To the citizens of Nor-Velyth and those who share her lands,

Rarely is the path forward a straightforward one. As much as I would like to rest, Helun-Velulaeya has plans for me. I wish they were plans that allowed me to remain on the throne, but they are not. And so I leave, and with me, many will follow, each of us searching to find the end of our new path in life.

Yet, Nor-Velyth is the home of the maehr, and so it shall remain—a candle passed from one to another. It has been entrusted to one who seeks to reignite the maehrian population and bring them back. This is not a grand announcement, but a simple one. Hail to your new primarch, Laevona. May she bring prosperity to this zidar that I did not. Hail to the new city she shall bring forth, full of changes and new beginnings, a herald of Ublulhar.

This announcement hereby lifts the banishment from Evelynn Ri’karth. She has been tested and confirmed to have rid herself of her vampiric ailment. In addition, the Council does not believe that she should be held responsible for the attacks upon Watanabke Ayako, considering the revelation we have been given towards her true identity. She is to be treated with respect as a citizen of this realm, and welcomed back among the ranks of the maehr openly.

Acria is a name familiar to many who traverse the moonlit lands. Amidst the company of the maehr, I evolved from a mere child to the person I am today. As I approach the conclusion of my shara years, each one has been dedicated to forging a path that has defined me. Once, I held the title of Primarch, the embodiment of my ambitions. However, when the weight of its aspirations settled upon my soul, I recognized my shortcomings. 

And now I am ready, and so, I return.

Preamble:

Just as when the sun and moon match together in a wondrous eclipse, so too have the elves of the sun and moon, the Moonlit Lands of Nor-Velyth and the Rah’muns, enter into an agreement, forging a bond of cooperation and mutual respect. This covenant seeks to formalize and celebrate the alliance between these two entities, recognizing their shared goals and the balance they bring to the territory of Rahtuma. Through this vassalage agreement, they commit to upholding the principles of sovereignty, cooperation, and unity in their shared dominion, while honoring the roles of the liege and vassal.

On Territory:

1.1. The Moonlit Lands of Nor-Velyth hereby grants the Rah’muns control and sovereignty over the territory defined as Rahtuma and her immediate surrounding lands.

1.2. The Vassal shall exercise full dominion and governance over the Territory, subject only to the Moonlit Lands of Nor-Velyth's overarching sovereignty.

On Sovereignty:

2.1. The Moonlit Lands of Nor-Velyth acknowledges the Rah’muns' autonomy and supreme authority within the Territory, with the Moonlit Lands serving as a protector and supporter of the Rah’muns' interests.

2.2. The Rah’muns pledges allegiance to the Moonlit Lands of Nor-Velyth as its sovereign, with the understanding that the Moonlit Lands shall not interfere with Rahtuma's internal affairs or governance.

On War:

3.1. In times of war or conflict, the Rah’muns shall have the prerogative to determine the Territory's military actions, subject to consultation with the Moonlit Lands of Nor-Velyth and taking into account the Moonlit Lands' strategic interests.

3.2. The Moonlit Lands of Nor-Velyth shall provide military support to the Rah’muns when required, with the understanding that such support will be provided in alignment with the Rah’muns' defense and security needs.

On Law:

4.1. The Rah’muns shall establish and enforce laws and regulations within the Territory that are consistent with the interests and values of the Moonlit Lands of Nor-Velyth, while respecting the rights and well-being of the Territory's inhabitants.

4.2. In matters of law, governance, and administration, the Rah’muns shall act independently while bearing in mind the Moonlit Lands of Nor-Velyth's overall objectives.

 On Duration and Termination:

5.1. This Agreement shall remain in effect indefinitely, subject to any modifications or termination as mutually agreed upon by the parties.

5.2. Either party may terminate this Agreement with reasonable notice, provided that such termination shall not lead to a breach of peace or compromise the security and stability of the Territory.

By the authority vested in this declaration, let it be known that as of this day forth, Evelynn Va'eylul, identified and confirmed as a vampire, shall be subject to banishment from the ashen realm of Nor'asath. This solemn decree is issued in response to her grievous transgressions, namely the assault and attempted harm inflicted upon a citizen of Sakuragakure.

Henceforth, it is firmly decreed that should Evelynn Va'eylul be discovered within the sacred boundaries of our lands, she shall face the dire consequence of death. This severe measure is deemed necessary to safeguard the sanctity and well-being of our realm, ensuring the preservation of peace and protection for our inhabitants.

In the interest of filling vacancies within the High Council to enhance the city's governance, we are pleased to announce the elevation of Syru Thyone to the role of High Puerir. The previous occupant of the position, Lavaelyn Maiheiuh, has been transferred to the vacant position resulting from the crowning of Acria, Halerir. Both individuals will now enter a five-year probationary period during which their ability to fulfill their roles will be monitored. If they prove capable, they will be granted permanent membership in the High Council.

Over the duration of two elven months, his ability to maintain the position will be tested, and should he succeed, will be given the seat in perpetuity.
