Basic Description: The Hakad are a nomadic Farfolk Qalasheen tribe that are magically aligned, their basic appearance is similar to ancient Babylon and the Persians - favoring bronzed and tan skin with thick beards and curled hair. They shift between a nomad (wandering) and a tribal (settled) state. When they are nomads, it indicates the absence of the Mage-Lords and they are led instead by their Tribal Chieftain. When they are tribal, they settled under the rule of the Mage-Lords, reforming the state of Hohkmat and subservience to the Mages. They are spiritual, and especially superstitious when it comes to magical entities. They view beings such as Mages and Djinn as physical manifestations of power and creation - and make it their life's work to serve and potentially become Magi themselves as reward.

General Values. 

Overall Alignment: LAWFUL NEUTRAL

Above all the Hakad revere magic, law and lastly power. The first is the greatest representation of the second & third. The Hakad believe right makes might, those who are strong take what they deserve and are bound by the laws that those can force upon them. This does not make them inherently evil or prone to acts of violence or crime. A Hakad would not steal or commit violence unless there was a purpose, often one in which they perceived to be in the interest of their community. They also do not believe in chaos. Someone powerful, and hopefully benevolent, must compel by force other powerful entities into behaving benevolently.

Honor does not hold high regard to the Hakad, nor does chivalry. To the Hakad it would appear blatantly stupid to offer your opponent an advantage when you have strength, or to willingly weaken yourself out of a sign of humility. This does not make the Hakad liars or cheats - but it makes them highly strategic and tactical. They will not reveal all the details to people, they may obscure truths. Overall, a Hakad says only what they believe should be said and nothing more.

Magic, Mages, Hohkmat.
Hakad values magi above all else, looking at them similar to how the Egyptians viewed the Pharaoh. A link between the mortal realm and the cosmic realm of creation. Although they do not view them as deities, they recognize their historic role in their liberation and freedom. All Hakad aspire to be magi. It is culturally taboo for a Hakad to not pursue Magic if they are able. Hakad therefore serve willingly in the retinue of mages as their bodyguards, scribes, and aspirants until such time as they can be taken on as students. Those who cannot practice magic still live fulfilling lives in Mage retinues and are awarded handsomely.

Hohkmat is the eternal mage city, forming and reforming as the Mage-Lords rise and fall. Mages who proclaim themselves as rulers over the Hakad (‘Mage Lords’) are given equal respect to those who rise from within the tribe. Origin of birth is unimportant to the tribe as much as magical prowess is. When the city of Hohkmat is formed, they follow the Mage-Lords unquestionably. When the city of Hohkmat is disbanded, any aspiring Mage-Lords must prove their worth to lead and reform the city to the Hakad through tests of power and ability.

In return for this loyalty, the Hakad have always had one demand: liberty and freedom. The Mages have always strived to give the Hakad the maximum liberty to pursue their interests and values that are not deemed to directly involve the study and practice of magic.

Religion and Worship.
Hakad are spiritual. They believe there is a mystic purpose to the world. Whether it is a creator deity, djinn, or great and powerful magi - forces of mana and magic work on this world. They will honor the Magic Noble House they serve and thank them for the wonders of the world. They may evoke long dead magi for their great deeds. This makes the Hakad very susceptible to superstition; and there is more than one instance of them being deceived by Djinn or Necromancers and Illusionists into believing a host of imaginary things.
 

Temperament.
Hakad can be perceived as highly aggressive or violent. They do not shy away from conflict, this is due to the cultural perception of strength. They are strategic in these conflicts however, striking when they are in a position of strength and rarely irrationally.They can never be perceived as weak or incapable. This often causes them to take on challenges and contests. You can be certain that when dealing with the Hakad, you are always being assessed as to whether you are a competitor, coming for their resources or their homes - and they are highly distrustful of outsiders. They will vow revenge on those who have wronged them.

They have immense respect for cultures that share a similar sense of power dynamics - such as the Orcs.

Hakad are slow to form friendships and create trust but when they do they are deep and long lasting. Betrayal of these friendships can have violent results, given how difficult and slow they are to form.

However, Hakad are generous hosts, even to enemies, who invoke guest right in their domiciles and camps. They will also respect the right of Kaggath and would not create more violence after justice has been resolved. Thus two Tribesmen who were trying to kill each other in a Mage Civil war, could just as easily be sharing meat and bread over a fire at the conclusion of a Kaggath without grudge. 

Appearance & Dress.
 

The Hakad are inspired on Persian/Babylonnian culture. As such they wear very colorful blues, reds, purples and greens and gold is seen as a highly beautiful metal. They have tan or dark skin, long curly hair/beards. Hair is generally black or dark brown for men and women, with light colored eyes.

The Three Mysteries.

The Three Mysteries are the accepted law of the Hakad, and this forms their general understanding of magic, law, and power.They are derived from when Fahrazad the Great first institutionalized them as a way to bring the warring Mage-Lords bound by a loose codex of laws. Their interpretation is not meant to be rigid; their understanding changes with each change of regime though some mysteries are perceived as mostly unchanging - such as magic true lineage succession. The Grand Magister clarifies the law through Diktats. 

THE FIRST MYSTERY - THE GREAT PARADOX
From the first day a descendant connects to the void, he is threat and a boon. The Great Paradox instructs how to reconcile with this dual nature of the mage, and avoid catastrophe.  

THE SECOND MYSTERY - THE ETERNAL PURSUIT
A mage is never content, and never so satisfied to claim to know everything. We must compete, we must strive and progress, we must know. Cheap solutions, Dark Apostacy, have no place in the pursuit. 

THE THIRD MYSTERY - THE SORCEROUS PATH
All magic walk the path. Without magic, we have no inheritance to what we are. The mystery of the Sorcerous path centers us in the importance of this journey. Being a mage is central to our identity.

Background & History
Authors note: The Hakad chronicles history into three categories, and it is normal for Hakad scholars to argue what era they are presently in.

Strife: An Age of conflict and civil wars. A necessary and brutal cycle of Hakad history.
Transition: An age between ages, of great change. Of the clashing of old systems and new systems.

Creation: Temporary ‘golden eras’, the window to advance the magical talents of Hakad until the returning of another age of Strife.
 

I. The Period of Slavery - The First Era of Strife

The Hakad were a desert people shackled to slavery over a thousand years ago under tribal desert warlords. Separated from much of the Qalasheen people, they were consistently denied cultural cohesion and freedom - made to suffer under unworthy tyrants. This all changed with the discovery of magic. A slave by the name of Fahrazad had become void touched. Tales say Fahrazad was born a mage, others than the Djinn gave him fantastical powers - but where they all converge in that Fahrazad wielded terrible magical power. He used this power to wage a rebellion freeing the tribes and uniting them under “Hakad” or the‘void-borne’. His rebellion lasted nearly two decades before every tribe was freed and brought under his rule. Fahrazad was named Chieftain of the Hakad, and his awesome displays of magical power made the tribesmen call him ‘Sorcerer’.When the rivers were dry, Fahrazad conjured rain.When others came to enslave them, Fahrazad brought terrible flame. He was everything to them, but he was only one man. Fahrazad would learn as his people would learn again and again that what comes after wars is much harder.

II. The Period of the Mage-Lords - The Second Era of Strife

Fahrazad began to gift others with his teachings, raising his most promising Aspirants and Novices to become great magi in their own right. This cadre of individuals were known then, as they are today, as the Mage-Lords - a title they reserve for all magi who rule the Hakad. These Mage-Lords became the ruling nobility of the Hakad, who saw them as living manifestations of spiritual protection against foreign oppression. Those who did, or could not, become Magi sought to become Sanfi - members of the Mage-Lords retinue. Where they were paid handsomely for their labor to which the magi could not perform.

For a moment, it was believed the Hakad had found a sense of peace. Yet it was not to be, for Fahrazad allowed his magi to rule unconstrained and freely. Soon, the Mage-Lords began to use their magic first as a tool of oppression on their own people - and later they began to seize and fight each other. The first Mage civil war erupted. Fahrazad, aided by his most trusted apprentice, Kabal the Celestial, fought a bloody and costly war. The tribe was shocked, their Magi Overlords who had saved them had turned against them. Fahrazad decided this must never pass again, for the Hakad and the magi are intrinsically linked.

III. The Age of Fahrazad the Great - The First Era of Transition

A new age was dawning, his defeat over rival Mage-Lords earned him many monikers, most important of them was ‘The Great’. Recognizing that magic was both their redemption, and also a great temptation, Fahrazad began to devise laws, mechanisms, and systems to subdue the worst behaviors of the magi and to promote their greatest talents.

The results of this age have unveiled the pillars of Hakad society that remain today. Among them;

The Grand Magister & The Lord-Magisters. One Mage to preside over all others, to keep balance amongst the Magi, and Lord-Magisters to promote future generations of responsible Magi.

Kaggath. To contain the violence of the magi within geography and catastrophe.
The Three Mysteries. The law, the wisdom, the principles to which all Hakad - from Magi to tribesmen - would obey.

IV. The Golden Age of Hohkmat- The First Era of Creation

Inspired and empowered, the Hakad would for the first time rest their nomadic ways and settle into a city called Hohkmat. This golden era of the Hakad would last almost two centuries, long after Fahrazads death, before Hohkmat would rest once more as the Hakad became tribal.

The Golden Age brought Hohkmat many great Grand Magisters, and magical artifacts that ache to be discovered in a wizards trove. World shattering events would see the tribe scatter, as they moved from continent to continent to escape calamity from the forces of Ibleese.

V. The Almarisian Wandering - The Third Era of Strife

The tribes wandered the deserts, promoting what magical talent they had and led by a small cadre of magically gifted Hakad until they regained their strength. One among them would rise to prominence, in the long line of House Fahrazad - Razad. Razad called his tribe together once more on the sands of Almaris, summoning the Magi from across the continent to prove their rulership over the Hakad. Great displays of magi and power were given, and the Mage-Lords rose once more to guide and elevate the Hakad.

Yet this was no era of peace. Razad compelled by force, power, or coercion unruly and dangerous magi to his will. He contended with dark magi that had long infected the ranks of an age of uncontrolled magical usage, with many great and ancient magi alongside ambitious upstarts - crushing dark magical covens under his boot. Kaggath was frequently employed in this era, as Magi contested Magi for seats of power and strength. This era would end upon the deaths of Lanre Cerusil, the expulsion of the Dark Magi Yera Sylvera, and the banishment of the Lord-Magister Haus - the circumstances which remain a mystery to the Hakad to this day.

VI. The Grey Tower  - The Second Era of Transition

Razad wisely guided his people, avoiding calamities from across the continent and debilitating power struggles for control by nefarious powers during his reign. He secured key alliances while keeping the peace amongst his mages.

He secured independence for the people of Hohkmat, enacted reforms to magical education, and united the magi across the continent under his banner. New discoveries of magic were made under his rulership and the magi flourished. This was an era of strength and power for the Hakad and Hohkmat, but Razad would learn as his great master had before him - what comes after the conflict is often most difficult. Now that peace had been secured, the Mage-Lords turned inward once more.

VII. The Coup of Razad and the Canonist Crusade - The Fourth era of Strife - THE CURRENT ERA

Razad had ambitions of making this a new era of creation for Hohkmat,of magic and wonder. Yet it was not to be. The Lord-Magisters, scorned for perceived slights, turned against Razad. Outwitting his political opponents, Razad ensured his apprentice was placed on the throne - and Razad died by traditional Hakad right in the honor of Kaggath.

Weakened by this coup, Grand Magister Faeryel, apprentice to Razad was elevated to the position of Grand Magister. The Lord-Magisters immediately began weakening many of the elements in place that had made the Magi strong, eliminating checks to their power, and preventing assertion of the Grand Magister. It would seem for a time, the Mage-Lords forgot about the Hakad all together, and became slovenly. They worried more of their leisure pastimes, and less of conflict and strife.

The Hakad tribesmen were told many lies about Razad, though as he was their Chieftain and their tribal brother - they believed few of them. Yet they know it is not their right to involve themselves in the way of the Magi, for the Hakad serve the Mage-Lords.

The Mage-Lords were too weak to resist the Canonist Crusade, they had grown soft from leisure activities and neglected their magical studies. They had forgotten the mysteries, and the age of Strife seemed to them a conjuration of the Hakad peoples. They would prove wrong. The Canonists had long conjured enemies of Hohkmat, a reflection of their own weaknesses, and when they came to march their armies - the softness of the Magi had grown so great, they offered no resistance.

At this, the Hakad determined to return the tribe to its nomadic ways. Until worthy Mage-Lords could lay their claim, as they did in Almaris, and reform the great Hohkmat under power and leadership.

The Hakad now live in an era of conflict with the Canonists....whom they now perceive as violent oppressors, enforcing slavery and oppression once more - and the Hakad will make no hesitation to use violence against them. It is an age of suffering, it is an age of resistance, it is an age of strife.

NOTE: The author knows not the names of many of those present during this battle, so individuals will be named only if they are known to them.

Gashadokuro’s maze of tunnels had eventually led us to this point - a narrow staircase leading down into a large cavern, riddled with vantage points and hidden passageways for the enemy to maneuver. Initially, our forces - many wounded, mostly consisting of valiant warriors from Koyo-Kuni’s allies and the Ashigaru - were stuck in a bottleneck, taking heavy casualties as cannonfire, demonic flame, arrows and spells were all loosed towards us. I, myself, noting the positions of the cannons via a quick look out of the tunnel, launched a few Air Blasts - concussive spheres of compressed air - towards one of the leftmost cannons, momentarily disabling it. A wave of fire then struck me and those closest to me, so - in intense agony - I moved back to the mage group, the self-styled ‘Thunder Rabbits’. My glimpse at the state of the battle was not a hopeful one - warriors were being knocked off of a thin bridge and onto spikes below (one of whom, unfazed, continued firing crossbow bolts at Shinji until his eventual death) and the Shugo, along with a group of Oyashi (others may have joined them, though the writer does not recall) had reached the bottom of the staircase and were locked in combat with Gashadokuro.

Shinji’s might was more than evident - he sent waves of fire racing out at the speed of a thought where lesser infernal mages would have taken longer to cast - and possessed strength and speed far surpassing mortal limits. He destroyed the staircase and bridge, sending many down onto the spikes, and gravely injured several of our fighters in moments. One of whom was Tatsu Toji, who lost an arm, leg, and eye from the attack. Some warriors of ours made their way into the enemy’s passages, rooting them out as they hid and lobbed spells, while a good chunk of us sought to disable the cannons and kill their crews, which was partially successful; near the halfway mark of the battle, the cannons’ crews were either killed or sent running. I moved to follow the warriors heading into the passages, but was stopped at the lip of a cavern as I noticed my current angle allowed me a rather good view of the cavern. Assisted by the Voidstalker Arthur, I charged and fired a lance of combustive fire to disperse some of the formerly cannoneers. 

Shinji’s rampage continued on, wounding the Shugo severely - so much so that he invoked a blessing of some sort, mending his wounds so he could continue his fight with Shinji. At this time, me and a friend of mine, Faeran, had near-simultaneously begun charging a Compression spell, aiming it at Shinji. Alas, a wave of fire caused by the wounded (I think?) Shinji Disconnected me a moment after I cast, and disrupted Faeran’s spell, wounding him and those around him as it burst. Then, injured it seemed, Gashadokuro vanished out of my sight, likely preparing some nefarious trickery - which was interrupted by the Shugo.

The Shugo charged out of sight, and the next instant the cave was rocked by a gargantuan explosion. I had no doubt that the Shugo was claimed in this, but so, it seemed, was Shinji. Never again would he terrorize the nation of Koyo-Kuni, sending his infernal and undead hordes to assail us. Never again will we see Shugo Kato in his legendary red and gold armor go to battle, or see him hard at work in his forge. Forced to leave by the collapsing cave, we escaped. As I rode with Toji to the village, I was conflicted by emotions of triumph - at Shinji’s fall - and of grief - at the Shugo’s death. Both still ring fresh in my mind.

Appointments

The Sage, Sarah of the House Artenin, is elevated to the MISTRESS OF STARS. As ever, this role is tasked with overseeing the duties of the Chamber of Stars, and its constituent FIRE, WIND, WATER and EARTH. The Sage has been my Vizier of Fire for some years, and in that time, while greatly expanding said Chamber, also dutifully served Earth and Wind. The Mistress of Stars has stood empty since my own ascension, and she is the natural choice for the title.

Sage Artenin did not leave the role of VIZIER OF FIRE unfilled; she has appointed Avindor Divadri as her successor, and I have ratified his appointment. He is capable, dependable, and organized; the Patriarch of House Divadri; and an old comrade-in-arms. I look forward to his service as Hohkmat's shield.

I do not mean to impugn the capabilities of Isabella of House Fahrazad, VIZIER OF WIND; she has been a dutiful servant of Hohkmat for many long decades. However, time passes, and peoples' presence and powers wax and wane. As the Academy seeks to balance its weight on the ever-shifting world stage, I find myself in need of a new Vizier.

Hohkmat is full of competent, intelligent people. I have begun the search for one who is knowledgeable of international affairs, as well as charismatic. If you are such a person, or know one, I am ever reachable by bird or found walking the streets.

On the fringes of Hohkmat, the night was pierced by a bone-chilling sound. The mournful cries reverberated through the streets, a relentless lamentation that seeped into the town's very essence, casting a pall of dread that smothered every corner. As darkness enveloped the town, its residents, ensnared in their terror, glimpsed shadowy figures draped in black robes gliding through the alleyways. These phantoms, their faces hidden, lurked in the shadows, dissolving into the darkness whenever a wary eye fell upon them, their presence more sensed than seen.

The intrepid—or perhaps the damned—who dared to traverse the frigid, moonlit streets in pursuit of the source of these sinister occurrences might find themselves lured to a ghastly tableau. In a secluded glade, a grotesque monument of frozen horror awaited. This structure, an infernal fusion of ice and torment, stood drenched in blood and littered with bones. The ice seemed to pulsate with a malevolent vitality, its surface inscribed with intricate, arcane runes that whispered of ancient, forgotten rites.

At the heart of the monument loomed a hideous sculpture—a writhing mass of countless faces, predominantly women, their features twisted in perpetual agony and despair. This ghastly vision was rendered even more nightmarish by the crimson streaks that marred its surface, evidence of recent, unspeakable atrocities. As the wind keened through the forsaken glade, carrying the murmurs of the damned, the runes seemed to flicker, casting a spectral glow that only intensified the overwhelming sense of dread.

Those who stumbled upon this frozen nightmare would soon grasp that they had unearthed a dark secret, one that linked the town's recent horrors to an ancient malevolence lurking just beneath the surface. The monument stood as a stark testament and a dire warning, its bloodied ice narrating a tale of suffering, sacrifice, and the unseen forces that prowled the night in silence.

The newly renewed Ixmaten Proving Grounds, home to the one and only FIGHT NIGHT, has necessitated a few changes to its structure.

1. The old leaderboard will be replaced with LEAGUES: the Master, Apprentice, and Sutican leagues. Master League is for full, officiated duels. Apprentice League is for sparring & training matches. And Sutican League is mainly for aspirants, using the old Sutican dueling system. To progress ranks through the leagues, one must challenge combatants of a higher rank. To dismiss a challenge from one below you, unless they are very far below, is a dishonor.
2. Every decade, ten Saint's weeks, is a SEASON of Ixmat. This day marks the beginning of SEASON 1. At the end of each season, all ranks will be reset, and the top three of each league will go down in history as the champions of that season.
3. A new RULE has necessarily been instated: For all officiated matches, as well as all FIGHT NIGHT matches, the arena gates MUST REMAIN CLOSED. Escape from the arena will not be tolerated and will result in forfeit. (Gates may be opened and closed from the inside - nobody will be trapped.)
4. Officiated matches will be officiated by JUDGES, who will enforce all arena rules and agreed upon stipulations. They cannot participate in the fight, they must be spectating. All MAGISTERS and VIZIERS are automatically qualified as judges. Anyone wishing to become a qualified judge may contact the ARENA MASTER.
5. A new training regiment created by Hohkmat's Lord-Magister is officially recognized by the Ixmaten Proving Grounds, and recommended to all: MAGE'S VOLLEY.

Introduction

Welcome readers one and all to the second volume of the Magi’s Digest. This author apologizes for the delay in publication and is proud to present this paper. Today we will be talking about the Void’s impact on a Mage’s psychology and personality. Admittedly, this edition took so long because of the samples that were required for this research to be done thoroughly. Without further adieu, let us begin!

The Physical Manifestations of Void Exposure

It is a well-documented fact that extended exposure to the Void and its energies greatly impact the physical form. Voidal sickness is the most well-known [1] as it is a trait every single Mage takes on when connected. This sickness results in the gradual weakening of the body the longer the Mage is connected, but eventually stops progressing when the Mage’s soul ‘metabolizes’ the energy [2]. Unless the Mage becomes a Scion this effect is permanent so long as they remain connected[3]. 

Traditionally this ‘weakening’ effect has been attributed to the decaying effect the Void often has when encountering living things (i,e. withers natural greenery, impact of too much Voidal energy being utilized on a person, etc.) [4] however with the new information that has been gathered for this document there may be another explanation. Another notable, major impact that the Void can cause is the drastic personality changes that Mages may undergo. This now leads us to the research portion of today’s theory.

What’s in the head of a Mage?

From much older research I had done as a new Mage it was revealed to me that certain mental conditions or traits correlate with the brain’s structure. Though this is far from an exact science this eventually led to the thought that inspired this edition; does the Void physically alter the brain’s structure? From the beginning I had my doubts [5], considering that many changes are tied to the varying Paths[6] that may be dropped or replaced with another. From merely observing the differences in those who went from one path[7] to another revealed that just from swapping between them your personality can undergo a drastic change. If the Void’s impact on the integrity of the cranial structure resulted in the changes, why did it kick in so quickly? Altering both the shape and internal chemistry of the brain would be a delicate task after all [8]. In order to solve this mystery I gathered my trusty gloves and began to request the corpses of any fallen Magi. This was all done ethically, and legally [9]. Relying on those who either agreed to this experiment or criminals already slated for death [10]. 

Though a rather grim task, over the last decade or so I have had enough cadavers (and background information on the individual) to finally reach a conclusion [11]. There was no observable difference in the brain’s shape that would indicate any changes via Voidal energy. Notably, many of the subjects had brains that were nearly identical to that of Magi without a Path or those who were not Mages at all. 

Now that this conclusion has been made, we must ask a new question; If the brain doesn’t change then how exactly does this change the psychology of a given individual?

A Proposed Answer

Over the centuries we have been able to vaguely understand some of the core functions of the Soul. It is documented that the Soul itself houses memory in some shape or form, but if altered by other Magics this can lead to memory erasure and other deformations to occur to the host . Oftentimes if a Soul is corrupted, whether by Dark Magic or other forces, there is also a physical change that occurs in the body. This information is imperative to the following theory.

Consider this. What if the Void had much more of an impact on the Soul than what we may have initially believed? Theoretically since the Soul houses memory, and memory shapes one’s personality, it could be assumed that changes to it are the true cause of mental alteration. Additionally this may also be the cause of Voidal Sickness. If this is true, it explains how quickly the changes to one’s behavior can be and gives us a more reasonable answer about why Magi are physically weaker.

However this now prompts a dangerous question. If the Void impacts our Soul this much, what else may it do to it? How much of our identity is only real due to the outside influence? Well dear reader, you must question this yourself. Regardless.. We now have a much greater understanding of ourselves.  

In the next volume we will explore the differences between different ‘planes’ and how our reality fits into the greater cosmology of existence. Thank you, dear reader, for picking up this volume. For further inquiries, debate, or theories feel free to pen me a missive.

Mage’s Volley

Challenge the mind. Train your Magic. Embrace the Void.

Brought to the Lord-Magister Sulieronn’s mind while helping mages train, Mage’s Volley is meant to help mages understand how to aim their spells and learn strategy. By pinning mages against each other, or with each other for team events, mages shall be able to practice their magical arts in fun, meaningful ways. So, how do you play Mage’s Volley?

HOW TO PLAY

Mages will split up into teams, or decide to do a free for all. The Referee will use either an enchantment or a spell of their own to create “Targets” that will fly around an open space around the mages. This is preferably done in an open area. Then, the Referee will announce the start of a round, letting all the mages cast towards one Target of their choice. Destruction of a Target will lead to a mage receiving One Point. Of course, mages may cast at the same Target that another is going for in hopes of stealing the Point from them. The more Mages playing, the more “Targets” will be created. However, the number of Targets must always be divisible by the number of players. For example, a Three Mage game may not have 10 Targets, but it may have 12. This is so a theoretical tie may be achieved should all mages hit their Target every round. Ties are possible in this game. Here is a proper list of rules:
 

- Any amount of Mages may play. It may be a Free-For-All, or a Team game. Teams must be even and the Points gained by all Team Members will enter one Point Pool.

- The amount of Targets must be divisible by the amount of players. This allows for everyone to tie.

- Mages will fire at the same time and only shoot at up to one Target per round.

- Mages may try to attack the same Target as another Mage.

- Mages may not attack other Mages during the game.

- A Referee must keep track of Points. One Target is equal to One Point.

- Targets must be moving around.

- Mages may talk to each other during or between Rounds.

- Points may be given to another Mage. In case of Team Games, Team Members must unanimously agree when they want to give away Points.

- Referees may remove Points in cases of Foul Play and Rule Breaking.

- If discussed, Mages may agree on alternative rules for the game. This will be enforced by the Referee.

- Non-Mages, and Mages without a Projectile-Creating spell, may use enchanted wands to play the game.

ARTICLE I: Recognition

I. The Academy of Hohkmat acknowledges the sovereignty of the Most Serene State of Lurin, and their right to govern their lands. Inversely, the Most Serene State of Lurin acknowledges The Academy of Hohkmat’s sovereignty, and their right to govern their lands.

ARTICLE II: Non-Aggression

I. The Academy of Hohkmat and the Most Serene State of Lurin (henceforth referred to as ‘the signatories’) pledge to each other to adhere to principles of peace between each other. They shall not wage war upon one another, nor shall they raise arms against one another, or try to bring harm to the integrity of one another’s realms.

II. This includes but is not limited to: supporting mercenaries and/or bandits in attacks against a signatory; making claims about a signatory with the intent to ruin the reputation of its culture, people, or leadership; and using the well-intentioned articles of this pact to disadvantage another signatory.

ARTICLE III: Cooperation & Apostasy

I. Both signatories agree to aid each other in their struggles against darkspawn and rogue magi, rallying troops when a threat becomes apparent. In the event that the aggressor against either state is a nation or territory, and that same nation or territory is mutually agreed to currently being led by a rogue magus or allies to the same - this clause remains in effect. This does not obligate either signatory to otherwise participate in each other's conflicts unrelated to this clause.

II. The signatories shall share intelligence related to rogue & apostate magi and Voidal anomalies between each other.

III. Citizens of Lurin and Hohkmat may receive protection within Hohkmat or Lurin from any threat to their persons and claim ‘safe harborage’ within the lands of either State - provided they do not otherwise violate the rules of this pact.

 ARTICLE IV: Cultural Exchange

I. The signatories agree to allow free passage of their respective citizenries between both states. 

II. Both signatories will receive a tax-free market stall of their choice in the other’s territory, which will remain untaxed unless the agreement is found to be terminated.

III. Each signatory will announce to their citizens when a class is being held in the other signatory. This requires that the signatory holding the class informs the other signatory of its date and location. In addition to this, once per elven month, each signatory will be able to advertise a non-academic event in the other signatory. 

ARTICLE V: Extradition

I. Neither signatory shall harbor criminals accused, with evidence, of crimes committed within the other signatory’s lands. This does not, however, obligate either state to extradite criminals of the other signatory; merely to expel them from their lands. 

II. Each signatory is permitted to punish crimes committed in their states as they see fit, regardless of the citizenship of the criminal. These rulings will not be contested. 

ARTICLE VI: Duration & Termination

I. This agreement will go into effect immediately upon signing, and will last until one of the two parties chooses to break the agreement, requiring a year of advance notice before the pact is terminated.

Official Release from the estate of House Fahrazad 

The following is released from the estate of the ruling House of Fahrazad of Hohkmat, the official shorthand historical account of Grand Magister Razad the Fatebinder and his last will and testimony. 

Official History 

Born Razad of an unknown tribe, Razad is a native of the nomadic Hakad tribes. Birth mother and father unrecorded, he was taken in by The Weaver, Grand Magister of the tribe of Hakad and made an apprentice at the age of 12. 

Razad did defeat his master in Kaggath at the age of 18, becoming Grand Magister by rite of the challenge and besting two other apprentices for the title and taking up the regnant styling of ‘The Fatebinder’. 

Razad continued to lead the tribe in Almaris, and made a decision to end the tribe's nomadic nature in the desert- calling together all of the great Magi of the continent to prove their worth to serve as Magisters of his tribe. Prior to this time, mages were scattered and leaderless - pursuing hundreds of individual pursuits with no communal goals or purpose. Razad, Binder of Fates, did bring them together and this formed the nascent beginnings of Hohkmat. During the flight from Almaris - it is known that Razad did receive near mortal injuries that caused his disconnection from the void. His connection was restored by a Lurinite benefactor that Razad did not name in his will.

Leading the tribe of Magi to the shores of Aevos, Razad was beset by many challenges - but made diplomatic peace with the Petrans who did allow him to grow and flourish from a small gathering of tribesmen into a flourishing city. 

Razad did personally oversee the construction of this city, the institutions and the preservation of the traditions of Hohkmat. For its first forty years, Hohkmat did fend off demons, internal threats and coups, and achieved victory in a war on its doorstep. The Magisters of the City plotted for power and thrones, and Razad successfully removed those from power or had killed the greatest challenges to Hohkmat early in his reign. Chief among them were Magisters Lanre Cerusil and Yera Silveira, who official records conclude as having engaged in apostate magic. Razad did also cultivate those around him, as the Grand Magister had an impeccable ability to identify talent and bring forth the best in those around him. He promoted Magisters Laurissa, Sulieronn, and Haus to their seats of power. This era of Hohkmat history was called the ‘Age of Strife’ by the Grand Magister, for its brutal nature of competition for Hohkmats survival and stability. Kaggath became a regular, brutal, and necessary means in which to restore order among the city of Mages - a culling the Grand Magister believed was neccesary to prevent the most evil Magi from seizing power and holding it early on.

Following the upheaval of the Kaggath between Magisters Haus and Silveira, Razad declared a new era of study, knowledge, and magic - an end to violence. The next 10 years of his reign Razad did call the ‘Age of Transition’, in which the old institutions of conflict and strife were to be dismantled, believing he had stabilized the Magisters into less hostile polities. Under his scrupulous leadership, Hohkmat saw extreme financial excellence, the design of a brand new city, a complete redesign of the nation into an academy in which it's premiere function was magical instruction and the growth of the city into the epicenter for the study and promotion of magic and a well founded educational curriculum. Razad had approved two apprentices to train as his heir, and their education did continue well into this age. 

The remaining years of his reign did complete the transition into the ‘Age of Creation'. During this age, the one we currently live in, Hohkmat would continue to become an outstanding academy. Unexpectedly becoming independent, Razad did quickly secure the defense of the nation - his treaties with the Church of Canon and the Heartlanders cornerstones of this political process. 

The Magisters did challenge Razad for his throne, but he did demand the old traditions be honored.  In full ceremonial regalia, Razad did engage in Kaggath with his apprentice, Faeryel of House Fahrazad.  Their struggle ended in victory for his apprentice, Razads final worlds were

 ‘What is the Masters, will one day belong to the apprentice’ 

He did remove his bone mask and turban to look his apprentice in the eyes, thrust into her hands the ceremonial staff of the Grand Magister and did depart this world with the face of honor of the tradition of the tribe of the Mage-Nomads of which he was raised.

Formal Will
The House of Fahrazad does now acknowledge Faeryel , of the regnant name of ‘The Scholar’ as new Master of the ruling House, and shall begin to archive her reign. The house shall enter into a three day period of mourning, preparing Fatebinders body for ceremonial burial, and then a three day jubilee in celebration of the ascent of a new Master.

Razad the Fatebinder, Grand Magister, King of Sorcerers did reign for over a century as leader of the people of Hohkmat.  He believed that conflict and competition are inevitable, and that the Grand Magister must suffer the weight of the nation in private. For this reason, it was the Grand Magister's wish that no private letters or counter narrative from his private archives be exposed to the public, believing history will judge him well for his deeds. Razad has fought his last Kaggath, and in his tradition - it is bad luck for the dead to cast words from beyond the grave - and so he has left no public rebukes of those who sat on his council other than the following scroll,

‘Fate has come to pass as it must. The inevitably of change, for nothing is eternal. The void preserve me, and you all, in the days to come’

There is not a mage on the continent of Aevos who does not know his name, for fame or notoriety, and the world of magic has forever been impacted by a nomad Wizard from a desert Farfolk tribe who shall be remembered in the halls of Hohkmat forever. He did bind the Mages together.

(The following info is known only by those present, and the info in Razads head - to him alone). 

Razad did see the hesitation in his apprentice's eyes in declaring her statement. He assumed she felt shame at deposing her master, but Razad knew this is the way of Hakad..ultimately the way of all Magi. To die by an assassin's blade, or a scheme was no way for the King of Mages to die - he would die as he was meant to: KAGGATH. 

“Faeryel…this is how it was always supposed to be. How it must be….this is our way, this our tradition. Kaggath is inevitable, let us see if you are ready to earn what is yours. Do not mourn, as your Master, this is my wish..."

Razad stood opposite the hall of his apprentice, he did place the bone mask of his master The Weaver upon his face, grip his war staff, and his attendants did place the Grand Magister's ceremonial armor upon him. He was old, and felt the great weight of his master's garb. Every time he donned this armor his enemies were killed, his opponents defeated. Razad had a century of magical victories, in combat, in debate, in politics. No one mage could dare say they were his equal in all of Hohkmat.

Yet despite knowing this was the way, he did hide his remorse in fighting his apprentice beyond his bone mask- knowing that he may have to kill her. 

A great bout took place beneath the Chamber of Fire, the crashing sound of stone and blade as the two fought…

Seeing his apprentice wield a flaming sword charging towards him, he again saw what he thought was hesitation and unhappiness. Razad did give his apprentice a final lesson, of humility and of a power beyond what any of his Chamber of Magisters could ever grasp - for their schemes were as short sighted as their egos were large. He did call off his magical summons, gripped Faeryel’s blade of flame, and leaned his body fully into her blade. He doesn't remember much beyond this, he was barely able to make out the other spectators in the room…he removed his turban and his bone mask, uttered words almost instantly to his apprentice that he believes were ones a proud father might remark to a proud daughter and ...it all just gets so…

Letters were left by the Grand Magister for release by his estate upon his succession.

To the Mages of Hohkmat,

    I, Sulieronn “Void-Walker” Ashwood write to you out of anger to speak of the Fool within Hohkmat. One specific Fool has attempted to trick the great mages within the city. Let us start with a story, starting within the Desert Sands of Almaris. Back then, I had appeared to speak on the creation of this city as I wished, and still do wish, to see a haven for mages be created, a place for mages to learn and become the best they could be. I professed my wishes for the city and how I wished to aid, my words spoke of my nature as an Archmage as well, one on par, if not better, than the other magi in attendance. There, an arrogant man sat, ordering me to prove my worth without showing his own abilities. Not a shred of aura was shown from him. In compliance, I fought with another mage and got them to yield, proving my strength and intellect. He is a Manipulator.

    It had been years into my tenure in the city as the Academy’s Vizier when I was informed of something truly troubling. While I had already disliked the Fool, having heard him say racist comments towards my beloved wife, I heard something that rocked my world. This man, who had ordered me to “prove my worth,” had not been a voidal mage. In fact, he hadn’t even started learning at the time this information reached me! The Fool wouldn’t start learning until years later and had never ended up admitting his lies to me nor any of the other leadership, to my knowledge. He is a Liar.

    Eventually, I gained my rightful spot as a Magister, wishing to help the mages of Hohkmat become better than ever before. We had too long been focused on non-magical endeavors, such as the war with Veletz, but now, now I wanted us to become a powerhouse of magery. However, the Magisters were ignored constantly by the Fool. We were offered nothing, treated as mere pawns who held no control over the city. Mages with meaningless titles. It wasn’t until a little before we broke from what is now the Confederation that we were granted proper power as Magisters. However, his hubris has known no bounds and his intelligence as a mage has not grown at all, as proven via the events of today. He is a Fool.

    Today, I, the Lord-Magister of the Eternal Struggle, challenged the knowledge and reason of this Fool. He led a lesson on Obelisks and stated blatantly wrong information, not even providing information about Obelisk Cores nor Capstones before he forced mages to help him create an obelisk. Many did, but the Students were unable to due to them lacking the mana to even help. Yet, the Fool insisted, against my vocal, and public words, against him, to attempt a second ritual to create obelisks. Who would he dare use? The very Students who lacked the mana to create such structures. Now, mere hours ago, he came to me, unwilling to listen and with hurt feelings, to revoke my Magister status within the city I have helped build. Banishment followed, all due to my words against his spreading of lies to new Mages. He is arrogant.

    To you, Hohkmat, I can only wish the best. Good luck dealing with Razad the Fool, learning falsehoods he claims is magic. To those who want to learn, he is no teacher. He is no mage. He is a Liar, a Fool, a Brazen Man. Choose your path within Hohkmat, but I urge you to see the truth behind Razad. There is no strength with him, there is no knowledge with him.

The Grand-Magister, RAZAD THE FATEBINDER, is dead. I, his apprentice, defeated him in RITUAL KAGGATH, as demanded by the way of the Hakad.

The will of HOHKMAT cried out for his abdication; and this is the way he chose to abdicate. He went with honor. RAZAD goes on to join the True Lineage of Fahrazad.

There will be changes in the next few days, but chief among them is this: on this day, THE LAST KAGGATH was fought, and the AGE OF KNOWLEDGE has begun. No longer shall Hohkmat be a place of daggers in men's smiles, of plots whispered in the dark, of frantic duels to the death; but of learning, of shared, safeguarded knowledge, of creation; of MAGIC, forthright and just.

To our foreign allies and friends, I say; the terms of our treaties remain in effect, including those that mandated renegotiation in the event of a change in Hohkmati leadership, which we will get to in time. We welcome new treaties of friendship and non-aggression pacts; our commitment to peace and neutrality extends outward as well as inward.

To the Chamber of Stars, and the Chamber of Lord-Magisters, I say; our duties for now remain the same. Those in their positions remain unchanged; the three Lord- and Lady-Magisters, the four Viziers, the Headmaster, et cetera. Fight Nights, classes, and other events will continue as planned. However, the structure of the Academy will evolve in the coming days, as I meet with the Chambers to determine what must be done.

To the students of THE ACADEMY OF HOHKMAT, I say; thank you. We will build on the foundations of our predecessors and create a place of learning unlike anything prior seen.

I. The signatories agree to the exchange of magical goods and knowledge to further the academic progress of both states, specifically within the realms of the arcane and the alchemical. 

II. The signatories will encourage tutelage in arcane and alchemical arts across borders, allowing free passage to citizens between both states for learning and visiting purposes. Students from the Queendom of Vikela will be allowed and encouraged to seek tutelage in The Academy of Hohkmat, and inversely, the same will be afforded to students of Hohkmat to the Queendom of Vikela.

III. Both signatories are permitted to request copies of books from the other signatory’s public libraries, to fill gaps of knowledge within their own. These requests will be processed and assessed through each state’s Head Librarian.

IV. The signatories will encourage attendance to academic events hosted by either state, such as classes, demonstrations, and the creations of magical artifacts.

V. The signatories will agree to assist one another where possible, in the creation of new magical artifacts and feats.

ARTİCLE IV: TRADE

I. Alongside encouraging the exchange of arcane goods, the signatories will promote all forms of trade between states. Merchants from each signatory will be allowed free passage and a right to advertise their goods in the other’s state.

II. Both signatories will receive a tax-free market stall of their choice in the other’s territory, which will remain untaxed unless the agreement is found to be terminated.

ARTICLE V: COOPERATION & APOSTASY

I. The signatories mutually acknowledge the threat that dark, infernal, and necromantic beings pose against the people of Aevos, as well as the threat of rogue magi and wielders of forbidden magic (All henceforth collectively referred to as ‘apostates’). Both signatories pledge their full efforts to seek out and destroy these threats where they are discovered.

II. The signatories agree to share information regarding the possible locations and operations of apostates, and to provide mutual assistance regarding their extermination. Hohkmat’s Chamber of Fire will seek to work with the Queendom of Vikela’s military forces in the event of an apostate threat on either state.

III. The signatories agree to communicate freely regarding suspicions of apostate creatures or sorcerers within the other’s state, encouraging and collaborating on investigations to root out infiltrators.

IV. Any sorcerer or student of Hohkmat or citizen of Vikela discovered as an apostate in the other’s state will be extradited back to their state of origin for trial.

V. The signatories will also share information on the creation and location of any Voidal Tears, and will provide mutual assistance to each other in closing these rifts in the Veil. 

ARTICLE VI: DURATION & TERMINATION

I. This agreement will go into effect immediately upon signing, and will last until one of the two parties chooses to break the agreement, requiring a year of advance notice before the pact is terminated.

Resignations
Having served our nation admirably, Lady Rhae’lin of the Magister House Ashwood, has determined it is time to resign from a near 75 years of tenure at the Academy as the Vizier of Earth. She will continue to serve, at her leisure, within the Chamber and amongst the Academy as she takes on a more relaxed role within the Academy.

the history of Hohkmat, POWER has shaped the law of the land. STRENGTH has dictated who rules and who serves. DUELING is weaved into the very essence of sorcerous tradition. Today, from deep within the bowels of the city comes the howling cries of the CALL for BATTLE. Today, we honor our heritage through the return of FIGHT NIGHT!

The night will begin in the Ixmaten Proving Grounds with the opportunity for any able mages to compete in combative duels, either of their choosing or with an assigned competitor. Aspirants and apprentices are encouraged to hone their magical combat skills in sparring matches, or observe and familiarize themselves with the art. Learned mages can compete against one another for the honor of the top ranks of the leaderboard, the definitive ranking of the strongest mages in the city! After duels, the night will be concluded with a group battle against a vicious mystery creature. Any volunteers are welcome and encouraged to participate. But be warned - this fight is not for the faint of heart. Brave aspirants might prove their mettle here, if they can make it out... (Withdrawal is allowed at any time. Medical care will be provided to all participants. All measures will be taken to prevent death. In the case any participant becomes incapacitated, they will be immediately removed from the arena.)

I. THE CORE OF HOHKMAT

Central to our existence, our core are our values. It is our community - it shall take us beyond the days of small collectives of magi guilds. Our right to nationhood. 

IA. The Three Mysteries - The Law

 The three mysteries guide the use of magic within Hohkmat. They are derived from when Fahrazad the Great first institutionalized them as a way to bring the warring Mage-Lords bound by a loose codex of laws. Their interpretation is not meant to be rigid; their understanding changes with each change of regime though some mysteries are perceived as mostly unchanging - such as magic true lineage succession. The Grand Magister clarifies the law through Diktats.
 

THE FIRST MYSTERY - THE GREAT PARADOX
From the first day a descendant connects to the void, he is threat and a boon. The Great Paradox instructs how to reconcile with this dual nature of the mage, and avoid catastrophe. 

THE SECOND MYSTERY - THE ETERNAL PURSUIT
A mage is never content, and never so satisfied to claim to know everything. We must compete, we must strive and progress, we must know. Cheap solutions, Dark Apostacy, have no place in the pursuit.

THE THIRD MYSTERY - THE SORCEROUS PATH
All magic walk the path. Without magic, we have no inheritance to what we are. The mystery of the Sorcerous path centers us in the importance of this journey. Being a mage is central to our identity.
 

IAI. Current Diktats
The following mysteries were interpreted by Grand-Magister Razad Fahrazad the Fatebinder.

1. Lesser Diktat of Razad: Established that Thanium and Null-Arcana is illegal within Hohkmat without permit.
2. The Diktat of Fahrazad: Established that the Grand Magister's successor shall be chosen by vote. Established that Magisters shall have their apprentice approved by the Grand Magister.

3. The Eternity Dikat: Established public entities for those wearing the status of ‘Master’ in Hohkmat. 

IB. Hakad - The Culture

 The Hakad are a nomadic desert farfolk group of primarily human origin, though other Farfolk descendants are not uncommon. Their history dates back to the time of Godfrey, son of Horen. During this time the Hakad lived harshly under slavers for nearly 200 years, until they discovered magic - using it to overthrow their masters. These new Mage-Lords squabble amongst themselves until they were united, willingly or otherwise, by Fahrazad the Great. The Hakad share many similarities with the Qal’asheen - and could be considered a subculture of this ethnic group. What distinguishes Hakad from other desert cultures has been the pre-eminent focus of magic that has dominated their lives. They value those who are talented with it, and show pity on those who are not. The ruling class of people within the Hakad are mages. The Hakad formalized their nation-state in the deserts of Almaris, creating the current city state of Hohkmat.The Hakad share a special relation to the Petrine peoples, to whom they consider their closest and longest allies.

IC. The Mages Guild - The Institution

 The Mages Guild laid the framework for much of the initial institutional structure of Hohkmat, and continues to influence it today. Many of its members were founding members when the Hakad formalized their tribe into a nation-state. Hohkmat lacks a rigid definition on the use of magic, like the guild did ,but has adopted some of the more important tenets of the Mages Guild. This includes a pursuit towards political neutrality and a goal towards protecting against magical anomalies. Hohkmat thus considers itself a continuation of the legacy of the mage guild made into a national entity.

II. THE GOVERNMENT OF HOHKMAT

General.  
Official Name: The Academy of Hohkmat (Hohkmat)
Government Type: Feudal Mageocracy
Sovereign: The Grand Magister, King of Sorcerers
Sigil: The Seal of Sorcerery
State Animal: The Yisar
 

The Government of Hohkmat is a mageocracy. This means  that the most talented mages are awarded nobility and the right to govern and maintain the realm. The sovereign of this government is the Grand Magister - who serves as head of state and government. The sovereigns advisors are the highest ranking Magi in the realm known as Lord and Lady Magisters, responsible for many of the domestic concerns of the State. Beneath these two institutions is the Chamber of Stars and the Academy of the Sorcerous Path.

 The Chamber of Stars conducts all of the necessary administrative and bureaucratic functions of the state such as collecting taxes and signing foreign treaties. 

The Academy of the Sorcerous Path is the most important institution of Hohkmat, as all members of society will interact with it and be subject to it.The Academy is the heart of Hohkmat, and without it - there is no city.

IIa. Seat of The Grand Magister, King of Sorcerers
The Grand Magister is head of state and head of Government of Hohkmat. Their authority is unlimited. 

They are invested with full authority over the city state, to include appointments and revocation to any and all offices, and are solely the entrusted authority for domestic and international affairs.

Practically, it is expected these duties are largely handled by the Chamber of Stars and the Lord-Magisters. Allowing the Grand Magister to focus on long-term strategic projects of the State. Often monumental undertakings that cannot have them pinned down by daily Governance.

Grand Magister Succession: The Grand Magister shall, when they deem it necessary, summon the Chamber of Lord Magisters to choose two apprentices to the Grand magister.

Initial Appointment.
1. The Grand-apprentices shall require a majority vote from the Chamber of Lord-Magisters, including their apprentices, to be named 

2. If a Lord-Magister is nominated, they may not vote during the entire process.

3. If a Lord-Magister is accepted, they must vacate their seat and allow their own apprentice to rule. The apprentice shall only rule temporarily, unless their Master is named as the Grand Magister - which they shall formally ascend as a Lord or Lady Magister. 

4. The Grand Magister shall oversee this blind vote.

5. Upon majority approval, the apprentices shall take on the title “Grand Apprentice”. One shall be named as Head of the Academy, and one shall oversee the duties of the Chamber of Stars.

Final Succession.

1. Upon death or abdication by the Grand Magister, the Vizier of the Chamber of Earth shall summon the Chamber of Lord-Magisters.

2. The Chamber shall conduct voting and debate until one apprentice is chosen unanimously to lead the city-state. A Magister may vote absent as a form of protest, though not hold up a decision.
3. The Chamber of Earth shall continue to hold the blind votes until a candidate receives the necessary votes.

4. The succeeding apprentice shall be named as Grand Magister and take on the house name of the previous Grand Magister. 

5. The losing apprentice shall retain an honorific position within the ruling family, and shall remain in the line of succession. If they were a Lord or Lady Magister, they shall return to their previous position and must go through the entire nomination process again.

Eligibility
1. 30 years or older.

2. Must be a talented mage of capable ability and upstanding reputation.

3. If not human, must agree to rule for no longer than a standard human lifetime, 120 years.

4. Must reside in Hohkmat and be objectively invested in its continued success.

IIb. The Chamber of Lord Magisters.
The most talented and capable mages in Hohkmat are elevated to a seat of Lord-Magistracy. These Lord and Lady-Magisters exercise their legal influence in numerous ways. Important among them is the law, as Magisters are the sole judicial authority in Hohkmat in judging matters of Apostasy (Dark Magic) or Rogue Magi (Mages who are sworn enemies of Hohkmat). None can overrule them save the Grand Magister. A Magister may choose to officiate justice however they seem fit.

IIbI.Second, the Magisters are the chief advisors to the Grand Magister as apart of the ruling council called the Chamber of Lord Magisters. They shall be voting members in choosing the successor to the Grand Magister.

IIbII.The Magisters are also afforded an entire district of significant land, to which they are to rule over. They may build what they want in it, they may tax who lives in it, and may pass any laws that do not conflict with the national ones.

IIbIII. The most important responsibility of the Lord and Lady Magisters is to fulfill the role of Circle Masters within the Academy, schools of magical thought in which every mage of Hohkmat must be associated with. The Lord-Magisters shall directly control the instruction, upbringing, and curating of every Mage that enters Hohkmat. 

IIbIV. Challenge to Rule. In the event that a Lord-Magister has proven deceased, inactive, or immensely incompetent or guilty of crimes - the Grand Magister may remove them and appoint a new one at his discretion. Alternatively, a unanimous vote by the Chamber of Lord Magisters can remove a Magister from their position.

IIc. The Chamber of Stars.
The Chamber of Stars is the bureaucratic state of the nation. It is led by Viziers who perform administrative, but necessary, functions of the Government.These Viziers hold important political station in Hohkmat - however the nature of their position affords them no authority over any activities of the Academy, which shall remain under the purview of the Chamber of Lord Magisters. The Chamber reports directly to the Grand Magister, taking no direction from the Magisters.


IIcI. Chamber of Fire. 

Responsible for the Defense of the nation. It shall comprise a standing cadre of elite battle-mages. In addition, it shall ensure every Mage in Hohkmat receives a basis of limited combative training. 

 
IIcII.Chamber of Wind.
IIcIIa.Diplomacy: The Chamber of Wind is responsible for ensuring the foreign affairs of the nation. The Vizier is delegated to make deals on behalf of the Grand Magister.

IIcIIb.Trade: The Chamber of Wind is further responsible for the financial health of the nation - arranging domestic and foreign trade agreements and the procurement of necessary supplies for the circles.

IIcIII.Chamber of Earth.  

IIcIIIa. Shall ensure the basic administration of the state. This includes the assessment and collection of taxes, an upkeep of citizen roles, and all other clerical responsibilities of running the nation. A supply of competent builders should be kept on hand within the Chamber.

IIcIIIb. Additionally, the Vizier of the Chamber of Earth shall serve as the Master of the Circle of Practical pursuits. Promoting and advancing studies related to Bardmancy, Housemagery, Alchemy and any other non-voidal but magical or scholarly education.

IIcIIIc. The Vizier of Earth shall oversee the voting process of the Chamber of Lord Magisters for the final vote on succession of the Grand Magister.
 

IIcIIId. Lastly, the Vizier if Earth shall oversee the distribution and accurate filing for all Tomes of Knowledge, archiving and overseeing this programs accuracy.

III. Academy of the Sorcerous Path.  

The Academy is the most important institution in Hohkmat. A stream of curriculum is afforded to all magi who come here, and students are quickly made into teachers themselves. There is no Hohkmat without an Academy. Within the academy are designated Circles, each Circle is led by a master who determines who serves on its staff and how it functions. All Citizens of Hohkmat are identified by a combination of their Circle and Rank.

IIIa. The Headmaster of the Academy.
The Heir of Hohkmat shall take on the role of Headmaster of the Academy as their principal title. They shall serve as the Circle Master of Aspirants and Novices, as well as supervising the Head Librarian. 

IIIb. Head Librarian. The Librarian is responsible for organizing the massive collection of books and artifacts within the reliquary and safeguarding their knowledge. They will restrict access to this knowledge based on rank and circle, or by political treaty, at the request of the Circle Masters. They shall consistently pursue to expand the librarians knowledge, especially in regards to magical knowledge. 

IIIc. Citizens of Hohkmat.
All magical Citizens of Hohkmat belong to the academy. Their rank in this academy is what affords them political and legal status. A citizen's status is therefore defined by two elements, the personal circle they have aligned with and their measurable ability as a mage validated by the state called rank. 

IIIcI. Circles. Every Citizen upon completion of their novice year of teaching will align against a circle. This is a philosophical and moral approach to magic, and whille each circle prefers certain methods and ways of magic and instruction - it is not completely restrictive. 

A Circle of Evocation mage may choose, for example, to take up artificery.  Just as one studying geology may decide to take a class in history. 

This alignment is not permanent, but one may be reduced in rank if transferring between circles. The Gaining Circle Master is responsible for recognizing another circles ranks. So a mage may change their preferences over time as they come to know their personal magic style. 

IIIcII. Rank. Every Citizen is recognized with a rank commensurate with measurable and demonstrable magic skills.  Each rank comes with increased access to areas of the library, reliquary, robes and uniforms, and any other special access a Circle Master deems appropriate for that circle. 

From lowest to highest, the ranks are

IIIc. The Tome of Knowledge. All Citizens of Hohkmat must possess their Tome of Knowledge, and should be presentable in a reasonable time if asked.  This document serves as proof of citizenship and proof of rank and circle. It is especially important to provide the Librarian when wishing to access records or artifacts. 

IIId. The Circles.
 

IIIdI. Circle Masters. Serving as the senior professional cadre of the academy, they oversee the education of all mages of Hohkmat and all staff within their purview. These positions are exclusively filled by Magisters, with the exception of the circle of practical pursuits.

Curriculum. Curriculum of the Academy is carefully thought out and planned. Modifications of the curriculum shall be decided by the Chamber of Lord Magisters. 

Aspirant & Novice Robes
 

IIIdII. Circle of Novices and Aspirants. Arguably the most important as every mage must first join this circle. Upon completion, and graduation, from this circle - a mage must set out on a new path of study if they wish to advance their knowledge. The remaining circles are exclusive, and while a mage may learn arts from competing schools - they may only declare themselves a member of one of the three at a given time.
 

Master Mage of Evocation

IIIdIII. Circle of Evocation. The Circle of Evocation prepares its students to utilize destructive magics that will enable them to fight and defend themselves and others.

THE POLITICAL PURSUITS OF THE ACADEMY HOHKMAT
 

STATEMENT OF PURPOSE

We do declare unto the nations of Aevos with our newfound liberty - that Hohkmat stands principally not as a nation, but a sovereign Academy. No longer “The City State of Hohkmat” we are now officially to be called “The Academy of Hohkmat”.  An institute and independent University. This document shall serve as guidance to the diplomats and leaders of the great magical academy that is Hohkmat, and as a notification of intent to the nations and peoples of Aevos. As Hohkmat finds itself in the very heart of the continent at a central crossroads to many nations, it is our intent to make our political stance clear with no room for ambiguity among all peoples of Aevos - as a self governing academy we have for us a unique political purpose. We remain a private people, content to fight the monsters of the world and pursue research for the betterment of all descendant-kind.

The principal political purpose and goals of Hohkmat are;

The pursuit of the studies of magic as the premier academic nation focused around the development of mages.

And protection of the realm against the horrors of the void.
 

I. SUPREME NEUTRALITY

Henceforth Hohkmat shall pursue diplomatic neutrality with all nations as the basic tenant of its political existence. This shall entail;

A. Non-Aggression Pacts with all nations and politically independent institutions. Free embassy and merchant space for any nation that desires it.

B. Hohkmat shall not recognize any extradition requirements.

C. Hohkmat shall not recognize the sovereignty of any nation that is not considered a legal entity by the majority of Aevos or is in a state of rebellion. Hohkmat shall take no sides in civil wars or rebellions. 

D. Hohkmat shall not raise its banner in the defense or offense of any political cause, save those reasons outlined below.

E. Any treaties with Hohkmat must recognize their neutrality, and non-interference by foreign powers. 

F. Hohkmat shall make no attempt to expand its borders, nor subjugate its political competitors.

G. Hohkmat shall never authorize the movement of foreign armies through its territory for the purpose of waging war abroad. Nations are asked to respect our neutral ground.

H. Hohkmat retains the right to trade freely among all nations, however it shall never sell weapons of war or artifacts which might be used for a military purpose to nations actively at war.

We will take up a cause of violence against those enemies that seek to rot us from within and without. For Necromancers, Demons, and horrors of the void flourish in our world. For these reasons shall the Mages of Hohkmat rally their war mages to the battlefield. 

III. THE RIGHT TO SELF-DEFENSE
A. Hohkmat shall not be a pacifist nation, we shall wield our magic to defend and protect ourselves and no nation may deny us this right.

B. Those who attempt to enter our cities and pollute our people with dark magics shall be struck down - without prejudice.

C.Hohkmat reserves the right to defend its borders. We shall aggressively take to the field of battle against those who would seek to bring our nation to ruin or violate our right to neutral existence.

D.All citizens of Hohkmat are obligated to defend its neutrality, and are conscripted into the defense of the nation. Refusing to defend the nation shall be considered a criminal act.

E. Hohkmat reserves the right to enter into defensive treaties if in its interest of its survival from a threat which does not respect its neutrality.

IV. NO SAFE HARBOR
Hohkmat shall not harbor criminals seeking refuge from other sovereign powers who are not Citizens of Hohkmat. Nor shall we extradite those criminals to foreign courts. Criminals seeking to evade the laws of their home nation, shall be expelled from the city - so that they shall not distract from our mission of study and knowledge.

V. TREATIES IN EFFECT
As of the announcement of the independence of Hohkmat, we henceforth recognize the status of the following political treaties.

The Independence of Hohkmat (The Heartland Confederation-Hohkmat): IN FULL FORCE.

The Second Jagodar Accord (Lurin-Hohkmat): IN FULL FORCE. To be modified to meet new extradition requirements.

The Silver-Arcanium Agreement (Haelun’or-Hohkmat): IN FULL FORCE. No modifications required.

The Crystalin Pact (Vikela-Hohkmat): NULLIFIED. In accordance with article V, section B, the treaty is nullified when Hohkmat gains independence. Hohkmat shall pursue to elevate this treaty to one of NON-AGGRESSION.

The Agreement to Destroy that which Threatents the veil (Celianor-Hohkmat): NULLIFIED. In accordance with section VI, the tear in question has been closed. Hohkmat shall pursue a pact of NON-AGGRESSION with the Celianor elves and their mages.

The Merzhin-Garmont Traite (Petra-Hohkmat): NULLIFIED. As a result of the dissolution of and merger of the Petran state into the Heartland confederation, Hohkmat is now considered a sovereign and independent nation.

ARTICLE I: Recognition

I. The Most Serene State of Lurin and The City-States of Hohkmat hereby recognize the dire need of unity among mages in the constant threats of darkspawn, agents of Iblees, and voidal monstrosities and their allies, including but not limited to ‘Rogue’ and ‘Apostate’ Magi.
 

II. Lurinites and Hohkmati shall recognize the right of their respective leaders to govern the realms that have been afforded to them. As well as, each party agrees to hold refuge for the other should the need arise.

III. Hohkmat will work with Lurin and use its sway with the other mage nations to ensure that both Lurin and Hohkmat’s magical interests are both protected and aided by the other.

ARTICLE II: Established Embassy Positions

I. To maintain continued and excellent relations between the Sorcerers of Hohkmat and the Most Serene State of  Lurin, both nations will receive a stall, free of tax, within each other's respective cities.

II. Each nation shall be afforded to appoint an Ambassador, and to be provided a space for an Embassy (Hakad Language: Enclave). These individuals shall have diplomatic immunity in legal affairs in each others nations.

II. Embassy positions will be held in perpetuity by the Secretary to the Minister of Exterior of Lurin or their designated regent to the position, alongside an Enclave Head designated by the Vizier of Wind. In the event there is no Secretary or Enclave Head to represent the interests of Lurin and Hohkmat, the Ministry of Exterior and the Vizier of Wind will temporarily take hold of this position. In the event there is no Ministry of Exterior or Vizier of Wind, an agreed representative chosen by the Grand Magister and Silver Lubba the will be given authority to represent both in matters of diplomacy.

III. These positions will be tasked with resolving matters of dispute, sharing knowledge between the two entities, mediating tutelage, and ensuring the continued legacy of knowledge both magical and mundane.

ARTICLE III: Tutelage and Foreign Exchange

I. Lurin and Hohkmat agree to the exchange of magical goods and knowledge related to the arcane and the void. Lurin shall make a concerted effort to aid Hohkmat in the expansion of magic related to trade, culture, and studies of the arcane. In return, Hohkmat shall organize large scale exchanges between all other allied mage nations including Lurin. 

II. Hohkmat is an entire nation of magi, as such magi are the lifeblood of their population. Lurin shall seek to encourage aspiring magi of at least 18 years to visit Hohkmat on a regular basis. 

III. To build upon the knowledge of Lurin, and allow the Sorcerers of Hohkmat further access to magics, alchemy, and other sources of rare knowledge, the establishment of training across borders will be enacted to better fortify the two entities in their knowledge. 

IV. Those willing to train, teach, and share direct knowledge with each entity will be allowed diplomatic passes and free access to the opposing entity for the purpose of finding and teaching those with potential.

 ARTICLE IV: Research Agreement

I. As studies into the arcane and unknown continue, both parties will share these findings so long as this agreement is in place. This includes, but is not limited to, Voidal Theory, History, Alchemy, Deific Concerns, Voidal Anomalies, and more.

II. Matters consisting of sensitive information, such as those concerning Darkspawn, Dark Magics, or otherwise tenuous and dangerous knowledge hazards will be studied under approved members in joint operations - guided by the trusted position set out prior. 

III. Given the request, each party will offer copies of books in their own library when possible - fairly receiving them in a timely fashion.

IV. Under the condition of rare or secretive tomes wishing to be shared, a quid pro quo shall occur where both parties will offer some of their own secretive knowledge for a piece of the others in accordance with this document.

ARTICLE V: Non-Aggression

I. Each State shall agree to inflict no harm on civilians from the other nation, or impede their free travel within Aevos. 

ARTICLE VI: Cooperation & Safe Harbor Agreement

I. Lurin agrees to aid in Hohkmat’s fight against Rogue & Apostate Magi  - offering their full cooperation against any such agents - rallying their support to fight in the territory of Hohkmat when called against these threats. In return Hakad forces are available within the territory of  Lurin to combat the same. In the event that the aggressor against either state is a nation or territory, and that same nation or territory is mutually agreed to currently being led by a Rogue Magi or allies to the same - this clause remains in effect. This does not obligate either State to otherwise participate in each other's conflicts unrelated to this clause.

II. Lurin and Hohkmat shall share intelligence related to Rogue Magi and Voidal anomalies between each other.

III. Magi of Lurin and Hohkmat may receive protection within Hohkmat or Lurin from any threat to their persons and claim ‘safe harborage’ within the walls of either State - provided they do not otherwise violate the rules of this pact.

IV. Lurin shall construct a relay that conjoins with one in Hohkmat to enable instantaneous magical communication between their leaders.

ARTICLE VII: Extradition

I. Lurinite criminals convicted within Hohkmat will be prosecuted in a Hohkmat court of law, with an observer fromLurin. This functions the same in the case of a Hohkmat criminal committing a crime within Lurin, they’ll be trialed in the Lurinite Court and overseen by Hohkmat officials. In cases of dual-citizenship, the nation in which the crime is committed shall hold the trial.

II. These individuals may still be detained for the purpose of safety, and deadly force used to defend citizens or property.

III. The outcome of such judgments shall be respected by Lurin and Hohkmat and no party shall seek to pursue further action against said individuals related to these accusations unless new crimes are committed.  The signatories agree to respect the other’s nation law and not interfere in the judicial procedures of the other.

IV. Judgments made against citizens by foreign courts, not party to this agreement, shall have no bearing on this arrangement.

V. Nobles of the Mageocracy in Hohkmat who are members of the Chamber of Lord Magisters shall never be tried within the Most Serene State. The Courts of Hohkmat shall try them and return to the wronged party with a suitable verdict. This works the same for the Upper-Government of the Most Serene State, they shall never be tried within the City-States of Hohkmat, instead returned to their home-nation where they will be prosecuted as that court seems fit.

ARTICLE VIII: Duration & Termination

I. This pact shall remain in effect unless otherwise canceled by either the Silver Lubba or the Grand Magister.

II. This pact may be terminated by both parties without penalty. If this pact is otherwise terminated without mutual agreement, the canceling party agrees to pay a penalty of 1,000 minas to the other party. 

III. For the continued integrity and simplicity of this agreement, all matters that can be resolved without the alteration of this treaty at any date past the signing of this document may be expanded, altered, or annulled both in scope and context, word by word, action by action, given the agreement of both parties and with the appropriate use of the rights provided within this document.

TO THE SORCERERS OF HOHKMAT AND THE HUNGRY OF AEVOS, you are cordially invited to a contest unlike any other- Not a contest of magical MIGHT, but a contest of magical PRECISION. A competition that will separate the teacher from the learner, the master from the layman, the archmage from the aspirant. The truest magical contest ever beheld: A test of culinary power.
 

Housemages, bards, sorcerers, and ambitious chefs of no magical origin are invited to test their skill in front of a panel of judges, consisting of Hohkmat’s Viziers and leaders. One may form a team of no more than four people, or compete solo. There are no limits on the dish one may craft to impress the judges, other than that it must be a savory creation suitable for lunch or dinner. Creativity is encouraged, and any advantage may be used. Dishes will be judged on the criteria of taste, appearance, and uniqueness.
 

Though the competitors will be cooking for the judges, food and drink from Hohkmat’s own Vortex Tavern will be provided to spectators, ensuring no one will go hungry. The winning dish will be immortalized upon the Vortex Tavern’s menu forevermore, and the winning competitor or team will be awarded a unique magical artifact fit for a master chef. 
 

The contest will take place within a Saint’s Year, inside the Encanter’s Way II Event Hall in Hohkmat. Bring ambition, and an appetite.

In the Imperial year 1966 the Grand Covenant intended to make good on The Winburgh Proclamation; to tear down the city after years of brutal conflict, and in its place erect a monument to wars past and present for peace, and for commemoration. But nobody said exactly how it needed to be demolished.

It was by invitation that Hohkmat heard that there was to be a razing, and as sure as the sun will rise - you can always count on pyromancers to be present where there is fire to be set. A handful of magi, carefully selected by the Chamber of Fire, were to set out from Hohkmat's gates, and ride to Winburgh. Upon arrival, they would soon find more casters to add to their number. The magi prepared to weave their grand spell as the Covenant set about looting and setting fires of their own... There was but one request, from King Aleksandr II himself - "The Church in the centre must niet be touched." - A fitting end for a city that razed churches; to be itself razed, save for its church.

An entire bag's worth of focusing crystals had been ground into a fine dust in the name of this objective, then carefully sown about to create the expansive circle that would act as a conduit for the flow of mana. Atticus, not alone - but with the help of many - was to make manifest a new feat of High Magic...

"Magi of Hohkmat, heed me!" Called the acting commander of the Hohkmati rally.

"Today we bring ruin upon this pitiful, blighted city. From nothing it was raised, and to nothing it shall damn well return."

"Atticus! Save for the church... Burn it all to the ground." A self-satisfied grin twisted onto her face. Sarah had been here before, as had many of her fellow Hohkmati, when they were forcefully taken from the streets and their homes; rounded up like animals by a horde of Veletzians, Urukhai, and Ferrymen. That memory, along with the city, was soon to be cleansed by purifying fire. Vengeance comes hot, but it burns slow. She had waited a long, long time for this.

Masters, adepts, journeymen and spellblades alike knelt to place their hands against the ritual circle, seeking to grant unto Atticus the power to turn even the very stone itself to ash. Power beyond what any mortal could truly hold alone surged into him from the collective effort of all in attendance, elevating his capacity into the perceivably divine; for how else could you describe the power to level cities?

It swelled into existence as a great torrent of flame. Embers floated on the wind, the skies themselves cracked and the air was tainted with the unmistakable sting of ash. Lungs surely burned with each laboured breath of the rapidly exhausting sorcerers. Blazing colour burned into the air until at last the spell reached its peak, giving birth to an indescribable cascade of blue fire that reached into impossible sixth tier - perhaps the seventh tier - of magic.
