Yes, you can be PVP'ed if you run MC'ly. The rule works somewhat like this. 'You must make more than two emotes before running, then when you make the running emote you must wait for the opponent to respond'. But yes, as soon as you run MC'ly you have given up the right not to be PVP'ed.
