The Statute of The Roles

THE MAHERAL serves as a paradigm for the cultural conventions of The Silver State of Haelun’or, guiding Mali’thill in the doctrine of Maehr’sae Hiylun’ehya and in turn ensuring its preservation.

THE SOHAER serves as the administrative leader of The Silver State of Haelun’or, managing the executive and legislative duties of the realm in a manner which facilitates the pursuit of Maehr’sae Hiylun’ehya.

THE MEDI’IR is a role granted the authority to serve as the Sohaer’s scribe and secretary; as such, they are expected to fulfill miscellaneous tasks as they are assigned. In the event of the temporary incapacitation of the Sohaer, the Medi’ir is expected to act as interim leader until the situation resolves itself.

THE OKARIR’TIR, Master of Law, manages all necessities in relation to law and order within the Silver State. They are to ensure peace is kept within the Silver City, as they are held liable for the well-being of the citizenry and their ability to safely pursue Maehr’sae Hiylun’ehya without foreign disruption. In the event of Purity Tribune, the Okarir’tir is foremost expected to preside over it and arrange its fair undergoing.

THE OKARIR’NOR, Master of Land, manages the flow and storage of resources alongside the distribution of property in the Silver State, as well as maintaining the city and land in flawless condition.

THE OKARIR’MAEHR, Master of Knowledge, fulfills the role of upkeep and administration within the Eternal Library and College. They are tasked with the storage, organization, and safekeeping of tomes; additionally, they maintain the stream of knowledge in and out of the Library.  The Okarir'maehr is also responsible for recording all state affairs during their tenure.

THE OKARIR’SAN, Master of Word, is tasked with the image of the Silver City both within and outside of its borders. This office is concerned with domestic cults of heroes or personality, as well as maintaining a favorable image of mali’thill outside of our borders. In the event the Sohaer cannot bring their word to our allies, this task falls to the Okarir’san. 

THE OKARIR’MALI, Master of People, administers and ensures that the excellent living standards of the Mali’thill is upheld and constantly improved, be it concerning their health, education, or employment. It is the state entrusted duty of the Okarir’mali to ensure that all necessities of the citizenry are met.

It is with great pleasure that elOkarn’nor announces the cancellation of taxes in Haelun’or, effective immediately. It is a clear indication that our society has made significant progress, and it is a step towards the betterment of our Cihi’thilln. For years, we have worked tirelessly to build a society that provides a better standard of living for all our citizens. Significant progress has been made in the fields of education, healthcare, and technology, among others. As we move forward, the cancellation of taxes will provide a much-needed boost to our society. We recognize the burden that taxes can place on citizens, and we want to ensure that our citizens can thrive without any financial strain. With the cancellation of taxes, we hope to promote a more equitable society, where every citizen can benefit from the progress we have made.

However, we must emphasize that the cancellation of taxes does not mean that we can let our guard down. We must continue to work hard and contribute towards the betterment of our society. The progress we have made so far has been a result of the collective efforts of all our citizens, and we must continue to work together to build a better society. In this regard, we urge all citizens to contribute to the State’s charity. By donating to our charity programs, citizens can not only contribute to the well-being of their fellow citizens but also earn valuable social credit.

The social credit system is a recognition of citizens' contributions to society. By contributing to charity, citizens earn valuable social credit points that can be redeemed for a variety of benefits. The system implemented in times of the Sohaership of Kolvar Uradir shall be reintroduced.

BLESSED CITIZENRY, It is a Sohaer’s duty to mold and reform their council to the best of their ability. One would find that for long we have struggled to maintain the entirety of elHeial’thilln occupied, and many of its seats have since laid vacant. Thus have we failed to promote productivity and in such failure have hindered the longevity and progress of our Cihi.

It is with that in mind that I’ve chosen to cast aside the former anatomy of our council and have reconstructed it into what will - from the publication of this missive - be enacted and utilized until it is time once more to reconsider its composition.

The Silver Council
And the roles that comprise it 

THE MAHERAL serves as a paradigm for the cultural conventions of The Silver State of Haelun’or, guiding Mali’thill in the doctrine of Maehr’sae hiylun’ehya and in turn ensuring its preservation.

• To see that the integrity of Maehr’sae hiylun’ehya is maintained, the Maheral acts as the counterbalance to the Sohaer and The Silver Council, ensuring that their duties are fulfilled in adherence to progress and health. 
• Ascertains the purity of all High Elven Bloodlines and retains the ability to categorize their standing as Ahtalonnii, Talonnii or Actalonnii.
• Serves as the highest and final authority of all High Elves on matters of purity and culture, as their purity is uncontested as determined by the Council of Malauriran.
• The Maheral can be removed ONLY through the majority vote of the Council of Malaurian.

THE OFFICE of the Maheral:

• The Sulii’ceru is a role occupied by a single Mali’thill of the Maheral’s choice. Their identity is to remain undisclosed to all, including the Sohaer, as their sole purpose is to absorb information anonymously, effectively serving as the eyes and ears of the Maheral.

• The Ernnir is a role occupied by a single Mali’thill of the Maheral’s choice. They serve as their scribe and secretary, often assisting the Maheral in executive tasks where requested.

THE SOHAER serves as the administrative leader of The Silver State of Haelun’or, managing the executive duties of the domain and in this task facilitating the pursuit of Maehr’sae hiylun’ehya. 

• Coordinates The Silver Council; elheial’thilln. This responsibility entails managing the roster of Okariran to maintain a productive and full Silver Council.

• Directs all diplomatic and military exploits of The Silver State of Haelun’or.

• Sanctions treaties.

• Oversees and conducts meetings with The Advisory, whenever deemed necessary.

THE OFFICE of the Sohaer:

• The Okariran are a council consisting of three roles; Okarir’tir, Okarir’mali and Okarir’nor. Together, they fulfill respective administrative duties that are each essential to the management of The Silver State of Haelun’or and her Citizenry.

• The Advisory is a committee under the Sohaer. The role of Advisor, otherwise known as Annilerir, is granted to all Tilruir to form a board whose purpose is to provide further insight alongside a second opinion on several matters. Though they are summoned at the Sohaer’s discretion, their primary purpose is to deliberate on subjects concerning The Silver Council.

• The Medi’ir is a role granted to a single Mali’thill, they serve as the Sohaer’s second, and as such are expected to fulfill miscellaneous tasks as they are assigned; oftentimes concerning something akin to a scribe’s work or that of a secretary.

THE OKARIR’TIR manages all necessities in relation to law and order within the Silver State. They are to ensure peace is kept within the Silver City, as they are held liable for the well-being of the citizenry and their ability to safely pursue Maehr’sae hiylun’ehya without foreign disruption. 

• The drafting of  Citizens into the Sillumiran

• Managing the promotion and demotion of all Sillumiran, including the assignment of Tilruir under their office.

• Arranging of Purity Tribunals

• The coordination of arrests and subsequent detainment of all concerned parties.

• All military practices; including training, patrols and the distribution of relevant duties.

• Sanctions all citizenship applications and manages the distribution of keys to the citizen door. It is their responsibility to ensure no ill-intending figure or impure ‘ata infiltrates the citizenry and blends with the common inhabitants of The Silver State of Haelun’or.
• Is expected to attend all Silver Council and Public gatherings arranged if they are able, serving as a consultant to the Sohaer and extending their vote whenever prompted.
• At their request, the Okarir’tir is entitled to anonymity

THE OFFICE of the Okarir’tir:
 

• The Tilruir’tir is defined as the second in command of the Sillumiran, answering only to their superior and aiding in the management of all military practices and participating members according to the standards and expectations set out by the Okarir’tir. 

• The Sillumiran is the militaristic body of The Silver State of Haelun’or, serving as the protectors of elCihi. Sillumir are expected to abide by the hierarchy and maintain anonymity whilst fulfilling their duties. 

THE OKARIR’MALI administers and ensures that the excellent living standards of the Mali’thill is upheld and constantly improved; be it concerning their health, education, or employment. It is the state entrusted duty of the Okarir’mali to ensure that all necessities are met.

• Arranges events and social gatherings to ensure the citizenry’s recreational needs are met with plentiful enrichment.

• Upholds the public etiquette; ensuring that applicable practices such as the dressing culture, and social structure of Asul’hileia are adherent to Maehr’sae hiylun’ehya.

• Allocates wards, assuring that all underaged citizens are housed and their education secured. As such, it is their duty to see this task fulfilled, if necessary relocating wards should their guardian be proved incapable.

• Coordinates the distribution of work across The Silver State of Haelun’or. It is their responsibility to see that all citizens are employed. 

• Is expected to attend all Silver Council meetings and Public gatherings arranged if they are able, serving as a consultant to the Sohaer and extending their vote whenever prompted.

THE OFFICE of the Okarir’mali:

• The Tilruir’mali is second to the Okarir’mali, aiding in matters of administration alongside running the parlor and Inn; a central area to most residents of Haelun’or.

• The Tilruir’maehr is entrusted with the coordination and maintenance of the Eternal Library, and in extension the education of the citizenry. The role entails the continued effort to expand on the collection of books and the knowledge pertaining to The Silver State of Haelun’or; be it through studies or research expeditions.

• The Tilruir’hiylun manages the clinic, ensuring that all citizens are physically, and mentally healthy. This includes the hiring and training of new clinicians, as well as directing all scientific exploits - such as alchemy and the development of medicine within The Silver State of Haelun’or.

THE OKARIR’NOR manages the flow and storage of resources, alongside the distribution of property in the Silver State, as well as maintaining the city and land in flawless condition.

• Manages the treasury of the Silver State of Haelun’or; including all expenses and the assignment of budgets concerning the offices of the Okariran. 

• Houses newly arrived citizens as they are cleared by the Okarir’tir to reside within the Silver State.

• Coordinates housing, ensuring that more is built as necessary, as well as filing for the eviction of those that have left.

• Manages trade as it is established with foreign domains. It is their responsibility to supervise all Haelunorian stalls; including those outside the verdict of the capital.

• Is expected to attend all Silver Council meetings and Public gatherings arranged if they are able, serving as a consultant to the Sohaer and extending their vote whenever prompted.

THE OFFICE of the Okarir’nor:

• The Tilruir’nor is second to the Okarir’nor; similar to their counterparts, they are to aid elOkarir in fulfilling their responsibilities to the council. In addition to this essential role, they are entrusted with managing the stewards, ensuring that their duties are diligently fulfilled.

In the depths of the library, deep within old governmental archives, sits a peculiar sight. On a marble pedestal, the only pedestal in the Library, a book that must be a millennia old rests. While its cover has been redone in white leather, adorned with the image of an ‘aheral looking out from a stone tower, the first pages within nearly crumble as they are turned. There is no title that can be found on the outside of the book, for there is no mistaking what this tome represents.
An inkwell sits next to the book, filled with black pigment and within, a quill. Its purpose is clear, for behind a new page rests many ancient dozens, some too worn to read. Each denotes their bloodline’s name, family tree, origins and traits – and there are many empty sheets beckoning.

The Bloodline Archive, a written record of mali’thill families within the walls of Silver. To etch one’s name in the ancient tome is a record of ensuring the continuation of our people's health. Scribe your lineage for all to know, and ensure our prosperity for all eternity. This tome, in addition, describes the different types of talonii and notable ones throughout history.

These are Talonnii’s that have a repeated history of ‘ata in their bloodline, deeming the entire house as irredeemable, be it impurity of the mind or body. The following are notable Actalonnii throughout history; Izalith, Viradiraar, Maehr’tehral.

These are families which are notably pure, yet their bloodlines have not been repeatedly outstanding to the state. The Talonnii that are up and coming in the Silver State or too small to make large strides in progress are considered just that, Talonnii. Our Silver State is beckoned to a higher purpose, as are Mali’thill across the continent — there is nothing out of reach for Haelun’or, naught but perfection — and this is her challenge.

Over centuries of torment and heartache in Haelun’or, contrasting factions such as Sohaerists, Diarchists and Maheralists had fallen to war and crime. Yet, we can find moments of inspiration amidst the chaos. We, the Mali’thill of the Silver State search for value and information at the end of each battle, whatever might aid progress and health, the Maehr’sae Hiylun’ehya, within our walls. Corruption and chaos are bound to opposing factions. Yet, we know these contain principles of a modern Haelun’or, constructed upon the traditional understanding of what our motherland was, is and will be. ”

It is with my recent election to the position of Sohaer that I amend the Silver Constitution of Haelun’or to fit with her current needs - to consider past, present and future, along the principles and promises set out in my initial Pledge.

CHAPTER I

THE TENETS OF THE SILVER SOCIETY

ARTICLE 1. The Silver State of Haelun’or, is the eternal home of Larihei’s chosen, the Mali’thill, founded on the principle of maehr’sae hiylun’ehya and the teachings of Larihei. It is her guidance, as passed down through millennia of Maheralan that is firmly established as the sole, most Blessed and unassailable foundation of the Silver State.

ARTICLE  2.  Blessed Haelun’or is and forever shall be free and independent of all foreign powers.

ARTICLE  3.  Blessed Haelun’or is not and will never be the patrimony of any elf or family but rather the common heritage and duty of the mali’thill to uphold and preserve.

CHAPTER II

CITIZENSHIP IN BLESSED HAELUN’OR

ARTICLE  4.   Citizenship shall be distinguished two-fold;

Blessed Citizens:

              a) All Blessed citizens shall be granted standing to both challenge for a position on the Silver Council, and vote in elections. 

              b) All Blessed citizens shall be granted a prompt and lawful trial by three Parir’tiran.

              c) All Blessed citizens shall be granted medical services, housing and protection to further hiylun.

              d) All Blessed Citizens shall be enabled to study in the Eternal College and, upon request, a laboratory to further maehr’sae.

              e) All Blessed citizens shall be permitted to bring grievances to elHeial’thilln.

Formal Citizens:

              a) All Formal citizens shall be granted a prompt and lawful trial by three Parir’tiran.

              b) All Formal citizens shall be granted lodging, medical services and protection.

              c) Some Formal citizens may be enabled to study in the Eternal College and, upon request, a laboratory to further maehr’sae, on discretion of the Okarir’maehr, Okarir’hiylun and Sohaer.

ARTICLE  5.   The approval of Blessed Citizens is left to the discretion of elHeial’thilln, as determined by the Sohaer, primarily based on the following, but not all, premises:

              a) Proven pure of blood.

              b) Proven adherent of maehr’sae hiylun’ehya as determined by the Maheral.

              c) Not currently undergoing Path to Purity.

              d) Elementary understanding of the Elven tongue.

              e) Submission of a minimum of one satisfactory tome to The Eternal Library.

              f) Contribution to The Silver State of Haelun’or for five years.

ARTICLE  6.   Where there is dispute on eligible Blessed Citizens the Council of Malauriran, shall resolve all disputes.

CHAPTER III

ELHEIAL’THILLN

ARTICLE  7.   Elheial’thilln is the highest administrative authority in The Silver State of Haelun’or, save where Elmaheral has declared Larihei’s vision lost, in times of the utmost necessity.

ARTICLE  8.  The Decisions and Decrees of Elheial’thilln as a collective are binding on the entirety of The Silver State of Haelun’or.

ARTICLE  9.  The Okariran:

              a) Serves the Blessed Citizenry of Haelun’or with general maintenance and management of The Silver State of Haelun’or, as well as of projects, laws and institutions subject to the area appointed to that particular office.

              b) Functions as the Head of their Okarnan, or Offices - Ministerial entities.

              c) Adopts measures to carry out plans aligned with the ambitions and aspirations of elHeial’thilln.

              d) Sets up new organisations, bodies and institutions to strengthen Larihei’s vision of maehr’sae hiylun’ehya.

              e) Issues new laws and advisories for public order and the protection of the interests of The Silver State of Haelun’or, founded in maehr’sae hiylun’ehya.

              f) Exercises guidance wherever necessary in regards to the public’s adherence to maehr’sae hiylun’ehya.

              g) Appoints Tilruiran to aid them with their bounden duty.

ARTICLE  10.  ElHeial’thilln shall consist of the following offices;

The Maheral;

              a) Serves as the enlightening and cultural head of the Nation, guiding Mali'thill along the ancient principle of maehr’sae hiylun’ehya – and serves as the ultimate authority on Purity and Larihei’s vision within Blessed Haelun’or.

              b) Ensures that the Sohaer and the Silver Council execute their orders dutifully in accordance with maehr’sae hiylun’ehya, in coordination with the Sulii’ceru, whom the Maheral both appoints and grants seals of identity to.

              c) Serves as the highest authority in matters pertaining to the culture and tradition of all High Elves, always, for they are the most pure.

              d) Coordinates and directs the effort of The Council of Patriarchs and Matriarchs of the Blessed Talonni; Elheial’lauriran.

              e) Promotes and demotes High Elven bloodlines in pursuance of The Talonnii Act of 1717.

              f) Has the power to declare Larihei’s vision lost, in matters of the utmost severity and emergency, in which case, the Maheral assumes control of Elheial’thilln and becomes the most authoritative figure in Blessed Haelun'or.

The Sohaer;

              a) Serves as the administrative head of Elheial’thilln. They manage the aforementioned institution in pursuance of constitution and law, following from principles of maehr’sae hiylun’ehya.

              b) Serves as Supreme Commander of Elsillumiran.

              c) Coordinates and directs the efforts of Elheial’thilln.

              d) Serves as chair for the meetings and sittings of Elheial’thilln.

              e) Appoints and Removes Okariran, to maintain a full and functioning silver council.

              f) Coordinates and directs the diplomatic and military undertakings of The Silver State of Haelun’or.

              g) Forms Committees and Emergency Councils for matters concerning War and Diplomacy or development of Blessed Haelun’or Socially or Economically.

              h) Ratifies Treaties.

              i) Proclaims a State of War, should The Silver State of Haelun’or come under attack by a foreign power, or is necessary in pursuance of our international aspirations.

              j) Proclaims martial law, also called Diraar, in times of crisis for the purpose of ensuring public well-being.

The Medi’iran;

              a) The Authority of the Medi’iran is second only to the Sohaer in matters pertaining to the foreign affairs of Elheial’thilln, and act as the direct representatives of the Sohaer abroad.

              b) The Medi’iran may command military assets for the purposes of their own protection whilst conducting diplomatic visits.

              c) The Medi’iran may conduct political alliances, denouncements, ambassadorial affairs and diplomacy with the permission of the Sohaer.

              d) The Medi’iran assist the Sohaer in the drafting of new legislation.

              e) There shall always be at least one, and no more than two Medi’iran.

              f) The Medi’iran receives no council vote.

The Sulii’ceru;

              a) The Sulii’ceru shall be appointed by the Maheral.

              b) The Sulii’ceru must keep their identity a secret to all, but the Maheral. An exposed Sulii’ceru will be retired with immediate effect.

              c) The Sulii’ceru is charged with the oversight of Elheial’thilln. Any member of Elhial’thilln who is found to be impure or knowingly violating maehr’sae hiylun’ehya, and/or the constitution, and/or the laws of Haelun’or, shall be recorded by the Sulii’ceru as having transgressed against Blessed Haelun'or. In such a case the Sulii’ceru shall inform the Maheral who will compel the offending Okarir to resign, with immediate effect. 

              d) In the event where a Maheral refuses to act out the expulsion of a Councillor, or suspends a member not recommended by the Sulii’ceru, the Sulii’ceru shall use their proof of identity and expose themself thereby compelling the resignation of all deemed questionable from the Council. In such an event, the Sulii’ceru will also be compelled to resign, making this the most severe of remedies.

              e) The Sulii’ceru receives no council vote.

The Okarir’mali;

              a) Serves as administrative head of the city parlour, non-economic guilds or associations, and peacetime leisure.

              b) Promotes the continued cultural development of the blessed mali’aheral through planned public events.

              c) Works alongside elHeial’Lauriran to promote an active high society.

              d) Manages and updates the Haelun’orian Notice Board.

              e) Maintains and staffs all public places of leisure in Haelun’or.

              f) Appoints and dismisses Tiluriran.

The Okarir’hiylun;

              a) Serves as administrative head of the Silver Clinic and Silver Laboratories.

              b) Is charged with the Scientific development of Haelun’or and its citizenry.

              c) Maintains and staffs all places of scientific development or medical work in Haelun’or

              d) Will refer any conducting unauthorised and dangerous scientific study to the Sohaer and Okarir’tir as lawbreakers.

              e) Appoints and dismisses Tilruiran.

The Okarir’maehr;

              a) Serves as Chief Librarian of the Eternal Library. 

              b) Serves as Head of the Eternal College, facilitating both public lectures and Nealuir, who may take up no more than four apprentices each to personally tutor.

              c) Maintains the integrity, collection, organisation and expansion of all Eternal institutions.

              d) Appoints a Tilruir’tayna to represent the Mages and Magical Development of Haelun’or.

              e) Appoints and dismisses Tilruiran.

The Okarir’tir;

              a) Serves as administrative head of defence in conflicts both foreign and domestic.

              b) Serves as Commander of the Sillumiran.

              c) Heads the recruitment and training of the military assets of Haelun’or.

              d) Manages the structure of the Sillumiran.

              e) Manages the gatekeeping of Blessed Haelun’or.

              f) Heads the distribution and maintenance of military equipment.

              g) Detain any member of the citizenry indefinitely, in the interest of  public welfare.

              h) Appoints and dismisses Tilruiran.

The Okarir’san;

              a) Ensures the pursuit of active journalism, debate, and records-keeping within the Silver City.

              b) Is charged with the open publication of recent and relevant information, overseeing the Haelun’orian Press, taking minutes of important events and meetings, and arranging regular debates, public assemblies, and council meetings.

              c) Personally oversees debates between nominees for Okarir positions, calling a citizen’s vote, supervised by elMaheral, upon the conclusion of these debates.

              d) Manages and appoints writers and editors for a regularly-scheduled Haelun’orian newspaper.

              e) Appoints and dismisses Tilruiran.

The Okarir’nor;

              a) Ensures the economic prosperity of Blessed Haelun’or.

              b) Is charged with keeping taxes, running a regular Citizenship Census, and managing housing.

              c) Personally oversees and appoints both stewards and tax collectors and allows nobody but said appointed to collect such taxes.

              d) Manages the storage of all non-military material resources.

              e) Administers the Market District.

              f) Supervisor of both interior and international trade, collaborating with elMedi’iran upon the latter.

              g) Appoints and dismisses Tilruiran.

CHAPTER IV

THE SUCCESSION AND APPOINTMENT OF ELHEIAL’THILLN

ARTICLE  11.  The appointment and removal of any government in The Silver State of Haelun’or is recorded in the Archives of The Eternal Library for the Blessed Citizenry to access.

ARTICLE  12.  The Maheral appoints their own successor, either by missive, speech or signed and sealed testament posthumously.

ARTICLE  13.  The Council of Malauriran, as composed of former Maheralan, convenes to elect a new Maheral, should the Maheral be rendered unable, or without signed, and sealed testament posthumously. 

ARTICLE  14.  The Council of  Malauriran may convene to reject a Maheral’s chosen successor, should they deem by majority the successor’s unsuitability. It is by this Blessed and ancient rite that this Maheral shall have never been Maheral, and thereby will not qualify as Malaurir, for in the words of Lucion Sullas: “The Maheral simply Is”.

ARTICLE  15.  Upon challenge by a Blessed Citizen, or the resignation, incapacity or death of a Sohaer, an election shall be called by the Maheral, where only those citizens capable of voting and running for office, as prescribed in CHAPTER II, shall decide following a debate chaired by the Maheral.

ARTICLE  16.  The Sohaer can be removed if deemed unfit without a reasonable doubt, on grounds provided to the Maheral by the Sulii’ceru.

ARTICLE  17.  Elheial’thilln is not left incomplete for longer than one year. This can be extended in unique cases, for another year at a time, with the unanimous agreement of Elheial’thilln including the Maheral.

ARTICLE  18.  The Okariran are appointed by the Sohaer, unless challenged by any citizen capable of issuing such a challenge. In this case, the challenger shall debate with the appointee, and citizens who are capable of voting, shall decide the result, as chaired by the Maheral.

ARTICLE  19.  The Okariran can be expelled by the Maheral provided elSulii’ceru has recommended such. The Okariran can also be dismissed by the Sohaer, should they feel a more capable substitute is available.

ARTICLE  20.  The Okariran must be citizens capable of being elected, as provided for in Chapter II.

CHAPTER V

NATIONAL DEFENCE OF THE SILVER STATE

ARTICLE  21.  The Sillumiran is a permanent and regular national institution, structured on the basis of hierarchy and discipline with the goal of preserving Larihei’s most Blessed maehr’sae hiylun’ehya.

              a) Patents, with their inherent prerogatives, privileges  and duties, are conferred by the Okarir'tir, and are secured in full to active and reserve Sillumiran, who are eligible for military titles and ranks and, along with other members, the use of uniforms.

              b) Officials shall only lose their rank and position if they are judged unworthy of the post or incompatible with it, by a decision of the Sohaer or Okarir'tir in time of peace or in time of war.

ARTICLE  22.  The Sillumiran’s essential mission is to preserve Blessed Haelun’or and thereby ensure the continuation of the maehr’sae hiylun’ehya and the Mali’thill in accordance with ARTICLE 23, Section 1, Clauses b, g, i, j.

AMENDING THE CONSTITUTION

ARTICLE  23.  The Silver Law may be amended following the consent of Elheial’thilln, by vote, where a consensus of at least 4/7 is required and the simultaneous consent of the Maheral.

Frederick Stanimar de Joannes would find himself in-front of his warm crackling fireplace as he thought to himself. The man thought back fondly to the takeover and Liberation of the Haelunorian Library. Despite his success in the liberation, it was still difficult for him to carry out his duties as the Haelunorian Government did not recognize his ownership or management of the establishment. Whenever he went there, he would be met with resistance from the authorities and would have to enter the city discreetly to take care of his library.

Time and time went on and the man would continue as he had up until then, taking care of the library in secrecy. Although this was not how he wished to run it, he was happy that he could still carry out his duty for it, even if it was in secret. However, with time things do change. Ayliana Valwynn was pronounced Sohaer of Haelunor with support from the Council. Perhaps this new leader is more open then previous closed mind purist leaders he would think to himself. They appeared to care more about seeing their nation prosper and being open minded over maintaining outdated traditions. Perhaps this is the type of change that is needed for Haelunor, her people, and my Library, he would think to himself.

Thus Frederick’s already blazing passion would roar and blaze even greater than before. He saw an opportunity and wished to attempt to seize it with his own hands. So the man set off and met with the new Sohaer and discussed his ideals, plans, and motivations regarding the library and wished to negotiate for their recognition of his acquisition claims. After a long discussion and much agreement on a variety of matters, a deal was made and Frederick Stanimar de Joannes I was officially recognized and affirmed as the sole Owner, Founder, and Head-Librarian of the Frederick Library.

May the Glory and Prosperity of the Frederick Library continue for all Time.

Thus the signatories declare the following:

I - The Frederick Library is hereby officially recognized by the Haelunorian Government as the official state library, however ownership and management belongs solely to Frederick Stanimar de Joannes I as his personal property.

II - As the official state library, no taxes shall ever be levied upon it for any reason.

III - The Haelunorian Government affirms the official declaration of dissolution of the Eternal Library and recognizes the Frederick Library as its true successor, recognizing that all prior property of the predecessor library is subsequently now property of the successor library.

IV - The Frederick Library pledges to stick to its original promises of being prosperous, welcoming atmosphere, and a knowledgeable place full of a wide variety of texts.

V - Frederick Stanimar de Joannes I, Durin Hammerforge, and Altheya Valin’dar’s ‘Liberator of Libraries’ titles shall be recognized and usable within Haelunor and shall be seen as a prestigious title known for great protectors and liberators of knowledge.

VI - Frederick Stanimar de Joannes I is hereby allowed to move freely in and out the borders of Haelunor without restriction and reserves the right to refuse a search from all officials and maintains the rights to bear arms to ensure his Libraries protection.

VI - All previous declarations regarding the Frederick Library in the Liberation of Library edict are hereby recognized by the Haelunorian Government.

In accordance with the Silver Law, a proper court proceeding must be taken in order to absolve or convict an accused of their crimes. Below will describe the court proceedings for Haleunorian court:

Article One: Every citizen has the right to call for a fair trial when accused of committing a crime. 

Article Two: Every citizen has the right to an unbiased jury, known as the pariran’tir.

Article Three: Every citizen has the right to form their own defense. In the Haelun’or court of law, lawyers are nonexistent and cannot be appointed, the accused must be their own defense.

Article Four: Every court proceeding must have a judge. This judge must be an appointed member of the Sillumir, the Okarir’tir, or the Sohaer. Court cannot proceed without a proper judge.

Article Five: Every citizen has a right to a public trial, for the public can claim bias of the jury.

Article Six: The pariran’tir shall consist of three people, who cannot have a relation to the accused. 

Article Seven: Evidence can be brought forth to the judge and the pariran’tir in the form of testimonial, physical, and confessional.

Article Eight: The judge has the ability to override the decision of the pariran’tir on the basis that enough evidence has been accumulated against the accused. 

Article Nine: If a pariran’tir has been called out for bias, they may not return to the jury and will be replaced. 

Article Ten: All those participating, (aside from the onlookers), must swear to tell the truth, and nothing but the truth. 

To begin the proceedings, the judge will call for order, state the date, the crime, and the name of the accused. The accused will then be given a chance to plead guilty or not guilty to their crime. 

In the event that the accused pleads guilty at the beginning of court, the pariran’tir will be dismissed, and the accused will be asked a series of questions pertaining to the crime before the judge decides on a sentencing.

In the event that the accused pleads not guilty, pariran’tir will lisen to the accused make their defense, then the judge will ask a series of questions pertaining to the crime. Witnesses may also be brought in, for the use of accumulating further evidence. 

Below will be a simplified version of how proceedings should work:

1. The judge will announce themselves, the jury, and the accused. The judges, the accused, and the pariran’tir will swear to an oath of truthfulness for the duration of the trial.

2. The judge will then ask if the accused pleads guilty or not guilty.

3. The accused will plead.

4. The accused will then state their defense. ((This emote is not allowed to be longer than 2 full paragraphs.))

5. The judge will ask a question, and the accused will answer. This will repeat several times.

6. If there are any witnesses, they shall be brought in to testify, as well as any physical evidence. 

7. The judge will then ask if the pariran’tir requires more evidence before convening. 

8. The pariran’tir have ten elven minutes to convene, and in the meantime, recess will be held. The accused is not allowed to leave the building. 

9. The pariran’tir will return with the verdict once the recess is over, and the sentence will be carried out by a judge.

INTRODUCTION

Unity, as is purity, is disrupted when infidelity and tormenting weakness prompts derelict and unfounded peace in contrast to principle and ethic. Mali’aheral have found progress at the disposal of wrong ideals and weak-minded individuals, building a coalition of principled pursuits, rejecting the destructive voices of impure dissent which the different factions of the realm had sown. While the Maheral simply is, as Malaurir Lucion Sullas once said, the Maheral is more important than her mortal presence.

It was first in the ruins of our Oasis of Silver where we found our purpose anew; in the restored Silver Enclave of Karinah'siol. As to ensure the continuance of a functioning and stable Silver State, and to correct the corruptive and degenerative nature of former structures, a new rule of law, with statutes to uphold and protect. A system developed over centuries, proven of the utmost potential and power in practical tests alone, now to be assembled in this document. Be it a testament of our blessed State, or to be an example for future generations after our time.

THE ORGANISATION OF THE SILVER SOCIETY

ARTICLE 6.  The Silver Council of Haelun'or:

The Silver Council of Haelun’or, Elheial’thilln, is the highest administrative and legislative foundation within the motherland, in service of the Maheral.

ARTICLE 7.  The Silver Council, Elheial’thilln, consists of six Okariran, namely:

     Okarir'san, Master of Diplomacy

     Okarir'maehr, Master of Knowledge

ARTICLE 8.  The Silver Council, Elheial’thill, are burdened with general maintenance and management of The Silver State of Haelun’or. Each of the Okariran are bound to different projects, laws and institutions subject to the area appointed to that particular seat.

ARTICLE 9.  The Silver Council, Elheial’thill, are bound to adopt measures aligned with the ambitions and aspirations of the Elervathar Council and her constitution.

ARTICLE 10.  The Silver Council, Elheial’thilln, are served by assistants known as Tilruiran, who can participate in the work of government as contributors without implicit legislative rights.

ARTICLE 11.  Each of the Okariran can select Tilruiran for the better fulfilment of their duties.

ARTICLE 12.  The Sohaer:

The Sohaer is an active servant to the State, in direct aid to the most blessed Maheral, assigned to act on her behalf on administrative regulations of the Silver Council of Haelun’or.

ARTICLE 13.  The Sohaer is granted total administrative privileges to all offices of the Silver Council of Haelun’or and can represent the vote of an absent Okarir, in their absence.

ARTICLE 14.  The Sohaer is bound to serve as a direct channel between the Okariran and the most blessed Maheral, to ensure each office is sustained enough to fulfil their cultural and administrative duties to the State.

ARTICLE 15.  The Sohaer is bound to coordinate and direct diplomatic undertakings of The Silver State of Haelun’or, alongside the Okarir’san.

ARTICLE 16.  The Sohaer is granted ultimate decision to form committees and urgent councils, for matters concerning war and diplomatic developments of the State.

ARTICLE 17.  The Sohaer is bound to sit at the helm of the Silver Council, in the absence of the Maheral.

ARTICLE 18.  The Appointment of Government:

The appointment and removal of government officials within the Silver State of Haelun’or is recorded in the Archives of the Eternal Library for the Blessed Citizenry to access.

ARTICLE 19.  The Maheral cannot be removed.

ARTICLE 27. The Tilruiran are appointed and dismissed in accordance with the Okariran whose position each Tilrurir is bound to.

ARTICLE 29.  The Maheral ensures the Sohaer and the Silver Council execute their orders in accordance to the true spirit of progress and health, maehr’sae hiylun’ehya.

ARTICLE 30.  The Maheral serves as the highest authoritative figure of all High Elves, always, for they are the most pure.

ARTICLE 31.  The Maheral serves as the Supreme Commander of the Sillumiran.

The Office of the Okarir’akaln (Mali’san: elOkarn akaln’leh) is the branch of Silver State’s Government responsible for the Motherlands fiscal and economic affairs. elOkarn akaln’leh duties and trifold: to sustainably manage the Silver Treasury, maximize revenue and control expenditure; to promote and advertise employment opportunities within the Silver State; and to manage, and where necessary distribute, the states resources. The Okarir’akaln also has the duty to oversee foreign trade and upkeep diplomatic relations in accordance with elOkarir’san. 

Okarir’akaln

As prescribed by Chapter III of the Silver Constitution, the Okarir’akaln shall be the States foremost authority on monetary and economic matters. Their duties include calculating tax rates and property pricing within the lands of the Silver State of Haelun’or, to arrange the payment of wages to public bodies such as the Sillumiran, and management of the bank of Haelun’or. It is within the foremost duties of the Okarir’akaln to ensure the economic prosperity of Haelun’or. As the Okarir’akaln also serves within elHeial’thilln there are vast amounts of different responsibilities such as legislation. 

Tilruir

The tilruiran serve as the hands of the Okarir’akaln – their duties are to assist the Okarir’akaln in all manners regarding their institution. These duties vary from ensuring the employment of all citizens of Haelun’or, partaking in diplomatic meetings on behalf of the Okarir’akaln, in accordance with the Okarir’san to overseeing the monetary matters of Haelun'or. Tilruiran are appointed and removed within the discretion of the Okarir’akaln.

As part of the Okarn akaln’leh, the Guild Masters are responsible for running their respected branch of the okarn akaln’leh. There are currently three different collectives, having vast amount of duties – the Guild Masters represent the office of the Okarir’akaln in all duties within the jurisdiction of their collective.

Auditors

Employed as assistants to the tilruiran, Auditors act as general advisors and aides who work on the core functions of the Office - such as management of the Silver Bank, maintenance of ledgers and taxation - and various projects the Office may undertake, such as trading ventures. Additionally, a key role of Auditors is advisory in helping the Okarir’akaln think of new financial ventures to better the States finances. Owing to the complicated nature of the State’s coffers and economy, multiple opinions advising the the Okarir’akaln on economic matters are essential.

The Bank of Haelun’or

B.O.H

The Silver Bank of Haelun’or functions directly within the jurisdiction of the Okarir’akaln, administrated by them. The BOH will be established in order to better allocate the resources and finances of Haelun’or. The BOH will offer a few services in the beginning, to assist the citizens were they to request such. 

- The BOH offers storage units for agreed pricing – residents may use this service

to securely store their valuables. 

- Money deposits are available free-of-charge for anyone hoping to store their domestic and foreign currencies

within the vaults of the BOH.

- Loan services are offered to citizens to allow them more financial freedom. Loans

are to be requested directly from the Okarir’akaln.

With her values, the brave troops of the Sillumiran sacrifice their health for Haelun’or, for mali’thill kind, for purity. The Code:

I  The basic mission for which Elsillumiran exists is to prevent crime and disorder. The Constitution shows them the way.  Elsillumiran seek and preserve citizenry favor not by catering to the public opinion but by constantly demonstrating absolute impartial service to the Silver Law. 

II Elsillumiran must follow the Identity Order, which prevents their names and faces, or the identities of their families and friends, from being revealed.  Every Sillumiran bears a mask and a personal number. 

III The degree of cooperation in citizenry that can be secured diminishes proportionately to the necessity of the use of physical force. Elsillumiran use physical force to the extent necessary to secure observance of the law or to restore order only when the exercise of persuasion, advice and warning is found to be insufficient.

IV Elsillumiran, at all times, should maintain a relationship with the citizenry that gives reality to the historic tradition that Elsillumiran are the Citizenry and the Citizenry are Elsillumiran.

V Elsillumiran should always direct their actions strictly towards their functions and never appear to usurp the powers of the judiciary. The test of Elsillumiran efficiency is the absence of crime and disorder, not the visible evidence of Sillumir action in dealing with it.

The Ranking System:

        In order to properly reward our ranks, a new merit and promotion system has been put into place. Below is the new and improved system, the purpose of each rank, and how it intertwines and works. 

Officer Ranks: 

The Officer branch, also known as Red Hoods, are the top ranks of the comradeship of Elsillumiran. They are meant to organize the militia of the motherland.

Enlisted Ranks: 

The Enlisted are the main forces of Elsillumiran. Some begin from the lowest and get to the highest, many prefer to stay in the middle.

Subranks:

    The subrank is not quite a rank of its own. While some may only have a set subrank, it is possible to have both an officer/enlisted rank and have a subrank, if deemed proper by the okarir’tir. (I.E: A Corporal may have the badge of corporal, while also having a sharpshooter badge.)

Badges:

    Each rank will bear a badge in proper accordance with their rank. The patch dictating rank should be placed on the right arm, and any subranks the sillumir may acquire will also go on the right arm. Each badge is a different color in order to differentiate the ranks. They are as follows: 

Main Ranks:

 Okarir’tir - The Army Commander does not possess badges, as their uniform is a statement of their level. The okarir’tir has stripes on the mask, and a red hood with the emblem of the sillumir.

 Div’kinael - The Captain will also not possess a badge, but will wear a red hood over their armor, a cape on their back and helm. 

 Tir’idir - The sergeant also possesses a red hood, but bears a yellow patch on their right arm.

 Neilu’sil- A chief officer does not have a red hood, but will instead have a  red patch on his right arm. 

 Mar’sil- The corporal will have a gray hood, and wear a blue patch on their right arm. 

 Sillumir - The infantry also has a gray hood, and wears a green patch on their right arm. 

 Fi’sillumir - The recruit has a gray hood, and does not have a patch. Indicating a technical lack of rank. 

Subranks:
Magiler - Mages that are specific to this rank will have a cloaked uniform, but those who do not will bear a purple patch on the right arm of their sillumir uniform. Walehir - Medics specific to the role of medic will have proper, sanitary garbs, but those who are not will bear a white patch and a red cross. 

Sulierir -- The sharpshooter will bear a pink patch on their right arm. 
Jagannath- The heavy armored unit will wear thick plates or a brown patch on their right arm. 
Illerir- The quartermaster will have an orange patch on their right arm. 

Merits and Promotion System: 

        The merit system is how promotion and progress will be tracked. It is summed down to a point and reward system, where for every mission accomplished, points of merit will be added to a person. The points of merit someone accumulates with eventually lead to promotion, or physical rewards. Keep in mind that misdemeanors can mean a loss of merits, and after a certain amount of merits lost one may be demoted based on the decision from the okarir’tir. 

    Points of merit can also be accrued in other ways, such as resource gathering, showing up for training, assisting during raids and showing proper behavior. (OOC: You can also get merits for joining in on game nights and other ooc events!) 

How the merit system works:

    In order to properly assess the progress of each person, a new system of barrels will be implemented in order to keep track of the resources each person gathers. A stack of a particular item will result in (+5) merit points, and a full barrel will result in a (+50) merit points. Engaging in training is (+8) merit points, and participation in raids is (+10) merit points.

    A total sum of Four hundred (+400) merit points is the minimum requirement for a promotion up the ranks. 

Other means of gaining merit points: 

- Labouring (+2) 

- Gate duty, each visitor (+1)

- Overseeing city events (+3)

- Constant active participation (+1)

    Similarly, Merit points can also be taken away. There are several occurrences for this, such as having an empty barrel for weeks on end, (-5), not showing up to mandatory practices, unless given proper excuse, (-5), failure to show activity and participation, (-2), and blatant disrespect towards other sillumir/citizens (-5). In special cases, the okarir’tir has the ability to perform a complete demotion, and is able to adjust merit points according to how they see fit.

          In the light of recent shortcomings, errors made as well as enemies infiltrating our society. On behalf of elheial’thilln - in the absence of elokarir’mali - I have been granted temporary authority to redefine the requisite measures that must be taken in order to obtain citizenship in the Blessed Bastion of Karinah’siol - the effulgent gemstone of the Silver State of Haelun’or. Our city has recently been plagued by our enemies as well as an influx of liberals, thus I feel the necessity to reintroduce tiered citizenship. All levels of citizenships status require an address in the city of Karinah’siol, except for Malauriran. 

The definitions of the tiers can be found below, along with a citizenship application. Every resident within elcihi must fill out said application prior to residence permit - otherwise they shall be assumed dead, or missing, and will face swift eviction.

VI. The status of a Blessed citizen is granted to all Mali’thill within the discretion of elHeial’thilln. 

VII. Only Mali’thill may be granted the status of a Blessed citizen

VIII. Elheial’thilln with the approval of the Maheral may grant someone the status of Blessed Citizen. 

IX. All Malauriran are considered Blessed Citizens and the status can only be revoked by the vote of elHeial’malauriran. 
X. Vacating the sovereign lands of Haelun’or for more than five (5) executive years will result in the citizenship revoked. 

First Class Citizens

I. All First Class citizens shall be granted a prompt and lawful trial by three Parir’tiran.

II. All First Class citizens shall be granted medical aid, housing and protection to further hiylun.

III. All First Class Citizens shall be enabled to study in the Eternal College and, upon request, a laboratory to further maehr’sae. 

IV. All First Class citizens shall be permitted to bring grievances to Elheial’thilln.

V. All Mali’aheral residents of Haelun’or are granted First Class citizenship. 

VI. Non-mali’aheral may hold the status of First Class Citizen. 

VII. Elokarir’mali may within their discretion promote or demote citizens between second and first class. 

VIII. Vacating the sovereign lands of Haelun’or for more than five (5) executive years will result in the citizenship revoked. 

Second Class Citizens

I. All Second Class citizens shall be granted trial by three Parir’tiran. 

II. All Second Class citizens shall be granted lodging, medical services and protection.

III. All non-mali’aheral residents of Haelun’or are granted Second Class citizenship within the discretion of elOkarir’mali.

IV. Mali’aheral may not be demoted to Second Class citizenship, unless incarcerated.

Our bloodlines are sacred, for centuries families notable and nought had their histories etched into the Bloodline Archives. We have all been blinded in egalitarianism for a while now, feigned belief that Mali’aheral are bound to superiority. Yet, we have witnessed moments of chaos, when our motherland was tainted and not all our kin battled. And so, to record and celebrate our most revered bloodlines, to grant privileges and benefits to those who prove their allegiance to their ancestors and furthermore, the maehr’sae hiylun’ehya, the Talonnii system is to be established, anew.

Our humble and peaceful domain, of stone, of spruce and untrampled earth. In spite of its sheer opulence and enthralling splendour, the Silver State is in a never-ending construction and will always harbour more room for evolution and progress. To ensure the continuance of a functioning and stable Silver State, and to correct the corruptive and degenerative nature of former structures, a new rule of law, with statutes to uphold and protect. A system developed centuries ago, which has proven its potency and power in practical tests alone, now to be reassembled in this document.

THE DEFINITION OF A TALONNII

ARTICLE 1. An elder bloodline of Haelun’or, inhabiting the Silver State for, at least, twenty-five years & contributing to the maehr’sae hiylun’ehya via leadership or preeminent service.

ARTICLE 2. An elder bloodline of Haelun’or with unaltered and valid proof of unblemished blood-line, in regards to our ancient tales, which has been documented in the Bloodline Archives.

ARTICLE 3. An elder bloodline of Haelun’or that consists of FOUR members who reside and contribute to the Silver State, except in odd cases in accordance with the Maheral.

ARTICLE 4. Each bloodline of Haelun’or must have a Matriarch or Patriarch, known as Laurir. Laurir are bound to their responsibilities, each ascension inherited via absolute primogeniture. Once a bloodline garners this title, the eldest mali’thill of the kin is granted the role.

ARTICLE 5. The Maheral of the Silver State of Haelun’or can install a bloodline in official proclamation, and each edict must be recorded in the archives of the Silver Council.

THE PRIVILEGES OF A TALONNII

ARTICLE 6.  A Talonnii is granted special consideration regarding integral institutions of the Silver State.

ARTICLE 7. A Talonnii laurir is granted a seat on elheial’lauriran, the Council of Nobles.

ARTICLE 8. A Talonnii member is allowed to advise on laws and reforms of the Council of Haelun’or.

THE DESTRUCTION OF A TALONNII

ARTICLE 9. A Talonnii can be erased from the Bloodline Archives if there are no members remaining within the Silver State of Haelun’or, for a period of twenty-five years.

ARTICLE 10. A Talonnii can be erased from the Bloodline Archives if a trial has been conducted, deeming the bloodline and all its kin impure..

ARTICLE 11. The Maheral can erase a bloodline in official proclamation, and regrant the title if the bloodline chooses to appeal the decision, in centuries to come.

Our motherland has prevailed longer than all other Mali’aheral, Mali’ame or Mali’ker. Haelun’or outlives each and all descendants in her unwavering purpose. Larihei, our first Haelun, had a vision for the blessed progress and health of our settlement. Haelun’or propagates it, not due to political prowess, vast armed forces or submission to others’ sword and shield. Our Silver State is beckoned to a higher purpose, as are Mali’thill across the continent — there is nothing out of reach for Haelun’or, naught but perfection — and this is her challenge.

Over centuries of torment and heartache in Haelun’or, contrasting factions such as Sohaerists, Diarchists and Maheralists had fallen to war and crime. Yet, we can find moments of inspiration amidst the chaos. We, the Mali’thill of the Silver State search for value and information at the end of each battle, whatever might aid progress and health, the Maehr’sae Hiylun’ehya, within our walls. Corruption and chaos are bound to opposing factions. Yet, we know these contain principles of a modern Haelun’or, constructed upon the traditional understanding of what our motherland was, is and will be. As such, the Silver Council of Haelun’or has implemented this into a new rulebook, a guide that binds itself to a politically neutral state of being — connecting each divide of principles amongst the different factions. 

Since the rise of a new government, there have been countless appeals for reform from all corners of our State. In response to these cries, the Silver State has seen fit to safeguard the will of Larihei through a new rule of law. A system designed to ensure progress and health for our blessed citizenry and future generations. I am bound to unite our kin, not divide. And thus, I present The Silver Constitution of Haelun’or.

CHAPTER I

THE TENETS OF THE SILVER SOCIETY

ARTICLE 1. The Silver State of Haelun’or, is the eternal home of Larihei’s chosen, the Mali’thill, founded on the principle of maehr’sae hiylun’ehya and the teachings of Larihei. It is her guidance, as passed down through millennia of Maheralan that is firmly established as the sole, most Blessed and unassailable foundation of the Silver State.
 

ARTICLE  2.  Blessed Haelun’or is and forever be free and independent of all foreign powers.
 

ARTICLE  3.  Blessed Haelun’or is not and will never be the patrimony of any elf or family but rather the common heritage and duty of the mali’thill to uphold and preserve.

CITIZENSHIP IN BLESSED HAELUN’OR

ARTICLE  4.   Citizenship shall be distinguished three-fold;

Second Class Citizens.

a) All Second Class citizens shall be granted trial by three Parir’tiran.

ARTICLE  5.   The approval of Blessed Citizens and First Class Citizens is left to the discretion of elHeial’thilln, as determined by the Sohaer, primarily based on the following, but not all, premises:

a) Proven pure of blood.

b) Proven adherent of maehr’sae hiylun’ehya.

c) Not currently undergoing Path to Purity.

d) Elementary understanding of the Elven tongue.

e) Submission of a minimum of one satisfactory tome to The Eternal Library.

f) Contribution to The Silver State of Haelun’or for five years.

ARTICLE  6.   Where there is dispute on eligible Blessed Citizens the Council of Malauriran, shall resolve all disputes by manner of vote.

CHAPTER III

ELHEIAL’THILLN

ARTICLE  7.   ElHeial’thilln is the highest administrative authority in The Silver State of Haelun’or, save where Elmaheral has declared Larihei’s vision lost, in times of the utmost necessity.

ARTICLE  8.  The Decisions and Decrees of Elheial’thilln are binding on the entirety of The Silver State of Haelun’or.

ARTICLE  9.  The Okariran:

a) Serves the Blessed Citizenry of Haelun’or with general maintenance and management of The Silver State of Haelun’or, as well as of projects, laws and institutions subject to the area appointed to that particular office.

b) Functions as the Head of their Okarnan, or Offices - Ministerial entities.

c) Adopts measures to carry out plans aligned with the ambitions and aspirations of elHeial’thilln.

d) Sets up new organisations, bodies and institutions to strengthen Larihei’s vision of maehr’sae hiylun’ehya.

e) Issues new laws and advisories for public order and the protection of the interests of The Silver State of Haelun’or, founded in maehr’sae hiylun’ehya.

f) Exercises guidance wherever necessary in regards to the public’s adherence to maehr’sae hiylun’ehya.

g) Appoints Tilruiran to aid them with their bounden duty.

ARTICLE  10.  ElHeial’thilln shall consist of the following offices;

The Maheral;

a) Serves as the enlightening and cultural head of the Nation, guiding Mali'thill along the ancient principle of maehr’sae hiylun’ehya – and serves as the ultimate authority on Purity and Larihei’s vision within Blessed Haelun’or.

b) Ensures that the Sohaer and the Silver Council execute their orders dutifully in accordance with maehr’sae hiylun’ehya, in coordination with the Sulii’ceru, whom the Maheral both appoints and grants seals of identity to.

c) Serves as the highest authority in matters pertaining to the culture and tradition of all High Elves, always, for they are the most pure.

d) Coordinates and directs the effort of The Council of Patriarchs and Matriarchs of the Blessed Talonni; ElHeial’lauriran.

e) Promotes and demotes High Elven bloodlines in pursuance of The Talonnii Act of 1717.

f) Has the power to declare Larihei’s vision lost, in matters of the utmost severity and emergency, in which case, the Maheral assumes control of elHeial’thilln and becomes the most authoritative figure in Blessed Haelun'or.

The Sohaer;

a) Serves as the administrative head of elHeial’thilln. They manage the aforementioned institution in pursuance of constitution and law, following from principles of maehr’sae hiylun’ehya.

b) Serves as Supreme Commander of Elsillumiran.

c) Coordinates and directs the efforts of Elheial’thilln.

d) Serves as chair for the meetings and sittings of Elheial’thilln.

e) Appoints and Removes Okariran, to maintain a full and functioning silver council.

f) Coordinates and directs the diplomatic and military undertakings of The Silver State of Haelun’or.

g) Forms Committees and Emergency Councils for matters concerning War and Diplomacy or development of Blessed Haelun’or Socially or Economically.

h) Ratifies Treaties.

i) Proclaims a State of War, should The Silver State of Haelun’or come under attack by a foreign power, or is necessary in pursuance of our international aspirations.

j) Proclaims martial law, also called Diraar, for the purpose of ensuring public well-being.

The Medi’iran;

a) The Authority of the Medi’iran is second only to the Sohaer in matters pertaining to Elheial’thilln and its prerogative.

b) In the absence of the Sohaer, the Medi’iran are vested with executive authority in all domestic affairs so as to execute the Sohaer’s duties.

c) The Medi’iran may command military assets for the purpose of arrest and the defense of blessed Haelun’or.

d) The Medi’iran may conduct political alliances, denouncements, ambassadorial affairs and diplomacy with the permission of the Sohaer.

e) The Medi’iran assist the Sohaer in the drafting of new legislation.

f) There shall always be at least one, and no more than two Medi’iran who shall form, with the Sohaer, the Triumvirate who are charged with leading the Silver Council.

g) The Medi’iran receives no council vote.

The Sulii’ceru;

a) The Sulii’ceru shall be appointed by the Maheral.

b) The Sulii’ceru must keep his identity a secret to all, but the Maheral. An exposed Sulii’ceru will be retired with immediate effect.

c) The Sulii’ceru is charged with the oversight of Elheial’thilln. Any member of Elhial’thilln who is found to be impure or knowingly violating maehr’sae hiylun’ehya, and/or the constitution, and/or the laws of Haelun’or, shall be recorded by the Sulii’ceru as having transgressed against Blessed Haelun'or. In such a case the Sulii’ceru shall inform the Maheral who will compel the offending Okarir to resign, with immediate effect. 

d) In the event where a Maheral refuses to act out the expulsion of a Councillor, or suspends a member not recommended by the Sulii’ceru, the Sulii’ceru shall use his proof of identity and expose himself thereby compelling the resignation of all deemed questionable from the Council. In such an event, the Sulii’ceru will also be compelled to resign, making this the most severe of remedies.

e) The Sulii’ceru receives no council vote.

The Okarir’mali;

a) Serves as the Head of the Ilumiran and all other magical institutions of Haelun’or.

b) They are charged with the Magical development of Haelun’or and its citizenry.

c) They keep records of all Magic users within Haelun’or, this record will be kept in the private library for requested perusal.

d) Will refer any unlawful magic users to the Sohaer as lawbreakers.

e) Appoints and dismisses Tilruiran.

The Okarir’akaln;

a) Ensures the economic prosperity of Blessed Haelun’or.

b) Is charged with keeping taxes and the treasury.

d) Personally oversees and appoints tax collectors and allows nobody but said appointed to collect such taxes.

d) Develops and maintains economic institutions.

e) Administers the Market District.

f) Supervisor of both interior and international trade.

g) Appoints and dismisses Tilruiran.

The Okarir’tir;

a) Serves as administrative head of defence in conflicts both foreign and domestic.

b) Serves as Commander of the Sillumiran.

c) Heads the recruitment and training of the military assets of Haelun’or.

d) Manages the structure of the Sillumiran.

e) Manages the gatekeeping of Blessed Haelun’or.

f) Heads the distribution and maintenance of military equipment.

g) Detain any member of the citizenry indefinitely, in the interest of  public welfare.

h) Appoints and dismisses Tilruiran.

CHAPTER IV

THE SUCCESSION AND APPOINTMENT OF ELHEIAL’THILLN

ARTICLE  11.  The appointment and removal of any government in The Silver State of Haelun’or is recorded in the Archives of The Eternal Library for the Blessed Citizenry to access.

ARTICLE  12.  The Maheral appoints their own successor, either by missive, speech or signed and sealed testament posthumously.

ARTICLE  13.  The Council of Malauriran, as composed of former Maheralan, convenes to elect a new Maheral, should the Maheral be rendered unable, or without signed, and sealed testament posthumously. 

ARTICLE  14.  The Council of  Malauriran may convene to reject a Maheral’s chosen successor, should they deem by majority the successor’s unsuitability. It is by this Blessed and ancient rite that this Maheral shall have never been Maheral, and thereby will not quality as Malaurir, for in the words of Lucion Sullas: “The Maheral simply Is”.

ARTICLE  15.  Upon challenge by a Blessed Citizen, or the resignation, incapacity or death of a Sohaer, an election shall be called by the Maheral, where only those citizens capable of voting and running for office, as prescribed in CHAPTER II, shall decide following a debate chaired by the Maheral.

ARTICLE  16.  The Sohaer can be removed if deemed unfit without a reasonable doubt, on grounds provided to the Maheral by the Sulii’ceru.

ARTICLE  17.  Elheial’thilln, is not left incomplete for longer than one year.
 

ARTICLE  18.  The Okariran are appointed by the Sohaer, unless challenged by any citizen capable of issuing such a challenge. In this case, the challenger shall debate with the appointee, and citizens who are capable of voting, shall decide the result, as chaired by the Maheral.
 

ARTICLE  19.  The Okariran can be expelled by the Maheral provided elSulii’ceru has recommended such. The Okariran can also be dismissed by the Sohaer, should they feel a more capable substitute is available.
 

ARTICLE  20.  The Okariran must be citizens capable of being elected, as provided for in Chapter II.

NATIONAL DEFENSE OF THE SILVER STATE

ARTICLE  21.  The Sillumiran is a permanent and regular national institution, structured on the basis of hierarchy and discipline with the goal of preserving Larihei’s most Blessed maehr’sae hiylun’ehya.

a) Patents, with their inherent prerogatives, rights and duties, are conferred by the Okarir'tir, and are secured in full to active and reserve Sillumiran, who are eligible for military titles and ranks and, along with other members, the use of uniforms.

b) Officials shall only lose their rank and position if they are judged unworthy of the post or incompatible with it, by a decision of the Sohaer or Okarir'tir in time of peace or in time of war.

ARTICLE  22.  The Sillumiran’s essential mission is to preserve Blessed Haelun’or and thereby ensure the continuation of the maehr’sae hiylun’ehya and the Mali’thilin accordance with ARTICLE 23, Section 1, Clauses b, g, i, j.

         It is a tragedy to note that, as of recent times, liberalism and instability continues to plague our Silver State. The latter issue is something that one hopes is to be resolved by eradicating the former. The Silver State and its people begin to fall prey to petty distractions, to abandon the maehr’sae hiylun’ehya in all but the occasional utterance of the phrase. 

For this reason, one finds it only proper to condemn the current path of Haelun’or - or, at the very least, to condemn the fact that education to the masses is sub-par, even if a small minority might still recall the depths of our blessed ideals.

The Silver Council is called upon to address the rise in liberalism and the scholarly stagnancy of the Silver State; one has not viewed a proper debate in much, much too long a time. The Silver Council is called upon to further place their efforts towards the only-newly-began reopening of the Eternal College, to place more efforts into laboratories and scientific study, and to give further encouragement to civil and proper organised debate. The Silver Council is called upon to focus on productivity, rather than the playing of futile games - the Mali’thill hold the single unionising common cause of maehr’sae hiylun’ehya, and it is the purpose of Elheial’thilln to oversee the direction of such.

The Silver Citizenry, especially the number of individuals that have proved less-educated in the true ways of the Mali’thill with more liberalistic tendencies, are implored to read through the entirety of this document and embrace fully the ideals of Socialist-Fundamentalist Purism. They are encouraged to educate their kin and peers in this matter, to spread the logical beliefs that all true Mali’thill must hold, for the sake of elmaehr’sae hiylun’ehya and the continuation of Larihei’s legacy. The Silver Citizenry is asked to hold their government accountable and to petition for any and all necessary changes in line with The Principal Edicts, to not accept anything less than the total dedication to the maehr’sae hiylun’ehya from their peers, kin and Silver Councillors. The Silver Citizenry is encouraged to debate amongst each other upon The Division Factors within this document, and any other appropriate Division Factors that might exist within following the maehr’sae hiylun’ehya, to determine the best course of action for the future of the Mali’thill.

It truly upsets one to know the depths that Silver Grace has fallen from the blessed times of past, and urges a return to such. Elmaehr’sae hiylun’ehya ought not to be forgotten and discarded - progress must continue.

One is, however, pleased to note the continuation of the Imperative of Reproduction, and that the Eternal College is being reopened at all - marayla upon that front, my fellow Mali’thill. It certainly saves myself a task in exerting even more time unto such a matter - one is glad that you are to take such a task from me! The re-introduction of a proper calendar and the encouragement of journalism is also to be appreciated.

With this prelude of complaint, instruction and praise complete, I do encourage my dear reader to continue on and learn of the true Mali’thill ideal - coined in political-theoretical language as Socialist-Fundamentalist Purism.

AN INTRODUCTION TO SOCIALIST-FUNDAMENTALIST PURISM

Socialist-Fundamentalist Purism refers to the true ideology of the pure Mali’thill, advocating a return to logic and to the direct interpretation and following of the maehr’sae hiylun’ehya: a return from the degenerate impurity thinly-veiled under the name of ‘liberalism’, to the Silver path of Progress and Health.

‘Socialist’ refers to the belief that the Silver State must work as one towards mutual benefit and progress in the name of elmaehr’sae hiylun’ehya, and that all pure citizens of the Silver State are entitled to the basic necessities in order to live. 

‘Fundamentalist’ refers to the belief that Mali’thill should never seek out anything more than what is necessary for progress - living standards ought to be standard for living, nothing more and nothing less - and often suggests the separation of artistry from practical progress, though both are valued. 

‘Purism’ simply refers to the maehr’sae hiylun’ehya as a whole, and notes that it is only the Mali’thill who can attain true enlightenment and progress, encouraging a preservation of the children and blood of Larihei in order to retain the blessings of the golden pool.

A/N : An important distinction before we begin: some newer or less educated may not have yet grasped this fully, but purity and impurity applies only to those who hold Mali'thill blood, pure or tainted. Lessers CANNOT be impure, merely improper, for they have no semblance of purity to begin with. Lessers are simply Lessers. Do keep this in mind whilst reading through and making your arguments.

 It is inevitable that one will draw parallels between this doctrine and the Silver Law, for both hold the same roots and both hold similar aims, yet I do hope this shall add to that which  is already written in law and bring explanation as well as place for further thought, debate and discussion.

With that said: ahernan, dear reader, and I do hope this document assists your  education and corrects any fallacies, inconsistencies, confusions or mistruths one may be inclined to believe.

DOMESTIC CONDUCT

I . ON THE DETESTMENT OF IMPURITY

   The bloodline of the Silver Elves must be eternally continued and kept pure, for through our blood and birth, we are granted the right to continue the legacy of Larihei and our ancient ancestors with the gifts bestowed upon us by the golden pools. The muddying of silver blood is an act of great severity, for it halts the path of progress and is effectively equivalent to murder of the next generation - to be born impure through the fault of hedonistic and illogical parents is a torture beyond death; to be a corrupted shard of silver is to know of the infinite potential your existence held once, and to know that your existence now is one of worthlessness and waste, a disgrace to the Mali’thill. 

It has been shown time and time again that breeding with the impure or Lessers nullifies all blessings of the Mali’thill and only proves to hinder the children with curses. Though all acts of impure breeding are degenerate and abhorrent, breeding with those that are not Mali seems certainly the most impairing, inflicting the children with both the elven struggle of infertility as well as the curses of the other parent.

Similarly, it should be obvious to see why inbreeding is depraved, for - atop of mere common sense - it is certain to result in impairments and illness - quite against the maehr’sae hiylun’ehya.

II . ON THE NECESSITY OF CHILDBIRTH

   The Mali’thill, despite our blessings, still retain the unfortunate effects of Malin’s curse. We suffer from an incredibly low birthrate due to inherited infertility, therefore leading to the production of pure Mali’thill children being of utmost importance - the prevalence of a next generation of Mali’thill ensures the eternal continuation of progress. 

All adult Mali’thill are expected to contribute to the formation of a next generation; it is imperative that we work towards a stable birth-rate in order to retain our population. The sole purpose of marriage and physical intimacy is to produce children, which all Mali’thill are encouraged to do. Alternatively, one might choose the path of celibacy should they be entirely infertile due to age or personal condition, hold any acquired inherited conditions or curses, or devote themselves entirely to individual scholarship - something only acceptable for those who can prove such aims rather than merely unwillingness to contribute to the Silver State.

III . ON THE FUTILITY OF HEDONISM

   As Mali’thill, our eternal purpose is to follow the maehr’sae hiylun’ehya. All true Mali’thill will regard the search for hedonistic pleasure as degenerate and lesser, a waste of time - things such as this are befitting of animalistic Lessers, not the scholars of Elcihi. Any moment spent indulging in unnecessary and unpurposeful pleasure is a moment wasted, a moment in which one does not contribute to the maehr’sae hiylun’ehya, and is therefore impure.

This does not constitute a lack of rest - hiylun compels one to take care of their pure body and mind, retaining healthy form through sleep, diet and exercise. This does, however, refer to things such as purposeless physical fraternization or Valah-esque romantics. Taking into account the low birth rate discussed in < Domestic Conduct : II >, this becomes even further of an issue. The maehr’sae hiylun’ehya condemns the prevention of conception, condemns homosexuality, condemns abortion and condemns improper fraternization, such as that mentioned in < Domestic Conduct : I >.

IV . ON THE MANNER OF COURTSHIP

   The traditional Haelun’orian method of courtship is scholarly, anti-degenerate and proper. One is to find an individual of the opposite sex that sparks interest and inspiration and begin seeking courtship with them.

Male or female, one generally begins by writing anonymous notes to the other, inquiring whether they are interested in pursuing such a courtship. This often comes with poems or scholarly gifts, intended to convince the other that one is a suitable partner. If they reject such advances, one is to respectfully cease and soon move on. Should they accept, one is to reveal their identity and - if the identified individual is still deemed appropriate - the courting stage begins. 

In this stage, there should be no physical fraternization. The couple is, however, encouraged to spend time together, work on artistic and scholarly projects together or dedicate their own projects to their significant other, and to announce to the rest of the blessed citizenry that they are courting. Once they are ready, the couple is to marry, something celebrated by all of Elcihi. 

Marriages are traditionally officiated within the Eternal Library, where the partner with the lower-ranked family name is to take the family name of the partner with the higher-ranked family name - i.e. the son of a small, relatively unknown family would take the family name of the daughter of a Talonnii family. 

Once married, they are encouraged to attempt to conceive with consistency, with all of Elcihi awaiting the news of a child whenever they should be successful. This is an extremely celebrated occasion - for us, childbirth is rare, and the pure children of Silver brought into the bastion of purity through such are true blessings.

V . ON THE QUESTION OF POLYGAMY

   Some might pose the query that, if the birth rate should be so low, why not embrace polygamy in order to maximise the conception of children? There are two major reasons for this.

Firstly, Mali’thill families are encouraged to be nuclear in order to ensure the optimal environment to learn and be raised in - with two educated parents of silver blood, the youth shall begin their path to progress from birth. This also means that, should one parent become unable to care for the child at all times for a variety of reasons, there is another that is still available to properly raise them with full attention. 

The second and most important reason is in order to keep the Bloodline Archives in line. In order to preserve purity whilst avoiding the degenerate Orenian-style inbreeding which results in a variety of issues, it is of great importance that we keep track of all blood connections in the Bloodline Archives. As well as biologically, this ties in culturally with the importance of notable households and families - the Talonnii and their Lauriran. 

APPEARANCE, IDENTITY AND HEALTH

I . ON THE PHYSICAL PRESERVATION OF THE BODY

   In similar reference to < Domestic Conduct : I >, it is important to recall the maehr’sae hiylun’ehya in terms of bodily preservation - especially the latter sector. Additionally, this reflects a clause of the Silver Law, banning any harmful alterations to the body. Obvious things such as piercings, tattoos, dying of hair to cover the natural Mali’thill beauty, harmful actions inflicted upon oneself, etc. are very much unacceptable - it is essential that we preserve these pristine bodies that we have been granted. 

Some more liberal outsiders may question whether this extends to the rather foreign and Valah topic of ‘transgenderism / transsexualism’, to which one would reply - yes. A change to one’s reproductive organs is a mutilation of the pure body, just as a tattoo or piercing would be.

II . ON THE EQUALITY OF SEX

   It has always been rather baffling seeing the Valah concept of ‘gender’; the equality in mind of the 'Male' and 'Female' is a well-known fact. To the Mali’thill, there is no such concept of ‘gender’ - the only differentiation between male Mali’thill and female Mali’thill is their part in producing children. This question of ‘expression’ is not one cared for - it is impractical and illogical. 

Within the Silver State, male and female Mali’thill hold the exact same rights - as all Mali’thill do - and should hold no differentiation in dress, expression or the like. The only necessity is that one may choose another of the opposite sex for successful reproduction.

III . ON THE IMPORTANCE OF MODESTY

   We, as Mali’thill, should reject greed and unnecessary excess. Our living quarters should contain only what is necessary, and be no larger or smaller than what we require. In addition, one should call for the overall architecture of the Silver State to return to collectivism, such as the well-centralised Citadel of prior lands.

Housing is to be constructed efficiently and effectively, maximising the use of space and using only the resources necessary. Things are to be planned respective to the space in which they inhabit - the Sillumiran barracks closest to the gates on outer walls, the Eternal College, Library, Tavern and Citadel to be placed closest to the central courtyard, in which the raising of a proper stand for open debate is to be encouraged. The construction should not be employed from Lessers - the people of Silver shall always build their own city with their own blessed hands, and a work of Mali’thill beauty it will be.

IV . ON THE IMPORTANCE OF THE ARTS

   For many outsiders, it may seem rather contradictory to encourage the use of art and opulent aesthetics in architecture, sculpting, painting and clothing, whilst placing such great importance on modesty and necessity, detesting greed and surface-level vanity. However, this interpretation drastically misses the Mali’thill appreciation of the arts as scholarly and proper - artistic endeavours are embraced by the Mali’thill as true expressions of purity and self whilst avoiding the Valah or Bortu attitude of greed for greed’s sake. We endeavour to construct our city as both one of artistic, Mali’thill beauty, as well as one of practicality.

There is a striking difference between meaningful art and simple, materialistic avarice.

V . ON THE MODERATION OF ALCOHOL AND MEDICINAL CONCOCTIONS USE

   Hiylun is a complex area of study, with new discoveries constantly being made. Yet, it is recognised that alcohol and medicinal concoctions are providers of health benefits when used appropriately and in moderation. Therefore, the drinking of alcohol and the use of medicinal concoctions is supported within a Socialist-Fundamentalist Purist view. One is welcome to drink wine, water or tea without concern other than basic moderation, unless further studies come to show otherwise.

The use of recreational drugs and the smoking of cigars, however, are improductive and do not assist hiylun - they are a mere waste of time and a hindrance to the mind. Therefore, such is not to be engaged in. The purity of any Mali’thill who do partake in such activities ought to be greatly questioned.

WELFARE, WORK AND DISTRIBUTION

I . ON THE IMPORTANCE OF PRODUCTIVITY AND EMPLOYMENT

   maehr’sae hiylun’ehya compels all Mali'thill to be permanently pursuing progress: permanently pursuing productivity. To be unemployed as an adult in the Silver State is purely disgraceful - one refuses to contribute, yet seeks the benefits that the Silver State provides to all Mali’thill in greed? Such is more than worthy of an inquiry into one’s purity.

Whether it be Elsillumiran, the Eternal College, the Eternal Library, the Silver State Agricultural Sector, or the production of luxury yet necessary goods such as clothing and art, scholarly materials, constructed tools and inventions or something entirely else, it is entirely essential for one to contribute and bring prosperity to the Silver State which grants us so much.

II . ON THE INHERENT RIGHT TO BASIC NECESSITIES

   In the interests of the people and the pursuit of progress, it is mere common sense that the basic necessities of living are provided, free of charge, to all that dwell and contribute within. A mali’thill who does not have to worry about starvation or the horrific concepts of ‘rent’ and ‘taxes’ is a mali’thill with more time to focus on art and study.

The Silver State is called upon to entirely abolish any sort of ‘tax’ that may exist, and provide freely to the Mali’thill people the following:

* Under the branch of ‘Education’ does not fall the arcane arts. Teachers of the arcane are encouraged to scout students from the Eternal College to take on as apprentices, yet not all students are to be necessarily provided with this field of specialist education.

III . ON THE CREATION OF LUXURIES AND SPECIALTY PRODUCTS

   When it comes to the creation of luxuries and special products, the State ought to hold a budget for the specific production or acquisition of scientifically-unique products to be studied. In more artistic luxuries such as clothing, painting or sculpting, it is not too uncommon that one will learn to sew, paint or sculpt themselves.

Should one not be in possession of these skills, their neighbouring Mali’thill are often more than willing to lend a hand in exchange for a favour in return. The favour of a Mali’thill is not to be taken lightly - especially one that is written, stamped and signed. This sort of luxury trade should be encouraged to happen through favours and specific item trade between mali’thill, not to utilise the minae so handled by foreign nations.

IV . ON THE QUESTION OF ECONOMY

   The Silver State and its people have always been inclined towards mutual benefit and the acquisition of knowledge over that of material wealth such as mina - to the true Mali’thill, this coinage is worthless aside from its influence on Lessers. Therefore, it is suggested that the Free Market is collapsed, and the Silver State regulates the production of necessities with as much automation as possible, leaving its people to pursue progress rather than worry for survival. The use of minae in trade between the people of Silver is to be halted, with the preferred method of acquiring luxury goods noted in < Welfare, Work and Distribution : III >. 

Minae should be regarded always as merely a playing chip among Lessers - something mostly unrelated to us. All funds in Minae should be collected in the Silver State Treasury, with its distribution and use restricted only to necessity, such as emergency funds for Elsillumiran, state functions, or other essential imports. No pure Mali’thill would oppose this - we have no reason to horde minae like greedy Bortu, no reason to attempt to accumulate excess wealth. The reluctance of a Silver Citizen to relinquish the need for minae is surely a sign for their purity to be in question - one ought not to be so foolishly and shamefully materialistic. All that one may need for their scholarly endeavours, the state shall equally endeavour to provide.

The use of these funds is further detailed in < Welfare, Work and Distribution : IV > and < Foreign Policy : Tourism, Trade and Relations : II >.

IV . ON THE SCHOLARS AND TRAVELLERS FUND

   With the changes outlined in < Welfare, Work and Distribution : IV >, it is necessary that the Silver State form a set, budgeted Travellers Fund alongside that of the Necessary Foreign Trade Fund established in < Foreign Policy : Tourism, Trade and Relations : II >, and emergency funds. 

This fund is to be a saved amount of Mina that is granted to Mali’thill scholars who seek to travel outside the silver walls in search of knowledge that they can then bring back to Haelun’or. The Scholar in question is to write up a request for resources and funding, and Elheial’thilln is to review and either approve, deny, or suggest edits to the request. 

Once approved, the items requested are to be granted to the Scholar as they set off on their journey, the Silver State eagerly awaiting their return accompanied with studies and a further understanding of the world outside, to be relayed to scholars within.

FOREIGN POLICY : TOURISM, TRADE AND RELATIONS

I . ON THE POLICY OF NEUTRALITY

   Historically, Haelun’or has near always been a state of neutrality. It is rare for us to engage in wars or conflict that does not directly involve or threaten us. It is to the belief of the pure Mali’thill that this should continue. A neutral Silver State is an uninterrupted Silver State. An uninterrupted and stable Silver State is one in which progress may continue unhindered.

The Mali’thill should strive for peace in which to pursue their studies and path towards true enlightenment, not for the reasonless and barbaric conflict perpetuated by Lessers.

II . ON THE WASTEFULNESS OF UNNECESSARY TRADE

   The Mali’thill are an independent people, and ought to be so in regards to trade also. We must strive to limit trade inwards to only the absolute necessities that we cannot produce ourselves, such as foreign contraptions and materials to be researched that are not found in the Silver State. The State Treasury shall be in charge of taking and processing requests from scholars for materials of which to study and work with, and are to appropriately review these requests before accepting those that are reasonable and importing such goods. 

On exports, the Mali’thill are encouraged to sell anything that is not a necessary reserve or protected discovery. Mali’thill inventors are to bring their inventions to the state, who will finance the production of such in order to sell as exports, increasing the strength of the Silver State reserve treasury. As stated previously - minae are nothing between Mali’thill, yet they are fantastic bargaining chips for lesser cooperation.

III . ON THE QUESTION OF LESSERS

   And, as it comes to the Lessers, some might ask why the Mali’thill do not simply rid the lands of all Lessers? You see, this reasoning lies in the maehr’sae hiylun’ehya, as does all - Lessers are fantastic sources of study and subjects for experimentation. In addition to the curiosity which investigation these other creatures brings, the Mali’thill have no reason to ‘exterminate’ Lessers.

In fact, though in too high a capacity it may convert into undue sympathy for Lessers and impurity, there are many Mali’thill who truly do feel some sense of pity for the uneducated Lessers, for they are simply unable to ever achieve the true enlightenment of the maehr’sae hiylun’ehya.

IV . ON THE NECESSITY OF ISOLATION AND PROPER GATEKEEPING

   As Mali’thill, our gates are likely as far as most outsiders will ever see. It is not without reason that we should allow Lessers into our blessed bastion of purity, nor without thorough scrutiny. The policies of gatekeeping have certainly become more relaxed - one aspect of liberalism which manifests in such a destructive way. 

The only occasions we should ever allow in Lessers are special ones, for specific reasons.

Firstly - to study them. Should a scholar wish for a test subject, it is not at all improper - and is in fact encouraged - for them to scout one from the hopeless Lessers that stumble to our Silver gates. 

The second reason is to preserve or kindle international relations; for diplomacy. With the invite of the Silver Council, it is on occasion that a foreign visiting party may be permitted to see the Silver City in all its beauty and to engage in civil discussion with the relevant members of Elheial’thilln.
