As described in the Ikur'onn Sohaer System, the Silver Council has selected by supermajority a candidate to replace the resigning Sohaer Ikur Seregon.

Ralnor Kelyarus, Medi'ir Okarir'maehr'ehya Haelun'or'leh, has been nominated and vetted by the Silver Council and shall be opened to the necessary airing of grievances mandated by the Ikur'onn Sohaer System. Those who possess grievances may send signed, written word of them to the Silver Council within the next two Elven days. In their absence, Ralnor Kelyarus will take the office and duties of Sohaer'ento Haelun'or'leh.

MAEHR'SAE HIYLUN'EHYA

For Peaceful Transition of Power

For nearly half a century the transition of power from leader to leader -- be they Sohaer or Uthir -- in Haelun'or has been marred by chaos and violence. It is with peaceful transition in mind that the Silver Council of Haelun'or has developed a new method for the selection of our highest executive office - Elsohaer Haelun'or'leh. It follows thus, and shall be henceforth referenced in all public announcements regarding the selection of the Sohaer.

The Ikur'onn Sohaer System.

1 - In the event of a Sohaer's resignation -- set by precedent to be the primary method by which a Sohaer leaves office -- candidates are to be chosen from within the extant Silver Council by either self or peer nomination. The candidates are then voted upon by the Silver Council, with the resigning Sohaer carrying two votes and with each individual Okarir carrying one.

2 - Should no candidate reach a supermajority of all officially titled Okariran -- or no Council nominations occur -- candidates may be nominated by any registered First Class citizens following a request for such. The nomination period will last five elven days after the announcement. With due haste after the nomination period's closure the Council will vote on the nominated candidates as it had previously on the internally nominated.

3 - The first candidate to reach a supermajority of all officially titled Okariran will be the official nomination of the Silver Council, and will be announced to the public. At that time the public will be asked to air grievance in signed written word to the Council over the course of two to five days (the specific time within the range to be determined by the Sohaer) if they find the candidate unacceptable, and if a simple majority of the First Class citizenry expresses disapproval, the candidate will be deemed unworthy of serving the public and the Council will repeat the second step outlined in the subsection above, followed by this step until a candidate can be found acceptable to the public.

4 - Should insufficient grievances present themselves, the candidate shall be accepted and take immediate office as the Sohaer'ento Haelunor'leh, carrying the full powers afforded to him or her by our system of governance.

Separating the Chaff

By decree of the Silver Council of Haelun'or the Citizen Archives of both First and Second Class Citizens have been scrubbed, to be refilled anew. This has been done in order to separate the chaff that has built up from decades of mismanagement. The Silver Council would like to apologize for the inconvenience, but must iterate that this is for the safety of its citizens and the maintenance of maehr'sae hiylun'ehya.

Those who wish to regain their citizenship-- and therefore the ability to make full use of the facilities and services of Taliyna'siol-- may speak to Okarir'mali Galanthil Maehrindor or Medi'ir Ralnor Kelyarus and request the necessary documents.

Okarir'tir Elsanerir'onn

As per the decision of the Silver Council on the 13th of Snow's Maiden, 1602, Glacio Nereus, Sanerir Ellythiran'leh, will assume -- in part --  the historical role of Okarir'tir within the Heial'thilln for one Elven month. At the end of the month his position and actions will be evaluated and the Heial'thilln will either appoint him Okarir'tir in full or return Glacio Nereus to his position as Sanerir in exclusivity. Until that time, Okarir'tir Nereus will not be able to vote on any Class One laws or exert control over any other Heial'thilln-sanctioned military orders.

Furthermore, the Heial'thilln acknowledges the Llythiran as the primary law-enforcement and military organization within the territory of Haelun'or, and grants them full authority to enforce her written legal codes. Both First and Second class citizens may speak to Glacio Nereus to join their ranks in defense of maehr'sae hiylun'ehya, and both First and Second class citizens must cooperate with any uniformed Llythiran.
