    FOUNDING:

    The Honorable Company of Scriveners was nominally formed in 1625. Its place among the other livery companies is unique, in that at its founding it was issued both an Imperial and Pontifical charter. St. Pontiff Everard IV, mindful of the Mardonese rot which had beset the cultural and legal functions of the Empire at the time, sought to conserve what he could against those dark forces.

    CHARTER OF DUTIES:

    In the Goods Edict of 1769, Secretary of State for the Interior J. Carrington promulgated an Imperial charter which stipulated both the rights and obligations of the Honorable Society of Scriveners:

    • Practice safe law without manipulation of clients and following city law to ensure justice to those in need, under the advice of the Ministry of Justice.

    • Provide accurate information to citizens through writing and calligraphy.

    • Provide an education to those who want, make it affordable, and ensure citizens are getting the appropriate education they need, under the advice of the Imperial Office of Civil Affairs.

    • Continuously produce mail and enforce the mail system in Helena so citizens are constantly updated.

    • Print books and literature to contribute to Helena’s educational aspect.

    • Develop and maintain a newspaper service for residents within Helena to inform its citizens.

    • Manage the Imperial Library in a responsible manner, under the advice of the Head of the Imperial Library.

    • The following items are those that the Honorable Company of Scriveners have exclusive control over:

    CONSTITUTION:

    The Honorable Company shall operate by the following constitution, approved College of Liverymen:

     

    SECTION I: ON THE BODIES

    1. The Honorable Company of Scriveners shall be governed by three bodies, in order of precedence and rank:

      1. The Master, who shall bear the quill in ceremony.

      2. The Circle of Friends, who shall bear the paper in ceremony.

      3. The College of Liverymen, who shall bear the ink in ceremony.

     

    SECTION II: ON THE MASTER

    1. The Master of the Honorable Company of Scriveners shall in perpetuity be an office held by the Diocesan Bishop of Helena, or coadjutor.

    2. The Master shall be presiding officer of both the Circle of Friends and the College of Liverymen.

    3. The Master has the right to Veto in all Company Affairs.

    4. The Master holds executive power over the direction and staffing of the company. 

     

    SECTION III: ON THE CIRCLE OF FRIENDS

    1. The Circle of Friends consists of three members of the Company, handpicked by the Master.

    2. The Circle of Friends serve as the closest advisers to the Master.

    3. The Circle of Friends, alongside the Master, are responsible for the publication of any documents relating to the Company.

     

    SECTION IV: ON THE COLLEGE OF LIVERYMEN

    1. The College of Liverymen consists of the Entirety of the Company.

    2. The College of Liverymen bears the right to propose and vote on Company Affairs.

    3. The College of Liverymen bears the right to propose an amendment to the Constitution of the Company.

    4. The College of Liverymen bears the right to sell and distribute goods dictated on the monopoly of the Company.

     Times are difficult, and the relationship between the body, heart and soul of the Empire, strained. A body cannot function without these three components, working in Unison to sustain life. I propose action, I propose change.

     

     Under the directions of I, Arthur Cardinal Helena, the church had committed itself to an emergency conference, held within Varoche Hall in the next Saint’s Day. The purpose of which shall be to come to an arrangement regarding the Church of the Canon’s position within Imperial Society and its relations with the ISA within the capital.

     

     It is in our hopes that such an arrangement will harmonise the relationship between our great empire and the Canonist Church, bringing into greater accord our administrations for the sake of the nation’s soul. Furthermore, we are to announce the creations of a holy ‘society’ composed of the Clergy and the most devout members of our nation, in order to foster a greater understanding between the ‘soul’ and the ‘body’.

It is our mutual hope that the spiritual rift will be healed by this conference, and repair our strained relationships.      It is by the will of his Majesty, Abdessamad I, and his Right Honourable Prime Minister, Horace Thassarion, that the first elections for the chamber of Parliament are to commence.

     

     

    It has been decided, that the Capital and the Duchy of Mystra, will attend the ballot box first. This is due to their sizeable populations.

     

     

    In order to enter these elections, the candidate, must signal their intent for candidacy. It must be declared via a speech and letter to the Prime Minister ((Posted on the forums or below)).  They will then be inducted onto the ballot papers, which are to be distributed across their respective constituencies. The Candidate, must be a citizen of Santegia, and serious about the role in which they wish to undertake. Do not forget to state which area of the Capital or Mystra you are from. Whether it be one of the numerous Marches, or counties of Mystra.

     

     

    The Election shall be held within five Saint’s days. The five day grace period, permits candidates to campaign in any lawful means. Election results shall be revealed two saint’s days after the election.

    The Act of Parliament 1623

     It is by the will of his Majesty Abdessamad I, and his most Honourable Privy Council, that a Parliament of the Nation shall be erected. Here all citizens shall be represented and allows his Majesty to listen to and build relations with his subjects. In turn this shall avoid Autocracy and Despotism.

     

    The Parliament shall contain both hereditary and directly elected members. Said hereditary members are primarily government officials such as the Privy Council, and High Lords. Their seats are to be passed to their rightful heirs upon death or abdication. Those directly elected members are subjugated to regular elections, held every four saints weeks. These shall be selected from all corners of the realm, with elections overseen by local lords, under supervision of the Crown and its Central Government. All settlements will hold elections to determine whom their representative shall be. This includes the Capital of Castell and the capitals of the various duchies of the Realm. Baronies and Counties will also be required to provide a representative.

     

    The selection of a Prime Minister, who serves as the leader of Parliament is chosen exclusively by the Monarch, to serve at his Majesty’s pleasure. The Crown has chosen to appoint, the architect of this great Parliament, Horace Thassarion, to the role. The Powers of the Prime Minister, permit him to: Exclude members from Parliament, Appoint a cabinet, to oversee the running of parliament and to bring Bills and Acts forward to the House for voting. He is charged with regular meetings with the Crown to liaison between the Monarch and Parliament.

     

    The role of Parliament is to provide all subjects of the realm a voice within their government, through their representatives. Ultimately, it is devolved power from the King himself. A Bill or Act is created by a member, and then brought to the Prime Minister for a review. If he deems the piece of legislation worthy then he can issue a vote to the House. If this vote passes, then it is brought directly to the King who hold the ultimate say upon the law. It is his a part of his Royal Prerogative power to determine whether the legislation will ultimately pass or not, with or without the approval of the House.

     

    If members are found to be corrupt or perverting the course of democracy, then they shall face severe punishment from the Courts, being put to death. Bribery and blackmail is forbidden within Parliament. Members may also be subjected to suspension, or expulsion. In turn, this would lead to a fresh election being called within their constituency. This power lies with Prime Minister, who may choose to call for a vote regarding impeachment of the member.

     

    Elections shall be scheduled soon, upon the construction of a meeting place for our Nation’s Parliament. This will follow the establishment of Political Parties. All citizens who wish to register to stand for election must make themselves known to the Prime Minister’s office, two Saints days before the polls open for election. They are then provided with a two day grace period to begin campaigning. Those who do not make themselves known to the PM may not stand for election.

     It is by the will of His Majesty Abdessamad I, that a Privy council be created in order to advise the crown and implement Royal Decree. The Privy Council finds itself second to only the monarch himself from whom their power is derived. Well affected individuals are chosen by the Monarch to fill these rolls in his name. Positions comprise: The Arch Chancellor, The Lord Marshal, The Lord Ambassador, The Grand Justicar, The Grand Knight, The High Steward, The Privy Seal.  The power to purge members lies with the Crown or Regent alone.

    The Arch Chancellor:   The Arch Chancellor is ultimately tasked with overseeing the Privy Council. They hold the authority whist the Monarch is absent. They are able to assume the regency or appoint a regent, if the Monarch is incapable, incapacitated or under age. He must preserve the Crown and Monarchy no matter the situation. The powers and duties depicted below are reserved for the Arch-Chancellor, appointed by the Sovereign:

     

    To hold or appoint the Regency 

    To oversee the running of the Kingdom in absence of the Crown

    To ensure that the Privy Council is effective in its function and advice to the Monarchy

    To act under the authority of the Crown

    The Lord Marshal: The Lord Marshal holds command over the armed forces of the nation. It is his duty to protect the realm from all forces which pose a threat to the peace and protection of the realm. They reserve the right to lead the Kingdom’s forces into battle, second  only to the Monarch. The Lord Marshal also holds the power to dissolve any military guild which he deems to be disruptive or poses a threat. They must inspect the forces of all levies which will make up Santegia’s armed force and ensure that they are regularly drilled, to ensure that they are prepared and trained for any conflict. The powers and duties depicted below are reserved for the Lord Marshal, appointed by the Sovereign:

     

    To ensure the defence of the Kingdom

    To raise and lower levies

    Dissolve and create military orders.

    Advise the monarch upon the military and strategic/defensive manoeuvres or decisions.

    To command the Armed Forces when in battle.

    The Lord Ambassador: The Lord Ambassador serves as the chief diplomat in Santegia. It is their role to determine foreign policy alongside the monarch. It is their duty to build (or sever) relations with foreign powers. Any act of diplomacy is carried out through this role, including and not limited to declaring war, under command of the monarchy. The powers and duties below are reserved for the Lord Ambassador, appointed by the Sovereign:

     

    Create Ambassadors to assist in their endeavors

    Able to determine foreign policy with the monarch

    Conduct Diplomatic missions

    Organise state visits

    Negotiate peacefully with foreign powers

    Maintain the rights of citizens whilst abroad

    Ultimately delivers declarations to other nations from Santegia

    Grand Justicar: The Grand Justicar is the chief justice in the realm. It is their role to ensure that all legislation and law signed by both Crown and Parliament is upheld. It is their prerogative to call trials and pass judgement onto individuals. It is imperative that the Grand Justicar holds fair trials. The powers and duties below are reserved for the Grand Justicar, appointed by the Sovereign:

     

    To Hold trials in the name of the Crown

    To ensure that all law and legislation is upheld

    Able to prosecute any noble if sufficient evidence is provided

    Determine the punishment of any guilty party

    Able to edit the law if granted permission by Crown and Parliament

    Able to create fellow Justicars

They are able to appoint a squire in order to assist them in their endeavors. The powers and duties depicted below are reserved for the Grand Knight, appointed by the Sovereign:

    As most citizens are aware, I Horace Thassarion, have been given the priviledge of running for Maer. Many of you may have seen or even read the speech I gave in Kaldwin Square, but a Saint’s Day ago. However, I believe that it would be more prudent for one to express the pledges and political beliefs in writing. This shall allow myself to go into more detail.


     

    I - Quality of Aleksandrian Roads

    I - Quality of Aleksandrian Roads

    In the Campaign, I have had the privilege of meeting several of the respectable citizens of our great city. All of who cried out for better quality of pathways and roads leading through the city. It is but a trail of mud, writhe with human excrements. When the weather takes a turn for the worse, the rainwater congeals with this mud, turning our major roads and streets into a swamp like bog. I have pledge to install high quality paving, payed for by the City Government and Authorities. In turn, this shall make our city far more aesthetically pleasing to the eye, and allow citizens to walk safely without fear of falling or losing a shoe. Carts will also benefit, as they will no longer become stuck in the mud.


     

    II- A Reformed City Watch

     

    Our glorious Armed Forces are the one who face the task of defending the city from external and internal threats. Though should they have to deal with the petty crimes of the thieves and vagabonds? I think not. Therefore, under my Maership, I intend to establish a well organised and led, City Watch Militia. These will come from patriotic citizens who care for their King and City. Those who prove themselves to have competent leadership and prowess, shall be selected to lead.

     

    III- Festivities and Celebrations

     

    Festivals and Celebrations are imperative, when it is important to keep citizens pleased. In turn they shall attract forces from outside of our great Nation and expand our population. Courland is a place for all. It is high time we celebrated our victory, young culture and national identity, as a Kingdom, officially and together.

     

    IV - Welfare Reforms & Social Provisions

     

    Despite our prestige, there are still those who sleep on our streets, cold and without a bed.  As Maer, I would assist in the eradication of poverty. I pledge to give free food to all citizens of Aleksandria. This will require farmers, generating more employment opportunities for those who are struggling in our society. I would like to use some of my own land for this. Within Alexandria, we shall build food banks and soup kitchens, providing the poor and orphaned with a place to dine and stay, in warmth. The price of housing seems to only rise. Therefore, It would seem obvious for us to decrease the pricing. To give all Aleksandrians and Courlandians, the chance to own their own homes, within the capital. When the time is right and there is a high demand for housing we shall build more. The tax rate shall also be negotiated with our great Monarch Tobias I, seeing a decrease. The welfare and happiness of the people is a pillar of our realm. Without it we would see instability and decline.I pledge to care for all citizens, rich, poor, well fed or famished.

     

    V - Religion

     

    The Faith is also very important to me. I have banished the heresy of the Orenian Church. Life now feels purer and far more simple, being aware that you follow the one true religion. A religious revolution has swept over our lands, seeing more people convert than ever before. I urge all apostates and agnostics to convert. Under my Maership, I intend to promote the faith. I shall work hard to ensure that a service is conducted every Saint’s Week, with baptisms conducted within the sacred pool, in the Palace. Their High Holiness's are good people, who intend to save all from the fiery sulphurs of hell, by bringing all into the light of the Lord.

     

    VI - A Promise

    I do hope that all who read this see through the false and malicious propaganda created by my political opponents. All those we know me are aware, that I am a devout man who wants to implement real change and better the lives of everyone. Surely a Knight should be true to the oath he took by defending the Kingdom militarily. The young De Savin is also far too inexperienced. I promise to implement this manifesto, with all my power. My strong friendship with our Monarch will allow me to welcome these changes and reforms far more quickly than other candidates. I pledge to create a newly reformed city watch, with hopes that this will remove stress from our glorious armed forces, yet maintain the high standards and quality of guardsmen. Upon my election, I will begin plans for festivities to celebrate our culture and national identity as Courlandians. I shall do all in my power to see that our city never goes hungry, by providing food and affordable, high quality housing for all. Finally, I cherish democracy and promise to defend it along with the liberties of the people, without succumbing to corruption. I will surely route  it out of all aspects of City Government and Authority.  My relationship with our monarch is strong. Surely this shall lead to an effective Maership? I pray that you elect me for continued stability and prosperity."

    The Kingdom Of Courland: Aleksandria Election, 1600

    His Majesty, King Tuvya I,  has decreed that an election is to be held in the year 1600. This Referendum shall take place in the Capital of Aleksandria, to determine who will hold the privilege of Maership. It is the belief of his Majesty that a connection between Crown and People is of imperative importance. The individual who succeeds in this feat shall be the voice of all Aleksandrians.

     

    Election Rules

    • Those who desire to stand for election, must be a citizen of Aleksandria

    • The Individual must have reached their twenty first name day

    • All voters, must hold citizenship in Aleksandria

    • Any votes which are derived from those not found on the electoral register shall be nullified.


     

    Responsibilities

    The Maer is the chosen representative and voice of the people of Alexandria. Therefore, a Saint’s weekly meeting will be held between the Monarch and Maer to convey the concerns of the people. Maers must work closely with the Stewards in order to meet a demand for housing and businesses. Alongside these tasks, they must arrange festivities and maintain activity within the City.

    The Department of Events and

    Festivities

     

    The Imperial Administration has recognized that the need and desire for civil engagement and entertainment is important to all Johannesburg residents. In a show of understanding the Imperial Administration has formed the Department of Events and Festivities.

     

    The Department will be led by the Director of Festivities with the sole purpose to produce and organise events that take place behind the walls of Johannesburg. These events include debutantes, festivals, carnivals, et cetra.

    I - Introduction:

    Greetings, and welcome to the Willow Times. The newspaper of Willow Hollow. This paper is written and produced by Baldrick Hornwood, for citizens of Willow Hollow and its visitors. All Races and peoples are welcome to read. Do you have a story which you would like to have published? Then do not hesitate to post it in my mailbox, by bird or in person! My Burrow is located by ‘Tibb’s Trail’, next door to the Stables. The same applies to persons who would also like to lend a hand in the creation and production of this paper. If Edition one proves successful, then more content will be available in later editions.

     

     

    II - Ghouls:

    A ghoul was spotted in Willow Hollow by the Tavern. It reportedly had teeth growing from its chest and attempted to attack innocent tavern goers. Bar Keep Kvasir Shortoak, tells the paper that he and other courageous individuals were not intimidated by the Ghoul. The group attacked the Ghoul with shovels, driving it from the village, before it could harm any of the innocent residents. Despite the incident, Kvasir states that The Whining Pumpkin Tavern will remain open for business.

     

     

    III - Blood:

    We advise that all folk remain wary when travelling around Willow Hollow, especially after dark or alone. Many of you may have seen blood on doorsteps or in the street. The pond itself turned to the terrible shade of crimson red, the colour of blood. Upon inspection, Mayor Larry, myself and Kvasir, discovered a cave below that very pond. Inside we found more blood and dismembered bodies, alongside various teeth. It would seem that sightings of blood are increasing, finding it in various different places each Elven Day. The Mayor has begun an investigation and we hope that the issue will soon be resolved… Remain Vigilant!

     

    It is possible that these stories are connected, we fear a ghoul may have taken up residence in our settlement

     

     

    IV - Disappearances

     

    It was reported to me earlier this week that one: Lilja Acosta, appears to be missing. Lilja is a Female, High Elf. Described as being 6 feet tall, wide and with a pretty face. The paper would be grateful if you can offer any information regarding her whereabouts.

    The newly formed, noble house of Thassarion takes its seat at the Barony of Livray, Lorraine. It owes allegiance to the Illustrious ArchDuke Of Lorraine, His Grace, Lothaire D’Amaury.

     

    The Thassarions are lead by the patriarch Borus II, head of the noble household and Baron of Livray. This leaflet has been produced in order to recruit loyal and courageous men, into his lordship’s levy, to serve County, Duchy and Empire. All men from a variety of different backgrounds are invited to Join the levy. They will be invited to the seat of the county to swear an Oath of Loyalty to the House and Duchy.

    After the Oath has been given, all recruits will be issued with equipment and then shown to sleeping quarters if beds are available. All will start on the rank of initiate and will then receive promotions based upon the progress they make in the Levy.

    Initiate: The first rank which all soldiers start upon when joining the Levy. They will be promoted to the next rank by a higher ranking officer.

     

    Soldier: A fully initiated member of the Levy

     

    Sergeant: The Lowest level of officer, has the ability to promotes the initiates to a soldier level.

     

    Lieutenant: Mid-ranking officer, chooses the sergeants.

     

    Captain: Leaders of specific divisions of the levy, only limited spaces.

     

    Commander: The highest rank in the levy, has the ability to promote and lead, their words are final.

     

     

    -Decorum-

    1) All members of the Levy will respect and heed the word of their superior officers and commanders.

    2) You Shall not kill another man of the Levy.

    3) You shall not steal from the levy or the County.

    4) All Levy men will abide by the Oath which they swear upon initiation.
