  1. ACT OF THE HELENA LIVERY BOARD THE GRAIN-DOLE ACT 1781 Proposed in a Session of the Helena Livery Board Written by the MASTER OF BARBERS AND SURGEONS The Honorable, Doctor Desmond Morgryn Preamble Due to the increase in villainous and demonic activities plaguing the City of Helena the farms of the City have been destroyed. This act has limited the ability to harvest wheat, carrots, and other crops within the City. This bill aims to aid the urban poor of the City of Helena until said farms can be reconstructed and their crops resown. Section I: The Purchasing of Foods The City Government of Helena shall receive a fund of no less than 300 Marks from the Imperial Treasury. The allotted funds are to be received once every two saints weeks or sooner. The funds are to be exclusively used for the purchasing of bread from private companies to be sold at subsidized rates of no more than 0.1 Marks per loaf, to the citizens of Helena. The funds shall be received immediately, until the farm lands of the City of Helena have been fully reconstructed and its crops ready for harvest. The act of purchasing this bread and selling it at a profit shall be condemned as criminal in accordance with the imperial law, and the perpetrator shall be fined no less than 300 Marks for said act. Section II: Government Oversight The Lord Mayor and his Council shall be placed in responsibility of this purchase of bread. A record of when funds are received and what they are spent on is to be created and kept by the Lord Mayor and shall be viewed by the Masters of the Livery Companies of Helena whenever they wish it. The duty of maintenance to the shop which sells subsidized bread shall also fall upon the Lord Mayor and said shop shall be exempt from taxation unless separate legislation prohibits exemption.   3. 12th Helena Livery Board, 1780-1784 Having been elected as Livery Speaker by majority vote of the Masters of the Livery Companies of Helena, Master Victor C. Halcourt takes the stand. As the Livery Masters and the Mayoral Council members find their seats in Varoche Hall, he begins at once. “Honorable Colleagues, Today we shall call to order the first sitting of the Helena Livery Board for the mayoral term 1780-1784. I shall now commence with the roll.” A clerk walks with his head lowered towards the Livery Speaker, providing him a scroll with the names of the attendees. He begins to recite each of the names of the Livery Masters in order of precedence: “Master Kinsrell Commandore of the Honorable Company of Mercers @Slapacookie Master Alpha Carrington of the Honorable Company of Vintners, Brewers and Innkeepers @Merqurie Master Thaliet Sommers of the Honorable Company of Ironmongers, Blacksmiths and Founders @Archangelic Master Annabelle Kelmenour of the Honorable Company of Grocers and Cooks @audyush Master Dmitri Orlov of the Honorable Company of Tylers, Bricklayers and Paviors @BogsBinny Master Desmond Morgryn of the Honorable Company of Barbers and Surgeons @jmeatball Master Thomas Aquinas of the Honorable Company of Drapers and Haberdashers @Thomas Aquinas Master Victor C. Once all were ready, they collectively spoke: ”I swear to be true to the Emperor and the realm and not to maintain silence about any evil that I may know which is being contemplated against them. I swear to work tirelessly to the betterment of the Empire and the Orenian people that comprise it. I swear also not to eat or drink with traitors and not to have anything in common with them, and always to defend the honor of the gentlemen I serve. This I swear by the Holy Scrolls.” Once the oath was concluded, all the Livery Masters returned to their seats - except for the Livery Speaker, who then opened the floor to the business of the Helena Livery Board.   4. RESULTS OF THE HELENA MAYORAL ELECTION (1780-1784) Est. 1780 Lo and behold for the City of Helena is glorious! A new Lord Mayor, Achille Nicéphore, has been elected to a term of four years. He succeeds the Hon. Elene Komnenos, who chose not to seek re-election. The Mayor Elect will take the Oath of Office in a saint day in Varoche Hall, where his mayoral inauguration will be held. He will be asked before the Minister of the Interior to swear with his left hand on a copy of the Holy Scrolls of the Canon and his right hand raised the following compromise before the people of Helena: “I, <Name>, do solemnly swear that I will faithfully execute the Office of Lord Mayor of the City of Helena, and will to the best of my ability, preserve, protect and defend the Charter of the City of Helena, with obedience to the Minister of the Interior and with loyalty to the Emperor. The office comes with an expansive number of powers, and with it an immense responsibility for the everyday governing of the city”. CANDIDACIES FOR LORD MAYOR OF THE CITY OF HELENA (1780-1784) Organized in accordance with the City Charter of Helena The Masters of the Livery Companies of Helena, also known as the Livery Masters, are the leaders of each of the ten official guilds that exist in the Imperial City of Helena. Pursuant to Section II of the Charter of the City of Helena, it is a power of each Livery Master “to unilaterally nominate a candidate for Lord Mayor of Helena on behalf of his Livery Company”. In accordance to Section VI of the Charter of the City of Helena, in order to be nominated as candidate for Lord Mayor of the City of Helena, the following requirements must be filled: The citizen must be above the age of 18 The citizen must reside in the Imperial City of Helena Therefore, the Ministry of the Interior does hereby open the period of candidacies submissions for the upcoming Municipal Election of 1780. In order to submit a candidacy for Lord Mayor to the Ministry of the Interior, the following form must be filled by a Livery Master: Name of the Livery Company and of its Master: Full Name of the Mayoral Candidate: Age of the Mayoral Candidate: Street Address of the Mayoral Candidate: For normal citizens, please remember to register for the census as soon as possible in order to be a legal voter for the purposes of this election and all other Imperial elections.
