    How do you avoid powergaming in roleplay?: It's the transfer of information through out of game means, like for example if you learned a brewing recipe then if you told someone how to make it through discord that would fall under metagaming.
    How does metagaming disrupt fair roleplay?: It's an action that they shouldn't be able to do, for example a 5 year old human couldn't just chop off the heads of 20 orcs.

Khargot takes a deep breath and respond with "An aspiration, yes. A great aspiration" The conversation pauses for a second, but no response. He states  "I stand for peace across elves, a united empire." He walks slowly towards the gate, but is stopped by a friendly "Wait" from the same man before "Before you go; I have a gift" he pulls a piece of bread out of his messenger bag. Khargot puts his hand out and grabs the bread, and replies with a "Thank you, by the way I never caught your name" the man responds with a simple "The name is Kholvo." Khargot says before Kholvo walks onto a boat says "Mines Khargot, I hope to see you again someday."

→ Additionally, your roleplay scenario is also written in the first person, where it should be in the third person. I would also recommend that you make it a sentence or two longer.

→ In regards to your confusion about §6.7, it is not allowed to build during combat to prevent people from getting an unfair advantage by building, as well as the fact that it would disturb and grief builds. The same principle of avoiding an unfair advantage is why you also cannot lock doors during combat.
