"I think a loose confederation is a splendid idea as long as they are not like the Hatters. But I think that any upstart gangs should not be destroyed. Of course I do not mean to let them run their business in our city but we need to subdue them enough to make them need to join either of our groups. But how will we decide who they join? We don't want one group getting too strong that would result in one group getting some balls and trying something.

Ryuu looks to Kais and speaks in the Easterner tongue.

"Dono yō ni wareware wa, karera ga watashitachi o uragiranai koto o shitte iru nodarou ka?"

Shimazu Ryuunosuke sharpens his katana and wakizashi sitting near the helm of the ship hearing Kais speak he lifts his head to speak after he finish his speech.

"Hai! The White Tiger shall rise as the true underworld rulers of Abresi! These petty gangs shall know fear when we return to our territory!"

Ryuu sheathes his katana and wakizashi and stands lifting his fist into the air
