    How do you avoid powergaming in roleplay?: The idea is that your character knowledge and action can only originate from in game events and discussions. Of course no character come out from the blue and some prior knowledge will be assumed to be known, but in the limit of his age, profession and rank.
    How does metagaming disrupt fair roleplay?: Powergaming or consistency is what keep the world and the interaction in it "realistic", even in a fantasy setting. As you choose to play with others and not as the main character, you cannot simply enforce your will on other and you will have to take into account what they wish for their characters. You also, as for knowledge, will have to learn abilities through interaction and play time.
