their own questions of each candidate.

A full and accurate transcript of the debate will be released within 24 Saint’s Hours of its conclusion, with voting opening soon after. Voting will remain open after this point for 48 Saint’s Hours. Attendance of the debate, or close reading of the transcript, is highly recommended for informed voting. The Chancellor that the Heartlands chooses will shape its future for many years to come.

Long has His Eminence, Frantzisko Cardinal Albarosa, served the Heartlands as its Lord Chancellor. The Cardinal showed in his tenure a great care for the Heartlandic people, diligence in his duties, and a passion for the unity of the provinces. Now, His Eminence seeks to return his attention fully to matters of the Faith, and leave the government of the Heartlands in the capable hands of a new, younger Chancellor. 
 

Per the tradition begun by Queen Catherine I, the next Chancellor of the Heartlands shall be selected by process of election. Candidates will be chosen by three electoral bodies, those being the Garmont Assembly, a meeting of the realm’s knights, and the Heartlandic Council. Each must nominate their own candidate, either from within or outside their own ranks. The candidates must willingly accept this nomination, and receive approval from the dual crowns.
 

Upon confirmation of the nominees, a date will then be set for the election debates. The candidates will publicly display their policies and answer to the people, quickly followed by a published transcript. Soon after, both provinces will vote in the new leader of the Heartlandic government.
 

DUTIES OF THE LORD CHANCELLOR
 

All three electoral bodies shall carefully consider the duties of Lord Chancellor when selecting their candidate, as the nominee must be capable of fulfilling all of them. These duties are as follows:

I. Leading the Heartlandic Council
   ◈  Calling regular meetings of the Council to discuss national matters, and ensuring the activity and integrity of all offices.
   ◈  Setting goals for the offices of the Council, and assisting in difficult tasks when needed.

   ◈  Providing a singular, cohesive direction for the offices of the Council.

II. Maintaining communication between the government of the Heartlands, and the people it serves
   ◈  Establishing a governmental newsletter, or other form of regular communication on government activities and changes.
   ◈  Hearing out the concerns and needs of the citizens, and passing them on to the relevant offices.

III. Advising the monarchs on matters of State
   ◈  Providing regular communication to both monarchs on the activities of the Heartlandic Council.
   ◈  Issuing decrees or vetoes on behalf of the dual monarchs to the Heartlandic Council.

REQUIREMENTS TO RUN FOR LORD CHANCELLOR
 

The electoral bodies must also take into account the requirements set to run for Lord Chancellor, which are detailed in the Codex of Saint Godwin. Any nominee must fulfill all requirements, which are as follows: 

I. A Nominee must have been a Citizen of the Nation for at least 10 years.
II. A Nominee must have been actively working within the Nation for at least 5 years.
III. A Nominee must be in good standing with the Codex of Saint Godwin.
IV. A Nominee must be in good standing with the Canonist Church.
V. A Nominee must be willing to run in the Chancellor’s Election.

The three electoral bodies of the Garmont, the Knights of the Realm, and the Heartlandic council are thus called to meet, and to submit their selected candidates to the Office of the Grand Speaker for approval from the dual thrones.

Prince Paul of the Petra, currently holding the titles of Prince of the Petra and Duke of Valfleur, is henceforth stripped of these titles. These titles are to be returned to the Sovereign of the Petra, Her Majesty Queen Catherine I, to be utilized at her discretion, including bestowing them upon her line as she deems fit.

This decision is prompted by recent revelations regarding Prince Paul's conduct at a notable ball, where he was witnessed laying hands upon his daughter in a manner deemed unacceptable and reprehensible. Given the gravity of this behavior, particularly in light of Prince Paul's position as the headmaster of a prestigious private school within his domicile, it is evident that he is unsuitable to continue his responsibilities at Courteis Hale.

Consequently, ownership of the estate of Courteis Hale in the Solland region of the Petran Province, along with custody of Prince Paul's children, shall be transferred to his mother, Queen-Emeritus Renilde Helena of the Petra, who shall assume responsibility for their welfare and upbringing henceforth.

BE IT KNOWN that the privileges of Sovereignty that We enjoy the fruits of today were laboured by martyrs who suffered for Us; and many suffered cruelty and persecution in their lives; and many would suffer death. 

Let this be known, that martyrdom is not the fight of any cause: when blood is spilt it does not run the colour of flags. It is the struggle for human dignity and human worth; of human suffering against tyranny; of the humble against the arrogant; of the pious against those who would subvert Our faith. For this reason We have known and recognised the leaders of the Alstion Revolt - William of Alba, Ulrich of Alstreim, Maxim of the Attenlund - as martyrs since the time of King Charles. 

But in the struggle for freedom and faith, martyrdom surpasses the spheres of time. The Hero-City of Haverlock is gone and its Heroes are scattered, but their struggle remains. Our enemies have changed, but Our Royal Struggle is fixed. Our Modern Martyrs fight different wars, but their struggle remains the same.

WHEREAS It is our Sovereign Duty and Royal Will to bestow Membership of the Immortal Order of Emperor Henry the Lion;

All aforementioned men were true paragons and symbolize the dignity that one places upon themselves as they combat against a struggle as old as time itself. Outnumbered by a traitorous force of Stassion renegades who stormed the Hand of Horen and surrounded the unarmed men in their session, they did not once falter in their duty to the Crown. Holding true to the values of the humble and pious, they became a bulwark against their corrupted adversaries that resorted to dishonor to sate their arrogance. In spite of the overwhelming odds, they courageously committed to warding off the unjust usurpers at the expense of their own lives until reinforcements could arrive to overcome the attackers. They collectively safeguarded the realm from a profane tyranny. With their deaths came the clarity that the struggle for worth and dignity, against tyranny, the arrogant, and the unfaithful, is an everlasting struggle in which we must all remain vigilant. For these martyrs, their justice would be served soon thereafter and the lands of the deceitful Prince reclaimed and borne anew with the fruit of virtue. 

We summon all Knights-Immortal to Our Royal Hand so that we may hold in procession their funerary hatchments and set it upon the altar; canticles will be sung in their honour; prayers will be said for them; plans to establish a monument discussed, and four eternal candles lit in their memory. 

Let the heralds proclaim it through Our shires, that all may bear witness to the decree of their knighthood as martyrs to Our Struggle.

As the new election cycle comes to a close, the candidates for the Heartlands’ various democratic institutions have fought fiercely to prove their dedication to our Confederation. Those running for the Garmont Assembly are those who may shape the future of our law, our nation’s priorities in its future projects, and the structure of our growing institutions. The candidates for Lord or Lady Mayor, on the other hand, are those who will lead the daily goings-on of our dual capitals- Their festivities, their infrastructure, and their growth. Both are to be chosen with care, which is why the Office of the Speaker has penned a full transcript of each debate in order to inform the public on the policies of their representatives.
 

It is to be noted that at the conclusion of the debate for Lord-Mayor of Whitespire, one of the two candidates chose to concede to his opponent before voting began. In doing so, the only remaining candidate, Lord Mithius Dalma, earned the position of Lord-Mayor by default. His opponent, Emilio Varoche, conceded due to the belief that Lord Dalma was the most suitable candidate for mayorship. With the full endorsement of the other candidate, we are happy to announce that Lord Dalma will be taking up the office of Lord-Mayor of Whitespire. Due to this concession, voting for Lord-Mayor of Whitespire will not occur this cycle.

Q: What are your thoughts on the current state of the Codex of Saint Godwin? Are there any improvements or changes you would make to our lawbook?
 

Theodore Elwood: “The Codex has clearly been written by many bright minds and wise leaders. I have, however, taken note of both Article Three, section two of the Codex and of the true Article Six, section six of the Legal Code. The former is a clause of our constitution that allows those of non-human descent - specifically non-human - to freely practice their own religions with respect to our One True Faith. The latter section, however, outlaws what is named Heathenism to publicly practice any faith outside of the One True Faith. Now I have no doubt that our constitution and our laws were written with great respect in mind to all who inhabit this country… But I worry about the possibilities in which these two writings may clash, and where well-respected citizens of our Confederation could suffer at the hands of the overzealous. We owe it to all of our citizens to ensure that this country, while a country of GOD, is also one of acceptance and respect.”
 

Frantzisko Cardinal Albarosa: “Now, Candidate Elwood, I do believe the term 'heathenism' refers mostly to heathenic non-humans - as, you see, us people of Horen hold a Covenant with the GOD our Lord. The human practicing of other faiths is a crime above heathenism, it is breaking the very Covenant which we abide by. Were you referring, in your speech, to allow for the public practice of non-humans, or of humans with faiths non-adherent to Church dogma?” 
 

Theodore Elwood: “In my speech I was specifically referring to non-humans practicing their faiths. I do not have a specific amendment in mind as of now. I would hope to speak with officials from our Church and with the writers of the laws as they stand now to gather their viewpoints, while also trying to meet with people of the Confederation who are not Human and do practice their faiths to hear what ways in which they could find safety and comfort in written law.” 
 

Karol Walewski: “There is no such thing as a perfect code of laws, and if anyone says there is it’s because they benefit from the flaws. The codex, as currently composed, provides little to no political protections or rights for Commoners. An easy remedy to this would be to require that either one or both elected Garmont representatives be a commoner from their respective province, if possible. This serves the dual purpose of allowing the Garmont to act as a vehicle to public service for capable commoners while also guaranteeing that they too have a voice in the halls of the assembly.”

Sorrel Tulpe von Theonus: “The Codex of Saint Godwin stands as a testament to our commitment to justice and order within the Heartland Confederacy. It lays out clear guidelines for dealing with various crimes and ensuring that those who threaten the peace and prosperity of our realm face swift and just consequences. However, like any legal document, there is always room for improvement. I believe that as we evolve as a society, our laws should evolve with us. I would advocate for periodic reviews and updates to ensure that the Codex remains relevant and effective in addressing the challenges of our time.”

Q: What changes in physical infrastructure do you believe would benefit the Heartlands? How do you believe these changes would be best implemented?
 

Theodore Elwood: “I am very happy that our country has already adopted the Heartlander Highway Act. In my near-decade living in Vallagne, I have seen much work done on the grand city itself, and such construction has shown beautiful results. Still, though, I have seen little in the way of expanding or securing even my own neighborhood of Faubourg Village just outside of Vallagne. The hamlets of Solland, despite there being many an untouched meadow… Sit quite stagnant. I would be interested to see if these new roads, especially those going East from Vallagne, may bring about a bustling in these realms that may promote the construction of cheap, affordable housing, new farms, and checkpoints for security in these lands without great city walls. But first, of course, I would want to see the Highway Act fulfilled, as I believe these roads will create a new backbone for the Petran province especially.”
 

Karol Walewski: “On a recent travel through Aaun, I observed a large degree of largely unused land along the road, at the former site of Minitz. It is my belief that the construction of Hamlets in that territory, similar to the Solland project, would allow for greater development in the region later down the line by having families and infrastructure already in place, while also allowing a regional economy to begin to reform. This could be accomplished by assembling volunteers from both provinces to construct and subsequently settle the Hamlets, thereby allowing citizens of both provinces to live and work alongside each other, rather than, as is the case currently, only when conducting military affairs or special events.”
 

Sorrel Tulpe von Theonus: “As a candidate for the Garmont Assembly, I am deeply committed to improving the infrastructure of the Meadowlands, particularly in the populous regions stretching from the Mardonlands to Solland. These areas are vital for the Heartlander Confederacy's agricultural production and serve as the lifeblood of our nation, providing essential resources for our people. My vision encompasses a comprehensive plan to enhance connectivity, promote development, and ensure the prosperity of our Petran-Heartlander communities. I propose investing in new roads and bridges to unlock the potential of the Meadowlands, both economic and social. By constructing well-maintained routes that connect the Mardonlands to Solland and beyond, we can facilitate the transportation of goods and people, stimulate trade, and foster regional integration between the two provinces down the line, thus furthering the bond of the Heartlands as a whole from the very heart of it all: The Meadowlands.”
 

Q: What vision do you see for the future of the Heartlands, as a whole? What would you wish to implement to make this vision become a reality?
 

Theodore Elwood: “The Heartlands of Aevos have been my home my entire life. I grew up the son of a craftsman and a midwife, and a brother to four other siblings. On one hand, I would write and sponsor bills that would promote the kinds of peoples and lifestyles I grew up around. I will work hard to promote the voices of our farmers and masons, of our coopers and bakers. I will seek out the heads of prospective young families who wish to establish homes, not houses, for their children and ask them what they need. I will fight for funding to make our outlying settlements and roads safer - both in the creation of infrastructure, but also in finding initiatives to help our Legion, our localized guards, and our Knights. More than anything I will promote, to the best of my ability, a culture of chivalrous communication and community in the Garmont Assembly so long as I sit within it, so that we may in turn act as a shining example for the peoples we represent.”
 

Karol Walewski: “I see a future where while, yes, both provinces are United under the same crown, they maintain their distinct and unique cultures and identities. To this end, I would strive to ensure the rights and culture of individual communities and minorities within the provinces are maintained and respected through both legislation and the organization of cultural festivals that celebrate what makes us such a diverse Nation while properly observing our shared identity as both Heartlanders and children of Horen.”
 

Sorrel Tulpe von Theonus: “My vision for the Heartlands revolves around unity, prosperity, and justice. I envision a realm where every Heartlander, regardless of background, thrives and contributes to our collective identity. To achieve this, we must prioritize inclusivity and collaboration, fostering strong bonds across provinces and social divides. Education and innovation are central to unlocking our nation's potential. We must ensure access to quality education for all Heartlanders, empowering them with the skills needed for success. By nurturing creativity and entrepreneurship, we can drive progress and prosperity throughout the Heartlands.”
 

“Lastly, upholding the principles of justice, fairness, and integrity is essential for maintaining the stability and legitimacy of our government and institutions. We must strive to ensure that the rule of law is applied equitably and transparently, and that all Heartlanders are treated with dignity and respect under the law. Q: What are your thoughts on the current state of the Codex of Saint Godwin? Are there any improvements or changes you would make to our lawbook?
 

Brennus: “You peoples laws, you write them in common but I slowly read them, you have no rights for my people, you force us to trust your god, you kill my people and yet we are left with nothing, I wish for my people to be recognized.”
 

Alexander Darkwood: “Ladies and gentlemen of the Noble Province of Aaun, my name is Alexander Darkwood, and in response to the question. I believe that, while the current state of the Codex of St. Godwin is good, it certainly needs a revision to better reflect the national philosophy of the Confederation of the Heartlands and to improve the legal system of the Heartlands. In that sense, I advocate for the inclusion of the Rights of Man, which entail the Right to Life, the Right to Liberty, and the Right to Trial. In addition, If I am elected, I shall introduce The Heartlander Justice Reform Act, a bill consisting in the creation of the Office of the Solicitor-General, as a new position in the Heartlandic Council, and the creation of the Heartlandic Courts.”
 

“The Heartlandic Court would be formed of the Circuit Court and the Supreme Court of the Heartlands.  The Circuit Court and the Supreme Court of the Heartlands would be respectively formed of Circuit Judges and Supreme Court Justices proposed by the Lord Chancellor on behalf of the Crown and confirmed or rejected by the Garmont Assembly. We believe that by empowering the Garmont by having it decide on the confirmation of Judges and Justices, we shall ensure that our Circuit Judges and Justices properly administer justice fairly on behalf of Their Majesties.”
 

Q: What changes in physical infrastructure do you believe would benefit the Heartlands? How do you believe these changes would be best implemented?
 

Brennus: “Many places lack roads  he puts simply  to get here this day I had to leave my tower and sail down the river to a small port by the wooden bridge  he moves his hand across the crowd  while you all rode horses from your grand stone castles, my people must use old trails created by deer to travel.” 
 

Alexander Darkwood: “In response to the question, I am a firm supporter of The Heartlander Highway Initiative proposed by Representative Aurel von Theonus and recently passed by the Garmont, consisting in the creation of a road that shall connect both of the capital cities. In addition, when such a project is complete, If I am elected to the Garmont I shall introduce The Heartlander Railway Initiative, a bill consisting in the creation of a railway that shall connect both capitals of the Confederation. The Heartlander Railway would have a railway station in Vallagne and another one in Whitespire. As for the implementation of these projects, I believe that the manpower of the Legion of St. Godwin and other government workers and volunteers shall surely suffice to see these projects become a reality.”
 

Q: What vision do you see for the future of the Heartlands, as a whole? What would you wish to implement to make this vision become a reality?

Brennus: “I would hope the future of this Heartlands includes my people, we lived here long before you all, many of us converted to your god as I said earlier, if I am elected to this council I will lead the charge to connect our peoples, for peace and longevity.”
 

Alexander Darkwood: “I believe in a Confederation of the Heartlands that ensures that the common class of our Country is properly represented in its institutions of government and that all the voices of the people of our Country can be properly heard by our government. In that sense, I would like for the Confederation of the Heartlands to empower the Garmont and to substantially increase the number of elected seats in the Garmont, so all our people can be properly represented, regardless of their peerage or wealth.”
 

“At the same time, I believe in a Heartlands that ensures the economic prosperity of its people, which is why If I am elected to the Garmont I will introduce The Economic Freedom and Prosperity Initiative. A bill which shall grant tax cuts to company and shop owners and tax exemptions to guild hall owners in the Heartlands, to ensure that they can freely develop their economic activity without excessive interference from the government.”

Q: How do you believe the arts, cultural, and academic scene of Vallagne could be improved? What might you seek to do to bring more interest to these areas?
 

Amélie Auclair: “Unto the banks of our dearest Petra, Vallagne stands as it's heart, as it was to the former Commonwealth, as it stands today, as the heart, of our dearest Province Petrine. Yet Vallagne had ne'er stood alone; the Free Port de Chambery, and the esteemed Peers of our home, had e'er laboured alongside it to support our people's legacy & heart! They do not stand at odds with the efforts of our beloved realm's Heart, but in complement to it. It is hence, that I wish to now extend, my answer in earnest to our correspondence over the last few moons; in announcing my untempered desire & every labour, to Bourgmestre Nicolas Wittenbach, and Chambery, in donning a stage, together, for the artistic cultural hallmarks of the river valley, that bespeak our very heart, alongside the establishment of a Heartlands-wide Theater Company, within which I hope take my place, alongside Monsieur Fran ois de la Tour, as one among it's debutante Playwrights!”
 

Gob’Ox: [Translated from Blah] “While I have seen there to be an academy in Vallagne, there is not enough books. Nor are enough people are encouraged to write their own. Currently - I have in the works a book of my own, one which i hope The monastery in Petra here are willing to endorse and translate from ‘Blah’. I’d like to also add that most of the books are of the same kind - ones you can find anywhere in every library in Aveos. We should encourage both writing and buying of many books - to fill the libraries with not only those of religion or nursery rhymes, but also of natural science, folktales and even shopping or any other list... I love lists.”

Q: What are your thoughts on the experiences newcomers may have when arriving to Vallagne? How may this experience be improved, and what would you implement to improve it?
 

Amélie Auclair: “When Ser Konstantine & myself first began exchanging letters, this chanced be one, amongst the myriad hopes we laboured to bring to light; wherein any heart & soul, wishing to call our dearest river valley, their home, would chance be privy to it's heart's every small beat. It was hence, that we sought to petition the like-hearted Peers of our Heartlands, their support, in seeing our Guide to the Heartlands conceived, and enshrined, as a piece of national literature, due to be distributed & available to every soul wishing to one day call the river valley, and Heartlands, it's home; such that they might know of aught that both defines us as diverse people & aught that defines us as one Heartlandic kin; such that they might take their place, by our side, with naught fear of alienation, judgment or uncertainty… Yet, in truth, for all seeking a new home, unto the river valley, and the Heartlands, that might not always be enough- There are still those faithful souls whose hearts are wrest off the blessed path, that would spurn our faith's tenets, that would see that the virtues, mercy, kindness, and compassion of our faith be perverted, corrupted, or disregarded, tempted by the wroth, and sin, that burdens every child of Horen, as it once did, even the exalted Prophet, Owyn.”
 

“We must ensure all life, born from unto the Creator, is treated with dignity, and respect, including the exalted brothers & sisters of Mankind, in the form of the children of Malin, Urguan & Krug; that naught judgement, contempt and hatred might be levied against a life, on the basis of its birth alone, as they too, have called the river valley their home, for generations, as they too, despite their interpretation of the divine, are welcomed & beloved by our faith, as siblings, and kin to mankind.”

I am sure that the people of Heartlands..”

Q: What do you believe Vallagne currently lacks most? How can this aspect of the city be renewed?
 

Amélie Auclair: “I would ne'er presume to cite it as something that it, alone, lacks, Atticus, yet I will suffer my heart to proffer, is what believes from the depths of my heart, that our dearest Petra, would benefit of most- The Census, conceived unto the opening days of the union, was telling, in that there chance be e'er so many, part of the greater family of our Heartlands, that still labour to fulfill their heart's deepest desire & calling; unbeknownst to the means by which they might be able to carry out their heart's desire, passion & hopes. The Guide to the Heartlands, Ser Konstaine & myself labour to pen, will only lay the heart of our beloved Heartlands, and its myriad opportunities & institutions, known, not proffer them the means to achieve their greatest hopes within their confines.”

“It is why, more than ever, I hoped to concieve of a system, that might - in the days to come, I will labour alongside the like-hearted Peers of our home, the crown institutions of our dearest Petra, and their Majesties themselves, to establish the realm's first Academic, & Labour Exchange; a crown institution, due to see it's inception in our river valley, that would recognize the deepest aspirations & hopes of our realm's people, unemployed, newly established or otherwise, and see that they are directed whencesoever their hopes might be made manifest. I see - there is much merriment, festivals and marriages, many Lords and Kings dancing and giving each other back-rubs. This is not the time to relax, to have festivals, to enjoy your labour and perceived success of The Heartlands Confederation! It’s the time to make REAL promises! To cast aside alcohol! To bring Heartlands up from the mud of self-gratification! To bring TRUE UNITY IN THE GRACE OF KANNON! It would not be good for the Heartlands to not hear the voices of the few, for it could twist from discontent - to riot of blood and hatred! We have seen a glimpse of it already from the most recent Garmont Assembly and the fate of the last Lord-Mayor. Everyone speaks of The Coalition War as it was of Veletz and The Horde against The Coalition of Humans, Dwarves and Adunians - Yet it was one of GOOD and EVIL! Noone speaks or remembers the Uruk who served on the side of GOOD - does who after war, still continued their fight and ultimately fell, slain and forgotten. No Kannonist has the balls to challenge the entirety of Orc-kind, their own brethren to a Honourable duel to death - for honour and KANNONDOM! Yet you speak of being righteous!"

“A Future, Penned, In Gold.”

Since the touch of providence had first penned my arrival unto the gates of Vallagne, I had found within, past my duty sworn, and my every hope, the answer, in earnest, to what it is that my forefathers sought to protect; I had found within, a family, anew, one that would come to wrest unto my heart’s every small beat, drive me to tear-laden cheeks, and bid the brightest, helpless smile, to my lips.

Since the opening days of the union, my heart could chance naught but be bid aflutter, with the self-same uncertainty, and excitement to the summers to come, and whence this new fate shall lead my forefather’s vow, and those resplendent hearts that fill my heart with joy, those I had long, in turn, avowed to give my heart & all.
 

As suns have passed, turned to moons, and now to summers, I have found my resolve unchanged, as every day I labour, with a smile splayed to cheeks, no less so for the hearts of the Petra, alone, that sound in my heart’s every lone beat, but for the whole of the Heartlands, whence the vows of my long-passed kin has once more, brought me.
 

It is now, more than ever, that amidst the newly consecrated Heartlands, as we had in times of old, amidst the joint march alongside our long estranged kin, to a fate yet unseen, unpenned, untold, that the future ahead, be penned, in naught but gilded gold.

“Issues of the Day”

The Garmont Assembly, having at last seen its reformation complete, had in its first session, seen the bill Ser Konstantine & I had penned, summarily passed, by the kindness &  like-hearted hopes of the Heartlands’ Peers, in seeing the Heartlands, and their every constituent province, and their disparate people, be truly represented, seen & recognized for aught that defines them, in the Guide to the Heartlands, due to be penned.
 

I am relieved at the opportunity that I may chance continue to see our joint hopes & will of a Heartlands, whose identity, culture, geniality, affections, and familial bond will naught suffer, but thrive, in aught that both defines us as diverse people & aught that defines us as one Heartlandic kin.

Those who have come to share a place, within my heart, know of the hope that drives its every beat, yet there are yet many I have yet to have the pleasure to meet, even within the confines of our beloved Province Pétrine. So I had taken the liberty to enumerate, some, among the many hopes wrest unto my heart for the summers to come:
 

Garmont Assembly Legislation

| The former commonwealth, long cradled by the tides of our beloved Petra, has long been a beacon of chivalry, geniality, closeness and heart. These stand, not as values we cherish alone; but the very heart of our joint identity. Values not to be merely preserved, but vigorously championed in the Garmont Assembly, and the Heartlands as whole. Crown Embassy Diplomacy

| As I take on my duties as a Crown Ambassador of the Heartlands, I have no doubts in my heart that the Crown Embassy will labour alongside myself in ensuring that the failures of the past may ne’er come to pass anew; that diplomacy will always be the first recourse of the Heartlands; that corruption, chauvinism, wroth, and negligence will ne’er be let to fester again, and impart suffering upon its people, and upon the children of Malin, Urguan, and Krug, on the basis of their birth alone, that have too, called the river valley their home, for generations, and that too, despite their interpretation of the divine, are welcomed & beloved by our faith, as siblings, and kin to mankind.

To take a position of leadership, is to serve, and avow oneself to the protection, and well-being of those who entrust and ordain one their duty; to act as the aegis that safeguards their hearts, livelihoods, and joys, such that they might never suffer an unkind fate again. I have long avowed to such, alike to my forefathers before me, long fore I ever stepped foot in Vallagne, long fore my heart’s beat rang with naught but love & affection, for the family that found within.

TO THE PEOPLE OF THE HEARTLANDS,
With the establishment of the Heartlander Confederation, so too are established new offices of public representation. Two Provinces, and two capitals- Heartlandic alike, but with their own cultures, and their own populations. As much as we must embrace our unity, so too must we embrace our duality. It is only through this that we will be able to truly cooperate, acknowledging our differences, and balancing them. With the first election cycle of the Heartlander Confederation beginning, seats of representation for the two Provinces will be open for candidacy applications. All citizens of the respective Provinces are welcome and encouraged to run for election, and the chance to represent the interests of their people.

As ordered within the Codex of Saint Godwin, the capital of each province will have their own Lord-Mayor to guide their people, and act as representative to that city. The duties of the Lord-Mayors are to ensure the rights and dignities of their city’s people, to maintain and improve infrastructure, and to assist in the planning and execution of events for public spectacle within their respective capitals. They are expected to exemplify the Heartlandic ideals of faith, chivalry, and wisdom in performing these duties and handling the day–to-day needs of their cities, welcoming newcomers and assisting their citizens. 
 

The requirements to run for the seat of Lord-Mayor are as follows:
 

1. A Candidate for Lord-Mayor must have been a Citizen of the Province they are running in for at least 5 years.

2. A Candidate for Lord-Mayor must be in good standing with Heartlandic Law

3. A Candidate for Lord-Mayor must be in good standing with the Canonist Church.

4. A Candidate for Lord-Mayor must be at least 18 years of age.

5. A Candidate for Lord-Mayor must have thorough knowledge of the Codex of Saint Godwin

Candidates for Lord-Mayor are not required, but are encouraged, to announce their candidacy publicly.

The Garmont Assembly is a council of lawmakers, presenting and voting upon various pieces of legislature that shape the forward motion of our Kingdom. Project proposals, public edicts, and proposed changes to our very codex of law all must first pass through the Assembly for confirmation. It is here where the people of the Heartlands are truly represented, and may push forward their ideas or concerns to be discussed. 
 

In order to more fully represent the populace of the dual Provinces, two representatives will be elected from each Province to serve on the Garmont Assembly. The duties of the public representatives are to strive to embody and serve the needs of the common man, and their neighbors within their Province. To not sit in the Assembly for personal gain, but rather to speak for the gain of the people. The seats of these representatives shall be titled the First and Second People’s Seat of Petra, and the First and Second People’s Seat of Aaun.

The requirements to run for a seat on the Garmont Assembly are as follows:

1. Nominees must be at least 16 years of Age.
2. Nominees must be in good standing with Heartlandic Law
3. Nominees must be in good standing with the Canonist Church
4. Nominees must be a Citizen of the Province they are running in.
5. Nominees must have thorough knowledge of the Codex of Saint Godwin

If one wishes to apply for candidacy in either elections for Lord-Mayor or for a seat on the Garmont Assembly, they may send a letter to the office of the Grand Speaker to do so. The information required to be registered as a candidate is detailed below.

Debates between the candidates shall take place within the following Saint’s Days, and voting shall be opened on the first morning of Sigismund's End [OOC: Tuesday the 7th]

With the founding of the unified Heartlands, the Provinces of Aaun and the Petra are to be brought together under the same banner, to share their strength and their willpower. The peoples of both these Provinces are diverse and unique, with varying cultures, interests, strengths, and origins. It is the desire of the Heartlandic Council to preserve these differences while working unitedly, to value its people so that it may reflect their best interests.
 

For these purposes, the office of the Grand Speaker has chosen to issue a resident census to the people of the Heartlands. The demographics collected by it will assist the Council in making critical decisions that shape the future of our growing, changing nation.
 

All citizens of the Provinces of Aaun and the Petra are requested to submit a copy of the census to the Grand Speaker’s office. Any questions regarding the census may be forwarded to the Grand Speaker.
