Though seeds of conflict have been sewn by those who came before, no fruitful thing will come of their tending, and they shall not be allowed to sprout.  

ARTICLE I: AUTONOMY AND ALLEGIANCE

I. The Most Serene State of Lurin recognizes the autonomous rulership of The Shiredom of Dúnwen, and recognises them as an independent, allied state.
II. The Shiredom of Dúnwen recognizes the autonomous rulership of The Most Serene State of Lurin, and recognises them as an independent, allied state. 

ARTICLE II: TRADE

I. Both parties dedicate to each other an available tax-free shop or stall within their capital region for the duration of the pact.
II. Access to mines located on lands of either state will be provided when requested; with the Shiredom of Dunwen permitted to grant access on behalf of the Vassal Kingdom of Frogtopia.
III. Both parties agree to fair trade, of both bulk resources and artisanal items.
IV. Minas are not necessary to trade.

ARTICLE III: NON-AGGRESSION

I. Aggressive action, intentional harm and overly anti-social behaviour between the persons of either state will not be tolerated. This will be resolved individually when possible, and diplomatically where not.
II. In the event of a major breach by a governing figure of either state, and said figure refuses diplomatic resolution, the right to reasonable international ruckus-causing is reserved.

ARTICLE IV: TERRITORIAL CLAIMS

I. Neither state shall lay claim on territories another signatory has laid claim upon.

II. In the matter of claiming land adjacent to the other state's existing occupied or claimed land, both parties must meet to discuss and agree upon this.
III. States may agree to give up a territorial claim in favour of another member having it.

IV. The Shiredom of Dunwen henceforth relinquishes claims on the Cherry Forest land which had lain between Dunwen and Lurin, previously settled by Lurin, in nature of resolving lingering dispute between figures of government who are no longer in power.

V: In the nature of fostering well-relations between citizens; The Most Serene State Of Lurin is to provide compensation for this relinquishing of claim. This is to come in the form of a single bulk payment of Lurinite product. 

ARTICLE V: INFRASTRUCTURE

I. Following from previous agreement, both parties agree to improve infrastructure between each realm
II. This may be done in the form of establishing new roads, bridges and providing easier modes of transport between each other’s realms.
III. Every infrastructure project will be discussed between signatories before execution.

ARTICLE VI: DURATION

I. The contract shall be in place from its first public publishing.

II. Both parties agree to uphold the contract till all find it necessary to part ways.
III. The contract will persist until formally disbanded, and will persist through changes of government leadership unless otherwise specified.
IV. If the contract is to be amended or modified, this must be done through cooperation between each State. If a new contract is to replace the existing, this shall also be the case.

VI. The modification of the contract by either state, without the consultation of the other, will be considered a breach, and subject to Statement II of Article III.

In recognition of the necessity to maintain law and order within the realm and to ensure swift and just punishment for heinous crimes against the state and its citizens, a new branch is to be formed:

An Executioner's Branch shall be established under the jurisdiction of the Silver Lubba, charged with the solemn duty of carrying out sentences of capital punishment duly decreed by the judicial authorities and governing bodies of Lurin. 

The Executioner's Branch shall possess the authority to execute individuals convicted of crimes punishable by death according to the laws of the realm. This authority shall be exercised with diligence, impartiality, and in strict adherence to legal procedures.

The duties of the Executioner's Branch shall include, but not be limited to:

a) Carrying out executions and punishments in accordance with court orders and legal protocols.

b) Maintaining the confidentiality and integrity of execution procedures.

c) Providing necessary security measures during executions to ensure the safety of all involved parties.

d) Maintaining records of executed individuals and related proceedings for archival and legal purposes.

e) Killing dark spawn and other dark creatures on sight, removing them from the lands of Lurin

Members of the Executioner's Branch shall be recruited based on stringent criteria of character, competence, and loyalty to the Most Serene State of Lurin. They shall undergo rigorous training in execution methods, legal procedures, and psychological resilience to fulfill their duties with professionalism and dignity. Darkspawn testing and combative training is included within this. All training will be done by the Head Executioner, or by those who are appointed by the Head Executioner.

Cases that are given to the Executioner’s branch will be reviewed by the Head Executioner. Warrants pardoning the Executioners from murder charges will be written and granted accordingly, signed by the Head Executioner. Official punishments will be overseen by multiple assigned witnesses to prove their authenticity to the law. 

The Executioner's Branch shall be subject to strict oversight by the Head Executioner and Silver Lubba to ensure compliance with legal standards and ethical principles. Any misconduct or abuse of authority shall be promptly investigated, and perpetrators shall be held accountable before the law.

This decree shall come into effect immediately upon publication. All relevant authorities, departments, and future personnel shall take necessary actions to enforce its provisions accordingly.

Under my hand as the appointed Head Executioner with the permissions of the Silver Lubba, on this day forth, shall justice be served.

Life is not a brief candle, it is a bright torch, which I hoped to make burn as brightly as possibly

before passing it on to the next generation.

It is long overdue for me to retire from this role among Lurinite governance. I have grown weary and lost myself to this job. It has been a long many years since I first became the Silver Lubba. Bestowed upon me by mine father the great Mika Anarion. And like him, I feel my energy has been spent. My mind warped and worn under the strain of bearing this crown. It has been a hard decision to choose who will replace me. Between two I have had to choose. But only one seems to hold the people's favor. It would be foolish of me to choose someone that would potentially bring about rebellion and unrest within our serene state. 

I am not deaf nor blind to these things, I am hopeful that I have made the right choice. The right decision. There is only one whom I have truly promised this crown unto. And that someone is Ser Gundanat'Uialben, Wargoth of Clan Vukh. I know many are under the assumption that he has manipulated me into this, I assure you he has not. He has been humble of his station and duty to me. I have never met anymore more loyal than he. 

It is with great hope, love and pride that I place this mantle upon his broad shoulders. For I have grown too weak to bear it any longer. Gundanat has shown his capability in leadership in many capacities and facets. He will be a better Silver Lubba than I. I am sure of this to my very core. May he bring prosperity and longevity to our realm.

• The individuals named Mika Anarion and Jon Snowell are required to make presence and social life in Lurin’s capital for, at the very least, two elven hours every elven week. Failing to comply would put them under a Class C crime, which under special conditions would make them pay a fee of fifty mina every time they fail.

“I’m going to Shog you all to death” - Gundanat’Vukh

My first words as the Lubba hand, I want to dedicate them to Edvard Kervallen, who has been my predecessor for the last few years. I now take the mantle of Lubba’s hand, hoping to bring better times, if possible, to the Lurinite people. For that same reason I present to you all my first event, a Shogging Competition.

This Shogging tournament shall happen within Lurinite lands, to be more precise (place). Each round shall be the best to three and will lead to the final which will be the best of five. All people, including those outside of Lurin are welcome to take part. The winner will take home 100 minas as well as a custom Shogging tool which they may bring to future events to defend their titles.

This guide is made to answer commonly asked questions regarding homeowning in the Serene State and to finally clarify some rules and regulations.

On Getting moved in:

To get yourself a home in Lurin all you need to do is first locate a Steward. To find out who they are look no further than the big tree in the square.

When talking with a steward about getting moved into your own home you will be required to:

- Endure a prick with an aurum needle by your steward.

- Go through a short lecture/questionnaire regarding Lurinite culture meant to educate you on many Lurinite's beliefs and way of living

On Building Limitations:

- Homes may not be altered to have basements.

- You may not take down the sign that has your home's address. If you really don't like it's placement you may however move it.

- You may not merge your home with another home.

- You may not remove/change the outer walls of your home. This includes adding balconies, doors or windows that weren't already there.

Examples and exceptions:

- You may resize your door or exchange it for another one.

- You may decorate the outside of your home however you wish while following the listed above.

On taxation of homes:

- Taxes are collected the first elven day of the week (ooc: Monday) and is paid with tax slabs.

- Tax slabs can be bought in the bank/taxes building and have inscriptions that say their worth. Occasionally, you may also receive Social Tax Slabs from council members of Lurin that are given out freely to people who portray activity around the city.

Irony?

It was a normal day in Lurin when the Church arrived, not carrying the proper documents to test Lurin citizens and yet they did. Lurin wishes for peace so even though the populace was not happy, the tests occurred, not finding a single Lurinite to be darkspawn.


Adjunted a copy of the treaty that the Church signed with Lurin and failed to follow.

The High Pontiff arrived later with a few of his soldiers, we accepted them into the city and moved to meet to solve the small differences. What was our surprise when one of the Holy Knights, so called Johannes by the Canonist forces, a man who entered with His Holiness and stood all the time behind him during the meeting, turned into an undead and stabbed the Pontiff. Do not let others fool you, Lurin has NO tolerance with darkspawn and even though we offered to heal the High Pontiff they refused, even insulting us by calling us pagans.

The darkspawn that came with them was terminated by the Brotherhood and later on burnt by our atronachs in the square.

In these new times since the departure of Mika Anarion from the throne of Lurin to lead their forces instead, it is deemed necessary to restructure the way these forces operate and include our most serene lords and ladies into the commanding structure while simplifying such. This document will also approach what is expected of each rank and what authority they hold within their realm and structure.

THE COMMANDING STRUCTURE

The structure has been simplified and made more dynamic to avoid the imbalances that the previous structure provided. The addition of implied authority enables the various forces to command each other when a link in the structure above them is missing. All ranks above the rank commanding the other hold higher authority than those below and can command even the lowest ranks in the structure without issue.

RANKS OF THE STRUCTURE

We shall start from the top of the ranks and gradually make our way down the list, explaining all functions and held authority by these individuals.

THE REIGNING LUBBA

The Reigning Lubba holds supreme authority over all of Lurin, its ministries, structures, people, vassals, nobles and resources as its natural leader. This gives The Reigning Lubba complete command over the Ministry of Defense on all ranks.

THE LUBBA’S HAND

The Lubba’s Hand is a direct descendant in structure from The Reigning Lubba and is second in command to lead Lurin with their granted authority. This means that much like our Reigning Lubba, they hold authority over the Ministry of Defense on all ranks.

THE MINISTER OF DEFENSE

The Minister of Defense is granted the position by The Reigning Lubba through dedication to the defense of the Lurinite Territories and shows unwavering loyalty to them. The Authority of The Minister of Defense granted by The Reigning Lubba only concerns that of defense, fortifications, external diplomacy and the various interests of our most serene state.

HIGH COMMAND

The various parts of the military split up here into the knights of the realm, the centurion force and the various levies from the lords of the realm. All of these individuals are needed to organize their men and women into battle capable warriors while maintaining their respective institutions.
 

The Supreme Lubba Knight is the leader of the knight branch, capable of extensive missions and campaigns while holding the most authority out of the three in the high command. This individual is usually seen right besides The Reigning Lubba as the entrusted protector of them. They command their Lubba Knights and decide when a Lubba Squire is ready to become knighted and join the order entirely.

The Captain is the supreme voice of The Silver Centurions and has a voice in all matters of defense. This individual organizes officers, centurions and recruits alike while maintaining morality and efficiency, giving them more of an organizational role. However, do not be fooled by this role as to become a captain you must climb all ranks below, which makes this individual capable in combat as well.

The Lords have little to do with the direct organizing of the military other than providing Levies and Man-At-Arms, however, it may be deemed that a lord is capable of commanding, which grants them a seat in the war room. A Lord must be capable of maintaining a minimum of 5 seasoned Man-At-Arms to be granted further liberties such as tax cuts during wartime.

COMMANDERS

Each commanding body holds authority over that below and in some cases where a commanding authority is missing then they are also able to command those of other branches.

Lubba Knights are not necessarily a commanding force, however, they hold absolute authority over their squire and are to be trained to command to make them the most capable force out of all three branches.

Officers command and organize the Silver Centurions into the force that it is. These individuals have authority over the centurions and recruits below, however, they also hold authority over levies during wartime if their lord/lady is deemed incapable of commanding. These individuals are granted the ability to recruit new members into the ranks and are often granted specific duties that compliment their capabilities.

Nobles hold their titles through work from various trades, may it be the blade, trade or having a sizable family. This, however, does not exempt them from their duties during wartime with their lord able to call them into battle with ease or make them contribute in other ways such as providing resources or having their own levies or men-at-arms to contribute.
 

MAIN FORCE

The main force is defined by trained individuals who are regularly exercised and held up to standard. These individuals should be capable and compliant with the state’s various laws and authority.

Lubba Squires are those in service of a Lubba Knight, the lowest rank in the knight branch. However, it should be noted that not anyone can become a squire as they will have to prove themselves to their Lubba Knight and swear fealty directly to The Reigning Lubba.

Silver Centurions are the main peacekeepers of Lurin and have proven themselves capable in combat, law and morality. These individuals are granted the ability to request uniform modifications to represent their house while maintaining the armor itself and cerulean blue of Lurin.

Men-At-Arms are the soldiers of lords and nobles, often described as house guards who wear the banners and uniforms of the lord or noble that they represent in combat. They are all required to contain cerulean blue however and are often serving the purpose of a local militia for a lord or vassal. 

THE FRESHLY ENLISTED

A force cannot maintain itself without replacing or growing out soldiers. With this in mind this is an active recruitment program to gather new soldiers such as enlisting the willing recruits for the centurions or levying forces from local lords.

Recruits are the freshly enlisted folk into the Silver Centurion branch, granted training and having to pass basic academy which will give them the required skills necessary to maintain peace as a Silver Centurion in the main force. These individuals hold no real authority yet and are barred from the majority of privileges a seasoned Silver Centurion may have.

Levies are those quickly recruited during wartime efforts and are not held up to the same standards as those who are enlisted permanently into the branch. These individuals are granted basic gambeson, mail, weapons and supplies for combat from their most serene Lord/Lady or guid/institution.

PAYMENT

Every rank gets paid in one way or the other, however, it must be made clear that every branch gets their pay in other ways.

It should be noted that Tax Exemption of properties only apply to homes within the capital or vassals who agree to have properties within their lands become available for it. This Tax Exemption does not apply to land owned or vassal lands. Uncollected payments will be seen as a donation to the state.

The tides of balance turn once more. 

A new Lubba ascends as another takes a deserved rest, Lurin now prepares for the crowning of the next.

For an extended period, Lurin has remained stagnant, witnessing a decline in population and economic vibrancy. The once-thriving city gave way to quiet streets and neglected markets. However, a ray of optimism pierces today through the gloom as Edvard Kervallen is ascended to the position of Silver Lubba.

From this day, Lumia Anarion is also declared Mother Lubba and introduced to the City Council as their leader, tasked with organizing it and moderating the meetings. Along with it, some changes in the structure of the Council will be applied:

Foreword

Much like an actual ship, the Ship of the Lurin State is one which constantly changes courses, it has a purpose of delivering its occupants safely to their goals, it has to keep the harsh weather of the world outside and it’s occupants safe inside, it has a hierarchy of leadership as to put the ship on course and prevent it from being lost to the shouts of the confused masses, and most importantly it is built to provide refuge. However, a ship must undergo renovations and restoration in order to keep floating for years to come and so does the Ship of the Lurin State. The waters of the future shall be terribly unforgiving of carelessness, incapacity, or neglect and we must build a ship capable of pushing through the storms of the future though we do not know what they may hold. We will never abandon this ship and never let it sink for we must uphold the promise of peace and hope to our kin eternally.

Title I - Trade Monarch

Article 1 - Definition

• 1.1 The Trade Monarch of Lurin is a position to be held by one individual who oversees all matters of the Lurin Government.

• 1.2 The Trade Monarch shall serve for the full extent of their life unless they abdicate early.

Article 2 - Selection

• 2.1 A future Trade Monarch shall be selected by the incumbent Trade Monarch during their reign, thus designating them for the position. This retroactively  the current Monarch’s claim to the position should they abdicate to their Heir.

• 2.2 In the event there is no heir apparent, the Heir shall be elected by the Regency Council of Lurin.

• 2.3 In the event that the Regency Council of Lurin fails to select a Trade Monarch in a timely fashion of one week, a Citizen referendum shall be immediately started to select a new Trade Monarch from members of government.

Article 3 - Powers

• 3.1 The Trade Monarch holds supreme and absolute power in all matters which do not conflict or pertain to the Writ of Governance.
• 3.2 The Trade Monarch holds permission to edit the Writ of Governance with support of 2/3rds of The Council of Lurin.

• 3.3 The Trade Monarch holds the power to create laws and governmental policies at their discretion.

• 3.4 The Trade Monarch holds the power to appoint Council members and other government figures.

• 3.5 The Trade Monarch holds an absolute veto over legislative and executive decisions made by the Council.

• 3.6 The Trade Monarch has the power to call together meetings of the Council in emergencies.

• 3.7 The Trade Monarch has the power to Knight significant members of the public.

• 3.8 The Trade Monarch shall have the sole power to handle treaties with foreign nations and must hold their signatures to be legally binding.

Article 4 - Title

• 4.1 The Title of the Trade Monarch shall be stylized with regard to the Trade Monarch’s wishes but standardized stylings have been implemented for ease of use.

• 4.2 The official styling of the Trade Monarch is “His/Her Highness, and should be used when addressing the Monarch.

• 4.3 Trade Monarchs of Elven descent shall use the title Trade Princess/Prince.

• 4.4 Trade Monarchs of Human and Dwarven descent shall use the title Trade Queen/King.

• 4.5 Trade Monarchs of Orcish descent shall use the title of Trade Chiefess/Chief.

• 4.6 Trade Monarchs of Construct nature shall use the title of Trade Konstrui.

 Article 5 - Abdication

• 5.1 The Trade Monarch shall be removed from power upon their abdication or upon their death.

• 5.2 Upon the death of the Monarch, the Heir shall be crowned with all due haste, not allowing a full year to pass without a new Trade Monarch.

• 5.3 Upon the willing passing of the position via abdication, excluding forced abdication due to abuse of power, the Trade Monarch shall be granted a non-voting Advisor position in the Council of Lurin. Additionally they shall receive a guaranteed rank of Patron for their immediate family for their lifetime, and can not be removed, except in the case of gross abuse. This shall be applied retroactively to Former Trade Prince Alem’shun.

Article 6 - Royal Family

• 5.1 Immediate members of the Trade Monarch’s family hold no power within Lurin, however they may be granted a non-voting Advisor role in the Council of Lurin should the Trade Monarch permit it.

• 5.2 The Father and Mother of the Trade Monarch shall be titled in accordance with the Trade Monarch, holding the titles of either Monarch Father or MonarchMother.

• 5.3 The spouse shall be titled in accordance with the Trade Monarch, holding the title of Royal Consort.

• 5.4 The Trade Monarch may title their children with royal styling, giving them the title of Prince or Princess.

• 5.5 All Titles of the Royal Family shall be removed upon the abdication or death of the Trade Monarch they are related to.

Title II - The Council of Lurin

Article 1 - Definition

• 1.1 The Council of Lurin shall comprise the full collection of Ministers and Advisors to collaborate on the running of the Lurin Government.

• 1.2 The High Council of Lurin shall comprise the Ministers and Advisors listed in this writ only.

• 1.3 Council Members shall serve for as long as necessary and may be removed upon resignation or termination.

• 1.4 The Ministers are granted a Governmental Agency and Advisors are granted power over specific policies as dictated upon appointment

• 1.5 Advisors are by default non-voting personnel unless they are in charge of a specific area of authority detailed in a writ of agency.

Article 2 - Selection

• 2.1 Council Members are to be appointed by the Trade Monarch upon their discretion

• 2.2 Ministers are to be appointed with all due haste letting no more than four years pass without an appointment to a vacant office.

• 2.3 Upon Selection Advisors must be granted a specific policy for which they may pass laws unless they are a Non-Voting Advisor.

Article 3 - Powers

• 3.1 Council Members shall be semi-independent executives of their area and are not allowed to act outside of their jurisdiction unless granted permission by the specific Council Member for that position.

• 3.2 Council Members are free to create policies and legislation regarding their area of expertise with permission of the Trade Monarch.

• 3.3 The Council has the power to create legislation with a simple majority vote.

• 3.4 The High Council has the power to force the Trade Monarch to abdicate in the event of gross abuse of the position with a simple majority.

• 3.5 In such cases as the Trade Monarch has been forced to abdicate, the Trade Reagent or Heir will be the sitting trade monarch until a new one is selected, unless it is agreed they are a fine fit.

• 3.6 The Council has the power with a 2/3rds Majority vote and the approval of the Trade Monarch to edit the Writ of Governance.

Article 4 - Mandatory Positions

• 4.1 The Council of Lurin requires the Minister of War and Public Safety, Minister of Interior, Minister of Seals and Stationaries, Minister of Constructs, and the Advisor of Treasury.

• 4.2 Other Ministers and Positions may be made and added to the Writ of Governance if they are seen to be essential.

Article 5 - Minister of War And Public Safety

• 5.1 The Minister of War And Public Safety oversees the protection of Lurin Citizens from threats prioritizing the information and organizing and informing the public about such threats as seen fit.

• 5.2 The Minister of War And Public Safety also oversees issues of Public Health and is therefore responsible for the Medical Corp of Lurin.

• 5.3 The Minister of War And Public Safety is granted the power to enact policy decisions as it regards the health and safety of Lurin Citizens and may advise the Trade Monarch on legislation which may be beneficial.

• 5.4 The Minister Of War and Public Safety is in charge of the creation and maintenance of an active military.

Article 6 - Minister of Interior

• 6.1 The Minister of Interior oversees the administration and development of the Capital City and the Greater Lurin Region.

• 6.2 The Minister of Interior is responsible for processing of housing, banishments, construction, taxes, citizenship, and handling of the collection in the library.

• 6.3 The Minister of Interior oversees the Office of Stewartry of Lurin and the Lurin Library.

• 6.4 The Minister of Interior is granted the power to enact policy decisions as it regards the responsibilities of the Ministry of Interior and may advise the Trade Monarch on Legislation which may be beneficial to the Interior.

Article 7 - Minister of Seals and Stationaries

• 7.1 The Minister of Seals and Stationaries oversees the processing of documents and legal items of Lurin including the organizing of titles and the ensurement of proper paper quality standards.

• 7.2 The Minister of Seals and Stationaries oversees the Office of Inspectors in order to further the task of organization of titles and paper qualities throughout Lurin.

• 7.3 The Minister of Seals and Stationaries is granted the power to enact policy decisions as it regards to processing of documents and legal items of Lurin and may advise the Trade Monarch on relevant legislation.

• 7.4 The Minister of Seals and Stationaries is seen as beyond all laws stated in the codex as long as the acts taken were done so in the pursuit of their duties, and may offer this amnesty to other members of The Ministry Of Seals And Stationary.

Article 8 - Minister of Constructs

• 8.1 The Minister of Constructs oversees the free construct population of Lurin.

• 8.2 The Minister of Construct maintains a list of registered Constructs.

• 8.3 The Minister of Constructs ensures Free Constructs have access to services needed to survive and thrive in Greater Lurin. This includes but is not limited to: Recharging, Repair, Support, and Brotherhood.

• 8.4 The Minister of Constructs oversees the Department of Artificery.

Article 9 - Advisor of Finances

• 9.1 The Advisor of Finances oversees the inventory and treasury of Lurin ensuring the city has enough supplies and resources and may procure them if it is required.

• 9.2 The Advisor of Finances is granted the power to enact policy decisions as it regards the lending of city resources  and may advise the Trade Monarch on legislation regarding the taxing of residents.

• 9.3 This position may be held by a sitting minister. If it is, this position holds no additional vote.

Article 10 - Regency Council

• 10.1 If no Heir has been selected, and there is no apparent Heir available, the Council of Lurin shall be fashioned into the Regency Council of Lurin which shall oversee the hasty selection of a new Trade Monarch.

• 10.2 The Regency Council may also be enacted if there is an extended interim between the death of a Trade Monarch and the ascension of the next.

• 10.3 The Regency Council of Lurin maintains all normal powers of the Council of Lurin with the only exception being the ability to rewrite the Writ of Governance.

• 10.4 During the Regency Council, the Minister of Interior shall have all powers of the Trade Monarch outside of Foreign Relations and in allowing edits to the Writ of Governance, but they may still act as the Head of State.

• 10.5 In absence of a Minister of Interior the power shall be granted to the Minister of Public Health and Safety, Minister of Seals and Stationeries and the Advisor of Finances in that order, and if none of these positions are held an immediate Citizen Referendum shall be held for selection of a new Trade Monarch.

• 10.6 The Regency Council of Lurin is granted the power to pass treaties with other nations in emergencies with a 2/3rds vote of the Council.

• 10.7 In the event the Regency Council is unable to select a new Trade Monarch  a citizen referendum shall be held during which the Regency Council shall remain in power during the duration.

Article 11 - Titles

• 11.1 The official name of the Council shall be, “The Council of The Free State of Lurin”.

• 11.2 “The Lurin Council” and “The Council of Lurin” may be used as abridged versions.

• 11.3 Ministers and Advisors shall be stylized as “His/Her Excellency” followed by their title.

• 11.4 In internal documents the names of Ministries and Positions may be abbreviated and in external documents the names may be abbreviated with a TFSS to signify it as the Lurin Ministry.

Title III - Governmental Agencies

Article 1 - Definition

• 1.1 A Governmental Agency is a body put in place by the Trade Monarch or by The Council of Lurin through legislation and may be appointed under a Minister or may be left independent, answering only to the Trade Monarch.

• 1.2 Each Agency shall be granted special privileges and service to the governmental workers of each Agency and have clear responsibilities which must be upheld for continued service which may be further outlined in internal rulesets for the Agency.

Article 2 - Creation

• 2.1 Governmental Agencies may be made by the Trade Monarch or through legislation of The Council of Lurin.

• 2.2 Each Agency requires a specific purpose and list of rules and duties for operation in Lurin.

• 2.3 The Council of Lurin may make no agency regarding foreign matters without the permission of the Trade Monarch.

• 2.4 Additions to these rules may be made in the future through further legislation.

• 2.5 Each agency created will be managed by an Advisor if they are not already under the purview of another advisor or minister.

Article 3 - Library of Lurin

• 3.1 The Library of Lurin, referred to as the Frederick Lubrary (named after Frederick I of Sedan) shall exist for the Conservation and Proliferation of Lurin Knowledge and the upkeep of relics of historical significance.

• 3.2 The Library of Lurin shall exist under the Minister of Interior and run by the Head Librarian who will manage the contents and run the Library.

• 3.3 Librarians shall maintain access to the Library of Lurin and shall be responsible for the copying, collecting, writing, and all other duties needed to achieve the goal of the Library.

Article 4 - Office of Stewardry

• 4.1 The Office of Stewardry will exist to manage the housing, residency, and stalls within Lurin.

• 4.2 Stewards shall be granted the power to move people into the city, grant and revoke citizenship status, and monitor houses to ensure no damage has been done to the property.

• 4.3 Stewards maintain several rights in their operation:

1. The Right not to grant a house in the city.

2. The right to evict you from your home with 3 days notice for any reason.

3. The right to request access to a home to inspect the property for any reason.

4. The right to request citizens return to their homes for their own safety.

• 4.4 Stewards have the power to fine individuals as it relates to breaches of legislation regarding housing in the City.

Article 5 - Medical Corp of Lurin

• 5.1 The Medical Corp of Lurin is a body responsible for upholding the quality of medical practice in Lurin and providing medical care when necessary.

• 5.2 The Medical Corp of Lurin shall remain under the Ministry of Public Health and Safety.

• 5.3 Medical Personnel in the Medical Corp maintain several rights in operation in Lurin:

1. The Right to Remove any individual, barring a superior in the Medical Corp or the Trade Monarch, from a medical facility.

2. The Right to provide immediate aid to any individual barring no gross negligence if there is no time to bring them to a medical facility.

3. The Right to request access to a third-party medical facility for inspection.

4. The Right to administer drugs publicly and privately barring gross negligence.

5. The Right to request access to any property if immediate medical aid is needed.

Article 6 - Office of Inspection

• 6.1 The Office of Inspector shall exist for the to oversee the distribution of legal documents and to uphold the standards put in place.

• 6.2 The Office of Inspectors shall remain under the Minister of Seals and Stationaries.

• 6.3 Inspectors maintain the right to enter into any area barring Government Buildings in Lurin.

• 6.4 The Inspectors have the power to process Censuses of the population, advise Ministers on proper etiquette, and to fill out guides on Lurin.

Article 7 - Military

• 7.1 The Minister of War And Public Safety oversees the creation of a guardforce and military, as such be defined to their needs and structure matching the times.

• 7.2 The Guardforce and Military, during times of declared war, are considered one and the same, and guardforce positions must have listed military rank equivalents.

• 7.3 This military answers first to the Trade Monarch, and as such only wages war when the Trade Monarch and Council have entered the State into war.

• 7.4 The guardforce and military created by the Minister of War And Public Safety is fully subject to Title X of this document, and as such, military actions may only be undertaken with express permission of the Trade Monarch, during war, on Lurin Holdings, or in Greater Lurin. Violation of this will all offending persons subject to Title X.

Article 8 - Department Of Artificery

• 7.1 The Department Of Artificery oversees the assistance of the Minister of Constructs, and exists to its discretion and direction.

• 7.2 The Department Of Artificery oversees all matters of magical creation in the city, managing and supporting it.

• 7.3 The Department Of Artificery is honor bound to explore and create, expanding the bounds of what magic can be and what it can do for Lurin and the realm.

Article 9 - Titles

• 9.1 Officially these bodies shall be referred to as “Governmental Agencies” and the members collectively “Government Agents”, names such as “Government Employee” and “Bureaucrats” should be avoided but are acceptable.

• 9.2 Members of Government Agencies may stylize themselves as “The Honorable” followed by their position.

• 9.3 Members of Knightly Orders may stylize themselves as “Sir” or “Dame”.

• 9.4 In official internal documents names of Governmental agencies may be abbreviated to FL (Frederick Lubrary), OS (Office of Stewardry), OI (Office of Inspectors), MCS (Medical Corp of Lurin), DoA (Department Of Artificery).

Title IV - Residency

        
Article 1 - Rank of Residency

• 1.1 Any individual who lives in the territory of Lurin will be a Resident of the Nation.

• 1.2 Different ranks of residency shall be assigned according to different qualifications which should be met and each having different rights and responsibilities assigned.

• 1.3 Processing of the Ranks of Residency shall be overseen by the Office of Stewardry and the Minister of Interior.

Article 2 - Subjects

• 2.1 Any individual who lives within the Federation with no other qualifying features shall be granted the rank of Subject and shall have a basic set of rights and privileges from the State.

• 2.2 Subjects reserve the following rights for life in Lurin:

1. Subjects reserve the right to proper and clean healthcare.

2. Subjects reserve the right to live a lawful life without inhibition of Lurin Law Enforcement.

3. Subjects reserve the right to keep and use all drugs in designated areas and within their own home.

4. Subjects reserve the right to be united in matrimony by a member of the government.

Article 3 - Citizens

• 3.1 Citizenship shall be granted to Subjects who have lived in Lurin for two uninterrupted years, have been lawful, have maintained a dignity proper of a citizen, and are not wanted in any foreign bodies for crimes which apply to Lurin and the foreign body.

• 3.2 Service to a Governmental Agency guarantees Citizenship.

• 3.3 In addition to the rights of subjects the Citizens are also granted the following additional rights:

1. Citizens reserve the right to an audit for crimes of Class B or Higher.

2. Citizens reserve the right to lawful privacy.

3. Citizens reserve the right to legal free trade & enterprise.

4. Citizens reserve the right to voice their complaints to the Trade Monarch and The Council of Lurin.

5. Citizens reserve the right to keep Indentured Servants as long as proper paperwork is provided to the Ministry of Seals and Stationaries. Paperwork required in the form of a contract listing out the details of the servitude signed by both parties and signed by either the Minister of Seals and Stationeries or the Trade Monarch (Any changes made in regards to the indentured servants servitude or who they are indentured must be approved by the Trade Monarch.).

6. Citizens who are 18 and over reserve the right to vote in Citizen Referendums.

7. Citizens of Lurin have the right to request Lurin aid in foreign legal matters.

8. Citizens reserve the right to carry reasonable arms and armor within the State.

• 3.4 Citizens may not be extradited from the territories of Lurin except with permission from a Knight or higher.

• 3.5 Citizens shall be required to sit on the Audit council if called into service unless dismissed by the Auditor.

Article 4 - Patrons

• 4.1 Patrons of Lurin are the highest form of residency in Lurin having given a portion of their wealth weekly for the betterment of Lurin and with it various rights and duties have been granted in return for their generous donation.

• 4.2 A donation of 50 minas a week shall be required for entry into the rank of Patron in the city along with further requirements of never having committed a crime in the past year, never having committed a Class B crime in four years, and never having committed a Class A crime, as well as all debts for previous crimes being paid, dignity must be upheld, and there must be no reason to believe that you might cause harm to Lurin and must not have been removed from Patron previously.

• 4.3 Patrons of the State reserve a number of rights in addition to the rights of Subjects and Citizens which and they follow:

1. Patrons reserve the right to request an Audit of any crime they have been charged with.

2. Patrons reserve the right an additional 5 days to the normal eviction time.

3. Patrons reserve the right to vote in Patron Referendums when called upon.

4. Patrons reserve the right to request meetings with the Trade Monarch or a representative.

5. Patrons reserve the right to carry all manners of arms and armor with them.

6. Patrons reserve the right to access the State animal farm.

• 4.4 Patrons shall be granted access to the Gatehouse inorder to operate the gate this access may be revoked by a Grand Knight at their discretion.

• 4.5 The Rank of Residency of Patron is a privilege and not a right and may be revoked at any time if the privilege is abused.

Article 5 - Constructs

• 5.1 Constructs that are made without the use of dark arts, such as necromancy and mysticism, are considered functionally the same as any other descendant in matters of rights, freedom, and autonomy.

• 5.2 Constructs bound to a master are considered indentured servants under the eye of the law, but their masters are not required to obtain a license for them.

• 5.3 Constructs bound to a master may be legally freed at will of the master.

• 5.4 Freedom is recognized upon registry with the Minister Of Constructs.

• 5.5 Constructs without a master, or constructs that are free, are considered legally independent of their master or creator.

• 5.6 Constructs with a master who have gone a significant amount of time without contact from their master, may request freedom with the Minister Of Constructs, who may then grant it in their master’s stead.

• 5.7 Any construct in Greater Lurin is subject to management by the Minister of Constructs.

• 5.8 Free constructs sheltered in Greater Lurin and registered with the Minister Of Constructs are considered residents for the sake of rights they hold, with an ability to request an audit of accused crimes.

• 5.9 Once registered, Free Constructs retain access to their rights even if they find residence in other locations for any amount of time.

• 5.10 Free Constructs are subject to the same laws defined in the codex as any other descendant, with the death penalty and blood price replaced with reprogramming or deconstruction.

Article 6 - Inalienability, Revocation, and Grandfathering

• 6.1 All rights, unless otherwise stated, are inalienable and cannot be removed as long as one stays at the Rank of Residency.

• 6.2 The Lurin Government reserves the right to revoke and refuse Resident status to any individual for gross abuse, repeated mal-content behavior, or for threatening the continued peace and neutrality of Lurin.

• 6.3 Rank of Residency shall be revoked upon loss of residence, however one may request an accelerated process to return to previous rank from the Minister of Interior.

• 6.4 All Citizens of Lurin at the time of the signing of this document shall be granted the rank of Citizen immediately.

Title V - Auditing

Article 1 - Reasons for Auditing

• 1.1 An Audit may be called upon by Citizens or Patrons upon relevant crimes of which they have been charged for and they wish to clear their name, in disputes between Citizens and/or Patrons, or in various situations in which damages from the Government of Lurin may have occurred.

Article 2 - Auditing Process

• 2.1 An Audit may be started by a Citizen or Patron contacting by Contacting a Minister or The Trade Monarch about one’s request for an Audit.

• 2.2 In regard to damages from the government, the defendant may request a jury of five citizens led by an Auditor who is independent of the office being charged, or they may request three Auditors to oversee the case.

• 2.3 In regards to disputes the defendant is the one allowed to choose the method for Auditing.

• 2.4 Either the Jury or Council of Auditors shall oversee the presentation of arguments and evidence, and they shall make a decision at the end of the case.

• 2.5 Citizens and Patrons are allowed to request an appeal to the Trade Monarch if they believe the previous Audit to have been insufficient.

• 2.6 In the event that the Trade Monarch is the one being Audited The Council of Lurin as a whole will oversee the Audit and come to a conclusion.

Article 3 - Selection of Auditors

• 3.1 Auditors are formed from Knights, Ministers, and Advisors independent of the Audit, and they may not be in the same Ministry or Knightly Order as the one who charged the crime, or committed possible damages.

• 3.2 Auditors shall try to be independent of family ties, but the Lurin government understands this is not always possible.

Title VI - Definition of the State

Article 1 - Official Names

• 1.1 In Official documents regarding current Lurin shall use the name “The Serene State of Lurin” this may be shortened to “State of Lurin” with the term “State” being used if there is no need to differentiate about what state is being referred to.

• 1.2 The name, if needed, shall be abbreviated TSSL.

• 1.3 Lurin shall also recognize previous names and all derivatives of for the purpose of showing continual government and recognizing previous legislation and treaties. These names include “The Trade Federation of Sutica,” “The State of Sutica,” “The Merchant City of Sutica,” and “Isles of Sutica.”

Article 2 - The City

• 2.1 The term “City of Lurin” shall refer to all territories surrounded by the walls of Lurin.

• 2.2 The City of Lurin exists as the capital of Lurin and is directly managed by the Minister of Interior and the Trade Monarch.

Article 3 - Greater Lurin

• 3.1 The term “Greater Lurin” shall be referred to all territories in which the laws of Lurin apply.

• 3.2 Greater Lurin includes all Governorates, Protectorates, and Vassals of the Free State of Lurin as well as territory held directly by the Government of Lurin.

Article 4 - Ethics

• 4.1 Lurin strives to be neutral and accepting of all people regardless of race, origin, religion, and should remain a bastion of peace and acceptance in which all may find shelter so far as they do not wish to bring harm to the refuge as a whole.

Article 5 - National Symbols

• 5.1 The national animal is the Lubba.

• 5.2 The national colors consist of Blue, Gold, White, and Silver.

• 5.3 The Coat of Arms of Lurin shall consist of a Square Shaped shield supported by two Lubbas on either side with light blue scales and gold fins running down the spine, a singular wave compartment which begins high at the shield goes down and rises back at the Lubbas, An anchor shall serve as a divider running straight down and outlining the edge of the shield, a 2x2 checkered pattern with blue and white shall be used on the shield using a gold Horenic Cross on a blue background in the upper left and lower right part of the shield and in the upper right and lower left a gold scale and white background shall be used, and a gold nautical crown shall be placed on top of the shield and anchor.

• 5.4 The Flag of Lurin shall consist of a 8:10 proportional flag consisting of two crosses and an outside color. The cross shall divide the flag into equal portions. The interior cross shall be 2 length in thickness on both lines going through the middle of the flag and shall be white in color. The exterior cross shall be parallel with the interior cross without crossing over and shall be 1 length thick on either side of the interior cross. The exterior of the crosses shall be colored Blue. The Coat of Arms may optionally be placed in the center at a 4:4 ratio.

• 5.5 The motto shall be Lurin Eternal.

Article 6 - Additional Titles Of Importance

• 6.1 Subsection 1: Lubba

• 6.1.1 Lubba is an honorific devoted to those who have led Sutica and Lurin.

• 6.1.2 Leaders of Lurin are denoted with a Metal and Lubba, ie: Golden Lubba, Silver Lubba, etc.

• 6.1.3 Leaders of Sutica, including those who hold the Sutican Royal Title without ruling a defined existent nationality, are denoted with a mineral. Ie: Prismarine Lubba, Marble Lubba.

• 6.1.4 Leaders of Former Sutican Colonies, such as Salvan Syndicate, are denoted with a celestial concept and Lubba. Ie: Astral Lubba, Luna Lubba, etc.

• 6.1.5 Any holder of a Lubba title is considered a Patron for the duration of their life.

• 6.2 Subsection 2: Silver Band

• 6.2.1 The Silver Band refers to a private group predating the founding of Lurin, after the dissolution of the proper Sutican state.

• 6.2.2 Those who Mika Anarion, or the reigning monarch chooses, may be granted titalage matching their participation or enrollment in The Silver Band.

• 6.2.3 The Silver Band are a group who are recognised for their loyalty, tight ties of brotherhood, and willingness to support the state, no matter what position that state may be in. Settlement, Government, or Mercenary Group.

• 6.2.4 Any member of the Silver Band is considered a Patron for the duration of their life.

• 6.3 Subsection 3: Knight Of The Scale

• 6.3.1 A Knight of the Scale is a person who is to be recognized for great service to the land or Lurin.

• 6.3.2 This knighthood holds no ties or oaths to Lurin, it is a celebration of service.

• 6.3.3 A Knight Of The Scale will be presented with a medal fashioned from the shed scale of a Lubba.

• 6.3.4 This honor may be given by the Trade Monarch or any sitting council manor.

Title VII - Land Use

Article 1 - Rules

• 1.1 All construction must be approved directly by the Trade Monarch and if applicable, a developer who has been granted permission over an area.

• 1.2 Construction must be done with all deliberate speed, or else one may lose the right to construct on the land.

• 1.3 The Trade Monarch reserves the right to levy a cost for construction rights.

• 1.4 Lurin Land may not be used to harbor terrorist groups which intend to bring harm to other nations.

• 1.5 Lurin Land may not be used in any way which would breach Lurin Neutrality.

• 1.6 Lurin Land may not be used in any way which would breach the Lurin Codex.

• 1.7 Non-Permanent Features such as Boats and Carts must comply with similar rules.

• 1.8 All users of land will comply with searches requested by Government Officials who are authorized to do so.

• 1.9 All constructions which sit on Federation land will be considered a part of the State directly and hold no special privileges or recognition as an entity, but this is exempt if the construction is classified as a Governorate.

• 1.10 Failure to comply with these rules shall begin the eviction process.

Title VIII - Governorates

Article 1 - Creation

• 1.1 Creation of a Governorate must be approved by the Trade Monarch.

• 1.2 Governorate must have a compelling reason for autonomy, significant permanent population, an established presence, and several other reasons which are held at the discretion of the Trade Monarch.

Article 2 - Rules for Operations

• 2.1 The Governorate shall have the right to select a Governor over their lands who may sit on The Council of Lurin as a full fledged Advisor, and it is the responsibility of the leader to notify the Trade Monarch in any changes to leadership.

• 2.2 Governorates will hold the right to create internal governments, local security forces (Rules applied as defined in the Lurin Codex), and internal laws as they do not conflict with Greater Lurin.

• 2.3 Governorates will refrain from foreign affairs with all agreements requiring permission through the Federation of Lurin.

• 2.4 Governorates will enforce the law of Greater Lurin within their lands.

• 2.5 Vassals are expected to levy taxes or manpower in times of dire need, at the discretion of the Trade Monarch.

• 2.6 Failure to comply with these rules can lead to revocation of Governorate status and even eviction depending on the severity.

Title IX - Taxes

Article 1 - Levying

• 1.1 Taxes may be levied by The Trade Monarch or The Council of Lurin when deemed appropriate.

• 1.2 Taxes may be levied without restriction by the Advisor of Finances to diversify income.

• 1.3 General Resident Taxes of that type which require repeated payment of taxes over a period of time shall be levied in specific emergency circumstances or for specific projects which require immediate funds and shall not last for more than four years and may only be renewed with a Citizen Referendum for another four years.

• 1.4 General Resident Taxes may be run indefinitely if there exists an outside need to generate funds such as monk taxes, realm taxes, or other such regular withdrawals outside the control of the state.

• 1.5 Materials may be used in place of minas with permission of the Trade Monarch or relevant officials.

Article 2 - Punishment

• 2.1 Taxes must be paid as specified or else seizure of goods and property may occur.

• 2.2 Tax Fraud shall be punished according to relevant legislation.

Title X - Neutrality

Article 1 - Lurin Neutrality

• 1.1 The Free State of Lurin, its government, and all Governorates shall uphold an active neutrality in foreign affairs in which the State does not choose a side in current wars nor shall choose a side in future wars except in the direct defense of the State, and it's pacted allies.

• 1.2 The Knights may be deployed on diplomatic and peacekeeping  missions with the permission of the Trade Monarch or levied against large super-natural threats which the Trade Monarch decides is a threat to all descendants.

• 1.3 The State shall bar itself from trade with belligerents who are at War with each other.

• 1.4 The State shall not allow the quartering or movement of belligerent troops within its borders during times of War.

• 1.5 An exception to the quartering and movement exists in the case of wounded who may be freely brought into the State for medical aid indiscriminately.

Article 2 - Role of Citizens and Officials

• 2.1 Citizens and Patrons that bring aid to any country in their hostilities shall render one’s self liable to legal restrictions which shall include up to but not necessarily the stripping of one’s Citizenship and Patron status and disavowment from this community.

• 2.2 Furthermore, the Free State of Lurin shall offer no protection to any citizen aiding in hostilities if they are to be captured.

• 2.3 Any official of Lurin found aiding in the war shall be immediately stripped of their position along with all previously stated punishments.

• 2.4 Any official of Lurin found breaking Lurin’s Laws while in a foreign land or State shall be immediately stripped of their position along with all previously stated punishments.

• 2.5 Violation of keeping Lurin a safe refuge through destruction of its ethics in the means of physical and emotional harm shall see them undeserving of residence in Lurin.

Title XI - Writ of Governance

Article 1 - Editing

• 1.1 The Writ of Governance and its entire contents may only be edited with the permission of both the Trade Monarch and 2/3rds of The Council of Lurin on which the changes must be confirmed with the Signature of the Trade Monarch and 2/3rds vote of the Council. Minor edits of names and titles are allowable without.

Article 2 - Supremacy

• 2.1 Within the Free State of Lurin the Writ of Governance shall be the supreme law of the land and shall surpass all treaties, legislation, declaration, and proclamations of any Minister or the Trade Monarch themselves, and all Government Officials shall commit themselves to the upholding of the Writ for as long as it remains.

Article 3 - Immutability

• 3.1 As long as Lurin stands, this document may never be retired. This document shall be the guiding structure in perpetuity, so long as the state continues to exist.

• 3.2 If this document is destroyed, retired, removed, ignored, or assumed to no longer be in effect, The Lurin State will cease to be, dissolving its interests.

• 3.3 No leader of Lurin may invalidate this article, this title, or the writ itself.

• 3.4 No government or government agent may invalidate this article, this title, or the writ itself.

• 3.5 If this writ is removed or retired, the title and name of Lurin ceases to be and none may lay claim upon it.

• 3.6 Lurin derives its authority from this writ.

Article 4 - Inheritance

• 4.1 Any successor state that claims the Lubba as a state animal may draw from this document function and form.

• 4.2 Any successor state or group may assume this document to be in effect for them if they lack a corresponding document of their own without needing to establish beforehand their usage of it.

• 4.3 Any successor state that wishes for guidance in the drafting of a new document may call upon Lily Helenson-Anarion & Utaria Helenson-Anarion, who are honor bound to assist in the creation of the document.

• 4.4 If the state ceases to be and no successor group is established Utaria Helenson-Anarion or direct kin gains ownership of the name Lurin and its titles.

Thus forward, with the review of this document by The Advisory Council of Lurin which was placed forward by Her Highness Prismarine Lubba Lilith Helenson-Anarion and advised by Her Highness Royal Consort Utaria Helenson-Anarion it is to be signed thus guiding the future government of the People of Lurin in hopes that it shall last for eternity as it is said in the motto of the government Lurin Eternal it is henceforth with the following signatures as witnesses and attestments to establishment of this Writ.

Reports from our Silver Centurions have been flooded with false inquisitors and priests who do not understand the process. This document should bring light to the bare minimum requirements.

ON THE INQUISITION

It has been a success so far, having dealt with a few minor vampyric folks and Xionists who have tried to hide themselves in our borders, however, we have found that there are some who wish to join this inquisition without proper permissions resulting in vigilantism.

To join the inquisition is very simple, all members of The Silver Centurions, Office of Stewards and Taxes, members of the Eshtaelite Church and The Brotherhood have the natural rights from the state to enact the inquisition. Joining this inquisition as a foreign entity is allowed once granted permission from the following:

A Centurion Officer
Cardinal Arnaud
The High Pontiff

Once granted permission from these entities, you will be needed to bear a letter signed by them, confirming your task in the inquisition.

Those unable to actively participate in testing are free to point out and expose darkspawn, Xionists and vampyric folk to a permitted Inquisitor.

ON OUR LAW OF UNLAWFUL PREACHING
 

It was made with the purpose to reduce preachers of evil within our borders and those who are insensitive to the Lurinite culture and those deemed a nuisance to the general population, shouting senselessly into a square with barely any canonists present instead of willingly educating on a personal level. Recently we have seen an increase in preachers violating this law while in reality it is quite easy to do so lawfully.

To be granted the right to preach for your religion you shall either need to do so within the Eshtaelite church or be granted permission from The Silver Lubba. The latter giving permission to preach wherever one desires as long as discrimination against the Lurinite folk and culture is not present.

I personally hereby grant Cardinal Arnaud and Bishop Odo the permission to preach for their mission within reason.

Our most serene balance has been tipped without hesitation of the enemy. Regardless of our more peaceful efforts to cleanse our city of darkspawn, xionists and the vampiric to ward them from the city by laying down aurum lines at every bridge and gate. With our most serene city and requiring testing for both darkspawn and vampirism to acquire a property while being hunted by our constructs for their corruption, it is beyond our council why our very own citizens and vassals invite these pests to reside in our state.

Change needs to happen.

DETECTION OF THE VILE

Every person within our state is subject to a standardized spook test such as those we perform to acquire properties, performed with an aurum dagger and a pouch of salt, this shall cover the majority of darkspawn, However, I will make one addition to this test: exposure to the heat of a torch becomes necessity to detect an entirely new threat, which was made apparent from my visits to The Commonwealth of the Petra.

Reactions will be as follows:

Aurum shall make darkspawn uneasy and take increased pain from it.
Salt upon freshly spilt vampire blood shall boil it.
The heat of a torch shall melt the skin of the people made of ice.

Xionists, however, are harder to detect as they are folk without a religion and harbor an extreme hate towards Aenguls and the creator. We shall operate based on word of mouth and put all accused to trial and search their property for further evidence that makes us believe beyond a reasonable doubt that they are with this group.

Due to the severity of the situation, all who are proven to belong to these groups shall be put down by the blade after receiving their last rites.

ON THOSE WHO AID THE VILE

Every person affiliated to these groups and those who harbor them shall receive a lesser punishment unless warranted otherwise. Their dominant arm shall be taken and capped off with steel embedded into the bone. The removal of these caps shall be considered criminal and remove the thumbs of the one doing so.

All who are found to aid or harbor the vile shall be publicly shamed and exposed for their actions.

To encourage those who house the vile to repent for their sins, any person who comes forth and tells us of the one they harbor and what they are shall be spared from punishment.

As I grow older and my body becomes covered with scars and memories, it is found necessary to think about succession within my most serene realm to avoid conflict within succession of vassals, nobility and eventually myself.

Lurinite Succession For Vassals

Our most serene vassals stand central for the growth of our realm to develop lands which our state does not have an interest in or having been granted a plot of land for their efforts towards our most serene state.

I. Vassals by default have their ruling family to choose from for an heir, this may be appointed by the current ruler at any moment during their reign.

II. If a ruler of a vassal leaves their position before an eligible heir is chosen, a vote by the council may be had to choose from the ruling family to lead them.

III. If found that none are eligible, a new ruler may be appointed from the council through the previous methods.

IV. Vassals may discuss their own succession with The Silver Lubba for other methods and must be documented for validity.
 

Lurinite Succession For Nobility

Nobility is the breath of the realm, giving life to our roads and streets and represented by a single person of that family in our most serene courts. As such, it is necessary for our nobility to continue the cycle and pass the torch if the previous one cannot hold it anymore.

I. Nobility by default have their ruling member appoint a successor to take their mantle of noble during their lifetime.

II. If the leading member of a noble family leaves before a successor is found, the family may collectively appoint a new leading member.

III. If there are no members of this family left within Lurinite lands, the family loses their status of nobility.

IV. Nobility may discuss other methods of succession with The Silver Lubba and must be documented for validity

Lurinite Succession For The Silver Lubba

Even my own succession is to be handled, regardless of my long reign from Lubba’s Keep to what Lurin is today. Without a successor we cannot stand eternal as I have preached to all for decades.

I. The Silver Lubba may appoint their successor from the Eshtaelites of House Anarion, House Edevane, House Bojo, House Snowell or The Lubba’s Council at will.

II. If The Silver Lubba decides to leave early, The Lubba’s Council may through any method choose an Esthaelite among them, be it combat, contest or democracy, choose a new Silver Lubba.

III. If there are no Eligible successors in the previous methods, an Eshtaelite from the nobility of our realm to take the mantle until a new Silver Lubba rises.

IV. If a non-Esthaelite is willed as The Silver Lubba, they are either to convert to the cause or rejected.

V. If a Silver Lubba is chosen illegitimately, that Silver Lubba is to be put down or The Realm of Lurin Dissolves if that pretender keeps a hold of our most serene lands.
