In recent years the citizens of Owynsburg have expanded their property without asking or informing the municipal authorities. This has allowed the citizenry to claim more property than they currently pay for. Property that legally belongs to another individual or the to city government. No more shall this illegal expansion continue.

Any property owner, be it of an estate, in-urbe house or stall shall henceforth be required to contact the Mayor to receive written permission to expand their property. To do so without permission shall result in a fine, the amount of which is dictated on the severity of said expansion.

The city of Owynsburg understands that space may be sparse, thus citizens may clear the ground below their home to construct a basement (the basement must not intrude on other properties). Property exteriors may be changed freely, but any drastic changes must be approved by the municipal delegation. Drastic changes account for the moving of the entry door requiring the address signifier to be moved, replacing housing material, breaking down an exterior wall to open up the house, etc.

The municipal delegation shall also henceforth be permitted to inspect the property for any expansions that have not been approved. Let it also be known that the expansion of one's property also means the rise of taxes. Citizens who have claimed and expanded their property prior to this edict will also have their taxes increased as soon as their property is inspected by the authorities. The amount for both is determined on a case-by-case basis as all expansions are not equal in size and range.

WE DO AFFIRM, the supremacy of the Imperial Crown in the affairs of the Commonwealth and call for a new and stable principle of Responsible Government in the administration of it’s comprised constituency.

The resolution of the chamber is a critical consideration, as while the present situation is allowed to progress the continued constituents of the Commonwealth receive in practice no right to the enjoyment of life, no liberty to control their own affairs, and an increasingly limited opportunity for the development of institution and industry. The valley of Cathalon is commonly known as a bounty of natural resource for which there is no greater source; yet with the absence of substantiated representation it’s promise is allowed only a place to perish with St. Catherine it’s tombstone. It is only then as direct citizens of the Empire, that we men and women subsist.

Thus we entreat here to Her Imperial Majesty as unflinching Imperial subjects; that the Crown appoint a Viceroy to empower a regional legislature with increased authority to govern local affairs. That the Crown’s chosen Viceroy be responsible together with an assembly of his common man for the purpose of articulating a new constitution to serve for the function of a reformed Commonwealth, and that this leal Viceroy therefore work in conjunction with that local government to, in good time and in good conscience, be ultimately held accountable to said legislature.

THE ROYAL CABINET OF 1775 

THE THIRD ITERATION OF HIS MAJESTY’S COUNCIL OF STATE

PREAMBLE,

In accordance with the ad hoc nature of executive authority sanctioned under article six of the Constitution it is the right of his Majesty’s representative to reshuffle powers according to their need when the demand arises. Thus with each iteration comes the reform needed for each successive evolution that the state incurs as the decades themselves revolve across time. It is the desire thus, that his Majesty’s Government be set to order under a new status quo to compensate against and fill the vacuum of powers left wide by the void of the Ministers Dubois and Premier Pruvia. It is thus proclaimed:

SECTION I. DIVISION OF POWER,

I.) That the Minister for Governmental-Affairs known shorthand as the office of the Premier, be dissolved and rendered defunct.

II.) That the Minister for Internal-Affairs be associated in perpetuity with the undesignated office of Lieutenant-Governor.

a.) That the Lieutenant Governor be henceforth the shorthand designation of the Internal Ministry.

b.) That the main responsibilities endowed upon the most prior iteration of internal office be sub-designated upon the newly Minister of Labour.

III.) That, in accordance with the Constitution pending it’s amendment. The post of Minister for External-Affairs remain vacant in perpetuity given the subsidiary nature of the Commonwealth to the Imperial Establishment.

a.) That the post ultimately be dissolved come the pre-mentioned reform due to the Constitution.

The Governor-General is the Head of Government in accordance with section two of the Commonwealth Constitution. It is thereby the function of the Governor to chair the executive government and offer royal assent on behalf of his Majesty the King, as a proxy in his absence.

The Lieutenant-Governor of Kaedrin stands as His Majesty’s first-minister, responsible for the organization of all internal affairs of the State, the appointed second of the King’s Viceroy guaranteed in it’s permanence by section four, article six of the Constitution. It is thus also the duty of the Lieutenant-Governor to chair Cabinet in the absence of both entities, and is entrusted with the right to issue executive edicts by royal prerogative.

a.) MINISTER OF LABOUR,

The Minister of Labour is charged with the development of the King’s territories, which entails the construction of public and private housing, the establishment of new businesses, and the assurance of employees to staff them. As such the Ministry is also endowed with the responsibility of also assuring a competent workforce to complete provincial projects in conjunction with their fellow executives.

The Minister of Finance is charged with the duties of generating both income and standard investment. It is the foremost responsibility of the Ministry however to maintain a consistent financial record of all state expenditures, and to balance the budget of the executive branch in general terms.

c.) MINISTER OF DEFENCE,

The Minister of Defence stands as the Government’s representative in all militant-affairs, and manages relations with the Imperial Secretariats designated to the defence of the Empire at large. It is also therefore the duty of the Ministry to oversee the state of the Imperial Garrison and the Provincial Constabulary and update Cabinet should the need arise.

The Minister of Culture is designated as the chief advisor to the Government on matters of cultural representation and religious-affairs. It is therefore also hence the case that the Minister in question be the standing religious authority of the territory and that their powers in this respect be used to the benefit of the communities of the Commonwealth.

III.) LORD MAYOR OF OWYNSBURG,

The Lord Mayor of Owynsburg is afforded a voice on Cabinet as an advocate for the people of the borough, and by proxy, for the masses in general. It is thus the duty of the Mayor to bring the concerns of his constituents to Cabinet, and as well coordinate with the Ministers of Labour and Finance in his wishes for the polity at large. It is his duty to appoint Stewards to the Municipal Government, run local elections, propose local legislation, manage the books, and to collect taxes.

THE PARTICIPATORY COMMONWEALTH GOVERNMENT 

PREAMBLE

The first established Royal Cabinet was successful in restoring the Commonwealth and establishing a newfound bureaucracy, moving on from the tragedies of Ves and the “Mad Duke” Leopold. It is as granted by the Instruments of Government that expansion be accomplished thereafter on an ad hoc basis. As circumstances since the expansion corroborate a necessary shuffling of government, in finishing this chapter both the Lieutenant Governor and the Premier considered it prudent to forgo the previous three-man cabinet: rendering it more participatory for the Commonwealth as a whole, and to truly bring all factions of society to one united table. The following ministerial positions and their standing incumbents are therefore established for the undertaking of responsible governance.

CHIEF OFFICIALS

LIEUTENANT-GOVERNOR

The Lieutenant-Governor stands as the appointed second to the King’s Viceroy: the Governor-General of Kaedrin. It is thus the duty of he to chair state ministries in his absence and to lend a guiding hand when vision needs to be asserted over the national good; to issue the mandates issued by royal prerogative and delegate the duties of each minister via the Premier.

Oversees the usage of territories and housing, and ensures that the quality of life and environment are maintained with residential interests in mind.

II). Has the ability to evict, renovate or deconstruct residences in the Commonwealth.

III). Is a member of the Territorial Concessions Committee. 

IV). Is a member of the Electoral Commission.

V). Represents the Mayor in absence. 

MINISTER OF LABOUR

Manages the human resources of the Commonwealth, providing a qualitative pool of manpower and connections to aid in realizing projects.

II). Has the ability to fire, hire & evaluate lesser functionaries of the government bureaucracy.

II). Reports to the Lieutenant-Governor and Premier on military developments.

III). Ensures the interests of the stationed Brigades are represented properly in the Commonwealth government.

Hildegarde Amalia Pruvia-Albarosa

Oversees the cultural sector of the Commonwealth, hosting festivities and chronicling the Rhoswenii identity and its minorities.

I). Manages the department of Culture within the Ministry of Interior.

II). Has the authority to formulate, executive and manage cultural events and festivities. 

III). Manages the courts of peers and ensures adherence to Rhoswenii rites and procedures.

MAYOR OF OWYNSBURG

The Honourable Mayor of Owynsburg

Padraig O’Rourke

Oversees the polity known as the City of Owynsburg, manages its lesser government and ensures proper leadership is given.

Furthermore, he:

I). Has the ability to hire, fire and evaluate Aldermen, Stewards and Aides. 

II). Has the ability to evict, house and evaluate residents of the City of Owynsburg. 

III). Gains legislative precedence on the roll of the House of Commons. 

IV). Holds weekly municipal meetings with citizens and the government. 

V). Has a term of five weeks.

INSTRUMENTS OF THE ROYAL CABINET

To further maintain proper functionality of the Commonwealth bureaucracy, certain ministers have been granted leadership over specific organizations with specific purposes: from managing the territories, to expanding the economy, and so forth. These are known as the ‘Instruments of the Royal Cabinet’. An instrument can be added, removed or altered depending on the governmental needs of the Ministers.

THE ELECTORAL COMMISSION

The Lieutenant Governor-General, the Premier and the Minister of Interior are equal members of the Electoral Commission: an instrument that organizes, validates and oversees elections within the Commonwealth of Kaedrin.

TERRITORIAL CONCESSIONS COMMITTEE

The Ministers of Interior, Labour, Finance & Culture are all seated in the Territorial Concessions Committee: an instrument that decides whether land, or structures, may be given to citizens of the Commonwealth. They determine the criteria, the pricing and the designation of Commonwealth territories.

CROWN CONCESSIONS OF COMMERCE 

The Minister of Finance chairs the Crown Concessions of Commerce:an instrument that manages and owns all mercantile and financial activities within the Commonwealth of Kaedrin. He can provide a concession to a citizen, allowing him or her to perform commercial activities on behalf of the government.

TRIUMVIRATE OF THE INTERIOR MINISTRY

The Ministry of Interior is subdivided by two departments: that of Labour, and that of Culture. Both were experienced as large portfolios in the previous Royal Cabinet, where a singular minister carried the workload of three. To combat this issue, the Lieutenant-Governor and the Premier extended the mandate of the Ministry: establishing two new offices in the process.

Although the Ministry of Interior is run by the Minister of Interior, the departments of Labour and Culture enjoy a great degree of autonomy: having to answer to, and adhere to, similar protocols as their superior. This renders them as subordinates only in an organizational and formal sense, but not in terms of authority and executive reign.

I. PREAMBLE

The Kaedreni people are remarkably diligent: establishing many housing and commercial opportunities through the municipal and Commonwealth government’s provided platforms. Whereas the Kaedreni citizen is free to enjoy the fruits of his labour, as much as keep his wealth he generates through entrepreneurship and leal servitude: it must be recognized that the state requires funds to honour its obligations externally and internally. Understanding this, the House of Commons has accepted a variety of proposals that de facto establish a coherent taxation system. To further entrench this into a singular, public and functional law: we hereby use the ratified legislation to found The Kaedreni Tax Code. 

II. LEGAL PURPOSE

The Kaedreni Tax Code is bound to a variety of formulated purposes in different legislative pieces. Understanding that this fragmented legal framework will cause for confusion and loopholes, the Commonwealth Government opted to limit itself to a summarized set of purposes that grant an automatic mandate for taxation:

III. TAX RATES

Different tax rates apply to different circumstances.

Owners of Residences in Owynsburg, pay 50 Minas a week in taxation.

Owners of Estates in the Dubois District, pay 100 Minas a week in taxation.

The Government of Kaedrin, pays 250 Minas a week in Tithes to the Holy Canonist Church.

IV. TAX PROCEDURE

Taxation is collected every [[Sunday]] of a Saint’s Week by employees of the Ministry of the Interior and the municipal government. They transcribe and register the collected tax per individual, and add it to the treasury account and its ledger.

IV.I. FARM ESTATE PROTECTION

The Estates that pay tax in the Dubois District, are eligible to a 75 Minas tax return: if they can prove that they are using it to build up a reserve, invest it in their estate or spend it on expenditures of greater social value.

IV.II. LOCAL CHARTERS

Businesses that originate and primarily operate in the Commonwealth of Kaedrin are tax exempt, if they use their profits to invest into their business or spend it on expenditures of greater social value.

Alteration to the rates, the establishment or repealing of a tax, is handled through the House of Commons. Any amendment to the Kaedreni Tax Code must originate as a proposal, get passed in the House of Commons, and receive assent from the Governor-General. These mutations to the Kaedreni tax code must be mentioned as Entrenched legislation, so that the people may seek and find the foundations upon which this tax code is built. 

V. TAX EXEMPTIONS

For certain polities or individuals within the Commonwealth, taxation wouldn’t be prudent. These are entities that should not be troubled with the burden of garnering income, or to be subject to the Commonwealth and municipal tax authorities. Such is registered here:

FUNCTIONALITY

The House of Electors has been the traditional seat of power within the Commonwealth of Kaedrin. In the decades past with the absence of a lower house it was by all means the sole institution of power; by the right of responsible government, it is the business of the state to never allow dissolution of that sort to ever come again. To that end legislative power of this House of Electors is null save that of it’s defined purpose: sober advice and royal affair. In no way may members of the House tread upon the will of the Commons.

The chamber itself is presided over by the Lord Magnate to the House of Electors, the foremost peer of the house who is thereby endowed with the duty of preserving the integrity of the congregation in session and record keeping after the fact. The appointment is for life. As such he is invested with the exclusive authority to:

I). Speak with the weight of the Chamber in affairs of state;

II). Call for royal elections as stipulated by the constitution;

III). Appoint new members upon the recommendation of the Commons and the assent the King;

IV). Call members to Committee for the purpose of legislative review and discussion;

V). Name a Deputy-Magnate to preside over session in their place;

VI). Silence or interrupt another peer.

Membership within the House of Electors is defined formally as thus: peerage within the realm gained via appointment or inheritance. Landed Nobility gains immediate membership, while peers appointed by provincial institution shall be hereafter be known as Lords Pro Tempore (Common: ‘For the time being’). Appointment is for life, and is dissolved upon death.

PROCEDURE

Each peer is granted by ancient right the privileges granted them by Imperial Law, and all the boons of one listed in the provincial registry. It is therefore the inherent right of every member as well to abide by the following:

I). The right to vote in the election of a new King of Kaedrin;

II). The right to elect a new Lord Magnate to preside over the House itself;

III). The right to participate in legislative committees pertaining to provincial government;

IV). The right to present the result of said committees to the Commons at the behest of the Lord Magnate;

V). The right to deputize next of kin to attend session in the event of complication.

Two stipulations exist for the purpose of good government which serves a critical purpose in maintaining business as usual: Peer(s) of the House of Electors may never revoke legislation of the lower house. Only to amend or advise upon it. Right to participate in Royal Elections are also restricted exclusively to lettered peers and thereby those held as Pro Tempore are barred from this in perpetuity.

SESSION BEGINS, with the review of legislation which has been passed in any prior capacity, thereafter being added to a roll of procedure in random order.

THE PROCESS OF SESSION then continues, down through each matter. The concerned member is first granted the floor in a period of debate, with each member’s concerns to be voiced thereafter according to the Lord Magnate. In the event of debate between members the respondent shall point to the defendant member in question and will be given the floor. All questions are answered, then the proposal will move to a vote.

VOTING is handled in three ways, a member may oblige one on any singular topic: AYE, NAY, or ABSTAIN.

COMMITTEES

IN the event of an outstanding political issue it is the duty of the Lord Magnate to call into session a specific Committee to address and confirm the position of the house on the topic in question. Committee proceeds according to the same rules as a general session of the House.

FUNCTIONALITY

The House of Commons is an unique organ, in that it carries legislative and instructive authority with neither elections nor electoral seats: being truly open for all to partake in shaping their democratic destiny. It establishes six criteria of eligibility that need to be met before a citizen can partake: 

I). An Imperial Subject residing in Kaedrin;

II). That is Human;

III). Of the Canonist faith;

IV). Registered in the Imperial Census as such;

V). Having reached the age of legality;

VI). Who is also literate. 

The assembly is led by the Speaker of the House of Commons, who is entrusted with maintaining a functional session and extensive records of such. He carries the exclusive authority to: 

I). Interrupt or silence an assemblyman;

II). Remove an assemblyman or spectator from the premises;

III). Speak on behalf of the government on matters discussed in the House of Commons;

IV). Advise against bringing a proposal or amendment to a vote. 

For the maintenance of records, penning summaries and tallying votes, the House of Commons can count on the clerks, who are entrusted with aiding the Speaker during and after assemblies. 

PROCEDURE

Each eligible participant to the House of Commons has inherent rights attached to its eligibility: ensuring that he or she can participate fully as a free citizen of Kaedrin. These rights are:

I). the right to propose bills;

II). the right to amend bills;

III). the right to discuss bills;

IV). the right to vote on bills;

V). the right to call upon officials of Kaedrin for public questioning.

THE BEGINNING consists of participants raising their hands to propose bills. These are then added to a roll in random order.

THE HANDLING OF A BILL would then proceed, starting with the highest proposal on the list. Everyone once more can raise their hand if they wish to discuss the bill, express a statement or wish to inquire about it further. If a participant wishes to respond to another person: he points at the person he wishes to respond to. It is allowed to respond multiple times to the same person. Responding to each other is allowed as well. Once everyone that raised their hand or pointed their finger has spoken, and all questions are answered, the bill then goes to a vote. 

THE VOTING then commences: each vote either being AYE, NAY, ABSTAIN or AMEND. If a majority votes to amend, the proposer is forced to amend its proposal and re-introduce it during the next session. 

APPOINTMENT OF A NEW MAYOR, 1757

Issued by his Excellency Anton Rovin, the Governor-General of Kaedrin on behalf of the Crown upon the 5th of the Sun’s Smile, 1757.
 

The first Mayoral term for the Borough of Owynsburg, in light of our new settlement’s infancy, shall not begin with an election.

Instead, it is in the best interest of the town and broader Kaedrin that Article I of The Borough of Owynsburg Act, 1757 is invoked, permitting me to appoint a non-elected Mayor in recognising the need for an election without an electorate as a suitable ‘time of crises’.

From the postage of this proclamation until the end of their four year term upon the 5th of the Sun’s Smile 1761, Gildi McScribley shall serve as the Mayor of Owynsburg.

They will vow to adhere to the rights and duties outlined in the Borough of Owynsburg Act 1757 until the end of their term at which point the first Mayoral Election of Owynsburg shall commence. At which point Gildi McScribley must achieve a majority vote against any opposition that steps forth if they wish to continue for a second term, lest the opposing candidate be rightfully elected as their replacement.

In light of the derelict City of Ves’ complete demolition, and without a suitable replacing settlement of the same scale, the House finds the Edict ‘Vessian Bureaucracy: Instrument of Government of the Golden City of Ves’ now redundant, and to be revoked from Kaedrin’s legislation. The title ‘Grand Duke of Ves’ is also recognised as without political weight or power in light of the Duchy of Ves having long since been demolished; henceforth regarded as a prestigious styling supplementary to the King of Kaedrin.

Henceforth Varoche Palace (often signposted as Palais de Varoche), until this point the primary holding of the Duke of Cathalon, shall be recognised as the legislative capital of Kaedrin. 

Ownership of the palace is to be divided exactly in thirds of one and two. The smaller third being it’s north-western portion - referred to henceforth as the ‘Helvetii Estate’ - to remain in the hands of the Duke of Cathalon as he and his immediate family’s private residence, allowing for later expansion of the estate into the wider reaches of Mont Saint Catherine where permitted by royal prerogative. 

The larger two thirds of the palace, it’s south-eastern portion - referred to henceforth as the ‘Cabinet Chambers’ shall be leased to the state and administered through royal prerogative in the hands of either the King of Kaedrin or Governor-General in times of royal assent, allowing for later expansion into any portion of Kaedrin where permitted by royal prerogative. 

Regulations under the Capital Act

I. The Varoche Palace is to henceforth serve as the legislative capital of Kaedrin.
II. The Varoche Palace will not become the metropolitan capital of Kaedrin; private citizens are not permitted to settle or house themselves in the Palace.
III. The Helvetii Estate will remain property of the Duke of Cathalon, who may house himself, his immediate family, household staff and guests within his own private chambers.
IV. The Cabinet Chambers will be leased to the Crown, or the Governor-General of Kaedrin, where suitable living arrangements can be made for the sovereign or his representative to house himself, his immediate family, household staff and guests within his own private chambers.
V. Any extension added to the Cabinet Chambers must be done so with mind not to violate the borders of the Helvetii Estate without consent from the Duke of Cathalon.
VI. Any extension added to the Helvetii Estate must be done so with mind not to violate the borders of the Cabinet Chambers, remains confined within the borders of the Duchy of Cathalon and will also require royal assent in accordance with our constitution.
VII. The Cabinet Chambers must be purposed in housing the legislation of Kaedrin, including the offices of the Governor-General, the Diet of Kaedrin (though the lower chamber may be situated elsewhere if permitted by royal prerogative) and the Cabinet of Kaedrin.

Following the construction of the Town of Owynsburg, situated at the southern point of the Duchy of Cathalon beneath Varoche Palace, the house has noted the need for a municipal body to govern and maintain the town as its own estate within our commonwealth. 

Defined as the Borough of Owynsburg, the town council’s powers will reach no further than the Inner Town of Owynsburg (recognised as all buildings contained within the Owynsburg wall), the Red Market (recognised as the stretch between the gate of Owynsburg and the Cathedral of Saint Wilfriche, notably behind the main gate allowing access to the Duchy of Cathalon) and the Cathedral of Saint Wilfriche.

The Mayoral Delegation 

The Mayoral Delegation encompasses the of the bureaucracy of the Borough of Owynsburg, made up of a number of diverse appointments each designed to carefully tend to one facet of the city machine. Elevations to positions on the delegation are achieved via election, or appointment, of which all are overseen and confirmed by the Secretary of Internal Affairs or direct royal prerogative.

Mayor of Owynsburg

One position, elected by the property holders of Owynsburg, and affirmed by the Secretary of Internal Affairs, to serve for four-year terms.

Serving as head of the delegation, and administrator of the local bureaucracy and chief organiser of the town’s housing, population growth and events.

Judges of the Communal Tribunal

Three positions, appointed by royal prerogative and affirmed by the Secretary of Internal Affairs, to serve for four-year terms.

Serving as triumvirate of the courts, presiding as a unit over all legal trials both of an inquisitorial and adversarial nature.

Comptroller and Auditor of Owynsburg

One position, appointed by the Mayor of Owynsburg, and affirmed by the Secretary of Internal Affairs or royal prerogative, to serve until sacked.

Serving as manager of the financial assets and liabilities of the Inner Town of Owynsburg and the Red Market.

Clerks of Owynsburg

Unlimited positions, appointed by the Mayor, and affirmed by royal prerogative to serve until sacked.

Serving as bureaucrats to fulfill their assigned duties, presiding over one facet of the Borough of Owynsburg, while as well serving primarily as stewards, handling matters of housing and zoning.

Bishop of Kaedrin

One position, appointed by his High Holiness from the Church of the Canon and concurrently Cardinal of Ves, to serve until death.

The chief administrator of the Cathedral of Saint Wilfriche, to work in cooperation with the Borough in providing religious guidance and ceremony to the townspeople of Owynsburg as well as the faithful of broader Kaedrin.

Regulations under the Borough of Owynsburg Act

1.  The Mayor of Owynsburg must be elected from the property holding populous of the town, and may only be appointed by Royal Prerogative in times of crises such as the current Mayor’s death.
2. Mayoral elections are to be held once every four years, with current Mayors eligible to be indefinitely re-elected should the townspeople deem them fit.

3. The Mayor of Owynsburg must be a Canonist human loyal to the Commonwealth of Kaedrin. 

4. The Mayor of Owynsburg may not concurrently serve as the King of Kaedrin, Governor-General of Kaedrin, Duke of Cathalon or Colonel of the 2nd Regiment of Foot. 

5. The Red Market must at all times be kept accessible to the broader people of Kaedrin to both pass in and out of the Duchy of Cathalon and do trade with the townsfolk or other wandering merchants. 

6. The Borough of Owynsburg holds no authority over the ordained staff of the Cathedral of Saint Wilfriche; such privileges are reserved for the clergy as deemed fit by the Bishop of Kaedrin.

7. The Mayor of Owynsburg will work in cooperation with the Colonel of the 2nd Regiment in ensuring free movement, garrisoning, recruitment and the ability to enforce Kaedreni and Imperial Law within the physical lands referred to as under the municipality in this document.

8. The Borough of Owynsburg holds no authority over the broader Duchy of Cathalon, or any other territory in Kaedrin. Its reach in full extends to the Inner Town of Owynsburg, the Red Market and the Cathedral of Saint Wilfriche.

9. The Borough of Owynsburg may not expand into any physical space nor territory not prior outlined in this document without the consent of royal prerogative.

10. The procedures of legality established in Ves Criminal Laws shall remain unchanged within the Borough of Owynsburg; in the enforcement of these laws all mention of ‘The Golden City of Ves’, ‘The City of Ves’ and ‘Ves’ shall be recognised as applicable and interchangeable with ‘The Borough of Owynsburg’, ‘The Town of Owynsburg’ and ‘Owynsburg’ and the physical lands referred to as under the municipality in this document.

11. If found unfit for their duties, the Mayor of Owynsburg can be impeached by a trial held by the Diet of Kaedrin, presided over by royal prerogative.

    1. The Mayor is deemed unfit to serve if they violate the Regulations set out in the Borough of Owynsburg Act.

    2. The Mayor is deemed unfit to serve if they neglect their responsibilities as Mayor, succumbing to decadence in naming their delegation and fulfilling their personal duties in office.

    3. The Mayor is deemed unfit to serve if they are found absent from office for two years.

    4. The Mayor is deemed unfit to serve if they are found to be personally violating the Ves Criminal Laws and the Imperial Law.

    5. If tried and found unfit to serve by the Diet, the next Mayoral election will instantly begin, with the impeached unable to run for office until the following term.

As issued by the Diet of Kaedrin and affirmed by Archchancellor Simon Basrid in the name of his Majesty, the King-Elect, upon the 8th of Godfrey’s Triumph, 1757

The upper chamber of the Diet reflects grief in finding His Excellency Henry Rovin, the Governor General of Kaedrin, in a state of infirmity, unable to maintain the royal prerogative with the due diligence it deserves. Henry Rovin was appointed following the resignation of the Right Honorable Richard de Reden, Count of Kreden, in the final legislative proclamation of the late King Adrian I: Appointment of a New Governor-General, 1749. It has since been observed by the House and affirmed by members of his household that he has not been sighted in good health for some three years now. 

In light of this, and in accordance with the House’s last proclamation: Royal Election, 1750, the decision has been made to pass on the position of Governor-General to the Baron Brenning, Anton Rovin, with utmost consideration of his leal service to Our Commonwealth and Empire in his toil in demolishing the derelict City of Ves, his active patronage in the construction of the Cathedral of St. Wilfriche, his active patronage in the construction of the Town of Owynsburg and over a decade of service amongst the 2nd Regiment of Foot of the Imperial State Army, otherwise known as ‘The Commonwealth Grenadiers’. 

This decision was made both by majority vote cast in the Upper Chamber of the Diet of Kaedrin, the House of Electors:

Anton Rovin shall henceforth be afforded the powers and responsibilities outlined by Royal Prerogative and the ‘Governor-General’ in the Instrument of Government, 1730 on behalf of our Crown, as well as the right to be styled as ‘His Excellency’ and thereafter ‘Sir’ until the time of his death or resignation from the office of Governor-General.

Superintendent of the affairs of the government of the Golden City of Ves, capital of the Commonwealth of Kaedrin, who is appointed by the King. By their hand are all decisions, modifications, and other internal matters approved or disapproved, and the finer workings of the local bureaucracy are carefully administered as to prevent and remove all manners of corruption and self-service.

Mayoral Delegation of Ves

The Mayoral Delegation encompasses the of the bureaucracy of the Golden City of Ves, made up of a number of diverse appointments each designed to carefully tend to one facet of the city machine. Elevations to positions on the delegation are achieved via election, or appointment, of which all are overseen and confirmed by the Secretary of Internal Affairs.

Mayor of Ves

• One position, elected by the House of Commons, and affirmed by the Secretary of Internal Affairs, to serve for four-year terms.
• Serving as head of the delegation, and administrator of the local bureaucracy.

Judges of the Communal Tribunal of Ves

• Three positions, appointed by the Magistrate of Kaedrin, and affirmed by the Secretary of Internal Affairs, to serve for four-year terms.
• Serving as triumvirate of the courts, presiding as a unit over all legal trials both of an inquisitorial and adversarial nature.

Comptroller and Auditor of Ves

• One position, elected by the House of Commons, and affirmed by the Secretary of Internal Affairs, to serve until sacked.
• Serving as manager of the financial assets and liabilities of the Golden City of Ves.

Clerks of Ves

• Unlimited positions, appointed by the Mayor, and affirmed by the Secretary of Internal Affairs, to serve until sacked.
• Serving as bureaucrats to fulfill their assigned duties, presiding over one facet of the Golden City of Ves, while as well serving primarily as stewards, handling matters of housing and zoning.

PREAMBLE

Writ by the hand of Frederick S. Armas, Esq.

The modern-day Commonwealth of Kaedrin is the historical successor to a number of previous entities, the governmental systems of all having been drawn upon and refined in order to provide the content for this document. The first Kingdom of Kaedrin, proclaimed at Ard Kerrack in 1414, serves as the genesis point of centuries of Kaedreni culture. Widely understood as ‘not a state with an army, but an army with a state’, the first kingdom was inextricably linked to the Order of the White Rose, from which the sovereign and Grand Master was elected in a pseudo-democratic system among the order’s membership. 

The first kingdom was dissolved with the Exodus of 1420, along with the knightly chapter. The Chivays later refocused their efforts towards Imperial ambitions, with the crown of Kaedrin becoming a subsidiary title to successive Orenian monarchs. In the early 16th century under the rule of King Olivier, the Commonwealth of Kaedrin was established on the frontier of the realm. Drawing on the democratic prototype (Though with no military order to speak of), the first Commonwealth was chiefed by a vassal magnate, elected in a ‘free election’ by members of the Kaedreni gentry. This entity persisted until the death of the last magnate, Cantonus Chivay, in 1543 and the absorption of Kaedreni land into the Duchy of Lorraine with the Act of Merger issued by Emperor John I. 

The current Commonwealth of Kaedrin has risen from the ashes of the old Republic of Ves, promoted by the House of Helvets who emigrated to the free city, bringing Kaedreni culture and philosophy with them all the while. Technically, the realm is in a state of legal personal union between Kaedrin and Ves, and while the latter does take a secondary role to the former on paper, a great many democratic processes are drawn from both systems in order to form the government of the new Commonwealth - an elective monarchy and quasi-military state unique in its role within the Holy Orenian Empire. 

Accordingly, this document, known in the long form as the Instrument of Government for the Commonwealth of Kaedrin (1730), and in the short form simply as the Constitution of Kaedrin, serves as a grounding basis for the governmental structure of the Commonwealth of Kaedrin, establishing executive and legislative authority in addition to systems of succession. 

THEREFORE, WE DO AFFIRM,

ARTICLE I. On nomenclature,

I.    That the formal nomenclature of this entity be, in the long form, the Crown of the Kingdom of Kaedrin and the Grand Duchy of Ves, and that the same in the short form be known as the Commonwealth of Kaedrin. 

ARTICLE II. On the King,

I.    That the head of state of the Commonwealth of Kaedrin be formally styled as King of Kaedrin and Grand Duke of Ves, in addition to the subsidiary titles of Duke of Cathalon and Lord of the Rhoswenii.

II.    That this role be known, in short form, as the King of Kaedrin, entitled to the address of such rank, including that of Your Majesty and sire.

III.    That His Majesty be sworn, in his coronation oath, as the protector and defender of the Constitution.

IV.    That His Majesty be selected by the House of Electors upon the death or abdication of his predecessor, through the calling to session of the Diet of Kaedrin.

V.    That His Majesty’s sons, daughters, and patrilineal grandsons be permitted to carry, throughout the term of his reign, the style of Prince or Princess of Kaedrin, entitled to the address of such rank, including that of Your Highness and sir.

VI.    That His Majesty’s royal person be immune from civil suit throughout his reign.

VII.    That His Majesty’s rights and privileges, and role in governance, be known as the royal prerogative, and that this royal prerogative serve as the realm’s executive.

VIII.    That His Majesty appoint a deputy in his governance of the realm, with such a position styled as Governor-General of Kaedrin, entitled to the address of such rank, including that of Your Excellency and sir.

IX.    That His Majesty’s Governor-General serve as his lieutenant and proxy in the exercise of royal prerogative.

X.    That His Majesty’s personal property remain separate from that public property he holds in trust to the office, the latter of which referring to property or finance gained through taxation or state enterprise.

XI.    That His Majesty be empowered to enact executive orders known as ‘edicts’, should they remain compatible with the text of the Constitution and concern those matters that do not require passage through the Diet.

XII.    That the command of the Kaedreni armed forces be confined to the royal prerogative.

XIII.    That the summons or proroguing of the Diet of Kaedrin be confined to the royal prerogative.

XIV.    That the granting of peerages within the Commonwealth of Kaedrin be confined to the royal prerogative, and that this process be known as the issue of royal letters.

XV.    That the granting of royal assent be confined to the royal prerogative.

ARTICLE III. On the Diet,

I.    That the legislature of the Commonwealth of Kaedrin be known as the Diet of Kaedrin, comprised of two chambers, the upper House of Electors and the lower House of Commons.
II.    That the character of the Diet of Kaedrin be that of the representatives of various interests to the King, when called to session.
III.    That the House of Electors be comprised of those holders of peerages within the Commonwealth of Kaedrin, a seat for which they shall hold until their death or abdication, in which case such seats are inherited by their legitimate heir, or attainder, in which case such seats are revoked.
IV.    That the House of Commons be comprised of those elected as members by the citizenry, a seat for which they shall hold until the next election.
V.    That no person shall hold a seat in both houses simultaneously, and that these houses must sit in two separate chambers.
VI.    That the Diet of Kaedrin be empowered to enact laws known as ‘acts’, should they pass through both chambers, remain compatible with the text of Constitution and attain royal assent.
VII.    That all laws concerning matters of taxation, spending or public land be required to pass through both chambers of the Diet of Kaedrin.

ARTICLE IV. On status, 

I.    That the Commonwealth does recognise the important roles of the nobility, clergy, gentry and commons in the composition of the state.
II.    That the term ‘Rhoswenii’ refer to those of any class patrilineally descended from an oathed member of the historical Order of the White Rose.
III.    That the term ‘ancient nobility’ refers to those belonging to a noble family ennobled, or in the case of a cadet branch with its patrilineal, legitimate parent family ennobled, at a time prior to the fall of the Third Empire in 1467, with therefore the highest pedigree.
IV.    That the term ‘lettered nobility’ refers to those belonging to a noble family ennobled at a time subsequent to 1467 through letters patent, with therefore lesser pedigree.
V.    That only nobility, either ancient or lettered, may bear arms and heraldry within the Commonwealth of Kaedrin.

ARTICLE V. On royal elections,

I.    That upon the death or abdication of His Majesty the King, his successor to the throne be selected through majority vote by the House of Electors, through the calling to session of the Diet of Kaedrin, and that this event be known as a royal election.
II.    That none shall hold blood claim to the throne of Kaedrin, it being an elective rather than hereditary station.
III.    That any candidate for the throne, to be chosen by the House of Electors be confined purely to those of the status of ancient nobility, the criteria therein enumerated in Article IV of this document.
IV.    That the chosen candidate of the House of Electors be a pure-blooded male human. 
V.    That the chosen candidate, upon his accession to the throne, must be coronated post-haste with an oath to defend the Constitution.
VI.    That the chosen candidate must select a regnal name consistent with the Low Imperial language. 

ARTICLE VI. On the Cabinet,

I.    That the executive council of the Commonwealth be known as the Council of State, referred to in shorthand as the Cabinet.
II.    That the Cabinet be appointed by His Majesty or the Governor-General in the exercise of the royal prerogative, with the advice and consent of the House of Electors. 
III.    That the Cabinet be entitled to the style of Secretary of State, entitled to the address of such rank, including that of Your Excellency and sir.
IV.    That the senior Secretaries of State be designated in perpetual roles as:
      A.The Secretary of State for Internal Affairs.
      B.The Secretary of State for External Affairs.
      C. The Solicitor-General.
V.    That the junior Secretaries of State, in nomenclature, be designated further by their respective and specific jurisdictions.
VI.    That the number of junior Secretaries of State and their associated jurisdictions remain fluid based on need and demand, also known as on an ad hoc basis. 
VII.    That the Secretaries of State retain wide-reaching executive powers compatible with the Constitution in their respective jurisdictions.

ARTICLE VII. On the judiciary,

I.    That the judiciary be embodied by the office of Magistrate of the Commonwealth of Kaedrin, entitled to the style of Your Honour and sir.
II.    That this office be independently nominated and elected by the House of Electors. 
III.    That the judiciary’s jurisdiction include the entirety of the Commonwealth, and that this entity be empowered to interpret and apply law both royal and imperial within this jurisdiction. 
IV.    That the judiciary, in matters of ambiguity, be empowered to interpret the Constitution in the course of hearing a case of dispute.
 

Lo and behold for the Crown of Kaedrin is splendorous, and Ves is her jewel! The City of Ves was settled in the year of our Lord 1705 predominantly by former inhabitants of the City of Belvitz. The Duke of Adria, Paul II marched a host of his own people to the so called Mont Saint Catherine and announced “This is where our people shall live a thousand lives.” Embraced in the loving grip of the mountain which graced the city with its protection and riches, Ves grew prosperous. What started off as a chaotic mess of huts and hovels was quickly put to order by Count Rupert of Susa who gave order and structure to the city. He had a singular demand which was to anoint his mother, the Countess Vesna as the namesake of the city. With ore from its mines and its central location within the Empire, it quickly became a major trading hub of not only the Empire but the world. Peace was good, the city grew rich and fat though this was not to last.
     
    A faction of the city, mainly composed of former officials from the City of Belvitz grew malcontent that the Duke Paul favored new blood instead of the old. These officials, including Darius Ault, Artumee Ault, and Bruce Roger acted against the Duke though their plot failed and those who supported them either perished or fled. “Out with the old, in with the new! Innovation is key.” was what the Duke announced to his people after the coup. No truer words have embodied the beating heart of Ves, for the city rewards those who work and punishes those who lounge. The city’s bureaucracy grew, filled with fresh faces and keen minds, the city was granted it’s autonomy and it was given its own charter. When Emperor Anthony took the throne, Darius Ault was pardoned and appointed as the Grand Knight of the Empire and commander of his Dragon Knights. The Emperor and the Duke did not get along, rumors have it that the Emperor threw the Duke into a well when they were children, other rumors have it that the Duke was planning to claim the throne as he was revealed to be the Emperor’s half brother. The truth is that misery befell onto the City of Ves. The Dragon Knights came in force, enacting the Emperor’s will and terrorizing the people. Martial law was enacted in the City of Ves.
     
    Duke Paul, fearing for his life and the life of his Duchy abdicated his titles. The Duma of Adria elected the King of Hanseti and Ruska, Marius II as their Duke. Hoping for protection it was the Duchy’s undoing. The King Marius asked for justice for an Imperial Prince shedding the blood and leading a raid against the city. The Haenseni and Adrian populace that attended the trial were executed in a brutal spectacle of imperial justice. In a bid to save his own Kingdom, Marius allowed the Empire to set the City of Ves alight and plunder it. Ves smoldered and its inhabitants were scattered to the wind as ash. Though this was not to last. For the late Seneschal, Alfred Myre came to an agreement with Emperor Anthony and was named Prince of Vilachia with the City of Ves and the former lands of Adria as his domain. Under his watch the City stopped smouldering and was rebuilt. 

    Sadly, serenity was not to last. Chaos tore the Empire apart as the Emperor Anthony went mad, forcing an infant heir onto the throne and a pretender to contest it. The vassals of the Empire rose up in revolt against the Pertinaxi cabal through a vast coalition headed by scheming nobles of old, now impoverished and seeking a return to glory. Propping up some form of Horen, they staged an assault on the island fortress of Hel, but were broken apart inside the palace, which is said to be the belly of some great and terrible beast. The war raged furiously, but quickly - but not quick enough to spare the good Prince Alfred, who was assassinated by a begrudging cretin from the Pertinaxi side. Oh, how the city mourned! Such a young republic was cast in to deep sorrow, golden tears staining the ground over which we dwell for ever to come. But all things must grow up and move on. The Prince Alfred Myre had saved the people of Ves from death and destruction, so in his memory the Republic he championed would continue to protect them.

    Woe to these poor folk of Ves! While the Golden City’s institutions matured, its leaders did not. Good Alfred was succeeded by two princes bumbling and swarthy in equal measure, the first of which being one Matthias Rutledge. This Prince of Ves presided inactively for hardly two years, the extent of his accomplishments being letting the City and princely palace fall in to disrepair. Following mounting pressure from the Assembly and influential figures within the government, Rutledge resigned his post as prince in favor of the people’s new favorite: one Ide Haraccus. This Haraccus hailed from a distant land filled with strangely colored folk with strange customs, from which he brought a great many people and followers. He led many new enriching endeavors within the City as a Freeman, as well as possessing of a sharp legal mind, causing him to be held in high regard by almost all throughout Ves. Upon his ascension to the office of prince, he is said to have uttered an inspirational quote, but it was spoken in a tongue unfamiliar to most at the assembly. Most likely, he said “Thank you for choosing me!” Nevertheless, a brief revolt by the now beheaded Captain Drumm and his red-stained soldiers caused this Prince of Ves to flee the city and abdicate his office to Helton Hadrian.

Helton Hadrian, now head of state of the ailing Republic, understood that if he would return a shine to the Golden City, he must not continue down the muddy path his two predecessors trod. With a stalwart and loyal force of men to defend the people of Ves, Helton Hadrian, sometimes known as “Triple H”, founded the Kingdom of Kaedrin about the lands watched by Mont Saint Catherine. With a Royal government now able to defend and compliment the Municipal, the City of Ves surely returns to its former glory! Hooray for the King of Kaedrin! Long live the Kingdom!

KING OF KAEDRIN
His Majesty, the King of Kaedrin serves as the head of the state and the Captain and Defender of Liberty. He is afforded undefined power all throughout his realm, limited only by the specific rights and protections given to his vassals and Imperial noble, common, and natural law.

COUNCIL OF SEVEN
Their Excellencies, the Council of Seven serve as trusted counselors to the King of Kaedrin. Enumerated as such to bestow the royal government with the wisdom of the Seven Skies, they are named to their office by the King of Kaedrin and serve until their dismissal.

His Majesty the King delegates to the Council of Seven the following competencies of the Royal Government of the Kingdom of Kaedrin;
I. The Council has been bestowed the responsibility of managing affairs on behalf of the Royal government and the King.
II. The Council has been granted authority to call to order the Diet, with a vote of two-thirds majority from the Council.
III. The Council has been granted authority to dismiss the Diet, with a vote of two-thirds majority from the Council.

THE DIET OF KAEDRIN
The Diet of Kaedrin is an advisory body to the Kingdom, called to order to resolve disputes between subjects and operate on behalf of the King. A Diet may be called or dismissed at the leisure of the King and the Council of Seven. Seats on the Diet include the King, each member of the Council of Seven, three representatives from the City of Ves, the Papal Legate, and the peerage of the Kingdom.

THE ESTATES AND PEERAGE OF THE KINGDOM OF KAEDRIN
The Provisional Charter for the Kingdom of Kaedrin and the Golden City of Ves hereby defines the legal standings pertaining to the wide variety of social strata within royal law. Those not explicitly mentioned retain fundamental rights as dictated by common law though are not afforded the various privileges outlined below.
 
NOBILITY
The Nobles of the Kingdom are the heads of influential families or influential individuals which are given certain privileges befitting of their station. These privileges also extend to the Noble’s immediate family. The King has the right to elevate a personage to the peerage.

• Any man of noble stock has the right to don a Coat of Arms.
• Any man of noble stock has the right to hold land in his name in which it will stay for the coming generations.
• Any man of noble stock has the right to be tried by his peers.
  • May no one lay judgement onto a noble unless of the same rank and privilege.
  • May no one claim the life of a noble unless of the same rank and privilege.
• Any man of noble stock has the right to duel.
  • May no man of lower rank may challenge another of noble stock.
• Any man of noble stock has the right to settle his trial by combat.
  • May the opponent of the trial be of the same rank and privilege as the accused, lest the accused waive his right.
• Any man of noble stock has the right to hunt within the city’s forests and properties.
  • May no one hunt the King’s game unlawfully, lest they be denoted a poacher.
  • May these hunts occur not too frequently and with moderation, to allow the forest to thrive.
• Any man of noble stock has the right to carry out Private Law against another man.
  • May neither the state nor the church intervene in a matter of Private Law.
  • May the matter of Private Law stay between two individuals, and not their families lest it become public
• Any man of noble stock is afforded The Gradic Rights.

CLERGY
The Clergy of the Kingdom are defined as those individuals who have devoted themselves to the vows of the Canonist Church.. The Clergy are granted the following privileges.

• Any man of clerical stock has the right to be trialed.
  • May no one lay judgement onto a cleric unless of the same or higher rank and privilege.
  • May no one trial a cleric on the precepts of faith other than within an ecclesiastical court.
• Any man of clerical stock is granted permission to express the Canonist faith and minister freely.
• Any man of clerical stock is allowed to take donations without the stigma of being a beggar.
• Any man of clerical stock has the freedom to travel without harm throughout the lands in which this charter is enforced.
• Any man of clerical stock is afforded the Gradic rights.

FREEMEN

Those of common blood owning property within Kaedrin that are not bound to any feudal or private contract are hereby defined as Freemen and are granted the following privileges.

• Any man of common stock is exempt from serfdom.
• Any man of common stock has the right to own property in their own name.
• Any man of common stock has the right to work for coin.
• Any man of common stock has the right to trade his wares with foreign merchants.
• Any man of common stock has the right to travel freely throughout the lands in which this charter is enforced.
• Any man of common stock has the right to a trial for any crimes levied against his person.
• Any man of common stock has the right to carry out Private Law against another man.
  • May neither the state nor the church intervene in a matter of Private Law.
  • May the matter of Private Law stay between two individuals, and not their families lest it become public
• Any man of common stock has the right to petition his lord.
• Any man of common stock is afforded the Gradic Rights.

THE GOLDEN CITY OF VES

The City of Ves is granted privileges under the Gradic Rights which outline its autonomy and freedom from serfdom. The Gradic Rights were given to the Imperial City of Felsen during the reign of John II, Holy Orenian Emperor which allowed for greater autonomy to the city through a series of municipal rights. These rights came from a series of laws which gave privileges to the burghers, exemption from serfdom, and the ability for self-governance and self-defense.

Hitherto the populace of this town shall be referred to as any legal landholder within municipal authority.
Hitherto does the populace of this town have the right to waive feudal privilege and govern itself.
Hence the town has the right to choose a leader from amongst its own.
Hence the town has the right to produce and publish laws and rights regarding itself.
Hitherto does the populace of this town have an exemption from serfdom.
Hitherto does the populace of this town have the right to freedom of travel.
Hitherto does the populace of this town have the right to collect tax, tolls, and impose fees.
Hitherto does the populace of this town have the right to freedom of trade.
Hitherto does the populace of this town have the right to a trial by judge.
Hitherto does the populace of this town have the right to petition its lord.

CITIZENSHIP WITHIN VES
As per The Gradic Rights and the Provisional Charter of this City, special privileges are afforded to the populace of the City of Ves, defined as legal landholders within municipal authority and the members of Families of said landholders. These landholders and Families are hereby defined as Citizens of the Golden City of Ves.

FAMILIES OF VES
A Citizen of Ves may register themselves with the office of the Administrator General in order to legally establish a Family of Ves.

• A Family of Ves is defined by three or more Citizens related by blood or legal adoption.
  • When approved and registered by the City government, a Family’s members are afforded the rights of Citizens of Ves and Freemen in Kaedrin.
  • Approval predicates on owning property within the City in good standing.
• A Family of Ves must represent itself in official matters to the City and Kingdom by a singular head.
  • All properties owned by members of a family are managed by and represented to the City and Kingdom by the family’s head.
• A Family of Ves must represent itself through a shared family name and Charge.

THE CITY ASSEMBLY OF VES
The City Assembly of Ves acts as the collective representation for the citizenry of Ves. There are seven seats within the assembly filled by members of the Families of Ves. The seats are chosen by lottery headed by the Administrator General’s office once every four years. The assembly functions as the legislative body of the city and is charged with the creation and amendment of law and judicial statutes.

This edict delegates to the City Assembly the following competencies of the Municipal Government of the City of Ves;
I. The City Assembly of Ves has been tasked with the creation of new Municipal laws, city ordinances, and statutes which must be passed with a vote of majority.
II. The City Assembly of Ves has been tasked with the amendment of existing Municipal laws, city ordinances, and statutes which must be passed with a vote of majority.
III. The City Assembly of Ves is hereby ordered to meet once every two years in a meeting in which the Administrator General shall act as the head.
IV. The City Assembly of Ves is hereby ordered to elect a Citizen of Ves in to office upon the vacancy of such an office.
V. The City Assembly of Ves is granted the authority to sack any elected member of the Municipal Government of Ves.

THE MAYOR OF THE CITY OF VES
The Mayor of the City of Ves acts as the chief representative of the citizenry and City of Ves. The Mayor is a member of a Family of Ves who is elected by the City Assembly to serve a term of four years.

This edict delegates to the Mayor of the City of Ves the following competencies of the Municipal Government of the City of Ves;
I. The Mayor of the City of Ves has been tasked with the oversight and advising of the Governors General of Ves.
II. The Mayor of the City of Ves has been tasked with representing the City of Ves in legal and official matters both internally and externally.
III. The Mayor of the City of Ves has been tasked with funding each office of the Governors General with adequate allowance to operate effectively.
IV. The Mayor of the City of Ves has been tasked with providing funds to the Kingdom of Kaedrin through a scheme of taxation or tribute as determined by the Diet of Kaedrin.
V. The Mayor of the City of Ves is hereby charged with fostering beneficial growth of the City of Ves and ensuring a healthy social and economic environment.

THE GOVERNORS GENERAL OF VES
The Governors General of Ves act as overall authorities for the mechanisms of governance within the Golden City. A number of three Governors General exist, each afforded a different office by the Kingdom of Kaedrin and City Assembly of Ves. The specific role and responsibilities of each are defined below.

PROTECTOR GENERAL OF VES
Due to the pertinence of defending the City and realm, the Protector General is appointed by the Kingdom of Kaedrin and serves indefinitely until sacked by the same power.

This edict delegates to the Protector General of Ves the following competencies of the Municipal Government of the City of Ves;
I. The Protector General has been tasked with the maintenance and operation of a competent military organization able to defend the City of Ves and serve the Kingdom of Kaedrin.
II. The Protector General has been tasked with the mustering of munitions, engines, armaments, and armor for the capacity of the military.
III. The Protector General has been tasked with garrisoning fortifications, patrolling roadways, and defending the people of the realm from extralegal harm.
IV. The Protector General is given authority over all military organization within the City of Ves.
V. The Protector General is given the authority to levy able-bodied men of Ves and command them when the need arises.
VI. The Protector General is given the authority to enforce and execute all Municipal laws within the City, as well as the Royal and Imperial noble, common, and natural laws which apply to the people of Ves.
VII. The Protector General is given the authority to detain subjects pending trial or administration of justice.
VIII. The Protector General is hereby charged with ensuring all Freemen, Clergy, and Nobility are given fair trial by the Magistrate General in the case of violations of the aforementioned laws.

ADMINISTRATOR GENERAL OF VES
Due to the importance of building and maintaining a source of income for the City and realm, the Administrator General is appointed by the King of Kaedrin and serves indefinitely until sacked by the same power.

This edict delegates to the Administrator General of Ves the following competencies of the Municipal Government of the City of Ves;
I. The Administrator General has been tasked with the maintenance and operation of a competent bureaucracy able to manage the City of Ves and serve the Kingdom of Kaedrin.
II. The Administrator General has been tasked with careful and accurate recording of taxation, expenditures, and construction.
III. The Administrator General has been tasked with keeping inventory of the City’s storehouses.
IV. The Administrator General has been tasked with the sale of property unowned and unused by the City.
V. The Administrator General has been tasked with the preservation of urban order and beauty within the City.
VI. The Administrator General has been tasked with approving and overseeing all construction and demolition within the City of Ves.
VII. The Administrator General is given the authority to order construction and demolition within the City.

MAGISTRATE GENERAL OF VES
Due to the self-governing nature of the City of Ves, the Magistrate General is elected by the City Assembly for which he serves a term of six years or until sacked by the same power.

This edict delegates to the Magistrate General of Ves the following competencies of the Municipal Government of the City of Ves;
I. The Magistrate General has been tasked with the maintenance and operation of a competent cabinet able to serve the City of Ves.
II. The Magistrate General has been tasked with aiding the Mayor of Ves in representing the City of Ves in legal and official matters both internally and externally.
III. The Magistrate General has been tasked with ensuring and giving fair trial to all Freemen, Clergy, and Nobility within Ves before sentencing.
IV. The Magistrate General has been tasked with review of Municipal laws, ordinances, and statutes passed by the City Assembly of Ves.
V. The Magistrate General has been tasked with overseeing and moderating all matters of Public and Private law.
VI. The Magistrate General is given the authority to mete out sentences following trial or the contempt of such according to Municipal law, as well as Royal and Imperial noble, common, and natural law.
VII. The Magistrate General is required to be a certified lawyer from any of the great Imperial Institutes of Law.

SECTION I.

THE OBJECTIVES OF THE CRIMINAL CODE OF THE GOLDEN CITY OF VES.

The objectives of the provisions of the Criminal Code of the Golden City of Ves are as follows: to protect from criminal encroachment citizens’ rights and freedoms, the rights of legal entities, property, public order and security, the order of the republic, as well as to prevent crime.

To best achieve these objectives, the Criminal Codices of the Golden City of Ves states the grounds of criminal liability for each commissioned act, and the principles of the criminal legislation. The code determines which acts are considered criminal offences within the Golden City of Ves and establishes explicit punishment for the committal of these criminal acts, as well as other legal measures.

It is only the criminal law that may decide whether a crime is punishable, and states the punishment required thereof.

All men of Ves are equal under law.

SECTION II.

ON DEFINING THE CRIMINAL CODE

The  Criminal Codices of the Golden City of Ves act as an adaptation of the Ten Tables of Imperial Law used in both the Empire of Man and Holy Orenian Empire, this law used verbatim in prior Vesnian jurisprudence and necessitating the usage in further law to allow juristic uniformity in the rulings of the magistrate office.

The purpose of the Criminal Codices of the Golden City of Ves is to elucidate our wishes for the dispensation of justice within our realm. At our charge, its precepts are enacted, and in our absence, they shall service the state in contending against iniquity. We thus commit our servants to see to its righteous execution, in accordance with the three principles of law: to live virtuously, to trespass no one, and to give each his due.

Thus we adjudge all crime as a violation of one of the following legally protect interests; the individual, property, the state, the public morality, and the public order. Proximately, the codex thereafter concerns inchoate offenses, and the legal defenses for mitigation of punishment.

Of the offenses enumerated herein, with the exception of those intolerable crimes classed as high treason, each is classified according to its degree, of which there exist three, and upon which culpability and just punishment shall be evaluated. The applicable sanction for each crime and degree of injury are recorded within the table the crime is located. These degrees are:

• The third degree offense, of the least severity.
• The second degree offense, of middling severity.
• The first degree offense, of the greatest severity.

Of the offenses enumerated herein, each is assigned specific punishment according to its severity, of which that exists four, and which the plaintiff evaluates and chooses the appropriate sentence. The applicable sanction for each crime is recorded within the table the crime is located. The assigned classes of punishments are:

INFRACTIONS, of least severity, include the appropriated sentences: monetary fine up to two thousand mina, confinement to prison for up to two annum, designated service to state or faith for up to five annum, removal of up to two fingers to the second knuckle, removal of up to two teeth, removal of up to two toes of the same foot, removal of one quarter-inch of the  ears if elven, partial removal of a tusk if orcish, removal of the beard if dwarven, removal of one inch of the tail if feline, or branding by hot iron on the chest or buttocks.

MISDEMEANOUR, of middling severity, include the appropriated sentences: monetary fine up to fifteen thousand mina, confinement to prison for up to ten annum, designated service to state or faith for up to twenty annum, removal of up to five fingers to the third knuckle, removal of up to four teeth, removal of one eye, removal of up to five toes on different feet, removal of one entire ear if elven, removal of one tusk if orcish, removal of the beard if dwarven, removal of up to three inches of the tail if feline, or branding by hot iron on a limb, chest or buttocks.

FELONIES, of great severity, include the appropriated sentences: monetary fine up to fifty thousand mina, confinement to prison for up to lifetime, designated service to state or faith up to lifetime, removal of up to an entire hand, removal of the entire bottom jaw, removal of both eyes, removal of the penis if male, removal of an entire foot, removal of both ears if elven, removal of both tusks if orcish, removal of the beard is dwarven, removal of the tail if feline, branding by hot iron on a limb, chest, buttocks, or face, execution by hanging, or execution by beheading.

TREASON, of intolerable severity, includes the appropriated sentences: execution by hanging, execution by beheading, execution by scalding tar, execution by scalding milk, execution by scalding water, execution by drowning, execution by burning stake, execution by flaying, execution by impaling, execution by brain wracking, execution by arbalest, crossbow, ballista, or other projectiles, execution by horse or oxen trampling, or execution by leeches. Customarily, the sentenced is dragged by horse on a wooden skid to the site of their execution.

Where the victim of an injury is legally entitled to a trial, he may elect for a trial of civil remedy or criminal indictment. If he elects for a trial of civil remedy, it is the judge's duty to prescribe a financial penalty to allay the damage done. If he chooses a trial of criminal indictment, it is the judge’s duty to prescribe the harshest possible punishment upon the offender. Within each table, the method of selecting a trial’s plaintiff is defined.

SECTION III.

INJURY AGAINST THE PERSON

7. 7. Battery

      1. Where an individual intentionally commits upon another an act of violence which brings about no incapacitation or lasting injury, this shall be battery of the third degree, a misdemeanor.

      2. Where an individual intentionally commits upon another an act of violence which brings about lasting but not permanent injury, incapacitates for any length of time, or utilizes a dangerous weapon, this shall be battery of the second degree, a felony.

      3. Where an individual intentionally commits upon another an act of violence which brings about permanent injury, this shall be battery of the first degree, a felony.

   8. Murder

      1. Where an individual intentionally commits such an an act of violence upon another which brings about their death, with no premeditation of the act and under such circumstances as a reasonable person would be incited to fatal violence, this shall be murder of the third degree, a felony.

      2. Where an individual intentionally commits such an act of violence upon another which brings about their death, with no premeditation, this shall be a murder of the second degree, a felony.

      3. Where an individual intentionally and with premeditation causes the death of another, this shall be murder of the first degree, a felony.

   9. Manslaughter

      1. Where an individual unintentionally but negligently commits such an act that brings about the death of another, this shall be manslaughter, a misdemeanor.

   10. Mutilation

       1. Where an individual intentionally or negligently commits such an act as to bring about the superficial disfigurement of another, or the removal of a single digit, this shall be mutilation in the third degree, a misdemeanor.

       2. Where an individual intentionally or negligently commits such an act as to bring about the crippling disfigurement of another, or the removal of multiple digits, this shall be mutilation in the second degree, a felony.

       3. Where an individual intentionally or negligently commits such an act as to bring about the dismemberment of another, the destruction of an eye, castration, or other irreparable loss of an appendage or organ, this shall be mutilation in the first degree, a felony.

   11. Torture

       1. Where an individual, who is a not an official of the law, intentionally commits an act of violence which brings lasting or permanent injury with the purpose of gaining information from the inflicted individual, this shall be torture in the second degree, a felony.

       2. Where an individual intentionally commits an act of violence which brings incapacitating injury or mutilation of either second or first degree with the purpose of gaining information from the inflicted individual, this shall be torture in the first degree, a felony.

   12. Kidnapping

       1. Where an individual intentionally abducts, restrains, or confines another individual against their will without physical harm, sexual violation, or endangerment of the victim, this shall be kidnapping in the second degree, a misdemeanor.

       2. Where an individual intentionally abducts, restrains, or confines another individual against their will, and in the course of this brings about physical harm, sexual violation, or endangerment of the victim, this shall be kidnapping in the first degree, a felony.

   13. Defamation

       1. Where an individual knowingly disseminates false information about an individual, without intent to harm the reputation of that individual, this shall be defamation in the third degree, an infraction.

       2. Where an individual knowingly disseminates false information about an individual, with intent to harm the reputation of that individual, this shall be defamation in the second degree, an infraction.

       3. Where an individual knowingly disseminates false information about an individual, with intent to harm the reputation of that individual, in a public space or by distribution of printed materials, this shall be defamation in the first degree, a misdemeanor.

   14. Impersonation

       1. Where an individual intentionally assumes the identity of another individual for any purpose except the carrying out of high treason, this shall be impersonation in the second degree, an infraction.

       2. Where an individual intentionally assumes the identity of another individual in order to carry out high treason, this shall be impersonation in the first degree, a felony.

SECTION IV.

INJURY AGAINST PROPERTY

15. 15. Theft

        1. Where an individual intentionally deprives another of moveable property without the consent of its owner, and this property totals up to two hundred minas in value, this shall be theft in the third degree, an infraction.

        2. Where an individual intentionally deprives another of moveable property without the consent of its owner, and this property totals greater than two hundred but not less than one thousand five hundred minas in value, this shall be theft in the second degree, a misdemeanor.

        3. Where an individual intentionally deprives another of moveable property without the consent of its owner, and this property totals greater than one thousand five hundred minas in value, this shall be theft in the first degree, a felony.

    16. Burglary

        1. Where an individual unlawfully enters a property with intent to commit a nonviolent crime, this shall be burglary in the second degree, an infraction.

        2. Where an individual unlawfully enters a property with intent to commit a violent crime, this shall be burglary in the first degree, a misdemeanor.

    17. Robbery

        1. Where an individual intentionally deprives an owner of his moveable property through violence or threat of violence, and this property totals up to one hundred fifty minas in value, this shall be robbery in the third degree, an infraction.

        2. Where an individual intentionally deprives an owner of his moveable property through violence or threat of violence, and this property totals greater than one hundred fifty but not less than one thousand minas in value, this shall be robbery in the second degree, a misdemeanor.

        3. Where an individual intentionally deprives an owner of his moveable property through violence or threat of violence, and this property totals greater than one thousand minas in value, this shall be robbery in the first degree, a felony.

    18. Vandalism

        1. Where an individual intentionally or negligently damages or defaces the property of another, and this damage totals up to one hundred fifty minas in value, this shall be vandalism in the third degree, an infraction.

        2. Where an individual intentionally or negligently damages or defaces the property of another, and this damage totals greater than one hundred fifty but not less than three thousand minas in value, this shall be vandalism in the second degree, a misdemeanor.

        3. Where an individual intentionally or negligently damages or defaces the property of another, and this damage totals greater than three thousand minas in value, this shall be vandalism in the first degree, a felony.

    19. Arson

        1. Where an individual intentionally or negligently damages or defaces the property of another through fire, and this damage totals up to two hundred minas in value, this shall be arson in the third degree, an infraction.

        2. Where an individual intentionally or negligently damages or defaces the property of another through fire, and this damage totals greater than two hundred but not less than four thousand minas in value, this shall be arson in the second degree, a misdemeanor.

        3. Where an individual intentionally or negligently damages or defaces the property of another through fire, and this damage totals greater than four thousand minas in value, this shall be arson in the first degree, a felony.

    20. Fraud

        1. Where an individual intentionally or negligently fails to abide by the terms of a written or verbal contract, misleads regarding its terms, or provides insufficient consideration for its completion, and this damage totals greater than one hundred but not less than one thousand minas in value, this shall be fraud in the third degree, a misdemeanor.

        2. Where an individual intentionally or negligently fails to abide by the terms of a written or verbal contract, misleads regarding its terms, or provides insufficient consideration for its completion, to the detriment of another, and this detriment totals up to five thousand minas in value, this shall be fraud in the second degree, a misdemeanor.

        3. Where an individual intentionally or negligently fails to abide by the terms of a written or verbal contract, misleads regarding its terms, or provides insufficient consideration for its completion, to the detriment of another, and this damage totals greater than ten thousand minas in value, this shall be fraud in the first degree, a felony.

    21. Trespassing

        1. Where an individual intentionally enters the property of another which a reasonable person would consider to be restricted, this shall be trespassing, a misdemeanor.

    22. Poaching

        1. Where an individual intentionally or negligently hunts a beast or bird within the borders of a reserved wood, and the value of these creatures totals up to five hundred minas in value, this shall be poaching in the second degree, a misdemeanor.

        2. Where an individual intentionally or negligently hunts a beast or bird within the borders of a reserved wood, and the value of these creatures exceeds five hundred minas in value, this shall be poaching in the first degree, a felony.

SECTION V.

INJURY AGAINST THE STATE

23. 23. Treason

        1. Where an individual knowingly carries out an act of criminal insubordination  or disloyalty intended to subvert the authority of an agent of the state, or commits such an action with intention to harm the state, this shall be treason in the second degree or petty treason, a felony.

        2. Where an individual knowingly aids or abets enemies of the state, participates in armed conflict or espionage against the state, attempts or conspires to the usurpation of the government, or attempts or conspires to murder a member of the imperial government, this shall be treason in the first degree or high treason, punishable only by execution as listed.

    24. Sedition

        1. Where an individual intentionally commits conduct or speech inciting people to rebel against the authority of a state or Emperor, this shall be the crime of sedition, a felony.

    25. Contraband

        1. Where an individual knowingly possesses illegal substances, literature, or items, this shall be the crime of possession of contraband in the third degree, a misdemeanor.

        2. Where an individual knowingly sells, markets, purchases, or transfers ownership of illegal substances, literature, or items,  this shall be the crime of possession of contraband in the second degree, a felony.

        3. Where an individual knowingly manufactures illegal substances, literature, or items, this shall be the crime of possession of contraband in the first degree, a felony.

    26. Obstruction

        1. Where an individual interferes with, obstructs the progress of, or otherwise hinders government officials and prosecutors during the apprehension or investigation of a criminal or criminal activity, this shall be the crime of obstruction, a felony.

    27. Tax Evasion

        1. Where an individual fails to render full payment in a timely manner for a lawfully enacted metropolitan, baronial, comital, or civil tax, this shall be the crime of tax evasion in the third degree, a misdemeanor.

        2. Where an individual fails to render full payment in a timely manner for a lawfully enacted imperial, principial, archducal, ducal, or gubernatorial tax, this shall be the crime of tax evasion in the second degree, a felony.

        3. Where an individual fails to render full payment in a timely manner for a lawfully enacted wartime tax or mandatory tithe, this shall be the crime of tax evasion in the first degree, a felony.

    28. Absconding

        1. Where an individual fails or intentionally avoids surrendering oneself to the custody of Imperial officials at the appropriate time, this shall be the crime of absconding, a felony, and in the case of the awaiting of trial immediately confirms guilt, dismissing the need for lawful hearing.

    29. Bribery

        1. Where an individual persuades another, to act dishonestly or otherwise, with the gift of money or other inducement, this shall be the crime of bribery, an infraction.

    30. Extortion

        1. Where an individual intentionally threatens another individual for obtaining money, titles, or other benefits for oneself, this shall be the crime of extortion, an infraction.

    31. Perjury

        1. Where an individual intentionally misleads, deceives, or withholds pertinent information from an interrogating agent of the law, this shall be perjury in the third degree, a misdemeanor.

        2. Where an individual intentionally misleads, deceives, or withholds pertinent information from an interrogating agent of the law during the course of a criminal or civil trial, this shall be perjury in the second degree, a felony.

        3. Where an individual intentionally misleads, deceives, or withholds pertinent information from an interrogating agent of the law during the course of a trial of high treason, this shall be perjury in the first degree, charged with the punishment of treason.

    32. Impersonating an Agent of the State

        1. Where an individual intentionally assumes the identity of a government official or noble lord, this shall be the crime of impersonation of an agent of state, a felony.

SECTION VI.

INJURY AGAINST MORALITY

33. 33. Indecency

        1. Where an individual intentionally and deliberately dresses in an immoral or obscene fashion, usually in a sexual manner, this shall be the crime of indecency, an infraction.

    34. Gambling

        1. Where an individual intentionally partakes in unsanctioned betting in games or events, usually for the reward of money or property, this shall be the crime of gambling, an infraction.

    35. Deviancy

        1. Where an individual intentionally acts in unusual or accepted standards, especially in social or political behavior, this shall be the crime of deviancy, an infraction.

    36. Witchcraft

        1. Where an individual intentionally partakes and practices the dark arts, such as blood magic, or other sacrilegious activities, this shall be the crime of witchcraft, a felony.

    37. Fornication

        1. Where an unmarried individual intentionally fornicates another individual in a public or private location, this shall be the crime of fornication, a felony.

    38. Adultery

        1. Where a married individual intentionally fornicates with another who is not the spouse, this shall be the crime of adultery, a felony.

    39. Abomination

        1. Where an individual is directly descended from multiple races, namely kha’ or orc, or is the offspring and product of a close consanguineous fornication, such as inbreeding between siblings or between offspring, this shall be the crime of abomination, a felony.

    40. Consanguinity

        1. Where an individual intentionally fornicates or has immoral relationship with one’s close family, such as with father, with mother, with siblings, or with offspring, this shall be the crime of consanguinity, a misdemeanor.

    41. Miscegenation

        1. Where an individual intentionally fornicates with one not of his race, such as man and elf or man and dwarf, this shall be the crime of miscegenation, a felony.

SECTION VII.

INJURY AGAINST ORDER

42. 42. Vagrancy

        1. Where an individual intentionally lives the life of a vagrant, participating in improper begging, and illegally staying in residences and towns, this shall be the crime of vagrancy, a felony.

    43. Loitering

        1. Where an individual intentionally travels indolently and pauses frequently for socialization in order to disrupt trade, commerce, or business, this shall be the crime of loitering, an infraction.

    44. Concealment of Identity

        1. Where an individual intentionally conceals or hides oneself’s identity to an agent of the law, this shall be the crime of concealing one’s identity, a misdemeanor.

    45. Vigilantism

        1. Where an individual intentionally apprehends, convicts, or punishes another individual of a crime but is not an agent of the law or given permission by the Imperial Office, this shall be the crime of vigilantism, a misdemeanor.

    46. Disturbing the Peace

        1. Where an individual intentionally and deliberately hinders or interrupts the common peace by embellished performance or immoral behavior, this shall be the crime of disturbing the peace, an infraction.

    47. Spreading Propaganda

        1. Where an individual intentionally spreads information, ideas and rumours that deliberately seek to bring harm to or weaken the state, this shall be the crime of spreading propaganda, a misdemeanor.

SECTION IIX.

INCHOATE OFFENSES

48. 48. Conspiracy

        1. Where an individual knowingly signals intent to commit a crime at a future time, this shall be the crime of conspiracy, a felony.

    49. Incitement

        1. Where an individual intentionally incites or encourages another individual into committing a crime, this shall be the crime of incitement, a felony.

    50. Attempt

        1. Where an individual actively attempts, but fails to commit, a crime, the individual shall be held liable with a mitigated punishment according to the crime which was attempted.

SECTION IX.

LEGAL DEFENSES

51. 51. Ex turpi causa non oritur actio

        1. Where an individual accusing another of a crime where evidence was obtained through criminal means, the individual accused is not held liable.

    52. Volenti non fit injuria

        1. Where an individual consents or actively places oneself in a position of harm or danger, that individual may not bring a claim against another party in tort or delict.

    53. In pari delicto

        1. Where the individual held liable for a crime and the party convicting the individual for a crime is deemed both at fault, whether for the same crime or similar, both the individual and the convicting party shall not be held liable.

    54. Duress

        1. Where an individual commits a crime intentionally, but under reasonably proximate threat of force equal to or lesser than the severity of the crime committed, that individual shall not be held liable. Rather, the individual responsible for the threat shall be held liable.

    55. Entrapment

        1. Where an individual is encouraged or compelled by an agent of the law to commit a crime they otherwise would not have intended to commit, that individual shall not be held liable.

    56. Infancy

        1. Where an individual is below the age of twelve years and commits a third degree or lesser crime, that individual shall not be held liable. If the individual commits a second degree or greater crime, the individual shall be held liable with mitigated punishment or lesser conviction.

    57. Necessity

        1. Where an individual is compelled by a circumstance beyond his control to, as a last resort, commit a crime in order to prevent a more injurious outcome, that individual shall not be held liable.

    58. Provocation

        1. Where an individual is invoked or compelled by another individual to act with a sudden or temporary loss of self control and commits a crime as a response, the individual shall be held liable with mitigated punishment or lesser conviction.

    59. Incapability

        1. Where an individual is physically or mentally unable to meet the requirements given by law for punishment or conviction, the individual shall not be held liable.

    60. Immunity

        1. Where an agent of the law, in the course of their duties and acting within the bounds assigned to them, is compelled to commit a violation of the law, that agent shall not be held liable.

SECTION X.

ACTS OF ASSEMBLY

The City of Ves may determine amendments and acts after prior approval of these acts and amendments by the Serene Assembly.

The amendments and acts of assembly may not conflict with the law codes, even when no mandatory stipulation of law is stated or involved.

The magistrate retains the power to annul any amendment, act or bye-law of assembly that conflicts with either the legal codes or charter.

A codex of these ordinances are available on request of the magistrate’s office.

Our Prince has abdicated, long live the Prince.

I. ELECTION OF A NEW SERENE PRINCE

The election began with a newly chosen assembly, the Fifth Assembly to represent the populace of Ves between the years of 1720 to 1724. This fair assembly is granted the privilege of electing a new Prince from amongst the Patricians and their kin. The election was organized by the illustrious citizen Jan Haas and the vote was in the form of roll.

The first roll amounted to naught as no candidate achieved a majority of ten votes.

II. ELECTION OF A CENSOR

In the Thirteenth Session of the Serene Assembly of the City of Ves, a bill was passed with the creation of the title of Censor. In this assembly, the Fourteenth Session of the Serene Assembly of the City of Ves we have gathered to elect an individual for that post.

Two men of the assembly have staked their claims, those being Assemblyman Urrion Drumm and Assemblyman John of Arkent.

The vote was carried out by ayes; the ayes for both candidates are written below.

A tie, to be settled by simple coin toss. The coin toss was performed by Patrician Helton Helvets and went in John of Arkent’s favor.

III. THE ENSHRINEMENT OF GOD

Proposed by Patrician Helton Helvets, this proposal seeks to give the holder of the Diocese of Villavia a seat on the Serene Assembly. It is to be noted that such a proposal amends the City Charter and thus requires a vote of two-thirds majority. The official wording of the proposed document is written below.

The Diocese of Villavia will hereby be granted a permanent council seat within the Serene Assembly of Ves, to be occupied by reigning the Bishop or chosen delegate.

This proposal failed due to not achieving a majority.

IV. AMENDMENT TO THE DEFINITION OF CITIZENSHIP

Proposed by Patrician Chadwick Morris, this proposal seeks to amend the charter pertaining to the definition of citizenship. Predominantly this charter gives soldiers who serve a sworn term of five years to Ves automatic citizenship. The official wording of the proposed document is written below.

Those of common blood that are not bound to any feudal or private contract and either: own property within the City of Ves; or are a member of the guard for 4 years and have sworn fealty to the city; are hereby defined as freemen

This proposal passed with a count of thirteen ayes, zero nays, and six abstentions.

V. THE CRIMINAL CODE OF VES

Proposed by Prince Ide Haraccus, this proposal seeks to pass a Criminal code pertaining to the City of Ves to be used instead of the Ten Tables. The criminal code is heavily based on the Ten Tables of the Holy Orenian Empire, Empire of Man, and Empire of Renatus and edited and recompiled by Prince Haraccus to best serve the needs of our fair Republic. The official wording of the criminal code will be published shortly.

VI. POSTBELLUM ANTI-BANDITY DELEGATION

Proposed by Patrician Helton Helvets, this proposal seeks to create a task force to aid in both combating and tracking down bandit activity to their sources from beyond the Heartlands. The bill also creates a diplomatic delegation to Sutica where one such bandit ground has been tracked down to in a bid to eradicate the source of banditry. The official wording of the proposed document is written below.

In this postbellum period, the spectre of war still lingers over the Serene Assembly of Ves. Bandits have seized control over many of the vital highways all across the realm. In recent times, these brigands have even been so brazen as to attack the city itself. Following the vanquishing of one of these attacks, members of the City Watch, Lieutenant Dresden Webber and Recruit Erinia Sato on their own initiative managed to track down the source of these bandits to the Free City of Sutica. In their investigation, it was revealed that the supposed bandits were in fact known residents of Sutica and were subsequently able to recruit men from the city to engage in further malicious activities. It is imperative that a dialogue be opened with the Sutican Government for the purpose of apprehending those criminals who would assault our fair city.

• The Serene Assembly of Ves shall hereby send a diplomatic delegation to the Free City of Sutica. The purpose of this delegation to secure the cooperation of the Sutican Government in apprehending criminals and to open up regular diplomatic channels.

• The Serene Assembly of Ves shall hereby assemble a taskforce to investigate bandit activity emanating from beyond the Heartlands, with the appointment of such to be handled by the Captain of the City Watch.

This proposal passed with a count of nine ayes, zero nays, and ten abstentions.

VIII. THE VES METROPOLITAN

Proposed by Mister Paul F. Varoche on behalf of Patrician Paul Sigismund di Montelliano Varoche, this proposal seeks to create a framework for government past the borders of the Golden City of Ves within our fair Republic. The official wording of this proposed document is written below.

Defining the Metropolitan

• The City Proper, administered directly by the Serene Assembly and City Clerk is defined by the residences within the City Walls as well as their direct suburbs. This excludes the Tavern of the Bird and the Bard as well as any fortifications and keeps apart of the City Walls itself.

• Any property outside of the City Proper and Suburbs will be considered the City Metropolitan.

• The Office of Censor has the right to audit City Metropolitan public holdings at will in regards to their finances and population and report their findings to the Serene Assembly.

• Private holdings shall not be audited lest by direct ordinance by the Serene Assembly.

• All private landlords to be recognized by the Serene Republic must present their fealty to the Prince and Assembly.

• The extent of the City Metropolitan is defined by the land grants purchased directly by the Serene Assembly by the Year of Our Lord, 1720.

Public Holdings

• Any community of ten or more residents that lies within the City Metropolitan shall be referred to as a public holding of the City Metropolitan.

• Any community of residence within a private landlord’s demesne will be considered a public holding regardless.

• Vacant property in the public holding shall remain private until sold to a member of the community, in which it becomes apart of the freehold by a majority of fifty-one percent.

• The City of Ves has the right to levy a tax per Saint’s month of up to ten percent of the surplus budget of each metropolitan freehold.

• Each public holding outside of the city proper shall have the right to self-administration subject to assembly oversight in accordance with the Gradic Rights.

• The right to self-administration provides for the election of a Provost to act as the local executive, and the election of a Bailiff to act as the local military and enforcement official.

• The Provost shall act as representative of the public holding to the Serene Assembly.

• Public holdings within the City Metropolitan shall be allowed to produce local bylaws via the right to assembly.

• General assembly within Metropolitan holdings shall be defined by a quorum of at least fifty-one percent of all citizenry within the respective community.

• All residents of public holdings shall be defined as citizens of the City Metropolitan but not the City Proper, voiding the ability to petition for a seat in the Serene Assembly.

• All citizens of the City Metropolitan possess the ability to invoke the Gradic Rights.

• Private landholders of the City Metropolitan may petition for Patricianship.

• All judicial rights of the City Metropolitan will be yielded to the Magistrate’s office of the Serene Republic.

Private Holdings

• Private landlords of feudal and ecclesiastical designation are permitted to hold estates and private property within the metropolitan.

• Title holders of the City Metropolitan will hold a single seat on the Serene Assembly. Patricianship shall be considered a title of its own and thus patricians will only maintain their original seat.

• Private landholders can be defined as either feudal, ecclesiastical or tavern.

• Feudal landholders with established freeholds or visible alternate forms of income tied to their demesne will be taxed either five percent of their net income or five hundred minae per Saint’s month, whichever is more.

• Ecclesiastical landholders will be exempt from taxation.

• Tavern holds shall be taxed eight percent of their net income or eight hundred minae per Saint’s month, whichever is more.

Lands in Tributary to the Republic

• All lands outside of the City Metropolitan that recognize the suzerainty of the Serene Republic of Ves shall be referred to as “Lands in Tributary.”

• All residents of Lands in Tributary shall be not be recognized as the citizenry of the Republic but instead residents belonging in whole to the feudal demesne which administers them.

• The residents of Lands in Tributary shall not be guaranteed the Gradic Rights of Ves.

• All private lords who swear to the Serene Assembly and own Lands in Tributary shall be referred to as Lords in Tributary and own their properties and communities in full.

• All Lords in Tributary must present a tribute of men and tax to be agreed upon by the Foreign Affairs Bench of the Serene Assembly of Ves.

Creation of Metropolitan Positions

• The local bailiwicks will be maintained by the aforementioned local bailiff, who will be elected popularly and charged with operating on behalf of the Republican courts and military to enforce the laws locally. They’ll serve for a four year term.

• The local townships shall be administered by the local provost, who will be elected popularly for a term of four years. They will manage the township as well as serve in its role of representative to the Serene Assembly.

This proposal passed with a count of seven ayes, five nays, and seven abstentions.

IX. THE CASSIAN CASTLE DOCTRINE

Proposed by Assemblyman Cassian Colborn, first among equals, this proposal seeks to allow the use of deadly force within private property. This official wording of the proposal is written below.

The Freemen and Patricians of the Golden Freecity of Ves will hereby be granted the right to use force (up to and including deadly force) on a trespasser, trespassing on their private property, who, after one warning, refuses to leave.

This proposal passed with a count of nine ayes, no nays, and ten abstentions.

IX. POSTBELLUM CONSTRUCTION BILL

Proposed by Patrician Helton Helvets, this proposal seeks to expand the borders of the city and to order the zoning of homes (predominantly manors) within the lands designated as farmland outside of the City Walls. The bill also delegates new farmland and orders for the city’s fortifications to be repaired and secured. The official wording of the proposed document is written below.

• The Serene Assembly of Ves hereby commissions the Clerk’s Office for the construction of new manor homes and guild halls over the cities’ existing farmland.

• The Serene Assembly of Ves hereby commissions the Clerk’s Office to designate new farmland to feed the Serene Republic.

• The Serene Assembly of Ves hereby commissions the City Watch to investigate and repair the security of the cities’ fortifications along the mountainside.

The Assembly began with when a jester by the name of Jackoff Carrion barged into the court performing a comedy. The jester Jackoff twirled into the hall, pointing a finger at the Prince Rutledge and demanding for their abdication. In a similar manner he wagged his finger and went on about how the Republic has fallen to ruin. This jester’s performance was almost lifelike as it inspired the jeers of the assembly though I, Jan Haas would not be fooled by this audacious play.

I. RATIFICATION OF THE TREATY OF CURON, 1720

Proposed by Prince Matthias seeking to ratify the peace treaty between the Republic of Ves and the Kingdom of Curon.  The details of the treaty are outlined below.

ARTICLE I - Both parties shall enforce a strict non-aggression pact, under all circumstances.

ARTICLE II - If both parties consent, this treaty may temporarily ascend into a full defensive alliance.

ARTICLE III - A policy of free trade and travel shall be enacted between the two nations. No customs shall be applied to any exchange between the two nations. The citizens of both nations shall be permitted to freely and safely travel within the borders of both nations.

ARTICLE IV - Both parties shall deliver justice to any party charged with or convicted of any crime by either state. The surrender shall only take place upon evidence of criminality according to the laws of the territory the criminal is found. This extradition may only take place if the facts of the crime would justify his commitment for trial if the crime or offense had been committed in the state where they are apprehended. This article is null if it would violate another treaty, pact, or alliance.
ARTICLE V - If either party is found to be in violation of this pact, all articles shall remain in effect, so long as sincere diplomatic efforts are taken to peacefully resolve the dispute, according to the aforementioned articles.

ARTICLE VI - Both parties agree to meet and possibly expand this treaty in four years time. If no agreement is reached, the current terms of the treaty shall remain in effect.

Prince Rutledge became indisposed and thus Assemblyman Cassian Colborn, first among equals, was called by the assembly to host it for the rest of the session.

Mister Otho Helvets who was recently elevated to Patricianship has recently become a priest. With this, his eldest son Helton Hadrian Helvets took up the mantled of Patricianship. Mr Otho believed he retained an assembly seat and voted in the previous motion. When informed of such, I Jan Haas offered to sell him a lottery ticket for one of the sacked assemblymen. When he heard this Mr. Otho made a great big stink in the hall. In the end it was High Pontiff Daniel VI that proved to be the most level-headed and bought Otho an assembly ticket.

III. DECLARATION OF MORTIMER MYRE AS REGENT OF THE GOLDEN CITY OF VES

Proposed by Prince Matthias Rutledge, Mortimer Myre is to be raised to the status of regent in the case of the Prince’s indisposition.

This proposal failed with a count of no ayes, four nays and fifteen abstentions.

Assemblyman Urist Drumm swore himself and the family of Drumm to the Golden City of Ves and he swore that he would bring to the city the head of the jester Jackoff. Afterwards he proposed the following motion for the deposition of the Prince of Ves. He may have been inspired by the jester Jackoff’s play.

IV. DEPOSITION OF MATTHIAS RUTLEDGE AS PRINCE OF VES

Proposed by Assemblyman Urist Drumm seeking to express his displeasure against the Prince. This proposal was meant to be a condemnation of the Prince’s regime and to express their distaste. As the assembly did not hold a two-thirds majority of the assembly is not legally allowed to force the Prince out of their office.

This proposal passed with a count of five ayes, one nay and thirteen abstentions.

V. PONTIFICAL SEAT WITHIN THE SERENE ASSEMBLY

Proposed by Patrician Helton Helvets, the proposal seeks to add to the assembly a permanent seat for the High Pontiff. This proposal was quickly shot down as requiring a two-thirds majority to amend the charter and amend the fabric of the assembly.

This proposal failed due to not achieving a majority.

VI. REMOVAL OF THE SCHOOL IN FAVOR OF ANOTHER CONSTRUCTION

Proposed by Patrician Mortimer Myre, the proposal seeks to demolish the school located within the square. The space will be zoned by the City Clerk and his office will designate what to do with the land.

AMENDMENT I

Proposed by Patrician Ide Haraccus, this amendment seeks to create a district beholden to the church out of the School District. This district is to be under the authority of the Canonist Church and is to house a Cathedral and a small eclesiastical school.

AMENDMENT II

Proposed by Prince Matthias Rutledge, this amendment seeks to add a library to the eccliastical school which would become public domain and to allow secular citizens to access the knowledge.

This proposal passed with a count of six ayes, zero nays, and thirteen abstentions.

VII. PLACE OF WORSHIP FOR THE RASSIDI PEOPLES

Proposed by Assemblyman Albert Samrus, the proposal seeks to zone public land for the creation of a temple for the Rassidi faith.

This proposal passed with a count of four ayes, zero nays, and fifteen abstentions.

Proposed by Prince Matthias seeking to ratify the peace treaty between the Republic of Ves and the Empire of Renatus. The details of the treaty are outlined below. It is noted that in the middle of the debate for the Treaty a rogue group of Haensetians attacked the sanctity of the Assembly and attempted to shed blood. During the chaos, a number of assemblymen condemned the Prince when he tried to push the vote through without debate.

THE SECESSION OF THE REPUBLIC OF VES AND INDEPENDENCE

• The Imperium Renatum does hereby recognize the legitimate independence of the Republic of Ves.
• The Imperium Renatum does hereby cede all claims of war and title against the Republic of Ves and its people, ergo nulling all casus belli
• The Republic of Ves does hereby cede all claims of war and title against the Imperium Renatum and its people, ergo nulling all casus belli.
• The Imperium Renatum and the Republic of Ves does hereby commit to a non-aggression pact which shall last a minimum of ten years and will be subject to renegotiations at the end of the treaty.

CONCERNING THE WAR OF THE TWO EMPERORS

• The Republic of Ves does hereby recognize the legitimacy of Godfrey III as the rightful Emperor and successor to Emperor Antonius Owyn Horen.
• The Republic of Ves does hereby denounce the pretender Joseph Marna for the unlawful claim to the Holy Orenian Empire.
• The Republic of Ves shall hereby cede the County of Guise to Goldman Ltd.

ON THE TOPIC OF ADRIA INHERITANCE AND THE CITY OF VES

IV. REGULATION ON ASSEMBLYMEN WHO FAIL TO SERVE

Proposed by Assemblyman Fr. Guy Haas seeking to sack assemblymen who fail to come to two consecutive assembly sessions. It was noted that this proposal will only apply to assemblymen chosen by lot. It was brought up by the Magistrate’s Office that the proposal may need an amendment to the Charter.

V. AFFIRMATION OF ZACHARY CATAFFUS TO THE OFFICE OF CAPTAIN OF THE CITY WATCH

Elected by the Lieutenants of the City Watch, Zachary Cataffus was affirmed by the Serene Assembly of the City of Ves as the Captain of the City Watch from 1719 to 1723.

This proposal passed with a count of ten ayes, no nays, and nine abstentions.

VI. HEADSCARVES REQUIRED FOR WOMEN

Proposed by Assemblyman Zachary Cataffus seeking to order the women of the City of Ves to wear a Rassidi garment dubbed a niqab.

This proposal was vetoed by the Prince.

Prince Rutledge claimed illness and dispensation, and thus assemblyman Jan Haas, first among equals was called by the assembly to host it for the rest of the session.

VII. CREATION OF THE OFFICE OF CENSOR

Proposed by Assemblyman Fr. Guy Haas, this proposal seeks to create the Office of Censor which is an Office underneath the Office of the Magistrate. The purpose of the Office is to take note of the citizens of the city, to hold a census, to take note of the durations and dates of terms, and to hold elections. The office is to be elected by the assembly from within the body.

This proposal passed with a count of four ayes, three nays and twelve abstentions.

    TREATY OF VES 1719

    This treaty hereby entails the principles to an accord agreed upon by the signees, to be adhered to by both their respective civilians and military alike. Should either principle be broken by a respective participant of either nation, then a truce will be inherently invoked, ergo allowing a maximum of three saints days wherein efforts to re-evaluate the accord, and, or, deem the accord no longer viable. If an agreement cannot be made, the treaty will be declared null and void and a truce will be instituted for 15 years.

THE SECESSION OF THE REPUBLIC OF VES AND INDEPENDENCE

• The Imperium Renatum does hereby recognize the legitimate independence of the Republic of Ves.
• The Imperium Renatum does hereby cede all claims of war and title against the Republic of Ves and its people, ergo nulling all casus belli
• The Republic of Ves does hereby cede all claims of war and title against the Imperium Renatum and its people, ergo nulling all casus belli.
• The Imperium Renatum and the Republic of Ves does hereby commit to a non-aggression pact which shall last a minimum of ten years and will be subject to renegotiations at the end of the treaty.

CONCERNING THE WAR OF THE TWO EMPERORS

• The Republic of Ves does hereby recognize the legitimacy of Godfrey III as the rightful Emperor and successor to Emperor Antonius Owyn Horen.
• The Republic of Ves does hereby denounce the pretender Joseph Marna for the unlawful claim to the Holy Orenian Empire.
• The Republic of Ves shall hereby cede the County of Guise to Goldman Ltd.

ON THE TOPIC OF ADRIA INHERITANCE AND THE CITY OF VES

• The Imperium Renatum does hereby destroy the title, THE DUCHY OF ADRIA, to never be used by any man.
• The Imperium Renatum shall agree to keep border skirmishes and battles away from the City walls of Ves.
