ARTICLE I: SOVEREIGNTY
I. The Grand Kingdom of Urguan and the Serene State of Lurin, hereby referred to as The Signatories, agree to recognise the autonomy and right to rule of each respective domain.
ARTICLE II: NON-AGGRESSION
I. The Signatories agree to not take any aggression/military action against each other in any form.
II. Within this, the right to free movement of citizens between the signatories is included.
ARTICLE III: TRADE
I. The signatories entitle each other to one shop or stall in each other’s capital market, free of tax to encourage trade, as well as ensure the free movement of people between one another’s territory.
II. For a merchant to claim the stall or shop in a respective capital’s market, a merchant must inform the respective authority of that nation & is required to inform the diplomatic representative of the countersignatory nation.
A. Urguan’s merchant stall in Lurin will be entitled to a forge, which will be formally owned by the Workers Guild of Urguan.
III. The Signatories shall establish a resource trade between each other, with Urguan exchanging daemonsteel for iron in a one-to-one ratio with Lurin, and leather for iron in a three-to-one ratio.
ARTICLE IV: EXTRADITION
I. The signatories agree to a mutual extradition clause, in which a citizen from either Nation, having reasonable justification for an arrest, may be apprehended and passed over to the Courts of the Land in which their crime took place.
II. In such cases as these, an Extradition Request by the Judicial representatives of the state of the first part must be presented to the Monarch or Government of the second part for approval.
III. Legal Defense for the defendant may be given by Judicial representatives of the Nation from which the citizen/subject hails from.
ARTICLE VI: DURATION
I. The signatories agree that this treaty shall last for a duration of TEN years.
II. In the case that any of the signatories wish to make amendments to this treaty in the future, they are to consult with the others and discuss credible changes, lest the agreement mutually dissolve.
III. At the conclusion of the treaty’s duration, the signatories may request an extension, to be considered jointly, if found beneficial to both parties.

II. The signatories agree to settle any dispute between them or in which they may be involved through diplomatic means in such a manner that this alliance and the laws of the signatories are not endangered.
III. The signatories agree to consult together whenever, in the opinion of either of them, the territorial integrity, political independence or security of the signatories is threatened.
IV. The signatories reserve the right to expand this defensive pact into a full military alliance whenever deemed favourable by both parties.
V. The signatories agree that neither side will be asked to join into any currently ongoing conflicts which were in effect prior to the signing of this pact.
ARTICLE IV: TRADE

The state of the Grand Kingdom is in constant flux, as many new developments are constantly taking place. The Grand Kingdom seeks to inform its populace of the many changes that have occurred.
ECONOMY
ᛖᚲᛟᚾᛟᛗᛁCurrently, the economy of the Grand Kingdom is performing well, expansions are planned into the neighbouring midland tiles in order to establish an industry of animal husbandry which is very in demand realm-wide. The purchase of this land will offset the current treasury a substantial proportion of its current reserves, but the Grand Kingdom anticipates a great return on investment from said investment. The purchase of this land however has been delayed by the red-monks.
DIAMONDS
ᛞᛟᚨᛗᛟᚾᛞᛊThere has been some disagreement over the inaccessibility of the diamond mines, due to the gates of Dol’Vekaan being shut down. To provide access to these mines, a tunnel has been constructed from the main central mine to the diamond mines. Currently, this tunnel shall be accessible to all citizens, until further notice or necessity.
As a side note, a discussion will be held with the Paladins to construct a proper and accessible path for them.
ON VARIOUS TURMOILS
ᛟᚾ ᚢᚨᚱᛁᛟᚢᛊ ᛏᚢᚱᛗᛟᛁᛚᛊRegarding The Elves
Recently, our dwarven warriors managed to successfully raid the capital of the vale, in a battle of 170 dwarves versus 230 enemies, with our side only taking a loss of 10 dwarves.
Before this victory, a small number of elves were rounded up and ransomed off, however, due to an erroneous missive, that's now been corrected, many were led to believe that the dwarves engaged in slavery.
Currently, to the best of The Grand Kingdom’s knowledge, no elves were sold into slavery, nor are any being held captive. Slavery is strictly forbidden not only by our mortal laws but also because it goes against everything the dwarves stand for and believe in.
Thus, regardless of the facts of the situation that no elf was slaved, The Grand Kingdom will launch three investigations into the Frostbeard clan, one by the High Courts, one by da Kirkja Dverga, and lastly an internal one by Garrond Frostbeard, the former clan father of the Frostbeards who has sworn oaths to uphold the rule of law. Since the crime of slavery is one taken with utmost seriousness by the Kingdom, even a spark of it must be snuffed out.
Regarding Kinsalying
The dwarf Vithor Frostbeard has been discovered to have attempted to kinslay a dwedki, with various witnesses to testify. As such he will be summoned to the High Courts for trial, with further information to be provided by the Lord Justicar.
The Blackhand kinslayers are still at large, with investigations ongoing into their whereabouts. If anything is known, please report the information to the Lord Justicar or your local legion officer.
Regarding Miscegenation
The Frostbeard's escapades in the city of Sakuragakure of Nor’asath have also raised concerns for both the Grand Kingdom and the Clergy, as Miscegenation of dwarves and non-dwarves is strictly forbidden. Thus once more, a three-way investigation will be conducted into this matter.
DIPLOMACY
ᛞᛁᛈᛚᛟᛗᚨᚲᛁRecently the Grand Kingdom of Urguan has made a pact with the Kingdom of Balian, and is reaching out to other friendly nations. In addition to this, The Grand Kingdom has struck a friendship with the Glade of Hileia.
More diplomatic relations are expected to be established soon.
CONFLICT
ᚲᛟᚾᚠᛚᛁᚲᛏThe conflict between Urguan and Norland continues. We have taken a few minor losses in some skirmishes, but our warriors had conducted a grand battle in which the King of Norland was captured, brought to trial and his hands were removed.
The recent victory over the vale also greatly decreases our burden of resource production, though their armour will need to be smelted down to properly refine it, and to make dwarven fitting armour.

I.A. The Principality of Talar’nor may honour its previous agreements and pacts, should the condition for their involvement be met.
II. Within this, are included a mutual extradition clause, and free movement.
ARTICLE III: RECOMPENSE
I. For the infringement of Talar’Nor’s sovereignty, The Grand Kingdom of Urguan will pay a compensation of 350 mina.
II. 1 bundle of leather will be given to the Principality of Talar’nor, to compensate for lost cattle.
III 1 bundle of netherite will be given to the Principality of Talar’nor, to compensate for lost objects of the citizenry.
ARTICLE IV: MINING
I. One elf of the Talar’nor’s choosing will receive access to the dwarven netherite mines, for the duration of this pact.
I.A. Dwarven miners however receive priority for gathering the resource.

The Seed From Norland’s Ash
ᛒᚨᛏᛏᛚᛖ ᛟᚠ ᚦᛖ ᚺᚨᛚᚠ ᚾᚨᚲᛖᛞ ᛞᚹᚨᚱᚢᛖᛊSpoilerAs the sun rose over the mountains, a loud warhorn sounded within the halls of Urguan. The sound of metal boots filled the air as the dwarves rallied in a singular force of 270 battle-hardened dwarves. The dwarven war party, led by Vithar Frostbeard, swiftly pushed to the backside of the city, holding the gate as Norland rallied 260 men to defend the city of Vjardengrad. Norlanders possessed the defensive advantage behind their dull grey walls, and the raid ladders made from imported elven plywood splintered under the dwarven girth, leaving the dwarves with no easy way to penetrate the city.
After waiting in tense inaction, the Norlandic forces pushed against the Urguani party, though this was a deadly blow as two Norlandic leaders fell to dwarven blades, which struck fear into hearts, making them call for retreat. The warriors continued to skirmish, when a member of the Urguanian forces, Donny af Don, found a secret passageway in the sewers of Vjardengrad and allowed the entire Dwarven party through.
What ensued was a great slaughter. The Norlandic force, supposedly led by a boy, quickly fell to dwarven blades where they stood, littering the ground with pools of blood. After the fight ended and the remaining Norlanders fled, no dwarf was left harmed by the push.
Before the Urguanian forces departed, seeds of the sacred Ash Tree were taken, to ensure when the Norlandic city is reduced to ash, the culture is preserved.

Battle of the Half Naked Dwarves

Today, a few moments before this missive, the combined forces of Adria and Norland rallied together to pillage Urguan with a force of 300 people.
Urguan was having a peaceful day, and when they saw the encroaching aggressors upon them, they sighed and tightened their belts.
Even though only around half the dwarven people had any armour, some not even sporting boots nor leggings, the dwarves of Urguan handily repelled the attackers. The enemies stood upon our cliffs while they were flanked from the front and back by the dwarves.

ECONOMY
ᛖᚲᛟᚾᛟᛗᛁThe Kingdom has paid its outstanding debts, meaning now there is no weight holding it back. Soon after the debt was lifted, the Kingdom’s treasury increased by 2000 mina, to further boost its economy, the Grand King shall personally hold an auction in the coming stone days, the details of which will be sent in a separate missive.
LEGION
ᛚᛖᚷᛁᛟᚾThe Legion has been performing excellently, with many recruits lining up to join in. They have shown both discipline and skill and have excelled during combat training. The legion payment shall start in 4 stone days. Grunts are paid 30 mina while Ironbreakers are paid 50.
DIPLOMACY
ᛞᛁᛈᛚᛟᛗᚨᚲᛁAll talks with Norland have failed, on three separate occasions the Obsidian Throne sent diplomats to discuss the conflict with Norland, even after they had taken the life of a dwarf. All dwarves are heavily advised against going to Norland as tensions continue to rise. The Grand Kingdom will not stand for any more insults.
