I WOULD HAVE PERISHED HAD I NOT PERSISTED.

But in my zealous pursuit to preserve what remained of Haense and of our kin, I became blind to what these words could lead to; stagnation, and rust. Two things of which I never stopped to consider nor thought would ever occur to those of us that remained, and yet here we are, no doubt by the actions; or inaction rather, of my own hand.

I have failed, both in my mission to ensure Hanseti-Ruska continued, and in my mission to retain what people followed us to the Karoslund. The city lay desolate, empty and silent. The trees which surround us have made more noise than we, and all those I once called family or friend, are dead or gone. There are no peoples anymore, no council and no Royalty with which Haense was once so known for.

For years I have battled my own internal thoughts on the Karoslund, that persisting despite the dwindling population would eventually lead us to success. That in time, this Empire may crack, and that those of Haeseni or Raevir birth might return. There were even those within Norland, of whom I thank, that gave me hope that eventually, in time, this would become true.

But now, looking back, I only see a fool with a fool’s dream, waiting on a future which would never arrive.

IT IS MY EXPRESS DESIRE, AS HETMAN OF THE KAROSLUND, TO ANNOUNCE IT’S FOLLOWING DISSOLUTION. 

I remain the fool with a fool’s dream, but I will no longer pretend that we will ascend once more. The Haeseni Age is long since over, and the Age of the Dragon is here to stay. 

To those of you that do still reside within or outside of the walls of the city, I offer my most profound apologies. I have failed in my oaths, and therefore I have failed you all. Any and all assistance I may yet offer in the process of this dissolution, do feel free to reach out, and I will do what I can.

I shall remain close, ever vigilant and always ready to come to our people’s defense, devout in my love for Exalted Sigismund and our Haeseni ways, until death itself dares come to claim what remains of my tattered soul.

The motto of the Karoslund, meaning; “I would have perished had I not persisted.”

“IT IS STRENGTH AND ENDURANCE THAT DEFINES THE HAESENI PEOPLE.”
 

We have long since governed under these words, having been molded by them, these once penned by King Sigismund III, rightly dubbed ‘the Golden.’ It has been the framework of our Kingdom of Hanseti-Ruska, and now of this Karoslund. The light guiding our path for generations, and the fire shaping the steel we once swung on the battlefield.

 Even in defeat, do those words continue to ring true, for it is our strength and endurance that continue to define us, and allow us our opportunity to persist, even in this new world that wishes for little to do with the Haeseni or her peoples. Our spirit shall not falter, our culture, while it may evolve, shall never fade away, as it did not before our fall and as it will not for a thousand years to come.

Let this Charter stand then as a return to our old Haeseni ways. This new world may detest our old Kingdom, and many may point out the many flaws we once held, but we remain as survivors of who we once were. The slate begins anew, and we are granted the opportunity to correct and work on these flaws together, so as we come to inhabit these new lands, so too shall our structure renew itself.

Therefore, shall those that matter bear witness, as the old village is reformed and renewed. As our rulers once held the title of ‘Grand Hetman’, so now shall we in a lessened form. From henceforth shall our realm be known as the Hetmanate of the Karoslund.

A new land requires a new order, and what once rested on our shared bond and traditions as a village of wayward Haeseni and Nords shall now be guided once more by law, merit, and faith. This reform does not go forth with the intent to cause offense to our fellow kin in the Nords of the North, who so graciously offered their homes to us, but aims to strengthen our kinship as Highlanders with the discipline and order of the old Haense, ensuring the realm endures in unity and in strength.

The Hetmanate shall be a realm where leadership is tested and strengthened, not given solely by right, be it through service and proven command, or by loyalty and faith to our cause and desire to persist. The Hetman shall lead as the Karoslund’s first, and beside him shall stand the Council of Ministers, formed of the Hetmanate’s most meritable members.

This reform shall bind the Karoslund not tighter, but far more true to its duties as both a sanctuary to those of our old Hanseti-Ruska, and to its duties as a proud vassal of the Norlandic Crown.

ARTICLE I  

ON THE CAUSE FOR REFORM
 

The Village of the Karoslund, long the refuge for our peoples since the fall of Haense, has served our kind faithfully for many years. Beyond that dreaded war and into the next with the Mountain, and all the times inbetween, it provided us a base of which to regather and regroup. However, as our walls now grow and we build for ourselves a true city for which to live in, a need for a new structure and governance build with it.

The Hetmanate is established to ensure clearer command in war and battle, greater stability in peace, and more fair rule in accordance to the missives ‘THE RUTHERN GOVERNANCE’ and ‘THE CROWS FLY’, where the efforts to transition our government to that of a democracy shall continue. Let it be known as well, that this Hetmanate shall mirror Hanseti-Ruska’s structure of law and government in many ways, as it will forever be our home, even if it is long gone now.

ARTICLE II

LAW OF THE HETMANATE

Ch. I. “The Hetman” (Ve Hetman)

I.I  The Hetman of the Karoslund shall stand as the sole lawful head of the realm and its government. They are the supreme commander of the levy, the defender of the peoples’ lands, and the primary guardian of the Jeremic Liberties of all Karoslunders. Their authority is absolute, with exemption of the Council of Ministers, who may vote to remove the Hetman or deny his decisions with an absolute majority.

i. The Hetman’s mandate to lead derives from the Crown of Norland, by whose grace the realm of the Karoslund exists, and through whom their authority is recognized.

I.II. By the will of the Hetman shall the government and levy form, shall Houses and Knights ascend, and shall laws and lands be administered. 

I.III. In the event of death, abdication, or removal of the Hetman, the Vice-Hetman shall assume immediate temporary duties of the Office of Hetman until the Council of Ministers can convene and elect a regent from their number until an official election can be held.

i. The Council may vote to keep the Vice-Hetman as Regent, or vote to elect among their number, either of which will last until the election has concluded.

Ch. II. “The Government” (Ve Birodalir)

II.I. By the grace of the Hetman shall the city’s Government manage all affairs of the Hetmanate, and it shall consist of the Council of Ministers, the Duma, and the Karoshird.
 

Ch. III. “The Council of Ministers” (Ve Konkil i Ministna) 

III.I. The Council of Ministers shall lead the Government, and the Vice-Hetman shall lead the Council as greatest advisor to the Hetman.

III.II. Upon the Ministerial Council shall sit:

i. Ve Vice-Hetman, who shall wield the Golden Bulava as leader of the Council of Ministers.

ii. Ve Herzen i ve Duma (“The Speaker of the Duma”), who shall wield the Black Bulava as overseer of the Duma.

iii. Ve Kossin (“The Captain”), who shall wield the Iron Bulava as Captain of the Karoshird.

iv. Ve Aranyiaz (“The Treasurer”), who shall wield the Silver Bulava and assist in cultivating the wealth of the Karoslund.

Ch. IV. “The Karoshird”

IV.I. The Karoshird shall be the levy of the Karoslund and keeper of its peace, and the Kossin shall command it.

Ch. V. “The Duma”

V.I. The Duma shall sit as representatives of the Karoslunder people by the grace of the Hetman to advise on matters of law and action, and the Speaker shall oversee the assembly to ensure its sittings are peaceful and productive.

V.II. The Speaker shall be recommended to the Hetman through a vote in the Duma, of which those eligible for recommendation are all citizens of the Karoslund, provided they are of the age of 18 or higher.

V.III. Upon the Duma shall sit:

i. Every Haeseni House Head or their appointed representative, of which shall be a member of their family.

ii. The Aldermen, once voted and confirmed by the Hetman, Vice-Hetman, or Speaker.

iii. The Vice-Hetman, only as an arbitrator if a vote is tied.

V.IV. The Aldermen shall be nominated to the Duma by way of Decree by the Hetman or majority vote in the Duma, and may remain in office until their forfeiture or removal, in which any Karoslunder adult beyond the age of 18 may run if they do not currently sit upon the Duma, nor are a member of the Council of Ministers.

V.VIII. As lawful representatives of all Karoslunder people, the Duma shall:

i. Petition the Hetman to sign bills passed by majority vote into law,

ii. Advise the Hetman and Ministerial Council by majority vote,

iii. Receive petitions from the citizenry,

iv. Establish and mandate both civil and martial infrastructural works,

v.   Mandate national holidays,

vi. Summon and investigate members of the Government and Karoshird,

vii. Ensure the regulation of law and domestic policies of the Hetmanate

Ch. VI. “The Hospital of St. Amyas” (Ve Szpital Svankt Amyaseo)

VI.I. Led by the Surgeon General, the Hospital of St. Amyas is a body of certified medical practitioners with the purpose of treating the injured and the ill.

Ch. VII. “Haeseni Language” (Haenzi Jeazik)

IX.I. The primary language of the Hetmanate shall be New Marian (Naumariav), with Norlandic as its second.

Ch. VIII. “Sigmundic Calendar” (Sigmundik Kalendar)

VIII.I. The dates of the Hetmanate shall follow the Sigmundic Calendar, whose months are:

i. Wzuvar ag Byvca, known in common as Snow’s Maiden,

ii. Jula ag Piov, known in common as Malin’s Welcome,

iii. Vzmey ag Hyff, known in common as the First Seed,

iv. Gronna ag Droba, known in common as the Grand Harvest,

v. Tov ag Yermey, known in common as the Sun’s Smile,

vi. Msitza ag Dargund, known in common as the Amber Cold,

vii. Joma ag Umund, known in common as the Deep Cold.

VIII.II. The year of the Sigmundic Calendar shall be 349 years more than the Common Calendar and suffixed with E.S., or Ehr Sigmunda.

Ch. IX. “Faith” (Lendyya)

IX.I. The majority faith of the Hetmanate shall be Canonism, with the Red Faith of Norland as its minority, whilst no other faith shall be practiced.

ARTICLE III

LAW OF CRIME

“These words shall proclaim the law

of order of the Hetmanate, and remain as a connection and mirror to our old Kingdom.”

Ch. I. “Regarding the rule of law”

I.I. No man shall be punished for a crime not within this code of honor, nor shall he be punished according to this code of honor if the crime committed was outside the lawful borders of the Hetmanate.

I.II. Let he who attempts or conspires to commit a crime be guilty of Attempt, to be punished as if they had committed the crime itself.

I.III. Let he who aids or conspires with another to commit a crime be guilty of Contribution, to be punished as if they had committed the crime itself.

I.IV. Let he who commits a crime through carelessness or recklessness be guilty of Negligence, to be punished as if they had committed the crime itself.

I.V. Let he who aids criminals and frustrates justice be guilty of Obstruction.

I.VI. Let he who abuses their rank or office for improper gain be guilty of Corruption.

Ch. II. “Regarding blasphemy and heinous acts against GOD”

II.I. Let he who flouts the teachings of the Church of the Canon or the Red Faith be guilty of Heresy, and let he who undermines or challenges the teachings of GOD, his prophets, saints, and scriptures or of the All-Father and the Red Faith be guilty of Sacrilege. 

II.II. Let he who soils a place or object of Godani or the All-Father, be it church, relic or graveyard, through drunkenness, dress, tongue, theft, vandalism or exhumation be guilty of Desecration.

II.III. Let he who lies with another outside of matrimony be guilty of Fornication.

II.IV. Let he who lies with his parent, child, cousin, niece, nephew, aunt, uncle, brother, or sister of the other, either by marriage or by blood be guilty of Incest.

II.V. Let he who lies with a Descendant of another race be guilty of Miscegenation.

II.VI. Let he who consumes the flesh of another be guilty of Cannibalism.

Ch. III. “Regarding the usage of magic, sorcery and witchcraft”

III.I. Let he who uses or practices dark magic be guilty of Dark Witchcraft.

III.II. Let he who is of demonic, necrotic, or otherwise unholy origin be guilty of Abomination.

Ch. IV. “Regarding acts of treason and invasion”

IV.I. Let he who conspires to bring harm against or breaks an oath to the Crown of Norland or the Hetmanate be branded a traitor to the realm and be guilty of Treason.

IV.II. Let he who partakes in the conspiracy to bring harm against the Crown of Norland or the Hetmanate either by assisting, supplying, hiding, or deliberately not sharing knowledge of the suspected traitor be branded a traitor to the realm and be guilty of Aiding and Abetting Treason.

IV.III. Let he who shares information that the Crown of Norland or the Hetmanate has deemed to be of classified nature be branded a traitor to the realm and be guilty of Espionage.

IV.IV. Let he who speaks foul or ill to that of the Crown of Norland or the Hetmanate be branded a traitor to the realm and be guilty of Sedition.

IV.V. Let he who organizes or partakes in an armed group against the Crown of Norland or the Hetmanate be branded a traitor to the realm and be guilty of Insurrection.

IV.VI. Let he who organizes or partakes in an armed group within that of the ranks of the levy against their superiors be branded a traitor to the realm and be guilty of Mutiny.

IV.VII. Let he who abandons his duties as a levyman be branded a traitor to the realm and be guilty of Desertion.

IV.VIII. Let he who belongs to a foreign military or organization enacting law or will on Karoslundic land be guilty of Invasion. 

IV.IX. Let he who peddles or possesses walnuts be branded a traitor to the realm and be guilty of Poisoning.

Ch. V. “Regarding counterfeiters, forgery and fraud”

V.I. Let he who forges the seal or signature, be it of Norlandic Crown or the Hetman’s Government, writes false records, legal documents, or other documents regarding the realm be guilty of Forgery.

V.II. Let he who sells misrepresented or stolen wares, mints currencies within the realm on his own accord, or knowingly spreads it be guilty of Forgery by Counterfeiting.

V.III. Let he who presents himself as another be guilty of Impersonation.

V.IV. Let he who flouts his debts be guilty of Racketeering.

V.V. Let he who opens a letter addressed to another, seizes correspondence, or brings harm to any courier or animal messenger within the realm be guilty of Obstruction of Correspondence.

Ch. VI. “Regarding murder, manslaughter, assault, abduction and enslavement”

VI.I. Let he who slays another outside of battle be guilty of Murder.

VI.II. Let he who takes the life of another without the intent of doing such be guilty of Manslaughter.

VI.III. Let he who harms another outside of battle be guilty of Assault.

VI.IV. Let he who captures another by force or deception be guilty of Abduction.

VI.V. Let he who entraps another in his service with threat or force be guilty of Enslavement.

Ch. VII. “Regarding theft, trespass, and general menace”

VII.I. Let he who steals any belonging or coin of another be guilty of Theft.

VII.II. Let he who extorts tolls under threat of arms be guilty of Banditry. 

VII.III. Let he who intrudes on the land of another, be it fief or building, be guilty of Trespass.

VII.IV. Let he who defaces the property of another or does damage to that of farmlands, forestry or domesticated animal be guilty of Vandalism.

i. Alterations to existing structures without authorization by the Hetman or the Council shall be considered as defacement and damage. 

ii. Erection of new structures without authorization by the Hetman or the Council shall be considered as defacement and damage. 

VII.V. Let he who wrongly slanders the name and honor of another be guilty of Defamation.

VII.VI. Let he who persists as a nuisance to others be guilty of Harassment.

ON THE STATUS OF THE ELECTION, AND MOVING FORWARD

So it has been decreed. As evident by the lack of candidates or word from the people on this election, there shall be no democratically-elected Hesir for the time being. Such, in truth, was something I were expecting. 

With the war against Orsathiael seemingly wrapping up to it’s inevitable conclusion one way or another, and questions of our homeland of Aevos being thrown left and right with many opting to pack their most valued possessions for a worst case scenario, it is understandable that not many are enthused to leave the safety of their homes or mingle about the village or city, let alone to discuss the future or the Karoslund in general.

HOWEVER, EVEN FACED WITH THESE ODDS, WE PERSIST.

Therefore, with the lack of a heir or otherwise chosen leader because of our changing government, I have taken it upon myself to ascend to the mantle of Hesir. This will be a temporary measure, for as long as I can help it, until the time comes when we are either forced to leave these lands or things settle following the aftermath of the war against Orsathiael.

Therefore do I, Ser Sigmar var Ruthern, Hesir of the Karoslund, state the following:

The Ruthern Governance shall be a temporary government, called forth to oversee the Karoslund whilst it lies in the midst of the war against Orsathiael, and while the question of Aevos continues to remain unanswered. It’s responsibilities shall include;

i. To continue the efforts mentioned in ‘THE CROWS FLY’, that being of transitioning the entirety of the Karoslund to a democratic system

ii. To reform or rejuvenate the ‘KIROLG I KAROS’, the Council of the Karoslund, to ensure the village is ready for it’s new era, or new lands, or both

iii. To revitalize the ‘Karoshird’, our levy, and appoint a new ‘Kossin i ve Karoshird’ for which to oversee it

iv. To settle matters of our faith if need be, regarding Exalted Sigismund and those of the Red Faith that surround our lands.

I wish to state, for all to hear, that I am an aging man, prone to mistakes and having missed my retirement by decades now, at this point. I am not without fault, and no doubt that may show during this period as your Hesir. However, I am always willing to work with any and all who step forth to offer assistance.

Times have changed, yet violence endures. The war with the Mountain continues to wage to it's inevitable end, conflicts of Faith between the Owynists and those of our fellow brethren in Sigismund’s flock arise in the Empire, and our old home of Valdev lays to further waste than it had under the control of the Mountain itself.

However, a new Era dawns upon the Karoslund now, as the Crows of our people in the Barbanovs, the House of our old Koengs and Koenas, exit to fly their own path. A path for what they deem is right, a path mutually agreed upon and discussed at length. Let none speak ill of their decision, and may their future remain bright.

HOWEVER, EVEN NOW, HOPE CONTINUES TO FLOURISH.

A new dawn of our Karoslund begins now. The people, more so than ever before, now wield executive power to choose who shall guide our path next, not have that decision made for them. No inheritance, no absolute monarchy, but a vote, granted to each citizen of the Karoslund, for them to grant of their own accord.

Therefore do I, Ser Sigmar var Ruthern, Regent of the Karoslund and Overseer of this Election, proclaim the beginning of this election for Hesir of the Karoslund:

All those who desire to run for election for the position of Hesir of the Karoslund, or vote in this election, must abide by the following requirements;

i. Must be a citizen of the Karoslund.

ii. Must be of 18 years of age or older.

iii. Of moral character and in good standing with the Karoslund and Norland as a whole.

iv. A faithful follower of Canonism or the Red Faith.

v. Does not hold a title nor any immediate inheritance to one.

All those who plan to run must make themselves known to me, though I hold the ultimate right to veto any potential nominee OR vote, albeit such will be used sparringly, if at all.

The Election for Hesir of the Karoslund shall begin a few days after this missive’s publication [Wednesday, September 3rd], and go for one year’s time exact, ending on [Wednesday, September 10th].

The voting station shall be located at the tavern, “The Crow’s Perch’, next to it’s main entrance and located just behind the aviary, where free paper may be collected for use with voting. 

The voting ballot should be clearly written as follows;

So long as the Candidate’s full name is written cohesively, and the signature is deemed authentic, your vote shall be counted. You will be sent a letter, in the off chance it is not, with the reason why if need be.

I understand full well the uncertainty and surprise such an announcement will have on you all, but understand that like all else, we shall continue to persist despite this. There are those whose futures no longer align with our Karoslund, but we shall remain, those of you who deem it so.

Know that whoever shall win this election, shall have my full and unequivocal support, and that I will strive to work with them to update our laws and ways as needed, as we pivot away from Monarchical rule, and to this new age of Democracy.

FAR TOO LONG HAVE THE ARTS languished in quiet neglect within our humble and weather-worn home. In the Karoslund, the strength of our people has long been measured by their endurance; by the steadfastness with which they’ve braved the biting cold, held fast against the onslaught of brigands and thieves, and stood unflinching before the foul workings of necromancers. For many years, survival is all we’ve known.

But no longer shall we live solely to endure.

Let it be known that the arts, too, shall tend our hearths, kindling light not only to warm the body, but to nourish the soul. From this day forward, creativity and craft shall no longer be the luxuries of peace, but the lifeblood of a people who have earned the right to flourish. The time has come to restore what was nearly forgotten, and to give voice once more to the spirit that binds us.

And so, by my decree, a new voice shall join the Circle of Crows. Let the seat of the Keeper of Arts be filled, that their hand may guide the rebirth of music, memory, tale, and form within our walls.

The first to hold this office shall be Louna Marie van Leuven (@RingAroundRosey), whose heart beats in rhythm with the beauty of our land and people. May her service remind us that we are more than what we endure; we are what we create.

ON THE STATUS OF THE ROYAL DUMA AND IT’S FUTURE

Many years now has it been since our founding of the KAROSLUND, within the realm of our fellow Highlanders in Norland. Since then, have we merely limped along as a fallen government, the KIRALG I KALOS filling the most crucial aspects of our governance.

NO LONGER.

Following the release of this Edict, shall the great Royal Duma return in the form of our Village Duma, simplified and refined for our smaller village. Based off the framework provided by my late sister, Tatiyana vas Ruthern, once more shall the entirety of our peoples have their voices heard, and our future determined as ONE. 

Therefore do I, Ser Sigmar var Ruthern, proclaim the following:

The Village Duma shall be granted the following powers, to enact in faith to the people and the leadership of the Karoslund;

I. The Duma may legislate freely unless otherwise restricted.

i. The Duma may not legislate on family inheritance or titles, on the military and its structure, or on the dynastic laws of the ruling House.

ii. The Duma may not legislate on any part of the Karoslund’s relationship with Norland, or on any aspect regarding Norland or her laws and faith.

II. To call a vote of no-confidence for any position upon the Kirolg I Karos or domestic policy of the Karoslund. Whilst mostly a gesture to show lack of support, should the chamber achieve a two-thirds absolute majority vote the recommendation is sent to the Hesir or Hesir’s Hand for final decision.

III. To Charter Karoslundic Guilds and local Companies.

IV. To regulate village laws and domestic policies of the Karoslund village.

i. Village laws may not supercede or otherwise violate the Laws of Norland or that of it’s Red Faith.

ii. Domestic policies may be overridden by the Norlandic government at will, if the need should arise.

V. To enact and vote on proposals to welcome newcomers as full villagers, and all the rights such citizenship garners.

VI. To nominate and recommend any individual worthy for honors or local recognition.

I. The Duma shall consist of one single body, though able to form committees at will.

II. Laws or bills must be passed by a simple majority. The majority will be determined by the amount of Boyars present after roll call.

III. The appointment of one new position within the Village Duma shall become a public vote for the villagers to elect. This position will be the Village Scribe, and they are responsible for the following;

•  To record and transcript the dialogue of all Duma sessions, to be posted publically
• To ensure submitted bills for voting are formatted correctly, and are legible

IV. Alongside the Village Scribe, two further positions will be granted for the public to vote on, those being the Village Aldermen.

• Village Aldermen shall have all the same responsibilities as normal Boyars of the Duma, with the exception of term limits and being unable to appoint a representative, temporary or permanent, to fill their spot in the Duma.

V. A term length of four sessions will be imposed upon elected officials. 

I. Membership of the Duma shall consist of the loyal and surviving Houses from Hanseti-Ruska and three elected individuals not holding any title nor immediate inheritance to one. 

i. These Houses shall consist of the following;

• Barbanov
• Ruthern
• Kortrevich
• Amador
• Korvacz
• Kovachev
• Leuven
• Weiss

ii. At any point may a House petition for a vote to be held to allow them to sit upon the Duma once more, although this decision is ultimately up to the Hesir or Hesir’s Hand.

II. Members of the Duma shall be called Boyars of the Duma.

III. A Boyar of the Duma may appoint a representative to chair their seat in the Duma on a temporary or permanent basis, so long as the Hesir or Hesir’s Hand are advised before any upcoming session. Elected Boyars may not appoint a representative. 

IV. If a Boyar of the Duma or a representative appointed on a permanent basis cannot attend a meeting of session, they may appoint a representative to temporarily stand in their stead for that meeting.

V. If either the Hesir, the Hesir’s Hand or the Village Scribe cannot attend a meeting of session and appoint a temporary representative, the representative shall not assume the rights and responsibilities of these offices during their absence.

VI. Representatives appointed on a temporary basis may not stand for election for Duma offices, new or old.

VII. The representative of a Boyar of the Duma shall assume all rights and responsibilities of membership in the Duma during their tenure of appointment.

VIII. A potential representative must be,

i. Of 16 years of age or older.

ii. A resident of the Karoslund, with proof.

iii. Of moral character and in good standing with the village and Norland as a whole.

IX. A representative may vote and stand for election for Duma offices.

X. A Peer of the Duma may recall a representative from sitting on the Duma.

XI. If a representative is recalled, they lose all voting privileges and offices held within the Duma.

XII. If a Peer of the Duma selects a representative to assume the rights and responsibilities of membership in the Duma, then the Peer of the Duma shall not exercise such rights and responsibilities until the representative is recalled.

XIII. All appointments of representatives must be reported to the Hesir or the Hesir’s Hand.

The Defense for Karoslund Bill proposes defensive measures that the Karoslund can take to enhance the village’s protection against incursions of darkspawn and prevent easy access for brigands and ill-intended forces. These involve the construction of watchtowers along the village walls, the installation of arbalests above the village entrance, and the completion of the village’s walls.

I. Necessary Definitions

• The Watchtowers will provide crucial vantage points for detecting individuals and dangerous creatures from within the walls of the Karoslund.
• The arbalests will provide great utility to the Karoshird if threats need to be attacked or warded away from the Karoslund.
• The completion of Karoslund’s walls will ensure that brigands and dark entities cannot enter the village with ease, protecting the homes and citizens within.

I.I. The Jeremic Liberties shall be granted and apply only to those freemen of Karoslundic birth or origin. 

I.II. A freeman who infringes on the Jeremic Liberties of another freeman shall forfeit the first, and may be struck down by the offended.

I.III. A foreigner who infringes on the Jeremic Liberties of a freeman shall face summary execution.

I.III.I. A foreigner is a citizen not of Norland or the Karoslund.
