Hear ye, O kin and loyal subjects of Minitz, these words that flow forth from Kanunsberg;

In light of recent events, His Serene Highness, Leon Barclay, has requested that I call upon the Herrenhaus for a meeting. The council will convene in order to address the recent, treacherous actions of the Franks.

The Herrenhaus will gather within the halls of Kanunsberg Castle, and deliberate on what is to be done, under the supervision of the Crown of Minitz.

With the need to appoint a new Chancellor, the candidate that the Grand Prince finds most prudent to appoint shall be none other than his Father, former Grand Prince and Herzog von Minitz, Brandt Bishop Gelimar, of sound body and mind, and of wisdom beyond his years. He shall be raised to the position of Erstkanzler, and entrusted with the powers and duties of such an office.

Thus, it is by the Decree of the Grand Prince that:

A Decree of ascension to the Großfürst von Minitz, Ferdinand Alexander, to claim the throne and gaining the title of Grand Prince of Minitz.

Whereas it hath pleased Almighty God, in His divine providence, to call to His mercy our late Sovereign Grand Prince Brandt, of blessed memory, by whose abdication the Princely seat of this Realm is now, by rightful and undoubted Succession, been given to his third son, Ferdinand Alexander.

We, Ferdinand Alexander Barclay,Großfürst von Minitz, GMSTSR, Viscount of Tucay, Baron of Hussen, Lord of Durres, Warden of the Franklands, Do hereby declare and notify to all Our loving Subjects, that We are now the lawful and rightful Grand Prince of Minitz within this Realm of Aaun and Dominions thereto belonging. 

We give thanks unto Almighty God for His gracious providence, and We express Our gratitude to Our loyal and faithful Subjects, who have shown their devotion to the Aaunic Crown and the prosperity of this Principality.

To the beloved tribesmen and citizens, I express immense indebtedness for your unwavering faith and support. Your prayers, loyalty, and dedication have fortified our community, creating a tapestry of strength and longevity. Together, we shall embark on this noble journey guided by faith. I offer my deepest appreciation to each and every one of you. Danke schön.

We therefor command and enjoin all Our Subjects to render unto Us the loyalty and allegiance which is Our due, and to conduct themselves with order and respect during this time of transition. The positions of Bailiff and Erstkanzler are available. If either role interests you, reach out to the newly appointed Grand Prince of Minitz, Ferdinand Alexander Barclay.

A Decree of Abdication and Inheritance by the Hand of Brandt Barclay, Grand Prince of Minitz.

Unto my loyal subjects and noble kin, greetings be unto thee. It is with a sober heart and thoughtful contemplation that I do address thee on this occasion. The sands of time hasten their passage, and thus, I do declare my intention to relinquish the scepter that has graced my hand and to apportion my titles among my progeny in the manner that has been known as gavelkind.

Forsooth, in the twilight of my reign, I humbly extend my gratitude to those who have stood beside me through the chapters of governance, be they marked by challenge or triumph. I, who have traversed the paths of rule, do acknowledge the mantle's weight and the honor that hath been bestowed onto me by my esteemed father, Venerable Leon Barclay.

In observance of the ancient rites of gavelkind succession, I shall devise the division of my titles unto my five children, that the unity of our realm may persist and the tapestry of our lineage be woven with cohesion.

Therefore, Let It Be Known;

Ferdinand Alexander: The third and youthful scion of my bloodline, shalt thou, Ferdinand, ascend as the bearer of the esteemed title, Grand Prince of Minitz and all other remaining designations and attached household relics. Let the realm behold in thee the embodiment of our ancient lineage, a sovereign of valor and virtue. Noteworthy it is, that the mantle of patriarchy within the House of Barclay von Minitz, signified by the pater familias, doth now pass to thy worthy shoulders, Ferdinand Alexander.

In the event that she enters into the bonds of matrimony, I do hereby grant her husband the prerogative to assume the dignified style and honor of the Baron of Branthof.

Nevertheless, in unwavering commitment to the preservation of our ancestral heritage and the enduring legacy of our noble House, I declare that any offspring borne of her union shall bear the name and lineage of House Barclay. This stipulation is sacrosanct, and the privilege of inheriting the titles and estates shall be contingent upon the steadfast continuation of this honored lineage.

Should my beloved daughter elect to embark upon a matrimonial union wherein her chosen husband, through a matrilineal bond, upholds her name and lineage, the titles shall pass to their progeny as herein directed. Yet, should the thread of this lineage fray through any other marital alliance, I reserve the sovereign right for the titles to revert to their original state upon her succession, wherein they shall once again grace Ferdinand Alexander, my esteemed son and his legitimate descendants.

Manfred Johann, Duke of Reinmar: As a kin of mine through the branches of our noble line, shall now ascend to the venerable rank of the High Chieftain of the Reinmaren, as I, Brandt Barclay, extend this proclamation of elevation in accordance to the rites of our tribe. As the herald of our lineage and steward of the title of Duke of Reinmar, Manfred Johann Barclay, thy rightful entitlement to the esteemed High Chieftaincy is acknowledged and ratified by this decree.

By the auspices of this clause, I, Brandt Barclay, do entreat King Edmund Alexander of the realm of Aaun to stand as the guarantor of this edict. Upon the completion of my relinquishment of the Grand Prince's mantle, and as my titles are parcelled among my heirs as ordained herein, I do hereby declare King Edmund Alexander, represented by his Regency Council shall be the executor my will and shall bear the solemn responsibility of enacting this will in accordance with its tenets.

Thus, with my seal and endorsement, in this year 1938 of our Lord, I hereby enact this last declaration as a tribute for the future of our lineage and my unwavering devotion to its timeless perpetuity.

Preamble

The people of Minitz and the Halflings of Dúnwen are now to become friends with one another upon this Friendship Agreement of 1935. Eloisee Veiel first approached the Shire King Cyris, with a letter seeking for a chance to discuss in terms of forming a bond of friendship together. Upon meeting, she presented herself with a gift to show her intentions of continuing to plant seeds of friendship with the Halflings. Both Eloisee and King Cyris decided together that this agreement of friendship would help to push aside the borders separating Minitzers and Halflings, as we all unite and become friends.

Article I: Recognition 

Both signatories agree to respect the different aspects of cultures from both parties’ communities. Any past wrongdoings that have been done will be left to the past and the future will be held in mutual respect and honor of both cultural lifestyles. Since we are to form a friendship with one another, all are to be treated equally in respect for each other’s beliefs and lifestyles. 

Article II: Trading

Both signatories agree that both parties may exchange goods amongst each other by means of bartering due to Halfling living a currency free lifestyle. Places for trade may be set up adhering to the rules of both places. If a Halfling were to set up a trading post in Minitz, they may pay rent through any goods they offer to the interest of the taxmen. If a Minitzer were to set up a trading post in Dúnwen, they would abide by the cost of rent that is in Dúnwen. 

Article III: Non-Aggression

Both signatories agree that in the time of need, both sides will come to aid each other in time of need, and not raise weapons against each other. Whether the reason may be where one seeks for support and assistance, the other will come to help settle the issue at hand until peace is regained once more. May it be that a battle occurs in the fields that surround the citizens, or any nation and its vassals decide to cause any political dispute onto both parties. 

Article IV: Extradition

Both signatories agree that if either party’s citizen has broken the law of the land they are accused of committing a crime, they will be apprehended in the land they did so. It is only fair that the accused should face trial under the law and jurisdiction in front of the court of those they have wronged. 

Article VI: Duration

The friendship agreement signed by the signatories will last for 30 years , or so long as both parties uphold the agreement of remaining as friends for the many years to come. If on such an occasion that a party wishes to break off the agreements made, a request for a meeting to meet a representative of either side can be made to further the discussion of reason made.

THE EBERWALD AGREEMENT

For two decades, the House von Theonus and its scions have been tasked in numerous administration tasks, leading a number of Theonus to manage much of the lands of the Principality. In turn it made them a House of great prestige and respect within our great Principality, and were granted by Our Duke the Thenage of Einmont for their service in the year of our Lord 1913, which continued thereafter until now, the year 1932.

However, after a lengthy discussion with the Chieftain of Theonus, We have come with them to a mutual agreement that it is time their family and Our Principality continue their march down separate paths. The titles belonging to House von Theonus, that being the Thenage of Einmont, and Chieftaincy of Theonus shall be returned to the Princely Crown, and in turn they shall be released of their fealty to the Grand Principality.

We wish the House of Theonus the best luck in its next endeavors wherever it may take them, and thank them for their service in governing the realm for the last two decades, through both times of war and peace for the Reinmaren people.

By the decree of Herzog Brandt 'the Bosnan' Barclay, ruler and Chieftain of Minitz, let it be known to all the tribesmen of our hallowed lands that a new appointment has been made to strengthen the management of our tribe. With great wisdom and discernment, I have chosen Ottomar Josef Barclay to assume the esteemed position of Vizekanzler.

With his unyielding loyalty, dutiful conduct, and keen drive to betterment of the Reinmaren people, Ottomar has proven himself worthy of this honour. He shall sit by my side, offering counsel and guidance in matters of governance, and shall aid our hallowed quest of shaping the future of our tribe.

Let it be understood that the Vizekanzler shall be bestowed with the authority to act on my behalf in my absence, and shall have the power to make decisions and implement policies that align with the vision of our tribe's ancestors; of Leon Barclay, of Dietrich, of Wilheim. His words shall carry the weight of the Herzog's edict, penultimate to that of the Kanzler and his actions shall be executed with unwavering dedication to the betterment of our people.

As our ilk face challenges and opportunities in this new continent, let all tribesmen extend their respect and cooperation to Vizekanzler Ottomar Josef Barclay, as he assumes his duties with honor, vigor and diligence. GOTT above watch over this brave Reinmaren as he undertakes the office of Vizekanzler to the best of his capabilities.

With the recent settling of the lands in and around the city of Kanunsburg, the Reinmaren people have found a new home. The fields have been sown, tribes settled and control of the region wrestled from the hands of the Frankish menace. Thus, the Herzog calls all denizens of the Duchy to the city of  Kanunsburg, for the Ducal Court of 1928.

This will be the first gathering of the Reinmaren people since landing upon the shores of Aevos. It is a time of immeasurable importance, one which will see the Herzograt of Minitz enter a new era. The future of all who reside in the lands of Minitz shall be decided here, and a path undertaken.

The Matter of the Franks
 

Despite being pushed from the lowlands upon which the city of Kanunsburg rests, the Franks still continue to menace the surrounding countryside and forests. From their strongholds within the treacherous mountains towards the royal capital of Whitespire, the Franks gather their strength once more, preparing to continue hostilities once they have rallied a sufficient host once more. Reports of continued altercations and aggression from the Frankish threat have reached the ears of the Herzograt, necessitating action to be taken in order to prevent disaster. 

The court will convene and discuss this matter, with the Herzog of Minitz intending to address and relay a course of action to be taken in regards to this. The Franks will not continue to maraud the countryside freely, and attack Reinmaren men, women and children from the shadows. The Reinmaren shall not tolerate this any longer, and it is time for renewed efforts to make safe the land, and stop the threat of the Franks so that they will never again pose a threat to our Herzograt. 

Looking Within
 

While we must look outwards to the Frankish problem, it is also a time to look within, to ourselves. Many men and women of the Herzograt have provided leal service for many years. It is high time that we recognize this, and see to it that they are adequately rewarded for this. A joyous occasion will be made of this, with the Reinmaren coming together to celebrate and recognize these achievements. As such, the Herzog will be awarding those who have provided great services with honors befitting their deeds. 

The Sons and Daughters of Minitz shall come to recognize the achievements one another have made in our journey to this new land of Aevos. Our future lies here, in these lands we called the Franklands, and we have continued to make inroads to secure it. It is only through our collective work that this may continue, and a future home built for the children of our children. 

Address to the People
 

In light of the events of the last year, the Herzog of Minitz shall address the Herzograt as a whole. An address shall be made upon the pertinent matters of the realm. Of paramount importance of these issues is the aforementioned Frankish threat which lurks outside of the wall of Kanunsburg. Additionally, the Herzog shall address those present of the general plans, such as construction, financial matters, and plans which shall be undertaken in the future. These items on the agenda are vital given the position which we find ourselves in at current. 

Afterwards, those with petitions or grievances they wish to voice to the Herzograt shall be permitted to do so, with the Herzog to oversee and hear of the issues of the denizens of this land. Any who have business with the Herzog are encouraged to do so here at court, or with any of his representatives within the Herrenhaus who act in his stead. 

Address from the Herrenmeister of the Ritters of Saint Tylos

The Herrenmeister of the Ritter of Saint Tylos shall make an address regarding the state of the ritter, and the appointment of a new Ritter Kastellan from amongst its ranks, to oversee one of the towers which provides protection to the denizens of the hamlets which lay outside of Kanunsburg. Those who reside in the hamlets of Draussen, Langhof and Birnenbaum are encouraged to remain for this, given the nature of the position. 

This is a momentous day for the Order of Saint Tylos, to appoint one to the station of Ritter Kastellan is not an action done lightly by the Herrenmeister. To be Kastellan is an honor measured equally by the responsibility it demands of the one promoted. The weight of the safety of those denizens beyond the walls rests in the hands of said Kastellan, may GOTT above give him the strength necessary to serve the Reinmaren people in this position.

Prepare yourselves by arming your intellects with knowledge and insights, bearing the sacred responsibility that accompanies your esteemed positions. Bring forth any parchments, missives, or reports bearing pertinent information that may illuminate our path forward. As the trusted advisors of the realm, it is upon your shoulders that the burdens of leadership rest. I implore you to exhibit unwavering dedication and honour, ensuring the welfare of our subjects and the preservation of our ancestral Reinmaren heritage. May our gathering be graced with solemnity and purpose, as we engage in discourse that shapes the destiny of our fiefdom.

THE EDICTS SIXTH BRANDTIAN MOOT

With the recent announcement of a regency it was necessary to bring together the Sons and Daughter of Minitz to Moot to discuss the recent happenings of the Duchy. Several petitions had been brought to the attention of the Ducal Herrenhaus, necessitating the convening of the Reinmaren to Moot in order to discuss and vote on these matters. Thus, the Sixth Brandtian Moot was called to session in the year 1921 of our Lord. 

Upon the agenda were a number of petitions by Margaret af Barrowton, a Sister Acolyte of the Church of the Canon. Raising her concerns regarding the lack of provisions within the Minitzian Kanun regarding narcotics. The Sister had sought a meeting with the Herzog and Lord Regent some months prior to the convening of the Moot, being granted permission to petition the Tribesmen and Tribeswoman to amend the Kanun. 

Making an impassioned case for the petitions presented, Margaret sought to sway the opinion of the Reinmaren in favor of the proposed “Margaret’s Law” Despite a well-argued case presented by the good clergywoman, the Reinmaren’s will was as their walls, set in stone. With the majority of those assembled voting against the addition of “Margaret’s Law” to the First Book of the Kanun. 

PROPOSAL I: MARGARET’S LAW

Thus is it proposed that Chapter THREE in the FIRST Book of the Kanun be amended to contain:

10. Margaret’s Law: The prohibition and outlawing of a number of substances often consumed by descendants across Almaris. It includes prohibitions on the following substances:

The following list therein contains the narcotics prohibited in the Duchy of Minitz and able to substantiate an offense against the State:

If any narcotic is brought before the Moot that otherwise is not on this list, then the necessary judicial officer(s) can consult the likeness it has to these substances as a means of determining its inclusion or exclusion from the parameters of this Act. 

A test can be employed, analyzing:

(i) The addictive nature of the substance and / or reliance upon it by the individual

(ii) The ingredients of the substance

(iii) The foreign nature of the substance

(iv) The health risks it poses to the individual or others 

(v) The means in which it is ingested or used 

Division 3 - Offenses

Possession of prohibited narcotics 

A person who has a prohibited narcotic voluntarily in his or her possession is guilty of an offense. They may be punished through a sizable fine, a series of lashings, or the loss of a hand as a symbol of wrongful possession.

Distribution of prohibited narcotics 

A person found to be distributing prohibited narcotics to any citizen of or person within the duchy of Minitz is guilty of an offense. They may be punished through a sizable fine, a series of lashings, or the loss of both hand and tongue as symbols of wrongful trade and solicitation. 

The manufacture and growth of prohibited narcotics

A person found to be manufacturing or growing prohibited narcotics within the duchy of Minitz is guilty of an offense. They may be punished through a sizable fine, a series of lashings, or the loss of their land.  

Promotion of prohibited narcotics

A person found to be promoting the previous offenses to a person inside of Minitz is guilty of a separate offense. They may be punished through a sizable fine, a series of lashings, or the loss of their tongue as a symbol of wrongful solicitation.

PROPOSAL II: AMENDMENT TO HOLY MATRIMONY

Thus is it proposed that Chapter THREE in the FIRST Book of the Kanun be amended to contain: acts against nature are forbidden  

11. On the topic of holy matrimony, the Duchy of Minitz recognizes that marriage is to be between a man and woman, per the teachings of the Canon. Acts against this nature are forbidden, and are to be punished according to Section VII. On Heresy, of the Third Chapter of the First Book of the Kanun. Given the similar nature of these crimes, let this amendment to the Kanun be but an extension to the existing law.

The one who whilst believing in the Canon subverts its true teachings shall be proclaimed a heretic by the Kanun, thus relinquishing their liberties regardless of their status as a subject.

They are subject to the same punishments that the Kanun administers to the infidels, yet they shall be judged harsher than the infidel.

Let it be understood that the Vizekanzler shall be bestowed with the authority to act on my behalf in my absence, and shall have the power to make decisions and implement policies that align with the vision of our tribe's ancestors; of Leon Barclay, of Dietrich, of Wilheim. His words shall carry the weight of the Herzog's edict, penultimate to that of Chieftain Karl, and his actions shall be executed with unwavering dedication to the betterment of our people.

As our ilk face challenges and opportunities, I trust in the expertise and judgment of a son of the Katzak tribe to aid Chieftain Karl von Theonus in the management of our tribe, ensuring that our lands prosper and our people thrive. With the increase in the volume of injuries sustained by the brave men and women of the Warband, the Kanzler in the name of the Herzog has seen fit to organize those with medical aptitude within the Duchy into one institution, The Physicians of Saint Johann. 

Duties, Responsibilities, and Recruitment

The Physicians of Saint Johann will be responsible for training new medical students within Minitz, the stocking and procurement of alchemical brews, as well as the maintenance of Manfred’s Clinic. Additionally, they will be entrusted with expanding the newly created Medical Library of Manfred’s Klinik, which is free for all Tribesmen and visitors to peruse at their leisure.

The physicians may opt to wear the symbol of a cross upon an armband should they wish to visibly display their role within the Theoderic’s Warband, which they are a part of. From within their ranks they shall choose a Chefarzt (c. Head Physician) to organize them and to speak on their behalf to the Warchief on the medical matters of Theoderic’s Warband. 

Those eligible to become a Physician must first undertake the process of training as an Aspirant until it is deemed by the Head Physician that they have sufficiently learned the basics of the medical arts. Eligibility within the Warband to become an Aspirant is limited to Reinmaren of at least eighteen years of age who have completed the Trials of the Stallion and The Ritual of Blood.

The first Head Physician shall be Eloisee Veiel von Minitz, until such a time she decides to step down from said position. Underneath her shall be the Medics and Aspirants, who are still honing their skills in the medical profession.

Structure of the Physicians

The Head Physician is tasked with overseeing the other physicians of Minitz and the clinic as a whole. They will ensure that each Physician is performing their duties to the best of their abilities, as well as overseeing the procurement and stockpiling of medical equipment and supplies. Additionally, the Head Physician is to oversee the training of Aspirants by the Physicians under them. They will report within the Warband to the Warchief and the Herzog/Herzogin of Minitz on matters of me.

Physicians are responsible for the day to day activities of medical work within the Duchy of Minitz. Most commonly this takes the form of tending to any injured within the Duchy, be it defending from raiders, darkspawn and anything else that may cause harm to good Reinmaren. Additionally, they are expected to teach any Aspirants below them the tricks of the trade, such as how to clean and suture a wound.

MATTERS OF STEWARDSHIP

Following the reorganization of the Office of the Bailiff within the Herzograt – it has been hereby decreed that taxes will be definitively implemented back into Minitz society. Therefore all citizens (unless such a property has been purchased by a Geehrte or Hochgeehrte and a sufficient geld has been paid) within and in the vicinity of Neu Brandthof, under the Grand Kanun, will be expected to pay in the form of minted coins. A guide to paying such will be posted below.

MATTERS OF LAW

Alongside that – as a Bailiff’s duties are not only limited to stewardship, but the enforcement of the Grand Kanun; the Warriors Edict will also be enforced upon any Tribesman of Minitz. As detailed in the act, tribeswomen and children are exempt from conscription. The Edict will be posted below, to clear any remaining confusion. Should any tribesman attempt to resist Act I of the Warriors Edict, they will be subject in accordance with Act II; and be branded a coward and cheat.

MATTERS OF RECRUITMENT

For final note – the Office of the Bailiff is seeking out employees for the position of Steward – to help assist in the affairs of taxation, and both the selling and repurposing of properties.

THE KANZLER OF MINITZ

Acting as the head of the Herzograt in totality, the Kanzler is the highest authority in matters of government, tasked with keeping each member of the Herrenhaus and Landtag steadfast in the completion of their duties. The Kanzler is to aid the Herzog in matters of government, and act as his foremost advisor. So too shall the Kanzler supervise the occupation of positions within the Landtag and Herrenhaus in a timely manner, issuing and overseeing elections where needed.

The Kanzler is unilaterally appointed by the Herzog of Minitz, and their powers and duties shall be as follows:

He shall hold TWO votes in official matters of the Herrenhaus, correlating to his greater level of trusted judgment.

He shall hold a SINGLE vote in the election of the Warchief.

He shall enjoy the privilege to call for the re-election of a Warchief after the absence of the current one for more than five years.

He shall enjoy the privilege to call for the re-election of the Seated of the Landtag after their terms have expired.

He shall enjoy the privilege to issue Ducal Edicts in the stead of the Herzog, with his expressed permission.

The Ehrensache of the Kanzler shall be Das Versilberte Abzeichen (Common: The Silvered Badge), a testament of his authority over matters of government and his power over men.

As such, they are to pass on their position as Herrenmeister, thus remaining as only a Ritter of Saint Tylos.

In his stead, shall raise the Second Herrenmeister of our realm, one of the first knighted under the green and blue banner of Minitz. Wilhelm Ritter Barclay has thus been chosen by the Herzog for the position. A Barclay of honor, and of a line of our Dynasty with many a knights, has Ritter Wilhelm been deemed fit.

THE EDICT OF PROPERTY

As the construction of Neu Brandthof comes to near fruition, the necessity of law regarding the property has been deemed paramount from the Office of the Bailiff. Let this Edict outline all the important rules and regulations concerning the owning and leasing of property within the Herzogtum of Minitz, so that all its citizens may reside in peace and accordance to the law.

THE LAW OF PROPERTY

Chapter I: ON ALL PROPERTY

1. Basement no lower than 1 floor within the buildings Neu Brandthof, and no lower than 2 floors for farmsteads.

2. The FIRST residents of a property within Neu Brandthof will be allowed to alter its interior as they see fit, be it leased or owned property.

3. No structures used for: torture, jailing, or agricultural uses of any sort within the walls of a property.

4. The Farm houses outside of the walls of Neu Brandthof can only be leased to the Soldats of Theoderic’s Warband and bought by the Geehrte of the realm.

5. The exterior of any property cannot be altered unless permission has been given by the Bailiff.

6. Exclusively residential properties will not be allowed to be used for trading of any sort, any alterations to such properties that are facilitated for trading will not be allowed.

   1. Lessees or owners of the property may ask for permission from the Bailiff to allow their residential property to be used for trading in exchange of an increase in its tax.

   2. If a resident is found to have been used their residential property for consistent trading shall be fined. Any further violations of this law will be fined with an additional 20% of the previous fine.

      1. If an owner fined for such a reason does not pay the fine within two years, its value will double. After such, its value will increase by 20% for each missed year.

      2. If a lessee fined for such a reason does not pay the fine for two years, they will be evicted and their property shall be returned to the Duke.

Chapter II: ON LEASED PROPERTY:

1. There shall be no up-front payment required to begin leasing a property within Neu Brandthof.

2. The designated interiors of a leased property within Neu Brandthof after the first tenant cannot be altered.

3. Occasional check-ups shall be conducted by the Bailiff or the Stewards to ensure that the interiors of leased properties are not altered. 

   1. Allowed changes of the property’s interior include: addition of storage, moving of the current furniture within the same floor, etc. This law shan’t hold for changes that have been deemed to be temporary, such as addition of extra seating for visitors, etc.

   2. Upon the breaking of this law, the lessee shall be fined by the Office of the Bailiff.

   3. Not paying the fine within three years of its designation will lead to eviction of the lessee, who shall not be allowed to lease or buy property in Minitz until the fine is paid.

   4. If the same lessee is found to have once again altered the interior of any property they own, the amount of the following fine will be increased by 20% of the previous.

Chapter III: ON OWNED PROPERTY

1. Owned Properties CANNOT be sold to someone who is not allowed to own property. Thus, only the Geehrte of the realm can sell properties to their fellow Geehrte who are allowed to own that type of property.

2. Owned Properties CANNOT be sold by the current owner without the permission of the Lord Bailiff.

3. Upon the sale of a property from its current owner, the Bailiff’s Office shall extract a 20% tax of the total amount being sold.

4. The owners of a property may alter its interior as they see fit. Exterior changes require the permission of the Bailiff

For many years the Office of the Bailiff remained officially unorganized, without a proper structure, yet its functions it has executed most splendidly. It is thus that a new chapter shall await the Office of the law enforcement and stewardry of Minitz. Let this declaration layout the roles and duties within the Bailiff’s Office, to give its members the authorities and duties they shall uphold as servants of the realm.

The Office shall first and foremost act as the main Law Enforcer within the lands of Minitz, to see that the judgment of the Lawspeaker, derived from his authority as the embodiment of the Kanun, be upheld and respected. Alongside the Ritter of the realm shall the Bailiff pass such judgements, to ensure the honor of our land and soil is not tainted. Furthermore, shall the Office be in charge of overseeing the leasing and selling of properties to the residents of Minitz, so that all our people can call our Herzogtum a home.

HIERARCHY

THE LORD BAILIFF

As the highest authority, the Lord Bailiff of Neu Brandthof is in charge of every aspect of the office. They act as the main law enforcer of Minitz, their word on matters of the office are final. Chosen as a member of the Herrenhaus directly from the Herzog, they hold military power over the Ritter of Minitz, calling them in matters of upholding the law.

Let it thus be known that the Lord Bailiff of Minitz shall be styled as His or Her Excellency and become The Lord or Lady of the the Minitzian Capital which they hold

The Duties of the Bailiff include:

• To carry the Bailiff’s Mace within the Herzog’s Herrenhaus. The Bailiff, appointed by the Herzog, shall represent the peoples of Neu Brandthof as residents and owners of their properties, holding the traditional Bailiff’s Mace.

• Enforcing the Law of Minitz. They are responsible for passing out the punishment associated with the Lawspeaker’s Judgements. Upon witnessing the unquestionable commitment of a Wrongdoing, the Bailiff holds authority to pass both judgment and punishment immediately, without the requirement of the Lawspeaker.

• To Levy Taxes. They shall be in direct authority to oversee the levying of Taxes within the realm of Minitz, be it tax through produce or gold. The Bailiff is responsible for overseeing the correct levying of taxes, and shall be the only individual aside from the Herzog to have access to the tax coffers.

• Selling Property. The Bailiff shall be the only member of his office with the authority to sell the properties and houses to either the Soldats of the Warband or the Geehrte of the realm. They shall also be in charge of overseeing the leasing of properties to other residents.

• Announcing Edicts. Not necessarily related to the law of the Kanun, the Bailiff of Minitz shall hold authority to announce edicts exclusively related to the properties of Minitz. These edicts cannot contradict the law of Kanun, unless such is agreed upon in a Moot by the Landtag.

• Employing workers. The Bailiff is the only authority, aside from the Herzog, to appoint the workers of their office aside the Ritter of Minitz, namely the Quartermaster and Stewards.

• Overseeing the Mayoral Elections. Once every four years, the Bailiff shall be in charge of overseeing the elections of the Mayor of Neu Brandthof from amongst the tribesmen of Minitz, and make sure that the votes are collected from the Burghers of Minitz.

THE RITTER VON MINITZ

Despite their primary job not being related to this office, the duty of the Ritter, or Knights of the Order of Saint Tylos includes aiding the Bailiff in the upholding of the Law. They are not chosen by the Bailiff, but they may be called at any time by the Bailiff to aid him, and, upon such, they are obligated to follow, lest they are told otherwise by their Herrenmeister or Herzog.

The Duties of the Ritter under the Bailiff’s Office include:

• Enforcing the Law of Minitz. Similarly to the Bailiff, the Ritter holds authority to pass the punishments associated with the Lawspeaker’s judgements. However, unlike the Bailiff, they can only pass judgment and punishment for minor wrongdoings.

THE QUARTERMASTERS

Acting as the Bailiff’s aide to overseeing the filling of the coffers of Minitz, the quartermaster shall oversee the proper returning of taxes. They shall do so alongside the Bailiff, who shall hold the keys to the tax boxes.

The Duties of the Quartermaster include:

• Overseeing the Coffers of Minitz. Upon collection of produce taxes from the Bailiff, the Quartermaster is responsible for overseeing the transition of these materials to the Ducal Coffers.

• Filling the Coffers. They shall furthermore be responsible for organizing the Coffers, gathering produce from other means, such as donations, leading workers, etc.

THE STEWARDS

The many properties and houses within Neu Brandthof shall be taxed and leased by both the Bailiff and his Stewards. The stewards shall act as the Bailiff’s hands in matters of taxation, aiding him in all things related to such.

The Duties of the Stewards include:

• Leasing Property. Whilst the Stewards cannot sell properties to the Soldats and Geehrtes, they shall be in charge of leasing property to other residents, tribesmen or warriors.

• Ensure the Levying of Taxes. Be it so that any resident fails to properly pay their designated taxes, the Stewards shall be required to see that such is done. Be it through letters or seeking out the owners or the lessees in person. They shall be allowed to do such alongside the Ritter of Minitz for reasons of protection.

• Ensure the proper conduct of Leased Property. The Stewards shall be given authority to conduct occasional check-ups on the leased properties of the realm. Doing so to ensure that the residents who lease properties uphold the law associated with property conduct, such as interior or exterior alterations. They may do so accompanied by the Ritter.

OFFICE RECRUITMENT

The positions within the Office of the Bailiff only be designated by the authority of the Bailiff or the Herzog of Minitz, and, additionally, the Herrenmeister who shall oversee the training of all prospective Ritters of the land.

As we gathered for the second Leonite Moot of our Grafschaft to discuss important matters amongst our tribesmen, so too did it fall on us who thus gathered to elect a new representative of the Kanun from amongst us. From amongst those Reinmaren tribesmen gathered, none wished to nominate themselves for the position of the Lawspeaker, despite the floor being left wide open for any who the Kanun's justice wish to keep.

Thus, did the Graf nominate a person who was not present for the position, Petsch von Minitz, former Bailiff of Brandthof, and the current Harold of the Graf's Grafenrat, for his ambitions to act as the watchful eye of the Kanun were known.

With Petsch as the only nominee, thus voted the men of Minitz gathered in the Moot, for the election of Petsch von Minitz as the Second Lawspeaker:

Not only is this a letter of resignation, but also my departure.
For many years I have served Minitz by upholding the Kanun and my Oaths. Though there is still much to be done within this land, I have done all I could and shall leave my responsibilities to someone else.
 

It has been an honor to serve Minitz, and I pray that GOTT continues to bless this land abundantly. I will not replace the years I have spent here for anything, Minitz shall forever be my First Home.

Shall this not be goodbye, for we shall see each other again.

THE APPOINTMENT OF THE FIRST HERALD OF THE GRAFENRAT

SÖHNE UND TÖCHTER VON MINITZ,

Just recently did a dueling tournament occur in the underground arena of Minitz. Amongst the participants, the Graf and Petsch von Minitz, the former Bailiff of Brandthof and ardent servant of the realm fought head to head. Amongst the many bets and deals being made before the fights, the position of the Herald of Minitz was offered forth to Petsch, for his previous work and diligence shown to the Grafschaft, IF, he were win a duel against the Graf. In return, if Petsch was to lose, one hundred minas he would owe to Lord Leon.

So the deal was struck, sword and spear thrusted and slashed, the struggle began. Finally, before all those present, the duel appeared to be concluded at a near draw, with the Graf just barely getting the upper hand. Yet, Petsch had fought valiantly, and almost got the best of the fight, as he had during the previous fights. Thus, it was decided that the duel be concluded as a draw, with both parties honoring their ends of the deal. 

Thus, it is by the Decree of the Graf that:

PETSCH VON MINITZ BE ELEVATED AS THE HERALD OF MINITZ, TO TAKE A SEAT AMONGST THE MEMBERS OF THE GRAF'S GRAFENRAT, TO OVERSEE THE DIPLOMATIC MATTERS OF THE GRAFSCHAFT FOR ITS PROSPERITY.

Thus, one hundred minas shall also owed to the Graf from the new Herald, to respect the deal of the duel.

THE GRAF’S RETURN
 

SÖHNE UND TÖCHTER VON MINITZ,
 

For many days and nights I have traveled a road of piety, a road of pilgrimage, a road of humility and faith. To Kalden I have ventured and prayed akin to my ancestor Brandt, visiting the old grave in which the remains of Saint Tylos once rested. For Minitz I have prayed, and the lorraine I have signed many times for the return of my cousin Dietrich.

Such a journey has lowered my head, it taught me the ways of perseverance and constant prayer. My soul I feel closer to GOTT my Lord. Thus, have I returned to my homeland, amongst my people and my kin, amongst my soldiers and children. Thus are the days of regency over, for by the will of GOTT our Lord, the Graf has returned to his Grafschaft.

Thus, by the will of Graf Leon Barclay, 
THE ROLE OF HERR REGENT OF MINITZ IS DISSOLVED
and Chieftain Siegfried Barclay is released from his duties as regent.

THE FEAST OF THE TRIBE

To celebrate a healthy return home, and to gather the Sons and Daughters of Minitz in such an occasion, does the Graf of Minitz find it fit for a FEAST OF THE TRIBE to be held, as per Reinmaren tradition. The healthiest of the lambs within the Grafschaft shall be slaughtered and served for the occasion, and the men and women of Minitz are welcome to bring forth gifts and foods of their own making, contributing to the revelry each in their own way.

During the feast, the warriors of Minitz and those friends of the Grafschaft shall come forth to duel, testing their mettle and proving their battle capabilities in front of all. The revelries shall be hosted within the Minitzian Tavern in a few days.
