You’ve just arrived in a swampy, dim town. As you look around, your gaze is met with shacks and cabins. It smells of rotted wood and wet moss. You duck and step into a tattered tent, illuminated by a series of candles suspended in the air. At the back of the tent, an old hag raises her head, “What brings you to this dingy town? she begins, then pauses to study your face—”Ah, it’s you. I’ve been expecting you. Sit,” she gestures at a cushion, “Tell me your story.”

If you were to tell me the story of your town I might trade you a story I've heard that is sure to excite." he pulls out his notebook, old and tattered, the pages nearly falling apart, he puts in another loose page and takes his quill and ink from his belt. The woman looks inquisitively at him as he sits down in anticipation for the tale of a town with one resident in the middle of nowhere...

How do you avoid powergaming in roleplay?: keep conscious of what your character could conceivably do with the given logic of their setting and backstory and make sure to only do what your character could possibly do.
How does metagaming disrupt fair roleplay?: metagaming makes the game not fun, especially in cases where information is purposely kept from another character. It disrupts the intended narrative and disregards work others have put into their characters and plot.
