    INTRODUCTION

     

    The Royal Senate of the Kingdom of Balian hereby officially presents and publicizes the business of state which was discussed and debated within the first session of the second elected Royal Senate of the Kingdom of Balian. 


     

    SECTION I; THE ELECTION OF THE PRESIDENT OF THE ROYAL SENATE

     

    Following the convening of the Royal Senate of the Kingdom of Balian, the Senators of both the Commoners and Nobles alike came before the floor to nominate their fellow Senators to the position of President of the Royal Senate. Following nominations for both Senator John Aquila (Commoner) and Senator Evander Keravallen (Commoner) to the aforementioned Office, a vote was called. The following vote was decided with 5 votes for Senator John Aquila, 0 votes for Senator Evander Keravallen and 1 vote of abstaining. Following this procedure, Senator John Aquila was officially sworn into office and elected as the second President of the Royal Senate of the Kingdom of Balian.


     

    SECTION II; THE DEBATED TOPICS DURING THE SESSION

     

    After having been officially elected a multitude of Senators began to take the floor and offer opinions and suggestions regarding the powers of the President of the Royal Senate of the Kingdom of Balian, as outlined in the Standing Orders of the year 27 B.A. The Senators debated whether or not the President may vote at any and all times, or only when a tie-breaking vote is needed. The motion was not carried by a majority, with the vote achieving only 3 Nays, 2 Ayes and 1 Abstaining.

     

    Furthermore, the Senators discussed the possibility of the delegation of such an aforementioned tie-breaking vote to a third party, such as the King or the Office of the Seneschal. This change to the Standing Orders is to be discussed in the next session as by the Order of the President.

     

    SECTION III; THE CURRENT NUMBER OF SENATORS

     

    Although originally consisting of 7 elected representatives, with four seats in the Royal Senate coming from the Commoner block and 3 from the Nobility Block, one Senator from the Nobility Block, Diane de Rosius, has been reported absent and presumed either ill or deceased, while a second Senator, Cessar Komnenos, has been chosen to serve as the Magister of the Kingdom of Balian, thus terminating his position as Senator. 

     

    Following these two occurrences, the Royal Senate of the Kingdom of Balian is to continue conducting its business of state as usual until successors are either chosen or elected.

    To the loyal citizens of the Kingdom of Norland,

     

    As peace once more is established within the borders of our homeland, the Royal Chancellery of the Kingdom of Norland has convened with the members of the King’s Council and set forth a number of decisions. It is with this document that the Royal Chancellery hereby officially announces the creation of the following administrative and executive reforms regarding the royal government of the Kingdom.

     

    The first reform constituted by the Office of the Chancellor is to be the establishment of an administrative building, which is to be known as the Royal Chancellery, within the city of Alisgrad. This building is to be accessible by all citizens of the Kingdom of Norland in order to bring forth concerns to the attention of the Crown and His Royal Majesty’s government. In addition to the aforementioned, the Chancellor is to furthermore establish a royal letterbox in front of said building for written concerns towards the administration.

     

    The second announcement from the Office of the Chancellor is the calling for a mandatory annual meeting and convocation between the royal government and communal governments of the Kingdom of Norland in order to directly address any issues or conflict between the two entities or any further matters which require His Royal Majesty’s Government’s authority or assistance. These meetings are to be held between at least 1 representative from the Royal Government and at least 2 representatives of the communal governments. Failure to convene to such royal convocations may result in demotion or removal of office.

     

     Lastly, the Office of the Chancellor hereby announces the beginning of a royal governmental reviewing period. During this aforementioned period the Chancellery is to closely overlook the duties, authorities and responsibilities of each and every high-ranking governmental member of both communal and royal administrations. It shall be during this time that removals, appointments, demotions or promotions are to be handed out by the authority and will of His Royal Majesty the King.

    INTRODUCTION

     

    The War Office hereby announces the creation of a military legislation reform. This military legislation is to stand as a tool of ensuring order and discipline within the militaries of the Kingdom of Oren. Any and all soldiers who bear arms in defense of the Kingdom and under the King’s Colours, both enlisted and commissioned alike,  are to be held accountable to the military legislation and are expected to conduct themselves accordingly in harmony with said legislation.

    AUTHORITY 

     

    The military law, henceforth referred to as the Lex Militaris, is to be exercised and applied upon the militaries of the Kingdom of Oren under the direct supervision of the individual militaries of the armed forces. Although the judicial power to punish and discipline lies within the authority of the individual military in which the Lex Militaris was breached, there exist certain scenarios of breaches where the War Office is summoned to overview the military judicial process. These scenarios are;

     

    I.

    A military tribunal against an Officer bearing the commissioned rank of Captain or higher

     

         

    II.

    A military tribunal against a Soldier with the potential punishment of Execution

     

         

    III.

    A scenario in which laws of not only military but also civil nature are broken

     

    Furthermore, after a verdict was decided through a military tribunal the accused Soldier may appeal to the War Office if it is their opinion that the verdict given is unfair and unjust. Following this appeal against the verdict, the War Office may investigate and overview the military tribunal and either dismiss or reaffirm the given punishment.

    MILITARY TRIBUNALS & PROCEDURE

     

    After a soldier of His Royal Majesty’s Armed Forces is accused of a breach of the Lex Militaris, it is the duty of the Commanding Officers of said soldier to organize a military tribunal to determine the soldier’s guilt regarding the offenses brought against them.

    This aforementioned military and judicial duty falls to the soldiers of the rank of Sergeant and above. In addition to this, it is the duty of the Officer who organized the military tribunal to also hold said trial as well as to determine the guilt and punishment of the soldier accused. 

    Following the military tribunals organization, it is to be held in a military area and during the organization the accused may select a fellow soldier to act as their attorney. Simultaneously, the organizing Officer is to be considered as the de-facto judge of the tribunal, as well as the de-facto prosecution. After these roles have been explained to the accused, the tribunal is declared in session, unless one of the three aforementioned scenarios is in effect. Following this, the evidence from both parties may be brought forth as well as potential witnesses. After said evidence and witnesses have been examined and questioned, the guilt is to be determined by the organizing Officer.

    After having the guilt determined or the innocence proven, the verdict is decided and given in accordance to the severity of the breach committed. This verdict is then to be directly carried out, unless the accused soldier wishes to appeal said verdict to the War Office for further investigation. This verdict is to be in accordance with the breach committed and may range from a simple flogging all the way to an execution.

    MILITARY LEGISLATION

     

    The military Legislation, also known as the Lex Militaris, is to be applied to all soldiers of the Kingdom of Oren equally and does not care for rank, title or name. Furthermore, the Lex Militaris is to be divided into 3 different legal Books and then subdivided amongst articles.

     

    BOOK I, Common breaches

    §1, Insubordination; When a soldier does not follow an order given by a superior soldier. 

    §2, Malingering; When a soldier acts as if ill in any way or form in order to not fulfill their assigned duties.

    §3, Disrespect; When a soldier shows undue behavior before a superior. 

    §4, Negligence; When a soldier does not fulfill their assigned duty given by a superior.

    §5, Minor Incompetence; When a soldier fulfills their assigned duty given by a superior in a non satisfactory or diligent way. 

    §6, Looting; When a soldier, without order from a superior, loots from enemy military or civilian installations. 

    §7, Undue Behavior; When a soldier does not act, both on and off-duty, in such a manner as to reflect most favorably on the Legion.

    §8, Attempted Assault; When a soldier attempts to attack and injure a civilian or fellow soldier while on duty without being given an order to do so by a superior.


     

    BOOK II, Major breaches

    §1, Assault; When a soldier attacks and subsequently injures a civilian or fellow soldier while on duty without being given an order to do so by a superior.

    §2, Bribery; When a soldier intentionally accepts any form of gift, payment or further objects of persuasion in order to alter their duty to the Kingdom of Oren in any way, shape or form.

    §3, Impersonation; When a soldier intentionally impersonates themselves as a soldier of different rank, both higher and lower. 

    §4, Fraternization; When a soldier acts in a friendly and brotherly fashion with an enemy.

    §5, Murder; When a soldier takes the life of a civilian or fellow soldier while on duty without being given an order to do so by a superior.

    §6, Misconduct; When a soldier does not act accordingly while being held as a Prisoner of War.

    §7, Attempted Mutiny; When a soldier attempts to participate or incite a mutiny against the military.

    §8, Major Incompetence; When a soldier fulfills their assigned duty given by a superior in a way that other soldiers or civilians have been caused harm to in any way or form.

    PREAMBLE

     

    The Royal Norlandic Ashguard, often only referred to as the Ashguard, is an organized military organization of the Kingdom of Norland tasked with the protection of the Kingdom and her citizens from internal as well as external threats. It acts as the sword and shield of Norland, protecting its people, territory and interests as well as uphold law and order within the Nation.

     

    In the past, its ranks consisted of main soldiers, ready and willing to give their lives for King and Country. Today, the Royal Norlandic Ashguard serves as a much less martial capacity as a cultural enterprise composed of the brave men and women within the Kingdom, paying due respect to their ancestors.


     

     


     


     

    AUTHORITY

    The Royal Norlandic Ashguard acts upon the direct authority of the Marshal of the Kingdom of Norland and subsequently upon the authority of the King of Norland. It doubles as an organized military to defend the Kingdom of Norland and as a policing force to uphold law and order.

    Officers of the Royal Norlandic Ashguard may arrest and punish individuals breaking Norlandic Law and oversee the extradition of foreign nations to their respective homeland in case a treaty between such a nation states such. It is furthermore the authority of Royal Norlandic Ashguard to, in times of crisis, enforce curfews, set up security checkpoints along the roads and set security perimeters within Norlandic territory.

     


     


     

    MILITARY ORGANISATION

     

    To ensure a stable and effective military defense of the Kingdom of Norland, the Royal Norlandic Ashguard has various forms of military organization deeply embedded within itself. These forms vary from a system of promotion and awarding, to individual military proclamations. The most important and essential forms of military organization are;

     

    Military Proclamations of the Marshal, which act as direct orders to all members of the Ashguard. 

     

    The Royal Norlandic Ashguard’s Mark system, in which each and every soldier is rewarded a certain amount of marks for a duty they carried out for the military and shall be rewarded accordingly.

     

    The Billeting system, in which every soldier has the right to claim a secondary set of duties to perform in the name of King and Country.



     

     


     

     

    MILITARY COURTESIES AND CUSTOMS


     

    UNIFORMS

     

    When on duty, each and every soldier of the Royal Ashguard has the duty to wear the individual Uniform in accordance with their military rank. When not on duty, the military expects due behavior from its soldiers, as they represent the Royal Ashguard and subsequently the Kingdom with their actions.

     

    Furthermore, helmets are to be worn during official duties such as court and patrols. Personal modifications made to your uniform are not permitted unless directly given permission from either an Overseer or the Marshal.

     

    SALUTING

     

    Unlike many militaries of the south, saluting is rather a form of tradition than a way to show respect to one’s comrade in arms. Hence in general it is rarely practiced by the soldiers in the Royal Norlandic Ashguard. Although the aforementioned fact stands, there are certain exceptions. These include the presence of the King and the Marshal. In this case, a soldier of the Royal Norlandic Ashguard is to raise his fist to his heart.

     

    ADDRESSING SUPERIORS

     

    When addressing a soldier who is senior to oneself, one must first of all state the rank of the person one wishes to address as well as their first or last name. Following this, the reason for the address is to be stated.

     

     


     

     

    RANK STRUCTURE

     

    The Royal Norlandic Ashguard is made up of two individual types of soldier. The Officers and the Enlisted. Following will be a brief explanation of each rank as well as their individual duties and responsibilities; the hierarchy of Royal Norlandic Ashguard’s ranks will be listed from highest to lowest.



     

    OFFICERS


     

    MARSHAL

     

    The Marshal of the Kingdom of Norland serves as the direct Commander of the Armed Forces of Norland, including the Royal Norlandic Ashguard as well as further militias organized by the Kingdom. It is his or her duty to ensure the continuous security of the Nation from both internal as well as external threats. Furthermore, the Marshal of the Kingdom of Norland acts as the King’s first Advisor in matters of military nature.


     

    OVERSEER
     

    Overseers act as the deputy to the Marshal and have the duty and responsibility to administer the Wardens below them. They often take on administrative tasks such as delivery of pay, equipping the soldiers and promotions. It is furthermore the duty of the Overseers to keep order and discipline amongst the Royal Norlandic Ashguard and issue accordingly punishments.


    WARDEN

     

    Wardens are junior officers of the Royal Norlandic Ashguard, tasked with keeping the military discipline and competence in check through hosting training, patrols and further military proceedings. They are tasked with numerous duties involving direct contact with the soldiery as well as conducting regular inspections upon military bases as they see fit.

     

    MASTER AT ARMS

     

    The Masters At Arms are experienced and battle hardened soldiers of the Ashguard and junior Officers. They are normally placed in command of an encampment or Fort in the countryside and are entrusted with the respective logistics and administrative duties of said military installation, such as weaponry, food supplies and repairs. Furthermore, these soldiers are tasked with policing and patrolling their respective territories surrounding their military installation.

     


    ENLISTED



    MAN AT ARMS
     

    Men At Arms are senior enlisted personnel with multiple years of military experience. They stand as the perfect example of military discipline, skill and hardship. These soldiers are granted the special task of overseeing the direct training of a group of Initiates and acting as their mentor during this time.


    FOOTMAN
     

    Footmen are soldiers who have passed the trials of being an Initiate. These men and women of the Kingdom have proven themselves as reliable and trusted members of the Royal Norlandic Ashguard, being entrusted with the life or lives of his or her fellow servicemembers.


    INITIATE

     

    Initiates are young and becoming men and women of the Kingdom who have decided to take up arms in defense of their homeland. During their time in this rank they face numerous trials and attend many military procedures in order to learn and master the skills needed to defend the Kingdom of Norland.

     

     


     

     

    BILLETS

     

    Billets, a specialized rank, are extra duties granted to Soldiers who show exceptional knowledge and ability in a certain skill. These roles are in effect both during times of crisis and peace.

             

    COURIER

     

    Couriers are military messengers entrusted to deliver and receive imperative reports and orders from command to deliver to their cohorts. These roles are usually given to cavalrymen.

    DRILLMASTER

     

    The Drillmaster is a position given to a soldier of the rank of Man At Arms or above. They are tasked with the training of the Initiates of the Ashguard within the entire Ashguard. The role is typically assigned to a Man At Arms, and they are responsible for ensuring the qualified Initiates pass their trials and progress to the rank of Footman.

     

    MEDIC

     

    The medic is tasked with ensuring that each and every soldier of the Royal Norlandic Ashguard is physically prepared for any task they may be ordered to perform. They furthermore administer to the soldier’s medical needs in any way possible.

     

    QUARTERMASTER

     

    The Quartermaster ensures everyone in the Ashguard is well equipped for any task they may have to face during peace and or war. They take count of equipment and act as the keeper of logistics in the entire Ashguard. They furthermore conduct inspections and report to high command on any supplies needed. 

         

     

     


     

     

    AWARDS AND MERIT

     

    The Medal of Javier

    A bronze badge depicting the face of the Thegn King Javier “The Undefeated” Ruric. This badge is granted to those who fulfill the first order they are given. It is the most common badge amongst the Badges of Acclaim.

     

    Medal of Thoromir

    For those who have brought new, eager soldiers to the Royal Norlandic Ashguard. Unlike the other badges, there are several variants of this badge. The first badge is a bronze badge, and this is given when a member has recruited one soldier to the Royal Norlandic Ashguard. The next badge is a silver badge and that is given when one has recruited five soldiers to the cause. After that, there is the Golden badge which is given if you recruit ten soldiers. The final badge is the diamond badge which is given to a soldier when they have recruited fifteen soldiers. 

     

    Medal of Hakon

    The Norlandic Bloodrose Amulet is given to a soldier who has been injured in the line of duty. This amulet represents the blood and sacrifices a soldier is willing to take to serve his people. The amulet is amongst one of the greatest honors one can receive during his/her time of service in the Royal Norlandic Ashguard.

     

    Medal of the Guardian of the North

    A silver badge depicting the Ashwood tree. This award is gifted to a soldier who shows valor in the line of duty. This badge is for one who has continuously placed their life on the line. It is to be worn at all times to distinguish those selected from the others. It is a tremendous honor and is granted to those who have done everything in their power for the Kingdom of Norland. 

     

    The Sword of Alisgrad

    A four-foot golden broadsword engraved with ancient Norlandic Text, on the pommel there is a golden hound with a crown on its head representing Eirik “The Great” Ruric. The Gilded Blade is the highest Badge of Acclaim being granted personally by the King himself. This weapon of choice is forged by the best Blacksmith throughout the land and is a symbol of undying loyalty for which the soldier placed onto Norland and its people.

     

     


     

    ENLISTING AND OATH OF SERVICE

     

    In order to enlist the Royal Norlandic Ashguard and subsequently serve the Kingdom of Norland, a man or woman wishing to serve must fulfill the following criteria:

    They must be a loyal Norlandic Citizen

    They must be able bodied and at least of 18 years of age

    They must understand and follow the principles of the Royal Norlandic Ashguard

     

    If these are met, the individual may be enlisted into the Ashguard per their own request. They then are given equipment, food, housing, pay and must undertake the Oath of Service. This oath goes as follows;
     

    “I, _____, solemnly swear on my honor and my sword to faithfully serve the Rurikkid Clans, and above all the Ruric King of Norland, to uphold the laws and traditions of Norland, and to protect her peoples. I will don the red and black of Norland proudly, and swear not to abuse my powers and privileges as a member of the Ashguard.”

     

    Once the applicant has spoken these words, they are officially a member of the Ashguard at the rank of Initiate.

     

     


     

     

    RETIREMENT

     

    After completing at least 25 years active military service within the Ashguard as well as achieving at least 100 marks within the rank they wish to retire with, every member who completed these requirements is entitled to a farmhouse in the countryside which shall be free of tax for their lifetime. After the death of the soldier post retirement, the estate shall be reincorporated into the possession of the Kingdom of Norland.

    By official order of the Marshal of the Kingdom of Norland, the Royal Ashguard shall henceforth gain the duty to pay military wages to its service members and auxiliaries in direct service within the official workings of the Royal Norlandic Military.

    Military wages are directly based and distributed amongst the soldiers in accordance with a pay chart distinguished by the official ranks within the Ashguard’s military organizational structure. 

    Soldiers of the Royal Ashguard shall only be entitled to their individual military wages for active and honorable service within the specific year that wages are distributed amongst the servicemembers. Wages are furthermore flexible and are heavily dependent on the military actions and achievements of the individual soldier, both positive and negative, and may be adjusted accordingly.

    By the official order of the Marshal of the Kingdom of Norland, a new system in order to reward and promote the soldiers of the Ashguard has been established. This system will assist the soldiers of the Ashguard in distinguishing themselves through their service to King and Country. Furthermore, the marks will assist the military command in over viewing the dedication of each and every soldier in order to evaluate them for promotions or medals. Before promotion, a number of requirements must be met, and typically a Warden or higher must approve.

     

    -Must meet the following amounts of mark requirement for their new rank.

    -Must be given the approval of a Warden, Overseer or the Marshal.

    -A week at minimum must have passed since their last promotion.

    -Promotions are at the discretion of a Warden, Overseer or the Marshal and may be done without these requirements in rare situations.

     

     


     

     

    The following graph shows the specific amount of marks required for the next promotion in rank. Upon promotion, the marks acquired in the previous rank are not eligible to be counted towards the required marks for the next promotion.

    -Escorting a member of the King’s Council or the King/Queen: 1 Mark

    -Hosting a training: 2 Marks

    Rescue Operation

    On the 6th of Harren’s Volley, 1856, the hills of the northern Crownlands soon became witness to a large-scale rescue operation led by the Imperial State Army. The Operation was officiated due to the fact that I myself had been captured by the same group of terrorists operating in the crownlands for most recent years, which also attacked the farmhouses north of New Providence and the Port infront of our homeland’s capital.

    My fellow comrades of the Imperial State Army were alerted to the location I was taken prisoner to via a coded message hidden within a letter I had addressed to my mother after my capture. Soon the rescue operation was conducted by the 1st Regiment and the designated rescue-team was ordered to march onward.

    After their arrival, they divided themselves into two teams. One stormed the frontal gate of the prison leading into the courtyard and swiftly dealt with the force of bandits present there, the second the stables. Soon both were met with a volley of arrows, which missed every soldier present.

    Soon the rescue-team under the command of Ensign Madron marched forward and engaged a large group of bandits in front of them, while Lieutenant Primrose and Private Nick Windpelt took out the enemy’s archers upon the rooftops of the prison. After the row of bandits in the front as well as the archers were dealt with, the bulk of the following infantry advanced and met the enemy head on, decimating their main force defending the prison. After achieving this victory in the courtyard, the team split up and began searching within the inner prison for me.

    Mere minutes later, one of the two teams advanced to my cell, took out the guard century and liberated me out of captivity. 

       

     


     

    Prisoner of War Treatment

    During my captivity and subsequently as Prisoner of War my treatment was below adequate for an Officer. I was subject to a multitude of both physical and mental torture portrayed by the leader of the terrorist group, who went by the name of “War Axe”. It began with a swift and simple beating yet soon one of their ranks stood before me with a dagger in hand and requested information from me regarding troop movement in the north. 

    I ignored the question of the terrorist and simply answered with a silent stare, which the man did not take lightly. I was met soon with the same dagger he had in hand, now cutting through my left eye socket. While the pain was agonizing and I yelled upon the top of my lungs, I was struck with a blunt object and soon fell upon the ground, unconscious. Though it was in no way or form the end of my torture.

    Hours, or perhaps even days later, I was awoken by a loaf of stale bread and a mug of dirty water thrown into my cell. My eye was still aching, yet thankfully the bleeding stopped. After finishing my meal I was grabbed and brought to the courtyard of my prison. The sun stung my right eye and it was then when I heard a whisper followed by a chuckle, saying “Good Luck.”

    Seconds later an old pitchfork was thrown before me and my captors marched to a type of vantage point from where they could observe me. I was at first confused and inspected my surroundings, hoping for an exit to be near. Yet all my hopes were swiftly dismissed as my eye found not an exit, yet a bull standing at the other end of the courtyard I was within. I then glanced at my red uniform and knew what these savages wished of me to do.

    I picked up the pitchfork and awaited the charge of the bull, which soon came. I sprinted towards it likewise and threw the given pitchfork at the beast, managing to injure it, though to no avail as it soon rammed me into the air and allowing me to fall upon the hard ground. And by pure luck or a blessing of the Lord himself, the bull fell, be it by my throw or be it by the same diet the savages were feeding me.

    After this endeavor, I was dragged and chained into my cell and subjected to further beating by two of the bandits. I was struck into my chest and stomach, yet soon a third entered, ordering the others away. I was soon again released of my chains and brought to a cell resembling less of a prison, though more of an Inn. Within it there stood their leader once more, grinning at me. The man chuckled and ordered his men to stand guard before my cell and to not let me out.

    Soon the door to my ‘cell’ was struck open, yet instead of a bandit, before me stood one of my comrades in red, coming to my rescue.

    After my first discovery of organized bandit activity north of New Providence and the subsequent cavalry scouts ordered out by Captain Hieran Melphestaus in 1855, a small group of these bandits were spotted attempting to hijack an imperial vessel still in port. The hijacking was swiftly reported and a courier was sent to the Imperial State Army Headquarters with an order by Captain Melphestaus ordering me to intercept said bandits. 

     

    I moved out swiftly with Ensign James Madron and Recruit Tonda to the port and we were soon supported by Lieutenant Antler. As we marched closer and closer, we could observe a force of about 10 bandits amidst their hijacking attempt. This crime was interrupted by an arrow from my own crossbow and a skirmish between my squadron and the bandits ensued shortly thereafter. As the minutes of combat passed, 5 bandits had fallen and we had suffered not a single casualty, yet Ensign Madron was injured severely and Recruit Tonda secured the Ensign while being pushed back by enemy fire, leaving myself and Lieutenant Antler to face the incoming line of enemies. 

     

    Soon we found ourselves outnumbered, yet continued to fight on and managed to push the enemy back and away from the shores of the Empire. We returned to New Providence and my wounds were treated by Lieutenant Dr. Primrose.

     

    Due to the frequency of these attacks, I suggest to the High Command of the Imperial State Army that scouting be increased and search parties are sent out to find a potential encampment of these bandits.
