As of this Saint’s Day, I have been appointed to serve as the new Imperial Master Reeve. It shall be my honor to serve the Crown and the people of the Empire by ensuring that the Office of the Imperial Seal operates with order, dignity, and renewed purpose. 

The Office of the Imperial Seal is charged with the administration of elections, the keeping of public records, the maintenance of the census, the publication of Imperial news, and aiding in the settlement and integration of newcomers into Imperial civic life. These duties require diligence, loyalty, discretion, and a sincere commitment to public service.

Those who seek to serve the Empire in good faith are encouraged to make themselves known. Prior experience is welcome, but loyalty, competence, and willingness to learn shall be held in the highest regard. May the Office of the Imperial Seal serve the Crown faithfully, and may its work be carried out with clarity, discipline, and honor.

STRUCTURE OF THE OFFICE

IMPERIAL MASTER REEVE 

The Imperial Master Reeve serves as the highest authority within the Office of the Imperial Seal, answering directly to the Archchancellor. Entrusted with the Empire’s internal administration, the Master Reeve oversees elections, public records, the realm’s census, civic integration, and the orderly functioning of domestic governance. In this capacity, they ensure that the offices under the Imperial Seal act in concord, discipline, and proper service to the Crown, standing as one of the Empire’s principal stewards of its internal realm.

DEPUTY OF ELECTIONS

The Deputy of Elections assists in the administration and integrity of all Imperial elections. He is responsible for the organization and execution of electoral proceedings across the Empire, the maintenance of electoral standards and procedure, and the coordination of municipal and national voting structures in accordance with Imperial law. He works in concert with the census deputy to ensure fair and proper representation within the realm.

The Deputy Reeve of News is charged with the keeping, ordering, and publishing of all Imperial writings and proclamations concerning the affairs of the realm. He is responsible for maintaining the Imperial Gazette and preserving legislative and civic records. He ensures that the deeds and decisions of the Empire are duly recorded and made known to the people in proper form and measure. He is also charged with finding writers in the distinct spheres of relevance -- politics, economics, current affairs, society, etc.

DEPUTY OF THE CENSUS

The Deputy of the Census is charged with overseeing recordkeeping of the Azuran populace, from the lowborn to the highborn. He assists in conducting the Imperial Census across the Crownlands and Imperial demesne; thus, his primary function is to ensure the Crown maintains accurate knowledge of its people and their distribution across the realm.

The Deputy of Settlement is charged with welcoming and guiding new arrivals into the Imperial Capital. He is responsible for aiding newcomers in finding a place and purpose within the realm, assisting with lodging and employment. Moreover, he ensures that those who enter the Empire are properly received, instructed in its ways, and settled into its civic life under the protection of the Crown. 

IMPERIAL CLERKS

The Imperial Clerks serve as attendants to the Deputies of the Office of the Imperial Seal, lending aid in matters of record, proclamation, census, settlement, and election as the needs of the realm require. He carries out such duties as are assigned in service to the Crown, assisting in the orderly governance of the Empire and the keeping of its civic affairs. Those who would seek entry into Imperial service are bidden to make themselves known to the Deputy of the relevant office.

The Archchancellor stands as the Crown’s chief advisor and Grand Minister, presiding over the Privy Council and ensuring the orderly conduct of Imperial governance in accordance with the Crown’s will. He counsels the Crown in the appointment and dismissal of its ministers, and oversees the administration of the Imperial Chancellery. He acts as the Crown’s representative in the Emperor’s absence, and assumes regency if needed to safeguard the stability of the realm.

♜ The Imperial Vice-Chancellor

The Vice-Chancellor serves as the immediate deputy to the Archchancellor, overseeing the Imperial Chancellery and ensuring that all offices and officers are properly staffed, ordered, and faithful in their duties. The officers of the Archchancellor’s staff report to the Vice-Chancellor, who coordinates their work and serves as the central point of contact within the Chancellery, acting under the authority of the Archchancellor. He is further charged with instructing and training Chancellery wards for future service within the Empire.

The Master Secretary serves as a close attendant to the Archchancellor, entrusted with managing all correspondence entering and leaving his office. He receives, organizes, and routes letters and petitions, ensures they are answered as required, arranges the audiences and meetings of the Archchancellor, and also drafts proclamations and decrees as ordered.

♝ The Imperial Master Auditor

The Master Auditor gathers and reviews reports from across the Chancellery, observing the conduct and performance of its offices on behalf of the Archchancellor. He advises on matters requiring attention, compiles accounts of their strengths and weaknesses, and ensures the Archchancellor remains aware of all ongoing affairs.

The Master Chaplain serves as the spiritual advisor to the Archchancellor and the officers of the Chancellery. Residing within the Seneschal’s Chapel in the Rathaus, he conducts services, administers rites, and provides counsel in matters of faith and conscience.

The Wards of the Archchancellor are children or young adults entrusted to the Imperial Chancellery for instruction in the duties of governance and service. They are expected to demonstrate unwavering loyalty to the Crown and a steadfast commitment to the order and dignity of the Empire.

ON THE OFFICE OF DIPLOMACY

The Master Emissary serves as the highest authority within the Office of Diplomatic Affairs, answering directly to the Archchancellor and Vice Chancellor. They are entrusted with the direction of all diplomatic functions of the Empire, both internal and external. This includes supervising ambassadors, maintaining internal unity, and advising the Crown on all diplomatic matters affecting the realm.

The Deputy Emissary serves directly beneath the Master Emissary and is charged with the administration of the Office’s diplomatic corps. They oversee ambassadors and their subordinates, manage daily operations, direct correspondence, and ensure that Imperial directives are faithfully carried out across all provinces and crownlands. In the absence of the High Emissary, the Deputy assumes the authority of the High Emissary in all formal diplomatic matters.

The Ambassadors are appointed to the Empire’s major provinces and vassals, serving as the Crown’s representative within their lands. They are responsible for establishing and maintaining Imperial consulates in their regions, receiving grievances and news from provincial rulers, faithfully relaying them to the capital, and attending courts, functions, and gatherings within their capitals.

The Envoys serve as junior members of the Office and assist Ambassadors. They provide administrative support, attend functions alongside senior officials, and train in the conduct of diplomacy. This role serves as the primary pathway into higher diplomatic office.

The Master Physician serves as the leading authority on all matters of medicine within the Empire and its vassals. As an office of the Chancellery, the Master Physician is entrusted with overseeing, supporting, and advancing the art of physick throughout the Empire.

The Deputy Surgeon oversees the practice of surgery and all matters concerning the alteration, repair, and study of the body. They are responsible for training physicians in surgical arts and certifying their readiness to perform procedures.

The Deputy of Maleficarum is charged with the study and documentation of esoteric afflictions, unnatural maladies, and their corresponding cures. This deputy often works alongside the Imperial Inquisition to expand understanding of such phenomena through fieldwork and investigation.

The Patron or Matron of an Imperial Hospital is the chief governor of that establishment. To the Patron or Matron belongs the care of the establishment’s upkeep, the keeping of all books and registers, and the ordering of all officers and servants of the Hospital.

♞ Imperial Maestor / Maestras

The Imperial Maestors and Maestras, being physicians duly authorized by the Empire, may lawfully exercise their Physick in any hospital within all the bounds of the Empire. They are the sinews and backbone of Imperial Medicine, without whose continual labor it could not subsist.

An Imperial Apprentice serves in Medicine under the Empire, yet is not deemed confident within the art. An Apprentice may work and minister under the eye and oversight of an Imperial Maestor or Maestra, but only Matrons or Patrons may deem an Apprentice educated in their practice.

The Lord Mayor, elected by the citizenry and accountable to the Archchancellor, serves as the chief executive of the city of Rittersburg. They exercise municipal authority under the Crown’s oversight, appoint and lead the City Council, and oversee the passage of local statutes and review of citizen petitions.

The Voorzitter, elected from among the members of the Burgherraad and accountable to the Archchancellor, serves as the assembly’s presiding officer. They oversee sessions, maintain order, recognize members, and manage records such as attendance, votes, minutes, amendments, and conflicts of interest, with support from appointed scribes or deputies, and regulate absentee voting.

That the gifts granted by the Aengul Tahariae come not in scrutiny of its maker, whom We acknowledge as a servant of our most divine Lord God, but the conduct in which its mortal agents partake. As such, the endowment of his gifts, sourced from the servant of our Lord, and its use are acknowledged as lawful wherefore they are practiced in reverence to God and in accordance with Our established order of Imperium. The Empire shall not condemn the diligent who seek virtue, healing, discipline and righteous conduct in their pursuit of gifts endowed by Tahariae. Henceforth such practice, in general, is considered peaceable and honest, beneath the Crown of Man. 

However, let it not be that devotion to the Servant eclipse devotion to the Lord of whom he serves. Twofold is this warning: firstly, that the agents of Tahariae may not posit this Aengul as a figure of worship, so far as he might supersede our Holy Lord God. Secondly, that the agents of Tahariae may not consider his tenets and way as greater than Imperial Law. For the Laws of the Imperium will remain primary, and in tandem with it the standing of our Temple of The True Faith. 

Thereforce, by this edict, the following is so proclaimed: 

✠ I: ON ITS USE AND PRACTICE

That the use of the art of the Aengul Tahariae is permitted within the Empire of Azuras, so long as its user abides by the articles listed and are a citizen to a sworn Vassal or Province of the Imperium.  However, practitioners have no inherent bearing or authority to detain, harass, or question Citizens of the Empire, and doing so without permit or lawful authority will be considered an act of Vigilante.

An Imperial Clerical institution must be created as an extension of Good-will between these newly endowed agents of Tahariae and the Imperial Crown, as charged to the Cleric [REDACTED]. This will be done beneath the office of the Justiciar, as managed through the Grand Inquisitor, and permit them conduct investigations within the Empire of Azuras with lawful authority to the degree of an Inquisitor. Two persons of the Crown’s selection will be undertaken by the Cleric to be taught.

✠ II: ON THE WORSHIP OF TAHARIAE

That no practitioner to the art of the Aengul Tahariae may declare him equal to, greater than, or sovereign above our Lord God. That any might elevate him, will incur the brand of heresy and be brought to heel in answer of our Imperial Crown and Church. 

✠ III: ON  THE LAW OF MAN

That no singular practitioner, or joined congregation, may compel obedience to Tahariae in contradiction to Imperial Law, or other recognised Vassal authority. Any preaching which encourages sedition, or rejection of lawful Imperial Authority, and otherwise elevates their personal tenet over Imperial Law, shall be investigated under charges of subversion and High Treason.

✠ IV: ON HARM INCURRED

That the use of the Art of Tahariae in incurring harm, so much as it harms an Imperial Citizen or Official without due cause, will result in branding upon their forehead alongside its other respective punishments beneath Imperial Law. All those branded may not practice the Art within Imperial Land, lest resolved with a permit from the Imperial Justiciar or Emperor of Azuras.

For the belief of Tahariae does brand the Templar Knights of Saint Malchediael blemished. Any practitioner of Tahariae which draws first blood, without due cause and for the sole pursuit of their rank as blemished, against agents of Malchediael will be marked seditious.

It has come to my attention, as the newly appointed Imperial Reeve, that the Imperial Office of Immigration has not reached its full potential. Therefore, in fulfillment of my mandate, as a Commissioner under the Sennan Chancellery, the Reeve’s office is hereby restructured to better execute its administrative and supervisory functions. Accordingly, the Office of Immigration is reconstituted as the Office of Civil Affairs, reviving a tradition of centralized civil administration and institutional branding employed at various points in Imperial history, including the Johannian, Pertinaxi, and Petrine eras.

IMPERIAL REEVE 

As a senior Commissioner of the Imperial Chancellery, the Imperial Reeve is charged with overseeing all matters of elections, news, and immigration, and answers directly to the Archchancellor and Vice Chancellor. His duties include running Imperial elections to the municipal government of the capital city as well as the national legislature; conducting the Imperial Census and reporting to the public on demographic details ascertained therein; keeping the citizenry abreast of current affairs via timely publication of the the state-ran newspaper, the Imperial Gazette; and performing other duties as assigned by superiors. Most critically, the Reeve performs a supervisory role in these endeavors: they recruit, train, and collaborate with staff in order to fulfill assigned duties together.

DEPUTY REEVE

The Imperial Deputy Reeve serves as a senior administrator of the Office of Civil Affairs directly beneath the Imperial Reeve. In his absence, either Deputy Reeve may assume his duties with full delegated authority. The Deputy Reeve helps primarily with supervising the highest-ranking subordinates within the Reeve’s office, which is to say, the Director of Elections, the Director of News, and the Director of Immigration. To this end, the Deputy Reeve conducts one-on-one meetings with these officers each saint’s week and delivers a report to the Reeve with information gathered therein. Ultimately, the Deputy Reeve is a middle manager, but also, they are being mentored and trained for higher leadership.

The Imperial Province of Iryalen is hereby dissolved for their transgressions in providing aid towards enemies of the Imperium, by aligning themselves in sympathy and man-power to the fallen Kingdom of Urguan. Thereafter, the Councillors of Iryalen have knowingly and voluntarily consented, by their own hand, to the execution of a denizen of the former Province of Iryalen for the preservation of their own lives. In accordance with this agreement, they shall be permitted movement into the Kingdom of Norland by the grace of his Imperial Majesty. The Crown of Man will now govern you, as you cannot govern yourself. 

✠ I: THE DRUIDIC ORDER: OF THE VIRIDIAN ENCLAVE

The Viridian Enclave is hereby granted the capital lands of the former Province of Iryalen, to be utilised as a haven for a Druidic order under the governance of the Archdruid Zaelyn Arvellon. The Druids of the Viridian Enclave are given leave to practice Druidism freely within the confines of their land. Nonetheless, the use of Druidism in the greater Imperium must still be conducted under the purview of an Imperial official or by way of permit. 

The Lands thereby received by the Enclave will be restricted to their Capital region, surrendering the periphery tile from claim. A debt of Five-thousand Imperial farthings is inherited in their acquisition of the land, to be paid in an appropriate and timely manner. 

✠ II: IMPERIAL LAW

The application of the Lex Tiberii will apply in full effect, but this does not count for their own local laws or that of faith, but only on matters of offences against the crown and the military. So long as their faith does not spread into the imperial crownlands, the denizens of the Viridian Enclave may practice their local faiths within their territory and their forest surrounding the outlined capital.

Furthermore, The leader of the Viridian Enclave will be granted access to direct communications with the Imperial Grand Knight who will dispatch to their aid if it necessitates, and this means: defence and protection of their roads from banditry, to protect them from external warfare (interim: considered a war against the Empire) and the culling of kobold, darkspawn or cultists.

Gate access will be provided to the Imperial Privy and the Emperor to allow for this to be facilitated. The common imperial guardsmen and knights will not be provided this access. Any mobilization of Imperial guardsmen or knights within the territory of the Imperial Province of the Viridian Enclave shall be made noticed to the leader of the province at its earliest disposal, and if appropriate, before such movement is made except during express matters of national security concern by writ of His Majesty.

✠ III: IMPERIAL GOVERNANCE

An Imperial Governor will be implemented over the Enclave to oversee its creation, and thereafter its extended existence. The Viridian Enclave is hereby prohibited to enact any and all forms of individual diplomacy, leaving the matter to be conducted by the Governor alone. The Enclave is bid to exist in its solitary existence; outreach without Imperial purview and deliberation will be treated as a transgression against the Crown.

By the hand of a rebel band of druids, and the aid of maleficar, a blood-ritual had beckoned the forced arrival of the Bear Mani Bolormormaa into our realm of man. Corrupted in its arrival upon our lands, does blight and ruin follow  in the wake of its rampage. So as advised by the Archdruid of Aelwen, the forces of the Imperium are called for the subsequent bear hunt of Bolormormaa.

The following summons are henceforth given, to begin departure to aid the Archdruids of the Sun-Circle in standing sentry within the Mother-Grove of Kurai-Kuni:

Bolormormaa must be approached with the caution which it demands, for corruption has taken hold of this great beast without recourse of purging. The corruption of the bear should not be cleansed, by the suggestion of the Archdruid themselves for the risk of numerous casualties, and should not be attempted without consultation. The creature will be slain in cooperation with the forces which have been so forth called alongside the Imperial Crownlands, such as it be the retinues of the High Kingdom of Idunia and Kurai-Kuni.

In its presence, mundane bears will flock to its company and consequently be corrupted alongside it. These bears may be cleansed and dealt with at lesser risk. However, a portion of Imperial siege weaponry will be afforded in the march against Bolormormaa proper.

Averred the responsibility over matters pertaining to civil and criminal law within the borders of the Empire, the office of the Imperial Justiciar arbitrates disputes in the Emperor’s name as it pertains to offences against the State and Crown. For this, matters of the Lex Publica–Offences Against the State Act, fall under the purview of the Justiciar. Therefore, it is charged to the Justiciar to establish courts and regulate legal procedures which both maintain as well as enforces the Emperor’s justice. 

The role of the Justiciar is to make rulings on all matters of crimes when in regards to: nobility, state, or crown. This includes, but is not limited to: crimes committed by the high-born or nobility, crimes committed against the state, or crimes committed against the crown. In some ways, the justiciar is the judge, and is trusted by the crown, if not already undertaken as a role by the crown itself, to enact the will of the Emperor and to maintain his peace.

ON THE IMPERIAL TRIALS

✷ Trials;

The Empire of Man runs on a one tier-system; the existence of a professional, long and bureaucratic court-hearing does not exist. A criminal is generally only brought to trial due to their status allowing it, such as being nobility, or it warrants further care. However, a crime only warrants one trial, and in that one trial, a decision is made.

In the Empire of Man, there is no such thing as a court hearing, it is the role of the defendant to prove his innocence, and not the role of the Justiciar to prove them guilty. A defendant, usually a regarded noble or otherwise as this falls in line with the Justiciar, may do this through one trial.

If the Lord Marshal is absent for any court martial, he may request the Lord Justiciar to act in his place. 

 In this trial, there are only four roles:

✢ Lord Justiciar; to hear the defendant, enact the law, and to provide sentencing or clear somebody of crimes considered false. 

✢ Quaestor; to provide all details of investigations, intelligence gathering, or evidence to the justiciar against the defendant.

✢ Defendant; the person accused of the crime, their role is to either admit to their crimes, or to prove their innocence. 

✢ Executioner; it is the role of the executioner to, as by virtue of their name, either maim or execute the defendant at the conclusion of the trial after hearing the justiciar’s verdict.

 ✷ Trial by Combat:

The Right of Duel – The birth of this Imperium of man came amidst blood and grit, borne from its people the knowledge that a greater truth may be revealed through trials of might. Therefore, its Noble Peers and Imperial Knights are granted the privilege to defend their dignity by strength of arms, harkening a trial by combat in lieu of a standard trial. Nonetheless, this remains a privilege rather than a right; the final decision remains solely within the purview of the Imperial Justiciar.  

The Forced Duel – The Imperial Justiciar may, as well, grant or enforce the task of a forced duel. A forced duel may be levied against both noble and common denizens alike, and does not require the consent of both parties so long as it is authorized from the Office of the Justiciar.  

The Duel of Six – An alternative form of a Trial by Combat, a duel of ‘Six’ can be requested in honor of the Three Exalted and the Three Scrolls. The two disputing parties must meet at their designated date, and must muster amongst themselves five compatriots for their respective causes. Should a party, upon the agreed upon date, lack from six in their respective side, the party with full numbers shall be considered victorious. 

✷ Actus reus

In order to maintain the Emperor’s peace, the Empire enacts its judgement based on the actions of the criminal itself, and does not care for their excuse, mentality, or otherwise their inability to control their actions, which derives from the fault of the defendant.

By virtue of this existence, a criminal can be considered guilty simply by being in presence of, being witnessed in, or having been linked to the crime. To ensure the Emperor’s peace is preserved, there is no leeway, and the threshold for guilt is not high.

ON THE ROLES AND STRUCTURE OF THE OFFICE:

♟ The Quaestor

The role of the Quaestor is to investigate crimes which are of prominence, require investigating, or otherwise. Unlike the guardsmen who deal with matters of volume criminal activity, something that requires no trial, and is usually up to the discretion of the guards themselves, the Quaestor investigates crimes which will be: of state importance, or particular secrecy, or of urgent importance. For example, the investigation of a noble for crimes of treason, the investigation of a noble for crimes of murder, the investigation of a commoner for planning a rebellion or otherwise insults against the crown.

It is also their job to discover this and raise it to the Lord Justiciar as soon as possible so that action can be taken. During a trial, which is one occasion, the Quaestor is required to provide all notes from their investigation.

Outside of this, the Quaestor is also able to investigate low-volume crime that may not come into notice by the guardsmen. Their role is not to act on it – it is to simply provide the imperial guardsmen the investigation, so that they can continue with their role.

However, the Quaestor is able to act on criminals when they are:

✢ To cause imminent harm to another.

✢ To cause death to another. 

✢ To cause damage to property. 

If a guardsman is already present, the Quaestor has no room to interfere. 

♟ Executioner

The role of the Executioner is to summarily execute any criminal found to be of guilt by the Lord Justiciar. The method of execution is dependent on the defendant; nobles are offered beheadings, whereas most other criminals of non-noble birth are either hung at the gallows, drowned, or otherwise tortured before execution.

On top of this, it is also for the executioner to partake in maiming any criminal if deemed necessary should the death-sentence not be applied. For example, taking off a limb, a tongue, an eye and so on.

Usually, the role of the executioner is conducted by a selected Imperial Guardsmen whose secondary role is to act as executioner, or it is conducted by a knight of the Imperial Order of the Red Dragon if they are bestowed the honour to die by a knight’s blade.

The Imperial office of the Inquisition is a subdivision to the Office of the Justiciar, charged to investigate and enforce the Imperium’s will over matters of esoteric nature amidst its lands. Agents of the Inquisition are tasked to combat these incursions, battling suspicions of Daemonic influences through both discreet and overt deeds. To be lead by the Grand Inquisitor, who serve beneath the office of the Justiciar, the Inquisitors are delegated the authority to oversee matters pertaining to the Lex Tiberi–on magic, race and the devilkind. 

Agents of the Inquisition must demonstrate an advanced knowledge and capability in dealing with all Maleficar, including the aptitude of extracting information from sources both  mundane and esoteric. In matters of great suspicion as pertains to the Crown of Man and its Noble peers, the High Inquisitor is tasked to report to the Justiciar to issue summons; that in matters of more civil and militant disputes, they may entrust the issue internally or through the office of the Lord Marshal.  Nonetheless, these men and women hold authority over matters of Maleficar and supersede the Militus when in disagreement with those of “equivalent-level” within the Militus.

ON RECRUITMENT

✠ How do you become a Quaestor?

A Quaestor is a role for somebody that holds good investigative qualities, an eye for the finer details that get missed, and the patience to lead an investigation without hindrance. It requires a strong-minded, level-headed individual who is unbiased and holds no personal grievances in the Empire. To be a Quaester is to serve as the legal arm of the Crown of Man, ensuring that the Emperor’s word is retained and enforced by both nobility and commoner alike.

In order to become a Quaestor, you must apply with a written letter, sending it to the Princess-Justiciar, Joan Mariana Horen, and then being invited for an interview. 

✠ How do you become an Inquisitor?

An Inquisitor is a role for those who wish to combat the anathema which incurs itself upon the Imperium, desiring men and women who find themselves impervious to the dangers of the dark. It demands those which may act with discretion and extreme caution, as well as a demonstrable knowledge and capability against Maleficar. 

In order to become an Inquisitor, you must apply with a written letter, sending it to the Grand Inquisitor, Ser Antonius Helane, and then being invited for an interview.

The Imperial Office of Immigration is charged with the accumulation of refugees and migrants under the Imperial banner. Thusly, it is the position of the office to find suitable housing and jobs for those wishing to integrate into the Empire, conduct surveys to monitor migration numbers, and maintain good relations with those new to Imperial life.

It is imperative to the office that the Empire continues to grow and prosper, for such migrants from all corners of Azuras will be integral.

STRUCTURE OF THE OFFICE

Reeve of the Crownlands

Charged by the Archchancellor with overseeing all matters relating to immigration across the Empire of Man, the Reeve of the Crownlands is responsible for the integration of immigrants into Imperial society, working closely with the stewards and employers within the Empire to find them suitable housing and employment.

The Reeve is integral for maintaining good relations with stewardry and local employers, such as the military and court offices, to find appropriate housing and employment opportunities, and ensuring that those newly under the Imperial banner are suitable for employment.

The Reeve is further charged with interviewing and vetting those working beneath them to ensure they are suitable to handle those from foreign lands and to aid them in settling into Imperial society.

The Deputy Reeve is integral to the day-to-day running of the immigration office, acting as the Reeve's right-hand, overseeing daily operations, managing correspondence, and ensuring that the wishes of the Reeve, Archchancellor, and Vice Archchancellor are carried out appropriately across the office.

Should the Reeve be absent, the Deputy Reeve should act in their stead, becoming entirely responsible for the office, holding all authority until the Reeve returns.

Immigration Officer

The Immigration Officers are the face of the Office of Immigration, being directly responsible for bringing immigrants and refugees into Imperial Society, looking at what job roles and houses are available, and directing the new Imperials appropriately. 

Such is an independent role, with the officers being responsible for maintaining their administrative work, hosting events they deem appropriate to the role, and holding meetings with the new Imperials to ensure they are settling in well to their new home.

The Immigration Wards are children aged 6-13 who are taken under the wing of either the Reeve or Deputy Reeve to gain experience in Immigration Affairs. Upon the conclusion of their wardship, usually when they are 14 years of age, the ward will be given the opportunity to become an Immigration Officer and continue their career in Immigration, should they be deemed suitable by the Reeve.

By this edict signed by the Lord Treasurer, and with the gracious assent of His Imperial Majesty, the Imperial Mint has commenced the striking of new Imperial Tibers (₮) to mark the beginning of a new reign.

Struck in brilliant gold, the Hadrianic Tiber weighs four and nine-tenths pennyweights and bears a finely notched rim. Upon its obverse gleams the noble profile of His Imperial Majesty, Hadrian I, Emperor of Man, facing sinister. The reverse depicts St. Raguel, Aengul of Justice, standing in judgement over a rebel, bound inverted and set to the flame. Along the dexter edge runs the inscription “ILLE OMNIA VINCIT” - He conquers all.

Citizens and subjects of the realm are assured that all previously minted Tibers remain fully recognized as lawful tender and shall continue to circulate concurrently with this new coin, without impediment. The introduction of this new tiber marks not a replacement, but an enhancement of the Empire’s currency in honor of His Imperial Majesty’s reign.

From statecraft to medicine, the arts and manual labor, the Crown finds great need in supporting education all across the Empire for the sake of all future generations.

The Crown-Institute Convention

It is thusly that the Crown, through the Chancellery, formalizes a relationship with the Prince Institute of Alba, incentivizing it with subsidies and official recognitions detailed in the Convention herein:

✠ Degrees, titles, or awards provided by the Prince Institute shall henceforth carry an official seal of Crown recognition, allowing them to have substantial weight as the government-sanctioned standard of education.

✠ Students who have graduated from the Prince Institute with sealed degrees have higher odds of being employed by the Imperial Crown.

✠ The Chancellery will afford a venue within the Imperial City of Rittersberg, the location to be determined, to function as a secondary campus at a time where expansion benefits the Institute. The Crown will subsidize the taxation costs, and provide equipment for research at the moment of the facility’s construction.

✠ The Rittersberg Campus will function as the foundational basis for a future research University, with hopes of furthering Imperial knowledge and incentivizing tertiary education.

✠ A representative of the Prince’s Institution, Niccolò Rosevena, shall serve as the first Dean of the Crownlands, as an officer in the Chancellery and an advisor to the Archchancellor.

ON THE FUNCTION OF THE IMPERIAL CHANCELLERY

Two centuries have passed since the last Archchancellor held office in earnest, upon the dissolution of the Penton Ministry during the final dying breaths of the Petrine dynasty. No longer. The dawn of a new age demands the restoration of order and the renewal of governance over the realms of Man.

The light that once dimmed, through ages rivaling the darkest days of the Sixth Empire, burns anew with hope and faith; in the absence of strong states and righteous authority, the petty successors of the Petrines failed to meet the needs of the common man or uphold the dignity of Horen’s ilk. Divided and diminished, Man forgot the Sacred Covenant and turned against the One True Faith. Yet it was by the Mercy of the White Flame that great men and women forged a united humanity once more.

It was then, during the Kingdom of Burgundy thirty-one years ago (598 AA, 2025 AD) that Ledicort de Senna, of Lemon Hill, was raised as Lord Chancellor and further as Archchancellor upon the foundation of the Empire. It is by the will of Emperor Tiberias I that lord de Senna continues as right hand of the Crown, overseeing matters of the Privy’s function.

Thus, the Archchancellor de Senna and the Imperial Privy Council proclaim their charge: to secure the unity and prosperity of Man,

      ✠ By ensuring the safety and prosperity of the faithful;

      ✠ By defending and spreading the One True Faith;

      ✠ By maintaining the orderly functions of the Crown’s institutions;

      ✠ By enlightening the people of the Empire, and

      ✠ By preserving peace, longevity, and the divine order of Man.

The task of Imperial governance is vast, greater than any single man or woman. Therefore, several Commissioned Offices have been established within the Chancellery to assist the Archchancellor and his Vice Chancellor in their sacred duty.

THE VICE CHANCELLOR

The Vice Chancellor serves as the immediate deputy to the Archchancellor in all matters of governance, just as the Archchancellor himself serves as the right hand of His Imperial Majesty. The Vice Chancellor’s duties are broad and multifaceted, extending to whatever affairs the Archchancellor or Emperor may entrust to him for the efficient administration of the Imperial Privy Council.

In the Archchancellor’s absence, the Vice Chancellor is duly empowered to act in his stead, exercising the same authority as would be delegated by the Emperor’s own will. This may include representing the Chancellery in official audiences, presiding over meetings of the Privy Council, and ensuring that the Council’s operations remain orderly, diligent, and faithful to the directives of the Chancellery.

Furthermore, the Vice Chancellor is tasked with overseeing the organization of the Archchancellor’s secretariat and assisting in the instruction and tutelage of wards placed under the Chancellery’s care.

THE IMPERIAL MASTER LEGATE

The Imperial Master Legate is the first of five Commissioners within the Chancellery, directly accountable to the Archchancellor and his Vice Chancellor. And though it is the Archchancellor’s charge, empowered by His Imperial Majesty, to conduct foreign affairs on the Crown’s behalf, these duties in matters external may be delegated to the Imperial Legate.

He is further entrusted with the interviewing, appointment, and deputization of individuals to serve as Imperial Ambassadors to those nations maintaining honorable and amicable relations with the Empire of Man. These ambassadors are tasked with cultivating goodwill not only with foreign governments but also with their citizenry. They may, at the Archchancellor’s discretion, assist in the negotiation and drafting of treaties or concordats with their respective hosts.

It falls likewise to the Imperial Legate to ensure that all ambassadors duly advance the Empire’s interests abroad and remain steadfast in the execution of Imperial foreign policy. He and his office shall, moreover, attend the reception of visiting foreign envoys and dignitaries.

THE IMPERIAL MASTER OF THE GAZETTE

The Imperial Master of the Gazette is the second of the five Commissioners of the Chancellery, directly accountable to the Archchancellor and his Vice Chancellor. It is his solemn charge to record, preserve, and publish the decrees, appointments, and proceedings of His Imperial Majesty’s government, ensuring that the will and works of the Crown are rendered faithfully to the realm.

Under the Archchancellor’s authority, he oversees The Imperial Gazette, the official publishing of the Empire, wherein proclamations, notices, and acts of state are made known to the public. His office reports upon all appointments, vacancies, and ordinances of the Crown, and issues public summons or notices as required by the Chancellery.

He is further empowered to appoint and direct chroniclers and reporters to gather accounts from across the vassals, ensuring each publication of the Gazette is accurate, dignified, and true to the Empire’s voice. Through his hand, the history of the realm is ordered, its people informed, and the honor of the Imperial record preserved.

THE IMPERIAL MASTER PHYSICIAN

The Imperial Master Physician is the third Commissioner under the purview of the Archchancellor and his Vice Chancellor. She is entrusted with oversight of all medical practice and instruction within the Empire of Man, ensuring the health of the Emperor’s subjects and maintaining the highest standards of care.

As head of the Imperial College of Medicine, the Master Physician supervises the training, certification, and discipline of all practitioners within the Imperial City and its vassal territories. It is her charge to see that every surgeon and healer under the Imperial Banner performs their duties with skill, decorum, and devotion to the preservation of life.

She is further empowered to appoint physicians, surgeons, and instructors to the College, to establish clinics and infirmaries where needed, and to inspect the standards of medicine practiced across the Emperor’s dominions.
