On this glorious day, His Highness Cesar I of Hyspia & Her Highness Laurelie Vuiller Monet-de Pelear would like to announce the birth of their first born and heir to the Viceroyal throne; Francisco Javier Carlos Duncan Cesarito Monet-de Pelear. Named for Cardinal Francisco of Hyspia, he shall be titled as the Crown-Prince of the Viceroyalty and shall be destined to inherit all titles held by his parents.

It is with the birth of our firstborn child that we envision a bright future and new chapter for Hyspia that begins with our generation. To build a better future for the youth of our home, we must work together so that when they ascend to their DIOS-given birthright, they are able to carry on the legacy of Hyspia and its forefathers with pride.

As is tradition, the newborn child shall be baptized in the Chapel of Niseep, and shall be educated by the finest scholars Hyspia has to offer as the Crown-Prince grows into the future ruler of Our domain. We ask that all citizens of Hyspia join us in the celebration of this new life.

After many years of courting, the soon-to-be-married couple invites the denizens of Almaris to join them in their celebrations. Having met during Balian’s social season, the pair formed a bond that would continue to bloom throughout their courtship and into their engagement.

PREAMBLE

With war having ignited across the realms of Almaris, and the entrance of the Grand Duchy of Balian and the Clandom of Daeland-Vistulia into this new war, our Viceroyal Crown has come to the conclusion that conflict within the southern isle of Almaris would cause nothing but death, destruction, and chaos. All of these effects are ones in which the Southern Summit had once sought to avoid, and it greatly saddens us that our neighbors of the south have chosen the sword over the pen. Therefore, our Viceroyal Crown formally invites both the Grand Duchy of Balian and the Clandom of Daeland-Vistulia to meet within the City of Niseep. The purpose of such shall serve as an attempt to keep the bloody wars of the north out of the southern continent, and as an attempt to reconcile the two belligerents of the south.

TERMS OF MEDIATION:

1. Neither the Grand Duchy of Balian or the Clandom of Daeland-Vistulia shall bring more than 2 armed guards, not including the chosen diplomat of each nation.

2. Neither the Grand Duchy of Balian or the Clandom of Daeland-Vistulia shall bring more than 2 unarmed diplomats.

3. Neither the Grand Duchy of Balian or the Clandom of Daeland-Vistulia shall violate the sovereignty or neutrality of the Viceroyalty of Hyspia.

4. Neither party shall engage in physical violence within Hyspian lands, otherwise it shall be seen as an attack on Hyspian neutrality.

5. Foreign observers excluding the 2 permitted armed guards will not be allowed to view the negotiations (Including diplomats from The Horde, Haense, Urguan, or any foreign diplomats)

THE VICEROYALTY OF HYSPIA

TO THE HYSPIAN PEOPLE AND DENIZENS OF ALMARIS;

                For years since the dissolving of the Kingdom, the Hyspian people have remained scattered across Almaris with no one state to rally behind. When attempts were made to bring the Hyspian folk together, it was always under the heel of a greater Overlord that threatened to squash us like a bug should we express our feelings of independence and patriotism to a realm long gone. Since the times of Tierra Natal, there has not been one truly independent Hyspian domain that can advocate for the rights and the voices of our people, nor a leader who could stand up to the forces of the outside world if it meant protecting the people of Hyspia.

                Now, with the help of the Holy Mother Church and His Holiness Tylos II, the Hyspian folk have finally been given land where they may reside free of overlords and laws that were not made by Hyspians for Hyspians. Now, the Hyspian folk have a realm in which our people are free to write their own laws, decide their own council, raise their own armies, and create their own nobility. It is the dream of every Hyspian for a unifying Hyspian state, and on this day that dream shared by thousands of our kin is to be realized at last. Niseep, once home of the de Bar family, now houses the new Hyspian domain that shall rise from the ashes of the dissolved Savoyard crown. This new domain, ruled by a Hyspian dynasty and inhabited by the Hyspian people, shall grow to heights unseen in past realms.

               It is therefore the wish and pleasure of the new rulers of Gereon's Hold and Niseep that the Viceroyalty of Hyspia, a freely independent and self-ruled domain, shall be declared on this day before the whole of Almaris to see. Any and all Hyspians, regardless of birthplace or allegiance, are invited to make their way to Niseep to reunite once more. At last, our people shall be united under one Banner, one Crown, and one GOD.

In Arenisca, the young adult had not imagined that he would be where he was now. As he rode at the head of an armed column, his memories of his youth came to him in rapid succession. First, he was with his older siblings playing in the streets of Arenisca. Second, he was sparring with his Padre in the streets of Elysium. Third, he was challenging his eldest brother to a game of chess. Now, he was leading a vanguard of Hyspians to clear the way for the women and children after leaving the war-torn Kingdom of Elysium. His mind snapped back to reality as a mounted soldado rode up next to him.

"Hermano, are you feeling alright?” said Baron Alejandro as he rode side-by-side with him. Cesar rubbed his eyes as his mind returned, and he then nodded his head. “Si, I am alright. How is…?”

“Papa is fine. He’s taking a nap in his wagon a mile or so behind us. Señora Frisket is with him.” Then, the Baron clad in Arenisca’s blue and black returned back to the rest of the column. Cesar de Pelear took a deep breath, then brought the armored Soldados to a halt. His horse turned to face his men, and after glancing upon each of them, he spoke out.

“Hijos de Arenisca!” He called forth, the men bearing the Black and Blue of his Fathers’ and now Brothers’ Barony cheering out in pride. “¡Los hombres de mi Padre y Hermano, escúchame ahora!”

“Hijos de Del’mar!” He called again, with soldiers bearing the Monet Red and Black cheering “¡Los hombres de mi Madre, óiganme ahora!”

“Hijos de Osanora!” He called a final time as the men bearing the White and Cyan of the long-forgotten County made themselves known in their proud cheers.

“Díganme, Hijos de Hyspia! Look to each other, and to the banners that each of you fly. Look at them, and tell me you do not smile with pride. Look to your ancestors, who served proudly under the Kings of Yore. Hyspia has not been united for many years but now, we shall finally achieve what our Padres y Abuelos always dreamed of! In a land beyond Norland, Urguan, Elysium, or Savoy, we shall once again reestablish a Kingdom long ago discarded.” 

The soldados cheered and lifted their banners and spears high as they reminisced on the stories they had been told. Stories of long ago glory, that many had dreamed would be returned once more. The Hyspian nobleman raised his voice once more, “Let the world hear you, Hijos de Hyspia! I, Cesar Monet-de Pelear, Son of Baron Javier and Baroness Frisket, shall lead you into the future! Stand with me and arise, Hijos de Hyspia!”
