It saddens the Crown to announce the current state of His Majesty, Koeng Josef I. Late last night on the first of the month, the Koeng fell victim to an apparent harsh heart attack as he slept. It is suspected as of now that it could have done permanent damage to the Koeng. He is currently being treated by skilled medics, but he has yet to wake up since the attack.
Following the Crown Regency Advisory Bill, the Koeng put in private writing his desire to allow his son and heir — Grand Prince Henrik — to fill in as Lord Regent if the need ever arose for the remainder of his reign.
Due to the Koeng’s current incapacitation, this will now go into effect. Beginning immediately on this day, 2nd of Vzmey and Hyff, 358ES, Grand Prince Henrik shall take the mantle of Prince-Regent until Koeng Josef either recovers or passes.
The Royal Family asks to have their privacy respected during this time, so that they may attend to the Koeng in the hopes that he may recover.

Introduced in the Duma.An act to introduce laws for blackmail made against a person.
INTRODUCTION
This bill will create a new section within the Haurul Caezk, named “428: On Blackmail”
I. Necessary Definitions“Blackmail” shall be defined as the crime of leveraging a person into committing a crime, typically by using threats of physical harm upon said person or a person close to them.
The person committing blackmail will face the same severity of offense as the crime committed by the victim through blackmail.

428.01: The crime of blackmail shall constitute a middling offence.
428.011: In the circumstance that an individual is found to have been blackmailed after committing an associated crime, they shall not be held liable or receive a reduced punishment.

INTRODUCTIONThis bill shall create new legislation that will prevent lords and private interests from restricting access to any resources in the kingdom either physically or otherwise for obtention by the people of Hanseti-Ruska.
I. Necessary Definitions
A new subsection, 503.04, shall be created under section ‘503: Property’ of the Haurul Caezk
“Natural Resources” will be defined as any exploitable resource that is not man-made in nature, such as local wildlife, rare resource deposits, lumber, herb growths, etc.II. Additions
503.04: The natural resources of the lands of Hanseti-Ruska shall be considered property of the Crown, and access to these resources shall be made available to all people of the Kingdom of Hanseti-Ruska.
503.041: If such resources reside within the land of a titled peer, access to such resources must not be blocked or impeded to the common subject of the Kingdom. Violating so shall constitute a middling offense.
503.042: In cases of resource shortage, or national emergency such as war, the Crown maintains the right to order the immediate cessation or limitation of harvesting a resource as well as the immediate deployment of measures aimed to enforce such an order.

INTRODUCTION
In the Haurul Caezk there is a lack of a legal, recognized way for a peer to revoke someone’s place in the line of succession to their title(s). This bill will allow a peer to disinherit any family member from their line of succession providing the Monarch approves of the disinheritance.
I. Amendments to the Haurul Caezk:
705: Disinheritance
705:01: The titleholder of each noble peerage may disinherit a member of their household, with Crown approval.
705.02: The titleholder must have valid reasoning for disinheritance, and 'valid reasoning' shall be judged by the Crown, when they are reviewing the case for disinheritance.

However, one defense that does not exist is that of insanity: an unfortunate situation that many of our veterans and elderly find themselves in after their experiences. ORGANIZED CRIME ACT OF 346 ES
Introduced in the Duma.An act to create the offense of being a member of a criminal organization.
INTRODUCTIONIn the Haurul Caezk there are indeed laws against acts such as murder and theft, however there is a lack of a way to charge those involved with those that commit such acts with a crime. There might not be direct evidence that a member of such a group commits a crime, however their membership of such a criminal organization that is known to commit such crimes marks them guilty, and their removal, from our lands or their ability to breath, is key for the safety of the people of Haense.
1. A new law shall be created:
425: On Organized Crime
425.01: Membership of a group deemed to be a Criminal Organization by the Aulic Council and His Majesty the King will be illegal.
425.011: If found to be a member of a Criminal Organization the punishment shall be that of the actual perpetrator(s) of the crime(s) the Criminal Organization committed, regardless where said crimes were committed.
425:012: Being found to be the creator or leader of a Criminal Organization shall be a severe offence.

In Regard to Recent Events
A Response Issued by His Majesty, Koeng JosefGreetings denizens of Haense,
These past few months have been tumultuous for all us Haeseni, indeed. My hope in penning this letter to the public is to help clear up my stance on these issues, and what is being done about them.
First and foremost, I understand the grievances that have been expressed, and after looking into the issues and investigating them more closely, I have come to share my findings with you; my people.
On Krawn z. van Gelderhode
This is a trial I find to be most disturbing. Upon first reading the missive penned by Oskar Wick, I was angered and admittedly indignant to his claims. Personally I had not attended the trial, but had full faith in our court system to carry out their duties efficiently and properly.
Initially after looking into the issue in Reza, I gathered that the punishment prescribed by the Aulic Court wass removal of an arm for the severe offense of banditry. This I found to be acceptable, and is a legal punishment as written in the Haurul Caezk.
For me it was not the ordered punishment that was disturbing, but the fashion it was carried out. I was told by multiple accounts that the convict’s arm was removed in one go, and later chopped to make it easier to burn. But this was not the case. As I have now found, the arm was chopped twice — once in the forearm, and then at the shoulder. This caused unnecessary added pain to the convict, denoting borderline torture. In the Haurul Caezk, torture is a punishment bound only to treasonous offenses, not severe offenses as occurred here.
But it gets worse. Then I came to find that the trial itself was invalid, something that seemed to have been conveniently withheld when I was searching for information. There was no legitimate prosecution in this case, nay, the Deputy Palatine had no right to step in and take on the duties of one.
This trial was a complete mockery of our legal system!
Do not misunderstand, the convict was certainly guilty of the crimes he was accused of, but the trial and punishment were both equally mismanaged.
Today I vow to you — the Haeseni people — that such a botched trial shall not occur again in my domain. Both the Lord Justiciar and myself were understandably outraged when we unearthed these details. In response, Deputy Palatine Osvald Barclay has been removed from his position.
On Krawn z. BonifaceIn regard to the Crown v. Boniface, I stand by the Aulic Government’s ruling and the execution of the heretical Boniface. The Pontiff and I both attended the trial, at least in part, and I still believe it to have been fair and properly conducted as outlined in the Haurul Caezk.
Boniface was given the chance to recant his openly heretical views after his conviction — an opportunity requested by the Pontiff himself — in return for a commuted or acquitted sentence. This was his chance at appeal. Instead he doubled down on his heretical belief, and denounced the Pontiff and the Crown. There was no possible route for appeal left, when he perpetrated his crime in front of the Crown, Church, and Court.
On the Roughness of the HRA
This is a matter I take most seriously. Whereas I believe the slander and insults thrown at Lord Marshal Barclay are unwarranted, inflammatory and unproductive, I decided to look into it regardless.
Again I will admit I initially was offended by the claims being made against the HRA, and I still sustain that the majority of our soldiers are good, loyal and peace-loving men and women. However, after witnessing the way Lord Hektor Stafyr was taken into custody — being physically assaulted during his arrest despite showing no signs of resisting — shocked me. On top of that was the botched severance of the convicts arm as previously discussed.
In response to these issues, involved soldiers have been dealt repercussions — including lashings, suspension, and demotions — and a new Etiquette Course of training is being introduced to the HRA to properly ensure the presence of civility and reason into all our soldiers.
On the Perceived Crime of Thought
Finally, a new term has been developing with increasing popularity throughout the streets of New Reza, of course being “Thought Crime”. I assure you, there is nothing illegal about independent thought in Haense.
As has always been true in Haense, all men and women are free to their own train of thought and beliefs. But as any society holds true, there are limits on what can be said or done to ensure safety remains paramount.
Calling for the harm or killing of any subject of the Kingdom has always, and will always remain wholly illegal. Calling for disorder and chaos has always, and will always remain wholly illegal. And finally, defamation and sedition have always, and will always remain wholly illegal.
These laws exist for the safety of all subjects of the crown, whether they be man, woman, human, elf, commoner, or noble. Whoever it may be, these laws intend and succeed at creating a safe environment for all Haeseni to enjoy and partake in.
I hope that this missive brings some comfort to those most outraged by these recent events, and know that I too share in your feelings. I am willing to sit down and meet with any Haeseni subject who wishes to speak on these issues further, or who has more information to present.

Josef never much enjoyed being King. To him, it was a duty he was beholden to, a calling that he could not ignore. Even as a child, a rift was driven between him and his siblings because of the position of their births. Whereas his siblings could live a quiet life if they wanted, Josef was destined to be at the forefront of the Nation.
He always dreamt that it would not be him, that somehow the burden of the Crown would pass to one of his siblings, Stefan perhaps, or even Aleksandr. Though he did not understand what wearing the crown truly meant, he saw the effects it had on his father - King Sigismund II.
While Josef was only seven years old, Sigismund II committed suicide in his office, feeling trapped by the duties he was surrounded by. If there was any doubt about whether or not he wanted to be King, they died with his father. “But look what it did to my Papej” now Koeng Josef lamented to his betrothed, Isabel “How do I know that it will niet happen to me too?”
The fact of the matter was that there was no way to know how he would fare as a Monarch. Despite being under the Regency of Konstantin Wick until he was of age, he still began to feel the weight of his new position.
All he wanted was to grow up as a regular child. He wanted to pet his cat, play in his sandbox, eat snacks, fool around with his siblings. He didn’t want to be a regal head of state controlling the future of thousands.
“I’m sure you’ll be fine, you have people who will help you throughout your whole reign.” Isabel tried to assure him when they were adolescents. It was true, most of his family was still alive, and he cared deeply for his betrothed and younger siblings. He could not imagine a version of his life where he didn’t have Isabel, or Juliya, or Franz to support him.
But he never felt that any one person’s support could keep him on his feet. By the time he was of age and out of regency, he instead found a friend in liquor and food. He owned a notoriously infinite appetite. One could question whether he was truly eating everything he seemed, or if it was some sort of illusion played out as a joke.
Perhaps the happiest time in his life was when he was wed to Isabel, someone he had found great admiration and love for despite the marriage being arranged by his Mother years prior. His family life became an escape from the burdens of the Crown, where for even just one night he could pretend to live a humble life.

Not long after his wedding, Haense became an independent Kingdom, separating peacefully from the Holy Orenian Empire. It was the most significant event during his reign, marking him as the first independent King to reign peacefully since Karl II a hundred years prior. Things began to look bright for his future. Even if he didn’t want to be King, he hoped to at least be appreciated by the people he served.
Independence was something he had long sought after. It had become clear to him early on that there could exist no working relationship between the Imperial and Royal governments any longer, and that the death of his Father years before had proven that. To him, independence represented a chance for the spirit of Sigismund II to finally lay at rest. A spiritual victory as much as a physical one.

He felt massively grateful that his reign saw no major armed conflict, that he found nothing but allies with regard to foreign diplomacy. Whether it be Norland or Urguan or others, both nations signing alliances and treaties with Haense represented a new era for the country on a global scale.
Even domestically, his reign saw major shifts and reforms, with the Aulic employing more people than ever before and offering elected opportunities to even the most discreet commoners. Josef was confident that his nation was as healthy as ever.
But this national confidence did little to stifle his episodes of self-doubt, his love for the bottle, or his destructive appetite for anything remotely edible. As he matured, he too widened with fat, and often reeked of alcohol. It was the only way for him to fully escape from his reality.
Even after establishing the prosperous Karosgrad and the birth of his three beloved children to his faithful wife failed to change his worldview. He was hopelessly hopeless. Whereas thousands would kill to be King, he would have done the same to not be.
The death of his Mother represented to him one of the final nails in the coffin. He locked himself away in the palace, isolating himself from even his closest family. Those around him most noted a shift in attitude, the laid back and lax Josef replaced by one irritable and drunken Koeng.
Finally, Josef passed the record set by his great grandfather, Andrik III, and became the longest reigning Haeseni monarch in history. Though he did not celebrate, instead continuing on as normal. To him it was no achievement to have simply failed to perish earlier. Perhaps he would have if he were more of a military man, or more of a daredevil.
Ultimately, his wretched lifestyle caught up to him. The plump and rotund Koeng, bloated from a large — though for him regular meal — climbed the stairs to his chambers late at night. He felt nauseous, and had more trouble ascending the steps than usual. He thought nothing of it, and continued to his room.
As he reached for the doorknob to his chambers, he felt a tight, squeezing pain in his right arm. Tired and somewhat drunk, again he ignored it. Once he hit the bed, he instantly was in a deep sleep. What he didn’t know was that he would never wake up again.
That night, a powerful heart attack ravaged his body. A man of his age who cared even minimally for his health would never have to worry about such a thing. But Josef did. Subconsciously, he felt guilty for leaving behind the family he loved so much, but some part of him felt ready to go.
Heavy is the head that wears the Crown.
The heart attack did not kill him instantly as he may have hoped. Instead, he lay dormant, comatose for months. Family crowded around his bedside day in and day out, wondering if he could hear their words, their prayers.
No one proved as dedicated to being by his side in this time than his wife, Koenas Isabel. She maintained that her husband would wake up, that he could recover by Godan’s grace. She was not ready for him to leave. What would their children think? She thought of their eldest, now Prince-Regent Henrik, only fourteen. She recalled how Josef lamented at how many child Kings Haense had in modern times, and how deplorable it was to force such a young child in such a position.
A part of her felt angry, that Josef could be so careless and leave their entire family to pay the brunt of it. She had tried for years to try and slow Josef’s drinking, to make him eat healthier, encouraging him to exercise more. But he always insisted that his lifestyle was fine as it was.
On the fifth of Wzuvar and Byvca, as Isabel went to sit by Josef as she had been doing daily for the entirety of his coma, she heard a shout she had dreaded for years. A phrase that embodied everything cruel about the system she served in, one that she knew would change the dynamic of her family forever;
“The Koeng is dead! Long live the Koeng!”
She quickly pushed her way into the room, a crowd of physicians and doctors crowded around the bed in any last ditch attempt at saving the Koeng. She pushed some of them aside, hoping to get a look at her husband. What she saw immediately made her regret that choice. Whereas Josef looked peaceful and fairly regular during his coma — as if only laying down for a nap — he now appeared pale, oily, and decrepit. His mouth agape, dried lips cracking. He must have passed over night, his body already chilling.
Isabel; unable to stand the sight, quickly left the room. As she rushed down the hallway, her ears were assaulted with the simultaneous recitation of the phrase “The Koeng is dead. Long live the Koeng.” She stepped outside the front entrance of Nikirala Prikaz, looking only for an escape from the immediate shock of the situation. But there was none in the city of Karosgrad, the great bells of the Basilica of Saint Henrik bellowing a sorrowful ringing to all that could hear;
The Koeng was dead. Long live Koeng Henrik II.
