Let's do some math... with a DIAMOND pickaxe, it takes 0.6 seconds to mine a single Quartz Ore, and if we include Haste II it takes 0.36 seconds. If the cap is actually 20 Millions, then you'd need (obviously) 19 Millions XP to reach it, which translates to roughly 950k Quartz Ore to be mined (as every Ore gives 20 XP). That's about 320000 seconds, 5333 minutes, 89 hours of mining time. Just for the Quartz, as I am not considering the time spent to change pickaxes/mine stone/whatever might happen.
