To the Blessed Citizens of elHaelun’or.

It is abhorrent, to think that one of our citizens may cross into foreign borders with ire in their hearts and the desire to stir fright- but it is here I realised that no good Mali‘thill would do such a thing: For Maehr’sae Hiylun’ehya is bound wholly to elcihi’thilln. Those who stray away from the marble walls to provoke other powers are those directly against progress, and neither are they seeking to hold onto their purity of mind and body: to be aggressive and vile is not pure in any respect.

I had heard of this incident sometime prior, when fellow Idunians had identified and referred to a character: one who clearly does not represent us, one who holds no status within elcihi’thilln and neither were they identified clearly to me: the Idunians thought this individual clearly mentally deranged, an agent of chaos and incitement, not one who speaks for the State.

Truth be told, though we the mali’aheral of elHaelun’or do contemplate the affairs of foreign powers: How the Valah Kingdoms and tribes of Uruks manage, the economy of the Bortu as we assess them for trade agreements in future, and too do we dwell on the wellbeing of fellow mali scattered across Azuras, we most definitely do not hold such anger and contempt as these rumours have echoed. We the citizens of the Motherland are too busy with the focus on reigniting our Ilumiran and Sillumiran, expanding and facilitating new homes as what we initially constructed as we settled in Azuras was clearly not enough.

Neither Citizen, Idunian or foreign Caurosian has identified the one responsible for such indictments, let it be known then that any who can reliably identify this character shall do the Silver State a service, for the Mali‘ata whom has crept into foreign lands and sought to ignite diplomatic uproar is an Mali’ata against the State, not with it. And I shall put such a viper on trial for elcihi’thilln to see, before summarily casting them out of these pristine walls.

I say this to the Blessed Citizens: it is now clear that those of Caurost are unwelcoming of any citizen of Haelun’or, mali’aheral or otherwise. I would suggest caution when travelling across their lands, for I wish for your safety and sanctity of health to be assured. Though those of Caurost have penciled in some form of ‘passport’, something echoes to the ancient history of the Mali’aheral, a division of elves who were battered and beaten in streets, for being different, for pursuing something else. It is my warning then that though one may enter a land with a handshake at the gate it does not mean there is not a second hand with a dagger awaiting you.

To the Caurosians who will inevitably find this missive I will ask that if one of the Blessed Citizens do wish to enter your land with nothing but interest in their heart, that you leave them unscathed to explore such a wondrous continent we have found ourselves on. An individual bore our face to create division and conflict: do not strike at my people simply because a shadow on Azuras moved like us, for they were a shadow.

I give you a parting jest: Maehr’sae Hiylun’ehya means ‘Progress and Health’ in our native tongue, what message does it send to censor such words and beliefs?

On Property and Tax

For the Tenure of Acalmaehr Calith

To the Blessed Citizens of Haelun’or,

In the light of our move to Azuras, I thought it best to discuss and lay out the new tax regulations that we shall see within elcihi’thilln. I assure you all that your paid taxes are put to good use and the majority of funds will be stored away for when needs arise, nevertheless it is one continuous requirement we must all maintain as to ensure the longevity of our Silver City.

I shall lay out the way tax shall be regulated, calculated and handed in elcihi’thilln for the duration of my tenure.

Calculation

The calculation of tax within elcihi’thilln is an incredibly simple task, one that looks at the building itself, the occupants as well as what is below the building. 

1. ‘View tax’ as colloquially named is the tax of ten minas placed upon a property that has an outstanding view of the surrounding regions or city itself. This tax has some headway for subjectivity but the overall theme is that homes with balconies or large overlooks that can see a large portion of elcihi’thilln or its surrounding area are homes deemed worthy of a ‘view tax’.
2. ‘Basement tax’ is the second additional fee placed upon residents who have underground areas that expand the horizontal dimensions of their original property.
3. Finally the occupant tax, the main sum of mina that will come from the home is dictated by its number of occupants: that being ten mina per living resident within the home. Those who are of temporary stay are permitted to be voided from such a tax for one elven week otherwise they will be counted as an occupant in future collections.

Regulation

One of the main concerns for a system of tax regulation such as this is its longstanding reliability, it is for that reason that I will implement the routine of every several elven weeks- typically between four to eight. Officials of the Silver State such as the Okarir’mali or if required Sillumiran shall run short occupancy investigations into each home within elcihi’thilln. Fret not for your privacy lliran, as there shall be a heavy set of codes that these officials must follow.

1. Citizens of the Silver State have the right to deny access to specific rooms that they deem too personal, however corridors and larger living spaces of residences are excluded from this.
2. Under no circumstances may an individual carrying out an occupancy investigation damage, break down or otherwise force entry into locations within a home, nor may they force down the front entrance to a home. 
3. Officials carrying out an occupancy investigation are to survey corridors and living spaces of one’s residence, asking questions on how many occupants are present and each of their rooms to assess if the total is accurate, if they believe that such occupant is lying that individual may be brought to questioning at a future date, or a secondary occupancy investigation is done at a later date.

Handover

Taxes shall be collected in the office, citizens of elcihi’thilln will find tax credit slips in denominations of twenty, ten, and five mina available for purchase from those working within the tax office. Additionally one would easily find the Silver City’s bank within such a building, alongside the State endorsed stalls for trinkets that make for ideal gifts or personal mementos.

The code of conduct for tax collection is as routine as any other:

1. Mali’aheral will have the elven year to place their due to tax into the correct depository for their home, on such a barrel would be the mina requested as a reminder of payment due. Mali'aheral, although advised not to, are permitted to ‘pay in advance’ by adding additional slips to their barrel which will be taken out.
2. On the last day of the elven year a check will be made for all tax depositories, should a citizen of the Silver City not have the correct amount of mina deposited into their respective deposit, they will be contacted swiftly by a steward to rectify such mistake, and are given till the first day of the next elven year to hand it over.
3. On such next day are all tax credits are collected, any who have failed to rectify their mistake will face a twenty mina charge on their name, which may be paid at any time. Should an individual earn up to forty mina in debt to the State they will risk eviction the following Elven year, although these ‘strikes’ as colloquially called do not need paying through the tax credit system, it is advised to remove them as it puts such citizen at closer risk of untimely leave from the Silver City.

Under the Diarchy’s guidance, those of the Silver Council seek to constantly improve, expand and bring life to our city through policies and interactions with their designated sector.

Under the discretion of those within the Silver Council, each council member overseeing a specific sector is permitted to appoint a singular Tilruir, an assistant to their duties. Those of the Tilruir seek to alleviate burdens within their respective sector, as well as bring additional ideas, passion and energy into it.

Sectors of the City

In the efforts of minimising confusion and overlap of roles, it has been deemed most effective in the eyes of the Silver Council to clearly separate five core sectors that can be focused on within the Motherland. Each Sector adopts a respective Council Member. 

Military Affairs include the Sillumiran and training of such as well as the organisation of practice skirmishes with other military groups. Their jurisdiction gives them the authority to rally Sillumiran for emergency measures, as well as impose equipment or other armaments.

Economic Affairs are any endeavours of a business nature, both external trade pacts with other communities of people, or internal organisation and dealings within the Motherland such as shops or stalls. Additionally, with the move into Siraminde, the tavern now encompasses the Economic Sector.

Public Welfare is the umbrella of which stewardry, non-specialised activities, event organisation, and the clinic encompass. This sector of our government seeks to create a constant upwards trajectory for physical and mental health for the residents of Haelun’or.

The Eternal Library is the Motherland’s prized possession, this sector includes the Eternal College, which details the education of our people ranging from lectures to outward ventures, the collection and organisation of literature both contemporary and ancient, as well as the pursuit of bettering our people through the laboratories.

The Ilumiran is an organisation of Arcane inclined individuals who take a presence adjacent to the Eternal Library. The Ilumiran focuses on safely tackling hostile issues of a magical nature, as well as ensuring the constant survival of Arcane teachings and practices.

Haelun’or Business Charter of The Acaln'sae Talonnii

The Haelun’or Business Charter serves as an agreement between The Silver State of Haelun’or and those businesses that serve it so faithfully to further secure legal and regulated monopolies, thereby encouraging businesses to open in the Motherland. This Charter exists to protect both industry and consumer alike, encouraging economic growth while upholding Haelun’or’s cultural and civic standards.

By signing this Charter, all signatories agree to the terms herein. These terms may be tailored per business to accommodate the unique nature of each trade. Any modifications after signing require a formal meeting between the Okarir’akaln and the business owner, during which the citizens of Haelun’or are welcome to attend and voice concerns or support.

The Silver State of Haelun’or hereby acknowledges the Acaln'sae Talonnii’s signing of the Haelun’or Business Charter, and the Acaln'sae Talonnii hereby acknowledges the terms set by the state. The terms set forth on this day, 4th of Sun’s Smile, 244 S.A., as as follows:

On Commerce

[ I ]: The Acaln'sae Talonnii hereby agrees to maintain their shop, both in structure and stock to the standards of the ‘thill of the Silver State, this includes but is not limited to:

• Fixing any and all damage that is sustained to both the interior and exterior of the building during their ownership of the unit not caused by a catastrophic event.
• Maintaining their designated stock to a proper degree, not allowing their stock to lay empty for a prolonged period of time without reason.
• Refraining from unapproved and unsanctioned alterations to the shop’s exterior unless otherwise granted by a member of the Silver Council.
• Ensuring that the shop’s overall atmosphere is aligned with the Silver State’s decorum; guidance may be requested.
• Ensuring that the shop’s overall atmosphere will be aligned with the Silver State’s decorum and standards: assistance with this may be granted upon request. 

[ II ]: The Acaln'sae Talonnii hereby agrees to act within the best economic and diplomatic interest of the Silver State, striving to improve their own business and contribute to the State, making choices that benefit the citizens of Haelun’or.

• They made trade freely with other businesses outside of Haelun’or and are encouraged to do so, so long as the business is not of ill-repute, meaning associated with dark spawn in any way, entirely impure, or otherwise led in the realm of an enemy.

1. This includes fair trade: ensuring good quality commodities at fair prices, as well as good faith trading both within and outside of the Silver State

• Where feasible, the Acaln'sae Talonnii should seek internal supply chains within the Silver State (e.g., a blacksmith sourcing Haelun’orian ore, a chef buying from local farmers, 

[ III ]: The Silver State of Haelun’or agrees to protect the interest of the business, hereby granting them the sole monopoly over their chosen business niche.

• This only covers specific niches (i.e,: There will be no two blacksmiths operating officially, nor two apothecaries, etc.), however this does not cover slight overlaps, such as a corporation who manufactures war machines and a blacksmith both selling components, or the tavern and a cook selling the same food and drink; this term also does not cover unofficial business, such as a lone ‘aheral selling enchantments out of their home.
• The Silver State agrees to adequately advertise the business, so long as the business does the same and is in good standing.
• The Okarir’akaln agrees to grant the Acaln'sae Talonnii the terms outlined in this missive upon their request of such, so long as the terms of the missive are still valid by decree of either the Sohaer or the Okarir’akaln.

On Social Obligations

[ I ]: The Acaln'sae Talonnii agrees to host regular public events to stimulate internal and international engagement, showcase their craft where applicable, and to participate in State-sponsored commerce gatherings, such as Kaliri’irham. 

• Examples include: A craftsman hosting biweekly tutorials; a chef offering semi-regular communal meals; or a tailor holding fashion showcases

1. Examples include but are not limited to:  A craftsman giving lessons on a bi-weekly basis, a cook with a kitchen offering semi-regular dinner nights, etc.

[ II ]: The State once more agrees to assist in advertising where applicable, so long as the Council is supplied with missives to post about and educate the masses.

• The missives should be well formatted and up to the standards of the Silver State, assistance may be offered with this upon request.

[ III ]: The Patriarch of the Acaln'sae Talonnii will maintain an elevated standard of conduct, recognizing their role as a public representative of Haelun’or beyond its borders. 

On Purity

[ I ]: Should the Acaln'sae Talonnii fail to remain pure, the State is allowed to seize their assets and otherwise evict or shut down their business, pending trial, based on the severity of their impurity.

• The severity is dictated by the Diarchy and further punishment is decided by them as well.

[ II ]: Should the Acaln'sae Talonnii be found to be interacting with any businesses found to be impure, they will be ordered to cease trading with said business immediately, or risk being shut down.

• To be considered impure can mean many things in this instance; such as being led by darkspawn, or being a peddler of darkspawn creations. This label can further be extended to those businesses who contribute to any ill-begotten institutions.

[ III ]: The Acaln'sae Talonnii is able to appeal a decision by the Diarchy to shut them down to the Silver Council by way of debate between the Patriarch and the Diarchy; a time and date must be agreed upon by the entrepreneur and the Diarchy- Furthermore an open invitation must be extended towards the citizens of the State to either partake or watch said debate. 

• The debate should take place between the Patriarch, or a designated representative, and the Diarchy, depending on who initiated the closure. 

The License

[ I ]: The Silver State recognizes the Acaln'sae Talonnii as the sole licensed provider of official smithing services within Haelun’or. This license is contingent upon continued compliance with all terms herein and is subject to review or revocation by the Okarir’akaln at their discretion should standards not be upheld.

[ II ]: This contract is indefinite. Should the Acaln'sae Talonnii or the State wish to modify any of the terms or renew the contract in any way a formal meeting between the Silver Council and the business Patriarch, in which citizens of Haelun’or may attend to voice concerns or support.

[ III ]: This contract will be considered null should any of the following happen:

• The Acaln'sae Talonnii is closed down permanently, either by the Patriarch or the State.
• The Patriarch passes the business onto someone else, in which case the new owner will be subject to an entirely new agreement.
• A mutual agreement is made between the Patriarch and the State for retirement.
• A violation of the contract by the business has been made, based on the severity of the offence.

a.) Should a new Okarir’akaln take office during the duration of this contract they may call for a renegotiation at their own discretion.

[ IV ]: The Acaln'sae Talonnii accepts that it may be shut down by the Okarir’akaln for violating any terms outlined in this charter, and that depending on the severity of said violation they may be subject to a trial by the Diarchy.

• The Patriarch may request a debate with the body of government that shut them down (Either the Okarir’akaln, or the Diarchy).
• Should the Patriarch wish to appeal a decision they may request a private meeting with the body of government that shut them down, however the option to grant the request of a private meeting is up to the person that shut them down.

Long has the Silver State lacked a proper diplomatic office to properly manage international relations. The State has been largely reliant on informal agreements with outsiders for at least a decade now, save for the Silver Pact no treaties have been signed.

This lack of agency shall change on this day, for the office of the Saneyiran has been formed as a sub-office under the watchful eyes of Okarir’akaln Lenniel Sythaerin; with this office shall come many hopeful international bonds.

With this formation comes a search, a call once more for those wayward ‘thill to return home, an opportunity to partake in government and help shape not only the Motherland, but also the world. 

Those who wish to take up positions as diplomats of the Silver City are encouraged to reach out to the Okarir’akaln, offered positions are as follows:

• Tilruir’san - Or roughly ‘Diplomatic Servant’ is the direct assistant of the Okarir, and the highest rank one may achieve in the office, short of Okarir. Tasks include substituting in on meetings where the Okarir may not be able to attend, accompanying the Okarir to any and all meetings requested, reaching out to diplomats of other realms on behalf of the Okarir, and recruiting others to join the office as either a Tilruir’puer, or as an Advisor.
• Tilruir’puer - This is the rank directly under the Tilruir’san, roughly translating to 'Writing Servant' it serves as the starting point as an official part of the Saneyiran for citizens of Haelun’or. In essence the Tilruir’puer serves as an apprenticeship or training position for those who wish to work as diplomats under the Okarir. Their tasks include; offering assistance to the Tilruir’san and Okarir in writing documents, attending various meetings related to their position to gain experience and knowledge, and supplying supplementary intelligence to the Tilruir’san and Okarir.
• Advisor - An informal rank offered to those deemed fit by the Okarir, more often than not they are non-citizens, nomads or travellers who often give advice to the Okarir and Tilruir’san on international matters in which they may not be fully up to date on.

Regardless of how they were recruited, or by whom, all who wish to join the Saneyiran must attend an interview with the Okarir’akaln first to be properly vetted- only after this task has been completed will they be assigned a rank.

It is the job of the Okarir’akaln that manages the careful balance that is the economy of Haelun’or, inviting new business into the Silver City, and cutting away those who are defunct. 

A good Okarir’akaln not only makes sure that the coffers flow with mina, but also listen to the needs of the people: let it be known that the calls for blacksmiths, enchanters, and tailors have been heard; and thus the office of the Okarir’akaln calls those who would seek to contribute home to the Motherland.

For those who would heed this call to return and work for the state, the following benefits would be offered by the Okarir’akaln herself:

1. Downpayment Grant: Your initial downpayment on a space for both your business and home shall be paid for by the office of the Okarir’akalan.

CHAPTER I

THE OBVIOUS LAWS

“The venerated society of the mali’aheral will not tolerate those who cannot abide by the simplest of civilised behaviours. For those who are incapable of deducing such things (or philosophers who tend to debate the existential qualities of “laws” and the purposelessness of attempting to order a world that is fundamentally chaotic, or perhaps something equally irritating) I shall write a guide of laws that should be, to most civilised beings, obvious.”

ARTICLE 1.   The Blessed Citizens of Haelun'or will not tolerate unsanctioned violence.

This applies primarily to acts of physical aggression upon the Mali’thill. Such unauthorised violence will only be permitted when absolutely necessary - for example when one finds themselves in immediate danger and self-defence is required.

ARTICLE 2.   The Blessed Citizens of Haelun'or will not tolerate theft.

Theft is frowned upon greatly within our venerated land. As a society we are called to craft, develop and earn our own belongings. To steal from Haelunorians is to disrespect the work of one’s bloodline and to bring shame to your own.

ARTICLE 3.   The Blessed Citizens of Haelun'or will not tolerate the meanderings of unscrupulous and alien wanderers.

Those who are deemed unworthy will not be allowed entrance. Those who are allowed within will be on a very short leash. Should they irritate enough of the citizenry, foreign beings will be ejected--by force if necessary.

ARTICLE 4.   The Blessed Citizens of Haelun'or will not tolerate the purposeful tarnishment of purity.

Purity is not in the eyes of the beholder. It is in the venerated manners of our Mali’thill ancestors where we find guidance in purity. It is not enough that one’s heart is pure--for only when one’s mind and blood remains unmuddied can true purity be gained.

ARTICLE 5.   The Blessed Citizens of Haelun'or will not tolerate the disgraceful and irrational destruction of written thought.

Knowledge and written thought are completely imperative for the progression and preservation of our people; a custom rooted in maehr’sae hiylun’ehya. The unsanctioned destruction of tomes of any value within the great library is to be treated as a crime akin to both unsanctioned violence and theft.

ARTICLE 6.   The Blessed Citizens of Haelun'or will not tolerate purposeful mutilation of oneself.

To ensure the bodily purity of all citizens, the mutilation of one’s body for reasons aesthetic is forbidden. Medical licensing and governmental approval can be acquired by those with individual needs, but the harming of one’s own body through piercing and other means is, as is necessary for soundness of mind, to be rejected. This extends to the dyeing of one’s hair.

ARTICLE 7.   The Blessed Citizens of Haelun'or will not tolerate attire which obscures one’s identity.

To ensure the safety of the Mali’thill, and indeed of all Blessed Citizens, it has been determined that the wearing of overly large hoods, helmets, full masks, and other forms of obscuring perception of identity both through worn attire and magics is hereby banned among all non-citizens and non-mali’thill of Haelun’or.

ARTICLE 8.   The Blessed Citizens of Haelun'or will not tolerate slanderous public speech by untempered tongues toward invited guests, allies or the Empire.

All in Haelun'or will remain courteous and hospitable to all invited guests and denounce any who publicly slander her allied nations or factions. The scattering and distribution of slander and anti-purity propaganda concerning the Silver Empire of Haelun'or puts the stability and health of the populace at risk.

CHAPTER II

THE DICHOTOMY OF LEWDNESS

“The filth accumulates, not in the sewers, but in our very streets. The waste that pollutes the once clean walkways of Haelun’or is carried in the hearts of her children. To purge the city, she must expel these waste-bearers, for they are disgraceful, lliran. Our city weeps, and her silver tears leak away the memory of a once great civilisation. Larihei lives in disrepute, and we are to blame. We have not lived up to her.. Examine your hands, and the hands of your lliran. It is time to wash away the filth of the streets."

ARTICLE 1.   The Blessed Citizens of Haelun'or shall not participate in physical fraternisation outside of marriage.

This crime disrespects the very nature of the matrimonial union. Unmarried citizens who physically fraternise disregard the purpose of procreation and cause unruly distraction, emotional disruption and in the worst case scenario - consequences of bastardisation, a terrible crime, considering it taints the reputation of an otherwise innocent mali’aheral child.

ARTICLE 2.   The Blessed Citizens of Haelun'or shall not participate in fraternisation with an oem’ii (an oem’ii being any mali less than fifty years of age).

Oem’ii are indeed the most precious safeguard of our kin. Subjecting an emotionally immature mind to such matters is unacceptable.

ARTICLE 3.   The Blessed Citizens of Haelun'or shall not participate in public fraternisation of an overly intimate nature.

A disrespect of peers and the Empire’s dignity itself, those who violate this covenant of Haelun’or’s sanctity deserve not to walk her halls.

ARTICLE 4.   The Blessed Citizens of Haelun'or shall not participate in fraternisation of any intimate sort with impures or other races.

Preservation of life itself resides in the idea of purity. To lay waste to one’s untainted mali’aheral blood is a crime no less potent than murder of another citizen.

ARTICLE 5.   The Blessed Citizens of Haelun'or shall not participate in fraternisation of a homosexual nature.

All who engage in intimacy in public or private with a member of the same gender should be treated as unclean, dirtying the sights of their fellows with such a display of uncivilised, unproductive lust.

ARTICLE 6.   The Blessed Citizens of Haelun'or shall not participate in incestuous fraternisation of any kind.

No self-respecting mali will need explanation as to why this type of behaviour is both obscene and illegal.

CHAPTER III

THE RETURN TO PURITY

“You are more Mali’thill than you admit. Learn of your ancestors, of the past, it will guide your future. Restore honour and pride in your long wayward heart.”

The Path to Purity is an ancient process. The Mali’thill are a people of mercy, offering that which will have true lasting impact; re-education. As the Mali’ata has wronged our venerated race, they must seek redemption in the eyes of all who would call themselves Mali’thill. As such, they must gain the forgiveness of all who dwell within the pure lands.

THE FOUR STAGES FOR PURIFICATION

STAGE 1.   The Drawing of the Curtain

The Mali’ata must be sincere in their desire to become a part of our society once more, and be willing to perform all the tasks asked of them. They must be willing to acknowledge the wrongness of the crimes they have committed against their kin and Haelun’or as a whole.

Should they not conform to this ideal, they shall not be allowed to return.

STAGE 2.   Righteous Revulsion

Should the Mali’ata be sincere and willing, they will be allowed to enter Haelun’or. Here, they must seek out every Laurir of The Council of Nobles, Elheial’lauriran, and tell them individually of the crimes they have committed towards Mali’aheral. They will then, after informing each individual of the crimes, ask for forgiveness from each. The Laurir may ask the Mali’ata of anything, and the Mali’ata will do as they ask with great vigour and a calm disposition in a manner befitting any true Mali’aheral. The labours the Mali’ata provided are but a pittance in exchange for the attacks on purity they have performed.

As a Laurir, standards of good judgement are expected and a request which calls to question the logic of itself will reflect negatively upon themselves if inadequately explained. Should a Laurir request a task that clashes with the laws of Haelun’or, the individual shall be punished according to the crimes they requested to be committed.

The Mali’ata may not advance to the next stage unless every Laurir gives their forgiveness.

STAGE 3.   Learning the Way

All Mali’ata must understand and revere the maehr’sae hiylun’ehya, as it is the very phrase that defines our people, our culture, and our civilisation. Those that lack an understanding, or adequate interpretation, of the maehr’sae hiylun’ehya will find themselves shortly more unwelcome than they had been previously.

The Mali’ata shall be assigned a teacher from the pure Blessed Citizenry, the duty of whom it will be to teach the Mali’ata maehr’sae hiylun’ehya. During this stage, the teacher may assign to the Mali’ata multiple tasks which they must complete in order to advance to the next stage.

At the end of this process, they may be tested by members of The Silver Council of their knowledge regarding the blessed phrase.

STAGE 4.   Acceptance

The Mali’ata, after gaining forgiveness and understanding the apex of our culture, will be called to an assembly of all volunteering First Class Citizens. Here it will be decided by the majority whether the Mali’ata may become a part of the exalted society and resume their title of Mali’thill. Should the Citizenry decide that the actions of the mali’ata are satisfactory, they shall again be considered a Citizen. The mali’ata will regain their title of Mali’thill and they may see Haelun’or as their home once more.

With the conclusion of this final step, a celebration should be held - as they have obtained citizenship.

CHAPTER IV

THE SILVER TRIBUNAL

“The Silver Tribunal is both shield and sword, the most important weapon in the Haelunorian armoury versus corruption and crime.”

In the event that a citizen of Haelun’or is accused of violating any of the above laws and is summoned to stand trial by either the Asulir or the Okarir’sil, a group of three judges, pariran’tir, are appointed to operate as a panel of decision makers. These judges, once appointed, shall deliberate upon the accused’s guilt. When a decision is made, punishment as appropriate will be delivered at their discretion. If the judges so desire more evidence, they may call for a testimonial, or a character witness. Members of The Silver Council and the Imperial Family can only be summoned to stand trial by the Asulir.

A judge, parir’tir, is chosen based on a hierarchy of respect and authority, namely:

a)   Okariran

b)   Lauriran

c)   First Class Citizen

Should the accused not appear at the time they were summoned, they shall be considered guilty and a sentence shall be issued by the pariran’tir in their absence.

CHAPTER V

THE TIERS OF PUNISHMENT

ARTICLE 2.   The Asulir declares their heir either by missive, speech or a signed and sealed testament.

ARTICLE 3.   The heir apparent to the Asulir succeeds to the Eternal Throne upon the passing or abdication of the Asulir.

ARTICLE 5.   The Okarir position can only be held by a First Class Citizen.

ARTICLE 4.   The Dominion of Caelia agrees to provide military support to the Silver Empire of Haelun’or in times of war or peril. This support may include, but is not limited to, troops, resources, intelligence and strategic cooperation.

ARTICLE 5.   The Dominion of Caelia agrees to refrain from entering into political or military pacts with other groups or nations.

ARTICLE 6.   The Dominion of Caelia agrees to swear an Oath of Allegiance to the Silver Empire of Haelun’or and the Asulir, to be renewed upon the ascension of a new Asulir.

Progress should be linear, not circular. In recent years, The Silver State has been a land of many troubles; one of stagnancy, coups, and woefully empty streets. Our Silver Sanctum lay silent.  History did not even repeat, progress was neither linear nor circular; it was wholly stationary.

No longer.

With the convergence of Elheial’thilln, and our city’s greatest minds, we turn over a new leaf and bid farewell to what we once were.  As time has passed and cultures have adapted, Haelun’or’s views have remained alarmingly unerring. A grave error and one that has been repeated time and time again, for centuries at a time.

By the hand of the Sohaer and the guidance of the Maheral, we rise anew.

We become a city of progress once more.

1. The Silver State offers its most sincere gratitude to Cresence Sythaerin for her countless years of service as Okarir’maehr. Mrs. Sythaerin, after a long and fruitful tenure, has determined that her tenure has come to an end. During her time as the head of the Eternal Library, she along with her dutiful Tilruiran, were able to reorganise and relocate over two thousand unique volumes and reopen the library and establish our city  as a hub of knowledge to all who wish to learn.
2. In light of the Okarir’tir’s ascension to the role of Sohaer, the role has been left vacant.

1. Returning to the role of Okarir’tir, Theveus Sythaerin  has a storied history, having led successful military campaigns in the past and having established elsillumiran as a notable martial  force on Aevos. 
2. The role of Okarir’maehr shall be left open until such a time that a successor is found. In the meantime, the duties associated with Elokarir’maehr shall fall to Elsohaer.

Historically, Haelun’or has served as a bastion of knowledge and safety for not only mali’thill but any pureblooded species with a scholar’s mind. In the days of Almaris, the Silver Colleges readily provided lessons to all with a desire to learn while the clinic worked in tandem to both educate and heal in equal measure. With a new age comes new hopes, and these ancient establishments shall serve as no exception.

1. The clinic shall receive a new head, Mayan Avern, who after several centuries of serving as a medic through crises innumerous, shall usher forth a new generation of healers that shall preserve the lives of all lawful creatures who set foot in the Silver City:

1. The Clinic will welcome all  foreign healers of  and apprentices who wish to work or study under Ms. Avern.
2. Lessons shall be hosted to train civilians in first aid.
3. Alchemy lessons will be offered when possible to those who work in the clinic for a prolonged period.

2. It was Larihei who was the progenitor of the voidal arts. The Silver State has always welcomed those of a magical inclination with certain exceptions.  It is the wish of elSohaer that we now push forward to serve as the collective voice of reason when it comes to magical affairs. In light of these hopes, new legislation shall be put into place.

1. The Silver State shall serve as a nation of moderate-conservative Voidal views, encouraging the cautious use of all arts pertaining to the void and serving as an example to all magi who use the gifts of the Void.
2. All Voidal magi residing in the city shall be logged in a registry. They are responsible for updating the city on any changes to their studies.
3. The Silver State of Haelun’or shall shun reckless use of the voidal arts. The creation of unsanctioned obelisks and communion or unsanctioned merging with voidal horrors, opening or conspiring to open a voidal tear  shall be met with a trial. 
4. The Silver State shall lead studies into the void and voidal hollows, and how best to limit their effect on the material plane.

Since the great division of the Four Brothers, malikind have been burdened, like the other children of the progenitors,  a wicked curse. Infertility has plagued not only the Silver streets but all of elvendom for millennia. Many means to mitigate the damage done by this fel mark of the betrayer have been devised in this time. In the eyes of Elcihi’thilln, marriages served but one primary purpose; to continue the Silver lineage and to ensure our forests, villages and towns never truly ran barren.

1. As of the year 222 S.A., relationships of a homosexual nature shall be wholly legal. Two mali’thill of the same sex may pursue courtship and even marriage. 
2. Said couples shall still hold the duty of bolstering elcihi’thilln’s population. However, they shall do so through the raising of mali’thill who have found themselves orphaned. Couples of the same sex may be prioritised for adoptions. They may also be tasked with guiding wayward ‘aheral seeking the path to purity at the behest of the Maheral.

Elvenkind has never truly known unity since the fall of the Malinor.  The Silver State acknowledges all those of pointed ear as distant kin, descendants of the King of the Elves. To those displaced by the fall of their homes, the gates of elcihi’thilln remain open. 

1. Elven Nations/Settlements lacking a home may petition the Sohaer and Council for land upon which to build, so long as they agree to adhere to Silver Law.
2. Settlements of other primary lineages may likewise petition, though those of a primarily elven demographic and culture shall receive priority.
3. Taxes shall be requested of all vassals on elven-weekly basis. Costs will vary on the size and location of the land claimed. 
4. Costs may be lowered depending on the level of contribution of the respective vassal. [Regularly visiting the capital + donations of resources may positively impact your tax rate.]

In lieu of the displacement of silver souls…

1. Elves of pure ‘aheral lineage who find themselves displaced during these trying times are welcome to return to elcihi’thilln as long as they adopt Haelun’orian culture.
2. Those who departed the Silver City in favor of factions who spat upon our culture, such as the mali’fenn, may also rejoin the ranks of the pure, so long as they recant their old ways and agree to undertake the path to purity.

The counting of ballots for the Silver Election has concluded. I am pleased to announce that our next Sohaer will be Valindra Nullivari-Liavyre. A fine mali'thill, who embodies the guiding teachings of maehr'sae hiylun'ehya. By the Light of Larihei, may she lead us into a new era of prosperity.

Valindra captured fifty-eight percent of the votes in the third round of counting against Annyerir Ailer'thilln, who took fourty-two percent of the votes. Azra Kaeronin was eliminated in the second round with thirty-six percent of the votes, and Jari'el Mah'nel in the first round with seven percent.

I will note, several ballots were discarded due to missing citizenship paperwork, I implore all blessed residents of Elcihi'thilln to ensure they have filled out the paperwork and submit it to a councilor, blank copies can be found near the main gate. Do note, these discards would not have impacted the final result should they have been counted.

The vote has been counted, and the choice of the Mali'aheral was, in a way, clear. Upon tallying the votes, and discarding those of non-citizens, it was a tie. The candidates were asked if they would have the Maheral break it, or consider a new option, and it is the new they chose, for progress and health.

Ante'ahern Wynasul and Wynn Elaneh'leh will both lead as our Sohaeran. With the guidance of the Maheral when necessary, they will operate as a Triumvirate.

CHAPTER 2 – Of Voidal Prohibitions

ARTICLE 1.   The creation of voidal tears within the State is categorically prohibited due to their inherently unstable and chaotic nature. Exceptions shall only be considered upon unanimous agreement from the Okarir’tayna and Sohaer.

ARTICLE 2.   The establishment of a voidal obelisk within one's domicile is expressly forbidden. Exceptions shall only be considered upon unanimous agreement from the Okarir’tayna and Sohaer.

BOOK III – OF CITIZENSHIP AND RESIDENCY

CHAPTER 1 – Of the Organisation and Obtainment of Citizenship

ARTICLE 1.   The citizenship of the Silver State of Haelun'or consists of three classes:

ARTICLE 2.   The approval of the Third-class Citizen is decided by the Okarir’lin on the following premises:

CHAPTER 1 – Of the Silver Tribunal

ARTICLE 1.   All citizens have the right to be tried before the Silver Tribunal, as determined by Book III, chapter 2, article 1 of this codex.  

ARTICLE 2.   The Sohaer or the Okarir’sil may summon the Silver Tribunal.  

ARTICLE 3.   Members of elHeial’thilln or elMalauriran may only be summoned by the Sohaer.  

ARTICLE 4.   The Silver Tribunal shall consist of elPariran. 

i.   For summons in accordance with Book IV, chapter 2, article 1, a singular Parir’tir shall preside. 

ii.   For summons in accordance with Book IV, chapter 2, article 2, two Parir’tir shall preside. 

iii.   For summons in accordance with Book IV, chapter 2, article 3, three Parir’tir shall preside. 

iv.   Judges, the Parir’tir, are chosen based on social hierarchy and authority, namely:

[ A ]:   elOkariran.

[ B ]:   elMalauriran.

[ C ]:   First-class Citizens.

ARTICLE 5.   The Pariran may run the case as they see fit. 

ARTICLE 6.   The Sohaer may, extraordinarily, call for a Tribunal of the People rather than the Pariran, in which the determination of guilt shall be voted on by the people through simple majority. 

i.   Should the accused be determined guilty by the people, it shall be the duty of the Pariran presiding the Tribunal to issue a sentence accordingly. 

ARTICLE 7.   Should the accused fail to present themselves before the Silver Tribunal, they shall be deemed guilty and a sentence shall be issued by the Pariran. 

CHAPTER 2 – Of the Tiers of Punishments

ARTICLE 1.   For minor infractions and crimes against order, the punishment shall be: 

[ A ]:   Mandated cultural classes.

[ B ]:   Mandated civil service.

[ C ]:   Fines.

ARTICLE 2.   For continual or severe violations of Book I or Book II, the punishment shall, in addition to those specified in Article 1 of this Book, include:

[ A ]:   Stripping of property.

[ B ]:   Annulment of marriage.

[ C ]:   The Path to Purity.

[ D ]:   Corporal punishment.

[ E ]:   Penal labour or transportation.

ARTICLE 3.   For the most heinous crimes, where there is no reason to believe the guilty may ever reform, the punishment shall be death.

CHAPTER 1 – Of the Instrument and Authority of Government

ARTICLE 1.   The Sohaer is the highest authority of the Silver State of Haelun'or.

ARTICLE 2.    The decisions and decrees of the Sohaer hold binding authority throughout the entirety of the Silver State of Haelun'or.

ARTICLE 3.   The Sohaer:

[ A ]:   Governs as the head of state of the Silver State of Haelun'or.

[ B ]:   Rules as the Chief Commander of the Sillumir.

[ C ]:   Oversees the administration of the Silver Council, elHeial’thilln.

[ D ]:   Coordinates and directs the diplomatic and military endeavours of the Silver State of Haelun'or.

[ E ]:   Coordinates and directs the Vassals of the Silver State of Haelun’or.

[ F ]:   Ratifies treaties.

ARTICLE 4.   The Maheral:

[ A ]:   Serves as the spiritual guide of the High Elves, entrusted with the preservation of Larihei’s heritage and knowledge.

[ B ]:   Conducts inaugurations, weddings, and state funerals on behalf of the Silver State of Haelun'or.

[ C ]:   Maintains an apolitical stance and is thereby precluded from involvement in administrative, legislative, or executive matters of the Silver State of Haelun'or.

ARTICLE 4.   The Silver Council, elHeial’thilln, is the legislative and executive body of the Silver State of Haelun'or.

ARTICLE 5.   The decisions and decrees of the Silver Council, elHeial’thilln, hold binding authority throughout the entirety of the Silver State of Haelun'or, unless overridden by a decision or decree of the Sohaer.

ARTICLE 6.   The Silver Council, elHeial’thilln, consists of seven members, namely:

[ A ]:   Elensir, the Chief Counselor.

[ B ]:   Okarir’sil, the Master of Warfare.

[ C ]:   Okarir’san, the Master of Diplomacy.

[ D ]:   Okarir’akaln, the Master of Coin.

[ E ]:   Okarir’lin, the Master of Residency.

[ F ]:   Okarir’maehr, the Master of Knowledge. 

[ G ]:   Okarir’tayna, the Master of Magick. 

ARTICLE 6.   The Okarir:

[ A ]:   Adhere to their individual obligations as outlined in accordance with the Edict of Cirith.

[ B ]:   Assists the Sohaer in the overall maintenance and management of the Silver State of Haelun'or, including projects, laws, and institutions within their designated area of responsibility.

[ C ]:   Implements measures to execute plans in accordance with the ambitions and objectives of the Sohaer.

[ D ]:   Establishes new organisations, bodies, and institutions to bolster the social and economic fabric of the Silver State of Haelun'or.

[ E ]:   Issues new laws and advisories to uphold public order and safeguard the interests of the Silver State of Haelun'or, rooted in the principle of maehr’sae hiylun’ehya.

[ F ]:   Provides guidance as needed to ensure the public’s adherence to maehr’sae hiylun’ehya.

[ G ]:   Commission Tilruiran to assist them in their duties.

CHAPTER 2 – Of the Succession and Commission of Government

ARTICLE 1.   The commission  and dismissal of any government official in the Silver State of Haelun'or shall be meticulously recorded in the archives of the Eternal Library.

ARTICLE 2.   The declaration of the Sohaeral successor shall be made either by missive, speech, or through a signed and sealed testament.

ARTICLE 3.   Upon the passing or abdication of the Sohaer, the Sohaeral successor shall ascend as head of state.

ARTICLE 4.   The currently seated Sohaer may be challenged by election. 

i.   Elections can only be called by ‘thill which:

[ A ]:   Have actively lived within the elCihi’thilln for eight consecutive  years.

[ B ]:   Have actively and promptly paid taxes within elCihi’thilln for eight consecutive years. 

[ C ]:   Have actively aided in the advance of Haelunorian society. 

[ D ]:   Have recently been deemed pure by a member of the Silver Council, elHeial’thilln.

ii.   Citizens may only vote in elections if they:

[ A ]:   Meet the standard of a First-class Citizen.

[ A ]:   Have actively lived within the elCihi’thilln for four consecutive  years.

[ B ]:   Have actively and promptly paid taxes within elCihi’thilln for eight consecutive years. 

[ C ]:   Have recently been deemed pure by a member of the Silver Council, elHeial’thilln.

iii.   Vassals of the Silver State, including its members, are ineligible to participate in elections.

ARTICLE 5.   The commission and removal of the members of the Silver Council, elHeial’thilln, is within the complete authority of the Sohaer.

ARTICLE 6.   Exclusively First-class Citizens may sit on the Silver Council, elHeial’thilln.

ARTICLE 7.   The Maheral shall designate their successor either by missive, speech, or through a signed and sealed testament.

ARTICLE 8.   The Maheral may be removed through a majority decision by a Council of Malaruiran.

ARTICLE 9.   In the event of the Maheral being incapacitated or lacking a signed and sealed testament, a Council of Malauriran shall convene to select a new Maheral.

ARTICLE 1.   The City-State of Kaethul shall be removed from the lands of Haelun’or. 

ARTICLE 2.   Any accords signed between the City-State of Kaethul and the Silver State of Haelun’or shall be nullified. 

ARTICLE 3.   Any citizen of Kaethul shall lose their citizenship to the Silver State.

Our former Sohaer recognized Haelun’ors critical place in history and endeavored to revitalize its institutions and life. However, as often happens, the demands of life caught up with her, leading to her own decline, which We also observed. Thus, in her wisdom, she chose to relinquish her Sohaeral duties, allowing the Motherland to progress and flourish anew.

We are, and have been, acutely aware of the state of Our nation and are deeply saddened by it. As our former Sohaer aimed to do, so shall We. Life returned to our city and our nation shall be a mission to which We are dedicated, and We shall falter only on the day of Our deathbed.
