    To the most honorable High Command of the Imperial State Army;

     

     


     

     

    During my daily patrol of the city and surrounding countryside, I came across a sight of blood and massacre within a village due north of our nation’s capital. The cattle murdered, its guts all upon the farmhouses, their bodies rotting and decaying left and right, the well filled with the dead farmer’s blood. After swiftly marching to the gates of New Providence, where I ordered for  a small force of two soldiers to be raised in order to patrol the area and investigate the aforementioned village. 

     

    Upon the arrival of the Recruits Dhalis and de Sarkozy, we marched north and after our arrival at the village the patrol was swiftly ambushed by a small force of two bandits. These were swiftly dealt with , one by my own hand and the other by the hands of the Recruits accompanying me. 

     

    Though we thought we had a moment of rest, soon another group of bandits began to arrive at the farmhouse from the surrounding forest. We suddenly found ourselves outnumbered, yet after the once more two of the attackers were dealt with by myself and one of the Recruits, the remaining bandits fled into the forest north of the farmhouse to escape death or capture. 

     

    Following the retreat of the bandits, I ordered the patrol to move south towards the capital for debrief upon the situation and the dismissal of the Recruits to resume their duties.

     

    Due to the facts outlined in previous verses of text, I suggest to the High Command of the Imperial State Army to keep a watchful eye over the territories north of our capital.

The aforementioned title is stagnant and not inheritable and upon the death of one such Li Xiuying the title will be enveloped back to the Zhu, unless further documentation is issued by the Zhu authoring otherwise. It is upon the receiving of this letter, that Xiuying of House Li is to seek an audience before His Excellency the Zhu of the Jade State of Yong Ping within the Jade Senate quarters to accept this elevation and swear an oath of loyalty and allegiance. Upon the swearing of the Oath, the rights and privileges of nobility, alongside the duties and responsibilities are bestowed upon the aforementioned individual.

    FOREWORD

     

    With the Jade States Constitution sealed within an ornate bamboo scroll, further work begins with a series of installments meant to directly benefit the Jade State of Yong Ping and her citizens. The following are rankings for that of a System to reward individuals or families, the names of such going in order of the following languages, Li-ren, Oyashiman, Hyeol-Yeon and Common. Following this is an explanation as to the rights and duties of nobility, how such titles could may be achieved and maintained within the Jade State and what all it constitutes.

     

     


     

     

    DEFINITIONS

     

    Nobility is defined as an individual holding a noble title from the Jade State of Yong Ping, such as any of the following and their Li-Ren, Oyashiman, Hyeol-yeon and Common translations; Governor, Duke, Marquees, Count, Viscount or Baron under one of two variations, Not Inheritable or Inheritable. These individuals are afforded the rights and privileges to be listed down below, alongside the duties and responsibilities mentioned at the behest of the Zhu and/or Senate.

     

    -The Head of the Household may hold and be referred to by the title itself; other individuals of the family may be referred to as ‘Lord’ or ‘Lady’.

    -The following translations go as is, Guizu / Omo / Junim being that of ‘Lord’ and Nushi / Redi / Sugnyeo being that of ‘Lady’.

    -The Heir of the Household may be referred to as a variation of the title, being that of ‘Heir of’ followed by the title itself.

    -The following translations go as is, Jichengren / No Sozukujin / Sangsog-in being that of ‘Heir of’.

    -It is the right of the Governor and/or Senate to bestow and revoke titles at their discretion.

     

    Not Inheritable: There are three titles with a variation that can be classified as Not Inheritable; Baron, Viscount and Count. Upon the death of an individual who had received a title, the title will go back to the Governor, not passing onto the next generation of one such individual.

     

    Inheritable: All titles listed have a variation where it is considered that of ‘Inheritable’; meaning upon the individual who received its death, it will be passed onto their heir.

     

    Merit: Each family of Nobility are expected to have merits, proving themselves to be upstanding individuals of society. .

     

    Demerit: Demerits can be granted towards a family of Nobility, such Demerits being the reason as to certain Privileges revoked or in more extreme cases, a demotion in title, whether it be from Viscount to Baron or from  Inheritable to Not Inheritable.

     

    Stagnant: While this may be rarely used, a bloodline which is given a title but is thought to later be extinct may become a stagnant title; meaning if there is a return of the bloodline and their claim can be verified, the title may be returned with some consolation from the individuals.

     

    -Such consolations may include but are not limited to; A demerit of titles down than the family or individual held previously.

    [Common Translation: Governor]

     

    The Governor is the individual elected into the Office of Zhu, which governs the Jade State of Yong Ping as our head of State and is the highest ruling authority within its Borders. Relatives of the Zhu are considered to be part of the ruling family, equating it to an extremely meritorious position of great value.

    This title is the nearest equivalent of that of the Governor's family, reserved for most often retired Governors or families who have been recognized to do extreme meritorious work which has benefited the nation.

    Upon reaching the status of Marquees, the variations are no more and is considered purely inheritable. The role of Marquees is a prosperous one, on the precipice of the upper echelons and lower echelons of Nobility. A family such as this is watched closely, allowing them upward mobility in the system.

    The title of Count has two variations; Not Inheritable and Inheritable. That of a Count is on the precipice of the higher rankings, a bit of a middle-man where they can find their position raised or fallen. At this point, they have earned and continued to earn their nobility and have made quite the impression on the Jade State overall.

    [Common Translation: Viscount]

     

    The title of Viscount has two variations; Not Inheritable and Inheritable. Just above entry-level Nobility, this is a position that will allow those more of a say in the way of things, with only room to move up the ladder of the Jade Court. With work and perseverance, those such as the Viscounts have been recognized for their work and will continue to do so.

    This specific title is granted through the Five Ways of Ascension; mentioned further down below. This title is entry level nobility and is broken once more into sub classifications of Inheritable and Not Inheritable.


     

     


     


     

    RIGHTS OF NOBILITY

     

    For Inheritable titles, unless specified otherwise, all rights listed below are considered within theirs. For Not Inheritable titles, only that of their section is considered their allotted rights. Some are listed as rights, which cannot be inherently revoked without the removal of a title; while privileges can be revoked without the removal of a title.

     

    Not Inheritable

     

    Upon the granting of a title, they are afforded the right of being referred to as such title within the borders of the Jade State of Yong Ping.

    Upon the granting of a title, they are afforded the privilege to a dedicated seat within the Senate room.

     

    -This does not give them a position within the Senate itself.

    -This is only for public meetings and not private, unless invited in via one of the Senate Members themselves.

    -This privilege can be revoked if it is abused, such as but not limited to, entering a private Senate meeting when not invited.

     

    Upon the granting of a title, they are afforded the right to seek a private meeting with the Senate.

     

    Upon the granting of a title, if under threat, they are afforded the privilege to request up to two guards from the YPA.

     

    -This is not per family member but per family.

    -Those of the title Duke and up are exempt from this, allowing them to request more than the allotted two.

    -While such Soldiers are ordered to protect a family, these servicemen and servicewomen are fully expected to be treated with the utmost hospitality, given proper quarters to sleep within and be treated well.

    -This privilege can be revoked upon the abuse of it, alongside not following what had been outlined above on hospitality.

     

    Upon the granting of a title, they have the privilege of an allotted tax break.

    -This is for one property of their choosing.

    -It is for a quarter of the property taxes.

    -If the title becomes inheritable, it becomes two individual tax breaks that may be used separately or together.

    -The titles of Marquees and up have the privilege of three allotted tax breaks that may be used separately or together.

    -This privilege can be revoked with abuse of it or during times of great war or strife.

    Upon the granting of a title, they are afforded the right to a Champion in an Honor Duel.

    -Any and all Honor duels must still be passed via a Minister, Judge or that of Marquees and above.

    -Only one champion may be chosen.



     

    Inheritable

     

    Upon the granting of an Inheritable title, those granted have the right;

    -A plot of  land within the borders of the Jade State of Yong Ping.

    -The size of the land is at the Zhu’s and/or Senate’s discretion.

    -The location of the land is at the Zhu’s and/or Senate’s discretion.

    -This land does not come under the Tax Break mentioned above.

     

    Upon the granting of an Inheritable title, they have the right to an Estate outside the capital.

    -It is up to the family to cover all construction costs and labor.

    -They are to manage and care for the Estate, ensuring it does not come under disrepair.

     

    Upon the granting of an Inheritable title, they have the right to take on a Retainer, going up one by each rank, i.e. Barons may have one Retainer, Viscounts may have two and so on.

     

    -Retainers are afforded certain rights of Nobility in order to aid them in their job; their job in society and what rights are afforded covered in; On Retainers.

     

     Upon the granting of an Inheritable title, they have the right to take on a Ward, going up one by each rank, i.e. Barons may have one Ward, Viscounts may have two and so on.

     

    -A Ward is afforded certain rights of Nobility due to the environment they are being raised in, covered in; On Wards.

    Marquees and further upper nobility

     

    The titles of Marquees and up have the right to recommend a merit or demerit to a lower-caste family; Count and below directly for promotion or demotion to the Senate and/or Zhu.

     

    The titles of Marquees and up have the privilege to sit in on private senate meetings.

     

    -This privilege can be revoked if they were to abuse it, such as; disturbing the peace during important topics.

     

    The titles of Marquees and up have the privilege to legalize and oversee an Honor Duel.

     

    -They cannot legalize and oversee their own Honor Duel.

    -If found to be abusing this privilege, it may be revoked.

    DUTIES OF NOBILITY

     

    With privilege and rights comes responsibility, all those of the Nobility caste expected to adhere to these standards and responsibilities.

     

    The duties of Nobility go as follows;

     

    -The duty to be a contributing member of society, such as, government, political, military, temple work or otherwise.

    -The duty to maintain and upkeep their allotted lands and Estate and not allow it to fall into disrepair.

    -The duty to take up arms during times of strife to protect their home under that of the Zhu and not draw arms against the Jade State, keeping to that of upstanding and law-abiding citizens, holding the highest esteem of loyalty to the Zhu and the Jade State.

    -The duty to come when called upon during times of great strife or war; providing munitions, people or otherwise upon that of a Levy.

    -The duty to create job opportunities within the Jade State via some form of employment, i.e. merchant work, servitude or otherwise.

    -The duty to host activities or events within the Jade State to drive foot traffic within our Borders.


     

     


     



     

    THE FIVE WAYS OF ASCENSION

     

    The first, though most obvious, is the inheritance of a title

     

    The second way is that of becoming a Ward to a high-ranking family.

     

    The third is becoming a Retainer to a higher-up family.

     

    The fourth is being recommended directly by the Zhu, a Duke or a Marquee’s family as a meritorious individual who has contributed greatly, i.e. knighthood.

     

    The fifth is that of becoming a Minister within the Senate on the Zhu’s Council.


     

    On Wardship

     

    Wardship is something that those of commonhood or nobility both could partake in. It is when a Higher-Ranking family, namely a Count and up, takes on a child from a young age who is then raised amongst their family members as one would their own child. Upon reaching the age of majority, they would have that merit which they could bring before the Senate and if passed, be gifted that of the title Baron.

     

    On Retainers

     

    Oftentimes, a higher-up family would take on a Retainer from another family or an individual on their lonesome. They serve that family to their fullest extent and with the approval of that family, they may approach the Senate with that merit and if passed, be gifted that of the title Baron.

     

    On Recommendations

     

    Upon the achievement of a great feat, one of the Higher-ranking families may choose to recognize one such individual or family for their work and recommend a title to the Senate and/or Zhu. If it were to pass, they’d be gifted that of the title Baron.

     

    On Ministership

     

    When an individual becomes a Minister, they are granted the title of Baron after three Dragons months in the position. If an individual becomes a Minister with an already meritorious family or a particularly large family, they may be granted a rank above that of a Baron, or the family's current title.

     

    On Removals

     

    If one such individual or family is stripped of their titles, even with the proving of merit, they may not have their former  titles returned without the personal pardon of the Zhu themself or a majority vote of the Senate.

    From humble beginnings has the Jade State grown from an embassy tower in Talon’s Grotto to the nation of today. So too must the government grow to better encompass her people. It is my hope that the following document may set the groundwork for a fair and accessible government of the people for the people.     THE 3 DEPARTMENTS

     

    The 3 Departments consist of the offices of the Zhu, Chancellor, and the Grand Secretariat. The Zhu and Chancellor govern as the Twin Dragons of Yong Ping, a tradition carried from the founding of our settlement in Almaris. The Twin Dragons harkens to the tale of the city’s founding, when the first ship to land on the verdant shores was safely harbored through the storm by the sea dragons for which the role is now named. It is the duty of the Twin Dragons like their namesake to protect and guide the people of Yong Ping.

     

    The Zhu and Chancellor serve much of the same duties. Where one acts, they carry the authority of the other. Each Zhu is chosen by the preceding Zhu and appointed by an approving vote of the majority in the Senate (the Senate consisting of each head of ministry and the 3 Departments). For the Chancellor, a number of candidates not exceeding 3 is suggested by the Zhu and is elected by a majority Senate vote. The Grand Secretariat is directly appointed by the Zhu to assist the Senate, keep government records, and aid as needed under the direction of the Twin Dragons.  The Grand Secretariat is also used as a tie-breaker in Senate votes depending on the seats currently filled (i.e. an even number of seats are filled including the GS, the GS cedes their vote).


     

     


     


     

    THE MINISTRIES AND THEIR ROLES

     

    There are as I currently write this 6 ministries, with each minister holding a Senate seat equating to one vote. A Servant of the Jade State not technically belonging to any ministry is the Mayor, sees to Mayoral duties within the Jade State.

     

    Ministry of Interior

     

    The Minister of Interior oversees property tax and the authenticity of the ledger, vassal applicants, and managing the property stewards of the Jade State. The ministry of interior mostly consists of said stewards, who assist new citizens in finding fitting housing and aiding the Minister of Interior in ensuring taxes are paid. It is the duty of the ministry of interior to structure and run public elections.

     

    The Minister of Interior is appointed by the Twin Dragons and approved by popular Senate vote.

     

    Ministry of Justice

     

    The Minister of Justice is entrusted with the seat of High Judge and primary legislator of the Jade State. Members of the ministry of justice include court judges and state approved lawyers, both of which fulfill roles in court functions. It is the duty of the Ministry of Justice to review and analyse public elections.

     

    The Minister of Justice is appointed by the Twin Dragons and approved by popular Senate vote.

     

    Ministry of Foreign Affairs

     

    The Minister of Foreign Affairs manages all matters of official contact between the Jade State with foreign governments and other parties. The ministry of foreign affairs consists of dedicated diplomats who work to ensure the Jade State is represented by the understanding and cooperative nature of our people.

     

    The Minister of Foreign Affairs is appointed by the Twin Dragons and approved by popular Senate vote.

     

    Ministry of Defense

     

    The Minister of Defense, also known as the Duhu, acts as the head of the Yong Ping People’s Army and oversees matters of state security in all of the Jade State. The ministry of defense consists of the Yong Ping People’s Army, any vassal guard forces, and military contracts with the Jade State.

     

    The Minister of Defense is appointed the Twin Dragons and approved by popular Senate vote.

     

    Ministry of Rites

     

    The Minister of Rites is the conduit through which any who wish to hold an event or festival in Yong Ping are empowered. The ministry of rites consists of the Minister’s assistants, those who aid in the running of said events and festivals, as well as forming a committee to run such themselves.

     

    The Minister of Rites is elected by popular citizen vote and approved by popular Senate vote.

     

    Ministry of Health and Education

     

    The Minister of Health and Education acts as the Head Surgeon of the Yong Ping Clinic, and oversees the certification of all licensed doctors, medics, and coroners in the Jade State. It is this Minister’s duty to ensure all declared medical facilities and food establishments are of safe standard. The ministry of Health consists of those who choose long-term work in the Yong Ping Clinic, and officially appointed Head Surgeons of any vassals of the Jade State. Furthermore, the Minister of Health and Education is charged with running of the state-funded school, public library, and museum. It is also within their purview to vet any who wish to hold public lectures. The ministry of Education consists of dedicated librarians, museum curators, and teachers.

     

    The Minister of Health and Education is elected by popular citizen vote and approved by popular Senate vote.

     

    The Mayor of Yong Ping

     

    The Mayor of Yong Ping acts as the direct voice of the people and is entrusted with having their opinions and voices brought before the Senate. He or She has the duty to overview local issues within the Jade State, for example renew the notice board and host gatherings in order to acknowledge the will of the people. 

     

    The Mayor of Yong Ping is elected by a majority vote in an election of the people and then reaffirmed by a majority vote of the Senate. 

     

     


     



     

    JOINING A MINISTRY

     

    To join a ministry, one must be a citizen (with the exception of the Ministry of Defense, in which under certain conditions one may be granted citizenship through service), of legal age for the work they wish to enter, and of valid qualification. If not of valid qualification, the citizen may approach the respective minister to request appropriate training. If a citizen wishes to volunteer their services to the Jade State in the interest of their fellows but is unsure where they would best fit, they may fill out the census and a representative will help them through the process.


     

     


     


     

    SENATE FUNCTION

     

    The Twin Dragons, the Grand Secretariat, and each head minister each hold a seat on the Senate. This allows them to represent their constituents, and vote in the best interest of the people within the extent of their education and experience. The Senate is headed by the Twin Dragons, all matters from the prior Senate meeting kept in account before moving on to current affairs. Each Senate serves to bring to light any overall affairs of state as presented by the Twin Dragons, then open to each minister to bring forward any concerns to the Senate floor. As the Senate proceeds, it is the duty of the Grand Secretariat to keep record of proceedings. Most senate meetings are open to the public to observe unless otherwise stated.     Article I - Recognition of Sovereignty

     

    The Holy Orenian Empire and the Jade State of Yong Ping (henceforth ‘the signatories’) recognize each other’s Realms as independent lands ruled by their respective leaders, and will make no attempt to subvert those authorities governing them.

     

    Article II - Territorial Boundaries

     

    The territory to the south of Oltremont and the east of Yong Ping will be maintained as per the previous agreement signed in 1820, with the Holy Orenian Empire ruling over the easternmost half and the Jade State over the westernmost ((Tile 66A/66B)).  

     

    The cost of developing and maintaining the aforementioned territory will continue to be split evenly between the governments of Yong Ping and the Holy Orenian Empire.

     

    All other territorial recognitions and agreements made in the previous 1820 treaty are reaffirmed by the signatories.

     

    Article III - Defensive 

     

    The Signatories agree to support and defend one another to the full extent of their military, economic and political capacity, in the case wherein any nation or paramilitary polity attacks, intends to attack, or declares war upon a signatory in an aggressive manner. In the case wherein the Signatories would come into conflict with allies bearing treaties of defense, or military alliance; the signatories shall not be required to offer military, political, or economic aid to their fellow signatory but cannot offer aid to their respective allies for the duration of the conflict.

     

    Article IV - Trade

     

    • Signatories will adhere to the following terms regarding trade:
    • Signatories will trade specialty goods free of tariff, including in cases of purchase, exchange, or bartering
    • Signatories will reserve the option to host a ferry in their docks to the other’s port.
    • The ferry’s cost will be split between both signatories equally, including the construction and upkeep costs.

     

    Article V - Passage

     

    The Signatories will allow free passage for civilians or refugees through their respective territories, under the law of both nations. The road to Yong Ping passing through Orenian territory will not be obstructed to such individuals. The Signatories will cooperate militarily to keep the region free of bandits.

     

     Article VI - Anti-Azdrazi Provision

     

    The Signatories shall cooperate and assist one another in the eradication of the vile race of heretics and Iblees spawn known as Azdrazi. This provision will compel them to share intelligence and assist each other in operations pertaining to the destruction of the Azdrazi, where those actions are not against the Sovereign interests of their respective Signatory.

     

    Article VII - Acceptance of a Patron Saint

     

    The Signatories shall appoint and accept a Patron Saint, Nafis of Al-Dirahk ‘the uncut diamond’, as the patron saint for the Jade State of Yong Ping and the Canonists visiting and living within the boundaries of the Jade State of Yong Ping. A shrine to St. Nafis will be maintained within the Jade State.

     

    Article VIII - Violations

     

    In the case wherein either signatory is found by the other to be in violation of this pact, all articles shall remain in effect for the next two years, while the signatories search for diplomatic resolutions according to the articles of this document.

     

    Article IX - Duration

     

    This treaty shall expire after twenty years. It may be renewed by mutual consent of both signatories.

    During the winterly and cold day of the 4th of the Amber’s Cold, the birds had seized their chirps long ago, the bards played songs in the streets of the Jade State of Yong Ping in their stead, only to be interrupted by the sound of large and loud gongs tolling from each corner of the city. The citizens and visitors to the nation rushed to the government building with eyes of great interest and began waiting for an announcement, their eyes blooming from interest and curiosity. Shortly after a crowd had gathered, a clerk to the Jade Council stepped before the crowd and cleared his throat and said

However, with the recent resignation of our second Zhu Tianrui Ren, the second era of the Twin Dragon comes to its end and with it our nation loses one of its greatest.

     

    Though as it always has been and always shall be, as one of the two heads of the Twin Dragon lays downward, a new head arises to serve and protect the citizens of the Jade State of Yong Ping. It is with the aforementioned in recognition, that I humbly accept the recommendation by our former Zhu, Tianrui Ren, to serve the people of our nation and to continue my service to them that I have done not only as Chancellor but before that as Duhu and to henceforth with the council’s recognition as the successor of our former Zhu, Tianrui Ren. 

     

    It shall be, as always has been, my dearest goal as your humble servant to place not only the security, prosperity and stability of our Nation at my heart, but to also ensure that the Twin Dragon stands between the citizens of Yong Ping and any threat of both external and internal nature.     GENERAL INFORMATION:

     

    The armed forces of the Jade State of Yong Ping, often referred to as the “Yong Ping Army” or simply the “Y.P.A.”. They are a trained and organized military fighting force equipped for fighting on land and sea in order to protect the Jade State of Yong Ping and her people, be it from a threat of internal or external origin. During an era of war and conflicts, the modernized Yong Ping Army shall act as the sword and shield of the Jade State, protecting her citizens and territory. 


     

     


     


     

    THE ARMY:


     

    The Zhanshi Regiment

     

    Under the command of His Excellency, the Protector-General of the Jade State, this regiment is the main fighting force the soldiers of the army are organized into. The name “Zhanshi” translates into “Warrior”, hinting at the main attributes of this regiment. It’s soldiers are highly focused upon infantry combat, as well as artillery support. 

     

    The main duties of this regiment are not only upholding and securing the peace within the Jade State of Yong Ping, but also to protect her from any internal or external threats. Being a soldier within this regiment is neither a task nor a duty, but an honor which must be deserved through rigorous training and exercise. 


     

    The Fukuro Tantei-Sha Company

     

    The Fukuro Tantei-Sha Company, or short FTS-Company, is a subgroup of the Zhanshi Regiment, which focuses upon investigating criminal matters of both civilian and military nature. They actively look into cases and work in conjunction with the regular body of the Yong Ping Army to solve and deduct any criminal activities against the Laws of the Jade State which require an investigation.

     

    The commanding officer of this company is a Duifu of the High Commands direct choice. Once a candidate is suggested to the High Command, a vote is held to see if the candidate shall fill the position. A simple majority is enough to have the Duifu positioned into command, though if no majority is achieved, a new candidate must be presented. During the command of the Duifu, he can neither be demoted, nor removed from their command unless a majority is achieved within the High Command.

     

    Although this company operates quite independently from the rest of the YPA, they are first and foremost soldiers of the Yong Ping Army and still a part of the regular chain-of-command and under the direct authority of the High Command of the Yong Ping Army. 



     

    The Ishiguntai Regiment

     

    This group of highly trained and equipped Soldiers stand as the special operations command and are an essential part of the Y.P.A. operations, both internal and external. Throughout the Regiment’s history, most major operations required Ishiguntai Support alongside their Regular counterparts within the Yong Ping Army. It is through their combined efforts that every operation, every mission and every task is completed with the amount of professionalism it requires.

     

    The Ishiguntai Regiment is not a part of the regular chain-of-command and follows their own command structure. Although this is in effect, this Regiment is under the direct authority of the High Command of the Yong Ping Army as well as the Chancellor of the Jade State.


     

     


     

     

    THE CHAIN-OF-COMMAND:

     

    The High Command;

     

    Duhu (Protector General)

     

    Their Excellency, the Duhu of the Jade State, also known as the Protector General of the Jade State, is the commanding officer of the entire Yong Ping Army. They are the primary executor of the Laws of the Jade State and serve as the head of the Ministry of Defence. The holder of this office is appointed directly by the Zhu of the Jade State of Yong Ping and has the duty to ensure the protection and security of Yong Ping. Furthermore, the Duhu may author field reports while on campaign or during a military operation to inform the general public and Jade Government of the current circumstances of the Army. 

     

    Jiangjun (Commander)

     

    This rank serves as the executive officer to the Duhu and his primary military advisor. They are the second in command within the entire Yong Ping Army. They are charged with assisting with clerical matters as well as the training and maintaining the military for it to be prepared to defend the territory of the Jade State at any notice. 

     

    Jinzhou (Colonel)

     

    Within the Yong Ping Army, there are two Jinzhou. These act as the regimental commanding officers of the Zhanshi Regiment or the Ishiguntai Regiment and aid their superiors in decision making as junior members of the High Command. Furthermore, this rank has the duty to oversee the day-to-day running of the Regiment and the order of the guard. They are an essential block that keeps the pyramid of the Yong Ping Army together. 

     

    The Officer Corps

     

    Duizhu (Captain)

     

    Duizhus are the final rank before High Command. They overview and manage enlisted soldiers and Duifus, acting as an extension and tool of the High Command of the Army. These Officers of the Army may suggest promotions of subordinates from the ranks of Kanshou to Duifu. Duizhus also have the duty to organize and coordinate the Duifus and their own respective duties in order to ensure the readiness of the Yong Ping Army.


     

    Duifu (Sergeant)

     

    A Duifu is a junior commissioned Officer within the YPA Officer Corps. They have proven to be capable and reliable leaders both in and outside of combat. These junior officers neither cower in the face of fear or adversity, nor do they allow their subordinates to. 

     

    Duifus are the first rank which are permitted to hold military exercises and drills in order to prepare the armed forces of the Y.P.A. Their authority directly acts as an extension of the Captain and with that of the High Command.

     

    The Enlisted Corps

     

    Senior Kanshou (Corporal)

     

    Senior Kanshous are the most experienced soldiers of the enlisted corps and stand as a shining example of loyal soldiering and honor. They are proven to be battle hardened and formidable protectors of the Jade State and her people. These soldiers have similar duties as Kanshou do, though have the authority to assist directly with the holding and organisation of military exercises. 

     

    Kanshou (Private)

     

    Kanshou make up the tip of the sword for the Yong Ping Army. They have proved themselves to be worthy and capable of enforcing the law as a peacekeeper and protecting the Jade State in times of need. They have passed basic training as Xinbings and are ready to defend and protect the Jade State and her interests. These soldiers have proven themselves to be strong and loyal to the Army and Yong Ping.

     

    Xinbing (Recruit)

     

    Xinbings are citizens which have decided to serve the Jade State militarily. These brave men and women undergo basic military training for two dragon’s weeks. After passing and attending 3 military exercises, held by a Duifu or higher, and under the circumstance of no disciplinary actions, these citizens can be promoted to Kanshou.

     

    They possess the authority to enforce the law as any other soldier of the Yong Ping Army, though their actions are closely monitored by their superiors.



     

     


     

     

    THE MILITARY LAW AND PUNISHMENTS:



     

    Yong Ping Army Military Offenses:


     

    All active duty soldiers of the YPA, both enlisted and commissioned,  are held to the same laws which they enforce upon a daily basis. Though to ensure discipline is maintained, each active duty soldier of the YPA is held to a strict basis of regulations and codes of conduct. To distinguish simple and minor disciplinary issues from major and criminal matters, the aforementioned regulations and codes of conduct are generally organized into three different subtypes:

     

    -MINOR OFFENSE- An issue of smaller size, often petty in nature and handled by Duifus in the form of direct on-the-spot punishment.

    -INTERMEDIATE OFFENSE- An issue of larger importance. Handled by direct commanding officers from the rank of Duizhu or above in the form of a military tribunal, requiring 2 other commissioned officers to assist in the giving of the verdict.

    -MAJOR OFFENSE- An issue of extreme importance and commonly violent in nature. These offenses require the presence of the Duhu himself/herself and a military tribunal.

     

    The lesser of the two offense subtypes are categorized higher depending upon the amount of offenses committed by the soldier in question. This equals to the following;

     

    -2 minor offenses equal 1 intermediate offense.

    -2 intermediate offenses equal 1 major offense.



     

    MINOR OFFENSES


     

    Malingering while on duty.

     

    Undue behavior before a superior officer.

     

    Showing disrespect to a superior officer in any way or form.

     

    Neglecting one’s guard post for leisure activity. 

     

    Not fulfilling the duties of the assigned rank with the utmost respect and diligence. 

     

    Attempted minor criminal activities against the laws of the Jade State.

     

    Participating in any minor criminal activities against the laws of the Jade State.

     

    Failing to report criminal activities to a superior office. 

     

    Unintentionally antagonizing civilians in de-escalation situations. 

     

    Not keeping one’s military equipped uniform up to army standards. 




     

    INTERMEDIATE OFFENSES

     

     

    Intentionally antagonizing civilians in de-escalation situations. 

     

    Direct responsibility for the death of civilians in an arrest situation. 

     

    Undue surrender in the face of battle.

     

    Insubordination towards a superior officer.

     

    Accepting a bribe in every circumstance.

     

    Attempted intermediate criminal activities against the laws of the Jade State.

     

    Participating in any intermediate criminal activities against the laws of the Jade State.

     

    Directly causing lethal harm intentionally or otherwise to another member of the YPA in a friendly fire incident.

     

    Directly causing non lethal harm intentionally or otherwise to another member of the YPA in a friendly fire incident.

     

    Threatening a citizen or visitor to the Jade State of Yong Ping whilst on duty. 

     

    Impersonating a different rank or position within the military as the currently assigned one.

     

    Looting during any military operations.

     

    Treating one’s brothers and sisters in arms in a disrespectful and dishonorable fashion.

     

    Selling or trading military equipment without direct permission from a superior officer.




     

    MAJOR OFFENSES

     

    Committing treason against the Jade State of Yong Ping.

     

    Fratinersation with enemies of the Jade State of Yong Ping.

     

    Espionage against the Jade State of Yong Ping or her allies. 

     

    Inciting mutinous behavior within the Yong Ping Army.

     

    Attempting to incite mutinous behavior within the Yong Ping Army.

     

    Participating in any form of mutinous behavior within the Yong Ping Army. 

     

    Attempted major criminal activities against the laws of the Jade State of Yong Ping.

     

    Participating in major criminal activities against the laws of the Jade State of Yong Ping.

     

    Misconduct as a prisoner of War.


     

     


     


     

    Yong Ping Army Military Punishments;


     

    After the commanding officer presiding over a disciplinary issue comes to a verdict of guilt, they may choose, depending upon the offenses committed and the severity of them, a punishment fitting the crime from the following lists. The chosen punishment must always be in accordance with the offense committed.


     

    Punishments for Minor Offenses:


     

    Short timed removal of command.

     

    Short timed suspension from rank and pay.

     

    Minor disciplinary action in the form of physical punishment. 

     

    A dragon’s day confined in the brig.

     

    A fine of up to 50 Minae.


     

    Punishments for Intermediate Offenses:


     

    Demotion or prolonged removal of command.

     

    Prolonged suspension from rank and pay.

     

    A prolonged military sentence for up to 5 years in the brig.

     

    A dishonorable discharge from the Yong Ping Army.



     

    Punishments for Major Offenses:


     

    Demotion or prolonged removal of command.

     

    A prolonged military sentence for up to 10 years in the brig. 

     

    Military Execution by either firing squad or hanging. 

     

    Branding of the culprit.

     

    Removal of the culprit’s dominant hand.

     

    A dishonorable discharge from the Yong Ping Army.



     

     


     


     

    Court Martial Procedure


     

    After a servicemember of the Yong Ping Army is accused of committing a military offense of the grade intermediate or above, a court martial is organized with the Duhu  at its head. During the process of the Court Martial, the accused is relieved of command and placed under arrest within the brig until the trial is concluded. After preparations are made, evidence and or witnesses are collected, the Court Martial begins. 

     

    The charges are then to be read aloud to the accused and the accused may plead guilty or not guilty. The accused shall then truthfully and honestly explain their case and their actions to the Duhu, presenting any evidence or witnesses.

     

    The evidence and or witnesses are then questioned and processed, the Duhu then allows the High Command to advise them upon the verdict. If the accused is guilty as charged and the verdict is given, the verdict shall be accordingly, depending upon the degree of the crime committed against the Yong Ping Army.

     

    Though if the accused is not guilty, they shall be reinstated to former military command and be publically set free from a stain upon their vest. 


     

     


     


     

    BENEFITS AND PAYMENT;

     

    Soldiers of the Yong Ping Army receive pay at the end of each dragon’s week. Xinbings are not given payment, as they are still in training. Members of the YPA are only granted wages for an active display of their duties and services within the dragon’s week the wages are handed out. Wages and payment are to be distributed in accordance to the following chart:

    Furthermore, servicemembers of the Yong Ping Army enjoy a wide array of additional benefits within the Jade State. These are both economical and social in nature and only apply to soldiers which have been promoted to the rank of Kanshou or above. These benefits are;

    The Yong Ping Army was founded in the 14th Year of the Second Age by the former Duhu Tianrui Ren and first served as a small militia, consisting of conscripted citizens and mercenarie with the task of defending the newly founded Jade State of Yong Ping and citizens. 

     

    Though the Jade State stood proud about itself over its neutrality, the rest of the continent fell into deep and brutal war against one another. This war, named by historians the 10th Nordling war, lasted for many years and it was during these years that the Yong Ping Army modernized and reformed. These reforms were both strategically and politically of great importance for the Jade State and fortified Yong Ping’s presence within the continent.

     

    The YPA often faced battles on their own territory as well as foreign territory. During the until then rather new command of Duhu Tianrui Ryu, he was ordered by the Zhu to assist Norland militarily against the Skanarri during the siege of the Lunner Keep. He swiftly rallied the Zhanshi Regiment and led a devastating attack against the besieging Skanarri with the use of both cavalry, infantry and artillery. This victory was the baptism by fire for many soldiers of the YPA, including Protector General Tianrui Ryu himself.

     

    Soon after, the Jade State was faced with a different threat. A pirate fleet approached the shores of Yong Ping and demanded slaves, money and the Jade State’s surrender. Duhu Tianrui Ryu was ordered once more to take his men and defend the Jade State and her citizens from the aforementioned threat. He, alongside the Zhu and a YPA Frigate approached the enemy vessels during the dead of night and caused massive damage, but at the cost of the YPA Frigate itself, resulting in minor casualties for the Yong Ping Army. 

     

    After this battle, the pirates began bombarding the city of Yong Ping for retaliation, resulting in major civilian casualties. The High Command of the Yong Ping Army in cooperation with the government formulated a plan to wipe out the fleet’s lead vessel by sending an armed boarding party of both the Zhanshi Regiment and Ishiguntai Regiment aboard. This boarding party discovered that these pirates had a large force of slaves within their ships, making it ever so hard for the YPA to directly attack the enemy. Many slaves were rescued from the boarded ship and given a new life in Yong Ping. 

     

    Yet as luck had it, only a few nights later a large tsunami wreaked havoc amongst the sea south of Yong Ping, completely decimating the pirate fleet. Those who survived made their way to the shorelines of a beach eastward of the main city, setting up a camp there. This camp was highly defended by the surviving pirates, yet eventually fell after a coordinated attack by the Ishiguntai Regiment in order to rescue YPA Prisoners of War and surviving slaves.

     

    Ever since that day, the YPA has proven itself to be a capable force of soldiers, ready to defend their home at any time.

    Any and all medals handed out to servicemen of the Yong Ping Army shall be under the direct supervision and agreement of their commanding officer. Each soldier is able to recommend a soldier of any rank for a medal of any kind, yet the decision has to be made by the respective commander of a regiment or further high-command officers.

    An aurum talisman upon which a star is pressed, attached to the hip of a soldier’s service belt. This talisman stands as a symbol of honor and is bestowed upon a soldier of the YPA for an act of valour and heroism within their respective line of duty in times of conflict. This may either be through direct combat or decisive leadership action.

    A small golden medal in the shape of a five-pointed star, which bears the inscription 荣誉与牺牲, “Honor and Sacrifice” alongside the emblem of the Jade State of Yong Ping- the snarling maw of Yong Ping’s Long Dragon stretched over its golden sides. Worn attached to the service belt of a member of the YPA by a red and gold braid. This medal is awarded to a soldier of the Yong Ping Army who has either given their life or has been severely wounded during combat against an enemy of the Jade State of Yong Ping. 



     

    李人Dragon’s Eye

     

    A silver plated medal that would fit in the palm of one’s hand  bearing four triangles pointing towards the center of the award, where a golden circle lies. Pressed upon the golden circle is the Long Dragon of the Jade State of Yong Ping, with the words 荣誉与服务, “Honor and Service”. It is attached to the service belt of a member of the YPA by a red braid. This medal is awarded to a soldier of the Yong Ping Army, who has made use in combat of their respective weapon beyond the range it is normally used and fired at. 



     

    李人 Dragon’s Honored Welcome

     

    A golden six-pointed star with small silver triangles placed at the tips of each star's arm. Within the center of the star lies a silver emblem of the Jade State of Yong Ping, alongside the words 荣誉与成功, “Honor and Success”. This medal is attached to the service belt of a member of the YPA by a red and gold braid. It is awarded to a soldier of the Yong Ping Army who has recruited five new Brethren in Arms into service who have all achieved the rank of Kanshou.



     

    李人 Dragon’s Honored Dedication

     

    A prestigious aurum medallion award, upon which a silver star is pressed that bears the Long Dragon seal of Yong Ping. It has thirty small smooth golden spikes stemming from its sides, each spike representing a year of service within the Yong Ping Army. This medal is only granted to those who have served the YPA with honour and strength for 30 years.

    A wax seal pressed onto the right shoulder plate or sword sheath at the recipient's discretion denoting their completion of training and ascension from the rank of Xinbing to Kanshou. The red and gold seal features the serpentine Long Dragon of Yong Ping with its maw bared in a fierce snarl.



     

    李人 Medal of Dedication to Service 

     

    Awarded to members of the YPA who have gone above and beyond their day-to-day duties in service to the people of Yong Ping. This engraved aurum talisman features a vertical line of characters, 值班有荣誉 "In duty there is honor." This talisman is worn at the right hip, either tied hanging from the front of one's belt or attached to their upper greaves.



     

    李人 Medal of Moderation 

     

    Awarded to members of the YPA who have shown incredible restraint and compassion in their duties to the people of Yong Ping, the mark of a patient peacekeeper. This ornate aurum coin with a square hole punched through the middle features a tightly embossed circle of characters, 我的行动是我立足的基础 "My actions are the ground upon which I stand." This coin is worn at the right hip, a cord looped through the middle so it may hang from the belt.


     

     


     


     

    RECRUITMENT, TRAINING AND OATH;

     

    To join and enlist into the Yong Ping Army, one must fulfill three criteria;

     

    -Be of age

     

    -Be physically capable

     

    -Be a citizen of the Jade State of Yong Ping


     

    If these three criteria are fulfilled, the person wishing to enlist simply has to speak to any officer of the YPA to be inducted into the Army as a Xinbing. They then recite the oath of loyalty before the Duhu or another member of High Command and are then given their equipment and keys. It is from that moment on that their training commences.

     

    Such training takes at least 2 dragon’s weeks and consists of 3 Combat trainings and 1 de-escalation training. After these were attended and the Xinbing has had no disciplinary issues, they can officially be promoted to Kanshou.

    The day had begun rather quiet and peaceful. I had been conducting my investigations into a case concerning one of my officers for the most of my morning. After finalizing most of the information I had found, I called for an address to the soldiers and officers of the Yong Ping Army. During this address I awarded two Dragon's Honor medals. One to the current chancellor and former Duhu, the other to Kanshou Kin. Following this ceremony Kanshou Kin was also promoted to the rank of Duifu, following his work and dedication to not only the Army but also Yong Ping itself. I then dismissed all of the soldiers, thinking the rest of my day shall be just as peaceful and quiet. I was soon to be wronged.

     

    Mere minutes following my address to both of my regiments two messengers came from the Lunar Keep of Norland, bearing an important note for me. After I read said note, I immediately rang the bells of the Long Keep once more and called the soldiers of the Yong Ping Army back to the assembly. I stood before them and ordered them to get ready for a fight. I informed them that the aforementioned messengers had brought the news that the Lunar Keep of Norland is currently under siege by the Skanarri and that we must rush to their rescue.

     

    After having given this order, the soldiers rushed to grab their weaponry and armor before lining up before me once more in full combat gear. The Bushi Regiment then saddled up upon their war horses and began to ride alongside the Infantrymen of the Zhanshi Regiment. With the Cavalry we towed a ballista to be used as field artillery against the enemy, alongside enough ammunition.

     

    Following our arrival close to the Lunar Keep, I sent out a small squad of scouts to check out the terrain and the enemy positions. Once the scouts returned we began to march closer and closer to the keep. The two horsemen towed the artillery south-east of the keep, in perfect firing position and range for our ballista. The rest of the cavalry moved in directly to the keep and began to rush the enemy head on, while the infantry began pushing the right and left flanks of the enemy infantry. The battle had begun. 

     

    Shortly before the cavalry made its first push the artillery fired its first shot, landing directly into the enemy lines. This combined with a cavalry push and its respective infantry immediately overwhelmed the enemy forces. Within minutes of our arrival the entire enemy raiding party of 30 had been completely wiped out and destroyed. No prisoners were taken. There was no escape from the Dragon Guard of Yong Ping. The battle had been won and the Lunar Keep secured.

     

    We saluted the inhabitants of the Lunar Keep, who at first believed us to be soldiers of the Northguard. Following this we then made our way back to the Jade State of Yong Ping, where I dismissed the soldiers and congratulated them on their victory in battle.

    Woke up as usual at 05:00. Had a small cup of tea for breakfast before meditating for half an hour. All soldiers present at morning parade, except my executive officer. They had an incident and are on sick-leave. I will be visiting them and check on their health once I have inspected all of the walls and YPA facilities around the city.

    Inspection went flawlessly. No issues reported and no lack of security. My executive officer, Duizhu Watanabe, seems to have drunken an awfully strong tea and is in bed for the rest of the week. Nothing serious. Forth inspection in a row without any security issues. I am most impressed and satisfied with their duties.

    Within the entire Zhanshi Regiment, I am yet to see a challenge they do not stand their ground against. Every threat, every fight they are engaged in, they are yet to disappoint me in any way. It is truly an honor for me to call them my brothers and sisters in arms. It was not an easy duty to turn them all into soldiers, yet thanks to the help of my fellow Soldiers the road was a short one, regardless of any stones placed in their path. Though since this regiment surpasses many of those who stand against the banners of Yong Ping in bravery and honor, it is no surprise to me. 

     

    Yet ever since my most recent event within the temple I am feeling unwell. I can see little and feel as if I had drunk the Teahouse’s entire sake storage. Though rest is something I am unable to afford. I shall have my senior non-commissioned-officer take over some of the morning formalities with my staff so I can get an extra hour of sleep and rest. An hour desperately needed, or else I might just as well get myself to the clinic.

     

    Carried on my afternoon meeting with my non-commissioned-officers, ordered them to give the soldiers a light afternoon before having an archery training session, followed by close combat lessons. Went to bed immediately after and slept for three hours before waking up in the middle of the night. Was not able to sleep, hence I went on a small stroll along the walls and city defenses.
