    LET ALL BE AWARE that on this day, the 6th of Sun’s Smile 1794, the Home Office, in tandem with the Ministry of Civil Affairs, has called for a formal election of all those who reported their candidacies for Lord Mayor of Helena. All those eligible to vote within the City of Helena are entitled to cast their ballot to the Ministry of Civil Affairs. All ineligible votes shall be invalidated. The polls will close in one Saint’s Day.

    In accordance with Section III of the Charter of the City of Helena, in order to be an eligible candidate for Lord Mayor of the City of Helena, the following requirements must be filled:

     

    “Any citizen of Helena above the age of 18, owning property within the city and in good legal standing, may choose to campaign in the quadrennial mayoral election”.

     

    Therefore, the Home Office does hereby open the period of candidacies submissions for the upcoming Municipal Election of 1794. In order to submit a candidacy for Lord Mayor to the Home Office, the following form must be filled by a prospective candidate:

    Members of the City Assembly are tasked with representing the City of Helena and her residents. Each of the seven members of the City Assembly is a representative known as an Alderman. Each Alderman is charged with the duty to faithfully represent the will of his or her constituents by proposing and voting on City legislation. Aldermen are elected every two years by a simple majority of Helena’s citizens, with a term lasting four years. For the primary election cycle, the first, sixth, and seventh seats will be elected and serve their four year tenure. In the secondary election cycle, the second, third, fourth, and fifth seats will be elected to serve their four year tenure. 

     

    An Alderman and the respective seat they hold is determined by the highest number of votes from the citizens of Helena. The following is the current roster of the City Assembly, with seats for re-election in bold:

    The purpose of this announcement is to prepare for the election of candidates for the first, sixth, and seventh seats of the City Assembly of Helena. In order to submit a candidacy for Alderman, the following form must be filled by the candidate meeting the aforementioned requirements:

    • Street Address of the Candidate

     

    For normal citizens, please remember to register for the census as soon as possible in order to be a legal voter for the purposes of this election and all other Imperial elections.     Alderman Falcone: “A newspaper may 'old bias on that'a, which issa' problematic. But perhaps amend an exception: on quotin', in the official debates. Specifically. I don' believe the answer is allowin' them to be slandered an' yelled dishonorable, when that'a is far wrong we'd all concur.”

This'a is similar, in the way of not unrest, an' not illegal folk.     Alderman Falcone: “Stafford an' I debated this already: that'a the instution may be, but the individuals cannot for itta' would be similar to be allowin' that'a in Article 4, or critcizin' clergy members. THissa' is not stoppin' no criticization'a the government: but slander an' further discourgin' 'manifestos.' I will repeat: You may criticize it, but not the individuals. If that'a was about the Empress we'd consider it treason. I don' see 'ow this is different or a problem. People /may still/ talk'a the instution itself: which'a is similar to ye' amendment: but safer, an' avoids slander, manifestos, an' the like.”                                                                                                                                                                              
    Alderman Morgryn: “I believe calling the ARch-Chancellor 'terrible' is not honorable. This Bill will give checks to both the Assembly and Lord Mayor's power as well as permit the Lord Mayor to enact Taxation policies through this Assembly.”

    Alderman Morgryn: “Very well, as stated in line two the Lord Mayor must approve new Taxation, this is due to the Lord Mayor being the natural link between this Assembly and the Clerks, and as such and as such if the Lord Mayor feels a new tax to be excessive they can prohibit it from being passed.”

    Alderman Morgryn: “An interesting point of debate and one I considered while writing this Bill as I stated before the Lord Mayor is the link between the Clerks and this Assembly. In essence they already do have a say as they can communicate that which needs to be communicated to the Lord Mayor who can then communicate it with this Assembly or dissaprove the tax.”                                                                                                                                                                                       
    Alderman O'Rourke: “You have made this point before & I agree. The Lord Mayor does link the Clekrs with this Assembly however, what if the Lord Mayor fails to communicate between both parties or what the Head City Clerk proposes goes against the wishes of the Lord Mayor so they do not bring it up. It would be catastrophic if the voices of the Clerks of Helena do not get a voice, that's why I suggest the Head City Clerk gets a vote on approving all new taxes.”                                                                                                                                            
                                                                                                                                                                        
    Alderman Morgryn: “The Head Clerk is a role approved by both this Assembly and the Lord Mayor and the Lord Mayor has the right to remove the Head Clerk. Not even the Lord Mayor receives a vote on this matter, so why should the Head Clerk? Furthermore the Clerks are not their own branch of government, they are under the office of the Lord Mayor who's head does in fact get a say on the Bill.”                                               
                                                                                                                                                                        
    Alderman Morgryn: “However, if you wish to give them an advisory role, say permit them to give speeches on new taxes, that would be acceptable and would show their input.”

    Alderman Morgryn: “This Act will set precedents for future elections and add a structure that permits members of the Assembly and the Lord Mayor's cabinet to run their own elections with the help of the Ministry of Civil Affairs to ensure the elections are free and fair. Furthermore it shall set precedents for what is to happen when an Alderman is removed from office, so that our number may never dwindle.”

    THE GRAIN DOLE ACT, 1781

    Passed during the 12th Session of the Helena Livery Board


     

    Preamble

    Due to the increase in villainous and demonic activities plaguing the City of Helena the farms of the City have been destroyed. This act has limited the ability to harvest wheat, carrots, and other crops within the City. This bill aims to aid the urban poor of the City of Helena until said farms can be reconstructed and their crops resown.

     

     

     

    Section I: The Purchasing of Foods

     

    • The City of Helena shall receive a fund of no less than 300 minas from the Imperial Treasury

    • The allotted funds are to be received once every two Saints Weeks or sooner

    • The funds are to be used for the purchasing of bread, and only bread, from private companies to be sold at subsidized rates of no more than .1 minas per loaf, to the citizens of Helena

    • The funds shall be received until the farm lands of the City of Helena have been fully reconstructed and its crops ready for harvest

    • The act of purchasing this bread and selling it at a profit shall be condemned as criminal, and the perpetrator shall be fined no less than 300 minas for said act, to be added in addition to the funds given by the Treasury 

     

     

     

    Section II: Government Oversight

     

    • The Lord Mayor and their Cabinet shall be placed in responsibility of this purchase of bread

    • A record of when funds are received and what they are spent on is to be created and kept by the Lord Mayor and shall be viewed by all Livery Masters of Helena when they so wish it

    • Failure to have used the allotted funds to purchase anything other than bread shall be considered an act of corruption and its perpetrator shall be punished as befits the crime

    • Failure to have used the funds to purchase anything shall be seen as an act of neglect and its perpetrator removed from the responsibility of receiving and spending the funds

    • The duty of maintenance to the shop which sells subsidized bread shall also fall upon the Lord Mayor and said shop shall be exempt from taxation unless separate legislation prohibits exemption

    INTRODUCTION

    Pursuant to Section VIII Subsection VII of the Charter of the City of Helena, it is the duty of the Commissioner of Commerce “to keep an updated Registry of all the Livery Members of every Livery Company of Helena”.

     

    Pursuant to Section I of the Charter of the City of Helena, in order to be recognized as a Livery Member in the eyes of the City of Helena Corporation one of the two following criterion must be met:

    • The owner of a business which has submitted its membership to the Commissioner of Commerce indicating what Livery Company he wants to join as a Livery Member.
    • An individual contractor or artisan who, despite not belonging to a multi-person business, provides industry-appropriate labor under the jurisdiction of a Livery Company and who has submitted their membership to the Commissioner of Commerce.

     

    Therefore, the City Government of Helena does hereby create the Municipal Company Registry, a list that contains all the Livery Members of each Livery Company of Helena. This registry is public and all the citizens are able access it in order to to read it whenever they please.


    Note that companies which are listed as inactive must re-register as Livery Members via the form listed below. Their membership is grandfathered in from older Livery Company documents, but must be re-affirmed by re-registering.

     

    This registry was created by: His Excellency, the Minister of the Interior, Edward Galbraith; Mr. George Dubois, Commissioner of Commerce in the Helena Mayoral Council; and Mr. Victor C. Halcourt, a local political scholar and advisor.

    In order to receive the position of Livery Member and all the benefits associated with it, the petitioner id expected to submit their information to the Commissioner of Commerce using the appropriate form.

    The Commissioner of Commerce will then review the membership submission and decide, in accordance with the industry of every livery company, in which of the ten livery companies of Helena this new Livery Member would fit, communicating the decision to the petitioner and updating the registry accordingly. 

     


    BENEFITS of MEMBERSHIP

    Hereafter are the rights prescribed to the Livery Members by the Section I of the Charter of the City of Helena:

    • The right to distribute goods and services as an officially chartered Livery Member in the City of Helena. 
    • The right to bring grievances against other Livery Members to be mediated by their respective Livery Master.
    • The right to bring grievances against other Livery Companies, to be represented by their respective Livery Master.
    • The right to vote in the internal election of their Livery Master.
    • The right to be represented by their Livery Master in the Helena Livery Board.
    • The power to nominate a citizen as candidate for Livery Master in the internal election of their Livery Company.
    • The power to enact a no-confidence vote on their Livery Master to remove him from office, which must be passed with a two-thirds majority of all members. A successful vote of no-confidence implies that a new internal election for Livery Master must be held in that Livery Company by the Commissioner of Elections.
