I | From each family, both poor or rich, should they provide their two eldest active children to be enrolled in the institution for at least a minimum of two (2) terms. Tuition fees are still to be paid for by each respective student by their guardians.

II | When found in violation of not following this law, a fine of 100 mina for each child not sent should be paid for by the family to the Crown and its representatives for each term not enrolled.

III | If any of the eldest two children is proven indisposed through any means whatsoever, then the family shall provide the next eldest in their place to compensate.

IV | If there is no financial means to enroll your children, and also no financial means to pay the imposed fines for violating said law, then it is at the Chancellor’s discretion to provide another means of repayment.

now ye who bear these letters, that whereas the ordering of estates and degrees among Our subjects is the foundation of peace, and good governance, it has long been Our will to raise up men of proven worth to stand between the commonality and the peerage. Therefore We set forth this Edict of Highbury, declaring how gentrymen shall be made, known, and kept within Our realm.

Know ye also, that with the council of the lawful assembly of Our Lords, who have humbly laid before Us their advice concerning the manner by which persons of worth and good name may be known and raised into gentility, this edict is most well advised and informed.

And whereas the said Lords, having regard for both the customs of old time and the needs of the day, have spoken and deliberated upon these matters for the strengthening of the Archduchy, and to keep good rule among Our people.

And whereas the final making and disposing of honours and estates rests by law and right in Us alone, We believe it fitting to hear the counsel of Our Lords, as it should be done in a well-governed realm.

Therefore, having weighed their words of council and brought them under consideration, and in accord with the Great Act of State, We do now declare and set forth this edict, whereby gentrymen shall be made, known, and governed within Our dominion.

THE GREAT ACT OF STATE:

Article II. Section. II.

“A gentry person shall be defined as a division of Our distinguished subjects. They are unique in station due to their raised rank amongst our common subjects. Gentrification, which defines a gentry person, shall be done by Our writ or appointment."

"Gentrymen may style themselves as one of Our Lords, as a recognition of their enduring service to the realm.”

ARTICLE I. On Gentility and Its Nature

Section I.

A gentryman is one who has been raised from the common estate, and set apart by their good deeds, service and honour, and gifted with gentility, a position between the lowest of subjects and the peers.

Section II.

Gentility comes neither by coin, nor by worth or ancient blood, but by Our grace. Bestowed upon the worthy, who have served Us and the realm faithfully.

Section III.

No man shall call themselves a gentryman, nor so be accounted in law or custom, without bearing Our writ, seal and have their name written upon the Roll of Gentry by Our command.

ARTICLE II. On Worth and Aptitude

Section I.

No person should be raised to gentrymen unless they be:

Of a long known household in Alba, of good repute, of good and lawful standing. Or proven in service, craft or arms.

Section II.

Such persons may be brought to Our notice:

By Our own knowledge or choosing; or, by the commendation of two or more of Our peers, who shall answer for their honour.

Section III.

Before any writ be granted, the name and deeds may be laid before the House of Lords, to be discussed and weighed upon, so that no unworthy person be raised to dishonour the realm.

The House of Lords shall give counsel only, and the making of gentry rests with Us and Our seal alone.

ARTICLE III. On Fees, Records and Renewals

Section I.

Once any person is raised to the estate of gentrymen, they shall render a one-time-tithe unto us as a gift of entry, set at five-hundred mina, a token of their new estate and obligation.

This gift may be rendered by the newly raised gentryman, or by a patron or sponsor standing for them.

Section II.

The name, arms and style of every gentryman shall be entered upon the Roll of Gentry and Roll of Arms, kept by the Court of Rolls under Our seal.

Section III.

When a gentryman should pass, the writ of their gentility shall be rendered null, save by its renewal by Our grace upon their deserved heir.

 

ARTICLE IV. On Duties and Honours

Section I.

Every household that should be led by a gentryman shall be bound in active service to Us and the realm.

Section II.

Each such household shall:

Keep at least one of its own in service to an Alban privy office, institution or learned foundation; and,

Provide at least another for regular service in Our Prince’s Army, or serve in the knightly host of the White Hart; and,

When called to arms, they shall be ready to march in tow with their fellow Albans.

Section III.

By Our grace, upon confirmation of Our gentry writ, each gentryman’s household shall receive a charter for a parcel of land, to allow them to construct a manor and support their estate. By the charter they shall:

Pay the accustomed tithes for their land each year and render levies or manufactured produce, as assessed by Our privy and their officers.

Those who gain their keep by craft or trade, they shall maintain a chief enterprise. Whosoever fails in these duties, and does not mend after warning, shall be corrected or may lose their manor and estate.

Section IV.

Gentrymen may be called to sit in the House of Lords, hear and speak upon matters of the realm, but they shall hold no vote nor bind the House by their number.

Section V.

Only Our subject raised by writ may style themselves as a Lord or Lady; others of their house shall be called Master, Mistress.

ARTICLE VI. On Presence and Loss of Estate

Section I.

Those of the gentry estate stand above the commons and beneath the peerage, owing subservience upwards and protection downwards.

Section II.

Gentility may be taken away by revocation of Our writ and land charter; for the reasons of treason, gross dishonour, long neglect of service or duty.

Upon such loss, names, arms and all privileges given by the lifted status shall fall away, unless We command otherwise.

Thus We will command, by this Our seal, that honour be guarded, service rewarded, and the realm strengthened by men raised not by pride alone, but by duty and good name.

This Our princely decree, is given under Our Great Seal at Glasgon, on the 10th Sun’s Smile, in the Year of Our Lord 636, and in the 10th Year of Our reign.

The Alban Treasury is pleased to announce a new program to incentivize new Businesses by investing its own capital through loans and grants into new enterprises. The following criteria will be used for eligibility:

APPLICANT ELIGIBILITY

I | The Applicant must not own, operate, or otherwise be proprietor of an existing business within the Archduchy.

II | The Applicant must demonstrate a need for a business incentive grant, loan, or program.

III | The Applicant should demonstrate, though need not necessarily, that their enterprise is fulfilling a niche in the market which is not currently fulfilled. 

Should these criteria be met by an applicant, they may apply for the following:

A non-repayable grant of up to 150 minae, to start up a business within the city.

A repayable loan of up to 250 minae, at a per annum interest rate of 8 per cent.

THE ALBAN AUCTION HOUSE

For far too long has mercantile business been a tawdry, impersonal affair. In this light, the Alban treasury is pleased to announce to the world, it shall be opening an Auction House, where all prospective sellers and buyers might gather in person to pursue valuable items, and indeed, profit handsomely from the sale of their hard-earned wares. 

A building will soon be selected for conversion into an Auction House. The call will then go out for an inaugural auction, where anyone, from any place, may submit an item they wish to be auctioned off to the highest bidder. A modest, 5% fee of the total sale price will be assessed to all items sold, in exchange for services rendered and location provided.

Expect More economic initiatives and programmes in the near future, for the continued affluence of the ALBAN peoples. May the LORD smile upon us evermore, and reward our industriousness as he did bid in the Holy Scroll of Virtue.

ARTICLE I. On Dignities and Honours

Section. I.

Alba recognises and affirms the customs and traditions of House Augusten. So do We also recognise their Waldenic usages, and so henceforth allow them to style themselves as the Margraves of Schwyz. To be held as a titular honour inseverable from their name.

The titular fashioning of Schwyz heirs as Viscounts of Azor, and that of the County of Hohengarten, shall be retained, also.

The rights of House Augusten and their subjects shall be assured, in celebration and preservation of their Waldenic culture without hindrance. As friends to the Waldenic Diet, We assure to all Waldenes their guaranteed rights by the Sacred Laws within and beyond the realm.

Section. II. 

Those currently holding knighthoods, gifted to them by the Schwyzer march, are recognised and conferred to Our realm. 

Whence a knightly order in Alba is established, they shall know their ordermaster in that of its primary knight, and will be required to join its ranks.

Section. III. 

Further, We do invest Konstantin von Augusten [ @FireAGN ] as Earl of Konstanz, within Our realm of Alba, together with all appurtenances and all liberties, jurisdictions and rights of those equal peers already established within Our realm.

Section. IV. 

We confirm that House Augusten shall hold sovereignty over their noble lineage, with the Earl of Konstanz and his confirmed heirs designated as Patriarchs over the houses of Augusten and over her cadets of Leopold, Falkner, and others, whose dignities are to remain under their patriarch-ship, inviolate.

Section. V. 

In consideration of the position of Castle Konstadt and Schwyz, House Augusten are constituted as the Wardens of the Southern Langkette. They shall hold custodianship over its passes, highways and structures of defense, ensuring safe passage for merchants, pilgrims and they shall guarantee the security of the Southern borderlands.

ARTICLE II. On Lands and Tariffs

Section. I. 

We do ratify and confirm Augusten ownership over all lands and demesnes currently held by the margravate. They are to be held by the Earl of Konstanz, inviolated and without diminution, so long as he, and his subsequent heirs, doth remain loyal to the Archducal Crown.

Section. II.

Forasmuch as the lands continue to be a burden for the sole family Augusten, and for their fealty, We do ordain that one moiety of their upkeep shall be fulfilled by Us and Our Alban treasury.

ARTICLE III. On Fealty and Obligations

Section. I. 

The House Augusten, Konstantin von Augusten, his heirs, and aforementioned Earldom of Konstanz appertaining unto them, shall hold Us as their liege-Lords henceforth and they shall render all fealty to the Archduchy of Alba, in immutability. Through such fealty, the rights, dignities, and defense of their Household shall be safeguarded.

Section. II. 

The Earl of Konstanz shall hold governance over all the current lands of Schwyz unchanged. He shall administer justice, collect rents and revenues, and will ensure the protection of its people in accordance with Alban laws.

Section. III. 

Furthermore, it is the Earl’s charge to maintain the defense, not only of the Langkettes, but also the realm. They shall provide men and arms in times of war, and, in peace, they will serve as Our loyal vassal and counselor.

With the Augustens as our vassal We do covenant that in all perils of, or against, their march, Alba shall muster her strength to their succour, as the Augustens shall rally their own for Our protection.

This Our princely decree is given under Our Great Seal at Morvelyn, on the 8th Harren's Folly, in the Year of Our Lord 2044, and in the 54th Year of Our reign.

y the grace of God, and with the counsel of the Lords and the loyalty of the free men of Alba, the Archduke and Archduchess of Alba, do ordain and establish these resolutions of the House of Lords into law.

At the convocation of Our Lords, two resolutions were confirmed by unanimous vote and are to be codified and proclaimed among the people of Alba. In light of the continued efforts of the evil that now threatens the realm of Man, the Empire, a general conscription of all Our able subjects is hereby declared. Furthermore, a tax shall be levied upon the non-Horenic peoples and heathens dwelling within Our lands, may they soon learn of the true faith. 

These resolutions, having passed with full accord amongst Our Lords, are ratified by Our seal, without hesitation nor grief.

RESOLUTION I. On Conscription

By ordnance of Our Lords and the Archducal crown We empower the Lord Marshal to begin a campaign of conscription to the Prince’s Army. Every able Alban man of an age greater than thirteen years, shall be required to bear arms for a period of five years. At the recommendation of the Lords, extra powers will be afforded to the Lord Marshal which shall allow him to levy men to protect Elizabeth, Alba and beyond, against the evil forces that threaten the realm of Man.

1. Should any Alban man deny this call to arms We give the Marshal right to issue fines, and should they continue to deny the call they are to be imprisoned and tried.

We give these powers to the Marshal until the end of the year of Our Lord, 2045.

RESOLUTION II. On Elf-Tax

There will be levied a tax, as voted upon in unanimity by the Lords, on those who are not sons or daughters of Horen or/and practitioners of heathen faiths, of five mina. The tax shall be applied upon each residential property owned by a heretic non-human in Elizabeth and beyond.

1. Non-Horenic folk under suspicion of practicing ulterior faiths will be asked to provide evidence of their commitment to the True Church, or shall have the tax levied against them.

2. In accordance with Alban Code (A. C., Art. I. Sect. III., 2009) any faith considered heresy by the Canonist Faith will not be met with tax but a fiery pyre.

3. Under the Emperor’s protection, the Qalasheen are absolved of this tax. Their commitment to Man and Empire is already assured.

This resolution shall remain in effect until altered or dismissed, by vote within the House of Lords.

The Great Act of State, 2040

y the grace of God, and with the counsel of the Lords and the loyalty of the free men of Alba, the Archduke and Archduchess of Alba, do ordain and establish this Great Act. Let the affirmation of Alban prerogatives, privileges and governance be sustained and coded here, for the furtherance of Our realm.

The Great Act of State represents the desire of the Alban Lords, and will become an extension of the Alban Code. In the spirit of protecting harmony throughout the realm and preserving the dignity of the noble station, the great act codifies the Sovereign’s authority, secures the rights and obligations of the noble classes, gentry and peers alike, and finally defines the purpose and restraints of the House of Lords. All this was confirmed by vote within the House of Lords and for the betterment of the Alban people. Ave Alba – Long Live the Alstions!

ARTICLE. I. On Prerogatives

As defined in The Alban Code, Art. II. Section I. “The Sovereign is, and shall remain, the supreme authority of Our realm, entrusted with the duty of safeguarding its laws, lands, and people.” 

Section. I.

Insofar as We are Sovereign and Prince of the Alban demesne, We are vested with unique authority and recognition within Alban jurisprudence. Also, by bond, and resolution of the Sovereign, the members of Our House of Alstion will also be extended similar, yet lesser, privileges.

For ease of definition this shall be known as the Princely Prerogative.

Section. II.

All executive powers and governance of the realm are vested in the Sovereign, for they will be the source and guardian of law in Alba. In accordance with this solemn charge, the Sovereign shall act with final authority, not beholden to any civil or ministerial body, though guided by their counsel, as befits the customs of the realm.

Section. III.

As a mark of Our prerogative, We purvey reserved dignity to symbols of authority within the realm.

As a named subline of the Imperial Horenic dynasty, and dignitary of the Draconis-Atrium, the House of Alstion recognises the authority of the Courts of the Dragonblooded and expects adherence to their authority on matters of Horenic lineage throughout the realm.

ARTICLE II.  On Peerage & Noble Obligation.

Section. I.

A noble, or peer, shall be defined as a division of Our most dignified subjects; comprehending dukes, marquises, earls, counts, barons etcetera. They are unique in station due to their elevated rank among Alban personages. Titles, which define a peer, shall be done by Our writ, appointment or letters patent. 

Lands, titles, peerage status, and noble privilege may be granted or withdrawn by the Sovereign, in keeping with the demands of justice, honour, and service to the realm.

By virtue of their noble status, close familial members of a peer will bear noble recognition also.

Section. II.

A gentry person shall be defined as a division of Our distinguished subjects. They are unique in station due to their raised rank amongst our common subjects. Gentrification, which defines a gentry person, shall be done by Our writ or appointment.

Gentrymen may style themselves as one of Our Lords, as a recognition of their enduring service to the realm.

Section. III.

A peer, or gentryman, shall be afforded certain privileges as a badge of their unique designation; stewardship of their lands, personal subjects, inheritance etcetera. However, they are expected and bound by duty to serve and attend to the realm to a greater degree, as is already defined within The Alban Code. 

This principle shall be known as the noblesse oblige: to be noble is to act nobly, for honour and privilege are bound by duty and the welfare of the realm.

ARTICLE. III. On The House of Lords

As defined in The Alban Code, Art. II. Sect. I. “It is the Sovereign’s prerogative to appoint a House of Lords to serve as a body of counsel and legislative design.”

Section. I.

In respect to the privileges We have endowed upon Our noble subjects, along with the other services expected of them, They shall be afforded the right to sit in The House of Lords (HoL). The House shall counsel us, with their recommendations, on matters of the realm and will be given right to a vote on concerns presented before them. 

Resolutions of the House shall attain force of law upon receiving the Sovereign’s seal. (A. C., Art. II. Sect. II., 2009)

At the pleasure of the House, Our city mayors will also sit among them and will hold a vote also.

Section. II.

On behalf of the sovereign, the Chancellor is appreciated with the right to convene the House into session and 

The Chancellor will act as the chief arbitrator during the assemblage of the peers, and will hold the deciding vote, in the event of a tie. (A. C., Art. II Sect. II., 2009)

Section. III.

Each seated member of the House will act with dignity, befitting the composition of the assembly, for they advise for the betterment of the realm and people. The Chancellor is given assent to dismiss members of the assembly should they act adversely.

Section. IV.

The House of Lords shall act as arbiters of sage council for the realm. As an extension of the authorities offered to them, we entrust in them the faculty to receive petitions from the people of Alba and assent Our Lords to advise on matters of conflict within the realm.

ARTICLE. III. On Privy Offices.

It is the prerogative of the Sovereign to establish and appoint ministerial offices within the Privy Council, for the purpose of aiding in the governance of Our dominion. As We have made appointments to Our council-cabinet previously, and received due recommendation from the legislative organs of Our realm, We codify Our right to appoint  ministerial offices of the Privy Council here.

Section. I.

The Sovereign may maintain the governance of the realm by creation of an advisory council to assist in matters administrative. 

Members of Our privy-cabinet (The Privy Council) shall be given authority to commit actions and resolutions that relate to their office, including but not limited to the hiring of assistants beneath them.

Section. II.

The Sovereign shall possess sole authority to appoint persons to their Privy Council. Appointments and the establishment of governing offices shall remain within the Sovereign’s discretion, as necessity and service to the realm require.

Officers of the Privy, and state, may include: Chancellor, Exchequer, Lord Marshal etcetera,

Section. III.

Our ministers shall remain accountable to the Sovereign. As We possess the right of appointment to the Council, so too does the Sovereign retain the authority to dismiss officers, where it serves the good governance of Alba.

Be it further ordained and declared that the boundaries of the said county are henceforth defined and appointed by Our sovereign authority and princely decree;

To the North, by the outskirts of Castle Morvelyn; to the East, by the ruins of Olde Stran; to the South, by the Manorlands of Berkhoven; to the West, by the River Leone.

The Countess of Trier shall hold governance over these lands, administering justice, collecting rents and revenues, and ensuring the protection of its people in accordance with the laws of Alba. Furthermore, it is the Countess’ charge to maintain the defense of the realm, providing men and arms in times of war, and to serve as Our loyal vassal and counselor in times of peace.

We grant unto the Countess, Constance Maeve Devereux @TheIchorDruid, and her heirs all rights, privileges, and appurtenances befitting her station, including the authority to hold courts, levy taxes, and preside over disputes within the bounds of the County.
