    INTRODUCTION

     

    In recent times, anti-adunian propaganda has been spread in the name of a new political movement, targeting a whole race of people for nothing more than political attention and personal gain at the expense of said race. Adunians, a race that has grown rather common in Providence, and Oren itself, has been slandered and threatened almost daily now. With such a sharp rise in such a negative and harmful mindset, it is necessary to show that we as a City do not agree with such a sentiment.
     

     

    SECTION I: The Criminalization of Adunian Based Discrimination

     

    Within the walls of Providence any acts of discrimination against an Adunian based on their race be treated as a Misdemeanor offense, defined in 201.042 of the Oren Revised Code. Any found to be publicly doing so are to be apprehended by the appropriate authorities and tried under the charge of ‘Adunian based Discrimination’.

    Within the walls of Providence  any acts of inciting discrimination against an Adunian based on their race be treated as a Felony, defined in 201.043 of the Oren Revised Code. If such an incitement were to result in any other laws broken, the original inciter(s) be tried as if they had committed the crime as well as the actual offender of said crime. Crime in this case refers to any action or reaction that would violate the laws provided in the Oren Revised Code.


     

    SECTION II: The Legal Definition of Discrimination

     

    Within the city of Providence the legal basis for this new charge be defined as follows:

    On Discrimination:
    Where an individual disseminates false or biased information or propaganda, or acts based on said information or biased,  about a race, with intent to harm the overall reputation of said race, or to incite biased judgement of said race, in a public space or by distribution of printed materials, this shall be discrimination in the first degree, a misdemeanor.

     

    On Incitement:
    Where an individual intentionally and deliberately hinders or interrupts the common peace with the intent and purpose to encourage, motivate, pressure or otherwise convince others into committing an unlawful act, this shall be Incitement of the first degree, a felony.

                     In times of need, when the schedules of the Alderman of Providence do not align, absentee voting is permitted by default. Couriers are to be dispatched to the residencies of each Alderman to deliver the absentee ballots. Absentee ballots are only permitted to be viewed by the Alderman and may not be discussed in public until the results of the ballots are finalized.

The contents of the letter requests for the Alderman to send in a nomination or vote of their choice for the Speaker of the Assembly for the 1826-1828 City Assembly session.     INTRODUCTION:

    Despite the advancements in social life within The City of Providence there has been a lack of mailboxes within the city. This Bill shall establish an Imperial mailing system along with creating a new group under the Clerk’s Office, The Imperial Mail Servicemen, or mailmen for short. The idea of creating mailboxes within the City of Providence was first brought to light by Lord Mayor Varon Draskovic and Deputy Mayor Emerentia Koavachev during their time in office, but the project was never able to get off the ground.

    SECTION I: THE MAILBOXES

    Each house within the City of Providence shall be outfitted with a mailbox in front of the house or within the post office

    • Each mailbox shall be directly tied to a house.

      • In the case of an Eviction of a house, its mailbox will also be evicted.

    • The items within a mailbox shall be considered the Property of the person who possesses the house it is tied to.

      • The unauthorized removal of items from a mailbox shall be considered Theft.

    • Maintaining the mailboxes shall fall on the shoulders of The Imperial Mail Serviceman, and subsequently the Clerk’s office.

    • The Home Office and the Clerk’s Office shall work together to build the initial mailboxes.

      • In the case that new housing is built they will be tasked with building the Mailboxes.

    • Anyone may opt to have a mailbox within the post office instead of at their house if they wish

      • The post office is located on the third floor of the City Hall

      • If someone does not opt to have a mailbox within the post office they will be instead outfitted with a mailbox in front of their house.


    SECTION II: THE IMPERIAL MAIL SERVICEMAN

    The Imperial Mail Serviceman, or mailmen for short shall work under the Head City Clerk within the Clerk’s office. The Duties of the Mailmen is to maintain mailboxes and deliver letters or gifts. A Lead Mailman shall operate as the head of Imperial Mail Service and manage its interworking with assistance from the Head City Clerk as needed.

    • The Lead Mailman works directly under the Head City Clerk and is considered a member of the Clerk’s Office.

      • It is the responsibility of the Lead Mailman to manage the Imperial Mail Serviceman under the Head City Clerk.

        • The Lead Mailman has the ability to hire any citizen as mailman as they see fit.

        • The Lead Mailman has the ability to dismiss a mailman if they fail to perform their duties.

        • The Lead Mailman may have no more than 3 mailmen working under them at any given time.

      • The Lead Mailman shall be responsible for training the members of the Imperial Mail Service.

      • The Lead Mailman is not exempt from performing the duties of a Mailman.

      • The Head City Clerk may hire and dismiss the Lead Mailman as they see fit.

    • A mailman is to repair any damages done to mailboxes, make sure they are free of vandalism, and deliver mail for Citizens of Providence.

      • A mailman who fails to perform any of his duties for a period of two weeks may be dismissed at the discretion of the Head Mailman.

      • The Office of the Interior shall work with the Clerk’s Office to perform any repairs to destroyed or vandalized mailboxes.

      • Due to the basic duties of the Mailmen they shall not be paid by the Government of Providence.

        • When an item is delivered the person requesting the delivery shall pay a small fee to the Mailmen, which they may keep.

          • The Delivery of 1-5 items shall cost 2 minas.

          • The delivery of 5+ items shall cost 5 minas.

          • Mass deliveries to the majority of housing shall cost 10 minas.

      • A mailman shall not be allowed to open or read what is enclosed within a delivery.

        • In the case that a mailman is found to inspect the contents they shall be immediately dismissed from the position and reprimanded in court if needed.

      • A mailman may be any citizen in good standing over the age of 10.

    INTRODUCTION:

     

    With the Tenth Norlandic War on our doorstep, at times quite literally, security of the gate and adjacent citizen door is paramount. During this time of strife, however, the door has been almost too secure. Citizens have been denied critical access to this door, often being stranded out where the enemy can reach them for undetermined amounts of time until someone either mans the gate to let them in or opens the door for them. In times of peace this wasn’t such a big issue as the gate could remain open. In times of turmoil, it is imperative we keep the safety of our own at the forefront of discussion and consideration. We have a registry of citizens that request access, backed up due to those in possession if the keys not handing copies out.

    SECTION I: The Replacement of the Lock and Keys

     

    The lock on the citizen door be changed completely, with His Imperial Majesty receiving the master key and the Mayoral Office, as well as the Aldermen and Alderwomen, gaining access to the blanks for production. This allows for a more streamlined and direct route of key possession, with each of the mentioned elected officials losing their access to the blanks upon their term closing ((OOC this means the Emperor locks the door and the mayors office and aldermen and alderwoman get admin privileges to the door so citizens can be added

     

    SECTION II: Production of Citizen Keys

     

    Using the Citizen Door access requests sent into our government ((the discord channel)) the Mayoral Staff and City Assembly produce and provide keys to fill requests, as well as having citizens who already have keys send in requests for keys to the new locks so they do not lose access. This will produce more involvement in citizen lives for all those involved as well as provide our citizens a secure and reliable way to access the city.

    INTRODUCTION:

    As observed through the years of Providence, the street Helvets’ and the former Susa Stalls now Rosius are the prime sections for commercial business. Although many of the current building’s on said streets are being used for shops, multiple stand empty with a Coming Soon sign posted. This cover serves merely as a way to hide that the building is entirely Residential and will never be opened. The act is being created solely for the ensurement that buildings created.

    DEFINITIONS:

          a. Commercial Zone: A Commercial Zone is defined as any sector of land built with the intent of housing shops and businesses.

          b. Residence: Residence is defined as any area used for personal and living purposes.

    SECTION I:

          a. Each private owner of a shop will be required to use the Main Floor of the building for Commercial use.

                   i. If said property is not being used for a business it will be subject to eviction via the Head City Clerk.

                  ii. If a property within a Commercial Zone is not used and open within three saints weeks of acquiring the property the building will be subject to eviction via the Head City Clerk.

     

    SECTION II:

          a. Each private owner is granted the right to use all floors but the main for Residence.

                  i. No owner shall be denied permission to live within the confines of their shop, given that they are not living on the shopping floor.

                 ii. Clearance given from the Head City Clerk to permit a building to be entirely Residential will not be allowed.

                iii. Failure to meet either conditions will leave the building subject to eviction via the head city clerk.

    INTRODUCTION

                                    This bill is to serve as a guideline for the current and future people of the Providence City Assembly. Clearing up any arguments and mishaps that may occur. Furthermore the guidelines of this bill will only have the chance to be broken under dire and or extreme circumstances or the revocation of said bill. This bill aims to coincide with the existing rights of the people.

    SECTION I:

               a. The City Assembly may not call a meeting forth unless working under the circumstances.

                         i. In the case that it is the first meeting of a new Assembly and a new Lord Speaker is to be elected, a requirement of five Alderman/Alderwoman must be present.

               b. The City Assembly may not call a meeting forth unless a the following guidelines apply

                         i.  There is to be a requirement of at least two bills submitted twenty-four saint hours before the beginning of a meeting.

                        ii. If the required number of bills is not met, the bill shall be held in limbo until the next official meeting.

     

    SECTION II:

              a. Dire and or Extreme circumstances in which this bill may be over-ridden will follow

                        i. A meeting may be called to order whilst lacking the requirements under the knowledge, a ministry, the chancellery, or the emperor waits upon the bill.

                       ii. A meeting may be called to order with the lack of the requirements under the circumstance that the majority of the Assembly is incapacitated.

     

             b. Permissions of which a government official may call forth a meeting

                       i. The Lord Mayor maintains their legal right to call forth a meeting under the circumstances a meeting has not been called for seven saints days. 

                      ii. If a meeting is truly deemed urgent and or necessary, with the agreeal of both the Lord Speaker and Lord Mayor, a meeting can be called to action

    Introduction:

                                       As seen during the de la Baltas administration, Alderman Halcourt was elevated to the position of Deputy Mayor while still holding his seat as alderman. This caused several problems within the administration & made it so the Deputy Mayor had a voice on the City Assembly which was one of the tenants of the Rights of the Lord Mayor was avidly against. To rectify this problem the following act is proposed to prevent citizens from holding multiple seats in local government.

    Section I: The Lord Mayor

    Under no circumstance will the Lord Mayor be allowed to hold two local government positions at the same time.

          a. This includes the offices of Head City Clerk, City Solicitor, City Treasurer & Alderman.

          b. If the holder of any of the previously mentioned offices wins the Lord Mayor election they will be forced to resign from their prior position.

               i. If they refuse to resign, they will be barred from holding the Lord Mayor office & the second place runner-up of the Lord Mayor election will be elevated to the office of Lord Mayor.

    Section II: The Deputy Mayor

    Under no circumstance will the Deputy Mayor be allowed to hold two local government positions at the same time.

          a. This includes the offices of Head City Clerk, City Solicitor, City Treasurer & Alderman.

          b. If a person is made Deputy Mayor they must resign from any of the previously mentioned offices that pertain to them.

               i. If they refuse to resign, they will be barred from holding the Deputy Mayor’s office.

    Section III: The Head City Clerk

    Under no circumstance will the Head City Clerk be allowed to hold two local government positions at the same time.

          a. This includes the offices of Lord Mayor, Deputy Lord Mayor, City Solicitor, City Treasurer & Alderman.

          b. If a person is made Head City Clerk they must resign from any of the previously mentioned offices that pertain to them.

    Section IV: The City Treasurer

    Under no circumstance will the City Treasurer be allowed to hold two local government positions at the same time.

          a. This includes the offices of Lord Mayor, Deputy Lord Mayor, Head City Clerk, City Solicitor & Alderman

          b. If a person is made City Treasurer they must resign from any of the previously mentioned offices that pertain to them.

               i. If they refuse to resign, they will be barred from holding the City Treasurer’s office.

    Introduction:

                                  The Clerk, a vital job of importance to any city. Since the founding of Providence, there have been no official laws set in place regarding The Providence Clerks Office. These reforms seek to establish the rules & boundaries of the clerks which includes, payment, tax reductions, removal of clerks, etcetera.

    Section I: The Establishment of The Clerk’s Office

          -   The Clerk’s Office will be officially established as part of the municipal government, overseen by The Lord Mayor

     a. The Clerk’s Office consists of twelve positions maximum;

    1.The Head City Clerk 

    2.The Deputy City Clerk

    3. Ten clerks. 

     i. The Head City Clerk

    1.Appointed by The Lord Mayor.

    2.Tasked with overseeing the clerks.

    3.Has the right to appoint a Deputy City Clerk.

    4.Has the right to remove clerks that is in dereliction of duties.

    5.Tasked with overseeing applications & hiring new clerks.

    6.Tasked with transferring mina from property sales to the imperial vaults.

    7.May hold an office in the city hall.

    ii. The Deputy City Clerk

    1.Appointed by The Head City Clerk

    2.Tasked with completing the Head City Clerk’s tasks in times they are absent

    3.Tasked with assisting the Head City Clerk with the hiring of new clerks.

    4.May hold an office in the city hall.

    iii. The Clerk

    1. Hired by The Head City Clerk & Deputy City Clerk 

    b. The Clerk’s Office may publish documents regarding the current status of The Providence Clerk’s Office.

    i. The Clerk’s Office is not allowed to distribute information regarding the legal owners of a property without the legal owner’s written consent.

    1. If a clerk is found guilty of this they will be stripped of their position.

     

    Section II: The Increase of Wage

       -  Clerks will be permitted to keep fifteen percent of the upfront cost of the property they sell as profit.

    a. Pocketing more than fifteen percent shall be considered a criminal offense under ORC 204.011 - On Embezzlement and ORC, 204.010 - On Fraud & the offender will find themselves relieved of all clerk duties along with the possibility of being called to criminal court.

    b. If a clerk fails to take out their profit prior to handing their sale mina into The Head City Clerk, their mina will be considered gone & property of The Imperial Crown.
     

    Section III: Imperial State Army Tax Reductions

      -  Soldiers of The Imperial State Army may receive a fifty percent tax reduction on a single property they own:

    a. To be eligible for a tax reduction, Imperial Soldiers must be of the Private rank of above.

    b. For a soldier to apply for a tax reduction they must fill out a forum, detailing their name, rank & the property they would like the tax reduction on.

       i. They may not change which property the tax reduction is on.

       ii. To receive the forum, all soldiers must contact The Imperial State Army quartermaster or The Head City Clerk.

       iii. Invalid addresses or names shall be nullified.

    c. Soldiers’ tax reductions will be nullified if they have not been active in their line of work for at least one saints week.

       i. Their tax reduction will be re-instated upon resuming service & speaking with The Head City Clerk.

    d. If an Imperial State Soldier retires, is removed, or dies in the line of duty their tax reduction shall be removed from their property.

    e. If a soldier’s property with the tax reduction is evicted, they may move the reduction to another property they own within the city of Providence.

    f. The tax reduction only applies within the city of Providence

       i. The Henry’s Wharf’s properties are included.

    g. The Head City Clerk & Deputy City Clerk must document which properties hold tax reductions.

     

    Section IV: On The Removal of Inactive Clerks

    a. For clerks to be considered inactive they will not have assisted with their clerk duties for a minimum of two saints weeks.

    b. The Head City Clerk has full permission to remove an inactive clerk from their duty.

    c. Inactive clerks are not eligible for any benefits, including tax reductions, payment, etc.

    d. If a removed clerk wishes to rejoin The Providence Clerk Office, they must send their application to The Clerks Office like everyone else.

     

    Section V: On The Lawful Firing of Clerks

        - Clerk’s may be lawfully fired by The Head City Clerk if they are found guilty of any of the following:

    a. Publicly charged with a criminal offense

        i. Embezzlement and Fraud

         1. Taking more than fifteen percent profit from a sale.

         2. Failing to pay The Head City Clerk city revenue falls under ORC 204.011 - On Embezzlement and ORC, 204.010 - On Fraud.

       ii. Releasing private information to the public

         1. Publicly releasing information on property owners.

         2. Sharing the ledger to non-government personal.

       iii. Falsely editing the ledger

         1. Editing any page of the ledger with incorrect information.

     

    Section VI: On The Lawful Removal of The Head City Clerk

          - The Head City Clerk may be removed by the Lord Mayor with a lawful reason. They may be removed if found guilty of any of the following:

    a. Publicly charged with a criminal offense

    b. Failure to successfully complete their job

       i. Failure to complete their objectives in Section I, A.i

    c. Theft

       i. Taking more than fifteen percent profit from a sale.

       ii. Failing to supply the imperial vaults with city revenue.

                                        While gambling is covered within the Oren Revised Code to a certain degree. It still leaves room for local provincial handling and with gambling on the rise, it's time for the city of Providence to provide a means to control and benefit from such ordeals on a local plan.

    1. All Institutionalized gambling halls that has been granted an gambling dispensation by the local provincial authority or imperial authority will have their taxes raised by 10%

    3. All establishments granted a dispensation will be marked on the ledger as an IGH until the current owner either loses his dispensation or sells the establishment

    Introduction: 

                                     The Susa Stalls were created with an intention to rival the Carrington Emporium Stalls. Following a dramatic drop in foot traffic and sales in the area, many civilians and city officials see it fit that the market be torn down and rebuilt to serve the ever growing need for housing in the Imperial City. The Susa properties will rival those on Helvets Avenue, serving as a home, and shop on the first floor.

    Definitions:

    Mixed Use Property: A Mixed-Use property is either a building or plot of land that includes both residential and commercial space. (Definitions for those will be found below.)

    Residential Property: A Residential Property is defined as any property in which the purpose of the property is to be used for residential and personal matters.

    Commercial Property: A Commercial Property is defined as any property in which goods or labor  are sold from or sold to. Guild Halls and Storage Facilities fall into the category of Commercial Property.

     

    SECTION I: Rebuilding

    1. Under the Guidance of the Secretary of the Home Office, Joseph Leopold, and several Architects, the currently standing Susa Stalls will be demolished and new Susa Street properties will be redesigned, rebuilt, and redecorated.

     

    SECTION II: Renaming 

    1. Upon reconstruction the Susa Stalls will be renamed to Susa Street with each shop having their assigned addresses. 

    2. The current classification of the Susa Stalls will be changed from Commercial Property to Mixed Use Property, consisting of Commercial on the ground floors and Residential/Offices on the upper floors. Ex. Helvets Avenue Properties.

     

    SECTION III: Evaluation

    1. Under Guidance of the Head City Clerk, an initial sale, and weekly rent price will be determined once construction has reached its final stages.
