The Imperial Election Commission (IEC), has been tasked with oversight over the new electoral reforms. The “IEC” shall ensure that all elections are carried out and follow the new system. It shall protect voters' integrity and provide the necessary management of the electoral process.

EDICT OF REFORM, 1854

An edict to reform the Imperial Diet, repealing and replacing the Edict of Furnestock (1837) with a new structure to award proper representation to the Estates Imperial, as well as the re-establishment of the powers afforded to this body. 

The Imperial Diet shall henceforth be united into a single legislative body, called only the Imperial Diet. They serve at the pleasure of the Imperial Crown, and may be summoned or dissolved at will. The Imperial Diet shall function as a deliberative body of representatives and legislators of all recognized Estates Imperial, designed to advise and inform government policy and Crown initiatives.

SECTION I. DIET COMPOSITION

The composition of the Imperial Diet shall be as follows;

• Two Permanent Imperial Crown Representatives

  • His Imperial Excellency, the Archchancellor of the Holy Oren Empire

  • His Excellency, the Vice Chancellor of the Holy Oren Empire

• Three Senators appointed by the Imperial Crown  

  • Three Right Honorable Imperial Senators shall be appointed to serve in the Imperial Diet at the pleasure of the Crown as representatives to the throne

• Three Imperial Senators representing the wishes and concerns of Adriatic Court 

  • Three Right Honorable Imperial Senators of the Adriatic Court of Peers shall be seated in the Imperial Diet as representatives of Imperial Nobility per diet term

• Seven Right Honorable Imperial Senators representing the wishes and concerns of the Common Folk

  • Seven Right Honorable Imperial Senators of common birth, gentry, or are non-title holding members of nobility shall be selected and raised to the Imperial diet by the masses

SECTION II. ACCESSION TO POSITION 

The processes in which a member shall be seated in the Imperial Diet shall be as follows;

• The Archchancellor and Vice Chancellor, as the designated officers of the Emperor of the Holy Oren Empire. Both shall hold their positions and responsibilities in the Diet in perpetuity and shall be summoned to serve with each Diet term 

• The Adriatic Court shall select Grandees to the Diet through machinations of their own design in accordance with Imperial Law and the Edict of Reform(1854)

• No peer of the Adriatic Court may serve consecutive terms as a Grandee, but may serve alternating terms

• All seven Senators shall be selected to serve at-large, or through created crown electoral constituencies, with the allocation of Senatorial seats per constituency being dependent on said designations population

• Crown Appointed Senators to the Imperial Diet, serving at the pleasure of the Crown, may come from all classes, creed, and background

SECTION III. FUNCTIONS, STANDARDS, POWERS 

Powers, standards, & responsibilities of the Diet and its seated members, as granted to this body by Imperial Edicts, shall be as follows;

• His Imperial Excellency, the Archchancellor, shall serve as the leader of the Diet and shall introduce Crown directives and legislation for discussion and debate

• His Imperial Excellency, Vice Chancellor of the Holy Oren Empire, shall serve as the designated presiding officer of the Imperial Diet, directing discussion, upholding standards, and keeping record of all matters related to the Diet session

• There shall be fourteen voting members of the Imperial Diet, with Vice-Chancellor serving as the fifteenth tie-breaking vote should such a circumstance arise

•  Representatives of the Adriatic Court shall be stylized as the Right Honorable Imperial Grandee

• Representatives of the Common Folk and Imperial Crown Appointment shall be stylized as the Right Honorable Imperial Senator

• Each consistently voting member of the Imperial Diet shall be entrusted with the right to introduce a legislation, debate, and vote on matters within the purview of the chamber

•  The Imperial Diet shall be entrusted with the power of the purse and is responsible for the appropriation and dispensement of Imperial Treasury funds towards Diet and Crown directives

•  The Imperial Diet shall be entrusted with the power to amend the Oren Revised Code pertaining to all laws criminal, civil and spiritual

• Imperial Military Commissions shall be made forfeit upon summons to the Imperial Diet

•  The Imperial Diet shall be entrusted to create, alter, or dissolve Imperial electoral constituencies representative of the Imperial population for census and electoral purposes within the purview of the Edict of Reform(1854) and the Oren Revised Code

• Upon the creation of each constituency, the right to select a Senator shall be granted and the number of Senators at large shall decrease by the number of seats reallocated

• The Imperial Diet shall hear and petitions from the public that pertain to the responsibilities of the chamber

• Beyond the responsibilities as described within the Oren Revised Code and the Edict of Reform(1854), the Imperial Diet is entrusted to serve as advisors to the Crown in regards to matters military, diplomacy, and other matters in which itself cannot legislate 

Upon summons to the Imperial Diet, a member's positions held prior to summons are automatically considered forfeit or inactive. Should a member fail to announce resignation or abdication from all aforementioned positions, he is forbidden from taking his seat and it will be considered vacant. A member may be an untitled member of a noble family, but if he ascends to a peerage, his position is automatically resigned and considered vacant.

SECTION IV. ELECTIONS, APPOINTMENT & CONSTITUENCIES

In order to ensure proper representation of the Estates Imperial & the citizenry, a member of the Diet shall be seated through the following processes;

• Imperial Electoral Constituencies as created either by the Edict of Reform(1854) or by order of the Imperial Diet, shall be based around a corresponding municipality that has proven it matches the administrative and population requirements to achieve such designation

•  Imperial Electoral Constituencies are granted the ability to raise Senators to the Imperial Diet through their own process in accordance with the Oren Revised Code and the power of the Edict of Reform(1854)

• The Edict of Reform(1854) orders the creation of the The Imperial Electoral Constituency of Providence, with the right to select and seat three Senators in the Imperial Diet

• The Edict of Reform(1854) orders the creation of the The Imperial Electoral Constituency of Ebonwood, with the right to select and seat one Senator in the Imperial Diet

Inaugural Address of the Crestfall Ministry to the 28th Imperial Diet

Honorable Imperial Grandees, Representatives, and the Orenian people,

Thank you for this especial honor and the responsibility with which you have charged me. I give you my solemn oath that I shall execute its duties faithfully.

This address is meant to elucidate on what has inspired me to accept this mantle--in particular, two of our founding documents written by late emperors--and to set a vision for our government. I began my career as a historian, so for those of you who are already familiar with these events of which I speak, I hope that I may cast new light on them.

The Empire’s story is long, but its present chapter began in 1714, when Joseph I published the Nenzing Proclamation. This document decried the alleged tyranny of the Pertinaxi dynasty and proclaimed its author the true Holy Orenian Emperor. In doing so, he sought to instigate a revolution, and to violently overthrow Emperor Godfrey II.

In the latter sense, he failed. Godfrey II remained Emperor of Mankind, and his heirs still rule the Empire to this day. My grandmother, Anne I, was one of them. My uncle was one of them. My imperial father is descended of that House of Pertinax, and I am as well.

Yet in 1814, exactly 100 years later, the second Emperor Joseph (my namesake) published the Dictates, his last will and testament. Its attitude stands in opposition to the Pertinaxi, both their reign and the principles that informed them. The Dictates aspire to a future which is defined, in its essence, by the precepts of the Nenzing Proclamation.

As Joseph I said “There is a sacred obligation, an enlightened trust and faith, between the Emperor and his subjects.”

As Joseph II said “What is the boast of Emperors, but great folly. . . An Emperor is the sum of the men which he surrounds himself with.”

But why did Joseph II take the regnal name of a failed rebel? Why did he marry Anne I, a descendant of the same dynasty whom his predecessor sought to overthrow? Moreover, why did these two reign together as equals and confidantes, as beloved husband and wife?

Because, despite Joseph I’s failure to overthrow the Pertinaxi, he did not fail to instigate a revolution. His revolution triumphed in the hearts of our people and our rulers. Although many Josephites perished in the Siege of Helena, the most significant battle of the War of Two Emperors was already won in the same document by which it was declared. It was won when Joseph I wrote these words: 

“A social contract exists ... between the governed and the government which requires the compromise of personal interests ... in exchange for the betterment of the state of mankind.”

In the ensuing decades our Empire was restored to its proper name and its proper form. The Pertinaxi heritage was maintained but its excesses were rejected; indeed, just as Joseph I demanded, even the foolish pretense that any man now living may claim the surname ‘Horen’ was abandoned. Decades after Joseph I died, Joseph II said “The Orenian is simple in construction. He does not need the blood of dragons to perform his duty.”

When we struggle or stagnate, two wicked old dragons may rear their head: Pretense and Obstinacy. We may feel, like Godfrey II did, that we have already won all that may be won. We may feel that reform is too risky, that the promise of change is too little, or that we must conserve what we have, rather than strike out on the path to Divine Providence.

If this occurs, we remind ourselves of the essential success of Joseph I’s revolution and of the lesson of Joseph II’s Dictates:

A government cannot legislate what is in men’s hearts. A Canonist prince, even the Holy Orenian Emperor, may possess a great and dignified authority given to him by God, but he cannot command a soul to love or a mind to work. It is the business of his government not to withhold with a fearsome sword, but to give with a loving hand. 

As leaders, we execute his duty faithfully. It will be our business to lift up and facilitate the better natures of those within our care. Like Anne and Joseph, we will unite the disunited and welcome back the exiled. We will keep our sacred heritage and continue to add to it.

Together, our agenda is to offer our countrymen the chance to demonstrate their quality, and to make their own way on the path to Providence.

As directed by His Imperial Excellency the Archchancellor within the Diet sitting of Godfrey’s Triumph 1840, the Imperial diet has henceforth proceeded with the formation of the Anti-Azdrazi Activities Committee the purpose of which will be to advise the office of the Archchancellor, the council of state and His Imperial Majesty Philip II upon the Azdrazi threat and at the behest of His Imperial Excellency the Archchancellor, draft and provide a guiding plan of action to deal with the looming Azdrazi threat that has begun to spread across the continent. 

It will be the goal of this committee to analyse any and all information the Holy Orenian Empire possesses upon the nature of the Azdrazi foe and develop steps to ensure the integrity of the Imperial Government from Azdrazi infiltration as well as the Imperial State army and in eventuality the entire citizenry of the Empire. 

It is the request of the committee that any that hold any pertinent information they wish to share upon the Azdrazi threat, to report such to either the committee directly, or the office of the Archchancellor, those who report such will have their involvement kept known only to the Imperial Government. Information may also be delivered via letter.

An edict reforming the the nature of the Imperial Diet's composition, and unifying the bicameral bodies into a single body.

To Our Beloved Subjects,

It should be the eternal prerogative of the Imperial Crown to reform, revise, and experiment upon the organs of our government and our compiled constitutional law. That the facets of government become inefficient with time is natural phenomena, and we must employ countermeasures to disallow the stagnation of good government.

SECTION I. EDICTS REPEALED

The following Edicts shall be repealed in their entirety.

SECTION II. COMPOSITION

The Imperial Diet shall henceforth be united into a single legislative body, called only the Imperial Diet. They serve at the pleasure of the Imperial Crown, and may be summoned or dissolved at will. 

The composition of the Imperial Diet shall be as follows;

• Seven Imperial Grandees
  •  Six peers of the Empire.
  • One Lord Spiritual.

• Seven representatives other than the Imperial Grandees
  • One ordained clergymen, resident to the Empire, elected by their peers.
  • One representative from Dobrov.
  • One representative from Redenford.
  • One representative from Providence.
  • Three elected by national election.

SECTION III. IMPERIAL GRANDEES

Imperial Grandees are appointed by the Imperial Crown. They shall serve as a conclave of Lords whose duties are to advise the Imperial Crown on the granting of peerages, inheritance dispute, and otherwise issues pertaining to the noble houses of the Empire. 

SECTION IV. REPRESENTATIVES

No person may be an elected representative if;

• They concurrently are an Imperial Grandee.
• They are eligible to sit as an Imperial Grandee, such in the case of a peer bearing a title such as baron, count, duke, etcetera, or a lord spiritual such as a bishop or archbishop.
• They hold an active commission in any military organization.

Upon the swearing-in of a member, these positions priorly held are automatically considered to be resigned. If the newly-elected member in question fails to announce resignation or abdication from all aforementioned positions, he is forbidden from taking his seat and it will be considered vacant. A member may be an untitled member of a noble family, but if he ascends to a peerage, his position is automatically resigned and considered vacant.

The representative of the clergy shall be elected by the ordained clerics of the Archdiocese of Providentia. The representatives from the listed municipalities must be residents of that municipality.

SECTION V. ELECTIONS

National elections shall be determined by the popular vote, with the three candidates who received the most votes across the Empire becoming eligible for seats in the Imperial Diet. The election process shall be determined and administered by the Minister of Civil Affairs at the direction of the Imperial Crown.

The time, place, and manner of elections for the representatives of Providence, Dobrov, and Redenford shall be prescribed by the Magistrate in each of the aforementioned chartered settlements according to the described methods within their charters; but the Crown may at any time, by law, make or alter such regulations. 

SECTION VI: LIMITATIONS

The Imperial Diet’s functions and legislation, as a whole, are prohibited from interaction with the following matters of state, which remain the exclusive purview of the Crown.

• The military and appointment of generals and other commanders. 
• The Crown, the succession, its authority, and the Imperial household.
• Diplomacy and foreign affairs, exempting when permitted by the Crown in special circumstances.

The presiding officer of the Imperial Diet shall be determined in order of the most senior officer to the least senior officer whom is present at any given session. They shall be listed in this order below. 

• The Archchancellor
• The Vice Chancellor
• The Lord Speaker, elected from amongst the Imperial Grandees.
• The Speaker of the House, elected from amongst the representatives.

SECTION VIII: LEGISLATIVE PROCESS

A summary of the legislative procedure for the Imperial Diet shall be as follows: 

• A bill (a draft of a law) or a writ (a special bill compelling an action) is initiated in the chamber concerned with the subject matter, by an Imperial Grandee or a representative.
• The chamber debates the content of the bill, with neither fear nor favor being given to any particular member of the chamber, and all being given a chance to make their case.
• The necessary amendments are made, or not made. 
• The presiding officer calls for a division, or a vote, and the votes are tallied.
• The bill passes.
• The bill proceeds to the Crown, which either grants, withholds or withholds conditionally imperial assent. 
• If imperial assent is withheld, the bill is declared void.
• If imperial assent is withheld conditionally, the process is repeated from the first step until the process is complete.
• If imperial assent is granted, the bill becomes an Act of the Imperial Diet, and hence formal law, to be published in the legislative gazette.

INTRODUCTION

To define the purpose of an Historic Site

I - A Historic Site is a location, or construction that has been deemed Historically or Culturally Significant by the Imperial Heritage Commision. This may be any construct that has been created and has existed in an unaltered form for over fifty years and - or has witnessed historical events, i.e, the Ruins of Sedan.

SECTION II

To define the title and authority of an Imperial Heritage Commissioner

I -  The Imperial Heritage Commissioner has the duty to review submissions of possible Historically Significant Constructs. If accepted, the Imperial Heritage Commissioner will oversee the paperwork of the creation, maintenance, and record-keeping of Historic Sites within Imperial Land.

I.II - The Imperial Heritage Commissioner has the ability to deny, submit for amendment, and approve, any alterations to the designated site.

II - The Imperial Heritage Commissioner will be an office under the control of the Ministry of Civil Affairs.

III - The Imperial Heritage Commissioner will work with local populations and Academic groups to help determine and clarify what is a legitimate historical site. 

IV - Sites under Ecclesiastical Domain within the Empire may be considered with permission from the local diocese.

INTRODUCTION

First established during the Basrid Ministry, the Petrine Laurel was once one of the most prestigious awards that could be bestowed upon a citizen of the Holy Orenian Empire. However, in recent decades, this initiative to recognize and reward the artisans and scholars of our country has since been forgotten. This Act of the Imperial Diet seeks to reestablish this award through the formation of a commission that will be charged with its administration.

SECTION I

The Imperial Petrine Commission

I - An independent body for nominating and voting on the recipient of the Petrine Laurel shall be established under the oversight of the Ministry of Civil Affairs, known as the Petrine Commission.

I.I - The Imperial Petrine Commission (IPC) shall report directly to the Minister of Civil Affairs, though be both independent of and separate from the Ministry itself.

I.II - The Minister of Civil Affairs shall be tasked with appointing three intellectuals and cultural artisans of the utmost repute to serve on the commission.

I.III - These commissioners are to serve on the body until resignation, dismissal, or death.

I.IV - One of the three commissioners appointed by the Minister of Civil Affairs is to be designated as Chairman, and will be given the responsibility of organizing meetings to consider academic works of the utmost repute.

SECTION II

Awarding of the Petrine Laurel

I - The Imperial Petrine Laurel is to be awarded once every 5 years to an individual of outstanding intellectual acumen, whose works have greatly benefited the Orenian public.

I.I - This individual in question may hail from any of the above walks of life, but must have exhibited extraordinarily academic achievement in their respective field.

II - A sum of 250 marks will be allotted from the Imperial Treasury to the Imperial Petrine Commission, to be awarded to the winner of the Petrine Laurel as a financial reward.

III - Additional funds from the Imperial Treasury will be provided in order to fashion a trophy for the recipient of the Petrine Laurel.

III.I - The trophy must incorporate a laurel wreath of some sort into it, although what form this might take is up to the discretion of the Imperial Petrine Commission.

IV - Honorable mentions and runners up to the Petrine Laurel are to be listed and honored in a way that the Imperial Petrine Commission deems fit.

V - The Imperial Petrine Commission shall be empowered to recommend recipients of the Laurel to His Imperial Majesty for induction into the Imperial Association and/or the Imperial Order of Merit.

VI - A public relations initiative shall be undertaken by the Imperial Petrine Commission, which shall create an apparatus for submitting one’s candidacy and works to be considered for the award.

VII - Exceptional candidates who do not submit themselves for consideration may still be nominated by members of the Imperial Petrine Commission.

VIII - A majority vote of two out of the three commissions must be obtained in order to select the winner of the Petrine Laurel.

IX - All other aspects of the awarding of the Petrine Laurel are to be decided by the Imperial Petrine Commission and by the Minister of Civil Affairs.

I thank you for placing your trust in me to serve as your presiding officer for the 26th Imperial Diet. I am honored to preside over this chamber as the first woman to hold the position since its inception.”

Elizabeth is then approached by the Custodian of the Diet. Taking the ledger from him in hand, which has been bound with the finest red leather, she would begin to take roll:

The President then rises from her seat, the red headed woman motioning for her colleagues to follow suit. They do so without hesitation. Instructing them to raise their right hands and repeat after her, Elizabeth leads the House in the recitation of their oaths of office. 

”I swear to be true to the Emperor and the realm and not to maintain silence about any evil that I may know which is being contemplated against them. I swear to work tirelessly to the betterment of the Empire and the Orenian people that comprise it. I swear also not to eat or drink with traitors and not to have anything in common with them, and always to defend the honor of the gentlemen I serve. This I swear by the Holy Scrolls.”

After taking the oath, the members seat themselves once again. Elizabeth would take her own seat, leaving but a moment's silence before beginning to speak to the chamber.

“I shan't bore you with a long winded speech. However, I would like to say that it is both an honor and a privilege to have been elected as the first female President of the House of Commons. This august body has been entrusted to legislate for the betterment of our country, elected by their constituents to represent them in the highest deliberative body in all the land. The democratic process is a beautiful thing, a process which is part and parcel to being an Orenian. Indeed , the Titans of State treasured the institution of the Imperial Diet as the epitome of their work. We now how a responsibility to deliver for our constituents, to avoid complacency and to better our country for all who live within it."

Offering the chamber a soft smile, she would finish with her brief speech. Then, she would tap her gavel down upon the table in front of her.

“I now call upon the Leader of the House, Philippa d'Azor, to set the proceeding business for this session of the Commons.”

I FOREWORD

Let it be known, as released from the Office of the Chairman, within all corners of the Imperial heartlands, be that from the edges of the west in Esbec to the corners of the east in Providence or from the borders of the north in Dobrov to the ocean of the south in Southbridge, that the Imperial Union of St. Adrian shall, on this Godfrey’s Triumph of 1833, declare this as their official manifesto for all of the Imperial voters to read. 

Such shall, in accordance with the missive released from the Office of the Chairman, form the baseline of ideals within the Imperial Union of St. Adrian, wherefrom the further ideals of the individual members of the Union shall derive. And hereunder shall the formed collective of ideals be known as ‘Adrianism’ in reflection of the ideals associated with the Saint Adrian of Leuvaarden. 

Such shall, in accordance with the missive released from the Office of the Chairman, be allowed to be altered within the future of the Imperial Union of St. Adrian as these ideals shall not be formed to halt nor refuse the idea of evolution of the manifesto and the Union as a whole. It shall, with consent of the formed Union, be amenable in development with the political climate of the Holy Orenian Empire and thereunder its citizens.

II OUR POLICIES

It shall henceforth be declared and known, as released from the Office of the Chairman, that these policies be enacted from the date of the 9th of Godfrey’s Triumph [1833], within the above mentioned functions, and therein form the political platform of the Union functional from stated date;

I. PRIMO IMPERII shall mean to focus on the continuous improvement of our Imperial lands, as well as the individuals which reside within them, as to ensure the highest standard of our nation is reached and as such create an environment wherein the lives of the Imperial population stands at its most adequate level. Whereas the established social structure must remain within effect, be that between those of noble blood, wealth and necessitous nature, it shall be the ideals of ‘PRIMO IMPERII’ to fixate on a united nation beneath the Imperials banners, wherein the likelihood to reach success shall remain within the hands of the individual, as such freedoms shall be ensured within the legislative bodies. 

II. INSTITUTIONAL ACCOUNTABILITY shall mean to more actively check the institutions of the Imperial government as to ensure the duties of theirs are fulfilled to utmost satisfaction. These Ministries shall be seen before the Commons more often to showcase their work and their functions which in turn shall allow the Diet to more accurately understand the state of the nation. This shall also aid in the discoveries of corruption within the Offices, as well as ensure the House remains informed on the areas wherein the Ministries might need aid from the legislative offices. 

III. ECONOMIC CONSERVATISM shall mean to preserve the economics of the nation to allow for more wide-scaled projects, be such furtherment of infrastructural fields akin the roads and otherwise heavier alterations, to occur within the Imperial lands, wherein a higher sum of marks must be utilised to fulfill the needs of the projects. We do so recognize, on the subject of monetary utilisation, that we must ensure a steadfast flow of internal maintenance and therefore allow the needed resources which must be allocated to the individual areas of need, alas this steadfast flow shall to be checked within audits of the Ministries on the nature of their monetary utilisation.  

IV. SCIENTIFIC EXPANSIONISM shall mean to aid within the constant need to further the overall comprehension, as well as the development, within all areas of scientific nature. We do so define these scientific subjects beneath the areas of the technological advancement of steam utilisation, the studies and documentation of scientific standard on the flora and fauna of the continent, the theological studies of God and the nature of our faith and the studies, as well as utilisation, of all forms of permissible arcanic science: be that of the voidal arts, the druidic creations or the alchemical mixtures.

V. LEGAL REFORM shall mean to revisit the reforms which have been created over the last few Diets to reevaluate the need and reason for these reforms, and hereafter determine whether or not the reforms of the former Diets should be recreated in a more accurate and functional nature. It shall mean to continue the development of simpler and stricter laws, wherein the nature of these laws shall be to ensure further enforcement within the borders of the nation as to combat the levels of crime which have risen over the last decade within our lands. It shall too mean to revisit the systems of the Courts and therein determine methods which allows these institutions to function in a more simplistic mannerism akin the more traditional nature of the Courts, as seen within the era of Peter III. 

VI. DENOTATION OF PERSONHOOD shall mean to take a newer stance on the idea of the ‘Orenian man’ and the laws, as well as rights, which allows the ‘Orenian man’ to function within our societies. Whereas the nature of races shall be defined beneath the stories of the brothers; therein shall those of Horen be seen as individuals, as such shall include the subsects of man as Rhenyari and Adunians, as well as those of Malin and those of Urguan too shall be seen as individuals. It shall mean to focus on the worries which have risen within the Imperial borders on the nature of constitutional, as well as lawful, rights and duties for individuals within our nation. These ideals shall be furthered from the notion of race into economical issues as to the nature of residents in relation to taxation and so forth, which shall serve to strengthen the denotation of individuals within our lands.    

VII. MILITARISTIC DEVELOPMENT shall mean to further the development and size of our nation's militaristic efforts, be those within the nature of recruitment of soldiers, development of newer siege equipment or otherwise worthwhile militaristic subjects. We do so recognize, on the subject of militaristic efforts within the House of Commons, that certain areas of these institutional bases are not amenable within the Diet; however it is our wish to aid this institution of vital function within the nation as much as feasible within the House.

Urgent Resolution regarding the Solicitor-General

That this House does sadly note a state of decay surrounding the Ministry of Justice, and seeing this must act with due responsibility to inquire as to its origins, and to determine whether any fault lies at the feet of its management. 

That this House, having heard reliable testimony from an individual of particular note that the Ministry of Justice did release Orcish slavers formerly arrested by the Imperial State Army, does express its extreme concern surrounding the procedures and practices of an armed Constabulary.

That this House does therefore agree to call upon the Solicitor-General to attend it at a date of the House’s choosing, to answer questions put to him by Members of this House. 

That Our summons must be met by the Solicitor-General, not his deputies, and that he should regard them as compulsory.

The Summons for the 25th Imperial Diet 

The twenty-fifth Imperial Diet shall commence in the year of Our Lord 1825

ARTICLE I: The House of Lords for the 25th Imperial Diet 

His Imperial Majesty hereby summons the following seven peers or lords spiritual to comprise the House of Lords for the duration of the twenty-fifth Imperial Diet, until such time as the session’s dissolution.

Dissolution of the 24th Imperial Diet

His Imperial Majesty does see fit to dissolve the twenty fourth Imperial Diet.

With this dissolution, His Imperial Majesty commands the members of the twenty fourth Imperial Diet to return home to their constituencies until such time as the assembly is summoned to sit again.

With the recent announcement from the Baron Wilhelm of Carrington, that their younger brother Simon Bastille is in fact a bastard of their father born out of wedlock. The House of Lords summoned Baron Wilhelm, Simon, and their mother Anna Henrietta of Purvia.  

Claims

Simon Bastille is actually the son of Baron Charles of Carrington and his mistress Eudora Mildred. Meaning they are in fact an illegitimate child and should be removed from the succession.

Wilhelm presented a letter supposedly from their late father confessing to an affair and having a child with Eudora Mildred.

Defendant’s Defense

That Wilhelm and his mother Anna Henrietta lied and conspired against Simon to disown him.

The letter supposedly from the late Baron Charles didn’t include the actual name or gender of the baby. Nor did it list a day, meaning this could be any child or one not known.

The Duties of the Nobility 703.02 clearly outlines that “The duty to maintain the faith of Canonism within their estates, to maintain orthodox views, and to uphold clerical teaching and law within their estates.” The defendants claim this was broken when Anna Henrietta also encouraged her other offspring such as Wilhelm to hide said details if these claims were true. These hidden factors have prevented the young Simon Bastille from repenting to GOD for his status as a bastard as well as introducing him into society as a peerage when he was in fact not one. Thus, not only had Dame Anna Pruvia lied to fellow peers when it came to introducing her ‘son’ to society as a nobleman. 

Ruling

After long testimonies and hearing from both sides, the House of Lords met in private to debate the matter. They ruled that Simon Bastille was in fact a legitimate offspring of Baron Charles of Carrington and Anna Henrietta, but also that Wilhem, along with their mother knowingly and willingly lied, presented false evidence under oath.

As such, in a majority opinion they saw to punish Wilhelm Lucius d’Arkent by stripping them of their title, and passing to the next in line. Their brother John Leopold d’Arkent then refused and instead it was granted to the youngest brother Simon Bastille d’Arkent. Anna Henrietta was stripped of their Dame title as well for her part.
