As such the Sutican Crown, with the authority of God and people, enfeoff him with the Duchy to hold, with his heirs and successors, alongside a sizable estate from which a city shall be borne. PREAMBLE



 

Travellers are attacked on our roads by mysterious creatures, who lurk in the dark. Merchants are slain, and their guards are missing. Commerce has been halted in the capital and the surrounding regions of Sarissa and Osanora. With this, We, the Sutican State see fit to create the Banardian Brigade to find out what these mysterious beasts are, and to combat the unknown threat. 

We charge all able men of the Sutican Commonwealth to raise up their arms in the name of the state, for the protection of our wellbeing, values and our commerce. 

It is so decreed that all vassals of the Commonwealth are hereby obligated to support men for the cause of the Banardian Brigade.

PURPOSE

In the short term, the Banardian Brigade is established to combat the unknown threat that roams the deserts of the South. Men are killed by strange creatures that roam the dark, with sharp claws and deep bites. In order to enforce the peace in the Sutican roads.

The Banardian Brigade is the chief agent of upholding the Sutican Constitution within the Commonwealth. They keep law and order intact, and protect the citizens of the land on behalf of the Crown.

The Brigade hunts criminals, monsters and any scourge that plagues the landscape.

STRUCTURE

 

The Banardian Brigade, at its inception, is a Brotherhood, mutually dedicated to defending their homeland. They shall all carry the rank of Landser. Because the Brigade is created in a time of national strife, and because it will start with a small group initially, the ranking system for the military is rather loose, and accommodates four distinctive jobs for the men. However, the Banardian Brigade is divided into regiments, which are composed of the vassals of the realm.

Landsers

The soldiers of the Banardian Brigade. These men and women are inducted into the order to defend the Commonwealth and to practice martial arts with their fellow ordermen. They are expected to be proficient in warfare, construction and logistics. 

Knights

The Knights, formally a part of the Banardian Brigade mainly belong to one of the Knightly Chapters of the Sutican Commonwealth. A Knighthood is awarded solely by the Monarchs of the Commonwealth, but usually it is awarded to those who have distinguished themselves in service to the Brigade, and have performed exceptional acts.

Officers

The officers of the Banardian Brigade are distinguished Landsers. They are formally equal to their fellow Landsers, but through their prestige, and validation from the office of the Lord Marshal, they are entrusted with commanding their colleagues in times of stress. The Marshal may delegate Officers to lead sections of the Brigade to these individuals. The officers may also be provincial leaders, leading their respective squad, derived from the vassal provinces.

The Ushtar

The Ushtar, or the Marshal, is the chief military executive within the Commonwealth, after the Crown. He leads the Banardian Brigade, and is responsible for safekeeping the citizens and the nation’s borders. He presides over law enforcement, and has the authority to appoint military officers and enlist soldiers into the military on the Crown’s behalf.

 

GEAR

Armor

All members of the Bosnic Brigade wear the same uniform to emphasise the equality among the Landsers who serve the Commonwealth. It is designed to suit the arid climate of the Sutican landscape, while offering protection. It mainly consists of lamellar body armour, and chainmail. The head is protected by a nasal helmet and an aventail, while the legs use a mixture of chainmail and light plating.

PRIMI CONVENTUS EXTRAORDINARII

In accordance with Title III, Article III. of the Sutican Constitution, the Committee of Peers wields various responsibilities within the Commonwealth of Sutica: The peers of Sutica convene in the Committee of Peers to advise His Serene Majesty on matters of state, review legislation from the Congress of Sutica, legislate on matters of noble etiquette and to petition vetoes on Congressional legislation. Book II. of the Serene Laws of Sutica expands upon these tasks entrusted to the Committee of Peers. Furthermore, Title III, Article IV. in the Constitution & Book II, Title I, Section I, Article V. in the Serene Laws of Sutica makes all peers members of the Committee of Peers by default. 

His Serene Majesty calls the FIRST EXTRAORDINARY CONVENTION OF THE COMMITTEE OF PEERS. This convention shall not have a preset end date due to the transitory state of Sutican governance and may last until long before, or after, finished terms in the Congress of Sutica.

His Serene Majesty appoints VISCOUNT OF LAUSITZ, His Excellency the Grand Magistrate, Vezimir von Kantzow (pbuh) as the First Chairman of the Committee of Peers. He remains seated for the duration of the First Extraordinary Convention of the Committee of Peers. He is responsible for facilitating or executing all tasks entrusted to the Committee, for the quality of the peerage during his tenure and for the procedures during this convention.

INTRODUCTORY STATUTES

Article I. 
The Constitution of the Commonwealth of Sutica is the supreme legal document that supersedes all.

Article II. 
The rights of Sutican citizens must not be disproportionately trampled in pursuit of justice.

Article III. 
The belief in the good of Humanity and its ability to reform must be considered before the issuing of punishments of a permanent nature. 

Article IV. 
If agreements or acts have taken place that find no origin in the Constitution of the Commonwealth of Sutica or these laws, it shall not exist in the realm of the law. 

DEFINITIONS

The Commonwealth of Sutica (Sutica): the nation state consisting of the Kingdom of Sutica under His Serene Majesty, the capital city and subject territories.

The Serene Laws of Sutica (SLS): the central codex of the Commonwealth of Sutica that houses all additional laws, stipulations and procedures to the Constitution of the Commonwealth of Sutica.

The Constitution of the Commonwealth of Sutica: the instrument of government that outlines the basic procedures and authorities invested in the nation state of the Commonwealth of Sutica.

IMPORTANT DEFINITIONS: 

Remedial Forfeiture: The seizure of an amount of assets needed to compensate for the damages caused by a crime. 

Forfeiture: The seizure of all assets in possession of a person or organization.

Sutican Citizenship: The legal status of citizen, which grants a person the rights provided by the Constitution, the ability to partake in elections or the ability to wield peerage. 

Public address/apology/rectification:  A public statement of any nature, unless specified as an apology or rectification, that is published as instructed by a verdict. 

TITLE I. 
GENERAL PROVISIONS

Article I. 
No offense is punishable other than what is classified as a crime.

Article II. 
If the Lex Criminalis changes after an offense has been committed, suspects or accused shall have the most favourable version of the law applied.

Article III. 
The Codex Lex Suticana and subsidiary law books apply to those who commit an offense within the Commonwealth of Sutica. 

Article IV.
The punishments are;

Article V.
The Judiciary is not bound by the provided punishments within, and may use their own judgement in the sentencing of crimes.

TITLE II.
FURTHER PROVISIONS 

SECTION I. COMPLICITNESS & ATTEMPTED CRIMINAL ACTIVITY

Article I. 
A crime is committed upon the commencement of a criminal action. Commencement includes any preparation needed for the criminal action. 

Article II. 
If criminal action is attempted, but does not succeed, the Judiciary should consider lesser punishments than those prescribed for the attempted crime. 

Article III. 
Someone who participates, or is a necessary component, in the act of committing a crime, has committed a crime, even if they were not the main perpetrator. 

Article IV. 
Someone who is complicit in a crime, by unknowingly partaking in a crime or knowingly facilitating a crime by action or inaction, has committed a crime. 

SECTION II. CONVOLUTION OF CRIMINAL PROVISIONS

Article I. 
If a crime overlaps with multiple criminal provisions, the Judiciary will select the provision to charge the suspect with that is the most backed by evidence and/or has the highest punishment.

Article II. 
If a crime bears multiple consequences established in different criminal provisions, the charges can be added on top of each other.

Article III. 
If a suspect has committed different crimes to different victims, the victims can collectively sue the suspect and add the charges on top of each other. 

Article IV. 
It is the prerogative of the Judiciary, when bringing charges against multiple individuals for the same crime(s), to choose whether the trials should be judged collectively, separately or consecutively. 

SECTION III. DUELING

Article I.
As a matter of honour, participants of consensual duels are exempt from any assault or murder charges deriving from the duel.

Article II.
Duels in principle must last until first blood or first serious wound, in the case of sword or sabre; or limited to one draw each, in the case of crossbow. 

Article III. 
Duels with the purpose of rendering a participant dead are deemed illegal duels, exempt from the protections duels normally enjoy.

Article IV.
If a participant dies unintentionally during a duel, it is not deemed an illegal duel. 

Article V.
Crimes against persons can be resolved by a duel between the offender and the offended, at the choice of the one so wronged.

TITLE III. 
CRIMES AGAINST THE NATION

SECTION IV. CRIMES AGAINST THE STATE

Article I. 
An attack with the intention of robbing His Serene Majesty of his life, or rendering him incapable, is classified as Terrorism and shall be punished by severe torture and subsequent capital punishment.

Article II. 
An attack with the intention of bringing the Commonwealth of Sutica under foreign governance, or to separate it, is classified as Treason and shall be punished by severe torture and subsequent capital punishment. 

Article III. 
He who through an attack forces the dispersion of court or any government-related convention, who forces a government decision or the retraction of one, who hinders the presence of a government or elected official from attendance or decision making, commits a crime classified as Violence Against the State and shall be punished by severe torture and permanent confinement. 

Article IV. 
The act of conspiring or preparing to attempt the crimes mentioned in any of the articles above shall be punished by severe torture and exile.

Article V. 
He who enters in a cooperative relationship with a foreign power to facilitate or initiate harm, destruction or sabotage to the condition or processes of the Commonwealth of Sutica shall commit a crime classified as Sabotage and be punished by severe torture and exile. 

Article VI. 
He who withholds information regarding foreign espionage or publicizes espionage done by the Commonwealth of Sutica shall commit a crime classified as Undermining the State and be punished by severe torture, temporary exile and/or large fines.

Article VII. 
He who organizes military officials to refrain from following orders or adhere to state hierarchy, shall commit a crime classified as Mutiny and be punished by severe torture, exile or capital punishment.

SECTION V. CRIMES AGAINST ROYAL INTEGRITY 

Article I. 
An attack upon the issue of His Serene Majesty, the Consort of His Serene Majesty, the Heir or on the future Consort of the Heir, shall be a crime classified as Treason Against the Crown and be punished by severe torture and subsequent capital punishment. 

Article II. 
Every factual harm done to the physical condition of His Serene Majesty, the Consort of His Serene Majesty, the Heir or on the future Consort of the Heir, that does not befit the severity of an attack or attempt on one’s life, shall be a crime classified as Lesser Treason Against the Crown and be punished by torture and subsequent capital punishment. 

Article III. 
The attack upon a befriended Head of State of His Serene Majesty, or delegations representing the Commonwealth of Sutica or other sovereign nations, is classified as a Crime Against the International Order and shall be punished by capital punishment. 

Article IV. 
If a crime of any kind is committed against a person of royal descent that is not mentioned above, the punishment shall be more severe than what is attributed to said crime normally.

SECTION VI. CRIMES AGAINST PUBLIC ORDER

Article I. 
He who instigates a public uprising, or inspires collective disobedience to the rightful authorities within the Commonwealth of Sutica and subjects, shall be punished by torture, exile or capital punishment.

Article II. 
He who facilitates the access to resources, manpower or intelligence for persons or organizations that have the intention to commit any Title III. crimes, shall be punished by forfeiture of assets, forfeiture of Sutican citizenship, torture, exile or capital punishment. 

Article III. 
He who severely neglects his duties given to him through employeeship as a government official shall commit a crime classified as Neglect of Official Duties and shall be punished by the remedial forfeiture of assets, forfeiture of Sutican citizenship, payment of large fines, blacklisting from service or temporary exile. 

Article IV.
He who uses the authority, status or resources gained through employeeship as a government official solely for self-enrichment or to benefit a specific group or organization, shall commit a crime classified as corruption and be punished by the remedial forfeiture of assets, forfeiture of Sutican citizenship, payment of large fines, blacklisting from service or temporary exile. 

Article V.
He who lies under oath or breaks an oath shall commit a crime classified as Perjury or Oathbreaking and shall be punished by forfeiture of Sutican citizenship, payment of large fines, blacklisting from service or temporary exile. 

TITLE IV. 
CRIMES AGAINST CIVILIANS

SECTION VII. CRIMES THAT ENDANGER GENERAL SECURITY

Article I. 
He who causes large scale destruction to infrastructure or buildings, or casts certain magic or detonates explosives that could harm living persons in a radius, shall be punished by torture, remedial forfeiture of assets or exile.

Article II. 
He who enables the entry of hostile forces into the city, who renders barricades as ineffective or who alters structures in a way that benefits hostile elements, shall be punished by torture, remedial forfeiture of assets or exile. 

Article III. 
He who sells items known to cause harm to the physical or mental condition of a person knowingly, shall be punished by forfeiture of assets or exile. 

Article IV. 
He who seduces any government official with offers of resources, minas, status or aid in other ways in return for government services or influence shall be punished by forfeiture of assets, temporary confinement or exile. 

SECTION VIII. CRIMES AGAINST MORALITY 

Article I. 
He who proclaims something false as a fact about a person or organization, and intentionally causes damage to the reputation or integrity of that person or organization in the process, commits a crime classified as Slander and shall be punished by remedial forfeiture of assets, a large fine or a public rectification.

Article II.
He who proclaims something false as a fact about a person or organization, and unintentionally causes damage to the reputation or integrity of that person or organization in the process, commits a crime classified as Defamation and shall be punished by remedial forfeiture of assets, a large fine or a public rectification.

Article III. 
He who justifies persecution, practices exclusion in a hiring or rental process or regularly publishes insults against a religion, ethnic group or gender commits the crime of Discrimination and shall be punished by remedial forfeiture of assets, a fine or a public rectification. 

Article IV. 
He who deceives authorities or persons, through scripture or verbally, which results into false information being registered, or a false premise being established for an interaction or transaction, commits a crime classified as Fraud and shall be punished by remedial forfeiture of assets, forfeiture of assets, a large fine, a fine, public address. 

SECTION IX. PHYSICAL HARM

Article I. 
He who engages in conduct which places another in reasonable apprehension of receiving a battery, commits a crime classified as Assault and shall be punished by remedial forfeiture of assets, a large fine, temporary confinement or exile. 

Article II. 
He who engages in an act that causes bodily harm commits a crime classified as Battery and shall be punished by remedial forfeiture of assets, forfeiture of assets, a large fine, torture, confinement, forfeiture of Sutican citizenship or exile.

Article III. 
He who engages in an act that causes grave bodily harm, commits a crime classified as Aggravated Battery and shall be punished by forfeiture of assets, a large fine, severe torture, permanent confinement, forfeiture of Sutican citizenship or exile. 

Article IV.
He who purposefully ends one’s life commits a crime classified as Manslaughter and shall be punished by forfeiture of assets, severe torture, permanent confinement, forfeiture of Sutican citizenship, exile or capital punishment.

Article V. 
He who purposefully ends one’s life, and had the prior intention or had organized prior to doing so, commits a crime classified as Murder and shall be punished by forfeiture of assets, severe torture, permanent confinement, forfeiture of Sutican citizenship, exile or capital punishment.

Article VI. 
He who restricts a person’s freedom of movement or confines him against his will, shall commit a crime classified as Kidnapping and shall be punished by severe torture, permanent confinement, forfeiture of Sutican citizenship, exile or capital punishment.

Article VII.
He who purposefully ends the life of a minor shall be punished more severely than the general punishments given in Article IV & V. 

SECTION X. PROPERTY

Article I. 
He who without legal basis seizes an item or currency that is not in his ownership, commits a crime classified as Theft and shall be punished by remedial forfeiture of assets, a large fine, public apology, temporary confinement or temporary exile. 

Article II. 
He who without legal basis, regularly seizes an item or currency that is not in his ownership, commits a crime classified as Kleptomania and shall be punished by forfeiture of assets, a large fine, public apology, temporary confinement, permanent confinement or exile. 

Article III.
He who enters a structure without permission to perform Theft, shall commit a crime classified as Burglary and shall be punished by remedial forfeiture of assets, a large fine, temporary confinement, permanent confinement, exile. 

Article IV. 
He who enters a structure without permission to perform Theft, and in the process forms a threat or commits other crimes against persons, shall commit a crime classified as Robbery and shall be punished by torture, forfeiture of assets, permanent confinement, permanent exile or capital punishment.

Article V. 
He who without legal basis damages or defaces a structure that does not belong to him, commits a crime classified as Vandalism and shall be punished by remedial forfeiture of assets, a fine, temporary confinement or a public apology.

Article VI.
Seizure of property that does not belong to the obtainer is considered equal to Section IV. Article I.

Article I. 
A peer is a person who has been given a landed title in the Commonwealth of Sutica by His Serene Majesty & the Committee of Peers.

For a person to be eligible to be declared a peer, he must be a I). citizen of the Commonwealth of Sutica, II). have his primary homestead within the Commonwealth of Sutica, & III). have no criminal record. 

Article III. 
A peer gains the privilege to govern his own land, levy taxes & maintain a settlement within the Commonwealth of Sutica. 

Article IV. 
A peer gains the privilege of establishing a noble house amongst the Sutican nobility and to style himself in accordance to his granted titles and at the discretion of the Sovereigns.

Article V. 
A peer becomes eligible to be seated in the Committee of Peers. 

Article VI.
A peer becomes eligible to train squires and nominate them for knighthood before the Committee of Peers.

Article VII. 
A peer relinquishes his ability to stand for election in the Congress of Sutica. 

Article VIII. 
A peer cannot swear fealty to any other lord but to the Crown Sutica. 

Article IX. 
A peer has the right to have subjects of his own. 

Article X. 
The subjects of a peer require the permission to vassalize from His Serene Majesty & the Committee of Peers.

Article XI. 
Subjects of a peer, although wielders of noble titles, are not considered peers and are not eligible for membership to the Committee of Peers.

SECTION II. NOBLE HOUSE

Article I. 
A peer’s bloodline is considered a noble house of the Commonwealth of Sutica. 

Article II.
A noble house must have a coat of arms approved by the Committee of Peers on the following criteria:

I). that the coat of arms is not too similar to those already used for other noble houses,
II). that the coat of arms is of similar quality to those already used for the noble houses,
III). that the coat of arms does not wield depictions deemed improper by the Committee of Peers.

Article III. 
A noble house must have a complete registry of all relatives and offspring accessible to the Committee of Peers.

Article IV. 
If a noble house is Canonist, it is subject to Canon law.

SECTION III. SUCCESSION

Article I. 
The firstborn of a peer is the heir-apparent. 

Article II.
If the firstborn is incapacitated or unwilling to inherit, the eldest from the offspring inherits instead.

Article III. 
If there is no offspring, the peer’s closest relative shall inherit.

Article IV. 
If there is no offspring and there are no relatives, the title returns to His Serene Majesty. 

TITLE II.

KNIGHTLY ORDERS

SECTION IV. KNIGHTHOOD 

Article I. 
A person can become a knight if he I). was trained as a squire for at least a year by a peer, II). is nominated to be a knight by a peer, & III). if the Committee of Peers accepts his nomination. 

Article II. 
A knight may style himself with Sir before his name. 

Article III. 
A knight is entrusted with upholding the morality and safety of the Sutican realm alongside its official military.

Article IV. 
A knight becomes eligible to be seated in the Committee of Peers.

Article V.
A knight becomes registered with the Sutican military and is expected to partake in military operations if requested. 

Article VI. 
If a knight is Canonist, he is subject to Canon law. 

Article VII. 
A knight may wear armour and weaponry in all public spaces. 

Article VIII. 
A knight may perform arrests and bring suspects into custody on behalf of the Grand Magistrate.

Article IX. 
A knight is eligible to stand for election in the Congress of Sutica. 

Article X.
A knight may not be simultaneously seated in the Congress of Sutica and the Committee of Peers.

Article XI. 
A person may obtain the status of honorary knight, granting him the privileges of knighthood but exempting him from the necessary squireship.

Article XII. 
Honorary knights may not be seated in the Committee of Peers.

SECTION V. KNIGHTLY ORDERS

Article I. 
A knight may establish a Knightly Order if it is sanctioned by the Committee of Peers. 

Article II. 
A Knightly Order must be oriented around a singular mission or purpose that is related to a people or interest of the Commonwealth of Sutica. 

Article III. 
A Knightly Order shall be registered as a battalion in the Sutican military and is expected to partake in military operations if requested.

Article IV. 
A Knightly Order must have a coat of arms approved by the Committee of Peers on the following criteria; 

I). that the coat of arms is not too similar to those already used for other Knightly Orders.
II). that the coat of arms is of similar quality to those already used for the Knightly Orders.
III). that the coat of arms does not wield depictions deemed improper by the Committee of Peers.

Article V. 
A Knightly Order has the privilege of styling itself with the extraordinary honours granted to them and to be of greater relevance at ceremonies, state processions and courts.

Article VI. 
A Knightly Order has the privilege to enroll squires and to nominate them for knighthood within their order.

Article VII.
A Knightly Order may not have branches, organizations or members from foreign governments.

Article VIII. 
Members of a Knightly Order of international scope may not be seated in the Committee of Peers.

TITLE III.

COMMON CITIZENRY

SECTION VI. LEGAL STATUS

Article I. 
A person is a citizen of the Commonwealth of Sutica if he I). is registered on the census, II). if citizenship has not been forfeited by a court & III). if the Grand Magistrate has granted him proof of citizenship.

Article II. 
A citizen of the Commonwealth of Sutica is subject to its constitution and these laws.

Article III.
Only citizens of the Commonwealth of Sutica enjoy any rights granted to them in the constitution. 

Article IV.
The government of the Commonwealth of Sutica must provide a method to register oneself to the census.

Article V.
The government of the Commonwealth of Sutica may not reject citizenship if the person has I). his main homestead in the Commonwealth of Sutica, II). has no tax debt, & III). has resided in the Commonwealth of Sutica for longer than five years consecutively. 

Article VI. 
The Grand Magistrate may reject a person’s citizenship if he I). has been convicted by a judge with the punishment of forfeiture of citizenship, II). if the Grand Magistrate deems the person to be a likely threat to the Commonwealth of Sutica, & III). if the Grand Magistrate deems the person to be an infiltrant from a foreign power. 

Article VII. 
Citizenship is automatically granted to the offspring of a citizen. 

Article VIII.
Only citizens are eligible for peerage, knighthood, government service and a guaranteed trial.

SECTION VII. MINORS

Article I. 
A minor is classified as a person under the age of eighteen. 

Article II. 
A minor is prohibited from standing for elections, voting in elections, ascending to peerage or being nominated to knighthood. 

Article III. 
A minor is a protected entity, meaning that any crimes committed against him must be punished more severely than normal. 

Article IV. 
A minor cannot represent himself in court proceedings, government hearings or in financial traffic. 

Article V. 
A minor is a protected entity, meaning that any crimes they commit must be punished less severely than normal. 

Article VI.
A minor may not face capital punishment, severe torture or exile. 

Article VII. 
If the minor committed a crime that offers no room for lesser punishment than those in Section II. Article VI., the parents will be held accountable instead.

Article VIII. 
Parents are accountable for the mental, financial & physical wellbeing of a minor.

Article IX. 
A minor is considered legally incapable, his legal affairs instead being handled for him by his parents or guardians. Any property or title inherited by a minor must be governed in trust by a regent, chosen by the maker or executor of the will, until the minor comes of age.

PREAMBLE 

Affirming the eternal existence of the Sutican Motherland and Nation and the indivisible unity of the Serene Sutican State, this Constitution, in line with the concept of liberty introduced by the founders of this Commonwealth of Sutica, Georg I & Johanna I, the progressive leaders and unrivalled heroes by their reforms and principles;

Determining to attain the everlasting existence, prosperity, material and spiritual well-being of the Commonwealth of Sutica, and the standards of contemporary civilization as an honourable member with equal rights of the family of human nations; 

The absolute supremacy of the will of the nation, the fact that sovereignty is vested fully and unconditionally in the Sutican Nation and that no individual or body empowered to exercise this sovereignty in the name of the nation shall deviate from the liberal democracy indicated in this Constitution and the legal system instituted according to its requirements.

The separation of powers, which does not imply an order of precedence among the organs of the State, but refers solely to the exercising of certain state powers and discharging of duties, and is limited to a civilized cooperation and division of functions, and the fact that only the Constitution and His Serene Majesty have supremacy; 

That no protection shall be accorded to an activity contrary to Sutican national interests, Sutican existence and the principle of indivisibility with its State and territories, historical and moral values of Suticanness; the nationalism, principles, reforms and civilizationism of Georg I & Johanna I and that sacred religious feelings shall absolutely not be involved in state affairs and politics as required by the principle of secularism; 

That every Sutican citizen has an innate right and power, to lead an honourable life and to improve his/her material and spiritual wellbeing under the aegis of national culture, civilization, and the rule of law, through the exercise of the fundamental rights and freedoms set forth in this Constitution, in conformity with the requirements of equality and social justice; 

That all Sutican citizens are united in national honour and pride, in national joy and grief, in their rights and duties regarding national existence, in blessings and in burdens, and in every manifestation of national life, and that they have the right to demand a peaceful life based on absolute respect for one another’s rights and freedoms, mutual love and fellowship, and the desire for and belief in “peace at home, peace in the world”;

CHAPTER II.
INSTRUMENT OF GOVERNMENT

Article I. 
Above all and under GOD reigns His Serene Majesty the Trade Monarch, sovereign of The Commonwealth of Sutica. 

Article II. 
Alongside the sovereign reign peers of the realm, who render their fiefs subservient to these laws and His Serene Majesty, under the Commonwealth of Sutica. 

Article III. 
The Commonwealth of Sutica subjugates itself to the manifested will of the free people of Sutica through the Congress of Sutica and the Committee of Peers. 

Article IV. 
The Congress of Sutica shall consist of democratically elected representatives from all walks of life, legislating autonomously on behalf of the Commonwealth of Sutica through a simple majority, otherwise known as popular assent.

Article V. 
The Committee of Peers shall consist of the lords of the realm, carrying the responsibility to override, amend & advise upon the legislation from the Congress of Sutica, and to advise His Serene Majesty.

Article VI. 
His Serene Majesty shall possess the executive prerogative to legislate on the matters of foreign affairs, the military & nobility without popular assent. He shall furthermore carry the ability to veto legislation at will. 

Article VII. 
His Serene Majesty shall delegate the responsibilities of state to the following offices: 

His Excellency the Premier.

His Excellency the Grand Magistrate.

His Excellency the Marshal.

His Excellency the Grand Merchant.

Each shall have the ability to present legislation to the Congress of Sutica, lead a subservient institution that executes the will of the public, the will of the law and their own will: 

His Excellency the Premier may preside over the Congress of Sutica. 

His Excellency the Grand Magistrate may preside over the Supreme Judiciary of Sutica & Grand Constabulary. 

His Excellency the Marshal may preside over the Military of Sutica on His Serene Majesty’s behalf. 

His Excellency the Grand Merchant may preside over the Chamber of Commerce.

Article VIII. 
The Congress of Sutica may pass, with approval of the Committee of Peers and His Serene Majesty, amendments to these laws.

CONGRESS OF SUTICA

Article VI. 
The Congress of Sutica may discuss, advise & question members of government freely and without interference. 

Article VII. 
The Congress of Sutica may elect anyone that is a Sutican citizen and not a criminal to the Office of Speaker of Congress. 

Article VIII.
The Speaker of Congress may decide the order of legislative proposals, speakers and petitioners during Congress sessions, and generally maintains order within it.

THE COMMITTEE OF PEERS

Article IV. 
All legitimate peers may partake in the Committee of Peers and will be referenced in the Codex Suticana.

Article V. 
The successor to a peer will inherit his or her position to the Committee of Peers.

CHAPTER III.

The trial that stems from Article I. is considered a trial in first instance, in which both the defendant and the prosecution hold a right to appeal and a public petition to His Serene Majesty.

Article III. 
The trial that stems from an appeal is considered a trial in the second instance, also known as an appeal, in which further deliberation or appeals after the ruling are not possible.

Article IV. 
The defendant and the prosecution hold the right to demand that the Chief Justice or subsidiaries present a petition to His Serene Majesty if they believe a specific verdict overlaps with a higher cause or need for the Commonwealth of Sutica, or if grave and inhumane delivery of justice may occur.

Article V. 
The defendant may ask for a representative in court, or bring one of his own.

TITLE III. 
CHIEF JUSTICE

If the Chief Justice or any subsidiary justice has an intimate political, financial or personal relationship with the defendant or prosecution, they may not preside over the trial.

The Chief Justice, pending approval of the Grand Magistrate & Congress of Sutica, may nominate subsidiary justices.

The Grand Magistrate, Chief Constable, subsidiary Constables, Prosecutors or Sutican citizens may file a subpoena to the Sutican Judiciary.

Article II. 
If the subpoena is filed by the Grand Magistrate, Chief Constable, subsidiary Constables or Prosecutors, a trial date is agreed upon with the defendant and the Grand Magistrate or subsidiaries.

If the subpoena is filed by a Sutican citizen, he or she may appoint their own acting Prosecutor or allow one to be assigned to his or her case. Then a trial date is agreed upon with the defendant and the Grand Magistrate or subsidiaries. 

Article III. 
The presiding Justice over the trial shall determine the procedure and order.

Article IV. 
The ruling of the trial will be published into public record. 

Article VI. 
Either party may appeal, in which a different judge than the first one will preside over the appeal trial. 

Article VII. 
The presiding judge of the appeal trial may ignore the prior ruling and adhere to a different court procedure and order. 

Article VIII. 
Either party may also instruct the Judiciary to deliver a petition to His Serene Majesty, of which a copy will be published by the court. The petition may be considered in either instance of a trial.

Article IX. 
The Commonwealth of Sutica may establish specific requirements on legal documents or court procedures in addition to the criteria established in prior articles.
 

(“Sutica eternal, for freedom, and prosperity.”)

Under recent developments within the Sutican State, the Sutican government has been under heavy criticism with a number of questions of efficiency to govern the state. The new reformal documentation will reintroduce an old system alongside a new structural hierarchy designed to promote a productive governmental body within Sutica. This document serves as a general guide for the changes being implemented, with all formal changes being made in person by the trade monarch.

The Grand Governmental Reform

1. Reshuffling of Government Jobs

The first part of the government reform entails an almost complete restructuring of our current system.

 First, The Department of Healthcare, The Ministry of Architecture, and the Naval Secretary will no longer exist as roles within the Sutican Government. 

Second, all ministries other than the Ministry of Defense and the Ministry of Finances will hereby be referred to as departments. 

Third, a third ministry called the Ministry of the People will be created. 

Fourth, the restructuring of the hierarchy, the Department of the Military and the Department of the Navy will be placed under the jurisdiction of the Minister of Defense. The Department of Foreign Affairs, and the Department of Events will be under the jurisdiction of the newly created Ministry of People. Finally, the Department of Welfare, and the Department of the Coin will be put under the jurisdictions of the Minister of Finances. 

Fifth, all goings on within the Ministries and Departments will be under the discretion of the Minister in charge.

Sixth, all ministers within the Sutican government will hold the title of ‘Excellency’ for the duration of their time in the position. 

2. Reintroduction of Triumvirate

The triumvirate acts as the hands of the trade monarch, working as their direct contact between the trade monarch and the ministers and departments below them. 

All three triumvirates together hold the same power as the trade monarch, with a unanimous vote they could do anything the trade monarch could. Each triumvirate will be tasked with focusing on loosely overseeing one of the three ministries, although their oversight could extend to any of the other ministries as well. 

All triumvirates within the Sutican government will hold the title of ‘Grace’ for the duration of their time in the position.

Foreword

The Free State of Sutica and all who are within it are bound by the legislation within this Codex. The purpose of this Codex is to act as a general reference for legislation which was put forward by the Trade Monarch or by The Council of Sutica. legislation may exist outside of this Codex and this Codex must exist under the Writ of Governance as the Writ is the supreme law of the land. 1) Burglary; defined as the stealing of goods from one’s property.

a) Minor Burglary (Class D)

The theft of 25 minas or less, in equivalent goods or coin.

b) Burglary (Class C)

The theft of 50 minas or less, in equivalent goods or coin.

c) Major Burglary (Class B)

The theft of 100 minas of less, in equivalent goods or coin.

d) Grand Burglary (Class A)

The Theft of greater than or equal to 101 minas, in equivalent goods or coin.

The unlawful gain of goods or items through making a deceitful trade worth 25 minas or less.

b) Scam (class C)

The unlawful gain of goods or items through making a deceitful trade worth 50 minas or less.

c) Major Scam (class B)

The unlawful gain of goods or items through making a deceitful trade worth 50 minas or more.

4) Breaking Contracts (Class C)

Violating a previously agreed upon contract (that has been registered with the Ministry of the Interior or Coin) between two parties, in order to boost profits or deprive the other of their labors.

b) Animal Theft (Class B)

The theft or slaughter of any domesticated animal(s) belonging to anyone other than yourself.

c) Animal Battery (Class C)

The attack on any domesticated animal belonging to anyone other than yourself.

d) Donation Chests (Class C)

The placement of misleading and or unlabeled donation chests within the Sutican Territory in order to gain goods.

e) House Squatting (Class C)

The moving into of any open or used house without the permission of a steward or owner of the house. (Violation will also blacklist one in the steward registry, making one unable to own property within Sutica.)

1) harassment; defined as repeated disturbances in one’s personal life

a) Verbal harassment (Class D)

Making a direct attempt at making one feel unsafe through words without a credible threat for a prolonged time.

a) Stalking (Class C)

The act of following one’s way through the city or home without legal backing or consent for a prolonged time throughout sutica.

1) Assault; defined as a credible threat or attempt to cause battery.

a) Verbal Assault (Class D)

Making an immediate, credible threat with the use of one's words.

b) General Assault (Class C)

Making an immediate, credible threat or attempting to cause battery through one’s actions.

c) Aggravated Assault (Class B)

Making an immediate, credible threat or attempting to cause battery while casting magic or wielding of a weapon.

d) Oppression (Class C)
The act of intimidation or any other non-violent means to oppress an individual in their ideas. Only to apply if these ideas are sound in nature.

2) Battery, defined as any form of unwanted physical contact (either with one’s person, an object, or through magical means) to cause harm

a) General Battery (Class C)

The unwanted, purposeful, and unlawful physical contact of any individual with the intent to offend, or any actions which would lead to the offending physical contact.

b) Battery Occasioning Bodily Harm (Class B)

The unwanted, purposeful, and unlawful physical contact which leads to bodily harm in the form of bruising, bleeding, or other minor injuries, or the excessive injuring of another in self-defense.

c) Battery of a Lower Official (Class B)

The unwanted, purposeful, and unlawful physical contact with intent to offend, or any action which would lead to the offending physical contact against a Government Agent of The Free State of Sutica.

d) Grievous Battery (Class A)

The unwanted, purposeful, and unlawful physical contact which leads to lasting, permanent, life-threatening, inhabilitating, or otherwise grievous injury, or the excessive injuring of another in self-defense.

e) Battery of a Higher Official (Class A)

The unwanted, purposeful, and unlawful physical contact with intent to offend, or any action which would lead to the offending physical contact against a Grand Knight, Head Librarian, Minister, Advisor, or Trade Monarch of The Free State of Sutica

3) Murder; defined as the unlawful killing of one.

a) Attempted Murder (Class B)

The attempt of taking another’s life and failing in doing so.

b) Manslaughter (Class B)

The unintentional taking of anyone’s life.

c) Murder (Class A)

The taking of anyone’s life with malice.

d) Assassination (Class A)

The act of hiring an individual to take anyone’s life with malice.

e) Animal Murder (Class A)
The taking of a domesticated animal’s life.

4) Other;

a) Affray (Class C)

The partaking in a public fight between two individuals to the potential terror of citizens

b) Riot (Class B)

The partaking in an assemblage of three or more individuals who threaten to use violence against individuals or provide a danger to property for a collective goal. The individuals do not need to threaten violence simultaneously.

b) Raid (Class A)

The partaking in an assemblage of three or more individuals who use violence against individuals or provide a danger to property for a collective goal. The individuals do not need to commit violent acts simultaneously.

III. Pertaining Acts of Malicious Intent

1) Fraud; defined as deception for unlawful gain.

a) Impersonation (Class C)

Impersonating another, guard, noble, or otherwise.

b) General Fraud (Class C)

Purposely deceiving another for unlawful gain.

(Does not include signed contracts)

c) Civic Fraud (Class B)

Purposefully deceiving a member of the Sutican Government for unlawful gain.

2) Espionage; defined as the unwarranted spying upon another citizen

a) Minor Espionage (Class C)

Spying upon a citizen to achieve unlawful gain or knowledge.

b) State Espionage (Class A)

Spying upon a state appointed official to achieve unlawful gain or knowledge.

c) Trade Espionage (Class B)

The unlawful gain of Sutican trade secrets.

3) Vandalism; the unlawful destruction of property

a) Window Vandalism (Class D)

Unwarranted Destruction of windows within the Sutican Region.

b) Minor Vandalism (Class C)

Graffiti, Etching, or other unpermitted markings on property or the damage or destruction of property which is valued at less than 25 minas

c) Major Vandalism (Class B)

Destruction of larger property such as stalls, shrines, or other small structures or damage or destruction of property valued at less than 50 minas.

d) Grand Vandalism (Class A)

Devastating destruction of whole houses and major structures or the damage or destruction of any property valued at greater than or equal to 100 minas.

4) Kidnapping; the unlawful seizure or holding of another in one’s custody.

a) Kidnapping (Class B)

Capturing/ holding of one against their will unlawfully.

b) Hostage (Class A)

Capturing/ Holding of one against their will unlawfully while demanding goods or funds for their release.

c) Grand Napping (Class A)

Capturing/ Holding of the Trade Monarch, Royal Family, or The Council of Sutica against their will.

d) Slavery (Class A)

The keeping, buying, or selling of slaves within The Free State of Sutica. (Indentured servants are exempt from this law.)

5) Aiding an Outlaw; defined as granting aid or shelter to a fugitive of Sutica.

a) Petty Aid (Class C)

Providing a fugitive sustenance or any means to escape capture.

b) Aiding (Class A)

Providing a fugitive shelter or knowingly aiding them in escaping capture.

c) Accomplice (Class A)

Knowingly helping a fugitive further commit crimes within Sutica before their escape.

6) Undermining Authority & Defenses; defined as knowingly acting against the Sutican interest

a) Circumventing defenses (Class B)

Digging tunnels or otherwise circumventing Sutican defenses to provide unlawful entry to the city

b) Undermining Authority (Class B)

Undermining the authority of any member of the Sutican government through malicious acts or words in the aim of harming citizens.

c) Treason (Class A)

The plotting conspiracy or making of war against the government of Sutica or the aiding of enemies in making war.

d) Obstruction of Justice (Class C)

Prevention of the pursuit of justice through resisting arrest or through physical and or magical violence or threats to circumvent the legal process.

7) Trespassing; defined as the unwanted entrance of an individual into a private area

a) Trespassing (Class D)

The unwanted entrance into a private area.

b) Breaking (Class C)

The use of words or actions to gain entrance into an area which is prohibited to general entrance.

c) Invasion (Class B)

The entrance into an area prohibited for entry with malicious intent.

IV. Poaching and Hunting

1) Poaching; defined as the hunting of animals in the Sutican territory without permission granted by the Trade Princess/Prince

a) Petty Poaching(Class C)

Unlawfully hunting & slaughtering any animal in amounts no more than 50 minas.

b) Grand Poaching (Class B)

Unlawfully hunting & slaughtering of any animal totaling more than 50 minas.

c) Slave Hunting/Capturing (Class A)

The hunting or capturing of members of sentient races for the purpose of slave trading.

V. Dark Acts

1) Iblees Worship; defined as the unlawful worship of Iblees, Daemons or dark magic creatures

a) Worship (Class A)

Worshiping Iblees, any evil-natured Daemon or inferi, including providing aid to any worshiper.

b) Assisting/being dark creatures (Class A)

The keeping, or assisting of any dark magic creatures by any means. Includes housing, feeding, sympathizing, Dark Creatures being Creatures such as Poltergeists, Undead, Shade parasites and general Abominations of Life which act with Malicious intent. The same applies for being a dark creature.

c) Practice (Class A)

The practice of any Dark Magic that has been confirmed a Dark Magic by the Sutican government.

d) Cult following/mimcing (Class B)

The wearing of ceremonial robes or hoods that are alike the previous cults their attires in the realm are disallowed within the Trade nation of Sutica. Breaking this law in particular allows for a full body search and interrogation from any guard to prevent cult activities within Sutica. Additionally, future screenings can be held if the person or being in question is noted down as a suspect of possible cult activities. The known robes or hoods of other nation’s main religions will be recognized as a righteous choice of attire.

VI. Public Order

1) Disorderly Conduct; defined as conduct which creates a public nuisance or disturbs the general public.

a) Disturbance of the Peace (Class D)

The use of loud, explicative, or speech which riles up or actions which threaten the general public order.

b) Unauthorized Sign Placement (Class D)
The act of placing a sign within public parameters advertising or providing knowledge without permission or knowledge of a Sutican steward.

c) Blockade (Class C)
The obstruction or privatizing of sutican roads through any means.
 

d) Claiming (Class C)
The act of seizing a stall or home without permission or knowledge of a Sutican steward.

e) Modification (Class B)
The act of unauthorized modification / expansion of one’s own and surrounding property by breaking the home owner’s code without explicit permission from a greater steward or higher.

f) Public Display of Affection (Class D)
The act of overexpressing your love to someone in a public area. While a peck on the cheek will be fine, making out with someone, pressing your body upon someone else for a prolonged amount of time or other acts of affection deemed to stretch regular affection in a populated public area is disallowed.

g) Unlawful Preaching (Class D)
The act of preaching your religion or cult without approval of a minister of Sutica or the Trade Monarch themself in a public area outside of their religious buildings. Local preaching in vassal locations needs approval of the local leaders. It should be noted that informing is different from preaching and that informing without forcing this upon them is no breach of this law, the difference being that one has to ask to be informed.

h) Unlawful Recruitment (Class B)
The act of recruiting individuals for foreign groups outside of Sutica without specified and documented approval of the current Trade Monarch or in the vassal locations if approved by their leaders. Approval of Vassal leaders is allowed to be declared null if the Trade Monarch disapproves of such.

VII. General Safety

1) Littering; defined as making any public place untidy with rubbish or a large number of objects left lying about.

a) General Littering (class D)

The throwing of any non hazardous goods on the ground or into the waters around Sutica.

b) Hazardous Littering (class B)

The throwing of any hazardous goods that can affect the lives of citizens on to the ground or into the waters around Sutica.

2) Negligence; defined as the inability to take proper care which leads to direct offense

a) General Negligence (Class C)

The causing of offense or harm to an individual or their property because of an inability to take proper care in a situation and the risks of said action were unknown.

b) Property Negligence (Class B)

Allowing another individual’s self or property come to harm due to a lack of proper care of one’s property.

c) Recklessness (Class B)

Causing harm to another individual or their property due to a lack of proper care in which the risks of said action were known.

3) harassment; defined as repeated disturbances in one’s personal life

a) Verbal harassment (Class D)

Making a direct attempt at making one feel unsafe through words without a credible threat for a prolonged time.

a) Verbal harassment of a higher official  (Class C)

Making a direct attempt at making a Sutican higher official feel unsafe through words without a credible threat for a prolonged time.

b) Stalking (Class C)

The act of following one’s way through the city or home without legal backing or consent for a prolonged time throughout sutica.

4) other; 

a) Unlawful Duel (Class C)

The act of Dueling within Sutica without taking the safety of citizens into consideration or the lack of rules during such Duel making it dishonorable.

b) Duel interference (Class B)

The act of disturbing or stopping a previously agreed upon Duel as a third party with the Duelers taking offense to such.

c)  Nature Poisoning (Class B)

The act of intentionally Destroying, Killing off, poisoning or withering away Nature from the parks or nature reserves of The Free state of Sutica

c)  Mask Donning (Class D)

The act of wearing hoods, masks or any non-approved face covering wear. A first offense will result in a warning instead of being arrested for such if the person complied to remove the mask. 

II. Punishments

Use of Punishments

-Punishments shall be handed out according to the class of crime which is being charged with multiple offenses stacking.

- Jail Time consists of imprisonment within a small cell with little to no outside interactions.

- Honor Duels are exempt from crime if both parties consent and the rule set is clear.

- Jail Time may also consist of interrogations by the guard force. Advanced interrogation techniques may only be used when a higher ranking official is present and gives verbal permission for advanced interrogation methods to be used.

- Those who use advanced interrogation methods without approval or abuse the power will find themselves being stripped of their rank and have to answer to the Trade Monarch for abuse of power.

- Any member in service of Sutica is counted as a Sutican Official. Administrative functions count as Higher Sutican Officials.

- Any amount of jail time can be exchanged for a Duel upon discretion of the highest ranking guard present. If won, jail time will be removed from the punishment they face. if lost, jail time will continue as per normal.

- If you are convicted of a Class B or Class A crime your name will be on the criminal offenders list for 4 years and shall have your rank of residency diminished to the rank of Subject for the duration and shall be unable to carry arms or armour in Greater Sutica,  Can be stopped and searched at any time as well as regular and irregular searches of any property the individual may own or reside in, within the Free State of Sutica.

- A name may be removed from the offenders list at the discretion of an Auditor, or the Trade Monarch.

-Banishment may be used as an alternative punishment for execution, in which all ranks of residency shall be revoked, all titles and claims stripepd, and the individual shall be barred from entry permanently barring a pardon from the Trade Monarch, and any entry into the City of Sutica shall lead to the punishment of execution immediately.

-Blood Payment should only be used as an alternative for paying debts, except in the case of a Class A crime, if the criminal refuses to pay their fine and shall serve as an alternative to the normal fine.

-Execution may be used if in a single instance a total fine would be over 500 minas in total, or on the third repeated instance of a Class B crime.

1. Class D Crimes

Class D (Petty Crime): 50 minas fine or a non-lethal cut upon their arm as Blood Payment and Community service or labour up to the estimated sum of 100 mina’s work. The particular service or labour is up to the discretion of those overseeing the crime and its punishment.  

2. Class C Crimes

Class C (Minor Crime): 100 minas fine or a finger, toe, ear or all hair on one’s head as blood payment and jail time of no longer than an hour, Jail time can be commuted in turn for community service/labour to the estimated sum of 200 mina’s worth of work.

3. Class B Crimes

Class B (General Crime): 200 minas fine or a limb, eye, tongue as blood payment and jail time of no longer than two hours. The Jail time can be commuted in exchange for community service/labour to the sum of 500 mina’s worth of work. 

4. Class A Crimes

Class A (Major Crime): Execution, Bannishement, or  a Fine of 500 minas. Those found guilty of a class A crime will find themselves imprisoned for no less than two hours in jail followed by forced labour to the sum of 1000 mina.

The Cerulean Army is created out of necessity for change, the Sutican Watch and Sutican Guard have had a good run this far, but progress is needed to move away from the past and jump into prosperity to ensure our Trade State remains free and safe. The Cerulean Army is to help our people and offer aid in conflict. Not unlike that which occurred during the recent war against Oren, and the invasions of the Inferi and dark beings while also delivering justice against those who have wronged Sutica or their vassals.

Hierarchy:

Trade Monarch

At the top of the hierarchy is the Trade Monarch, the ruler of Sutica. While every Trade Monarch has a different approach to leading, a Trade Monarch may bring it upon themself to join conflict as they can declare war and form alliances even when it goes against the Neutrality of Sutica. During conflict the Trade Monarch can overrule any actions made by any other leading bodies within Sutica, effectively making them the highest rank in the Cerulean Army. Having the power to hand out medals, add recruits to the ranks, and knight the Lubba Knights once proven worthy.

Minister of Defence

Granted the title of Minister and ‘His Excellency’ of Sutica, they lead it all, from approving projects to helping a recruit with their training. They can be found often at the frontlines of conflict, far in the back tending to a wounded watchman or acting as general administrator of the Cerulean Army. The Minister of the Interior is needed to be as versatile as possible, knowing no bounds other than law and ethics as the main representative of the Cerulean Army. While this position is often obtained through progressing the ranks, it is possible one can be assigned by the Trade Monarch from any rank within the Cerulean Army.

Lubba Knights

Lubba Knights are the Elite force of Sutica, Proficient in battle, combat, detaining and commanding. While these individuals no longer have to do what they did as captains and officers or perhaps even got promoted from a centurion to this rank, they are still experienced enough to teach lower ranks effectively. Donning the Sutican crest with pride as the ultimate protectors of the realm, often found to escort the trade monarch or sent on special missions no other sect of the Cerulean Army can achieve. During times of war, these individuals are to take on an almost marshall level of commanding, able to send out our forces and retreat them at will. With this responsibility, the title of Sir and Dame will be granted, While not nobility in an official sense, this title is held in high regard due to the few ways to earn it. A Lubba knight is to take the third oath on top of the oaths they had taken to join the Cerulean Army.

Captains

These individuals have been assigned by the vassal leaders of sutica or got promoted to this rank due to their efficiency at their job. Captains are expected to assist with leading the watchmen and centurions into conflict alongside the Minister of Defence and teach them what they need to know in their position. Captains gain direct access to all of the military district, excluding personal quarters and chambers meant for even higher ranking members. These people are oftentimes found to take initiative in projects and possibly set up new ones to progress the Cerulean Army to a new direction or improve the current position of it. Captains are found to organize trainings for the Cerulean Army as well as being found to do regular patrols around the Sutican lands and vassals.

Officers

Officers are the lifeblood of the organization of the Cerulean Army, providing knowledge they have learnt in their Centurion stage to apply as an officer, teaching the recruits the basics of being in the Cerulean Army and promoting them to Watchmen if found to be proficient enough. These individuals gain access to the key vault to grant new Watchmen their access to the gatehouse and are able to provide the Cerulean army with equipment from the armoury. Officers are often seen as teachers and mentors of the lower ranks to help them out with their studies and tasks when needed while also commonly found to be teaching a subject themselves. While these individuals seem to get less experience in the field, they are still fierce fighters due to their years of combat experience beforehand and are able to command the lower ranks around to be as efficient as possible when no higher rank is present.

Centurions

Centurions have excelled in their stage as watchmen, proven to be extremely efficient in combat and other conflicts to an extent where they have shown leadership in what they do. The Centurions of Sutica are at the top of the bottom ranks, gaining access to more disclosed areas and often next in line to become an officer. Their impeccable knowledge of the Sutican laws makes them a perfect example for a member of the Cerulean Army, often found to be self-sufficient in their way of working and living. Centurions have little left to learn, but there is always room for improvement, allowing for more advanced medical training, more advanced combat training, smithing lessons, Herbology studies, Language studies, use of siege weaponry and possibly getting offered to learn magic.

Watchmen

The bulk of the Cerulean Army, Recently or maybe for a while already promoted to this level. These individuals have done what they can and learned how to be disciplined, the laws, and completed their basic combat training to be proficient enough in battle or conflict. The watchmen gain access to the gatehouse of Sutica to close the gates during times of conflict and monitor who can enter and who is a possible threat to the nation. These individuals ensure to keep the peace within the walls and borders of Sutica, gaining further training on more advanced combat techniques, basic first aid knowledge, foraging, hunting, cooking, equipment maintenance, and conduct.

Recruits

The recruits of the Cerulean Army, being educated on law and combat by the multitude of officers and rarely captains. These individuals get minimum pay and state-provided education on Sutican ethics, laws, discipline, and combat while also attending the mandatory training held each year. These Recruits are needed to take an oath to Sutica and the Trade Monarch upon joining the Cerulean Army.

State Mercenaries

These individuals, while not needed to actively workday on end within the cities, are offered for personal missions or conflict outside of Sutican lands with a pay decided by the person they are hired by. State Mercenaries hold no authority within the Sutican Lands and are often seen as just a sellsword for hire by anyone with the right price, sometimes even by other nations to aid them in battle. The rank of State Mercenary is not limited however, A centurion or watchman can step back from their duties in a temporary fashion during a conflict to act as an aiding force, joining the group that can be hired from with a contract between the Trade State and the individual, group or foreign power in question.

Payment:

While it would be beneficial for Sutica to work with volunteers only and random bonuses, it would heavily limit the rate at which recruits would be able to join. This is why Sutica pays its guards a decent wage to live inside of the Trade State or one of its vassals.

What do you get paid?:

Recruit: 10 minas a year
Watchmen: 20 minas a year
Centurion: 30 minas a year

Officer:   Tax Exemption
Captain:   Tax Exemption
Lubba Knight:   Tax Exemption
Minister of Defense:   Tax Exemption

Though on top of the yearly payment, it is possible that a mission is found successful and a bonus is handed out to the more excelling guards with the size of this bonus depending on a couple of factors like the minas earned from the mission and how the team present did overall. This bonus is handed out by the highest-ranking leader present and yearly payments can be found in a designated payment spot.

Basic Ideals:

The ideals are what makes the Cerulean Army an Army, without clear ideals or morals, a nation is bound to fall. The ideals the Cerulean Army follows are not only internally, but external as well, requiring a focus on what we wish to do with this army: cause Peace and Prosperity..

Peace

The Cerulean Army is here to Protect and ensure peace and prosperity, it is not to cause chaos. causing chaos will lead to a dishonorable discharge and relieve you from your position as well as all granted titles if any.

Termination of Cults and the Dark

The Cerulean Army, as an internal force, works together to keep cults out of Sutica and exterminate darkness from our realm by hunting down dark mages and creatures within its borders without hesitation.

Fortitude

It is sometimes found that an individual is struggling with their work or life in general, let it be known to those individuals that taking a break from the Cerulean Army is allowed and Hiatus can be held. The mental state of a member of the Cerulean Army is as important as its physical state, allowing for Cerulean Army field days to relax a bit or do some fun activities.

Aid

The Cerulean Army, provided each member is to learn a certain set of skills by requirement, they are not to back away from conflict or wounded individuals, no matter the race or nation they are affiliated with. We are here to help, not turn our backs to fellow living descendants and beings of this realm. Kindness and Gratitude are key to living a better life for all of us for a man who turns to banditry out of necessity can always be rehabilitated if offered the right tools to do so.

Logic and Law, Driven by morals.

While the law is set in stone, one who has broken a law must have had a rational reason to do so, with such a member of the Cerulean Army can interrogate an individual to see why this law has been broken by them and possibly hand out a lower fine or even exempt them from the crime they had committed.

Pacifism, until necessity

A member of the Cerulean Army is not to draw a weapon or create unnecessary bloodshed, however, an aggressor may be present that tries to do harm which allows for a member of the Cerulean Army to draw a weapon of their own and deal with the situation. The few times a Centurion would draw their blade was if there is a known, credible threat to Sutica or any of their vassals like a dark mage or a group of hooded and masked men entering the Sutican borders.

 Self-sufficient together

There is an emphasis within the Cerulean Army that once you are at the rank of Centurion, your set of skills taught to you are just enough to supply your own food, your own equipment, and your own minas. however, this does not mean you stand alone in conflict and is merely a tool to improve your ability to aid other members of the Cerulean Army.

Recruitment:

While having few members can be beneficial for the coffers of Sutica, it is not beneficial for preventing future conflict or completing tasks to benefit the nation. This is why it is essential to keep adding recruits to the ranks who can add their own ideas in the future and get trained up to be proficient members of the Cerulean Army.

How do I join?:

Being recruited into the Cerulean Army is as simple as it is to find an Officer, Captain, Minister of Peace, or Trade Monarch as these individuals can enlist you into the Cerulean Army.

There are minimum requirements to joining the Cerulean army, stated here;

You have to be a citizen of Sutica or its vassals,

You have to be at least 16 years old,

You need to be physically capable of raising a longsword with one hand on the grip,

You need to be willing to swear an oath,

You need to be willing to learn and be disciplined.

Joining the Cerulean Army, however, does require an oath, the Sutican oath of Enlistment, which had fallen out of practice in the years the Sutican watch had become the Sutican Guard. The Oath of Enlistment is found here:

Why do I need to join?:

While it is not a necessity to join the Cerulean Army, it is highly beneficial for both you and Sutica, allowing you to learn and progress to more and more capabilities and skills that can help you for the rest of your life. The Cerulean Army is a team effort and many who join will come out smarter with new friendships they have made along the way and perhaps even seen another side of the world on Sutica’s expenses.

Honors & Medals:

Recognition of the actions of our members within the Cerulean Army is a high priority, granting them medals or ribbons for outstanding actions or have them remembered in ceremonies to remind them of their actions or the actions of their predecessors.

Anchor of Valour

The Anchor of Valour is the Free State's highest honor, awarded by the ruling Trade Monarch themselves. The Anchor of Valor is given to those that demonstrate acts of valor far beyond the call of duty. To receive the award is quite difficult and requires having your efforts recognized by the Trade Monarch themselves. 

Archrims Legacy - A Royal Eternal

Named after Captain Archrim this medal is a level above the medal of sacrifice in that it is only ever bestowed upon those that have given their all and placed everything on the line in the defense of Sutica. By risking it all, they have demonstrated their dedication to the Oath and will be forever remembered for their contributions to the Nation. Every member which has been bestowed this medal shall also be granted the rank of Royal Eternal as a lasting mark of their dedication.

Medal of Sacrifice

This medal is given to those who have sacrificed permanent loss of ability in protecting and serving the Free State. It is given with the blessing of the Trade Monarch to show their unending support of those who have sacrificed to see the Free State continue to grow and prosper. This is given to those that were willing to sacrifice something, for the Free State to gain something else.

Medal of Civic Honor

This medal is granted to citizens of the nation who have shown tremendous effort towards the security of the Sutican way of life. It is the highest Non-Army medal, being granted directly by the Trade Monarch themself. It is to serve as a reminder of the binding nature of Sutican citizenship and those who have risked it all for the greater good of the community as a whole..

Ribbon of Heroism

Given to an individual who has against all odds demonstrated boundless courage and has performed above and beyond in service to his fellow Watch members and in doing so saved the life or lives of his companions. As well as those that achieve results far beyond typical expectations in the service of the Free State.

Ribbon of Loyalty

This military honor is given to those individuals that stood and continue to stand firm in their duty to the Trade Monarch. This is usually awarded by the Minister of Defence. It is awarded to those that have devoted their lives to the watch and to the sacred Trade Monarch of the Free State.

Campaign Medals

Campaign Medals are granted to members of the Sutican Watch who endured during major conflicts or during expeditions. These medals are to serve as a reminder of the actions they took part in and as an outward display to remember those who may not have returned. To receive this class of medal it is only necessary for the member to have taken part in a campaign deemed fit by a captain of the Cerulean Army with permission of the Trade Monarch to receive a medal.

Medal of Eternal Memory

This Medal is given to the families of those that lost their loved ones in their duty to the Trade Monarch and the Free State. At the end of every second year, a remembrance ceremony is held to commemorate the ones who lost their lives during the years and to remember the ones that gave the ultimate sacrifice in the years-long gone, the medal given to the families of the fallen at this time.

Foreword

As descendants approached Almaris, a question has risen for the Suticans as soon as we set foot on the new continent and constructed the city: “How are we going to generate wealth for the free state and its citizens?” and such an answer was quickly found in the first few days of experimentation within the department before it’s official creation to improve our local economy and in turn Sutica itself.

 I. The goal of the department of Sutican welfare

The goal of the department of Sutican welfare is simple yet crucial for the state: The production of goods and gathering of resources to further the Sutican economy, welfare among citizens and protection of the state.

I.I. State wealth creation

The creation of welfare is no simple task as we would need to keep in mind the basics of economics at first whilst expanding further on that idea. the first options we were met with were mines, forests and a bountiful sea nearby which can cover all of the basic sutican needs of expansion, but not everyone is as lucky in this regard, has to buy these goods from individuals who are willing to sell their resources and oftentimes are faced with prices higher than needed for maximizing their profits. With this in mind, the state of Sutica has decided to make an attempt at making a resource pool so that the state does not have to pay the highest price while keeping it fair for its workers.

I.II. Citizen welfare creation

Creating welfare for the state is one thing, though creating it for the citizens of Sutica is another thing that most other groups or governments miss to see. The Free state of Sutica is to give means to citizens to increase their own wealth, handing out tools where needed and providing space to pursue their craft and basic needs. The mines are public to everyone, even when the user is not a citizen of Sutica and allowing the shop owners to set their own prices with as little interaction as possible on the market. 

I.III. Sutican guard funding

The guards of Sutica always had a small issue with resources for their duties to be fulfilled, though with the department in place it is possible to expand on these needs and provides easier access to armour, weaponry and additional building materials for the expansion of the guard headquarters. Guards are no longer needed to gather resources or make equipment of their own, which allows them to focus on their duties and no longer have to switch between jobs at a moment's notice or forced to work a job they do not wish to have.

  II. Divisions within the Department

Divisions within the Department of Sutican welfare are unique in specialization and each act as their own group of people unless ordered to work together by division leader, the Director of welfare or the Trade Monarch themselves.

II.I. Mountain Division

The Mountain Division is the base of most crafts and materials, they gather the stone, metals and crystals from the mines to take to the Anvil and forge the equipment needed for the workforce to function further, innovating with new metals each day and progress in quality of such tools made.

II.II. Field Division

The Field Division is in addition and most important for further progression, gathering resources along the roads, farming in the fields of Sutica and hunting the animals for their hide and meat. A complimentary division to the other divisions while providing food to the citizens.

II.III. Forest Division

The Forest Division are those who enjoy taking an axe to a tree, but in turn plant a new tree or maybe two, taking the logs from such tree back to the city or local workshop where they turn those logs into planks, toolrods, furniture and all things made wood with the help of their equipment.

II.IV. City Division

The City Division is the end of the cycle where merchants collect finished products and sell them off to the citizens for a profit which ultimately pays for their own job and everyone else’s in the department of Sutican welfare. although this division does not only consist of merchants as it also involves the jobs which do not require to move outside of the city such as tailors.

  III. Workers of the department of Sutican welfare

The workers of the department of Sutican welfare are what makes the department possible in the capacity that it is, working together to overcome barriers that they can not face alone while seeking to earn some extra coin where wanted.

III.I. General workforce

The General workforce is defined by anyone who can be ordered around, making up a fair amount of the workforce, creating and processing goods that have been brought in by the gatherers of the department. Their payment is dependent on finished commissions put in by the state, director or merchants.

III.II. Gatherers

Gatherers are the bulk of the department, providing resources to be processed by the general workforce, their payment is usually dependent on how much they collect and donate to the state welfare storage.

III.III. Merchantry

These trusted individuals have proven to be capable of bartering and trading for the prices they like, entrusted with finished products from the state, which they purchase or commission from the department director at a relatively cheap standardized rate and any profits they are to keep.

III.IV. Leadership

These few people are given the task to lead the workers of the department, held in fairly high regard among them as they are to give direction, train new workers to be fit for the job and distribute resources among the divisions.

III.IV.I. Team Leaders

Team leaders are fairly self explanatory, they lead a division along with at most one other member depending on the size of the division, educating every member new and old on the methods to be used while staying in the workforce to make sure they themselves don’t fall behind.  they get paid at a standard rate which is discussed once they get accepted ontop of their commission or gathering payment.

III.IV.II. Quartermasters

Quartermasters have a single task: distributing resources and managing the storage, making sure everyone has the right equipment for their jobs and ensuring everything can be found when sought for. These quartermasters get paid a standard rate which is discussed once accepted.

III.IV.III. Director of Sutican welfare

The Director of Sutican welfare is a position which allows them to sit among the Sutican council during meetings, discussing important matters and bringing matters up to the trade monarch. The director, as given by the name, gives direction to the department as a whole, putting up commissions for the state, having themselves heavily involved in every process and handing the currency traded with to the minister of coin so payment can be done right. The director of sutican welfare is paid in the form of tax exemption for their home.

Foreword

The Free State of Sutica and all who are within it are bound by the legislation within this Codex. The purpose of this Codex is to act as a general reference for legislation which was put forward by the Trade Monarch or by The Council of Sutica. legislation may exist outside of this Codex and this Codex must exist under the Writ of Governance as the Writ is the supreme law of the land. Actions forbidden in Greater Sutica by order of the Trade Monarch

I. Pertaining Acts of Theft

1) Burglary; defined as the stealing of goods from one’s property.

a) Minor Burglary (Class D)

The theft of 25 minas or less, in equivalent goods or coin.

b) Burglary (Class C)

The theft of 50 minas or less, in equivalent goods or coin.

c) Major Burglary (Class B)

The theft of 100 minas of less, in equivalent goods or coin.

d) Grand Burglary (Class A)

The Theft of greater than or equal to 101 minas, in equivalent goods or coin.

2) Robbery; defined as the stealing of goods from one’s person.

a) Minor Robbery (Class C) 

Brandishing a weapon or threatening violence to achieve the theft of less than 25 minas, in equivalent goods or coin.

b) Robbery (Class B)

Brandishing a weapon or threatening violence to achieve the theft of less than 50 minas, in equivalent goods or coin.

The unlawful gain of goods or items through making a deceitful trade worth 25 minas or less.

2. Scam (class C)

The unlawful gain of goods or items through making a deceitful trade worth 50 minas or less.

3. Major Scam (class B)

The unlawful gain of goods or items through making a deceitful trade worth 50 minas or more.

b) Breaking Contracts (Class C)

Violating a previously agreed upon contract (that has been registered with the Ministry of the Interior or Coin) between two parties, in order to boost profits or deprive the other of their labors.

4) Other;

b) Animal Theft (Class B)

The theft or slaughter of any domesticated animal(s) belonging to anyone other than yourself.

c) Animal Battery (Class C)

The attack on any domesticated animal belonging to anyone other than yourself.

d) Donation Chests (Class C)

The placement of misleading and or unlabeled donation chests within the Sutican Territory in order to gain goods.

e) House Squatting (Class C)

The moving into of any open or used house without the permission of a steward or owner of the house. (Violation will also blacklist one in the steward registry, making one unable to own property within Sutica.)

II. Pertaining Acts of Violence

1) harassment; defined as repeated disturbances in one’s personal life

a) Verbal harassment (Class D)

Making a direct attempt at making one feel unsafe through words without a credible threat for a prolonged time.

a) Stalking (Class C)

The act of following one’s way through the city or home without legal backing or consent for a prolonged time throughout sutica.

1) Assault; defined as a credible threat or attempt to cause battery

a) Verbal Assault (Class D)

Making an immediate, credible threat with the use of one's words.

b) General Assault (Class C)

Making an immediate, credible threat or attempting to cause battery through one’s actions.

c) Aggravated Assault (Class B)

Making an immediate, credible threat or attempting to cause battery while casting magic or wielding of a weapon.

d) Oppression (Class C)
The act of intimidation or any other non-violent means to oppress an individual in their ideas. Only to apply if these ideas are sound in nature.

2) Battery, defined as any form of unwanted physical contact (either with one’s person, an object, or through magical means) to cause harm

a) General Battery (Class C)

The unwanted, purposeful, and unlawful physical contact of any individual with the intent to offend, or any actions which would lead to the offending physical contact.

b) Battery Occasioning Bodily Harm (Class B)

The unwanted, purposeful, and unlawful physical contact which leads to bodily harm in the form of bruising, bleeding, or other minor injuries, or the excessive injuring of another in self-defense.

c) Battery of a Lower Official (Class B)

The unwanted, purposeful, and unlawful physical contact with intent to offend, or any action which would lead to the offending physical contact against a Government Agent of The Free State of Sutica.

d) Grievous Battery (Class A)

The unwanted, purposeful, and unlawful physical contact which leads to lasting, permanent, life-threatening, inhabilitating, or otherwise grievous injury, or the excessive injuring of another in self-defense.

e) Battery of a Higher Official (Class A)

The unwanted, purposeful, and unlawful physical contact with intent to offend, or any action which would lead to the offending physical contact against a Grand Knight, Head Librarian, Minister, Advisor, or Trade Monarch of The Free State of Sutica

3) Murder; defined as the unlawful killing of one.

a) Attempted Murder (Class B)

The attempt of taking another’s life and failing in doing so.

b) Manslaughter (Class B)

The unintentional taking of anyone’s life.

c) Murder (Class A)

The taking of anyone’s life with malice.

d) Assassination (Class A)

The act of hiring an individual to take anyone’s life with malice.

e) Animal Murder (Class A)
The taking of a domesticated animal’s life.

4) Other;

a) Affray (Class C)

The partaking in a public fight between two individuals to the potential terror of citizens

b) Riot (Class B)

The partaking in an assemblage of three or more individuals who threaten to use violence against individuals or provide a danger to property for a collective goal. The individuals do not need to threaten violence simultaneously.

b) Raid (Class A)

The partaking in an assemblage of three or more individuals who use violence against individuals or provide a danger to property for a collective goal. The individuals do not need to commit violent acts simultaneously.

III. Pertaining Acts of Malicious Intent

1) Fraud; defined as deception for unlawful gain.

a) Impersonation (Class C)

Impersonating another, guard, noble, or otherwise.

b) General Fraud (Class C)

Purposely deceiving another for unlawful gain.

(Does not include signed contracts)

c) Civic Fraud (Class B)

Purposefully deceiving a member of the Sutican Government for unlawful gain.

2) Espionage; defined as the unwarranted spying upon another citizen

a) Minor Espionage (Class C)

Spying upon a citizen to achieve unlawful gain or knowledge.

b) State Espionage (Class A)

Spying upon a state appointed official to achieve unlawful gain or knowledge.

c) Trade Espionage (Class B)

The unlawful gain of Sutican trade secrets.

3) Vandalism; the unlawful destruction of property

a) Window Vandalism (Class D)

Unwarranted Destruction of windows within the Sutican Region.

b) Minor Vandalism (Class C)

Graffiti, Etching, or other unpermitted markings on property or the damage or destruction of property which is valued at less than 25 minas

c) Major Vandalism (Class B)

Destruction of larger property such as stalls, shrines, or other small structures or damage or destruction of property valued at less than 50 minas.

d) Grand Vandalism (Class A)

Devastating destruction of whole houses and major structures or the damage or destruction of any property valued at greater than or equal to 100 minas.

4) Kidnapping; the unlawful seizure or holding of another in one’s custody.

a) Kidnapping (Class B)

Capturing/ holding of one against their will unlawfully.

b) Hostage (Class A)

Capturing/ Holding of one against their will unlawfully while demanding goods or funds for their release.

c) Grand Napping (Class A)

Capturing/ Holding of the Trade Monarch, Royal Family, or The Council of Sutica against their will.

d) Slavery (Class A)

The keeping, buying, or selling of slaves within The Free State of Sutica. (Indentured servants are exempt from this law.)

5) Aiding an Outlaw; defined as granting aid or shelter to a fugitive of Sutica.

a) Petty Aid (Class C)

Providing a fugitive sustenance or any means to escape capture.

b) Aiding (Class A)

Providing a fugitive shelter or knowingly aiding them in escaping capture.

c) Accomplice (Class A)

Knowingly helping a fugitive further commit crimes within Sutica before their escape.

6) Undermining Authority & Defenses; defined as knowingly acting against the Sutican interest

a) Circumventing defenses (Class B)

Digging tunnels or otherwise circumventing Sutican defenses to provide unlawful entry to the city

b) Undermining Authority (Class B)

Undermining the authority of any member of the Sutican government through malicious acts or words in the aim of harming citizens.

c) Treason (Class A)

The plotting conspiracy or making of war against the government of Sutica or the aiding of enemies in making war.

d) Obstruction of Justice (Class C)

Prevention of the pursuit of justice through resisting arrest or through physical and or magical violence or threats to circumvent the legal process.

7) Trespassing; defined as the unwanted entrance of an individual into a private area

a) Trespassing (Class D)

The unwanted entrance into a private area.

b) Breaking (Class C)

The use of words or actions to gain entrance into an area which is prohibited to general entrance.

c) Invasion (Class B)

The entrance into an area prohibited for entry with malicious intent.

IV. Poaching and Hunting

1) Poaching; defined as the hunting of animals in the Sutican territory without permission granted by the Trade Princess/Prince

a) Petty Poaching(Class C)

Unlawfully hunting & slaughtering any animal in amounts no more than 50 minas.

b) Grand Poaching (Class B)

Unlawfully hunting & slaughtering of any animal totaling more than 50 minas.

c) Slave Hunting/Capturing (Class A)

The hunting or capturing of members of sentient races for the purpose of slave trading.

V. Dark Acts

1) Iblees Worship; defined as the unlawful worship of Iblees, Daemons or dark magic creatures

a) Worship (Class A)

Worshiping Iblees, any evil-natured Daemon or inferi, inculuding providing aid to any worshiper.

b) Assisting dark creatures (Class A)

The keeping of or assisting of any dark magic creatures by any means. Includes housing, feeding, sympathizing, Dark Creatures being Creatures such as Ghosts, Undead, Shade parasites and general Abominations of Life which act with Malicious intent.

c) Practice (Class A)

The practice of any Dark Magic that has been confirmed a Dark Magic by the Sutican government.

VI. Public Order

1) Disorderly Conduct; defined as conduct which creates a public nuisance or disturbs the general public.

a) Disturbance of the Peace (Class D)

The use of loud, explicative, or speech which riles up or actions which threaten the general public order

b) Unauthorized Sign Placement (Class D)
The act of placing a sign within public parameters advertising or providing knowledge without permission or knowledge of a Sutican steward.

c) Blockade (Class C)
The obstruction or privatizing of sutican roads through any means.
 

d) Claiming (Class C)
The act of seizing a stall or home without permission or knowledge of a Sutican steward.

e) Modification (Class B)
The act of unauthorized modification / expansion of one’s own and surrounding property by breaking the home owner’s code without explicit permission from a greater steward or higher.

VII. General Safety

1) Littering; defined as making any public place untidy with rubbish or a large number of objects left lying about.

a) General Littering (class D)

The throwing of any non hazardous goods on the ground or into the waters around Sutica.

b) Hazardous Littering (class B)

The throwing of any hazardous goods that can affect the lives of citizens on to the ground or into the waters around Sutica.

2) Negligence; defined as the inability to take proper care which leads to direct offense

a) General Negligence (Class C)

The causing of offense or harm to an individual or their property because of an inability to take proper care in a situation and the risks of said action were unknown.

b) Property Negligence (Class B)

Allowing another individual’s self or property come to harm due to a lack of proper care of one’s property.

c) Recklessness (Class B)

Causing harm to another individual or their property due to a lack of proper care in which the risks of said action were known.

a) Unlawful Duel (Class C)

The act of Dueling within Sutica without taking the safety of citizens into consideration or the lack of rules during such Duel making it dishonorable.

b) Duel interference (Class B)

The act of disturbing or stopping a previously agreed upon Duel as a third party with the Duelers taking offense to such.

c)  Nature Poisoning (Class B)

The act of Destroying, Killing off, poisoning or withering away Nature from the parks or nature reserves of The Free state of Sutica

II. Punishments

Use of Punishments

-Punishments shall be handed out according to the class of crime which is being charged with multiple offenses stacking.

- Jail Time consists of imprisonment within a small cell with little to no outside interactions.

- Honor Duels are exempt from crime if both parties consent and the rule set is clear.

- Jail Time may also consist of interrogations by the guard force. Advanced interrogation techniques may only be used when a higher ranking official is present and gives verbal permission for advanced interrogation methods to be used.

- Those who use advanced interrogation methods without approval or abuse the power will find themselves being stripped of their rank and have to answer to the Trade Monarch for abuse of power.

- Any member in service of Sutica is counted as a Sutican Official. Administrative functions count as Higher Sutican Officials.

- Any amount of jail time can be exchanged for a Duel upon discretion of the highest ranking guard present. If won, jail time will be removed from the punishment they face. if lost, jail time will continue as per normal.

- If you are convicted of a Class B or Class A crime your name will be on the criminal offenders list for 4 years and shall have your rank of residency diminished to the rank of Subject for the duration and shall be unable to carry arms or armour in Greater Sutica,  Can be stopped and searched at any time as well as regular and irregular searches of any property the individual may own or reside in, within the Free State of Sutica.

- A name may be removed from the offenders list at the discretion of an Auditor, or the Trade Monarch.

-Banishment may be used as an alternative punishment for execution, in which all ranks of residency shall be revoked, all titles and claims stripepd, and the individual shall be barred from entry permanently barring a pardon from the Trade Monarch, and any entry into the City of Sutica shall lead to the punishment of execution immediately.

-Blood Payment should only be used as an alternative for paying debts, except in the case of a Class A crime, if the criminal refuses to pay their fine and shall serve as an alternative to the normal fine.

-Execution may be used if in a single instance a total fine would be over 500 minas in total, or on the third repeated instance of a Class B crime.

1. Class D Crimes

Class D (Petty Crime): 50 minas fine or a non-lethal cut upon their arm as Blood Payment and Community service or labour up to the estimated sum of 100 mina’s work. The particular service or labour is up to the discretion of those overseeing the crime and its punishment.  

2. Class C Crimes

Class C (Minor Crime): 100 minas fine or a finger, toe, ear or all hair on one’s head as blood payment and jail time of no longer than an hour, Jail time can be commuted in turn for community service/labour to the estimated sum of 200 mina’s worth of work.

3. Class B Crimes

Class B (General Crime): 200 minas fine or a limb, eye, tongue as blood payment and jail time of no longer than two hours. The Jail time can be commuted in exchange for community service/labour to the sum of 500 mina’s worth of work. 

4. Class A Crimes

Class A (Major Crime): Execution, Bannishement, or  a Fine of 500 minas. Those found guilty of a class A crime will find themselves imprisoned for no less than two hours in jail followed by forced labour to the sum of 1000 mina.

Corwin, By the Grace of God, King of Sutica and in Atheran Salvus, Sovereign Lord of the Whispering Isles, Protector and Triumvir of the State, etcetera delivers greetings.

It has been brought to the attention of Our Throne and through the counsel of Our Triumvirate that a renewed desire to serve the State in the most chivalrous and heroic manner had once more manifested amongst Our most loyal subjects. Valiant and courageous efforts in upholding the prestige and safety of the Sutican State and its most august freedoms have, in this age of modernity, been long observed as exemplified in a select few by the watchful gaze of Our Throne. 

These most noble Sons and Daughters of the Sutican State and their acts harken back to the days of glory of Our Realm; from the deeds of those paragons of Clerical virtue and ancient Sutican knighthood, Sir Grey Kellian and Sir Archrim Elmoran, whose radiant blades had brought demise to many an unholy being, to Captains Albion and Amelia Avern of the State Expeditionary Force, the shields of Our State’s sovereignty and neutrality in armed struggle alongside the Knights of Renatia in the Great War. Our Triumvirate acknowledges the wish to restore amongst the Sutican heroes of the modern era a sense of unity and brotherhood, alike that observed in the State’s long and eventful history.

More common are those acts of Our subjects of renown which continue to advance the State through exemplary civil service and numerous contributions to the fields of science. We do hold the opinion that, much alike within other enlightened Realms of Arcas, the State has the duty to recognize and reward these examples of diligence.       

We do find Ourselves most pleased by these expressions of loyalty to Our Realm and the wish for oathed service to the State. Our Throne has therefore seen it fit to, in full accordance with the Supreme Writ of Governance, restore the privileges of Sutican knighthood as follows.

The Grand Order of the Lubba

The Grand Order of the Lubba is hereby restored in full and bestowed with a full grant of privileges set forth in the Supreme Writ. As the most prestigious Order of the Sutican State, admittance to its ranks shall be granted to those Citizens and Subjects responsible for outstanding deeds of bravery and military prowess, displaying commitment and dedication to loyal service and the observation of chivalric virtues.

The Trade Monarch and the Sutican Triumvirate reserve the privilege of mastery of the Order, with devolved duties granted to the Order’s Grand Knight. Upon swearing an oath of service to the State, the admitted members may, in addition to their privileges as exemplary armed enforcers of the State, employ the title of ‘Sir’ or ‘Dame’ before their name.

The Grand Knight of the Order, the hereby appointed Sir Domonic Elmoran, is tasked with further organizing the structure of the Order through the introduction of handbooks, ranks and post-nominals, and maintaining a registry of its members.

The Sacred Order of the Sutican Catacombs

The Sacred Order of the Sutican Catacombs is hereby restored in a devolved capacity. Its decoration, physically embodied by the Medal of the Ferrum Anchor, shall be reserved to those individuals of note, foreign or domestic, living or dead, who have proven themselves worthy of joining its ranks through extraordinary deeds of civil service, contributions to the State’s scientific, cultural and artistic fields, or historic acts of heroism in defense of the State.

The Trade Monarch and the Sutican Triumvirate reserve the privilege of mastery of the Order, with devolved duties granted to the Order’s Grand Knight. The admitted members may employ the title of ‘Sir’ or ‘Dame’ before their name, or be referred to as such in the case of posthumous decoration.

Appointments to the Sacred Order of the Sutican Catacombs

It is Our most solemn wish to, on this occasion, bestow the Medal of the Ferrum Anchor upon the following historical individuals of note:

Blessed Aran Talraen de Rennes and Aldren Talraen de Rennes are hereby posthumously awarded the style of Sir. These Orenian nationals and twin brothers did, during their exile to Sutica-on-Ceru throughout the Third Crusade and the Adelburg Coup, enrich the literary scene of the Sutican State with a number of significant treatises on chivalry, civil service, and the political landscape of Axios, and did take up arms in defense of the State against a breach of neutrality committed by the schismatic Santegian forces, and against the undead occupation of the Isle.

Rhillen Amethil is hereby awarded the style of Sir. Former commander of the armed forces of the Silver State, Sir Rhillen did assume shared command of the Sutican militia during the Siege of Sutica-on-Ceru alongside Lord Protector Karyssmov Faroe and Field Captain Jan Sigmar of Alstreim, utterly crushing the occupying undead force upon the Isle.

Tereus de Chambery is hereby posthumously awarded the style of Sir. This Lorrainian national did, fighting at the Siege of Sutica-on-Ceru under the Blood-Raven Banner of Alstreim, through an act of personal bravery save the lives of many Sutican citizens of note.

Zatanaes Avern and Aila Avern are hereby awarded the style of Dame. These renowned Sutican Clerics did, on many occasions, prove their outstanding loyalty to the State through numerous advances in the fields of medicine, having founded and established the Sutican Clinic, and through their stalwart defense of Sutica-in-Atlas from the undead hordes.

Albion of Sutica and Amelia Avern are hereby awarded the style of Dame. These Sutican Captains did, in defense of the State against severe breaches of neutrality committed by the Josephite forces during the Great War, raise the State Expeditionary Force which intervened in the conflict, taking part in the victorious Battles of Silversea and Koengswald alongside Renatian loyalists with commendation. They did, in the highest order, return the Expeditionary Force to Sutica-in-Arcas with no suffered casualties. 

Utaria Helenson-Anarion is hereby awarded the style of Dame. This former Royal Consort and Grand Dame did, throughout her tenure, advance the principles of Sutican statehood and restore the Sutican Library throughout masterful political maneuvering and diligence.

As of the public posting of this decree I am abdicating the Sutican throne,

Ser Corwin of the House of Alstreim is my chosen heir. 

As of the posting of this letter, he shall be considered the Sutican Trade King or Emperor,

with all titles, lands, and powers such a position grants.

It is my desire, stated openly here that Trade Emperor Corwin be granted Primary Region Overseer.

All those whose loyalty runs deep to me shall do as they can to support Trade Emperor Corwin.

All those whose loyalty runs deep to me shall do as they can to remove Blair Fester from all positions held within Sutica.

My final desire, noted here for the public, is that Blair Fester be removed from her position of Triumvir.

Foreword

Much like an actual ship, the Ship of the Sutican State is one which constantly changes courses, it has a purpose of delivering its occupants safely to their goals, it has to keep the harsh weather of the world outside and it’s occupants safe inside, it has a hierarchy of leadership as to put the ship on course and prevent it from being lost to the shouts of the confused masses, and most importantly it is built to provide refuge. However even a ship must undergo renovations and restoration in order to keep floating for years to come and so does the Ship of the Sutican State. The waters of the future shall be terribly unforgiving of carelessness, incapacity, or neglect and we must build a ship capable of pushing through the storms of the future though we do not know what they may hold. We will never abandon this ship and never let it sink, for we must uphold the promise of peace and hope to our kin eternally. 

Title I - The Triumvirate

Article 1 - Definition

The Triumvirate of Sutica is a position to be held by three individuals who oversee all matters of the Sutican Government, spare a select few.

A Triumvirate shall serve for the full extent of their life unless they abdicate early.

The Triumvirate Combined refers to the full participation by all Triumvir. In places where this is written, it means that all Triumvir must participate.

Article 2 - Selection

The Triumvirate shall be elected by the Sutican Council whenever there is a spot open on the Triumvirate.

If the council cannot come to a consensus in two elven weeks, The Patrons, Managers (anyone who oversees a smaller governmental subgroup such as guard officers), and council will work together to select an appropriate replacement through a direct democratic vote with the Triumvirate serving as tiebreakers. 

Article 3 - Powers

The Triumvirate holds supreme and absolute power in all matters which do not conflict or pertain to the Writ of Governance.

The Triumvirate holds permission to edit the Writ of Governance with support of 2/3rds of The Council of Sutica, and or the Trade Monarch.

The Triumvirate combined hold the power to create laws and governmental policies at their discretion.

The Triumvirate combined holds the power to appoint Council members and other government figures.

The Triumvirate combined holds an absolute veto over legislative and executive decisions made by the Council without them.

Any Triumvirate has the power to call together meetings of the Council in emergencies.

Any Triumvirate has the power to call a vote of the council and should endeavor to consult the council before any significant choices are made.

Any Triumvirate has the power to Knight significant members of the public.

The Triumvirate combined shall have the sole power to handle treaties with foreign nations and must hold their signatures to be legally binding. 

Article 4 - Title

The Title of A Triumvirate member shall be Triumvir

When declaring their name upon formal documents or ceremonies, a Triumvirate must include a state-recognized greater title and any leadership positions held in the Government. With so, a Triumvir is to use the stylization of His or Her Grace within formal documents.

For example, His Grace, Jon Snowell, The Eternal.

 Article 5 - Abdication

When a Triumvir chooses to step down, they may select along with the other two Triumvirs a successor.

The council may veto a chosen successor.

If they veto a choice, the council may opt to offer new candidates or simply bring the Successor Vote to the whole council.

A new Triumvir must be selected in two elven weeks. If they are not selected, the Trade Monarch may assist them in choosing a replacement. If consensus is not reached, the council will vote on who may take the position from their ranks.

With a ⅔ majority vote by the council and the full Triumvirate, a person may be selected from outside the Sutican Government.

Article 6 - Monk Relations

One member of the Triumvirate will be selected by the council and Triumvirate together through a direct democratic vote to hold the sacred position of Primary Region Overseer (PRO).

The PRO shall have final say over matters of the land as is written in the laws of the Monks.

PRO shall only be held by a Triumvir and shall be first handed over to the longest-serving member of the Triumvirate. Longest-serving here refers to Service to the Sutican Government.

Title II - Trade Monarch

Article 1 - Definition

The Trade Monarch is a royal bloodline that oversees the Writ of Governance and its modification.

In times of great need, the Trade Monarch may retake executive control with simple majority of a Council Vote, for the sake of adjusting or changing how the Sutican Government functions, for the explicit sake of ensuring the survival of the state.

Article 2 - Powers

The Trade Monarch is tasked to mend the Writ of Governance when needed and may make legislative changes as required in the interest of maintaining the Sutican State in times of need.

The Trade Monarch must work alongside the Council when adjusting the Writ of Governance. 

The Trade Monarch oversees all modifications made by any party to the Writ of Governance.

The Trade Monarch may retake executive control over Sutica and the role of PRO with a simple majority vote of the Council for the explicit task of reforming or adjusting the government to ensure the survival of the state. This power cannot be revoked by any party, including the Trade Monarch. 

Executive control taken in this manner cannot ever exceed the time span of one elven month and must be initiated by a public statement of intent and goal. When said goal is achieved, the power reverts to what the Writ of Governance details.

Article 3 - Selection

The Trade Monarch shall be elected by the Trade Monarch during their reign designating them for the position and nullifying all bloodline claims to the position.

If no heir to the throne has been elected in the case of an untimely death the position shall be passed through a Matrilineal Preference Primogeniture Succession in which the position shall be passed through the oldest blood daughter of the Trade Monarch.

The oldest blood son shall be appointed upon a lack of blood daughters available to fulfill the position.

Kin of the Eldest Daughter shall be preferred to their younger siblings and their kin.

In the event there is no heir apparent, the heir shall be elected by the Regency Council of Sutica.

In the event the Regency Council of Sutica fails to select a Trade Monarch in a timely fashion of one week, a Citizen referendum shall be immediately started to select a new Trade Monarch from members of the government. 

Article 3 - Title

The Title of the Trade Monarch shall be stylized with regard to the Trade Monarch’s wishes but standardized successions have been implemented for ease of use.

In addition to the name the style of “Her/His Highness” shall be used in addressing the Trade Monarch.

Trade Monarchs of Elven descent shall use the title Trade Princess/Prince

Trade Monarchs of Human and Dwarven descent shall use the title Trade Queen/King

Trade Monarchs of Orc descent shall use the title of Trade Chiefess/Chief

 Article 4 - Abdication

The Trade Monarch shall be removed from power upon abdication or upon the complete permanent death of the Monarch.

Upon the complete permanent death of the Monarch, the heir shall be crowned with all due haste not allowing a full year to pass without a new Trade Monarch.

Upon the passing of the position via abdication which is not because of abuse the Trade Monarch shall be granted a non-voting Advisor position in the Council of Sutica and a guaranteed rank of Patron for their immediate family for life and cannot be removed. This shall be applied retroactively to Former Trade Prince Alem’shun

Article 5 - Royal Family

Immediate members of the Trade Monarch’s family hold no power over Sutica but they may be granted a non-voting Advisor role in the Council of Sutica.

The Father and Mother of the Trade Monarch shall be titled in accordance with the Trade Monarch with the titles of Monarch Father/Mother.

The Spouse shall be titled in accordance with the Trade Monarch with Monarch Consort except in the case of a same-sex Spouse in which the title shall be titled Royal Consort as to avoid confusion.

The Trade Monarch may title their children with a diminutive form of the title being used removing the term trade.

All Titles of the Royal Family shall be removed upon the abdication or death of the Trade Monarch as far as they do not pertain to benefits incurred from the Trade Monarch’s position.

Article 6 - Current Monarch

Trade Monarch Lilith Helenson-Anarion shall serve in this capacity until she ceases to live or chooses to abdicate. 

Title III - The Council of Sutica

Article 1 - Definition

The Council of Sutica shall be composed of the full collection of Triumvir, Ministers, Director and Advisors to collaborate on the running of the Sutican Government.

Council Members shall serve for as long as necessary and may be removed upon resignation or termination.

The Council is to be composed of Advisors and Ministers.

The Ministers are granted a Governmental Agency and Advisors are granted power over specific policies as dictated upon appointment

Article 2 - Selection

Council Members are to be appointed by the Triumvirate upon their discretion

Ministers are to be appointed with all due haste letting no more than three years pass without an appointment to a vacant office.

Upon Selection Advisors must be granted a specific policy for which they may pass laws unless they are a Non-Voting Advisor. 

Article 3 - Powers

Council Members shall be semi-independent executives of their area and are not allowed to act outside of their jurisdiction unless granted permission by the specific Council Member for that position.

Council Members are free to create policies and legislation regarding their area of expertise with permission of the Triumvirate. 

The Council has the power to create legislation with a simple majority vote. 

The Council has the power with a 2/3rds Majority vote and the approval of the Trade Monarch and/or Triumvirate to edit the Writ of Governance.

Council Members may veto a choice made by the Triumvirate for the sake of opening said choice to be voted upon by the council. A ⅔ Majority will decide how to proceed.

Article 4 - Ministries and Departments

A ministry is a large organization that contains a hierarchy. A minister leads a ministry, and they oversee all duties of the ministry.

A department is like a ministry, but much smaller in scope and total function. This will allow Director to hire people to assist them in their duties without needing the bloat that a ministry usually creates. The specific definition is that a Department hires directly and on a small scale, and a ministry oversees a hierarchy of people. 

Article 5 - Mandatory Positions

The Council of Sutica requires the Minister of Interior, Director of Seals and Stationaries, and the Director of the Treasury.

Other Ministers and Positions may be made and added to the Writ of Governance if they are seen to be essential.

Article 6 - Department of Public Health and Safety

The Director of Public Safety oversees the protection of Sutican Citizens from threats prioritizing the information and organizing and informing the public about such threats as seen fit.

The Director of Public Safety also oversees issues of Public Health and is therefore responsible for the Medical Corp of Sutica.

The Director of Public Safety is granted the power to enact policy decisions as it regards to the health and safety of Sutican Citizens and may advise the Triumvirate on legislation which may be beneficial.

Article 7 - Minister of Interior

The Minister of Interior oversees the administration and development of the Capital City and the Greater Sutican Region.

The Minister of Interior is responsible for processing of housing, bannishments, construction, taxes, citizenship, and handling of the collection in the library.

The Minister of Interior oversees the Office of Stewartry of Sutica and the Sutican Library.

The Minister of Interior is granted the power to enact policy decisions as it regards to the responsibilities of the MInistry of Interior and may advise the Triumvirate on Legislation which may be beneficial to the Interior.

Article 8 - Department of Seals and Stationaries

The Minister of Seals and Stationaries oversees the processing of documents and legal items of Sutica including the organizing of titles and the ensurement of proper paper quality standards. 

The Minister of Seals and Stationaries oversees the Office of Inspectors in order to further the task of organization of titles and paper qualities throughout Sutica.

The Minister of Seals and Stationaries is granted the power to enact policy decisions as it regards to processing of documents and legal items of Sutica and may advise the Triumvirate on relevant legislation.

Article 9 - Department of Finances

The Director of Finances oversees the inventory and treasury of Sutica ensuring the city has enough supplies and resources and may procure them if it is required.

The Director of Finances is granted the power to enact policy decisions as it regards to the lending of city resources and may advise the Triumvirate on legislation regarding the taxing of residents.

Article 10 - Regency Council

If no heir has been selected and there is no relevant heir available the Council of Sutica shall be fashioned into the Regency Council of Sutica which shall oversee the hastey selection of a new Trade Monarch and Triumvirate positions.

The Regency Council may also be enacted if there is an extended interim between the death of a Trade Monarch and the Coronation of the next.

The Regency Council of Sutica maintains all normal powers of the Council of Sutica with the only exception being the ability to rewrite the Writ of Governance.

During the Regency Council the Minister of Interior shall have all powers of the Trade Monarch and Triumvirat outside of Foreign Relations and in allowing edits to the Writ of Governance, but they may still act as the Head of State.

In absence of a Minister of Interior the power shall be granted to the Minister of Public Health and Safety, Minister of Seals and Stationeries and the Advisor of Finances in that order, and if none of these positions are held an immediate Citizen Referendum shall be held for selection of a new Trade Monarch.

The Regency Council of Sutica is granted the power to pass treaties with other nations in emergencies with a 2/3rds vote of the Council.

In the event the Regency Council is unable to select a new Trade Monarch  a citizen referendum shall be held during which the Regency Council shall remain in power during the duration.

In accordance with the Triumvirate, the Regency Council will act with the same positions of the Trade Monarch given the circumstances.

Article 11 - Titles 

The official name of the Council shall be, “The Council of The Free State of Sutica”

“The Sutican Council” and “The Council of Sutica” may be used as abridged versions

Ministers and Advisors shall be stylized as “His/Her Excellency” followed by their title.

In internal documents the names of Ministries and Positions may be abbreviated and in external documents the names may be abbreviated with a TFSS to signify it as the Sutican Ministry.

Title IV - Governmental Agencies

Article 1 - Definition

A Governmental Agency is a body put in place by the Triumvirate or by The Council of Sutica through legislation and may be appointed under a Minister or may left independent, answering only to the Triumvirate. 

Each Agency shall be granted special privileges and service to the governmental workers of each Agency and have clear responsibilities which must be upheld for continued service which may be further outlined in internal rulesets for the Agency.

Article 2 - Creation

Governmental Agencies may be made by the Triumvirate or through legislation of The Council of Sutica.

Each Agency requires a specific purpose and list of rules and duties for operation in Sutica.

The Council of Sutica may make no agency regarding foreign matters without the permission of the Triumvirate.

Additions to these rules may be made in the future through further legislation. 

Article 3 - Library of Sutica

The Library of Sutica shall exist for the Conservation and Proliferation of Sutican Knowledge and the upkeep of relics of historical significance.

The Library of Sutica shall exist under the Minister of Interior and run by the Head Librarian who will manage the contents and run the Library.

Librarians shall maintain access to the Library of Sutica and shall be responsible for the copying, collecting, writing, and all other duties needed to achieve the goal of the Library.

Article 4 - Office of Stewardry

The Office of Stewardry will exist to manage the housing, residency, and stalls within Sutica

Stewards shall be granted the power to move people into the city, grant and revoke citizenship status, and monitor houses to ensure no damage has been done to the property.

Stewards maintain several rights in their operation:

1. The Right not to grant a house in the city.

2. The right to evict you from your home with 3 days notice for any reason.

3. The right to request access to a home to inspect the property for any reason.

4. The right to request citizens return to their homes for their own safety.

Stewards have the power to fine individuals as it relates to breaches of legislation regarding housing in the City. 

Article 5 - Medical Corp of Sutica

The Medical Corp of Sutica is a body responsible for upholding quality medical practice in Sutica and providing medical care when necessary.

The Medical Corp of Sutica shall remain under the Ministry of Public Health and Safety.

Medical Personnel in the Medical Corp maintain several rights in operation in Sutica:

1. The Right to Remove any individual, barring a superior in the Medical Corp or the Triumvirate, from a medical facility.

2. The Right to provide immediate aid to any individual barring no gross negligence if there is no time to bring them to a medical facility.

3. The Right to request access to a third-party medical facility for inspection.

4. The Right to administer drugs publicly and privately barring gross negligence.

5. The Right to request access to any property if immediate medical aid is needed.

Article 6 - Office of Inspectors

The Office of Inspector shall exist for the to oversee the distribution of legal documents and to uphold the standards put in place.

The Office of Inspectors shall remain under the Minister of Seals and Stationaries.

Inspectors maintain the right to enter into any area barring Government Buildings in Sutica.

The Inspectors have the power to process Censuses of the population, advise Ministers on proper etiquette, and to fill out guides on Sutica.

Article 7 - Knightly Orders

The Knightly Orders shall exist for the overseeing of defense and law keeping within Sutica.

Knights shall be granted the power of upholding and enforcing the laws of Sutica within the borders of Sutica

Knights shall be selected for knighthood by the Triumvirate and be appointed through a knighting ceremony.

Grand Knights shall be appointed by the Triumvirate and will be responsible for the internal organization of the Knightly Order.

Actions outside of the mission or borders of Sutica must be approved by the Triumvirate.

The Knightly Orders may allow the keeping of further retinues, but they are responsible for the actions of said retinues.

The Triumvirant may remove any member of the Knightly Orders that they deem unfit for service.
The Grand Knights may petition the Triumvirate for either additions or removal of any members.

The Triumvirate shall be able to appoint Knights-Errant for members of other State’s militaries who wish to have permission to enforce Sutican Law in Sutica.

Knights and their Retinues shall maintain several rights in operation in Sutica:

1. The Right to use any Arms/Armour within the State..

2. Right to search any Citizen with consent.

3. Right to use lethal force in defense of themselves, the state, and upholding the laws of Sutica.

4. Right to deny entry into the city to anyone.

5. Right to remove mal-contents from Sutica.

6. Right to levy fines for crimes committed in the State in accordance with the punishment level of the crime.

7. Right to arrest any criminal.

8. Right to search any home suspected of affiliation with a criminal with a stewards permission.

The Order of the Lubba shall bear the colors of White, Blue, and Gold.

Members of this order are to be taken from distinguished families, members of the government, doctors, scholars, and all manners of people which the Triumvirate deems fit.

The Order of Lubba exemplifies the virtues of Courage, Loyalty, and Honor.

The Order of the Catacombs shall bear the colors of Black, Red, and Gold.

Members of this order are to be taken from members distinguished for their skills, artisans, merchants, soldiers of fortune, and all manners of people which the Triumvirate deems fit.

The Order of Catacombs exemplifies the virtues of Hard Work, Surprise, and Endurance.  

Knights are expected to uphold the law more than normal Subjects and Citizens and shall be charged one crime higher for any crime committed.

Article 8 - Titles

Officially these bodies shall be referred to as “Governmental Agencies” and the members collectively “Government Agencies” names such as “Government Employee” and “Bureaucrats” should be avoided but are acceptable.

Members of Government Agencies may stylize themselves as “The Honorable” followed by their position

Members of Knightly Orders may stylize themselves as “Sir” or “Dame” 

In official internal documents names of Governmental agencies may be abbreviated to LS (Library of Sutica) OS (Office of Stewardry) OI (Office of Inspectors) MCS (Medical Corp of Sutica)  KOL (Knightly Order of the Lubba) and KOC (Knightly Order of the Catacombs).

Title V - Residency

Article 1 - Rank of Residency

Any individual who lives in the territory of Sutica will be a Resident of the Nation. 

Different ranks of residency shall be assigned according to different qualifications which should be met and each having different rights and responsibilities assigned.

Processing of the Ranks of Residency shall be overseen by the Office of Stewardry and the Minister of Interior.

Article 2 - Subjects

Any individual who lives within the Federation with no other qualifying features shall be granted the rank of Subject and shall have a basic set of rights and privileges from the State.

Subjects reserve the following rights for life in Sutica:

1. Subjects reserve the right to proper and clean healthcare.

2. Subjects reserve the right to live a lawful life without inhibition of Sutican Law Enforcement.

3. Subjects reserve the right to keep and use all drugs in designated areas and within their own home.

4. Subjects reserve the right to be united in matrimony by a member of the government.

Article 3 - Citizens

Citizenship shall be granted to Subjects who have lived in Sutica for four uninterrupted years, have been lawful for at least two years uninterrupted for application, have maintained a dignity proper of a citizen, and are not wanted in any foreign bodies for crimes which apply to Sutica and the foreign body.

Service to a Governmental Agency guarantees Citizenship.

In addition to the rights of subjects the Citizens are also granted the following additional rights:

1. Citizens reserve the right to an audit for crimes of Class B or Higher.

2. Citizens reserve the right to lawful privacy.

3. Citizens reserve the right to legal free trade & enterprise.

4. Citizens reserve the right to voice their complaints to the Triumvirate and The Council of Sutica.

5. Citizens reserve the right to keep Indentured Servants as long as proper paperwork is provided to the Ministry of Seals and Stationaries. Paperwork required in the form of a contract listing out the details of the servitude signed by both parties and signed by either the Minister of Seals and Stationeries or the Triumvirate (Any changes made in regards to the indentured servants servitude or who they are indentured must be approved by the Triumvirate.)

6. Citizens who are 18 and over reserve the right to vote in Citizen Referendums

7. Citizens reserve the right to request Sutican aid in foreign legal matters.

8. Citizens reserve the right to carry reasonable arms and armour within the State.

Citizens may not be extradited from the territories of Sutica except with permission from a Knight or higher.

Citizens shall be required to sit on the Audit council if called into service unless dismissed by the Auditor.

Article 4 - Patrons

Patrons of Sutica are the highest form of residency in Sutica having given a portion of their wealth weekly for the betterment of Sutica and with it various rights and duties have been granted in return for their generous donation.

A donation of 500 minas a week shall be required for entry into the rank of Patron in the city along with further requirements of never having committed a crime in the past year, never having committed a Class B crime in five years, and never having committed a Class A crime, as well as all debts for previous crimes being paid, dignity must be upheld, and there must be no reason to believe that you might cause harm to Sutica and must not have been removed from Patron previously.

Patrons of the State reserve a number of rights in addition to the rights of Subjects and Citizens which and they follow:

1. Patrons reserve the right to request an Audit of any crime they have been charged with

2. Patrons reserve the right an additional 5 days to the normal eviction time.

3. Patrons reserve the right to vote in Patron Referendums when called upon.

4. Patrons reserve the right to request meetings with the Triumvirate or a representative.

5. Patrons reserve the right to carry all manners of arms and armour with them.

6. Patrons reserve the right to access the State animal farm. 

Patrons shall be granted access to the Gatehouse inorder to operate the gate; this access may be revoked by a Grand Knight at their discretion.

The Rank of Residency of Patron is a privilege and not a right and may be revoked at any time if the privilege is abused. 

Article 5 - Inalienability, Revocation, and Grandfathering

All rights, unless otherwise stated, are inalienable and cannot be removed as long as one stays at the Rank of Residency,

The Sutican Government reserves the right to revoke and refuse Resident status to any individual for gross abuse, repeated mal-content behaviour, or for threatening the continued peace and neutrality of Sutica.

Rank of Residency shall be revoked upon loss of residence, however one may request an accelerated process to return to previous rank from the Minister of Interior.

All Citizens of Sutica at the time of the signing of this document shall be granted the rank of Citizen immediately.

Title VI - Auditing

Article 1 - Reasons for Auditing

An Audit may be called upon by Citizens or Patrons upon relevant crimes of which they have been charged for and they wish to clear their name, in disputes between Citizens and/or Patrons, or in various situations in which damages from the Government of Sutica may have occurred.

Article 2 - Auditing Process

An Audit may be started by a Citizen or Patron contacting by Contacting a Minister or The Triumvirate about one’s request for an Audit.

In regards to damages from the government the defendant may request a jury of five citizens led by an Auditor who is independent of the office being charged, or they may request three Auditors to oversee the case. 

In regards to disputes the defendant is the one allowed to choose the method for Auditing

Either the Jury or Council of Auditors shall oversee the presentation of arguments and evidence, and they shall make a decision at the end of the case.

Citizens and Patrons are allowed to request an appeal to the Triumvirate if they believe the previous Audit to have been insufficient.

In the event that the Triumvirate is the one being Audited The Council of Sutica as a whole will oversee the Audit and come to a conclusion.

Article 3 - Selection of Auditors

Auditors are formed from Knights, Ministers, and Advisors independent of the Audit, and they may not be in the same Ministry or Knightly Order as the one who charged the crime, or committed possible damages.

Auditors shall try and be independent of family ties, but the Sutican government understands this is not always possible.

Title VII - Definition of the State

Article 1 - Official Names

In Official documents regarding current Sutica shall use the name “The Free State of Sutica” this may be shortened to “State of Sutica” with the term “State” being used if there is no need to differentiate about what state is being referred to.

The name if needed shall be abbreviated TFSS

Sutica shall also recognize previous names and all derivatives of for the purpose of showing continual government and recognizing previous legislation and treaties these names include “The Trade Federation of Sutica,” “The State of Sutica,” “The Merchant City of Sutica,” and “Isles of Sutica.”

Article 2 - The City

The term “City of Sutica” shall refer to all territories surrounded by the walls of Sutica

The City of Sutica exists as the capital of Sutica and is directly managed by the Minister of Interior and the Triumvirate.

Article 3 - Greater Sutica

The term “Greater Sutica” shall be referred to all territories in which the laws of Sutica apply

Greater Sutica includes all Governorates, Protectorates, and Vassals of the Free State of Sutica as well as territory held directly by the Government of Sutica.

Article 4 - Ethics

Sutica strives to be neutral and accepting of all people regardless of race, origin, religion, and should remain a bastion of peace and acceptance in which all may find shelter so far as they do not wish to bring harm to the refuge as a whole

Article 5 - National Symbols

The national animal is the Lubba.

The national colors consist of Blue, Gold, White, and Black.

The Coat of Arms of Sutica shall consist of a Square Shaped shield supported by two Lubbas on either side with light blue scales and gold fins running down the spine, a singular wave compartment which begins high at the shield goes down and rises back at the Lubbas, An anchor shall serve as a divider running straight down and outlining the edge of the shield, a 2x2 checkered pattern with blue and white shall be used on the shield using a gold Horenic Cross on a blue background in the upper left and lower right part of the shield and in the upper right and lower left a gold scale and white background shall be used, and a gold nautical crown shall be placed on top of the shield and anchor.

The Flag of Sutica shall consist of a 8:10 proportional flag consisting of two crosses and an outside color. The cross shall divide the flag into equal portions. The interior cross shall be 2 length in thickness on both lines going through the middle of the flag and shall be white in color. The exterior cross shall be parallel with the interior cross without crossing over and shall be 1 length thick on either side of the interior cross. The exterior of the crosses shall be colored Blue. The Coat of Arms may optionally be placed in the center at a 4:4 ratio.

The motto shall be Sutica Eternal.

Title VIII - Land Use

Article 1 - Rules

All construction must be approved directly by the Triumvirate and if applicable, a developer who has been granted permission over an area.

Construction must be done with all deliberate speed, or else one may lose the right to construct on the land.

The Triumvirate reserves the right to levy a cost for construction rights.

Sutican Land may not be used to harbour terrorist groups which intend to bring harm to other nations.

Sutican Land may not be used in any way which would breach Sutican Neutrality.

Sutican Land may not be used in any way which would breach the Sutican Codex.

Non-Permanent Features such as Boats and Carts must comply to similar rules

All users of land will comply with searches requested by Government Officials.

All constructions which sit on Federation land will be considered a part of the State directly and holds no special privileges or recognition as an entity, but this is exempt if the construction is classified as a Governorate.

Failure to comply with these rules shall begin the eviction process.

Title XI - Governorates

Article 1 - Creation

Creation of a Governorate must be approved by the Triumvirate.

Governorates must have a compelling reason for autonomy, significant permanent population, an established presence, and several other reasons which are held at the discretion of the Triumvirate.

Article 2 - Rules for Operations

The Governorate shall have the right to select a Governor over their lands who may sit on The Council of Sutica as a full fledged Advisor, and it is the responsibility of the leader to notify the Triumvirate in any changes to leadership.

Governorates will hold the right to create internal governments, local security forces (Rules applied as defined in the Sutican Codex), and internal laws as they do not conflict with Greater Sutica. 

Governorates will refrain from foreign affairs with all agreements requiring permission through the Federation of Sutica.

Governorates will enforce the law of Greater Sutica within their lands.

Vassals are expected to levy taxes or manpower in times of dire need, at the discretion of the Triumvirate.

Failure to comply with these rules can lead to revocation of Governorate status and even eviction depending on the severity.

Title X - Taxes

Article 1 - Levying

Taxes may be levied by The Triumvirate of The Council of Sutica when deemed appropriate.

General Resident Taxes of that type which require repeated payment of taxes over a period of time shall be levied in specific emergency circumstances or for specific projects which require immediate funds and shall not last for more than four years and may only be renewed with a Citizen Referendum for another four years.

Materials may be used in place of minas with permission of the Triumvirate or relevant officials.

Article 2 - Punishment 

Taxes must be paid as specified or else seizure of goods and property may occur.

Tax Fraud shall be punished according to relevant legislation.

Title XI - Neutrality

Article 1 - Sutican Neutrality

The Free State of Sutica, its government, and all Governorates shall uphold an active neutrality in foreign affairs in which the State does not choose a side in current wars nor shall choose a side in future wars except in the direct defense of the State. 

The Government shall be barred from entering the State into any Military alliances either offensive or defensive in nature unless such agreements are entirely for the defense of Sutica.

The Knights may be deployed on diplomatic and peacekeeping  missions with the permission of the Triumvirate or levied against large super-natural threats which the Triumvirate decides is a threat to all descendants.

The State shall bar itself from trade with belligerents who are at War with each other.

The State shall not allow the quartering or movement of belligerent troops within its borders during times of War.

An exception to the quartering and movement exists in the case of wounded who may be freely brought into the State for medical aid indiscriminate of side.

Article 2 - Role of Citizens and Officials

Citizens and Patrons that bring aid to any country in their hostilities shall render one’s self liable to legal restrictions which shall include up to but not necessarily the stripping of one’s Citizenship and Patron status and disavowment from this community. 

Furthermore, the Free State of Sutica shall offer no protection to any citizen aiding in hostilities if they are to be captured. 

Any official of Sutica found aiding in the war shall be immediately stripped of their position along with all previously stated punishments.

Violation of keeping Sutica a safe refuge through destruction of its ethics in the means of physical and emotional harm shall see them undeserving of residence in Sutica.

Title XII - Writ of Governance

Article 1 - Editing

The Writ of Governance and its entire contents may only be edited with the permission of both the Triumvirate and 2/3rds of The Council of Sutica on which the changes must be confirmed with the Signature of the Trade Monarch and Triumvirate and 2/3rds vote of the Council.

Article 2 - Supremacy

Within the Free State of Sutica the Writ of Governance shall be the supreme law of the land and shall surpass all treaties, legislation, declaration, and proclamations of any Minister or the Triumvirate themselves, and all Government Officials shall commit themselves to the upholding of the Writ for as long as it remains.

Thus forward, with the review of this document by The Advisory Council of Sutica which was placed forward by Her Highness Trade Princess Lilith Helenson-Anarion and advised by Her Highness Royal Consort Utaria Helenson-Anarion it is to be signed thus guiding the future government of the People of Sutica in hopes that it shall last for eternity as it is said in the motto of the government Sutica Eternal it is henceforth with the following signatures as witnesses and attestments to establishment of this Writ.

The Sutican Triumvirate Is Established!

As I write this, I look back upon the first time I stepped down from the leadership of this nation to which my life is tied forever. I had believed others could take up my mantle well, and run the nation as adequately as I was able to. I was wrong.

This is my solution to that. This is the Solution I said I would create when I retook the throne. Three people of startlingly good skill and character shall take my place, and do as the first of those who came after me should have.

They are entrusted with my only hope, my only desire.
That Sutica is brought to a new hight upon the groundwork laid by myself and my wife, Utaria, and all others that have put their life into it. 

All approaches flaw with time, and as such, it is of the utmost importance that a new generation is taken in to breathe fresh life into Sutica.

These three will have a chance to represent themselves in the coming days through an announcement of their own. For now, I shall list their names.

The Sutican Triumvirate

What is The Sutican Triumvirate?

It is a group of three people, currently two ministers and one well-qualified honorable person, who lead sutica together. The guidelines below state how they will operate and what their powers are until I, The Trade Monarch, edit The Sutica Writ of Governance to include this and other adjustments to the law of the nation.

The following is a summarization of edits and needed clarifications not yet in the Writ of Government, and are not a complete representation of the Writ Of Government. Until such time as the Writ is mended, the Triumvirate and Government may look to this document for details into the function of the Triumvirate and Trade Monarch

Title I - The Triumvirate

Article 1 - Definition

The Triumvirate of Sutica is a position to be held by three individuals who oversee all matters of the Sutican Government, spare a select few.

A Triumvirate shall serve for the full extent of their life unless they abdicate early.

Article 2 - Selection

The Triumvirate shall be elected by the Sutican Council whenever there is a spot open on the Triumvirate.

If the council cannot come to a consensus in two elven weeks, The Patrons, Managers (anyone who oversees a smaller governmental subgroup such as guard officers), and council will work together to select an appropriate replacement through a direct democratic vote with the Triumvirate serving as tiebreakers. 

Article 3 - Powers

The Triumvirate holds supreme and absolute power in all matters which do not conflict or pertain to the Writ of Governance.
 

The Triumvirate holds permission to edit the Writ of Governance with support of 2/3rds of The Council of Sutica, and or the Trade Monarch.

The Triumvirate combined hold the power to create laws and governmental policies at their discretion.

The Triumvirate combined holds the power to appoint Council members and other government figures.

The Triumvirate combined holds an absolute veto over legislative and executive decisions made by the Council without them.

Any Triumvirate has the power to call together meetings of the Council in emergencies.

Any Triumvirate has the power to call a vote of the council and should endeavor to consult the council before any significant choices are made.

Any Triumvirate has the power to Knight significant members of the public.

The Triumvirate combined shall have the sole power to handle treaties with foreign nations and must hold their signatures to be legally binding. 

Article 4 - Title

The Title of A Triumvirate shall be Triumvirate.

When declaring their name upon formal documents or ceremonies, a Triumvirate must include a state-recognized greater title and any leadership positions held in the Government.

For example, Minister of the Interior, Jon Snowell, The Eternal.

 Article 5 - Abdication

When a Triumvirate chooses to step down, they may select along with the other two Triumvirate a successor.

The council may veto a chosen successor.

If they veto a choice, the council may opt to offer new candidates or simply bring the Successor Vote to the whole council.

A new Triumvirate must be selected in two elven weeks. If they are not selected, the Trade Monarch may assist them in choosing a replacement. If consensus is not reached, the council will vote on who may take the position from their ranks.
 

With a ⅔ majority vote by the council and all existing Triumvirate, a person may be selected from outside the Sutican Government.

Article 6 - Monk Relations

One member of the Triumvirate will be selected by the council and Triumvirate together through a direct democratic vote to hold the sacred position of Primary Region Overseer (PRO).

The PRO shall have final say over matters of the land as is written in the laws of the Monks.

PRO shall only be held by a Triumvirate and shall be first handed over to the longest-serving member of the Triumvirate. Longest-serving here refers to Service to the Sutican Government.

Article 1 - Definition

The Council of Sutica shall be comprised of the full collection of Triumvirate, Ministers, Advisors, and Directors to collaborate on the running of the Sutican Government.
