No to freebuild for reasons already mentioned. Though for a middle ground that's similar to tents, paying a few minas to temporarily get a 10x10 (or smaller) plot in unclaimed land would be a blessing for player events.

Briefly explain the lore behind this construct or creature:
Musin are humanoid mouse-like creatures residing in communities across Almaris. They are small–smaller even than halflings–with heights ranging between 20 to 30 inches and a median weight of 25 pounds. They are related both physically and historically to the larger and more vicious Ratiki, and as such boast similar rodent-like features: long front incisors designed for persistent gnawing, growing always like one’s fingernails; lengthy scaled tails, generally just shy of the creature’s full height; fur covering the majority of the body, thinning towards the extremities; and large round ears, adept at picking up a wide range of noises. It can be correctly assumed that Musin are ineffective at most combat. A Musin has little mass, little leverage, and a very limited selection of weapons that are appropriately sized and designed. The size of the creatures makes them a slippery target, but also extremely vulnerable to slashes and blunt trauma. If a Musin should avoid a gruesome death, life ends naturally near the age of 70.
The history and culture of the Musin is tied closely to their rat-like cousins–the Ratiki. The Ratiki are larger creatures–relatively speaking at the least–who made themselves known for their cruel and violent pursuits of dominance. The mouse-people were subjugated for generations to serve the war machine of the rats. They only broke free from slavery within the last century, when they drifted to Almaris in a desperate search for peaceful existence. A few cultural details stick out about them: their clothing, their speech, and their behavior. Most Musin strive to keep themselves tidy and well-groomed, in contrast to the Ratiki. Their clothes–while certainly well cared for–are often made from the stitched scraps of Descendant garments. Musin surprisingly do not speak any differently than ordinary Descendants, barring the occasional mouse-like tendency to squeak when startled or stressed. All Musin tend to have similar behaviors and thought processes when it comes to their personal tidiness–as already mentioned–and also their curiosity towards the world. It’s a tendency of them to collect souvenirs, trinkets, and scraps alike for themselves and any future schemes of theirs. They love exploration and swerve from violence, preferring a passive life in memory of the past struggles of their people.

Binson is a shorter Musin weighed upon by a cruel lock and chain. His hair is dark brown in color, but has retreated from several portions of severely scarred and burned flesh. One of his eyes is a murky white, useless and swollen in a pink wasteland against one side of his face. He lacks an ear on that same side of his head, only sporting a dark hole into his skull there. Even his incisors–a key identifying feature of Musin–have recently been ripped from his face and yet remain ungrown. Yet not far beneath his visible ribs, there is something that the little Binson has kept tidy. An improvised apron tied with a green thread sits upon his hips.
