It is on this blessed day in the light of Alaha that we, the Crown of Southerainty, declare the creation and vindication of the Southeron Calendar. This newly issued calendar serves primarily  to give homage to prominent Southeron ancestral entitie and to serve as a replacement of the common calendar for all Southeron domains - granting us a time system of our own language.

It is on this blessed day in the light of Alaha that we, the Crown of Southerainty, declare a reformation of the Seyami Jassinissa council. Due to the steady rise in corruption, organized crime, and the recurring inactivity of our standing  government, our Suldaan has seen fit to install a new Jassinissa that is sure to enforce a degree of variety, grant more power to the lower stratum of Southeron society whom are affected the most by these negative traits, and to re-activate our standing government.

This reformation enforces the following amendments to the Crown Council and it’s associated roles :

፩.The Jassinissa is, henceforth, to be considered a separate entity from the Suldaan’s advisory roles - with the exception of the Taezzaz.

፪.The Taezzaz will now be an elected role, with the following clarifications:

-All confirmed citizens of the Medri Negasi of Seyam are eligible to vote.

-This elected official shall serve a quinquennial term of 5 years, however there is no limit on the amount of times one official may be elected. 

-The Taezzaz will remain a dual role - serving both as the Suldaan’s advisor  and a Jassinissan councilman. 

-All citizens above the age of 15 years old may be elected as the Taezzaz.

፫ .The Jassinissa will now encompass the representatives of each and every seignorial house that is vindicated by an acting Suldaan, these representatives being chosen by that houses Matriarch or Patriarch - who may also serve as council representatives for their houses.

፬. A Suldaan may, through vindication, grant a House membership on the Jassinissan council - however he does not hold the power to revoke said membership. This membership shall only be voted off by the remaining council members.

After the publication of this reformation, letters has been personally sent to the Jassinissan members installed by these new laws, the letter reads :

“To my newly imposed councilmen, I send to you this letter.

                                                       As the reformation begins, it is necessary that you choose a bloodline representative to represent you on my Crown Council. For the Sulynean dynasty, I have chosen my heiress – Carawelo Erasto ag Sulyne – to represent my houses interests on the council. Once you have chosen your own, send word to me right away so we can begin council procedures to contribute to this reformation.

Issued on the 15th of the Grand Harvest, 1747

By the will of His Illustrious Majesty, Erasto I of the Sulynèan Dynasty , the Crown of the Southeron has ordered the indefinite closing of the Public Library of Thyra due to an array of incriminating and treasonous evidence of books composed and submitted against the crown. Furthermore, an investigation has been queued against the leadership of the library regarding the origin of these treasonous scrolls and unnamed entities.

Transcribed the 12th of Malin’s Welcome, 1747

On the 3rd of Malin’s Welcome, 1747 - the Jassinissa Council of the Medri Negasi met privately; for a solid 4 hours, they met with no intrusion - save for the sound of indistinct chatter outside the shut doors of the Festival Grounds, heavily guarded by Jeshi guards. After the time had passed, the Matoaloga stepped outside the room - ordering his guard to immediately spread out and allow a protected passageway for the Suldaan and his advisors. The Jeshi guided the Suldaan to the citadel - allowing him to step above the dais with an emboldened demeanor. Lra Suldaan’s words were as followed :

“To you, my Southeron people,” he said with a pause, his head turning slowly from side to side as he peered over the mass of people. He took a deep breath, continuing with a more defined tone.

“For countless years, we have been shoved into a generalization that we have never, as a people, consented to. Our attempts to embrace such a generalization was met with a steady coalition against the people who proclaimed to be our ‘brethren’ - however, our attempt to completely dispose of this generalization was met with opposition as well; presenting to us a state of ‘Farfolk Incertitude’. Allow us to take a moment to decode this phrase as separate entities.” as his tone turned from simply bold to outright aggressive - as displayed by a formulated frown and more emphasis on the important words

On the Farfolk

“Farfolk refers to a group of disparate people who allows their cultures and traditions to be subsumed into a false unity. A unity of Subjugation and assimilation. It is a word coined by insensible humans in an attempt to solidify their ideology that we are their lessers - and certain groups of these humans considered ‘lessers’ agree with the ideology, because being a lesser to the imperialists, kissing their boot, and being friendly with them despite their scorn for our kind comes with the benefit of being seen as a step above the others - despite this servitude being a disdainful trait. This is a damaging ideology that has began the basis of our subjugation - which is why we, albeit alone of these wronged people, have outright refused to acknowledge such an odious term. Now, my people, does this at all describe who we are? “ Erasto asked the crowd, being met with mumbling voices and a few bold yells

After a brief pause, Erasto continued. “Now I will answer you what the meaning of ‘Farfolk Incertitude’ is - it is the inability of the ‘Farfolk’ leaders to affirm that their acceptance of the aforementioned term is not for ‘unity’ purposes. We who are considered ‘Farfolk’ are all different, infact I boldly proclaim that we share more differences amongst one another than the Highmen and Heartmen do - and that is simply a truth that any knowledgeable descendant can conclude. Along with the inexplicableness of the term in itself - if all humans, even all mortals, are derived from the same place - then why are we ‘the Far Folk’? We share the same lands as the other humans, however we have been considered foreigners above all else, why is this? I cannot truly answer this for myself.” he turned to look at his advisors, whom had the same angered expression upon their visage as he did - and he turned around, with an affirmity in his voice.

“The reason why this term is so widely accepted by the mass of humanity that is considered ‘Lesser’ than the imperialists and their several subgroups is simply for reasons of subjugation, nothing more. Every ‘Farfolk’ leader believes in a directive that we should all be together, but this directive is looked at from a place of self-entitlement rather than true unity - I, of course, do not share such a directive as I am not a ‘Farfolk’ leader nor do I parade as a leader of a people that should not and could not exist. During our communion, the Jassinissa has concluded that our state shall appeal to ‘Southerainty’ - an ideology that supports Southeron sovereignty and suzerainty as a unified people rather than a subservient people to the ‘Farfolk’ front, this word shall also be used to refer to Southeron collectivity. From here on, we shall treat those who consider themselves ‘Farfolk’ as we do all foreigners and nations - with neutrality devoid of slavish loyalties.”

As he concluded, he nodded - and the crowd began to clap, roar, and chant the words “Maarhali amaan Lra Suldaan!” in a melodic intonation - which translates to ‘Praise be to his majesty the Suldaan.’. This chanting went on for hours after the Suldaan and his advisors retreated into the citadel, an entire celebration forming around it’s gates to confirm to the Suldaan and his advisors that the message was well-received by their people.

The ‘Jeshi’ is the royal guard of Seyam, established in 1744 by Suldaan Erasto I weeks after his coronation, prior to this there was no standing royal guard of the nation - only the guards of the regal house; in essence, the Jeshi is composed mostly of loyal guards to the Suldaan and his house. This unit serves the dual purposes of providing security for the Suldaan of Seyam and his immediate family whilst also serving as an elite infantry unit. It serves as the honor guard of the Suldaan’s personal army and as the civil guard of Thyra, the capital of Seyam. Since Seyam hosts a decentralized feudal system, each landed house would in theory have their own reserve units - and so, the Jeshi is the only standing army in the nation and is meant to act as a guard for whomever officially sits on the throne - whether it be of the current ruling house or not. As such, the Jeshi does not have it’s own independent symbol and instead carries the chosen insignia of the regal house it serves. Both males and females may serve in the Jeshi. Each year(week) they recieve pay and are also allocated various bonuses for serving in the Jeshi. Weaponry varies based on a soldiers preference, though the most common of weaponry would be spears, swords, slings, bows, clubs 

Aside from the direction they receive from the state administration, the direct leader of the Jeshi would be the Matoalaga, or Captain of the Guard. However, there are other nobility roles that in essence, would outrank the Matoalaga.

Askari[Condottieri]

In several cases, the Seyami State may rent their guard out to other states whom we hold neutrality or positive relations with - our Jeshi assisting them in war in exchange for minae. Pricing on this varies based on the nation, their enemies, the environment, etcetera - and pay is usually requested on a pay-per-battle basis.

Initiation

A potential recruit is trained  to be in top fighting form to join the ranks of the Jeshi. Before a member graduates into the ranks of the Jeshi a recruit is put through a series of tests to prove competence, skill and loyalty. The trials are shrouded in secrecy, with the recruits being drawn from sleep late at night and taken to a meeting spot for the trials. At the end of the trials, successful recruits are ritual marked, as symbols of their entry into the brotherhood of the Jeshi. This is usually through ritual scarification, with a range of symbols and markings that represent ones status and membership within the Jeshi.

Every so often, the Jassinissan Council of Seyam must commune to discuss things of national interest. These meetings carry with them very important customs that if broken, would void the sanctity of such an important meeting. These are the customs in their entirety that must be followed.

• Only four people are allowed to attend a Jassinissan Communion. These people being the Suldaan and the three Jassinissa members; the Enderase, the Dejazmach, and the Taezzaz. The Arenderase, Ardejazmach, and Artaezzaz are not allowed into the communion.

• Before the communion begins, each Jassinissa member must be sworn in by the Suldaan through a vow of honesty and nonalignment

• The Suldaan is required to attend, but is only able to talk when swearing in the Jassinissa members – during the communion, he is required to listen but is not officially apart of the communion, showing his limit in power.

• The Enderase, being the leader of the Jassinissa, will be required to guide the items discussed in the communion, to document all votings and their results activated during the communion, and afterwards to publicize the results of the communion unless explicitly stated otherwise.

• To request a topic to be discussed during such a communion, a citizen, foreigner, etcetera must contact the acting Taezzaz or Artaezzaz – in which, if he deems it necessary, he shall bring up such inquiries during the communion in which the Jassinissa will decide actions regarding it.

Section ፩ - Introduction

 It is necessary for all civilized states to hold a codex of rules and regulations that each and every denizen must abide by. Without one, it is only right for a state to fall into anarchy and chaos. To avoid the slow formation of a dystopian government, these laws have been put in place to protect the interests of the denizens of Medri Negasi  - failure to do so should be revised, a change that can be petitioned to the ‘Taezaz’ by its own citizenry. The Medri Negasi of Seyam holds a government form called a ‘Consulate Monarchy’ - meaning that it is a state ruled by a monarch whose power can be checked by a council of three dubbed the ‘Jassinissa’. Though, this does not negate the fact that the Suldaan’s power goes unrivaled by each independent member. The Medri Negasi of Seyam shall serve as a superior to its predecesant states of Thyra, Ghanyah, and Melle.

Section ፪ - Domestic Policy

Citizenship is defined as someone who either has both parents with granted citizenship, is a previous citizen of the Seyami state or its aforementioned predecessors, or is granted citizenship by the Taezaz, a Steward, or another member of the Taezazz’ governmental domain.

•  All citizens are required to pay a set tax if they own land.

• All citizens above the age of 16 are required to carry visible weaponry.

• All citizens are granted fair court trials against any inconspicuous claims or crimes.

• All citizens are subject to possible inquiry by the Seyami State and are expected to comply.

• Any act made by citizens to undermine the Medri Negasi will be dubbed high treason.

• If a citizen commits a crime in a foreign land, they are subject to that land’s authority.

• Slavery, or any form of slave-like servitude, is unallowed in the Medri Negasi unless it is done to a war enemy.

• Interracial relations are formally banned within the Medri Negasi of Seyam, this is not to be confused with inter-cultural relations which are accepted.

Section ፫ - Foreign Policy

Anyone who does not hold citizenship in the Medri Negasi are seen as foreigners, though all foreigners are allowed to request citizenship.

• Foreigners are allowed to visit and live within the Medri Negasi so long as they respect the rules and regulations of our state.

• If a foreigner is deemed a danger to our society, they are not allowed to visit our state.

• Upon entry, foreigners are subject to questioning and checks.

• Foreigners are allowed to hold homes and shops in the Medri Negasi, though at a greater price than citizenry.

• If a foreigner commits a crime in the Medri Negasi, they will be subject to our punishment.

• Foreigners are not allowed to carry weapons in the Medri Negasi.

Section ፬ - Diplomatic Policy

 The Medri Negasi is open to all diplomatic offers. Allies are to be treated similar to the citizenry, and enemies are not allowed to be treated at all. Diplomatic offers may only be accepted or sent by the Suldaan, the Advisor-Regent, or the Jassinissa as a whole - and is only officiated if one of these entities sign off on it.

• During times where either communing nation is at war, the Suldaan is the only one who may accept or send a Diplomatic offer.

• Military Allies are the only foreigners allowed in the Medri Negasi with weaponry.

• During diplomatic visits, foreign nations may only enter with 3 guards unless militarily allied.

• Citizens of an enemy's state are not allowed into the Medri Negasi.

Section ፭ - Seignorial Policy

  The Seignoria refers to the Nobility of the Medri Negasi. Seignorial Houses are usually landed entities, though many of them opt to vassalize under more capable houses.

•   The Seignoria are allowed to create laws for those under their jurisdiction, but will still be expected to abide by this codex. They are not allowed to create laws to omit these laws.

• The Seignoria are expected to follow all the rules of the standard citizenry.

• Nobility may only be granted by the Suldaan himself.

• The Seignoria are not allowed to establish independent diplomacy with a foreign state unless explicitly allowed by the Suldaan.

• All Seignorial titles are hereditary.

• Seignorial titles may only be held by Farfolkians and cannot be inherited by a foreigner.

Section ፮ - Clarifying the ‘Jassinissa’

 The Jassinissa is the everlasting Crown Council of the Medri Negasi, put in place during the reign of the first Negus of Ghanyah - 1637. The Jassinissa has been established as the administrative council of the Suldaan, assisting him in leading the nation efficiently, providing him advice, checking his power when needed and providing to the state through their own administrative duties. The Jassinissa and its members are the only people in the Medri Negasi who may speak in the name of the Suldaan.

•    The Jassinissa holds three members, the Enderase[Advisor-Regent], the Dejazmach[Advising Commander], and the Taezaz[Chancellor] who each have their own administrative powers and duties that assist the nation in progressing - none of them hold administrative power over one another, unless during times of regency whereas the Advisor-Regent shall ascend in position. The Jassinissa are allowed to hold land and lead Houses. These ranks become hereditary, lasting even if a Suldaan dies - they can only be removed by a vote, between the other two council-members and the Suldaan. These roles can also be challenged by another House in which a skirmish shall take place.

• The job of the Enderase is to serve as second-in-command of all affairs including diplomacy behind a regnant Ruler, to act as the Designated Regent should the nation require Regency, to advise a Ruler on all necessary affairs, to assist in state-hood correspondence, to listen to and translate all diplomatic offers, and to ensure the Jassinissa actively communes.

• The job of the Dejazmach is to serve as the direct leader of all military-based affairs. Their primary job is to defend the state, to lead the Seyami guard in and out of war, to advise the Ruler on strategy and advancement, protect a Ruler and his/her interests through combat, and to enforce martial law in the nation if necessary.

The Dejazmach usually works with the Chancellor to quell all rebellions and ensure domestic peace in the Seyami state should the military be required for that.

• The job of the Taezaz is to serve as the Prime Enforcer of Law and Justice. Their job is to act as the primary leader in trials under our jurisdiction, to quell corruption within our grand state, to actively survey the competence of all lands under Seyami Jurisdiction, to plan all events held within our lands, to inform the Suldaan and Jassinissa of all troubles and/or reliefs the citizenry may go through, to ease domestic tension, to provide housing and citizenship to qualified inquirers, and to ensure that this law codex remains updated with each necessary change, but remains in the best interest of the Medri Negasi and all of its citizenry.

• Each Jassinissa member may appoint their own vices or assistance - although these vices don’t actively take part in the Jassinissa, they are appointed to assist the council members in their respective fields. Although they are not allowed to interrupt, they may spectate in Jassinissan meetings, votings, and etcetera.

• Jassinissan titles and their vices can only be held by a Farfolkian and cannot be inherited by a foreigner.

Section ፯ - Checks and Balances

• The Suldaan is the leader of the state, his power may be checked collectively by the council but his blood right title may not be lawfully uprooted.

• The Jassinissa are the equalizers, their blood right positions may be uprooted by the collective conclusion of the Suldaan and remaining councilmen or uprooted by a more capable House, but it would be unlawful for the Suldaan to attempt to uproot these roles with his singular power or through corruptive methods.

• Only the Suldaan holds the power to grant and revoke titles within the realm - the only restriction on revocation being the Jassinissa.

• The succession of Seyam is agnatic-cognatic, meaning that women may only inherit if there are no available males in the direct lineage of the previous Suldaan, this succession is the primary in Seyam unless a title specifies otherwise.

• Upon coronation, a new Suldaan may choose his own coronation rites derivative of their beliefs, but all must make a vow to uphold the rules and regulations of this official codex - and as such this codex is to be updated when necessary. If a Suldaan does not agree, they shall be considered illegitimate and treated as such until then.

• The Suldaan must then make a vow to his faith, that he shall uphold Jyoism if it is what he so chooses, and his reign shall be vindicated by the Sayin-Alufa.
