CANDIDACIES FOR LORD MAYOR OF THE CITY OF HELENA (1794-1798)
Organized in accordance with the City Charter of Helena
In accordance with Section III of the Charter of the City of Helena, in order to be an eligible candidate for Lord Mayor of the City of Helena, the following requirements must be filled:
“Any citizen of Helena above the age of 18, owning property within the city and in good legal standing, may choose to campaign in the quadrennial mayoral election”.
Therefore, the Home Office does hereby open the period of candidacies submissions for the upcoming Municipal Election of 1794. In order to submit a candidacy for Lord Mayor to the Home Office, the following form must be filled by a prospective candidate:

ELECTION FOR THE CITY ASSEMBLY OF HELENA (1790-1794)
Organized in accordance with the City Charter of Helena.
LET ALL BE AWARE that on this day, the 12th of Sun's Smile 1791, the City of Helena Corporation has called for a formal election of all those who reported their candidacies for Seats II, III, IV, and V of the City Assembly of Helena. All those eligible to vote within the City of Helena are entitled to cast their ballot to the Ministry of Civil Affairs. All ineligible votes shall be invalidated. The polls will close in one saint’s day.

CANDIDACIES FOR ALDERMEN OF THE CITY OF HELENA (1790-1794)
Organized in accordance with the City Charter of Helena.
Members of the City Assembly are tasked with representing the City of Helena and her residents. Each of the seven members of the City Assembly is a representative known as an Alderman. Each Alderman is charged with the duty to faithfully represent the will of his or her constituents by proposing and voting on City legislation. Aldermen are elected every two years by a simple majority of Helena’s citizens, with a term lasting four years. For the primary election cycle, the first, sixth, and seventh seats will be elected and serve their four year tenure. In the secondary election cycle, the second, third, fourth, and fifth seats will be elected to serve their four year tenure.
An Alderman and the respective seat they hold is determined by the highest number of votes from the citizens of Helena. The following is the current roster of the City Assembly, with seats for re-election in bold:

The purpose of this announcement is to prepare for the election of candidates for the first, sixth, and seventh seats of the City Assembly of Helena. In order to submit a candidacy for Alderman, the following form must be filled by the candidate meeting the aforementioned requirements:

- Age of the Candidate
- Street Address of the Candidate
For normal citizens, please remember to register for the census as soon as possible in order to be a legal voter for the purposes of this election and all other Imperial elections. The City of Helena will be accepting candidacies for one Saint’s day before proceeding to announce an election.

Alderman Morgryn: “Today, to start, we shall have the Honorable Alderman Maximillian introduce his Tailoring Act, we will then move onto Alderman Falcone's Media, Arts, and Publications Production Deceny Act, then this Honorable Alderman's Electoral and Taxation Acts.”
Alderman Morgryn: “Are there any objections to this docket?”
Alderman Morgryn: “The Honorable Alderman O'Rourke”
Alderman Morgryn: “Would this be the Excomunicado Act?”
Alderman Morgryn: “Sadly this Act violates Standing Order No. 4 And may not be proposed in this session.”
Alderman Morgryn: “Any further objections?”
Alderman Morgryn: “As there are no further objections we shall move onto the first piece of legislation, does the Honorable Alderman Peter Maximillian wish to give a speech in support of their legislation?”
Alderman Morgryn: “The floor is yours.”
Alderman Maximilian: “In order to better facilitate the immigration of people to our great city, we should provide basic clothing in the style of our great Empire. Often people come in with garb that makes them stand out like a sore thumb, by providing them some clothing they will feel more apart of our empire upon immigrating.”
Alderman Morgryn: “Very well, I will now permit three points of debate, do any wish to debate the Bill?”
Alderman Falcone: “I would.”
Alderman Morgryn: “Very well, but I request the Honorable Alderman signal his intent to speak non-verbally, as suggested in Standing Order No. 3. However the floor is yours Alderman Gino Falcone.”
Alderman Falcone: “I think'a it is an offense to say that'a all clothin' issa 'sore thumb.' I myself did immigraate. In addition, this 'ole thin', if I may be frank sounds like a possible scheme. Written in ye' bill y'mentioned 12,000 marks: it seems an edict for launderin'. That is all.”
Alderman Morgryn: “The Honorable gentlemen Peter Maximillian.”
Alderman Maximilian: “Are you truly offended by the fact that some people come in clothing that makes them look like they rolled out of a hut from Kralta? I did not realize your skin was so thin that I had to carefully not insult anyone while crafting legislation.”
Alderman Maximilian: “And to accuse me of baseless laundering is quite silly. I've planned on funding most of this through my private funds anyways.”
Alderman Falcone: “My point wassa' not to take offense but jussa' comment, Mr. Maximilian. I do not 'ave thin skin, but it is worth mentionin' that issa' assumption. Y'bill did not seem to entail the latter: mentionin' most of it bein' managed by the Lord Mayor Dimitri Orlov 'ere.”
Alderman Maximilian: “Because it is the duty of the mayor to run it, but I have offered to use personal funds to get the skins.”
Alderman Falcone: “'Personal funds'. When y'mentioned in the Section 2 of y'bill that all expiditures be managed by Orlov, an' in Section 1 that'a it returns from that Treasury.”
Alderman Maximilian: “It is a total of 20,000. 8,000 Coming from the city, and 12,000 coming from personal funds.”
Alderman Falcone: “Y'bill mentioned that it shouldna' exceed 12,000, I recall in the bill.”
Alderman Maximilian: “It is two seperately established funds, one from the city and one from personal funds. Would you like that clarified in the bill?”
Alderman Falcone: “I would, in fact. I believe I've presented my argument well enough.”
Alderman Morgryn: “Very well, the Bill shall be ammended to clarify a seperate private fund.”
Lord Mayor Orlov: “I must go check on Padraig. Excuse me for interruption.”
Alderman Morgryn: “I will permit two more points of Debate, any who wish to debate please signal so now.”
Alderman Morgryn: “As there are none who wish to speak we will move onto a verbal vote, all in favor please state 'Aye'.”
Alderman Maximilian: “Aye.”

Alderman Morgryn: “Next item on the docket is the Falcone Media, Arts and Publication Production Decency Act, does the Honorable Alderman Gino Falcone wish to give a speech on their legislation?”
Alderman Falcone: “Si. The Deceny Act aims to to discourage an' police minsinformation an' wrong information presented to the general Helena public. Herecy is atta' high an' we must be vigilant durin' this Inferni fiasco. Many'a ye' may be hesitant to even the idea of 'censorship' but it isn': issa' put in /your/ hands. Issa' simply to put the right thins' out an' hopefully lead to less unrest an' wrong people.”
Alderman Morgryn: “Three points of debate shall be permitted on the matter, any who wish to debate please singal so now”
Alderman Morgryn: “The Honorable gentlemen Peter Maximilian.”
Alderman Maximilian: “We should not prevent our artistic communities from having mindless censorship based on the ideals of a city council. As an Imperial Prince, if you make the people fear to even write how will the artists entertain?”
Alderman Maximilian: “You state that we're not allowed to portray necromancers under any circumstance? Why is that?”
Alderman Falcone: “I dislike y'words of 'mindless' censorship. We are at an all time high of the arts community. I believe issa' great thin' like the next man. The bill aims to weed out not art, but manifestos. Against y'self, as a Prince I must ask what ye'd say if there was a public out cry against ye', one puttin' y'and y'peers in the /incorrect/ light. There's'a no reason we shouldn' take responsibility an' stop that. It isn' stoppin' art, 'owever. A year ago there was a public letter: one to His Holiness. It was... ungodly, an' 'm sure we've all 'eard of it by now: the homosexual woman. It created unrest, misinformation, an' was herecy. I don' see why any of us would protest puttin' somethin' like that'a to an end.”
Alderman Falcone: “As for necromancy... issa' quite the dark subject, si? Isn' decent for the public eye.”
Alderman Maximilian: “If someone put me in an incorrect light, I will have my actions to justify my behavior. I do not need to prevent criticism of my character to prove that my character is solid. If one fears criticism, it means they have something to fear.”
Alderman Maximilian: “I do not think we should prevent public knowledge of these dark beasts because all that does is surround them in conspiracy and disinformation. By allowing our artists to showcase these evil parts of society, we can be more vigiliant to signs of them.”
Alderman Falcone: �It is a risk, an' in the past thins' like this 'ave not led to knowledge, but fear an' those 'o don't comply. Those 'o become one'a the ones we must protect our majority from. I am not stoppin' those from speakin': but allowin' theme to mass distribute these, these wrong ideas, I believe issa' our responsibility to stop it. Similarly 'ow one may not talk excessive ill of the Empress: no one 'as ever protested that, an' it 'as given us the ability to prosecute those bastard-like people.”
Alderman Morgryn: “Order”
Alderman Morgryn: “I believe a better term can be found than 'bastard-like', one lacking explatives.”
Alderman Morgryn: “Now please, continue, and try to avoid explatives”
Alderman Falcone: “Apologies. ..Mutinous folk.”
Alderman Maximilian: “You say a risk for those who don't comply, but is that not what this whole legislation is about? Those who do not comply with the ideals you hold, should not have the ability to speak?”
Alderman Maximilian: “Slander is already written into our legal system, we do not need to embolden it so you can protect dark magicians.”
Alderman Falcone: “Not my personal ideals. But this issa deeper form'a avoidin' slander. The ideals'a the Empire. We 'ave plenty of laws on 'ow you're.... expected to be, why should it be able to be portrayed? Why should it give people the ability to follow suite? Arts are not meant 'as t reason, for treason. I don' believe that. Issa' very simply to alleviaate the thins' none of us were a'right with in the first place, si?”
Alderman Falcone: “If we let everyone speak, we let a lot of wrongdoers speak.”
Alderman Maximilian: “The arts are there to entertain and to inform us, by censoring them needlessly, we just protect people from criticism. I have faith in our systems and our Empire, let it be criticized by our artists. This legislation serves to stifle the ability of our artists to produce good artwork.”
Alderman Falcone: “It is not needless, y'ave not, I believe, explained 'ow so. Good Artwork can easily be produced without, say, slanderin' the Church, or slanderin' you. It is not to stifle, but to protect, an' keep the right information in the majority. Y'mentioned entertainment: entertainment issa' not illegal. Entertainment issa' not... a manifesto, treason, slander. Issa' our responsibility to keep it decent. As for stiflin' news: it's the opposite. I wrote, if ye' recall or 'ave the parchment on hand that'a court hearins' may not be reported until a rulin'. Issa' to avoid bias, misinformation. I don' think'a any of us would disagree with that. It's in Section one, 6.01.”
Alderman Morgryn: “I request the Honorable Gentlemen seek to wrap up their debate, there are other points to discuss and othern legislation to debate on.”
Alderman Morgryn: “Does the Honorable gentlemen Peter Maximilian wish to give a closing statement, or propose an ammendment to the Act?”
Alderman Maximilian: “I think everyone should think long and hard about the implications of this bill and the way it will be abused by those currently in power. That is all.”
Alderman Morgryn: “Very well, we shall move onto the next point of debate, any who wish to speak please indicate so now.”
Alderman Falcone: “It may not'a be abused: it is democratic, the approval system. If I may speak in'a one final moment: issa' for precaution, safety, an' the right information. Not stiflin.”
Alderman Falcone: “Safety.”
Alderman Morgryn: “The honorable gentlemn Matthias Stafford.”
Alderman Stafford: “In spirit, my right honorable friend, mister falcone, has the right of conscience behind him. His provisoin section one, article four, for instance, is eminenctly sensible.”
Alderman Stafford: “No man of honor would smear our beloved sovereigns, or tolerate such in others.”
Alderman Stafford: “However, there are points on which this legislation strays from the path of ordered sense.”
Alderman Stafford: “I propose that this act be amended concerning section 1, article 3, and section 1, article 7, lines c and d - concerning works on the imperial diet, and the mentioning of the black arts.”
Alderman Stafford: “While slanderous or seditious remarks on any individual in the diet should be prosecutable, to critcise the body is no dishonor. Indeed, for centuries our people went with no diet at all.”
Alderman Stafford: “And on the second point, there ought to be no restriction on mentioning the black arts so long as that mention is in condemnation.”
Alderman Stafford: “If there matters are amended, I am resolved to support the legislation.”
Alderman Morgryn: “The Honorable Gentlemen Gino Falcone”
Alderman Falcone: “Issa' similar vein: section 1, article 3: bein' that'a similarly it issa' dishonorable to misrepresent. We 'ave passed our government, an' the Empire views it 'as such: honorable. Similarly to peerage. Y'second point, I do not disagree with. As long as it is condemnatio

Alderman Stafford: “I am pleased my right honorable friend agrees on the second point. An amendment allowing for the mention of those arts, so long as it is critical, should be provided without delay.”
Alderman Stafford: “On the first, however, my honorable friend mister falcone must be clear. Are we to take it that any criticism of the diet, even from the perspective of favoring our sovereign or the peerage, should be criminalized?”
Alderman Stafford: “I believe not. We must amend this section to provide for criticism, but only of the institution, not its personal members.”
Alderman Falcone: “No, that'a was not the intent. Perhaps it better be clarified in more... understandable terms.”
Alderman Stafford: “Then we should agree to amend the act accordingly. Mister speaker?”
Alderman Morgryn: “Aye, to what wording will you ammend the Act, Alderman Falcone?”
Alderman Falcone: “'No work, that it be fictional, historical or contemporary may misrepresent /individuals/ of the Imperial Diet, or other governmental agencies and sects in a wrong or dishonorable light.' That'a should be the amendment for ye' first point...”
Alderman Falcone: “THat should'a be the amendment for ye' first point in Section 1, article 3. As for ye' second proposed amendment in Section 1, article 7, lines c and d: 'The undead, reference to them may be portrayed in any media: granted that it is critical.' And d: 'Necromancy may also be portrayed critically.'”
Alderman Morgryn: “Excellent, one final point of debate shall be permitted, if any wish to speak please state so now.”
Alderman Morgryn: “I will in that case take the last point of debate. My only issue with this legislation is the use of the word 'dishonorable' in Section I, Article 3, Line A. I believe one should be allowed to criticize public officials, but not slander them.”
Alderman Morgryn: “I propose the word is removed so that one might criticize government officials and members of the Diety.”
Alderman Falcone: “They are elected, or hired officials Doctor. Y'do not disagree on that'a same phrasin in Article 2. Both are official parties. Safford made a similar point on'a that'a 'ere, an' I spoke earlier: It is to avoid manifestos and unrest, slander, or treason.”
Alderman Morgryn: “I believe slander and treason should be avoided aye, but with this article you'd prohibit news papers from reporting on Debates, as the likelihood of crticization of government is high.”
Alderman Falcone: “A newspaper may 'old bias on that'a, which issa' problematic. But perhaps amend an exception: on quotin', in the official debates. Specifically. I don' believe the answer is allowin' them to be slandered an' yelled dishonorable, when that'a is far wrong we'd all concur.”
Alderman Morgryn: “Aye and as I've said I agree there should be no slander, but not being permitted to hold someone in a 'dishonorbale' light can prevent criticism of the government, which I believe is necessary in our society.”
Alderman Falcone: “We 'ave already amended it such as it issa' individuals: similarly 'ow one may /already/ not 'old pagan views on the Church, 'ow one may /already/ not slander the Empress. This'a is similar, in the way of not unrest, an' not illegal folk. It translates through Article 4.”
Alderman Morgryn: “I must say I am a bit confused by what you mean, I simply wish the word dishonorable be removed or changed.”
Alderman Falcone: “It issa' similar to not criticizin' people we already may not. The point issa' to avoid unrest, an' we've already amended that criticization of the institution itself issa' possible: I cannot change that'a because it would fundamentally be removin' the article, si? I don' see ye' problem, frankly.”
Alderman Morgryn: “My problem is simply I believe we would not be able to hold individual members of the government to criticism with the word 'dishonorable', if we are permitted to criticize individual members of government for their actions then I have no problem with this bill.”
Alderman Falcone: “Stafford an' I debated this already: that'a the instution may be, but the individuals cannot for itta' would be similar to be allowin' that'a in Article 4, or critcizin' clergy members. THissa' is not stoppin' no criticization'a the government: but slander an' further discourgin' 'manifestos.' Y'can still criticize the government, what y'want is the article to be removed all together it appears.”
Alderman Morgryn: “I feel we're going in circles to make it clear I think Article 4 is perfectly fine, however government officials should be allowed to be criticized. I simply wish to remove the word dishonorable from the Article.”
Alderman Morgryn: “An alternative would be to add the line 'the criticization of government officials is permitted so long as it is done in a honorable fashion'.”
Alderman Falcone: “That'a contridicts what earlier Stafford an' I did. It practically removes the part: which isa' avoidin' slander an' milder treason, unrest, against our government. I will repeat: You may criticize it, but not the individuals. For safety, for little bias, slander.”
Alderman Morgryn: “Then let me ask you, would a newspaper be able to criticize and official but not state their name?”
Alderman Falcone: “That'a would be a loophole atta best. It would be similar to be allowin' Article 4, which I don' see ye' 'aving a problem with: however both hold power, and both are important.”
Alderman Morgryn: “I disagree that the two are similar. How about instead this line is added 'criticization of elected or appointed officials is permitted so long as it is done in an honorable light'.”
Alderman Morgryn: “This still maintains and does not degrade aspects of Article 4, it specifically targets elected and appointed officials rather than the broader term 'government officials'.”
Alderman Falcone: “I believe that'a that would be givin' unecessary freedom when'a the institution issa' already able to be criticized. That'a was a compromise that wassa' made. They 'ave the same wordin': Article 2, and 3. It'a would be allowin' one to possibly say 'Archchancellor Elendil-Stahl is terrible, deserves outta office, and is wrong, you should dislike him.' If that'a was about the Empress we'd consider it treason. I don' see 'ow this is different or a problem. People /may still/ talk'a the instution itself: which'a is similar to ye' amendment: but safer, an' avoids slander, manifestos, an' the like.”
Alderman Morgryn: “I believe calling the ARch-Chancellor 'terrible' is not honorable. That and the Arch-chancellor is below the Empress, they are not the same.”
Alderman Morgryn: “However for the sake of time I will request we wrap up our statements.”
Alderman Falcone: “But they are both in 'igh power an' lead our country. I agree.”
Alderman Morgryn: “I simply ask that an ammendment be made for the criticization of appointed and elected officials in an honorable light, not the Empress, not the Clergy, not even the Royal Family, just elected and appointed officials.”
Alderman Morgryn: “I cannot in good mind vote for this Act in it's current state, we must be allowed to criticize members of the government.”
Alderman Falcone: “Yet'a the others are also in the public an' in power: I don' see 'ow this'a is different. Issa' similarly high risk, and we 'ad a compromise with the previous amendment.*”
Alderman Morgryn: “The Honorable Gentlemen Matthias Stafford”
Alderman Stafford: “My right honorable friend mister falcone, may wish to provide clarity on a certain matter.”
Alderman Stafford: “In the course of politics among elected or even appointed officials, these or their representatives may criticize one another in the public square - and this may not always fall in the realm of dishonor.”
Alderman Stafford: “For instance, I do not think my honorable friend would contest that his excellency, the arch-chancellor, or his party's representatives should be criminalized for criticizing the opposition.”
Alderman Stafford: “In this context, whereby parties and their platforms may be criticized, I take the honorable Alderman Morgryn's point. However, I will maintain my position of support for this act.”
Alderman Morgryn: “I agree, how about instead we include a line stating 'critcism is allowed so long as it is for their party, not the individual themselves'.”
Alderman Falcone: “As in sayin' something of the Josephites but'a not those inside?”
Alderman Morgryn: “Exactly, or even an Independent party.”
Alderman Morgryn: “Even broad criticism would suffice, instead of targeted criticism.”
Alderman Falcone: “It woulda' 'ave to remain fool proof on bein' a loophole for jussa' not mentionin' names but connotation of names, but I will concur on that'a.”
Alderman Morgryn: “Then lets put in a line stating 'broad criticism of parties is permitted so long as it is done in an honorable context'.”
Alderman Falcone: “And constructively.”
Alderman Morgryn: “Then we're agreed the line should be added very well the point of debate is closed, we will now commence with voting on the Act.”

Alderman Morgryn: “The motion is seconded, the legislation is tabled.”
Alderman Morgryn: “Due to the lack of the Lord Mayor we will not have a Lord Mayor's question time.”
Alderman Morgryn: “As such I officially call the first meeting of the Second City Assembly to a close.”

Alderman Morgryn: “However first I wish to make an announcement as Speaker of the City Assembly I reserve the right to name a Deputy, as such I have elected to name Alderman O'Rourke as my Deputy Speaker, to serve when I am absent.”
Home Secretary O'Rourke: “For now I can speak for the Mayoral Office.”
Alderman Morgryn: “With that settled we shall move onto the first piece of Legislation: The Excomunicado Act Would the Lord Mayor a representative for the Lord Mayor like to give a speach in support of their Bill.”

Home Secretary O'Rourke: “The Excommunicato Act, as named by the Lord Mayor is an act with the goal of providing new jobs to citizens of Helena as well as seeking to alleviate the problem imposed by not only legal but also social repercussions against criminals within our community.”

Alderman Morgryn: “This Taxation Act seeks to bring the power of Taxation to this Assembly, to this legislature, and as such permit the people to have some say in Taxation. This Bill will give checks to both the Assembly and Lord Mayor's power as well as permit the Lord Mayor to enact Taxation policies through this Assembly.”
Alderman Morgryn: “Two points of debate shall be permitted on this Act, any Alderman who wish to speak may rise from their chair to indicate so.”

Alderman D'Amato: “Would you mind if you elaborate more on these checks and how exactly they will permit the Lord Mayor to enact these policies?”
Alderman Morgryn: “Very well, as stated in line two the Lord Mayor must approve new Taxation, this is due to the Lord Mayor being the natural link between this Assembly and the Clerks, and as such and as such if the Lord Mayor feels a new tax to be excessive they can prohibit it from being passed.”
Alderman D'Amato: “Grazie, that is all.”
Alderman Morgryn: “Very well, one more point of debate shall be permitted, any Aldermen who wish to speak may rise to indicate so.”

Alderman O'Rourke: “In Section One, it is mentioned that all taxes must be approved by the Lord Mayor & Ministry of the Treasury. I request that perhaps the Head City Clerk should have some say in this as they are the one who manages the Clerks of this city that collect the taxes & etc.”
Alderman Morgryn: “An interesting point of debate and one I considered while writing this Bill as I stated before the Lord Mayor is the link between the Clerks and this Assembly. In essence they already do have a say as they can communicate that which needs to be communicated to the Lord Mayor who can then communicate it with this Assembly or dissaprove the tax.”
Alderman O'Rourke: “You have made this point before & I agree. The Lord Mayor does link the Clekrs with this Assembly however, what if the Lord Mayor fails to communicate between both parties or what the Head City Clerk proposes goes against the wishes of the Lord Mayor so they do not bring it up. It would be catastrophic if the voices of the Clerks of Helena do not get a voice, that's why I suggest the Head City Clerk gets a vote on approving all new taxes.”
Alderman Morgryn: “The Head Clerk is a role approved by both this Assembly and the Lord Mayor and the Lord Mayor has the right to remove the Head Clerk. Not even the Lord Mayor receives a vote on this matter, so why should the Head Clerk? Furthermore the Clerks are not their own branch of government, they are under the office of the Lord Mayor who's head does in fact get a say on the Bill.”
Alderman Morgryn: “However, if you wish to give them an advisory role, say permit them to give speeches on new taxes, that would be acceptable and would show their input.”
Alderman O'Rourke: “That is what I wish, thank you”
Alderman Morgryn: “Very well, a line shall be added saying 'the Head Clerk shall be permitted to give a speech in favor of or against any new taxation' is this suitable, Alderman O'Rourke?”
Alderman O'Rourke: “It is, thank you again Alderman Morgryn.”
Alderman Morgryn: “Excellent, as that was the final point of debate we shall move onto the next piece of legislation: The Electoral Act, as this will be presented by myself I shall give a speech in favor of it.”
Alderman Morgryn: “This Act will set precedents for future elections and add a structure that permits members of the Assembly and the Lord Mayor's cabinet to run their own elections with the help of the Ministry of Civil Affairs to ensure the elections are free and fair. Furthermore it shall set precedents for what is to happen when an Alderman is removed from office, so that our number may never dwindle.”

ACT OF THE HELENA LIVERY BOARD
THE GRAIN DOLE ACT, 1781
Passed during the 12th Session of the Helena Livery Board
Preamble
Due to the increase in villainous and demonic activities plaguing the City of Helena the farms of the City have been destroyed. This act has limited the ability to harvest wheat, carrots, and other crops within the City. This bill aims to aid the urban poor of the City of Helena until said farms can be reconstructed and their crops resown.
Section I: The Purchasing of Foods

The City of Helena shall receive a fund of no less than 300 minas from the Imperial Treasury

The allotted funds are to be received once every two Saints Weeks or sooner
-
The funds are to be used for the purchasing of bread, and only bread, from private companies to be sold at subsidized rates of no more than .1 minas per loaf, to the citizens of Helena
-
The funds shall be received until the farm lands of the City of Helena have been fully reconstructed and its crops ready for harvest
-
The act of purchasing this bread and selling it at a profit shall be condemned as criminal, and the perpetrator shall be fined no less than 300 minas for said act, to be added in addition to the funds given by the Treasury
Section II: Government Oversight

The Lord Mayor and their Cabinet shall be placed in responsibility of this purchase of bread

A record of when funds are received and what they are spent on is to be created and kept by the Lord Mayor and shall be viewed by all Livery Masters of Helena when they so wish it

Failure to have used the allotted funds to purchase anything other than bread shall be considered an act of corruption and its perpetrator shall be punished as befits the crime
-
Failure to have used the funds to purchase anything shall be seen as an act of neglect and its perpetrator removed from the responsibility of receiving and spending the funds

The duty of maintenance to the shop which sells subsidized bread shall also fall upon the Lord Mayor and said shop shall be exempt from taxation unless separate legislation prohibits exemption

CANDIDACIES FOR LIVERY MASTERS OF HELENA (1780-1784)
Organized in accordance with the City Charter of Helena
The Masters of the Livery Companies of Helena, also known as the Livery Masters, are the leaders of each of the ten official guilds that exist in the Imperial City of Helena.
Together, these Livery Masters form the Livery Board. This is the legislative branch or city council of Helena.
The Municipal Company Registry contains a list of all the Company Members of each Livery Company of Helena.
Pursuant to Section I of the Charter of the City of Helena, it is a power of each owner of a Company Member “to unilaterally nominate a candidate for Master of their Livery Company of Helena”.
Therefore, the Helena City Government does hereby open the period of candidacies submissions for the upcoming Municipal Election of 1780. In order to submit a candidacy for Livery Master to the Ministry of the Interior, the following form must be filled by a Company Member:- Name of the Company Member and of its Owner:

THE MUNICIPAL COMPANY REGISTRY
Authorized by the City of Helena Corporation on 13th of Godfrey’s Triumph, 1779.
INTRODUCTION
Pursuant to Section VIII Subsection VII of the Charter of the City of Helena, it is the duty of the Commissioner of Commerce “to keep an updated Registry of all the Livery Members of every Livery Company of Helena”.
Pursuant to Section I of the Charter of the City of Helena, in order to be recognized as a Livery Member in the eyes of the City of Helena Corporation one of the two following criterion must be met:
- The owner of a business which has submitted its membership to the Commissioner of Commerce indicating what Livery Company he wants to join as a Livery Member.
- An individual contractor or artisan who, despite not belonging to a multi-person business, provides industry-appropriate labor under the jurisdiction of a Livery Company and who has submitted their membership to the Commissioner of Commerce.
Therefore, the City Government of Helena does hereby create the Municipal Company Registry, a list that contains all the Livery Members of each Livery Company of Helena. This registry is public and all the citizens are able access it in order to to read it whenever they please.
Note that companies which are listed as inactive must re-register as Livery Members via the form listed below. Their membership is grandfathered in from older Livery Company documents, but must be re-affirmed by re-registering.This registry was created by: His Excellency, the Minister of the Interior, Edward Galbraith; Mr. George Dubois, Commissioner of Commerce in the Helena Mayoral Council; and Mr. Victor C. Halcourt, a local political scholar and advisor.

The Commissioner of Commerce will then review the membership submission and decide, in accordance with the industry of every livery company, in which of the ten livery companies of Helena this new Livery Member would fit, communicating the decision to the petitioner and updating the registry accordingly.
BENEFITS of MEMBERSHIPHereafter are the rights prescribed to the Livery Members by the Section I of the Charter of the City of Helena:
- The right to distribute goods and services as an officially chartered Livery Member in the City of Helena.
- The right to bring grievances against other Livery Members to be mediated by their respective Livery Master.
- The right to bring grievances against other Livery Companies, to be represented by their respective Livery Master.
- The right to vote in the internal election of their Livery Master.
- The right to be represented by their Livery Master in the Helena Livery Board.
- The power to nominate a citizen as candidate for Livery Master in the internal election of their Livery Company.
- The power to enact a no-confidence vote on their Livery Master to remove him from office, which must be passed with a two-thirds majority of all members. A successful vote of no-confidence implies that a new internal election for Livery Master must be held in that Livery Company by the Commissioner of Elections.

Organized in accordance with the City Charter of Helena.
LET ALL BE AWARE that on this day, the 6th of Sun’s Smile 1794, the Home Office, in tandem with the Ministry of Civil Affairs, has called for a formal election of all those who reported their candidacies for Lord Mayor of Helena. All those eligible to vote within the City of Helena are entitled to cast their ballot to the Ministry of Civil Affairs. All ineligible votes shall be invalidated. The polls will close in one Saint’s Day.
