The streamlining of information is among one of the many coveted virtues of the Hileia'evaran. It is the wielding of coordination, communication, and effective dialogue that drives success, that which not only emboldens the dignity of our esteemed soldiers, but the city they are beholden to protect. Thus, it’s the necessity for this nature of discipline that the Reports Archive of the Evaran is issued. This archive will serve as a logbook for all recorded incidents, encounters, and law violations within the Princedom of Cauróst. Information within this ledger is considered confidential, only to be shared among fellow Evaran or trusted Caurósi denizens. 

Types of Reports

Reports are divided into four classes: Activity, Incident, Crime, and Restricted. Activity and Incident reports may be issued at one's discretion, and are not mandatory. Crime and Restricted reports are mandatory at all times.

Class A. Activity Reports

Activity reports are issued for matters pertaining to internal operations and mobilization within the Hileia'evaran. Although not all events of activity will warrant a report, notable events are to be logged under this category. Examples include, patrols, skirmishes, escorting royals, guarding meetings, or other isolated activity among the Evaran.

Class B. Incident Reports

Incident reports are issued for matters such as civil disputes in the absence of punishment or reprimand under the law. Examples include, noise complaints, anti-social conduct, suspicious behavior, or other non-threatening behaviors.

Class C. Crime Reports

Crime reports are issued for matters involving criminal activity and distributed punishment as stated under the law. Examples include, assault, theft, vandalism, or other actions in violation of the law. 

Class D. Restricted Reports

Restricted reports are issued for confidential cases, such as encounters with notorious, high-profile creatures, beings, individuals, and local deaths. These are issued in private statements and forwarded directly to the High Prince.

Summary of Events: It was early in the morning that those of the Princedom were called to the defense of a traveler reported to be under assault by the common bandit, to which we rode northward and successfully subdued the marauder after a brief chase. During such, he had invoked the name of the Cross-slinger bandit, presumably an ally of his. After bringing him back to the city, it was decided his belongings would be seized as reprimand for his crimes, only after a vicious beating from Meracache. Afterward, we had sought to release him, with the approval of the victim in light of no significant harm having been done. Unfortunately, the bandit made the bold decision to attempt to attack myself, Ellathor, and the victim when we attempted to permit him to leave with his life. Thus, he was cut down justly.

The martial forces of Cauróst have remained diligent, reliable, and calculative in fulfilling this truth since the Princedom’s inception. However gratifying this assurance, it is recognized that a people cannot be guarded by merely a trained guardsforce, but a numerous one as well.

In the pursuit of elven martial excellence, the fair treatment and dues of Caurósi soldiers serves not only as a means of ensuring income, but a token of respect and gratitude from the esteemed Ivory Crown. As it is the duty of the warrior to stain his blade for the crown, it is the duty of the crown to keep their soldiers well fed, housed, and secure, be it in times of peace or war. 

This financial obligation, however, is conditional, and may be revoked in times of financial strain or emergency, wherein minor exceptions may be permitted in instances beyond the purview of this decree. Too, it goes without saying that the duties of the Praeven are not to be accomplished solely for financial gain, but for the dignity and protection of the Caurósi people, for the purpose of a paid wage is not a means of incentivization, but of gratitude. 

Basic Duties | 10 mina Pay

City Patrol

The enlisted soldier patrols the inner walls of the city, or remains at a fixed location in watch of their designated area, colloquially referred to as “sentry duty.” 

Road Patrol

The enlisted soldier patrols high-traffic trade routes in parties of no less than three, reporting any suspicion of threats to their superiors.

Gate Duty

The enlisted soldier tends to the gates for a period of no less than five Saint’s minutes.

Citizen Escort Duty 

The enlisted soldier escorts a willing citizen or guest to or from the city, ensuring their protection and wellbeing along the way. 

Training Attendance

The enlisted soldier attends a training session, or partakes in basic sparring at their leisure against fellow soldiers.

Standard Duties | 20 mina Pay

Civil Disputes 

The enlisted soldier successfully dissolves an ongoing civil dispute, be it a non-life-threatening fight, a disruptive argument, or other conflicts of interest. 

Rally Response 

The enlisted soldier rallies to emergency raid or bandit responses, of which they shall receive a pay bonus of +20 minas in the event they either capture or slay an enemy.

Law Enforcement

The enlisted soldier responds to and distributes appropriate punishment as decreed under the Ivory Codex of Law. 

Royal Escort Duty

The enlisted soldier escorts a willing royal, noble, or figure of authority to or from the city, ensuring their protection and wellbeing along the way.

Recruitment

The enlisted soldier recruits an individual of pure elven descent into the military.

Special Duties | 50 mina Pay

Civilian Defense

The enlisted soldier successfully, and directly, saves the life of a citizen, be it through the suppression of threats or medical response. 

Crown Defense

The enlisted soldier successfully, and directly, saves the life of a government official, royal, or noble, be it through the suppression of threats or medical response.

Attack Missions

The enlisted soldier leads an offensive attack on political or worldly enemies, such as a den of the occult, demonic, Ibleesian, with the express authority of the High Prince.

Occult Suppression

The enlisted soldier either captures, cures, or slays an agent of the dark.

Chapter I. Introduction

The Hileia'evaran Codex serves as a universal guide for the duty, conduct, expectations, and stipulations in servitude to the Ivory Crown. Through the codification of procedures, standards, and protocols, the forces of the Hileia'evaran may hope to better achieve a unified and cohesive body by which the dignified culture and legacy of Caurost was forged. In this codex, the reader will be taught on principles of honor, ethics, conduct, hierarchy, combat, and discipline. This codex may be altered at any time at the behest of the High Prince and Annilir, and in exceptional cases with probable cause, void and null in cases of misuse or loopholes. 

Chapter II. Virtues & Values

Honor

Honor is the adherence to principles of dignity and ethics, to forgo deceit and pursue mercy. It’s the embodiment of respect and integrity for not only the ally, but the enemy, for a mali who forgoes principles of honor has tarnished the prestige of himself and elvenkind as a whole.

Altruism

Altruism is the selfless regard for the wellbeing of others, even at the cost of one’s personal wellbeing. It’s the embodiment of compassion and goodwill, for the Caurosian warrior is not afforded merely a sword to wield against his foes, but a shield to protect his people.

Discipline

Discipline is the rigorous conditioning of the mind and body. It’s the backbone of self-control and precision, for a mali who fails to control himself cannot be controlled by his superiors.

Brotherhood

Brotherhood is the love for one’s kindred and one’s community to the absolute. It’s the ability to forge bonds worth a lifetime, and the willingness to not only bleed alongside your brethren, but for them, and because of them.

Fortitude

Fortitude is the ability to remain resilient even in times of adversity. It’s the ability to be strong in mind, body, and soul, even in times of great sorrow, for if the guardians of the people are despondent, so too shall the people be despondent. 

Chapter III. Code of Ethics

While in service to the Hileia'evaran, soldiers-- broadly referred to as "Keepers" or "Evaran--" are expected to uphold a strict code of ethical virtues in order to maintain the dignity of oneself, their kindred, and the Ivory Crown. Violation of these codes shall result in appropriate penalty, as outlined under Chapter XII, Martial Discipline.

I. The unjust slaying of the surrendered to he who has not earned it, lest he is of dark origin, is an act of cowardice.

II. The unjust slaying of the defenseless to he who has not earned it, lest he is of dark origin, is an act of indignity.

III. The unjust slaying of a child, lest he is of dark origin, is an act of immorality. 

IV. Regard the weak as you would regard your kindred, grant them warmth in all actions.

V. Regard the Crown with nothing short of selflessness, grant it your life in all things valorous.

VI. Regard oneself with dignity and respect, grant it absence of mindless obedience. 

Chapter IV. Codes of Conduct

The Caurosi soldier is a representative of the collective before himself. Their every word and action serves as a direct reflection of the martial body, and shapes the elven public’s perception. By donning the Caurosi regalia, the warrior is entrusted with honoring the trust and solidarity placed in the Hileia'evaran by elvenkind. As such, there exists a rigorous code of conduct and social grace and decorum to be adhered to whether the warrior is on or off-duty. Violation of these codes shall result in appropriate penalty, as outlined under Chapter XII, Martial Discipline.
 

Intoxication

To be under the influence of drugs, alcohol, or other substances while in uniform, is strictly prohibited.

Profanity

Displays of vulgar language (including excessive cursing, slinging insults, or unwarranted yelling) while in uniform, is strictly prohibited.

Insubordination

Openly disobeying, arguing with, or challenging Hileia'evaran superiors, especially in view of the public, is strictly prohibited.

Infighting

To engage in personal disputes, abrasive arguing, or conflicts with one’s peers while in uniform, is strictly prohibited.

Intimidation

To use one’s authority within the military to intimidate or threaten Caurosian populace, is strictly prohibited.

Chapter V. Training

Those of the Hileia'evaran are expected to maintain their physical and mental fortitude at all times. Often hosted by those of officer ranking or higher, expected training routine is as follows:

Standard Sparring

Using weapons of their choice, the Evaran will engage in one-on-one fights, team-based fights, as well as routine skirmishes among themselves or with most esteemed allies.

Hand-to-Hand Combat

The Evaran will engage in hand-to-hand combat to test their competencies in close quarters, as well as train their response to critical situations where they are disarmed or otherwise without a form of self-defense.

Ranged Combat

The Evaran are expected to show moderate to adept capabilities with at least one form of ranged weaponry, such as the javelin, spear, bow, throwing axe, et cetera.

Formations & Jargon

The Evaran are expected to have a thorough understanding of formations and jargon as to enhance communication and coordination.

Survival Training

The Evaran will be trained on basic survival skills, including how to hunt, locate shelter, and endure the harshest of conditions such as hot or cold climates.

Chapter VI. Hierarchy

Uniforms are among the most basic forms of routine and discipline among elven militias. They serve as martial indicators of status and rank, as well as a testament of one’s ability to adhere to obedience, for a soldier who refuses to don his regalia proudly cannot be entrusted to fulfill further expectations. As a soldier ascends the rank, their regalia becomes more and more personalized and complex. Taeluir (recruits) are afforded simple, ill-detailed uniforms that do not stand out. Diraar (soldiers) are gifted the silver laurels and waist chains, which fade into a rusted copper-gold shade with use. Upon reaching Aneh'wyir, they are given a deep crimson waistcloth symbolic of spilt blood, until the entirety of their cloak is dyed red.

Annilir (General)

The general of the Hileia'evaran, the Annilir is entrusted with absolute authority over their soldiers. Their duties include ensuring top-down military functionality, overseeing large-scale military campaigns, and working directly along the High Prince in order to counter threats to the Princedom. 

Aneh'wyir (Right Hand)

The right-hand-man of the Annilir, the Aneh'wyir operates as second in command of the Hileia'evaran. Their duties include issuing tasks to officers, aiding the Annilir with military operations, enacting their orders and overseeing short and long-term projects.

Nealuir (Senior Officer)

Senior officers of the Hileia'evaran, the Nealuir are trusted veterans who have proven capable leaders. Expected to enact orders of the Aneh'wyir and Annilir, their duties include the hosting of trainings, patrol coordination, and issuing promotions.

Virair (Junior Officer)

Assistant officers of the Nealuir, the Virair are prospective officers chosen for their potential leadership skills. Soldiers are heavily scrutinized at this rank, for it’s deemed the most critical rank in determining whether a they are fit for extended and demanding leadership roles. Duties include military recruitment, leading patrols, or hosting training sessions. 

Diraar (Enlisted)

The backbone of the Hileia'evaran, the Diraar are adept warriors who have completed the bulk of their initiate training. Although they hold no substantial authority, their duties include common law enforcement, city patrols, gate duty, and guiding the Taeluir.

Taeluir

Recruits of the Hileia'evaran, the Taeluir consist of the young, the untrained, the newly inducted. They have no ability to enforce the law, and are instead beholden to shadow their superiors, typically the Diraar, during patrols, training, and to study the military codex. This is typically a short-lived period of observation of basic learning capabilities.

Chapter VII. Divisions

Within the Hileia'evaran, it’s not uncommon that soldiers may excel in unique fields of warfare. As is the virtue of brotherhood, it’s critical that soldiers remain not only capable, but willing to fulfill the roles that their peers might stagnate or struggle in, thus the introduction of specialized fields, dubbed divisions, of which there are three: Battle Medics, Cavalry, and Infantry. Most soldiers are trained in basic infantry, but if one shows promising skill, may branch into cavalry or healership. If proven capable enough by the Annilir, an Evar may even be permitted to specialize in all three, but this demands years of training, dedication, and martial prowess. Most Evaran will master no more than two divisions. 

Chapter VIII. Duties & Protocol

Escorting Royals

When escorting royalty, government authority, or figures of import, the Evaran are to assume each flank. This is colloquially  referred to as a “Wing Formation.”  Although it’s important the soldier remains unobtrusive to the individual being escorted, they must remain vigilant and cautious in twain.  They shall not mingle with one another in idle, shall remain in constant study of one’s surroundings. Formations  are critical to the protection of notable figures.

Responding to Threats

When confronting individuals in violation of the law or social harmony, it’s necessary that proper protocol is navigated lest one wishes to escalate ordeals. Most critically, blades are a weapon to protect, and are not to be brandished where it can be avoided. Before action of any kind is taken, proper warnings are to be issued, for the accused must be given an opportune chance to refrain themselves lest the Hileia'evaran becomes susceptible to corruption. 

Emergency Response Protocols

In cases of immediate threat or large-scale emergencies, such as enemy raids, otherworldly fallout or disaster, or the need for backup, Evaran are to sound the bell at the earliest notice. This is the easiest, most effective tactic of summoning aid. Until aid arrives, however, Evaran are to first and foremost ensure the protection of citizens where possible, and stave off whatever immediate danger they can. Citizens may be granted safe quarters in the barracks, or somewhere else of protection if combat is not an option. 

Gate Duty

Although closed gates are a rarity of Caurost, times of war may necessitate citywide security. They are not to be left unattended while closed, unless in cases of high-activity wartime at the order of the High Prince. While manning the gates, visitors are to be asked basic security information: Name, allegiance, and a brief search of body. Weapons are not to be confiscated, but individuals may be turned away if in possession of illegal contraband (such as magical enchantments, as outlined in the codex of law), or hail from a political enemy state. Those of facial coverings or masks are to show their face as proof of identification, but may don them upon entering the city. During wartime activity, it’s pertinent that one remains conscious and aware of suspicious groups of people, especially ones traveling together.

Chapter X. Ceremonies & Traditions

Among the virtues of discipline, protocol, and policy, are the customs of tradition and identity. Some consider it a means of easing the mind of a turbulent, war-addled soldier, especially one whose tenure has been of extensive service, that Evaran adopt the values of Caurosi culture through means of war braids, body art, regalia personalization, and the forging of weapons. 

War Braids

War braids are a common symbol of valor and victory in battle. Soldiers with a mane of long braids can be assumed vindicators of warfare, those with years of dedication, skill, and experience to their name, while those of sparse braids or shorter hair may be newly recruited or inexperienced. Typically, war braids are woven by fellow soldiers, for to apply war braids to oneself is considered an act of stolen valor. Some braids may be clasped with bronze and copper pins, while others are intertwined with silken ribbons and cloth from the cloaks of fallen brothers and sisters. 

Blade Forging

It's not uncommon that enlisted soldiers, typically at the rank of Diraar, forge their own unique, signature blade as it pertains to their loyalty among the Hileia'evaran. This blade becomes their signature weapon throughout the remainder of their service, unless it breaks, in which case they are to forge a new one. Weapons may range from sabers, spears, or daggers, each designed to symbolize the soldier’s identity and dedication. Blades are typically inscribed with elvish blessings and oaths, but this is not mandatory, as freeform expression is encouraged in such a rite. 

Regalia Personalization

Individuality is most esteemed among the many traditions of the Hileia'evaran. As a soldier advances in their service and dedication, it’s not uncommon they delve into more abstract, self-expressive regard of their uniform while adhering to the collective recognition of their service. Personalization may include the addition of warpaint, embroidery, jewelry, ribbons, etc. 

Body Art

Body art, most commonly that of tattoos, are not unheard of among soldiers. Like warbraids, tattoos are typically inscribed by fellow Evaran in order to commemorate shared victory, shared loss, battles fought, or fallen brothers. Sometimes, they may be abstract and interpretive lines and whorls over the cheekbone and brow, and other times they come as intricate murals designed to tell a story on one’s back. 

Chapter XI. Military Law & Discipline

While serving the Hileia'evaran, enlistees are beholden to strict, codified laws that dictate critical conduct, expectations, and violations of their service. In such a case, they are subject to appropriate discipline, which may only be enacted by the Annilir. Disciplinary measures are outlined in Section II of this chapter. 

Section I. Military Law

1.) The enforcement of local law while off-duty, except in cases of immediate threat or danger, is forbidden. 

1a.) An individual is deemed “Off-duty” while not wearing their state-mandated uniform. 

2.) Be it civil or martial, the enforcement of law on a fellow Evar is forbidden.

3.) Soldiers who are found to be in violation of the law, be it civil or martial, are to be reported to either the Annilir or Aneh'wyir. 

4.) The distribution of state-mandated uniforms to individuals not enlisted in the Hileia'evaran is forbidden. 

5.) The desertion or disobeying of one’s post in times of duress, warfare, battle, or necessity is forbidden. 

6.) The willful and deliberate destruction of state-issued gear, such as uniforms and weapons, is forbidden. 

7.) Violation of the codes of honor, ethics, or conduct is forbidden. 

8.) The disclosing of classified or sensitive legal information to individuals not enlisted in the Hileia'evaran is forbidden. 

9.) The abuse of power upon citizens through means of coercion, intimidation, or neglect of the law, is forbidden.  

Section II. Discipline

Verbal Reprimand

Reprimand may either take place in private quarters through word, letter, or in the presence of one’s fellow soldiers as a means of humiliation. 

Extended Labor

Evaran may be subject to twice the routine workload, such as extended gate duty, patrols, or exhaustive training.

Demotion

Demotion of no more than two ranks, depending on the severity of the crime. 

Lashings

Lashings may account for ten at minimum, fifty at maximum, and may take place either in private or public quarters.

Punitive Discharge

Evaran may be terminated of their service, forbidden from re-enlisting unless pardoned of their transgressions by the High Prince. 

Chapter XII. Recruitment

Those who wish to enlist in the Hileia'evaran are to meet the following criteria at minimum. Should the criteria be met, they will be inducted as a recruit, wherein they will be learned in basic through advanced training. 

I. Must be of pure elven descent

II. Must either be capable in battle, or be willing to learn it.

III. Must be above the age of eighteen.
