The response of Cleve depends on if he is in the empire or not. If he is not the reaction shall also depend upon the relation of the empire with the city Cleve has arrived in. If the relation of the city with the empire is bad it would mean Cleve would see the citizens as lesser. As uncivilized compared to the empire and he will thuss look down upon them. spitting on the ground would be a response that would not be suprising.
This will also be the case if the city is aligned with the empire. Although Cleve will feel responsible for the image he reflects of the empire and will do his best to put down his negative feelings towards the inhabitans and would instead likely respond short and with a forced friendlyness to his voice that would be obvious to most.
However if he was asked this question within the empire he would respond differently. Being both nice and polite while calling on nation duty as his motivation. Cleve could say something like: My goodman I have but one place in society as do we all, to defend our great nation, as you ofcourse know my goodman. After this he would probably try to talk more with the man as he sees him as an equal and would want to know more about him.
