    How do you avoid powergaming in roleplay?: The knowledge of information that the character itself would not have known unless being informed about it. for example, if you are told about a political event that is happening in the game but you are not being told this through roleplay in game. Your character should not act upon that information because your character itself was never informed about it.
    How does metagaming disrupt fair roleplay?: Mostly, it is forcing a certain outcome to happen by doing godly or unrealistic acts in roleplay that are either unfair to your own character and other characters you play with. Sometimes even deciding the future of another character without the player consenting to it. For example forcing an emote of your character killing another instantly.

To answer your question, you cannot make a character young than 18 to apply for LoTC, but whitelisted players are allowed to play characters older than 5 years old in LoTC.
