ABOUT THE MINISTRY
The Ministry of the Treasury is responsible for all matters of a financial or logistical nature within the Holy Orenian Empire. The department also manages all warehouses, trade companies, and banks, handling fiscal policy on a national level, working with local authorities to collect tax, etc.

THE SECRETARY OF STATE FOR THE TREASURY

Seventh Secretary of State for the Treasury, c. 1783
The Secretary of the Treasury serves as a Minister of the Crown, and thus is part of the Council of state. Their duties and powers, as outlined in the Oren Revised Code, are listed below:
601.07 - On the Rights and Obligations of the Minister of the Treasury

601.071 - The duty to maintain and monitor the Imperial Treasury, including all incomes and expenditures, and to draft a report of the budget on regular intervals.

601.072 - The duty to develop and draft the fiscal, excise and tax policy of the Empire, with consultation with the Council of State.

601.073 - The duty to collect tax and rent revenue from within the Crown’s direct dominions, and to ensure that these finances are delivered in full to the Imperial Treasury.

601.074 - The duty to collect, process and allocate resources and materials for use by other Imperial departments.

601.075 - The duty to uncover and report irregularities in financial gains or losses in the Empire and its subjects.

STRUCTURE OF THE MINISTRY
UNDERSECRETARY OF STATE FOR THE TREASURY

The Undersecretary of State for the Treasury is the second-in-command of the Imperial Treasury and the Secretary of the Treasury’s right-hand official, tasked with assisting the Secretary in its duties and filling in for it when necessary. Alongside this, they curate biennial Treasury reports for transparency.
COMPTROLLER OF FINANCES

The Comptroller of Finance is the chief accountant of the Imperial Treasury and the Treasury’s auditor, charged with monitoring the Imperial ledger, overseeing audits, and supremely supervising the expenditures of the Empire.
CHANCELLOR OF INDUSTRY

The Chancellor of Industry is tasked with the management of the Imperial warehouses, ensuring that other Cabinet ministries, the Imperial Cities, and the Imperial military are well-stocked with raw and processed materials. This position is tasked with working hand-in-hand with the Undersecretary of the Treasury to operate the Imperial Industry Agency.
WARDEN OF THE IMPERIAL RESERVE

The Warden of the Imperial Reserve is responsible for the stability of the Imperial Reserve, where a portion of Imperial revenue is placed into the Reserve for stabilization of the Empire in times of crisis. In addition to said roles, the Warden is tasked with supporting the Imperial economy with a standard amount of wealth centered in resources, as well as issuing reserve notes amongst other things to regulate the economy.
INDUSTRY AGENT
As part of the Imperial Industry Agency, and reporter to the Undersecretary of Labor, laborers collect, process, and organize the materials that the Holy Orenian Empire needs for such matters as construction, defense, or land management.
TREASURY AGENT
Treasury Aide serves as a junior role for those inexperienced members of the Imperial Treasury, who assist leadership in administrative duties. Their work mainly is important to implementing bills sent to the Treasury by the House of Commons, or even drafting financial ledgers, and doing accounting.
THE IMPERIAL RESERVE
Under the illustrious Imperial Capital, the Imperial Reserve acts as an archive for funds stored by the ministries and citizens of the Holy Orenian Empire. Under the care of the Warden, money and resources allocated to the reserve can either be stored for safe-keeping or distributed to one of the numerous ministries or departments, or sold for a separation requisition, as well. Additionally, the Imperial Reserve functions as the regulator of the Orenian economy, in order to ensure balance of the Empire’s fiscal system.
THE FISCAL ADVISORY COMMISSION
The Imperial Treasury has recognized the importance of retaining consistency across provinces on the ideas of the Treasury in regards to outflow of spending, in order to create a more cohesive relationship within the Empire. Thus, the Imperial Treasury Advisory Committee is a group of Treasury officials, Imperial bureaucrats, and vassal stewards and treasurers, dedicated to setting financial policy throughout the Holy Orenian Empire. It is for such a reason, in correspondence with the provinces of the Empire, that their respective constituent regional perspectives be more integrated into the operations of the Treasury.

PREFACE
The House of Commons has recently passed a number of Acts which have since received assent from His Imperial Majesty, the Emperor. We, as representatives of this august Crown, do deem it the utmost importance that Ministry of the Treasury therefore implement these Acts and such associated policy, to ensure civil service. Those who meet the criteria therein established may respond to this missive in order to receive financial compensation.
ARTICLE I
Regarding the Agricultural Revitalization Act, 1776
As detailed by the Agricultural Revitalization Act, any landed peer or landowner may request funding from the Imperial Treasury for the construction of farms, farmhouses, stables, pastures, plantations, et. cetera. The Treasury is to decide the amount of funding the land owners will receive. The funds can be either materials for said farm or monetary funding. If the funds are used in a fraudulent manner, meaning they are used for any other purpose than the previously mentioned ways, lawful action will be implemented, in regards to fraud.
In accordance with the National Land Survey Act of 1760, the Imperial Treasury will work with the surveyors of the Department of the Interior to survey land using such funds. If no substantial construction has been completed in the time span of two and a half years, the Treasury will reserve the right to bring the party requesting the funds to court, under CH 204.010 of the Oren Revised Code, as detailed by the act.

ARTICLE II
Regarding the Protecting Our Veterans Act, 1777
As promulgated by the Protecting Our Veterans Act, the men who serve and risk their lives to protect are deemed worthy of a pension after retiring from their service. Anyone who is qualified may request an annual pension payment from the Office of the Treasury. The Treasury will administer all the matters related to pensions. After the starting of the pension if the individual found serving any role in any of the organizations listed in section 1, subsection 1 of Protecting Our Veterans Act. 1777 will face judicial action by the means of fraud.

ARTICLE III
Regarding the Imperial Business Funding Act, 1776
As described by the Imperial Business Funding Act, the Treasury has curated a more feasible selection program for loans to businesses, alongside the issuance of collateral-backed loans. An interested business owner should come into contact with an assigned Treasury officer to discuss information in regards to pre qualifying loan requests. The business must be registered with the Imperial Company Registry. The Treasury will have authority to review loan requests on a case-by-case basis, and approve or deny requests that they see fit to be implemented.
In the case of fraudulent behavior, the Treasury will have the authority to collect on the aforementioned mortgage, and must assign it to be vacated back to the province where the business is located, and may take the business owner to court, in accordance with the ORC.
