Good choice for electric magic, in my experience a very good roleplayer.

For Skype rallying it should really be a situational thing, but I think rule wise it would be easiest to just say that it is allowed before a roleplay begins, but not during the roleplay.

I think the thing here is that they did apply for the teams, and were doing that until they were later removed for unscrupulous reasons.

What is roleplaying?: roleplay is the act of playing a role, in the context of the server Roleplay is acting as a character that is not yourself.

What is metagaming?: Metagaming is using Out of Character information In Characterly, this applies to a wide range of things but mostly implies things like using Skype to talk with your friends and acting on that information in characterly, using the Dynmap to find peoples locations and showing up there in character, or reading something on the forums and immediately knowing it.

What is power-emoting (powergaming)?: Powergaming is doing something you typically wouldn't be able to do, and reaching beyond the bounds of what your character is capable of. This could include things like suddenly knowing some kind of magic that you didn't learn, to performing super-human acts in characterly that your character wouldn't otherwise have a reason to be able to do.

In-Character Information
Now you actually make your character - be creative but stay reasonable! Make sure they make sense and that they follow lore. Try to come up with a character that you actually want to play.

Biography  (Please make it a decent two paragraphs long. Remember to add three references to the server lore): (where does your character come from?; where have they traveled to?; what year were they born in? et cetera.)

Bolivar Hawklight was born to Maria and Axex Hawklight, a small farming family just on the outskirts of The Westerlands. His parents worked hard, and as good Heartlander's brought home money each day and each night, all of their hard work and effort built up quite the nest-egg for Bolivar to inherit. They worked themselves to the bone, so that Bolivar did not have to. When it came time for their passing, first Mother then Father; he was left with the family estate and the small farm which had given them so much. The money, lasted only so long. Within months Bolivar was broke, with nothing to his name but the farm over which his family had slaved for him to inherit. And yet, despite the hard-work his parents had put in; Bolivar cared not for the Farm or the Family legacy, he cared not for finding himself a job, or marrying another young human from the area. He cared for none of those things, and carried on his life in kind.

Eventually, the Lord of the area came knocking for his cut of the harvest that Bolivar had never started. Out of his home, with no money and no means to survive; Bolivar did the only think he had left to do. He found himself a comfortable, mostly shaded corner in Bastion and settled down there along with his wooden sign, and begged for money. The patrons made their way by, some laughed and some scoured at him; but occasionally he would have enough money in his hand to afford a piece of bread and some mead. That was enough for him, and for the time being he is happy. Perhaps there is more to life than this, but of that he does not care. And yet, after months the voice barking at the back of his head only grew in strength and no amount of mead could make it go away. Every day he saw the same patrons, he sat on the same corner, and he washed down the same bread with the same mead. He knew he could only get their sympathy for so long, Perhaps in Sutica, or Vasiland, or even Arcadia there would be something more.
