Harians in untold numbers begin swarming across the border into St Karlsburg claiming to be from Johannesburg. As they begin to settle they bring their native ways with them, demanding that the city establish courts of Iman al-Rashid and women be covered except in the presence of their husbands.     Overtime and time again has the Mubarizun risen from the ashes to fulfill their duty for the protection of the people, the Sultan/Caliph, and to preserve Allah’s holy name. The flame that refuses to give out has brighten once more, lighting up all of Haria as a sign from God. The Mubarizun have been reformed, and this time they intend to stay far longer than their previous legacies. The history of the Mubarizun stays true and shall continue to fulfill their duties to the Sultan and Allah[God].

     

    Al-Khaleeda Mubarizun, or The Eternal Mubarizun [Simply known as the Mubarizun to most] are known as the Champions of Haria. Those that serve swear themselves to protect Allah’s holy name and word, the Sultan and his family, the good people of Haria, and the beautiful lands that Haria peacefully inhabits.

     

    Citizens of Haria are able to enlist to the Al Khaleeda Mubarizun and will be able to receive the benefits that entail. Those that serve the Mubarizun will be given free housing, are tax exempt, and in time will receive wages for their work. Elite soldiers of the Mubarizun will also be able to receive proper benefits in their retirements, such as farmsteads to live within.

    Command Structure

    Sultan

    The Great Leader of The Sultanate of Haria. The Sultan holds divine right to the ruling of Haria and has absolute power over everything within the Sultanate. The Sultan is the one that chooses the direction of the military. His soldiers will swear their absolute loyalty and respect towards him. His involvement is generally indirect, however, and is typically handled by his Amir.

    Amir

    An Amir is appointed by the Sultan to run the military as the Marshal. The Amir is responsible for running the military and retinues, protecting the city and civilians, protecting the Sultan, and ensuring order is kept within the land holdings.  The Amir also advises the Sultan on matters of war and conflict. An Amir may hold trial against an person if accused of a crime. If the accused is foreign and of important value to another nation, the Sultan or a Steward from The Office of The Munavin will hold an official trial.

     

     

    Naqib [Captain]

    A Naqib is a senior officer with many years of experience within The Order of Mubarizuns and chosen for his amazing prowess in combat and leadership. Appointed by the Amir to command a large group of muharib and jundi during military expeditions. Many are often given the tasks of recruiter and drill master.

     

     

    The Janissarian Guard

    Janissary

    The Janissary are the elite guard of the Sultan and all of the lands of Haria. They serve not only as the personal guard of the Sultan and the royal family, but also may conduct regular city patrols as well as lead the vanguard in times of war. Becoming a Janissary requires years of training and studying, those who hold the true virtues of an honorable and pious warrior is made into a Janissary. Janissaries are usually conscripted at their youth to allow them to train early on, expected to fulfill the requirements right as they reach adulthood, but it's not out of the ordinary if a Mubarizun or Mamluk is given the opportunity to become a Janissary.

     

    The Champions

     

    Mamluk [Elite Knight]

    The Mamluks are the most elite soldiers the Mubarizun has to offer. They’ve excelled at all their studies and have great war experience underneath their belt. The mamluks are almost on par with the Janissaries themselves, and those that show true promise may even be offered to join the Janissaries as well. Mamluks are able to take on Marafiq’s as well to pass down their legacies and also lead the vanguard alongside the Janissaries. All soldiers of the Mubarizun should aspire to become a Mamluk

    Faris [Knight]

    After a Marafiq has passed their trials, they become a Faris, a strong and wise knight who not only protects the lands of Haria but aid those in need in the surrounding lands. The Faris usually find themselves better equipped and skilled than that of the Jundi or Muharib, and mostly always excel greatly at cavalry combat.

    Marafiq [Squire]

    A Muharib or Jundi who shows true devotion to the Rightly Guided faith and undeniable loyalty to the Kharadeens and Haria, will be given a chance to serve underneath a Faris to gain further knowledge and learn a new skill set to better themselves as well as the people and lands they protect. A Marafiq will usually undergo their trials for about a Khali month(IRL month) before being judged to see if they’re ready to become a Faris.

    Muharib

    The Muharib are the most devoted and steadfast soldiers of the main force. The men are experienced with fighting battles and are the well-disciplined  fighting elites. One becoming a Muharib, the soldier is then able to take on squireship underneath a Faris or Mamluk to further attune their skills and knowledge.

    The Jundi is the vast majority of the Mubarizun’s force. They are the footmen and militiamen who serve as the primary protectors of the Caliphate and the bulk of the battlefield during war.

    The Alwafid are the new unoathed recruits of the Mubarizuns and are required to be oathed by the oathing standards set. If the Alwafid is not oathed, they may not receive any additional ranking. Alwafid who are looking to work around the foreign tax must wait to be oathed.

    Hashashin[Assassin]

    After an Alwafid has sworn their oaths and shows other promising skills that does not fill that of a Jundi, they are offered to become a Hashashin, a unit sworn to protect Haria through the use of shadows, deception, and other unethical means.

     
     
     

    Sub-Rankings

    Each soldier that wishes to see progression is required to take on a sub ranking, to learn new skills in order to help himself, his comrades, and his people.

     

    Mwahtemed (Quartermaster)

    The Mwahtemed is an title given to those who show capability of doing such jobs as making sure the other soldiers are equipped enough to do their tasks. Specializing in the organization of arms, ranging from weaponry to armor, the task of the Mwahtemed is to assure that their fellow soldiers are equipped.

     

    Muhandis (Engineer)

    The Muhandis specializes in the use of military siege weaponry, such as siege crossbows, battering rams, catapults, trebuchets, ballista, and so forth.

     

    Jarraah (Combat Medic)

    The Jarraah is the lifeline of the military by making sure the injured and wounded do not die with the use of advanced medical knowledge, vital to the job.

     

     

    Every Mubarizun is required to take on a profession as well, and as they ascend the ranks they’ll find themselves learning more skills to have underneath their wing for future use.

    Conscription

    Vassals and Ziems of Haria are required to send in at least one male or female youth to the Mubarizun every 6 khali months for training and initiation to the Janissarian Guard. They must be at least 6 years of age, and are expected to graduate at 16. They will receive proper schooling and training in order to become an elite guard to serve our respective nation, and are still able to visit family and friends during holidays.

I also don't think it should be equivalent to Aurum in terms of affects on undead (I know you didn't mention it here in this post, but you were somewhat vague on how Aurum and Kadarsi would be equivalent hence my suggestion to compare it with another material).

     

    I was probably not very clear on this, sorry. The original name for the ore was "Kadar" which means "powerful" in Arabic. I added the si at the end because I didn't want to  make people feel that it was just tying directly into Qalasheen culture. Now that you mentioned it, I will flesh out some more details and edit the post, thanks! As for how it relates to gold: The unprocessed ore itself is as weak as gold, but strengthens when it is mixed with certain elements, one being carbon which is an element in steel (this is the fantasy part to it). I believe someone I spoke to said it was better than steel but weaker than bluesteel.

    The ore will be available to everyone to mine and craft into Kadarsi Ingots. The word "Kadarsi" doesn't really have any arabic meaning, I sort of just came up with that. Qalashi steel is completely optional for anyone and just refers to the product produced by pattern welding. The armor/weapons themselves will just be called things like "Kadarsi Sword, Kadarsi Chestplate, etc."

    Before reading , I would like to say that this is my first attempt at writing lore like this for LoTC and it is an ambitious one because I think it could be mechanically implemented into the game with some coding magic. I tried making it simple so it doesn't mess with any other lore and I am looking for feedback as I hope this can be worked on instead of denied immediately.     This is my fantasy version of Damascus steel; some also equated it with GoT's Valyrian steel. The objective for this project is to perhaps go more in-depth with blacksmithing while also producing a new ore into LoTC.

    For decades the Qalasheen people have lived peaceful and simple lives, enjoying a time of peace. The world around them appeared to be unraveling its true dark nature, yet The Sultanate flourished as local merchants peddled their wares across the Isles. Miners took to the stone with pick in hand, exploring new depths and returning with rare minerals and ores. Encrusted with a strangely beautiful pattern, Qalasheen metallurgists have discovered what at first appeared to be an ore with properties similar to aurum (it had both a low yield strength and fracture point). When they discovered the true potential, it became known as “Kadarsi ((meaning powerful in Arabic))."

    Kadarsi

    Kadarsi ore itself looks more similar to a darkened, less transparent crystal, that by itself is weak, making the harvesting process more difficult. It would require a steady hand and careful precision to chip away at the edges of the ore without having it crack. Once acquired, and forged with other elements such as carbon, however, the steel product will have a higher yield strength and higher fracture point. If cracked, the Kadarsi will allow the steel to spring back into shape and allow it to be easily repaired through forge welding.

    History

    The ore was first used in glassware and pottery, melted and molded together with various minerals and elements to make attractive decorations and furniture, desired by many. What was quickly noticed by this was that the glass and pottery were slightly more durable and resistant to breaking. Metallurgists quickly began testing the affects of Kadarsi with other minerals including gold and ferrum. Through Kadarscening, it was discovered that the properties of both ferrum and aurum were strengthened, making the two more durable. Striking aurum mixed with Kadarsi repeatedly against solid objects showed that the new welded aurum could take more hits before needing repair. Not only this, but repairing was much easier as the Kadrasi could easily spring back into shape with simple repair methods. The same results were shown with ferrum testing and so Qalashi Steel was born.

    Qalashi Steel consists of Kadarsi ore and Ferrum ore that are both welded and forged together in layers (known as Kardescining), creating a unique pattern, but most importantly it affects the quality of the combined steel to create a new steel which is commonly referred to by Harians as Qalashi Steel. Different kinds of mixed processed steels will produce mere patterns and show little property change, but when ferrum combines with the Qalasheen-discovered Kadarsi ore, not only did it have a unique pattern — a beautiful water-patterned steel produced with resilient edges — it was shown to be tougher than the average ferrum blade which was prone to rusting in damp air and becoming dull, making it a high maintenance weapon.

     

     


    The Welding Technique

    Through pattern welding of Ferrum and Kadarsi, plus an additional method which consists of layering, Qalashi steel can be forged into weapons and armor. The layering gives the steel unique patterns that one can visually see. Depending on the skill level of a blacksmith, Qalashi steel will become more durable as the blacksmith will be able to use the Kadarscening technique better and add more layered tiers of the melted ferrum and Kadarsi. As they are layered and folded over one another more and more the outcome is a steel that is much tougher and resistant to shattering (though it would not be impossible to break the steel). The tiers are  also noticeable by distinctive patterns of banding and mottling reminiscent of flowing water. The more it is layered (which is a lengthy process), the more durable the steel becomes.

     

    Kadarsi ore can be welded together with ferrum, aurum, and bluesteel to produce: Kadarsi ferrum, Kadarsi aurum, and Kadarsi bluesteel.

    Each tier is based solely on the level of the blacksmith starting from Adept which will be referred to as a tier 1 product. The more experience one has in blacksmithing, the higher the tier. Alongside this, Qalashi steel can be enchanted like most weapons, but will have increased durability, making it unique.

    Strengths and Weaknesses

    + While this adhesive might only appear to be an alternative to the Unbreaking enchant, it should be known that only at tier 3 ((Masterful blacksmith)) will a Kadarsi-laced piece be equivalent to a single Unbreaking enchant. On top of this, one will be able to add an Unbreaking enchant to their Kadarsi-laced piece and double the affects. 

    + Farfolk are able to produce Kadarsi ferrum gear earlier and slightly faster than other races, but will be subject to the same times when it comes to Kadarsi aurum and Kadarsi bluesteel.

    - Aurum and bluesteel gear are best used in their whole states and so mixing any aurum or bluesteel with Kadarsi lessens, but does not completely negate the properties. 

    The process for making Kadarsi gear is a lengthy one due to how precise one must be.

    To be able to harvest this ore, one must have much experience, though it is said that the expert hands of a Farfolk can provide some aid 

    Kadarsi Aurum and Kadarsi bluesteel will require more experience to craft for other races.

    This was the daily routine of a Tigrasi. The Kharajyr was what we would consider a young adult in the real world — and as most young adults are, this one was as reckless as ever. It was a miracle that he had survived his first shipwreck, and even a bigger one to have survived the escape from Vailor. Now, he pondered if his luck was running out.

    Muja, like many of the other young Kha’, had lost his parents when he was but a cub. His mother took her own life after being driven from her home and his father had upped and left.

     

    He was twenty-eight now.

     

    Somewhere within the Isles of Axios was now where the Tigrasi found himself. Somewhere he had never thought he’d be. Now surrounded by the uncertainty, Muja was officially lost. From where there once used to be a definitive purpose in life, was now an obscured sea of doubt. Where he and his companion were going proved futile in delivering answers. His search for his father and sister were proving to be futile and so he resolved to take a break and settle in the trade city of Sutica.

    Three years of doing nothing. He hated it. Missed the thrill of travelling and visiting the unknown all with a vision to see the two he cared for most again. The story about his munna and Tepah left the Tigrasi confused at first, but as he spent his days, delving deeper into his thoughts, Sa’Muja  began to feel disgusted, but there was not hatred toward anyone. It was all in the past and he still held his patta’s image in his mind so he decided to leave it at that.

    Tired from another day of fishing, Sa’Muja found himself staring out over the lake again. The sight of the gentle ripples made him nauseous and after challenging his stomach to a staring contest, he failed and was forced to avert his gaze. He usually climbed up to his perching spot, using the aid of a grappling device he had constructed a few days ago after having the legendary idea struck his head.

     

    “Muja, get out awf Tepah’s room now,” snarled the beast.

     

    Sa’Muja left, now hating Tepah. In a fit of rage, he nearly lunged at dark elf child who had snuck into the courtyard, but felt guilt tug at him. First Va’rosh and now her? He resolved to taking his aggression out on one of Tepah’s rafiqis, Raymond. He was a highlander who had merely came to pay the old sage a visit, but came short as he was held up by Muja and another Kha who had appeared randomly to help with the assault.

          This was the daily routine of a young Tigrasi. The Kharajyr was what we would consider a young adult in the real world — and as most young adults are, this one was as reckless as ever. It was a miracle that he had survived his first shipwreck, and even a bigger one to have survived the escape from Vailor.

    Muja, like many of the other young Kha’, had lost his parents when he was but a cub. His mother took her own life after being driven from her home and his father had upped and left.

     

    He was twenty-five now.

     

          South East within the Isle of Ceru was now where the Tigrasi found himself. Sutica was a large city — perhaps half the size of Al-Khaleed, but still large — with only three ways to get out: the two bridges on the North and South ends of the city, and if you could swim, the surrounding lake. A few tall skyscrapers overlooked the water’s front, and the rest of the marble buildings all screamed utopian. Paved stone roads rounded and swirled in between houses and underneath smaller bridges, all seeming to connect to various open centers where small local businessmen have set up themselves up in hopes of beating an inflated economy. In Oren’s Johannesburg, Muja felt like an archetype molded by a vapid city that was thrown amongst its meandering, glittering rabble — Sutica and Haria, on the other hand, were both empires opposing stigmatization and open to concoctions of diversity. Individuals felt unique in their own way and adversaries against this multicultural stance either bit their tongues or left to wander the Isles of Axios — and sleep in trees in the case of many other ostracized Kharajyr. They were hunters after all, or at least a portion of them are.

     

          The situation is much different for a Kha who grows up without learning how to properly use their robustness to their advantage. Many Kharajyr quickly became orphaned at birth and had been raised in environments and cultures that would be shunned by the united Kha-folk. This would deem the orphans as  “Ape’kha” as they had conformed to a society that was not theirs to be a part of.

     

          Perhaps, Muja thought as he waited patiently for a fish to bite, he was already brandished as one. There would be no other way for him to know unless he decided to seek out his people out. He would not have to look far to find an answer. A certain Pantera with four shallow scratch marks, two lined across his eternally shut eye, stepped quietly out onto the pier, approaching with a tentative step. He halted a half meter or so behind the Tigrasi, his chin tilted slightly up to gaze upon him.

     

    “Muja..?”

     

    Muja’s breath hitched, his concentration broken from the nostalgic sound. He turned and simply stared, face dull of emotion while he took in the sight.

     

          Zinawr, like Muja, no longer lived in Haria, residing to spend his time with his wife (Bunn in the language of the Kha), “Var’osh, who had been perhaps a childhood friend to Muja. They met once again later, talked briefly about their past, and went on their separate ways again.

     

    He couldn’t tell her how he felt.

     

         “Zina-!” the Tigrasi started before having his fishing pole abruptly jerked out of his grasp, flying into the fresh waters below. He shut his eyes, avoiding contact with the water as the sight had started to give him a sense of vertigo a few days after his arrival to Sutica. “Sheeit…”

     

    Zinawr, who was about a decade older than he was, chuckled, “Sorry.”

     

    Muja paused for a moment before letting out a boisterous guffaw as he quickly embraced the Kha who’s canoe he had stolen all those years back.

     

          For what felt like hours, the two reconciled and talked about their life’s journey up to this point. Muja pulled out a small pearl he had been saving for the Pantera in hopes of paying off the canoe incident.

     

          Zinawr sighed in defeat, realizing the Tigrasi would not take no for an answer. “Zinawr supawses eet would be a nice gift fou’ah Var’osh, mul’ta then.”

     

          A while later another Kha would appear, this time it was another Tigrasi, though much thicker and broad-shouldered. He towered the two Kha by at least a foot and looked as if he could easily tear them both to shreds.

     

    “Sa’vi, Tepah,” Zinawr mumbled, clearly seeming as if he knew the giant who was now slowly standing bi-ped, ears flicking back and tail hanging low.

     

    His eyes narrowed on the two as he spoke. “Speek weeth pride per, naw reason tuu sound suu low.”

     

          Following a short silence, Muja almost immediately inquired as to the whereabouts of his father. Zinawr had no idea, and neither did Tepah, but what the aging Tigrasi did know would change Muja’s view on everything.

    The truth about his father and mother, his sister whom he had never met,  his relations to Zinawr, Tepah, and even Var’osh which left Muja baffled. Following a brief intro, Tepah took Muja to his home.

          “Nah,” Muja said, finally looking back to Tepah, “But a story ees not what Muja was after when he came to Sutica.” He swallowed, forcing a weak smile. “There ees now two others Muja  haws to look for.”

     

    Ja’Tepah Goldhand of Orvar rose up and pocketed a pearl Muja had given him earlier. He bit his lip for a second before replying.

    Muja would leave, now for the first time ever, questioning his journey.

    Al-Khaleed was fairly different than the more open desert fields he saw in Vailor. In fact, the sand he had grown accustomed to walking on was now replaced with a tough green soil that reminded him of where he originally grew up. Muja cared little for where he was as he had no intention on staying. However, he could not help but appreciate the view during a clear night.

    He often spent his time fishing near the docks, catching whatever saltwater creature he could find. As time progressed he ventured further inland, exploring the new lands of the Isle of Asul. He had seen his fellow Kha, though, he never interacted with them or anyone for that matter. He was planning for another voyage and something made him feel that it would be his last. The day he set off, he noticed that the Kharajyr he was used to seeing were gone, their homes vacant. “Won’t need to worry about saying farewell anymore.” he thought as he started down the road. Once again he was in searching for his patta.

     

     


     

    Wood Elves

    The journey was long and took Muja to the far corners of Axios. His search in the large mountains of the High Elves proved fruitless — his journey through the polished streets seemed eerie and he could not get over the looming aura of him being watched. His cautious walk through the dense forests of the Wood Elves left him both awestruck and nervous at the same time. It was there that he was reunited with someone he had thought was long gone.

     

    “Many have come to here!” boomed a heavy accent, “Varosh, Zinawr, Jakarra… Bukkah’que!”  The accent belonged to a large maltese beast named Rashaad who Muja had only known briefly during his childhood, though he would never forget that boisterous laugh which came from the older Tigrasi’s mouth. Rashaad popped the cork from a flask he had within a satchel; the scent of sugared milk filled Muja’s nostrils, catching his interest almost immediately. After all, he had been travelling for days and so he shared a drink with an old friend. The drink tasted like milk with a very potent sugary aftertaste. Clearly there was some alcohol involved and the effects began to set in almost as fast as he could finish his first cup. The evening was the first time Muja had laughed with another of his kind, and it would be the first time he started to feel some sympathy for his people. He started to doubt whether this stop in his journey was an appropriate venue. Regardless, all he would remember the following day was bumping into his old friend and waking up with his face planted flat on the table in the tavern with a massive migraine.

     

     



    Oren

    Seasons passed and repeated throughout his journey with little to no success. His daring stop at capital of The Holy Oren Empire was also in vain. He knew it would be the last place his father would be, but Muja was determined to check every street and alleyway, even taking a small stroll through “Lil’ Adunia” which left him gagging from the stench of humanly wastes and other nose-wrenching debris. While here, the Tigrasi came into contact with an Orenian who had been living in a noble’s attic. The man allowed Muja to stay with him for some time and for several days, they looked around the city. However, his search came to an abrupt end when a young Qali boy, coming to visit Muja’s escort, found the Kha inside. “This some spooky **** I ain’t never seen, cuh!” Muja watched as the startled Qali shouted at him, "I ain't never seen no cat folks before, cuh. All be damned. Guad, come kill it.” he said as he immediately started running for the front door. “Sheeit,” Muja cursed as he bolted, leaving the capital city for good.

     

     


     

     

    Sutica

    At last, this Tigrasi’s journey breaks in the city of Sutica, a place on which its foundation is held up by strong pillars on top of a lake. Just by the sight of the familiar architecture, memories of when he was only a kitten began to flood into Muja’s head. He wondered about the city’s Trade Princess, Lilyana; hoping to see her and the others again. The layout of the city felt almost identical to what it was in Vailor which helped Muja traverse the streets. If there was one place he felt most safe in, it was Sutica, though, this could probably be because it also has a diverse people; even orcs from what he saw. Still, you will always find odd individuals and the Kha found it odd to see an elf wearing a winter coat in the summer.

    Coming across what he thought to be the center of town, Muja watched a she-orc have a casual conversation with a human, which for him was a sight to behold. Stopping in front of a store, Muja was greeted by a Wood Elf with crimson hair and green eyes. She offered him a friendly smile. “Hello there, is there anything I can help you with?” she asked in a pleasant tone.

     

    The Tigrasi had been fishing and held his fishing pole on his shoulder as he responded. “Do you know of a Tigrasi named Inaijo?”

     

    “I don’t, no, sorry.” she said,  “However, I’ve seena  few Tigrasi around that I didn’t recognize.” So there is still some hope. She went on to continue, “I’ll keep an eye out. I’ll ask Tepah the next time I see him. He’s a very knowledgeable Kha.”

     

    “Tepah?” Muja thought quietly to himself as he pondered over the name. He thought he knew everyone from the Isle of Xerdali — in fact, he thought the only Kha alive were from the Isle of Xerdali. Tired from his journey, Muja bid his farewell and departed, looking to seek some shelter for the night. Embarrassingly enough, that shelter would be in what appeared to be a storage room, next door to the sewers, but this was irrelevant. Tomorrow he would seek out this Tepah in the lands of Sutica.

    With the establishment of law in place, a leader must learn his or her limitations and effective leaders know that a council is needed to aid them during their reign. Each member has a unique role and should strive to do their best in all that they do. New and old members dedicated to Haria have been called up and added to the High Council of Haria to assist the Sultan with the affairs of the Sultanate.

     

    Advisors appointed to a position are required to fulfill what is needed of their position. Ultimately, they have freedom to do what they believe is best for the nation, but when in regards to any matter of utmost importance, the final say must be given by the Sultan. Any acts passed by an Advisor can at anytime be overruled by the Sultan, as well as the Sultan can remove an Advisor from his/her position if he see’s them unfit for such.

    (Leader)

    The Ruler over the Sultanate of Haria and the Qalasheen people. The Sultan has absolute power over everything within the realm of Haria and dedicates his service to the Creator. When absent, the Sultan’s designated heir will be placed in power for the duration of the Sultan’s departure. If an heir is not befit due to age or disability then the Mustahar will lead until the return of the Sultan or the prerequisites for the heir are met.

     

    Amir

    (Military leader)

    The Amir is appointed by the Sultan to run the Sultanate’s Military. The Amir’s are responsible for running the banner force, protecting the city and civilians, the Sultan and his family, and ensuring order is kept within the city. The Amir also advises the Sultan on matters of war and conflict. An Amir may hold trial against any person if accused of a crime. If the accused is foreign and of important value to another nation, the Sultan will hold the trial. In rare occurrences, more than one Amir may be assigned if needed.

     

    Mustashar

    (Chancellor)

    The Mustashar is equivalent to a chancellor who acts as overseer of the government and considered one of the Sultan’s most trusted advisors. The Mustahar’s main focus is to ensure that all government positions are filled and active, serving as a supervisor to each member and organizing them and their duties. He/she will also oversee foreign policy. The Mustahar is head of the Office of the Munavin and responsible for electing stewards who can then be assigned to various tasks. A Mustashar may hold trial against any person if accused of a crime. If the accused is foreign and of important value to another nation, the Sultan will the trial. There are no cases where more than one Mustahar is assigned.


     

    The Office of the Munavin

    (Steward)

    The Munavin is the equivalent to a steward and hand selected by the Mustashar. The Munavin’s overall job is to supervise the capital and keep order. Tasks may be assigned to a Munavin by the Sultan or Mustashar. A Munavin will direct new residents to a Ziem for housing, but most importantly they are to interact with Haria’s populace and ensure that they are happy.

     

    The Imam

    (Priest)

    The Imam is the equivalent to a priest. The Imam is the teacher of the faith, as well as the leader in prayer. It is the Imam’s job to lead prayer when required to, give blessings to those that die, and ensure the faith is in good hands. The Imam will advise the Sultan on religious matters as well.

     

    The Sahooru

    (Wizard/Mage)

    The Sahooru (wizard/mage) deals with the supernatural, protects the Qalasheen from it. It is he/she that advises the Sultan on supernatural dangers and anything in regards to magic. The Sahooru will also ensure dark/illegal magics are dealt with appropriately. On a final note, the Sahooru may appoint their own dedicants to assist them with their work.

     

     

    The Sahir

    (Enchanter)

    The Sahir works alongside The Sahooru, tasked with handling rogue magi and and managing those who take to the Arcane arts, providing licensing to any who can perform magic within Haria. The Sahir may also appoint followers who can be given various task, one being assisting the Enchanter with hunts for rogue magi.

     

    The Mesakha

    (Administrative Assistant)

    The Mesakha is equivalent to a secretary of the Sultanate. It is he/she that will be the keeper of records, and representative of the Sultan and Mustashar. They will be responsible for documenting important events and presenting said information to the Talaaba for publishing.

     

    Talaaba

    (Grand Scholar)

    The Scholar of Haria and keeper of the Grand Library. The Talaaba is generally knowledgeable in most subjects and ensures the keeping of the Grand Library. They may also host classes to ensure knowledge still flows throughout Haria and the known world.

     

    Safeers and Safeeras

    (Foreign Emissary)

    These are the Emissaries of the Sultanate of Haria. Their jobs are to go to other assigned nations and provinces to conduct relations on behalf of Haria. They may also broker trade and allianceship deals, but would not be finalized until the Sultan approves of it.

     

    Al-Wazeer

    (Grand Minister of Finance)

    The Al-Wazeer is the head of trade. He/she will ensure the Bazaar is kept in order and send out trade caravans to those that ordered supplies. The Al-Wazeer will also ensure that Haria has a good surplus of needed goods, will conduct trade when needed, and ensures the economy of Haria is stable. The Al-Wazeer will also seek out more valuable goods within the nation and find out its worth, while also advising the Sultan on matters of trade. (The Al-Wazeer will also be required to name items into rp items, such as renaming cloth to silk, etc etc. in certain occasions)

     

    Mudeer al-Ema

    (Event Planner)

    The overseer of events and festivals for the nation, as well as the community relations expert. The Mudeer will host occasional festivities and such for the city and nation, and will also work with other councilors on making events for them as well, such as helping the Tajooru with a Bazaar day. It is the Mudeer’s job to ensure civilian appeasment

     

    The Ziem’s

    (Vassal)

    Those under the Haria that control granted lands or districts by the Sultan are known as Ziem's, the land holdings or districts  they own known as a Ziemate. A Ziem is a leader that represents their land and people respectfully during advisory meetings and are able to bring up topics of discussions as well as advise the Sultan on matters regarding their group. A Ziem is chosen by the Sultan to ensure the care of a piece of land, city, or fortress and the title is carried down throughout the Ziem's family lineage, unless declared differently in the will of the latest Ziem.

    Throughout time have the Qalasheen and their kin learned to live civil and respectful even during their darkest hours. In order to preserve the mutual understanding that only through law and order harmony can truly be achieved, the Sultan and his respective subordinates have established the boundaries between civil and savage, good and criminal, divine and dark with spiritual guidance and wisdom.

     

    The Yalasar Laws

     

    It is not fitting for an individual, man or woman, believer or non believer, to undermine or disobey the laws set by Allah and his respective servants. For one who does, is indeed on a clearly wrong path.

     

    • The blessing of life received by the righteous Allah may not be taken from anyone, no matter the kin, belief or gender.

     

    • The many riches of this world belong to those that earned them. The ones that walk a path of thievery will walk a path towards exile.

     

    • Those that not share the mutual enlightenment of Allah’s followers should be tolerated and treated as an equal, for they cannot help being born outside our sacred lands.

     

    These three laws will be the bulwark of the civility within the Sultanate, for they are set in stone by the only supreme authority that reigns above all, Allah.

     

    The Bayezid Laws

     

    In a world full of temptations and delusions, the individual must remain on the divine path set before him. In order for that to be possible, a strong understanding of the true meaning of sacrifice and necessity must be present.

     

    • The enlightened individual of the Sultanate shall not lie, unless the truth would harm the innocent or empower the corrupt.

     

    • The Sultan is the true messenger of Allah and shall not be undermined as the Sultanate’s leader as long as he remains on the path of Allah.

     

    • Malicious planning, execution or intent are to be blocked out of the minds of those that enter the Sultanate, for those undermine the individual’s divine bond with Allah.

     

    • Power shall have no worth in the eyes of Allah, only through merit and good intent may one truly be elevated or pardoned.

     

    • Corrupting the name of Allah and his legitimacy will be strictly forbidden within the Sultanate. As we respect you, we demand respect in return.

     

    • Any individual breaking these laws in the eyes of other kin or relatives shall lose its representation by the Sultanate, for it does not follow the true path it is required to.

     

    The Mercan Laws

     

    For there are many corrupted in these lands that would lurk upon the riches and people of the Sultanate out of jealousy or envy, it is essential that those that follow Allah and seek shelter in our sacred land must be protected and prepared for all that evil can bring.

     

    • When an individual or a collective clearly seeks to undermine the first Yalasar law, Allah shall grant permission to defend and potentially harm the underminers. Only when it is a question of life and death, may the enlightened individual exceed its mortal boundary.

     

    • Every being within the Sultanate, citizen or visitor, has the divine responsibility to defend the sacred land from anyone that aspires for its destruction.

     

    • Only the Sultan is enlightened enough to appoint his successor, for he represents Allah’s will.

     

    • Ones that carry harmful goods within the Sultanate must seal them and carry them out of sight accordingly. Only those tasked with protecting the Sultanate may publicly show their tools of killing as a sign of authority.

     

    The Kismet Laws

     

    In order to preserve the functionality of the social stature in the Qalasheen society, laws must be established as an act of mutual understanding of what restrictions and liberties are for the best. Only through civil interaction can those with a good heart not be swayed to corruption and dark temptations.

     

    • All must be treated with equal respect and consideration within the Sultanate with the exception of increased respect given to those blessed by the Sultan’s grace.

     

    • Those that have no wealth due to misfortune should be treated and aided if possible.

     

    • Those of male gender shall not seek physical or unnecessary social contact with females after a marriage for adultery is forbidden. Those of female gender shall not seek physical or unnecessary social contact with males after a marriage for adultery is forbidden.

     

    • Those who aim to speak their words in a public setting shall refrain from insulting or undermining the Sultan or his chosen brothers in administration in said public setting.

     

    • Those who are found to commit the sin of adultery in any shape or form shall be sentenced at the discretion officer in question to the point of public humiliation and no further.

     

    • Those who are found to criticise the government without express permission of said government will be given to the hands of the guards in order to execute a punishment befitting.

     

    • Those who have chosen to willingly take the life of another without just cause shall have their life taken from them in a fashion befitting the crime itself.

     

    • Any citizen who has for whatever reason evaded the payment of taxes due shall have their taxes doubled at the instant of sentencing. Criminals guilty of such are allowed to pay off in full at that moment. If they continue to refuse actively they shall have all of which they own reclaimed by the state and imprisoned before exile.

     

    • Bribery is the most sincere form of deviation from the lawful will of the state and by extension Allah and shall be punished by being forced to pay the previously mentioned bribe twice over to the government in addition to the punishment for the crime the bribe was meant to cover.

     

    • Who who helps a murderer is by extension holding the blade himself and shall be treated to the same punishment as those who are found red handed and without mercy.

     

    • Assaulting another of Allah’s children, without just causes, shall be met with a punishment appropriate to the severity of the crime itself.

     

    • Assaulting a citizen with obvious deadly intent or with the possession of a weapon during the assault will find themselves sentenced with capital punishment and then exile with duration set by the presiding officer at the scene. Any citizen assigned exile with duration and has the great intent of returning is still required to pay all according taxes and dues as the state mandates. This may be done by entering at the gate and requesting escort by guard for the duration of their stay, paying dues and then being escorted out.

     

     

     

    Anyone that has been accused of breaking a law that has not been written nor mentioned on this official document will be forced unto trial, which the current Sultan will oversee as judge. It is the Caliph that will choose the punishment or release of the accused as he sees fit with Allah's eyes watching over them all.

     

    The Bruhier Laws

    Powers of the Sultan

    The Sultan is the head of The Sultanate of Haria. All decisions are made final by him alone.

     

    Relations with the Council

     

    1. The Sultan may appoint those he sees fit to sit on the Council, at his discretion.

    2. The Sultan may appoint any blood-related Qalasheen as his heir.

    3. The Sultan may revoke seats on the Council, at his discretion.

    4. The Sultan may create new positions on the Council, at his discretion.

    5. The Sultan may abolish positions on the Council.

    6. The Sultan may change the powers of each position on the Council as he sees fit.

    7. The Sultan may abolish the entire Council.

    8. The Sultan may not arrest any member of the Council without just cause.

    9. The Sultan may not banish any member of the Council without just cause.

     

     

    Relations with the Fellaheen (citizens)

     

    1. The Sultan may call any citizen to court.

    2. The Sultan may arrest any citizen should they have committed a crime or are a suspect in one..

    3. The Sultan may banish any citizen for any reason..

    4. The Sultan may give any citizen honorary titles.

     

    Responsibilities and Powers of the Council

     

    Ziems (Vassals)

     

    1. Ziems are entitled to a district or plot of land, supervised by the Sultan

    2. Ziems must remain pure of heart and rebuke any want for wealth as this leads to corruption.

    3. Ziems may enact justice on citizens within their holdings to a degree. All acts of crime and falsehood must be brought up with the Sultan.

    4. Ziems may hold their own trials for citizens within their holdings.

    5. A Ziem may hold a trial for citizens of another Ziem’s .holdings with permission. If denied then a Mustashar or Sultan will intervene.

    6. If found guilty, a Ziem may banish criminals from Harian lands, only able to be repealed by them or the Sultan.

     

    Mustashar

     

    1. The Mustashar is responsible for the management of the High Council.

    2. The Mustashar may call any citizen to trial.

    3. The Mustashar is responsible for the upkeep of Al-Khaleed and all holdings under The Sultanate of Haria.

    4. The Mustashar may call any council member to trial.

    5. The Mustashar is charged with relieving their position as appointed regent once an heir is of the legal age of 15.

    6. The Mustashar is charged with relieving their position as appointed regent once a Sultan has returned.

     

    Office of the Munavin

     

    1. The Grand Steward and their subordinates are responsible for the development of urban areas within The Sultanate of Haria.

    2. The Grand Steward and their subordinates are responsible for the development of rural areas within The Sultanate of Haria.

    3. The Grand Steward and their subordinates are responsible for tax-collecting within the borders of The Sultanate of Haria.

    4. The Grand Steward and their subordinates are responsible for administrating information to the populace of The Sultanate of Haria.

    5. The Lord Steward has the power to appoint Deputy-Stewards in The Sultanate of Haria.

     

    The Amir

     

    1. The Amir is responsible for the management of all armed forces within The Sultanate of Haria and has absolute power over them aside from the Sultan.

    2. The Amir is responsible for all armed encounters involving The Sultanate of Haria.

    3. The Amir is responsible for policing the realm of The Sultanate of Haria in diplomatic or martial means.

    4. The Amir has the power to create Deputy Amirs within the Sultanate of Haria.

    5. The Amir answers solely to the Sultan or his appointed regent.

     

    Court of The Safeer (Emisarry)

     

    1. The Safeer is responsible for international relations between The Sultanate of Haria and foreign nations.

    2. The Safeer has the power to create embassies for The Sultanate of Haria.

    3. The Safeer is responsible for pursuing the interests of the Sultan and The Sultanate of Haria.

    4. The Safeer has the power to create ambassadors to represent the Sultanate of Haria.


     

    Court Mesakha

     

    1. The Court Mesakha is responsible for the management and upkeep of all official documents within The Sultanate of Haria.

    2. The Court Mesakha is responsible for sealing all letters sent by the Sultan of The Sultanate of Haria.

    3. The Court Mesakha has the power to appoint a scribes within The Sultanate of Haria.


     

    Property

     

    Selling and Buying of Property

     

    1. All land, be it residential, agricultural, industrial, is the property of Allah under the tenancy of the Sultan of Haria. Therefore, all land that is permitted for use is at the will of the Sultan.

    2. Land itself cannot be sold, only rights to the land to be used for residential, agriculture, or industry.

    3. Rights to the land can only be dispensed by the Sultan himself, any member of the Council, or landed noble if the land was granted to the noble by the Sultan himself.

    4. Landowners may sell their rights back to The Sultanate or to another wishful buyer.

     

    Use of Land

     

    1. Land can only be used for three purposes: residential, agriculture, or industry, unless granted specific permission by the Sultan or the Council.

    2. Villages require a charter from the Sultan himself or the village will be considered invalid.

    3. Residential must be kept to a proper condition. Abandoned homes may be requisitioned.

    4. All farms and livestock pens must be orderly and kept. Farms must be harvested accordingly to prevent overgrowth. Livestock pens must be kept clean and the animals checked for any diseases.

    5. Destruction of natural beauty, if not allowed by the Sultan, is illegal and will result in a fine or arrest.

    6. Unfinished buildings that lay dormant for more than one annum will be requisitioned.
